This paper on the out-and-fill method of mining is one of a series on mining methods published by the United States Bureau of Mines. It has been compiled chiefly from recent publications of the bureau describing in detail mining methods and costs at various mines. Other sources of information were the technical press, the Transactions of the American Institute of Mining and Metallurgical Engineers, the Mines Haudbook, and company reports. References other than those mentioned in Table 1, which lists the mines entering into this discussion and gives general data regarding them, are given in the body of the paper. The authors wish to acknowledge the kind assistance of many operating officials, either through correspondence or in the course of numerous visits to their mines. DEFINITION OF CUT-AND-FILL STOPING The out-and-fill method of stoping is that method in which relatively small sections or slices are taken successively from the lower surface of a block of ground by open-stoping methods, the broken ore being removed and each section filled with waste material before the next is mined. This definition excludes shrinkage stoping, even with subsequent filling; it excludes square-set and fill methods; it excludes the Mitchell slice method, which may be classed as underhand square-setting; it excludes the systematic use of stull sets and filling, which is a variation of square-setting; it excludes any method involving the caving of the ore, walls, or overburden during the process of extraction, although caving may be allowed to take place when the waste fill is withdrawn for use in other stopes; and it excludes any open-stope method without filling. Through variations, which will be discussed later, the cut-and-fill method merges into shrinkage stoping, open stoping, or square-setting. The use of casual timber support, such as props, stulls, or timber cribs for holding up weak portions of the back does not constitute a change from cut-and-fill to square-set mining.

"Circulating fluidized-bed (CFB) combustion technology has been around for over 40 years, but over the last 6 years it has been commercially demonstrated at the 500 MWe scale at the Lagisza plant located in Bedzin, Poland. The CFB at the Lagisza plant has unique first-of-a-kind design features, such as vertical-tube supercritical steam technology and a lowtemperature flue-gas heat extraction that allows the plant to achieve high plant efficiencies of over 43% (net lower heating value). Another unusual feature for a coal power plant is that this plant meets all its atmospheric emission permit levels without any post-combustion de-NOx or de-SOx equipment such as selective catalytic reduction (SCR) or flue-gas desulphurization (FGD).CFB clean coal power technology is entering the utility power sector just in time to help deal with declining quality in internationally traded coals and to promote the large-scale use of economic, low-quality domestic fuels. Owing to the very attractive price discounts, growing supplies of low-quality Indonesian coals are outpacing the supply of high-quality Australian, Russian, and US coals. In Germany and Turkey, the use of domestic lignites for power production provides a secure and economic energy solution while creating domestic jobs.Conventional pulverized coal (PC) boilers will have trouble accepting these off-specification coals because of their narrow fuel specifications; they typically call for heating values above 5500 kcal/kg. This limitation is not an issue for CFB technology because of its ability to burn the worst and best of coals with heating values ranging from 3900 to 8000 kcal/kg.This paper provides an outlook for future coal supply, quality, and price, as well as a review of the technical and economic benefits of CFB technology firing low-quality fuels for utility power generation."

Electromagnetic wire rope testing is the only practical non-destructive method to evaluate the current condition of wire ropes in general, and in the mining industry in particular. The method has been successfully used worldwide for decades. In mining it has considerably improved the safety of operations. Yet, problems persist. In particular both the Loss-of-Metallic-Area (LMA) readings, as well as the Local Fault (LF) readings, as obtained by different instrument operators, were found to be unacceptably diverse. Consequently, large sums have been spent internationally, as well as in Canada, comparing a whole range of these instruments in an effort to rate their performance. The published results clearly confirmed operational experience, namely that the LMA and LF readings were, indeed, unacceptably diverse. Excellent pertinent conclusions were also published. In Canada the authors? conclusion was that while the divergence in the LF signal based results could, possibly, be attributed to both hardware and human-error related factors, the LMA signal related quantitative uncertainties were human-error related. Consequently, much attention was paid in Canada to developing novel control methods, namely computerized ones to replace the more error-prone analogue ones. In addition new sensor-heads were developed, both for portable as well as for permanent installation with remote control operations. While these efforts were of considerable benefit, the situation must again be carefully reviewed with very special reference to deep-level mining, now of immediate concern in Canada as well. In this paper the authors supply an overview of the results obtained by three of the four major international projects referred to previously. Relevant conclusions/comments are also restated. Moreover, specific recommendations are put forward as to how current problems might best be remedied.

