The Red Dog zinc-lead deposit, said to be the world's second largest, is located inside the Arctic Circle in northwestern Alaska - a location too harsh and remote for some mining companies but just right for Cominco Ltd. The complex has been in operation since November 1989 and is producing 508 kt/a (560,000 stpy) of zinc concentrate, 109 kt/a (120,000 stpy) of leadconcentrate and 45 kt/a (50,000 stpy) of an Imperial Smelter Feed, a combined zinc-lead mixture that is too small to separate. All of this concentrate production derives from a relatively modest mine production of 5.4 kt/ad (6000 stpd) extracted from a surface pit. Despite being a high-grade zinc-lead deposit, Red Dog's metallurgy is complex, requiring a very fine grind and use of column cells for flotation. The Red Dog complex is located in the DeLong Mountains. They are characterized by eight stack and folded thrust blocks that contain sedimentary and igneous rocks. The Red Dog deposit is located in the second lowest thrust and ist hosted by late Mississippian to Permian age black shale, the Ikalukrok member of the Kuna formation. The Red Dog mining complex is operated by Cominco Alaska, Inc., a wholly owned subsidiary of Cominco American, Inc, which, in turn, is owned by Cominco Ltd. In 1980, the deposit region was acquired by NANA Corp. as part of the Native American Claims Act Settlement of 1971. NANA is one of 12 such Native Corporations in Alaska. In 1982, NANA and Cominco American signed a develop¬ment agreement and formed Cominco Alaska to manage the project.

Tunneling requirements are presenting designers with greater challenges. The design and construction of the 2000-ft long unidirectional twin highway tunnels for the approach to one of two bridges of the Louisville-Southern Indiana Ohio River Bridges (LSIORB) Project is no exception. Excavation under low cover, beneath an historic site, with each tunnel of 70-feet wide and 50-feet high dimensions will set precedents for US highway tunnel excavation size. To investigate ground conditions to supplement final design of the highway tunnels, an exploratory tunnel excavated through karstic limestone and shale will be located within the confines of the proposed final alignment. With the LSIORB Project, Jefferson County, Kentucky and Clark County, Indiana will have improved cross-river mobility between them. The Indiana Department of Transportation (INDOT) and the Kentucky Transportation Cabinet (KYTC) are developing the LSIORB Project jointly, in coordination with the Federal Highway Administration (FHWA). Section 4, one of six sections, as shown in Figure 1 is the East End Kentucky Approach and Connections to I-265. Key elements of Section 4 are the twin three-lane highway tunnels under the historic Drumanard Estate. The property is located on the north side of US Highway 42 (US 42) at the intersection with the Gene Snyder Freeway (also KY841) as shown in Figure 2. One aspect of the project consists of the excavation of an Exploratory Tunnel along the southbound alignment tunnel. At the time of preparation of this paper, KYTC has not awarded the Exploratory Tunnel Contract. This paper will focus on the planned geotechnical investigation program that will occur during excavation of the exploratory tunnel and how the design of the twin highway tunnels will incorporate the findings to achieve an innovative and efficient configuration.

Oxidation of mixed lanthanide solutions with ozone at pH 4.5 and at ambient temperature resulted in precipitation of 98 percent of the original cerium present. Corresponding cerium purity was increased from 50 to 98 percent. A second ozone oxidation-precipitation step produced cerium of 99.9 percent purity in high yield from the 98-percent-pure material. Alternately, ozonation at pH 6.5 and 85° C differentially precipitated cerium and rare-earth elements heavier than cerium and left 89 percent of the original lanthanum in solution at a purity of 95 percent. Subsequent recovery of cerium from the heavier rare-earth elements in the precipitate was accomplished by dissolving the precipitate in dilute mineral acid and reoxidizing the cerium with ozone at pH 4.5 and at ambient temperature. The filtrate contained an enriched praseodymium-neodymium-samarium-europium mixture that is amenable to separation by ion exchange or solvent extraction.

Ventilation planning in trackless metal mining is often taken for granted. This paper highlights the trials of planning and executing the ventilation design for Bog Zone at the Lisheen Mine. Ventilation planning for Bog Zone started at the feasibility study stage in 2003; subsequent design changes continued until 2006. In August 2006, the development of the Bog Zone ore body was accelerated through the use of contractors; in addition, the Lisheen equipment fleet was revised based on a larger load and haul fleet. As a result, the circuit was reviewed in terms of changes in design conditions and best practices. This review resulted in a 40% increase of total airflow required to mine Bog Zone. Resources utilized to design the circuit include: external review, computer modeling, and in-house Lisheen planning and operational staff review. The final ventilation design configuration was adopted in 2007, after modeling and evaluating 30 different scenarios, resulting in a better distribution of airflow, optimized secondary escape way, reduced contaminants, and a total power reduction. The value of investment in computer modeling of primary ventilation circuit and planning for staged implementation should never be underestimated.

