This paper briefly describes the shaft, including sinking, steel sets and their installation, shaft equipment and winders.INTRODUCTIONThe New Broken Hill Consolidated Ltd. Service Shaft is a vertical concrete-lined circular shaft, 20 ft. in diameter with -steel sets spaced at 12-ft. centres. The diameter of 20 ft. was established as the minimum that would enable the shaft both to house the proposed hoisting and service equipment and to satisfy ventilation requirements as a downcast airway. The 12-ft. set spacing was based on South African practice in similar types of shafts.The shaft extends from the surface to 28 ft. below No. 22 Level, a total depth of 3,194 ft. Sinking was commenced in September 1946, and equipping completed in January 1955. Initially the shaft was sunk and concrete-lined to a depth of 52 ft., using a stiff-legged crane and clam-shell grab for mucking. Operations were suspended at this depth to allow the installation of the steel sinking head-frame, winders and ancillary equipment.Sinking and concreting were recommenced after four months and continued to a depth of 1,035 ft. 6 in., where the shaft connected with a pilot opening. The concrete lining was poured as sinking progressed and was piped from the surface to this depth, after which all concrete was lowered in buckets and discharged through a distributor suspended in the shaft. A cycle of stripping to the pilot opening and concreting was continued until the shaft reached No. 22 Level. From this level the remaining 28 ft. was sunk full size. All plats were cut and concreted as sinking progressed.

Several Approaches to Enhance the Bioleaching of Enargite Some approaches were investigated to enhance the recovery of Cu from enargite by bioleaching with Acidithiobacillus ferrooxidans using the galvanic interaction with pyrite and activated carbon, and with thermophilic bacteria, Acidianus brierleyi. Addition of pyrite initially enhanced Cu leaching by the Galvanic effect, but after that the formation of secondary minerals passivated the surface of enargite in inoculated batches. Activated carbon improved Cu recovery from enargite much better than pyrite, when it is contacted with enargite. Recovery of Cu from enargite has been recorded to at largest 2.4 per cent within 30 days in the presence of activated carbon when mesophilic bacteria were inoculated at 25¦C. The recovery of Cu from enargite was drastically enhanced by inoculation of thermophilic bacteria, Acidianus brierleyi, up to 60 per cent within 40 days at 70¦C and still not leveled off after 40 days unless the formation of Fe(III) precipitates occurred. After 40 days dissolved molar ratio of Cu/As is around 5.2, suggesting that metal-deficient sulfides and/or ferric arsenate might be formed on the surface of enargite.

Chalcopyrite concentrate was combusted in oxygen-nitrogen atmospheres, the composition of which ranged from 1-100 per cent oxygen. Factors studied included particle size, experimental temperature and oxygen concentration. The study was assisted by chemical and X-ray diffraction (XRD) analysis and temperature measurements of single particles. Size reduction occurring after melting was found to have a major effect on the overall reaction time. Thus time to attain ignition was largely determined by the original particle size, whereas combustion time was independent of this factor. For particles larger than 40 I'm in air the time to attain ignition predominated. The maximum temperatures measured for single particles were the result of pyrite present in the concentrate. Chalcopyrite did not attain thesame temperatures. Vaporization, either as CU(g) or CuO(g) lImited the temperature. Maximum temperatures measured for single particles of pyrite ranged from 1610°C in 14 per cent oxygen to 2360°C in 100 per cent oxygen (both at 700°C). Measured temperatures were compared with those calculated from a diffusion-based model.

Social licence to operate is not a new concept for the mining industry, referring to stakeholder approval or acceptance for the activities and impacts of a project, company or industry. It is intangible, dynamic and non-permanent, hence it needs to be earned and then maintained (Thomson and Boutilier, 2014). It has also been argued that social licence extends beyond building approval or acceptance, into engagement for long-term development (Owen and Kemp, 2012).There are many examples where stakeholder opposition – or withdrawal of social licence – have increased capital and operating costs, extended schedules and impacted reputation. At its extreme, the withdrawal of social licence to operate can also contribute to or be the catalyst for mine closure.The key benefit of obtaining a social licence is a reduction of risk. Stakeholder support and advocacy, as well as the implementation of social performance programs that contribute to social licence, can be beneficial in terms of schedule, costs and other benefits.While decisions to close a mine are generally driven by resource availability or economic conditions, the social, economic and environmental legacy remaining post-closure is of importance to many stakeholders. With a number of significant mines now approaching closure within Australia, we are seeing heightened community concern about the economic and social impact of mine closure and the success of land rehabilitation. This paper describes the methods of constructing timber barricades against pillars of ore in the South Mine, property of Broken Hill South Limited, Broken Hill, N.S.W., and discusses the behaviour of the various types of barricade alongside trucked sand filling and hydraulic stowed sand filling.Since the introduction of hydraulic stowing, cut and fill and overhand square letting methods have been used in mining the pillars. Such methods could not be used where the pillars had failed badly. The filling used is partially deslimed concentrating millresidue containing among other gangue minerals, calcite and a small amount of pyrrhotite and pyrite.The author is indebted to the mine superintendent of Broken Hill South Limited for permission to publish this paper.OLD METHODS OF CONSTRUCTING BARRICADES.Square Set Stopes.Before filling each stope the outer row of legs was lined inside with 10 in. x 2 in. boards spaced 2 in. apart. It was usual to tie the row of legs and caps together with timber dogs. As the space between the barricade and ground varied from nil to several feet, it was general practice to fill behind the lining boards. No provision was made to retain this sand during subsequent pillar stoping, consequently a run of sand right up the barricade could cause adilution of ore and serIOUS dIstortion of the barricade.