Inhibitors are used in coal mines as a precaution against accidental dust explosions. Although rock dust is the usual inhibitor many others have been tested. To facilitate testing a screening process using laser irradiation was proposed. The procedure includes irradiation of a coal-dust mixture followed by mass-spectrometric analysis of the evolved gases and an evaluation of the flammability characteristics of the gases. Carbonate-type inhibitors decreased the percentage of combustibles in the gases generated and inhibitors like NaCI (thermally stable salts) decreased the total gas generated. A suitable test procedure did not result from the investigation, demonstrating the inadequacy of fast heating, non-combustive techniques in rating inhibitors of coal dust explosions.

Maintaining an adequate supply of minerals and metals to meet national economic and strategic needs is the overall goal of the Bureau of Mines, U.S. Department of the Interior. One method of achieving this goal is to conserve scarce metals by cladding a plentiful base metal, such as iron, with a scarcer metal. To investigate cladding, a vacuum-rolling mill capable of rolling bimetal specimens at temperatures to 1,300° C in a residual gas pressure of 2 x 10-5 torr was established. Metals that were successfully bonded to iron included stainless steels, chromium, nickel, nickel alloys, copper, and several refractory metals including molybdenum and titanium. The effects of the rolling temperature, reduction in thickness, rolling speed, and residual air pressure on bonding strength and bend ductility of the bimetals were determined. Optimum rolling conditions produced bimetals with bond shear strength essentially equal to that of the iron base metal.

In Bureau of Mines research on recycling chrome refractory wastes, used refractories from argon-oxygen decarburization and electric steelmaking furnaces were beneficiated, concentrates were reformed into briquets, and modulus of rupture tests were conducted at 1,350° C. The test results indicated that the beneficiated minus 6-mesh material could be used for producing magnesia-chrome refractories.

This report describes an experiment which was conducted to compare the relative bumping hazard of a low and high profile hard hat (helmet) in a low seam mining environment. The study was specifically designed to assess the effect of lowering the helmet profile on frequency of head impacts in an underground low seam coal mine simulator. This involved subjects performing four common low coal mining tasks wearing the low and high profile helmets in the low seam simulator (36" and 48? heights). The results of the study indicated that a low profile helmet could reduce bumping frequency in underground low coal approximately 25%, and as much as 80% on selected tasks. It was beyond the scope of the study to measure the impact force, thus it was not possible to estimate the effect of the low profile helmet on severity of impacts underground. The research team recommended that a more extensive investigation be made of head injuries experienced in low seam mining (both underground and surface) with the objective being to assess the impact of a low profile helmet on total head accident exposure.