The initial Support Technology Optimization Program (STOP),Version 1.0, was released at the 19th Ground Control Conference. This original program has since been updated to Version 2.3 which was released in May, 2001. This paper describes the additional features of Version 2.3, focusing primarily on the following three aspects: (1) including uncontrolled convergence into the design requirements for standing roof supports, (2) the addition of design procedures for cable bolts as an alternative secondary roof support, and (3) the addition of new standing roof support technologies. Another new feature which should facilitate the development of design criteria for standing roof support is the capability to define ground reaction curves through convergence measurements alone without having to make support loading measurements. There are several other new features provided in Version 2.3 which are only briefly addressed in the paper. These include: (1) additional graphics capabilities to facilitate rapid assessment of support comparisons, (2)an East-West designation for support selection to more accurately provide cost and support availability data, (3) additional safety measures including a safety factor to identify support design near the peak support capacity, checks to see if the support dimensions comply with aspect ratio requirements, and a measure of roof coverage for the design layout of the support system. These new features of STOP provide more capabilities to design and analyze secondary roof support systems for conditions which could not be fully analyzed in the original version of the program.

The objective of the draw strategy in a caving mine is to maximise economic return by minimising waste dilution3 and maximising ore recovery4. The draw strategy must also include suitable controls for air blast and mud rush hazards and is highly constrained until continuous cave propagation has been achieved. This paper details a three-year project at the Ernest Henry Mine (EHM), which used cave flow simulation software to develop a draw strategy that increased the mine value by 32 per cent.Dilution and ore loss can be significant in sublevel cave (SLC) operations and result in poor recovery and considerable economic losses. To minimise dilution and ore loss, cellular automata software was used to simulate cave flow over the mine life. The optimisation project required mining footprints for various cut-off grades to be developed. Draw strategies for each mine footprint were then generated using a range of shut-off grades. Economic assessment of each scenario was then conducted to determine the mine footprint and corresponding draw strategy that generated the highest NPV (net present value). The iterative simulation process was improved by developing automated software functions in the flow modelling software to reduce time taken to generate and assess life-of-mine (LOM) draw strategy scenarios.In addition to improving the NPV of the mine, the optimisation project also enabled a decrease in the mine cut-off grade which increased the ore reserve and extended the mine life. Overall, an iterative process of mine planning, cave simulation, economic evaluation and geotechnical analysis was used to significantly increase the economic return of the SLC whilst ensuring caving risks were controlled to an acceptable level.CITATION:Campbell, A D and Power, G R, 2016. The installation of the George Fisher flowsheet in the lead/zinc concentrator at Mount Isa Mines Limited has recently been completed. The George Fisher flowsheet involved moving flotation capacity from the lead circuit to the zinc circuit and changes in zinc circuitry, changes in the reagent regime and increased regrinding capacity, using IsaMills, to regrind some streams to 80 per cent passing seven microns. The project was highly successful, delivering a five per cent increase in zinc recovery within a fortnight of commissioning. The George Fisher flowsheet was developed over six years. Laboratory work built upon the knowledge gained from investigating and processing the Mount Isa and Hilton orebodies. The engineering design and construction for the brownfield expansion of the existing lead/zinc concentrator had significant involvement from the operational, maintenance and technical personnel. Experienced personnel were seconded from the concentrator to the design and construction groups to ensure smooth integration of the new flowsheet into the existing concentrator with minimum downtime, and maximising the reuse of existing equipment. The combination of thorough design, good project integration with operations, and a good commissioning plan allowed almost immediate delivery of project gains. The project was highly successful, the full design improvements were achieved within two weeks, allowing the focus to move to developing future improvements.

Modern remote sensing provides a means for locating and characterizing exposed mineralized systems in many parts of the world. These capabilities are non-invasive and help target specific areas for more detailed exploration. An example of how remote sensing technology can be used is evident from a study of the Questa Mining District, New Mexico. Analysis of low spectral resolution data from the Landsat Thematic Mapper satellite system clearly shows the region-al distribution of two broad mineral groups often associated with mineralized systems: clay-carbonate-sulfate and iron oxides-iron hydroxides. Analysis of high spectral resolution data from the Airborne Visible and Infrared Imaging System (AVIRIS) shows the occurrence and distribution of many individual mineral species that characterize the pattern of hydrothermally altered rocks in the district.