The criterion for assessing the accuracy of coal reserve estimates proposed by Philip and Watson (1982) is criticized.Following Royle (1977), it is suggested that the global estimation variance found by geostatistical methods is more appropriate.This method is applied to coal data from the Bowen Basin. This shows that two factors (the inherent variability of the variable under study and the total number of drill holes) have more influence over the accuracy of the reserve estimate than the form of the drilling pattern. Comparisons between the relative errors for different sized regions demonstrate that the spacing between drill holes is of secondary importance. The dominant factor is the total number of holes.Comparisons between the relative errors show that some variables such as sulphur need a much denser sampling than the others to obtain the same level of precision.

Many policy issues facing the mining industry and affected communities are at a level of complexity that they can be called ‘wicked’ problems. The term ‘wicked’ in this context is used, not in the sense of iniquity, but rather as social and economic issues highly resistant to resolution. For the resource extraction sector and affected communities there are an array of challenges embedded in the industry’s production and profit paradigm, the remoteness of mineral reserves and affected communities’ expectations of economic benefit and a positive legacy. The mining industry as a whole is dominated by economic, political, legislative and market structures that influence and constrain interactions between mine operations and local communities. For communities, with particular reference to regional Western Australia, intractable problems include the uncertainty of, yet increasing dependence on, a mining economy. Questionable outcomes for local communities include the limited realisation of local employment and business development benefits, and low overall outcomes or low multiplier effects. ‘Wicked’ problems, according to the literature, are best addressed via collaboration. In the mid-west region of WA, with mining and infrastructure construction underway, alliances have formed between mining companies, the major port and rail infrastructure project (Oakajee Port and Rail) and regional and local governance stakeholders. The major impetus for these affiliations is to expedite planning and associated infrastructure development taking into account the lessons from other mineral-led regions. What has resulted is an array of innovative approaches to stubborn problems including planning well in advance of full-scale mining; regionally coordinated procurement; ‘mine ready’ local businesses; and strategic investments in social infrastructure; including community trust funds paid in advance of project delivery. This paper examines these innovative approaches/alliances and assesses their effectiveness in addressing long standing mining/community dilemmas.

Land rehabilitation at Golden Cross is reviewed, 8 years after mine closure in 1997/98, from the perspectives of a Peer Reviewer (land rehabilitation) and a Regional Council Officer (Resource Consents compliance). Land rehabilitation items we discuss include: management of restored pastures, native plantings (on-site riparian and block plantings and off-site environmental riparian enhancement plantings), wetlands (on-site tailings lake and sediment ponds littoral zone plantings, and basement of the open pit; and off-site wetlands enhancement plantings), pine plantations on-site and on surrounding land, stabilization of the Tailings Lake Embankment (landslide) and Open Pit capping, capping of acid-mine-rock, stability of discharge channels, buildings and amenities, public access for recreation, educational uses, and future management of the site. Pest control has helped to conserve the rare and endangered HochstetterÆs (Leiopelma hochstetteri) and ArcheyÆs (L. archeyi) frogs, and a regionally significant stand of rare swamp maire (Syzygium maire) has been conserved and fenced.

Hargraves (1983) has reviewed the phenomenon of instantaneous outbursts of coal and gas with special attention to Australian occurrences. The purpose of this discussion is to highlight some problems and omissions in his review that reflect particularly on the authors' structural geological investigations of outburst-prone coal seams.It is surprising to find that much of the authors' reported work has either been glossed over or the results distorted by Hargraves (1983) and it is, therefore, important to clarify the contribution that structural analysis of coal seams can make.For many years it has been known that faults provided preferred loci for gas outbursts (for example, Briggs 1920-21) but the roie that faults played in outburstprone seams was unclear. The present authors reviewed the association of faults and outbursts drawing upon local investigations and the world-wide literature (Shepherd et aI., 1981), and discussed some wideranging aspects that result from the high coincidence of faults and outburst sites. Without repeating large segments of this article the authors will discuss four aspects of coal seam faulting and fracturing.

