It has often been said that the best contracts written are by people who are suspicious of each other. The Spanish philosopher, Ortega y Gasset, said: "Every contract is an Act of Distrust." The arena for dispute settlement outside of the courts is increasing day by day - contracts, especially construction and civil engineering contracts, are written containing arbitration clauses for settling disputes - the very drafting of standard forms of contract, do in some instances by their very construction, create an ambiguity as to intent and provide a breeding ground for dispute. I come from a land far across the sea - the most southern land before the South Pole. Being a young country, 150 years old, we are still progressing - being far removed from the trouble free zones of the world and nuclear free we enjoy a lifestyle second to none.

Long-range projection of demand for domestic crude oil indicates a continued upward movement and accentuates the need for increasing the recovery from known crude-oil resources to supplement expected future discoveries. Consequently, the industry and Government have given special attention to the viscous or heavy-oil deposits because they offer the distinct possibility of large order increases in ultimate recovery. This report presents data pertaining to 150 heavy-oil reservoirs in Arkansas including oil characteristics of samples from 38 of these reservoirs. To January 1, 1967, about 600 million bbl of heavy oil has been recovered from the 150 reservoirs in 63 oilfields; however, about 4.5 billion bbl, or 88 pct, of oil remained in the ground. Of prime importance is that much of this heavy-oil resource is in reservoirs having characteristics considered favorable for thermal-recovery operations. Data for the thermal projects initiated [thus Ear are presented in individual field discussions. Also discussed is the t crude oil supply-demand situation in the State.

The major threat to the sustainability of Aluminium Industry is its significant contribution to global warming by way of generation of non eco-friendly gases during its production cycle from Bauxite to the finished product. Though reduction measures are taken in control and effective recovery of values from pot room gases, efforts in use of environment friendly additives in the final products production line is warranted. In this line, the present paper describes our efforts in the use of a new generation refining flux which apart from helping in effective removal of alkali metals, reduction in inclusions and ensure a better metal cleanliness shall also aide in reduction of obnoxious gases generated during the metal refining process prior to casting. The aim of the current work was to reconcile the practical results with the old generation fluxes used. Further improvements to bring in a better metal cleanliness will also be discussed.

"The drop in iron ore prices has claimed an unwitting casualty in vanadium. Vanadium is dominantly produced as a coproduct of steel production. The recent shutdown at EVRAZ’s Mapochs steel-vanadium operations in South Africa has cut off 10 percent of the world’s vanadium output. In February 2015, Australia’s Atlantic Ltd. suspended operations at its Windimurra iron-vanadium complex after a fire caused severe damage at the plant. Since then, challenging market conditions has resulted in the permanent closure of this operation.This decoupling of vanadium production from integrated iron ore producers presents an opportunity for vanadium exploration companies to target single-product deposits. This trend is manifested in the increasing number of pure-play vanadium ventures around the world.The mine production of vanadium is dominated by three countries — China, South Africa and Russia, which collectively produce 96 percent of the world’s vanadium. While the use of vanadium as an alloy in the steel industry remains the largest application for this metal, growth in demand is expected to come from the renewable energy industry in the form of batteries for energy storage.This article summarizes the current state of vanadium exploration, briefly describes the vanadium market and lists sources of future demand for the metal.Trend in vanadium explorationThe most active participants in the current vanadium exploration are pure-play vanadium ventures in Brazil, South Africa and Australia. These ventures are targeting deposits with higher vanadium grades than those typically mined in titaniferous magnetite operated by integrated steel-vanadium producers.The 10 percent shortfall in vanadium production resulting from the shutdown at EVRAZ’s Mapochs is expected to be partially compensated by Largo Resources’ Maracás Menchen vanadium operation located in the state of Bahia in Brazil. It commenced operation in August 2014 and is expected to produce between 7.6 and 8.6 kt (8,421 and 9,523 st) of V2O5 in 2016 at a target production cost of $3.71/lb (Largo Resources, 2016). This is the first primary vanadium operation to be placed in production in the Western Hemisphere in more than 35 years."