Blast-induced ground vibrations from surface coal mine, quarry, and construction blasting were measured and analyzed for frequency content and duration characteristics. Eighteen commercially available ground vibration measurement systems were evaluated in the field and laboratory for linearity, accuracy, and crosstalk. Buried, surface, and sandbagged transducer placement methods were compared, along with peak and vector-sum measurements. The recommended minimum frequency ranges for ground vibration instrumentation are 2 to 150 Hz for coal mine and quarry blasting, and 5 to 200 Hz for construction and excavation blasting. When higher or lower frequency vibrations are possible, as in construction blasting or for a quarry shot close to a residence, care should be taken to insure proper choices of instrumentation and vibration criteria. Several instruments operating in these ranges are available, and all but one of the seismographs tested fell within ±3-dB accuracy limits (+41 pct, -29 pct). Waveform recordings of all three ground vibration components are recommended as the peak amplitude and frequency may vary among the three. Peak or vector-sum readings are adequate if only amplitude levels are desired. The soil density matched box should be anchored or buried, particularly for high-frequency, high-amplitude construction blasting.

In studies conducted by the Bureau of Mines, two test areas were hydraulically stimulated and exposed by mining: One in the Pittsburgh coalbed at the Vesta No. 5 mine, Washington County, Pa.; and one in the Illinois No. 6 coalbed at the Inland mine, Jefferson County, Ill. Induced fractures were contained totally within the coalbed with no adverse effect on the stability of associated rock strata. Induced fractures were vertical and were propagated normal to the direction of least residual tectonic stress. Gas production was increased fivefold to twentyfold by hydraulic stimulation.

High-temperature heat contents of InAs and GaAs were measured over the temperature range 400°K to temperatures above the melting points using a di-phenyl ether drop calorimeter. Smoothed values of the thermal properties have been derived and tabulated at even temperature interuals . The heats of fusion of InAs and GaAs were determined as, respectively, 8790 ± 200 and 12,590 ± 300 cal per g-atom at the respective melting points of 1210º ± and 1513º ± 1°K, yielding entropies of fusion of 7.26 * 0.16 and 8.32 ± 0.20 cal perºK per g-atom, respectively. A general discussion of the thermal properties of III-V com-pounds is given. THE low-temperature heat capacities of InAs and GaAs have been determined by Piesbergen.1Using a dynamic temperature modulation technique, Miller2 has determined the heat capacities of the compounds as well as GaSb and Ge between room temperature and 650°K; however, it has been observed that values determined by drop calorimetry for GaSb3 and for germanium4 are consistently about 5 pct lower than Miller's results. Cox and Pool10 report values for the heat content of InAs and GaAs and the heat of fusion of InAs. No value for the heat of fusion of GaAs appears to have been previously reported. This paper reports results of high-temperature heat content investigations of InAs and GaAs measured in the range 400" to above 1500°K employing a diphenyl ether drop calorimeter. These results, together with our previous results on III-Sb compounds3 as well as heat-content measurements5 of solid InP and Gap, are used in a general discussion of these compounds. EXPERIMENTAL PROCEDURES High-purity samples of the compounds, stoichio-metric to ±0.1 at. pct, were supplied in the form of crushed crystal fragments by Dr. Carl Thurmond of the Bell Telephone Laboratories. Introduction Atlas Consolidated Mining and Development Corp. (ACMDC) started gold production at its Masbate gold mine early in 1980. This involved an open-pit mine and a 3.5-k/d (3850-stpd) carbon-in-pulp processing facility (Pizzaro and Antonio, 1981). When this operation started, the mine began stockpiling sub-grade milling material averaging 1 g/t (0.029 oz per st) gold. Furthermore, geologists estimated that there were additional low grade reserves within the ultimate pit limits. These amounted to 2.4 Mt (2.6 million st) with an average grade of 1.1 g/t (0.03 oz per st) gold. The success of low cost heap leaching prompted an investigation to determine if this tech¬nique would be applicable for the low grade Masbate ore. The findings were favorable and a series of laboratory tests were undertaken. These tests indicated the amenability of this subgrade milling ore to heap leaching. Depending on ore size, gold extractions of more than 60% were obtained. To further define operating parameters for a commercial heap leaching plant, a 400-t (440-st) batch pilot plant was built and operated. These test results were used to design the first commercial heap leaching plant in the Philippines. One design concern was the control of solutions during the rainy season. Due to the material's low grade, every effort was made to minimize capital and operating costs. To this end, surplus mining equipment from the copper operations of ACMDC and used machinery in the crushing circuit were considered. Location: The Masbate gold heap leaching operations are located on the northeastern part of Masbate Island, Philippines. This is about 480 km (300 miles) south-east of Manila. Climate: The climate is moderate with two distinct periods. The dry season runs from January through June, and the rainy season extends from July through December. During the wet season, the rainfall at the mine site averages 300 mm/m (11.8 in. per month) for a total of about 2000 mm/year (78 in. per year). However, heavy downpours in excess of 100 mm/h (4 in. per hour) can occur. Geology: Four distinct rock types have been identified in the pit area. They are tuffaceous agglomerates, andesitic agglomerates, metasedimentary rocks, and hornblende augite andesitic porphyry. The tuffaceous agglomerate occupies the northern and western flanks of the mine. Andesitic agglomerates are localized distinctly in the central portion of the volcanic plug within the mine site. The eastern boundary of the mine is occupied by metasedimentary rocks, whereas, the hornblende augite andesitic porphyry occurs as an intrusive within the andesitic agglomerate and tuffaceous agglomerate. Some areas of the pit contain high proportions of clay minerals, requiring an agglomeration step in the flowsheet. This ensures satisfactory percolation through the heaps. For aluminum, substitution of primary with secondary resources decreases energy consumption; this energy advantage creates a strong economic incentive to recycle. Several authors have raised concerns that the current sinks for secondary materials may soon be saturated, impeding subsequent expansion of recycling. This work combines dynamic material flow analysis with optimal batch planning models to quantify the significance and drivers of these pending limits under several scenarios, and thereby explore potential opportunities to increase recycling. An aluminum recycling system case was developed that includes containers and packaging, automotive, and construction products and scraps. The impacts on aggregate scrap utilization and materials cost are explored in the context of changing alloy demand and lifetime. Insights drawn from this specific case study could be applied to multi-stakeholder, systemic models.