Electrical trailing cable handling techniques and practices used in metal and non-metal surface mines were investigated by obtaining information through actual visits to the mine properties located in a variety of geological areas and climatic conditions. An analysis was made of all accidents related to cable handling which are cataloged by HSAC* for the period from 1971, through June 1980. Information was also collected from mine operators concerning near accidents and non-reported accidents. The results of this investigation were presented to the U.S. Bureau of Mines in an effort to outline recommended practices for cable handling in surface mines and to recommend additions and/or changes in the present regulations now being enforced by MSHA** field inspectors. India bestowed with 6000km of the coastal belt, contains some of the richest and largest placer deposits with a mixture of heavy minerals like ilmenite, rutile, leucoxene, zircon, monazite, sillimanite and garnet. Each of the minerals is having economic value due to its inherent characteristics for industrial use in fields of paints, metallurgy, refractory, abrasive and so on. The reserves of titanium bearing minerals (ilmenite, leucoxene, and rutile) in the country is around 378 million tonnes. More than 90% of the titanium based minerals produced worldwide are utilised for making value added products in the pigment industries. Approximately 8 million tonnes of monazite reserves are available in the country from which several rare earth elements like cerium, neodymium, lanthanum, yttrium etc. can be extracted for use in several industries. The country contains a deposit of about 20 million tonnes of zircon, which is used in foundries, refractories, ceramics and chemicals. India has a reserve of 107 million tonnes of garnet and 131 million tonnes of sillimanite required for the abrasive and refractory industries respectively. Keeping in view the multifarious uses, the beach sand minerals are being exploited to have the economic growth of the nation. Although the process adopted for the separations are simple, the equipment involved are specially designed because of the nature of the material of construction. Starting from the spirals to magnetic separators, all equipments are manufactured outside India, which is not only costly, but the availability also takes much time for fulfilling the import formalities. Unlike open cast mining, beach sand mining is a environment friendly mining because dredging is implemented to cut and pump the loose sand through a slurry pump causing less damage to the surface topography as both mining and backfilling takes place simultaneously. Therefore all out efforts are made to explore the beach sand placer deposits in an economic manner to emerge as a leader in the global mineral industries.

Through the use of nondestructive testing techniques, the Bureau of Mines is pursuing a goal of improving the efficiency of the rock excava-tion process. Toward this end, 44 laboratory tests were conducted to identify a practical method of monitoring fracture development in rock, as caused by an excavation tool. An acoustic emission CAE) transducer was used to monitor the test samples as they were loaded. The signal from this instrument was recorded in real time along with the radial and axial loads generated by the fracturing device. Through the review of these signals on a common-time base, it was possible to see the relationship between the developing fracture and the loading conditions. As a part of the posttesting investigations, samples that were pletely fractured were sawn and ground to expose the fractures. examination of these samples allowed approximations to be made incom-Visual of the total surface created. Surface area approximations were also made for the completely fractured samples. Quantitative analyses· of the AE signals were conducted for comparisons with the calculated surface areas.

A number of state and federal agencies are calling for development of aquatic life criteria for conductivity. These aquatic life criteria or ?benchmarks? are based on observed correlations between conductivity and benthic macroinvertebrate community composition, generally measured by composite metrics or indices. However, development of an aquatic life criterion for a composite variable like conductivity is made difficult by a number of factors. Based on a database from West Virginia, observed patterns of invertebrate community composition versus conductivity may instead be related to a combination of abiotic (e.g., ionic composition, habitat) and biotic (e.g., life history, colonization potential) factors. Many benthic invertebrate taxa also do not respond to increasing conductivity in a consistent relationship. Many states have determined that a composite variable, like conductivity or TDS, is not appropriate for criteria development, as many studies have shown that toxicity varies as a function of ion composition and can be mitigated by elevated hardness. We conclude that the relationships between conductivity and changes in benthic macroinvertebrate community composition are neither strong nor reliable enough to warrant derivation of a criterion based solely on conductivity.