"Mine planning is a multidisciplinary procedure that aims to guarantee the profitability of a mining operation in changing and uncertain conditions. Mine plans are normally classified as long-term, intermediate-term, and short-term plans, and many factors affect the preciseness of these plans and cause deviations in reaching the objectives. Commodity price is the heart of mine planning, but it has a changing and uncertain nature. Therefore, the determination of mine plans in the presence of uncertain mineral price is a challenge. A robust mine plan reduces the risk of early mine closure. A procedure is presented to determine the value at risk (VaR) in any possible mine planning alternative. VaR is considered together with downside risk and upside potential in order to select the most profitable and least risky plan. The model is tested on a small iron ore deposit. IntroductionMining projects are normally evaluated with the objective of maximizing economic value, as measured by the net present value (NPV). The aim of mine planning is to develop a yearly extraction plan that guides the mining operation to the highest NPV (Dagdelen, 2007; Yarmuch and Ortiz, 2011). This plan considers the technical constraints such as blending requirements, block sequencing, and pit slope (Caccetta and Hill 2003). Thus, the mine plan affects the economics and the payback period of mining operations.Mine planning is a procedure based on which the profitability of the mining operation is guaranteed in changing and uncertain conditions (McCarter, 1992). However, conventional mine planning ignores the volatility and uncertainty of future commodity prices and does not allow for managerial flexibility. It is common practice to assume a deterministic and constant commodity price through the mine life. The problem with this approach is that the commodity price is the heart of the mine planning procedure and governs the profitability and feasibility of the operation; thus ignoring price volatility will result in a sub-optimal mine plan."

In the course of its investigations of the fuel resources in the United States and of the methods by which these resources could be utilized with greatest efficiency, the United States Geological Survey tested a great variety of coals and lignites as gas-producer fuel. Early in these testa it was found that many factors controlling the formation of gas in the generating chamber of the producer and, consequently, having a direct bearing on the management of producer-gas plants, were not as well understood as they should be. The Geological Survey therefore took up a detailed investigation of the chemical and physical processes that take place in the producer, keeping in view not only the possibility of increasing the efficiency of the producer as a source of energy, and the ensuing benefits to the public of cheaper power and greater utilization of low-grade fuels, but also the application of the results to the problems of boiler-furnace operations. - The Bureau of Mines, to which the testing and analyzing of fuels as carried on by the United States Geological Survey has been transferred, is continuing producer-gas investigations at the testing station at Pittsburg, Pa. Results of the gas-producer tests a made at the coal-testing plant erected at St. Louis, Mo., and of a study of some of the problems° that came up in the tests have been published by the Geological Survey. Results of the tests made at Norfolk, Va., and Pittsburg, Pa., and of further studies of particular problems, will be published by the Bureau of Mines. In the gas producer solid fuel is transformed into more readily combustible gaseous fuel. The transformation is relatively slow and consists of several processes: 1. The distillation of the volatile hydrocarbons from the freshly fired fuel at relatively low temperatures. 2. The combustion of the fuel by its combining with the oxygen of the air forming carbon dioxide (COO. 3. This Bureau of Mines report describes the development of a preliminary design for a novel, protected, cab-shuttle car for use in working seam heights down to 40 in. Because of the severe restrictions imposed by low-coal operation, Mine Safety and Health Administration (MSHA) regulations only require canopy protection on shuttle cars operating in seam heights of 42 in or greater. MSHA routinely grants variances for canopy use in seams 48 in high or less. The design was generated by giving the operator needs equal priority as related to machine performance parameters. Cab-shuttle car concepts that led to the recommended design are described, along with criteria and testing used to evaluate their potential effectiveness.

