THE work performed by the Royal Commission on Mining Subsidence is likely to prove of permanent value, less perhaps for the conclusions it has reached and for the recommendations it has based upon these than for the admirable exposition which it affords of the law concerning mining subsidence and of the legal status of the person who has suffered damage by reason of such subsidence, as also of him whose working has caused the damage. The Commission was appointed by Royal Warrant in the middle of 1925 and delivered its final report in the middle of 1927. The terms of reference to the Commission were as follows: "To consider the operation of the law relating to the support of the surface of the land, and of buildings or works on or under the surface, by underlying or adjacent minerals; to enquire into the extent and gravity of the damage caused by subsidence owing to the extraction of minerals and the incidence of the resulting liability; and to report what steps should be taken, by legislation or otherwise, to remedy, equitably to all persons concerned, any defects or hardships that may be found to arise in existing conditions."

The SCRREEN project gathers more than 50 European initiatives, associations, organisations or independent experts working on Critical Raw Materials (CRM) into a long-lasting network including stakeholders, public authorities, and civil society representatives. SCRREEN contributes to improve the CRM strategy in Europe by (i) mapping primary and secondary resources and substitutes of CRMs, (ii) estimating the expected demand of various CRMs in the future and identifying major trends, (iii) providing policy and technology recommendations for actions improving the production and the potential substitution of CRM, (iv) addressing specific waste electrical and electronic equipment (WEEE) and other End-of-Life (EoL) product issues related to their mapping and treatment standardization, and (vi) identifying the knowledge gathered over previous years and making the data accessible to those beyond the project. As a first step, SCRREEN worked at providing stakeholders with a comprehensive analysis of the current use of the CRM, the mapping of potential primary and secondary resources, and identification of the key technologies used in their production. Substitution profiles, analysis of European business and policy issues pertinent to CRMs, and an identification of the standards, policies, and regulatory frameworks concerning these CRM was also completed. In a second step, to be conducted between mid-2018 and mid-2019, SCRREEN will provide guidance for improving the CRM market in Europe by identifying opportunities from research, development, and innovation (R&D&I) that could reduce the supply and/or economic risks around the most relevant CRM for Europe.

No complete work on explosives, their constitution and analysis, has hitherto been published. Several books that contain chapte.r;s on analysis do not cover the matter thoroughly. Methods tha;t, manu~ facturers, testing stations, and other . agencies have developed to meet their own requirements have not been made public. The Bureau of Mines has issued four publications 1 - cov:eri:ng special phases of the subject. This bulletin. is not inte.nded to replace those reports, but rather to cover present methods employed 'in the , industry and to include all classes of explosives and the materials used in their manufacture. No sharp distinctions can be drawn between classes of explosives. . Surplus military explosives, for example, may be used for blasting, just as blasting explosives, under some conditions, may be employed for military purposes. Moreover, one class gradually merges into another because of similarity in composition. Explosives are here grouped as dynamites, black powders, propellants, detonators, and primers. Some materials are used in practically all these groups ; others in only one. To discuss all the materials that have been or that may be used and the methods for their identification and quantitative determination is not feasible, but the methods described will probably suggest ways of examining new mixtures.

"Technologies developed to sequester CO2 or use CO2 for enhanced fossil fuel recovery are currently being utilized across the globe. Taxation regimes and CO2 credit trading are becoming drivers for a number of projects. Some mining companies have also identified ancillary opportunity to sequester CO2 in their by-products; recent work in the alumina industry is a prime example. In addition to process plant emissions, mining companies are becoming increasingly aware of their overall carbon footprint, including CO2 generated during the production of utility power. New power plant designs, in various stages of development, include CO2 separation and sequestration techniques. This paper summarizes the state-of-the-art for these technologies; including integrated gasification combined cycle (IGCC) power plants. A concept to use the gasification products as reductant in metallurgical processes is also described. The relevance of technology from power plant designs with post-combustion capture to the processing of off-gas generated in metallurgical facilities is also reviewed.IntroductionGlobalization and international economic growth have led to an increase in energy demand worldwide, and a corresponding increase in greenhouse gas (GHG) emissions. In 2005, 81% of global energy supply came from fossil fuels [1]; and while alternative energy technologies are emerging, it will require many decades to curb society’s fossil fuel dependence. Given the global concern of climate change and its scientific relationship with anthropogenic carbon dioxide (CO2), there is at present great interest in the development of techniques to reduce emissions of CO2. While most of these efforts are related to power generation and energy efficiency, the development of technologies for CO2 capture may offer opportunities in reducing emissions from industrial processes."