No entanto, este estudo pretende comparar, à resistência dos compósitos reforçados com fibras naturais, portanto, favoráveis ao meio ambiente e compósitos reforçados com fibras de vidro, que por sua vez têm impactos ambientais desde a fabricação até à disposição. Treze compósitos foram confeccionados para essa pesquisa, contendo 0% de fibra, 30% de fibras de curauá e 30% de fibras de vidro em matriz epóxi e testados em uma máquina de tração. Os resultados mostraram valores mais altos para as amostras reforçadas com fibras de vidro, no entanto, para relacionar a tensão do compósito com à sua densidade de fibra, verificou-se que os compósitos reforçados com fibras naturais apresentaram resultados melhores do que os produzidos com fibras de vidro. Concluindo, pelo ponto de vista da propriedade mecânica, as fibras de vidro podem ser substituídas pelas fibras de curauá.

Because of continuing concerns regarding the effects of cumulative quantities of materials in the environment, the Bureau of Mines has initiated a series of studies to evaluate, to the fullest extent possible, all aspects of the materials flow sequence fur selected commodities. Although tungsten and its compounds do not pose a significant health hazard to the environment, they do represent valuable resource materials to which appropriate conservation considerations must be given. The present study includes a description of recent trends in the consumption, loss, and recycling of tungsten-containing materials in the United States during the period 1974 to 1991 and an estimation of the cumulative loss of tungsten to the environment since 1910. Obsolete tungsten is recycled primarily as cemented tungsten carbide components that have been used in cutting and wear-resistant applications. The quantity recycled, as a of annual U.S. consumption of tungsten, was estimated to have increased from 10% in 1974 to 341a in 1991. An estimated 58% of the 148,000 metric tons of primary tungsten consumed since 1910 was lost to the environment through means such as dissipation, discard, and dilution.