The responsibility resting upon the owners and managers of mines where fire-damp is generated, renders it a matter of imperative duty that a frill and correct statement of any explosion that occurs should be given to the public. But such a statement must be based on the testimony of impartial eye-witnesses or trained experts. Then a sad experience may result in the adoption of effective preventive measures. In the absence of any official and professional body of mining experts in the State of Virginia, the writer desires to submit to his professional brethren of the American Institute of Mining Engineers an account of an explosion which recently took place in a colliery under his management, and earnestly desires a thorough and impartial discussion on the Fats submitted. Description and Plan of the Mine.—The "Grove" shaft is situated at the nearest point 825 feet from the last old workings upon the Midlothian property, south of the old Pump shaft works. (See Plate 111.) The shaft was sunk by the former company, some thirty years ago, to the depth of 622 feet. An incline over 230 feet long, starting in a northwest direction at a depth of 105 feet above the shaft bottom, had been driven to explore the coal on the dip. A return of very small dimensions had been driven round the shaft on the south side, entering the upcast chamber. With the information obtained from the former company that a seam of coal about four feet thick, at a depth of 490 feet, had been found, and with the information obtained by the present proprietor, R. T. Burrows, of Albion, N. Y., by means of two boreholes on the dip west of the old shaft, in both of which workable seams of coal at various depths had been ascertained, the clearing out and thorough retimbering of this shaft were commenced in March, 1873. Borehole No. 1, at a depth of 4773 feet from surface, revealed a seam of coal. This borehole was afterwards carried to a depth of 1140 feet to the granite, without finding any other seam of coal. Borehole No. 3, at a depth of 608 feet, revealed the first coal-seam, 14 1/2 feet thick; at 633 feet, the second, 12 feet thick; at 662 feet the third, 1 foot thick, and at 692 feet the fourth, 43 to 5 feet thick. The borehole was stopped at a depth of 715 1/2 feet.

THE Institute of Metals held a well rounded out symposium on the working of metals, distributed over two sessions. At the first session* four papers were presented, two dealing with the, cold working of metals and alloys and two with the hot working of non-ferrous alloys. The first paper by E. V. Crane, dealt with "Metal Working in Power Presses." Mr. Crane pointed out the empirical nature of engineering data available for use in calculating the probable stresses developed and power requirements, for the shearing, drawing, binding and other forming operations. He described the various operations, methods of determining stresses developed and presented data obtained. In the discussion C. F. Hammond took exception to Mr. Crane's objections to the rather too frequent. annealing operations in drawing of cartridge cases, pointing out that the material was-manufactured to meet specified structure and physical requirements, which could only be met by carefully controlled sequences of working and intermediate annealing operations.

DURING the past year publications in physical metallurgy have not been abundant when compared with the output of prewar years. Nevertheless, some noteworthy contributions have been made to the literature. Because of the necessity for war production, much of the metallurgical effort has been directed towards the solution of problems of production processes. The limited amount of time devoted to other problems is reflected in the small number of papers devoted to nonapplied research, though a few excellent contributions have been made to the fundamentals as will become evident in the following pages. Results of many of the government-sponsored research investigations have been released to the public and are being published in the technical journals. Many more of these papers may be expected to appear in the 1946 publications.. Public distribution of information obtained in the course of these investigations should be of great value to American industries in the postwar era. THE diffusion and precipitation of carbon and nitrogen in a iron have previously been investigated using the internal friction as a measuring tool.' Most of this work has been done on rather pure iron; no effect was observed which would indicate that either of these phenomena is affected by the rather small amounts of impurity found in these samples of iron. Fastz observed, however, that both the diffusion rate and the aging properties of nitrogen in iron were sensibly changed by the addition of Vz pet Mn. The diffusion rate at a given temperature is reduced and the nucleation of nitrides is apparently changed somewhat. He observed no such changes for carbon in this alloy. Later Dijkstra and Sladek" extended these observations on nitrogen to other alloys of iron. They found that metals other than manganese also influence the behavior of nitrogen in iron; chromium, molybdenum and especially vanadium affect the diffusion and precipitation of nitrogen even more than manganese does. Their results have been verified in all essential details by this author, who finds in addition that small additions of nickel have about the same effect on the diffusion of nitrogen as the same amount of manganese. The present work was undertaken to study the effect on carbon in iron of these alloying elements. The alloys used had two sources. The material used as a "standard" (designated Fe in this paper) in the measurements was some iron supplied by J. K. Stanley, of Westinghouse Electric Corp., who reported 0.01 pct 0, as the only major impurity. He also made up an alloy of 0.26 pct Ni and one of 0.9 pct Mo using this same iron as a base. They were supplied by him in 2 lb billets, which were sawed into rods and cold formed into 0.030 in. wires for measurement. The alloys of chromium, manganese, and vanadium were prepared by the metallurgy section of the Institute for the Study of Metals, University of Chicago, by adding these metals in turn to vacuum melts of National Research Corp. iron. The small castings prepared in this way were also cold formed into 0.030 in. wires. After these wires had been prepared they were decarburized for 30 min at 730°C in wet Hz. After this treatment, no trace of carbon (as measured by internal friction) could be found. All specimens were then carburized for about 15 min at 710°C and water quenched. By this treatment the internal friction at 40°C was raised to a Q-' ~ 0.015. The diffusion of carbon in these alloys was studied by observing the shape and position of the internal friction peak at 0.9 cycles per sec. These measurements were made using a torsional pendulum in a manner described earlier.' The data are plotted in Fig. 1. Salt slag is a waste product produced by the recycling of aluminum. In most European countries (e.g. Austria, Germany) the landfill disposal of this waste is forbidden because the slag contains soluble salts and these represent a potential source of pollution to the surface and groundwater. Additionally, consisting metal and some compounds in the salt slag can react with water and resulting from this, noxious gases are generated. The recovery of useful materials from these wastes is accordingly both environmentally necessary and economically feasible. This study describes a complete recycling-process for the salt slag, which includes a leaching-cristallization-process to obtain the oxidic residue, a pyrometallurgical-step to clear the oxidic residue and finally an extensive characterization of the achieved products. Due to the increasing price of raw materials, the utilization of the oxidic residue into commercial products has been investigated and application possibilities will be discussed.