The opportunity to make a close study of the available geologic data existing along the line of the California Aqueduct crossing of the Garlock fault in the Tehachapi Mountains was brought about first by my involvement in the prebid examinations, and later with contractors' claim cases. The California Aqueduct crosses through the western end of the Tehachapi Mountains and cuts across the Garlock fault zone at a location about 9 miles east from its junction with the San Andreas fault zone. This is about 65 miles northwest of Los Angeles and 38 miles southeast of Bakersfield (Fig. 1) (1). This map was published after the tunnels were started and shows the corrected geology. At the crossing the fault has north and south branches which extend northeastward for about 22 miles before converging. In the vicinity immediately east of the tunnel line the north branch of the fault starts to converge toward the west. After crossing the line it passes under the upper plate of the apparent easterly extension of the Pastoria thrust fault, so the actual junction with the south branch is obscured. The aqueduct design called for the expected active slip zone of the north Garlock fault branch to be crossed by the 2,800 foot long Pastoria siphon, which connects with the north portal of Tehachapi Tunnel No. 3. The tunnel would extend through the western end of Genghus Ridge which lies between the north branch and the main south Garlock fault zone in Beartrap Canyon. Here again the

IN dealing with this subject the intention is not to write a detailed description of the various methods in vogue on the Kalgoorlie field, but rather to give a brief outline of three of the methods which are most universally in force, and from which, ultimately, a few comparisons may be drawn. The three methods which the writer proposes embodying in this article are known as "The Rill," "The Flatback," and "The Shrinkage." For comparative purposes each method will be applied to a block of ore 500 feet in length, and opened up by levels 200 feet apart."The Rin" System. It is necessary in this system, for facilitating mullocking, to make connections between levels by rising and winzing at about every 100 feet or 150 feet along the orebody. After the leading stope is beaten off for the full length ofthe drive, the level is timbered. Single stulls are put in up to a width of fourteen feet. If the span is too great for stulls, set timbers or saddleback stuUs are used. Stulls are lagged over with 4-in gimlet poles, and wooden chutes are built at intervals of 50-feet. Ore passes are cribbed up through the filling directly above each chute, and are constructed of 7-in. round timber or 9 in x 3 in square timber, the passes measuring 4 ft x 4 ft in the clear.Occasionally a double pass may be carried up, one side serving as a travelling way. Development of Process for Beneficiation of Low-Grade Iron Ore Samples from Orissa, India The paper deals with the results of characterisation and beneficiations studies undertaken on two low-grade Indian iron ore samples (IO-1 and IO-2) with a view to develop process for beneficiation of composite of the two samples to a high-grade concentrate, suitable for iron making through pelletisation. Indian iron ores contain relatively high iron but cost effective reduction of alumina within the specified limits has been a challenging task. Characterisation of the samples revealed the ore to be laminated and fine grained with hematite as the major mineral. Clay is the dominating gangue in most of the ore pieces followed by silica. Occasionally goethite and quartz/jasper were recorded. Clay occurs either as patches within the hematite mass or as cavity/fracture fillings. Liberation studies on the representative samples crushed to 2 mm indicated that around 95 per cent of the grains are liberated below 105 micron. Beneficiation of the two individual samples and their composite based on gravity and magnetic separation techniques resulted in products with varying yield and grade of the products. The effects of various process parameters were studied. Granulometry of the feed was observed to be important for improving quality of concentrate. The results of bench-scale studies were validated through pilot-scale continuous trials. Based on the studies undertaken a suitable process was developed for beneficiation of the composite sample, comprising 60 per cent IO-1 and 40 per cent IO-2, to a high-grade product assaying over 65 per cent Fe and material balance was computed. A commercial plant for beneficiation of low-grade iron ore to produce DRI pellet grade concentrate is proposed to be installed.