The discovery and delineation of significant mineralisation in the Eliwana region continues Fortescue Metals Group’s strong exploration success. In the decade after the first hole was drilled into Christmas Creek in mid-2004 a total of over 11 Bt of hematite-goethite mineralisation have been delineated supporting the raising of $13 B, construction of five mines, 620 km of rail and a five-berth port. As of June 2014, Fortescue was shipping at the rate of 155 Mt/a. The area including the Eliwana and Flying Fish deposits is one of a number of future growth opportunities that Fortescue is currently evaluating.The Eliwana and Flying Fish deposits occur on the south dipping limb of the Brockman Syncline/Jeerinah Anticline. The Eliwana group of deposits are hosted by the Brockman Iron Formation with the Flying Fish/Broadway group hosted by the Marra Mamba Iron Formation.Structurally the area is dominated by moderate southerly dips of the regional dome and keel style folding. The regional limb is locally cross-cut at a small angle by asymmetric north facing Ophthalmian folds trending 110°. These fold sets, in part, preferentially host subsequent supergene mineralisation. Faulting is only locally apparent.Early phases of exploration commenced in 2006, with mapping of Flying Fish and reconnaissance drilling in 2007. However, due to the concurrent discovery (Clarke et al, 2009) and subsequent fast tracked development of Solomon channel iron deposit and Firetail bedded iron deposit (Simpson et al, 2011) priority was placed on developing Solomon due to its relative proximity to existing Fortescue infrastructure. Staged follow-up drilling of both Marra Mamba and Brockman targets at Eliwana was progressively undertaken from 2008 onward.As of 20 May 2014 a total of 1494 reverse circulation (RC) holes for 54 248 m and 13 diamond holes had been completed, resulting in the delineation of a Mineral Resource of 740 Mt. Under the sponsorship of the U.S. Department of Energy, a project was completed in 2005, which studied the use of a special pneumatic capsule pipeline (PCP) system, driven by linear induction motor (LIM), for transporting minerals and/or mine wastes. In this study, the pipeline is a rectangular tube of 1m × 1m cross section. The capsules are similar to railroad cars running on small rails imbedded in the tube. A LIM is placed AT the entrance of the tube to transfer power electro-magnetically from the LIM to capsules. The capsules going through the LIM, propelled by the electromagnetic field generated by the LIM, move faster than the air and hence impart energy into the airflow. This in turn pushes the capsules in the tube forward. When the tube is long (say longer than 10 km), additional LIMs may be needed along the tube to serve as booster pumps. An advantage of using LIMs instead of blowers as used in ordinary PCPs is that capsules can pass through the LIMs unhindered. This enables the use of booster pumps for long tubes. It also enables PCP to achieve much higher cargo throughput than that of PCPs using blowers, thereby reducing unit cost ($ per ton-km). Advantages of using capsules with steel wheels running on steel rails in the tubes including: (1) contact friction is only about one-fifth of that using rubber tires, thereby conserving energy, (2) capsules can run at a much higher speed than those using rubber tires without overheating and damaging the tires, and (3) rails make capsule motion control simple; they restrict lateral movement of capsules, and make branching easy-by using standard rail crossing equipment. This advanced PCP system combines the advantages of LIM with the advantages of rails, resulting in a super-efficient tube system having throughputs an order of magnitude greater than that of conventional PCPs, and having an energy efficiency better than railroad transport. Analysis shows that the system is highly cost-effective when throughput is high-at least 5 million tons per year. The system is most suitable for long-distance transportation of minerals (including coal and flyash) and wastes (including both mine wastes and municipal solid waste).

Ground falls represent a significant hazard at underground mines in the stone, sand and gravel (SSG) sector in the United States. Researchers from the U.S. National Institute for Occupational Safety and Health (NIOSH) are conducting detailed investigations into the complex loading conditions at underground stone mines operating in challenging conditions. This paper presents the application of numerical modeling to analyze pillar and roof stability at a dipping underground limestone mine.

LIABILITY OF RAILROADS, ETC., FOR BURIAL EXPENSES.-When any railroad company, stage or any steamboat, propeller, or other vessel engaged in whole or in part in carrying passengers for hire, brings the dead body of any person into this State, or any person dies upon any railroad car or in such stage, steamboat, propeller or other vessel in this State, or any person is killed by cars, or machinery of any railroad company or by accident thereto or by accident to or upon any such stage, steamboat, propeller, or other vessel, or by accident to or in or about any mine, mill or manufactory,* the company or person owning or operating such cars, inachinery, stage, steamboat, propeller, or other vessel, mine, mill or manufactory shall be liable to pay the expenses of the coroner's inquest upon and burial of the deceased and the same may be recovered in the name of the County in any court of competent Jurisdiction. NOTE--The original Act of February 15, 1855 (Laws 1855, p. 170), makes no reference to the dead bodies of persons killed" by accident to, in or about any mine."