"Lax, misguided, and dangerous" is Rep. James Santini's description of the official US position on strategic nonfuel minerals. Santini (D-NV), chairman of the House Mines and Mining Subcommittee, criticized the Interior Department for "its long record of benign neglect" regarding the domestic minerals crisis. Santini made his remarks at a news conference at the American Mining Congress convention in San Francisco, where he released his subcommittee report "US Minerals Vulnerability: National Policy Implications." The report-said to be the first major congressional study of the minerals issue by a committee of jurisdiction is the result of a two-year inquiry. The investigation was undertaken, according to the chairman, "because no person or agency in the executive branch of government fully grasps the critical importance of nonfuel minerals to the nation's economy, defense, and quality of life." The report also urges a larger role for the Department of Defense, which has "stood passively by for many years as a consuming by-stander," according to the report. President Carter's incomplete Non-fuel Minerals Policy Review also drew the committee's ire; Santini calls it "a tragic waste that cost tax-payers $3.5 million and the loss of some 13,000 person-days." The subcommittee examined the following issues for its report: • The US minerals industry's inability to meet national raw material needs under a "hodgepodge of contradictory, restrictive, and irrational" federal regulations; • Dependency on foreign sources of strategic minerals in times of "increasing resource nationalism" and "Soviet mineral expansionism;" • National security needs for foreign mineral resources that do not have effective substitutes; • The US government's approach to national minerals policy "amid a growing realization that such a policy does not exist." The subcommittee report includes an analysis of public and private studies on nonfuel minerals and discusses a series of policy problem areas that negatively affect domestic production. Capital formation disincentives, tax policies, antitrust enforcement, environmental laws, health and safety regulations, technical problems, and restricted access to federally-controlled public lands contribute to what Santini calls a "tragic irony." "The irony is that we are a nation vastly rich in mineral resources yet our own government chooses to stifle development of these critical raw materials and thereby increase offshore reliance. The tragedy is that we also are ensuring US vulnerability to severe economic dislocations and a weakening of our national security." In just six years, from 1973-1978, the US trade deficit in nonfuel minerals rose from $2 billion per year to $8 billion, according to the report. The country imports more than 50% of 23 critical minerals, including 100% of its manganese, chromium, cobalt and platinum. The US is promoting its dependence on foreign mineral sources at the very time the security of many of those sources is becoming less certain, the report notes. Santini said the subcommittee investigation revealed a vulnerability that may be more serious and pervasive than that of foreign oil. The US may be able to develop alternate energy resources, but there are no effective substitutes for many nonfuel minerals. The report also discloses that US stockpiles of critical and strategic minerals are of inadequate supply and quality. Holdings of some vital minerals are far below present objectives, and for some there are no holdings at all, according to Santini. To resolve the current crisis, the report makes the following recommendations: • Complete immediately President Carter's Interagency Nonfuel Minerals Policy Review; • Implement (throught the Interior Department) the 1970 Mining and Minerals Policy Act; • Create an Office of Energy and Minerals with the same stature, power, and oversight responsibilities as the Council on Environmental Quality; • Ease federal restrictions on mineral exploration and development on public lands and implement a complete review of public land use policies; •Fund for and fulfill US nonfuel minerals stockpiling objectives; •Increase federal funding for non-

The small scale alluvial gold mining industry in Papua New Guinea (PNG) is c.irrently the only form of small scale mining carried out in this country. It already contributes significantly to the economy with current production estimated at 2 000-2 500kg per year. Until recently, small scale alluvial gold mining has been confined to simple panning and sluicing of high grade alluvial and colluvial deposits. Traditionally the small scale miner in PNG has only worked gravels with gold grades in excess of 500mg/m3. Grades of this order are required to justify the hard physical labour involved ~n hand operated small scale mining methods. .he introduction of higher throughput technologies such as trommels fed by hydraulic excavators has the effect of altering what constitutes an economically viable deposit. Mechanised techniques allow for the consideration of grades of almost half that level. The potential and opportunities for utilising this type of small scale mechanised mining in PNG are enormous with large areas of ground with gold grades running in excess of 250mg/m3 and often up to 2000mg/m3 throughout the country. An assessment of the current operating economics of this technology in the PNG context is the principal objective of this paper. Small to medium scale mechanised mining can potentially contribute significantly to the PNG economy particularly as it lies within the react-, of many PNG businessmen. Its potential is currently somewhat limited by a general lack of infrastructure and is also constrained by socio-political factors.

Distinguished guests ladies and Gentlemen. As many of you know, before I became a Labour Member of Parliament, I had an unusual career path for a politician, in that I spent quite a few years working in the business community. In other words, I was mainstreamed before I was institutionalised. Given that some of this time was spent working for the then Macraes Mining Company Limited, now Gold and Resource Developments NL, I feel that I may have a perspective on how things are seen, on both sides of the fence. In terms of public perception and esteem I am not sure which career option was the step up and which was the step down. So far what I have found very familiar, is that in both roles there is a gulf between the reality and the perception of that reality - a gulf that is both huge and hard to bridge. I think it is a point worth making here amongst another busy industry cluster, that we can all too easily get so embroiled in the day to day activities, that we lose sight of how this might look to those running on a different treadmill. I can still remember scratching my head at the beginning of some days, as I worked to get new mining projects started that I knew were going to bring real jobs and economic benefit to New Zealand, but ending the day feeling like I may instead have been proposing bringing back both strip mining and slavery. If I learnt one valuable lesson out of that time it was this: .... mining has become so publicly demonised on the road to ecological nirvana, that even attempting a lucid dialogue on mining issues, with some, is incredibly difficult.