Many open pit mines require dewatering or need aquifer depressurisation systems to manage mine water inflow and/or mine floor stability. In many instances these mining operations impact on regional groundwater resources and therefore access to these resources by other users.As such potential exists for mine development to be hindered or even blocked by groundwater legislation that aims to prevent declining groundwater levels and demonstrate equitable use of a regional groundwater resource.There is a need to manage aquifer systems during and after the mining operations, and in some cases stresses on the aquifers and associated ecosystems may be elastic and can be managed with minimum impacts or reversed once the mine ceases to operate.This paper uses the Gippsland sedimentary basin, with a history of declining groundwater levels and mining and petroleum production, as a case study to pose the question: Should period of mining operation, aquiferÆs storage capacity and its ability to recharge be concurrently considered when granting groundwater abstraction and mining licenses for prospective mine development?It further examines that by utilising an aquiferÆs storage capacity and demonstrating an understanding of aquifer system hydrodynamics during and beyond the life of the mine (time), the approval process for groundwater abstraction and associated cost of statutory monitoring may be made less onerous.

Ground vibrations from blasting can result in the degradation and failure of rock and soil exposures, as well as damaging neighboring houses and buildings. At the same time, vibration provides an opportunity to regularly monitor the rock and soil exposures. If a geophone or accelerometer is attached to a rock block or wedge on a mine slope, for example, then blast vibrations will regularly “sound” the rock block and the resulting vibrations can be used to assess the stability of the rock mass in the neighborhood of the accelerometer, as well as monitoring the properties of the blast. This paper describes the development of a wireless sensor network based on inexpensive MEMS accelerometers for blast monitoring and rock and soil structural health monitoring. The wireless sensors are placed at various locations in and around an open pit mine or quarry, and transmit data to a central source after ground vibration events occur. As described in the paper, a variety of wireless and non-wireless accelerometers were tested in actual field conditions. This includes the monitoring of over 30 blasts at an open pit mine in Arizona with as many as nine simultaneous accelerometers. Matlab was used to process all the data and develop innovative methods to view and interpret the data. This includes the use of the wavelet transform to determine resonance frequencies, and the use of both ground resonance frequencies and scaled-distance peak particle velocity (ppv) relationships to assess slope stability. As part of this research, a three-dimensional point cloud environment for viewing and analyzing the vibration data from the sensors has also been developed.

"The Pronto Mine located at the east end of Lake Lauzon, Long Township, some 12 miles east of Blind River is of historic note being the discovery locality and the first producing mine of the Elliot Lake uranium camp. Radioactive bedrock was discovered in 1949, a commercial deposit was verified in 1953 and production commenced in 1955. Production continued to April 1960: total tons milled 2,264,404 from which 4,643,835 pounds U,O, were recovered at a recovered grade of 2.05 pounds U3O8 per short ton.The orebody is in a bed of pyritic quartz pebble conglomerate at the base of the Matinenda Formation of the Elliot Lake Group of the Huronian Supergroup. The rocks strike east and dip 15 degrees to 20 degrees south and unconformably overlie Early Precambrian granite, the upper surface of which is marked by a regolith. Several diabase dykes cut the orebody which is also affected by albite, chlorite, and carbonate-rich alterations. To the south the orebody is cut by a fault. The orebody is 6to 10 feet but locally 10 to 15 feet thick, has a strike length of 3,500 feet and extends down dip for 3,600 feet to a depth of 1,000feet. Some 300,000 tons of ore grade mineralization remain in the deeper portion of the mine.IntroductionThe Pronto Mine, (Photo I) at the east end of Lake Lauzon in Long Township some 12 miles east of Blind River, is of particular interest as being the discovery site and the first producing mine of the Elliot Lake camp.Production at the Pronto Mine commenced in 1955 and continued until 1960 when the mill was converted to treat copper ore from the nearby Pater Mine at Spragge. The tungsten potentialities of the Combination mine were examined by a mining engineer of the Bureau of Mines in 1947. A report based upon his personal knowledge of the mine and the results of the examination contained recommendations for further investigation. This report presents factual data from Bureau of Mines field investigations begun in August 1947 and continued until December 1948, except for a 5-month recess during the first winter. The Combinat.ion mining property of 52 patented claims and 15 patented mill sites is in the Black Pine mining district, Granite County, Mont., 11 miles northwest of Philipsburg. The altitude in the mine vicinity is approximately 6,500 feet.