This study investigates the use of appropriate seating systems for the control of whole-body vibration exposure in vehicles used in the SA mining industry. Six suspension seats were tested with six test subjects to determine the most suitable seat for an articulated dump truck based on the EM1 requirement in ISO 7096 (2000) standards. Transmissibility functions were measured in the laboratory using the newly commissioned Dynamic Seat Testing Facility with two excitation levels of 1m/s2 and 2 m/s2 r.m.s. in the 0.5 - 30 Hz frequency range. SEAT values were calculated for two input spectrums, the EM1 input spectrum specified as in ISO 7096:2000 and measured road vibration data measured on a typical articulated dump truck. The averaged SEAT value calculations indicated that not one of the seats will qualify as an ISO 7096 (2000) suspension seat but that it is possible to select a seat that will significantly reduce the vibration the driver will be exposed to.

This purchase led to the development of the first substantial tin mine in North America. This paper deals with the drillingand blasting operations at Rio Algom, in particular the use of emulsion explosives technology.This presentation describes what emulsion explosives and Heavy AN/FO are, and the support system used to deliver these products to the blast site.HistoryThe East Kemptville mine site was discovered by Shell Canada Resources (SCR) in July 1978. SCR started diamond drilling on the tin prospect in March 1979. After 8220 m of BQ drilling, it was estimated a reserve of 56 000 000 tonnes of 0.165% Sn was present.The property, which is located 54 km northeast of Yarmouth, Nova Scotia (Fig. 1), showed, after a feasibility study that, given an ore treatment rate of 9000 tonnes per day, a mine life of 17 years could be expected.GeologyThe tin deposit of the East Kemptville Mine, occurs in granitic rocks at their contact with metasedimentary rocks. The mineralization is in the form of cassiterite with associated sulphides of copper and zinc. The tin occurs in a stockwork of tin bearing Greisen alteration zones.East Kemptville MineThe mine planned an open pit operation with the first five years being mined at a rate of 14 000 tonnes per day, of which 5000 tonnes will be waste and low grade ore. Eventually, the total mining rate will be 21 000 tonnes per day, including 12 000 tonnes of waste and low grade ore. Figure 2 shows the general layout of the mine site.East Kemptville Chooses Emulsion ExplosivesIn December 1984, East Kemptville Mine awarded the Explosives Division of C-I-L Inc. a contract to supply explosives to the borehole.