"The geological features of a rock mass have a direct influence on its blasting characteristics. It has been observed that perimeter control techniques provide excellent results in massive crystalline formations but may give poor results in weak and or highly jointed formations.A field study was conducted with the objective of understanding the role played by the geological features of a rock mass in producing and controlling blast damage. The field work involved the assessment of blast damage at several operating mines and the blasting of drift rounds in a geologically dominant rock mass.The effect of rock strength, rock quality designation (RQD), joint parameters and hydrogeological conditions on blast damage is described below. The influence of number and thickness of weak layers on blast damage is also discussed below on the basis of quantitative data. In addition, critical particle velocity ranges for damage to different rock types have also been outlined in this paper."

In connection with a Bureau of Mines research program on utilization of Cuban lateritic ores, a comprehensive review was made of the chemical literature on nickel and cobalt. Initially, the review had as its objective the selection, from the voluminous literature dealing with the chemistry of these two metals, of only those references to reactions that were especially pertinent, or at least closely related, to the field of extractive metallurgy. Later, the coverage was extended to include references to the techniques and plant applications of extractive metallurgical procedures for the recovery of nickel and cobalt. In this report, the period from January 1929 to July 1955 has been covered, as it seemed logical that recent literature should be of greatest value. This cutoff date was established in order that the bibiliography could be issued at an early date, inasmuch as currently much work is in progress on the lateritic ores. Later, a supplement will be prepared extending the coverage to about 1900.

When addressing Germany’s resource supplies, we need to distinguish between those domestically available and imported ones. Resource extraction ostensibly competes with the designation of protection areas. However, the parallel existence of wildlife and plant life, and operations in the areas used for resource extractions is continually underestimated. The European Commission has compiled guidance documents facilitating the extraction of resources from protected areas. With regard to resource productivity, the market appears to be the appropriate instrument for minimising resource consumption. Policy makers are now called upon to create a legal framework leading to a consensus accepted by society.

In July 1997, Kvaerner Environmental signed a unique contract with Echo Bay Alaska called the Transfer Risk and Accelerate Closure (TRAC). The contract called for Kvaerner to assume the responsibilities and obligations associated with closeout of the Alaska-Juneau (A-J) Mine. Kvaerner is an international engineering and construction company with global interdisciplinary experience in the mining industry and environmental remediation. Echo Bay’s requirements called for Kvaerner to: •Provide a fixed price for closure with no change orders. •Negotiate, prepare and implement a final closeout plan as outlined by Echo Bay. •Complete a closure program that exceeded current regulatory requirements. •Improve, expand and maintain a proactive public and community relations program. •Hire Echo Bay employees where possible. •Provide adequate performance guarantees and judicial relief of environmental claims.

Domestic Production and Use: In 1976, 12 companies operated 31 primary aluminum reduction plants, with 3 firms accounting for 63% of production capacity. Washington, Oregon, and Montana accounted for 36% of the total production; Gulf Coast States 19%, Northern States 29%, and other Southern States 16%. Based on published producer prices output of primary metal in 1976 was valued at $3.8 billion. Aluminum consumption by 25,000 firms was centered in the East Central United States. Of aluminum consuming industries in 1976 building accounted for about 25%; packaging 22%; transportation 19%; electrical 13%; , consumer durables 8%; and other uses, 13%.

Controlling unwanted ground movement is critical in mining as well as many other highly hazardous environments, such as construction and tunnelling. Sharing knowledge about effective hazard management is paramount to improving health and safety and operational outcomes across industries, and some industry sectors have embraced this openness as part of the way that they do business. In 2010, the Australian Coal Association Research Program funded the RISKGATE project to build a body of knowledge for managing a broad range of hazards across mine sites, lease areas and mine infrastructure within a mine-life or product life cycle perspective (eg from exploration through to decommissioning, or design through to operation). The RISKGATE body of knowledge was assembled from Australian coal industry experts through a semi-structured bowtie analysis-based action research workshop cycle. By capturing operational knowledge from industry experts, RISKGATE serves to provide a cumulative corporate memory at a time of high personnel turnover in the coal industry.This paper presents an overview of RISKGATE topics within the geological and geotechnical domain (strata underground, ground control open cut, outburst, coal bumps and bursts, tailings dams and inrush) with a summary of individual topic structures, as well as showing the contrasts and inter-relationships between these ground management topics. Silver ore was discovered at Aspen in 1879, but the district did not reach full production until 1888 after lawsuits were settled and railroads furnished less expensive transportation to the outside world. The boom years were 1888-92; production declined thereafter. From the middle 1920's until 1950, the Midnight mine in the Richmond Hill district furnished most of the output in the Aspen quadrangle. Since 1950, little mining has been done at Aspen. The metals produced were silver, lead and zinc. Native silver dissolved from the sulfide ores was redeposited by waters circulating as deep as 300 m below the land surface, resulting in great secondary enrichment of many of the deposits. Over 100 million ounces of silver were produced in the Aspen quadrangle. Low-grade lead-zinc deposits remain between the old workings locally, and data available suggest that primary ore below levels mined is also of low grade. The ore occurs in the Mississippian Leadville Limestone and the lower part of the Pennsylvanian Belden Formation in sites that were made favorable for deposition by a number of stratigraphic and structural factors.