The design of tailings containment structures relies on well-understood engineering methods being applied consistently. Unfortunately, not all facilities are designed or managed to the same level of competency. To standardize procedures, the Mining Association of Canada (MAC, 1998) prepared a “Guide to Tailings Management.” It recommended review of designs and an assessment of the risks associated with tailings impoundments be implemented during all phases of amine life. This paper describes how the quantitative risk assessment (QRA) process can be used to define risks associated with the design, construction and operation of a tailings management facility. And it discusses how, once the risk tolerability curves (RTC) are defined for a project, they can assist the risk management (RM) process.

The Kerr-McGee Coal Corporation's Galatia Mine's first longwall mining system was implemented on May 3; 1989. Start-up of the longwall face represnted the successful conclusion of an effort begun nearly four years earlier. This paper-presents a case history of the processes that led to the longwall's implementation, and the subsequent mining of the first 7,900 foot long panel.

The efficiency of a coal mine ventilation circuit is usually measured by the ratio of the sum of the face quantities divided by the quantity supplied by the fans. Other types of systems use the power delivered to the power supplied to measure efficiency. This paper argues the case that the current measure may be inadequate and that by also looking at the power ratio, ventilation may be better managed. Problems associated with failing ventilation systems would be highlighted earlier so that crisis management could be avoided.

Crushing and grinding account for the major portion (60 to 80 percent) of the overall expenses for ore processing. Autogenous (AG) and semiautogenous grinding (SAG) have been considered a step forward in comparison to conventional grinding circuits with several stages of crushing and using ball (and/or rod) grinding mills (Bassarear, 1982, MacPherson, 1989, Pithois, Casalis, 1983, Maripuu et al., 1983). However, there remains room for improvement to existing AG and SAG technologies and both technologies have immense economic benefit potential. Experience gained by the Technics & Technologies of Disintegration Ltd. (TTD) in the research of grinding processes shows that grinding in AG and SAG mills can be performed in a more effective way. The company's approach comprises the following elements: ? Novel mill design. ? New liners and lifters. ? Novel discharge grid design. ? Technique of treating material of critical particle size. Comparative tests that demonstrated the usefulness of these innovations are described in this article. Currently, there are hundreds of AG and SAG mills in operation throughout the world. Application of new internal elements of the mills and reconsideration of the circuit design of the existing grinding equipment using present technological solutions would significantly increase the throughput rate and diminish power requirement.

"Seafloor mining provides significant potential economic benefits for many Pacific nations that may be "land poor" but "coastline rich," meaning they have the potential to utilize and profit from the mineral wealth within their Exclusive Economic Zones that extend 200 nautical miles (360 km) out from their coastlines. The Independent State of Papua New Guinea (the State) recognizes this tremendous opportunity and is taking a leadership role in this emerging industry by becoming a 15% partner in Solwara 1 (with an option to increase their investment to 30%).The Solwara 1 Project has been gaining momentum since Nautilus Minerals and the State signed an Agreement on April 24. This new agreement with the State in which they have staked a minimum 15% interest as a meaningful partner, underscores the State’s continued and widespread support for the Project. Signing of this Agreement was a historical occasion and a milestone achievement for Nautilus Minerals and the people of PNG.The machinery being built for the Solwara 1 Project is taking shape. The Seafloor Production Tools are now over 90 percent complete. Assembly of the biggest tool, the Bulk Cutter, was completed in April this year and assembly work on the Collecting Machine and the Auxiliary Cutter commenced in May and June this year respectively. The Riser and Lifting system, which will be used to transfer the mined material from the seafloor to the surface within an enclosed system, is over 50 percent complete. The critical path for the Solwara Project is to secure a suitable vessel arrangement. Nautilus aims to have this completed by the end of this year."