"Triton Mining Corporation acquired the rights to Mina El Limon in Nicaragua in 1993 by international bid. The bid included the gold operations at Limon and an exploration concession of approximately 4000 km2. Triton assumed control of operations and exploration in May 1994.The Limon mine is located in west-central Nicaragua, approximately 100 kilometers northwest of Managua. The climate is tropical, characterized by a wet season from May through October, and a dry season November through April. Gold at Limon is associated with both banded quartz and silicified breccia veins in Tertiary volcanic rocks, belonging to the lower Coyol Group. Mining is from two open pits and one mechanized underground operation. A second underground mine is currently under development for production during 1997.This paper describes the expansion of the milling facility at El Limon from a nominal capacity of 400 tonnes/day, producing approximately 20,000 ounces of gold annually, to the existing 900 tonne per day mill operation. Engineering of the new mill facility was initiated in September 1994 and construction was completed a year later."

In mineral resources, geologic and mining data are acquired, processed, analysed, interpreted and modelled, eventually serving as basis to generate predictions and production plans. This is a complex process, and the resulting predictions are impacted by uncertainties related to the data itself and the processing methods and techniques used. They are also impacted by the subjective decisions made by the modeler(s) at each step of the way. Knowledge, biases, skills, and prior experience come into play in the long mineral resource evaluation development workflow. It is meaningless to discuss uncertainties without evaluating the associated risks that those uncertainties imply. It is important to quantify and assess uncertainty, and to evaluate and mitigate its consequences. This paper discusses (1) conceptual and practical sources of uncertainty; (2) the utopia of an “objective” uncertainty; and (3) the quantification and public reporting of uncertainty using geostatistical conditional simulations. The objective of this paper is to postulate that the industry is running out of reasons and excuses to ignore uncertainty and risk in project evaluation. This is done in two parts, with this, the first one, presenting a more conceptual discussion. Part 2 will present case studies from different types of mining projects and operations showcasing the impact that risk assessments can have in a mining project.

In 1940 the Bureau of Mines issued a report describing all the cement plants of Latin America, their design, capacity, and output, and the cement imports, exports, and requirements of the several countries. Since that time there has been such great activity in cement plant construction that a revision of the paper is highly desirable. The present compilation comprises the essential data in the previous report together with descriptions of all cement plants completed, under construction, or planned since that date and an overall picture of the supply and requirement situation of each country. Before World War I, Latin America was one of the world's largest export markets for cement. Its dependence on outside sources created no special problems of supply until the shortage of shipping and abnormally high prices of the First World War stimulated a movement toward greater self-sufficiency. Under this incentive many cement plants were constructed, and several countries were able by 1939 to manufacture enough cement for their modest needs. Substantial imports were still required for many important areas, and as the volume of demand was rapidly increasing the Latin American countries as a whole were far from self-sufficient in cement when tine Second. World War began. South and Central America depended to a large extent on European countries, chiefly Germany arid Belgium and to a smaller degree Scandinavia, United Kingdom, France, and Italy, to Supply their cement shortages. The cost of manufacture in these European countries was much lower than in the United States, and transportation expense had been kept at a particularly low level because of the two-way trade that had been developed. Ships destined for Latin American ports for coffee, tropical woods; fruits, and other native products could carry cargoes of cement on their westward voyages at very low cost In some instanced cement was taken in exchange for South American -products because cash was not available. Great Britain had withdrawn from this market to quite an extent because of low prices and because trade with its own Empire had been increasingly fostered. United States trade in cement with Latin America had been confined principally to white and other special varieties. In few places could ordinary portland cement made in the United States compete in price with the European products; although in general it was of better quality and cool d be delivered more promptly.

This investigation was undertaken with the idea of studying a number of unconventional methods for making chromium to determine whether production cost could be lowered and to discuss some of the more recently described processes. These comprise carbon reduction of the oxide in vacuum, nitride dissociation, fusion electrolysis of the chloride, amalgam method, iodide dissociation, calcium reduction of the oxide, hydrogen reduction of the chloride, and reduction of this compound with zinc and with magnesium. Preference is given this latter method, which is shown in a flow sheet. Special attention is given purification of the chloride and separation of the vacuum at about 900° C. A reduction method for the elimination of traces of oxide contained in pure chromium by pure hydrogen obtained from the dissociation of zirconium hydride is described. The various methods are compared in a table in the appendix. Aluminothermic and silicothermic methods for the reduction of chromium oxide and the aqueous electrolysis have been disregarded in this investigation.