The social license to operate (SLO) began as a metaphor for the ability of communities to stop mining projects. Soon people began to speak of levels of social license and the ability of communities to raise costs without completely stopping exploration or mining activities. Today the concept has spread to other industries and is evolving towards becoming a general management perspective on the socio-political rights and responsibilities of the corporation. The business case underpinning the SLO perspective on management is the need to assess and manage socio-political risk. For mining companies, socio-political risk has been steadily rising for several reasons, including the efforts of non-government organisations (NGOs) to pre-empt government policy options; the entry of mining companies into jurisdictions weak in the rule of law; and the weakness of global economic and financial regulation. In this perilous world beyond the comfort zone of effective government, mining companies must build their own socio-political stability by engaging directly with stakeholders to develop a strong SLO. In order to become a practical management perspective, the SLO needs to be measurable, which amounts to measuring the socio-political risks and opportunities presented by stakeholders. We present the results of efforts since 2009 to develop a globally reliable and valid measurement tool at the project and industry levels, validated in studies in Australia, Bolivia, Mexico and the USA. A factor analysis suggested four factors that mine management can address to raise their SLO level. The most chronically neglected factor involves the political right of the corporation to foster more equitable social contracts locally and regionally in both developed and developing countries. The Mathews et al (1981) stability graph was developed to provide guidance in the determination of stope sizes to control dilution in bulk mining of large orebodies. Longhole and sublevel open stoping (LHOS and SLOS) are the lower end in scale of underground mass mining with panel and block caving (PBC) at the higher end. Currently, the stability states of stopes in the stability graph are described qualitatively as stable, unstable or cave. The alternative quantitative option to the qualitative stability graph is the Equivalent Linear Overbreak Slough (ELOS) stability graph. The ELOS stability graph only applies to narrow vein orebodies. It is easy for the Mathews et al (1981) and the ELOS stability graphs to be applied outside the limits of their databases. What is currently referred to as ‘stable’ in the present stability graphs has diverse interpretations at different mines depending on their acceptable dilution values. In 2014, a research program was conceptually conceived at the UNSW Australia School of Mining Engineering to develop a quantitative dilution-based stability graph independent of orebody width to address some industry concerns on the use of the stability graphs. A dilution-based stability graph provides the mining engineer the flexibility to determine open stope sizes based on what dilution amounts are acceptable. The graph also unifies both the Mathews et al (1981) and ELOS stability graphs for wide and narrow vein orebodies, thus, eliminating their potential misapplications. To date, the concept is proven with case studies from metalliferous underground mining operations located across Australia. A good deal of experimental work has been done from time to time on the application of compressed air to the elevation of wet pulp. On account of the flat nature of most of our mill sites elevation of the pulp has to be provided for, and the various methods in vogue show considerable loss of time, in the replaceing of wearing parts. During the last two years the writer has carried out a great many experiments with a view of devising an elevator that will give continuous work with a minimum of wear.The results do not show a high efficiency for the power employed, but the lift is continuous in operation, very cheaply installed, and possesses no wearing parts. The lift was tried working in a bore hole of 8 in. diameter, but in many cases it is more convenient to sink a small well for the purpose. The result to date showed that the most efficiency was obtained when the depth of the wellwas not less than the height of the lift required. The pressure of air required in pounds per square inch was (approximately) half the number of feet to be lifted.In the majority of cases the lift required varied between 20 ft. and 50 ft. and the air pressure required between 10 lbs. and 25 lhs. per square inch. In most existing installations the air compressors in use were delivering air to the receivers at about four times that pressure, and when air so compressed was expanded to perform its work at a reduced pressure, it was apparent that the power exerted in origInally compressing the air above the working pressure required at the lift was absolutely lost.

Electricity will play a major part in providing energy services in the 21st century. Ecologically Sustainable Development (ESD), that is accommodating the needs of the present without compromising the needs of future generations, will provide a focus for optimising the use of electrical energy. Environmental externalities may redefine the cost structure of electricity. Strong corporate environmental management will ensure that current environmental objectives are met and that future ones, identified by the ESD process and environmental externalities accounting, can be developed and implemented by receptive business managers. This paper addresses the current environmental issues of electricity production. It outlines a management strategy for the SECV becoming a community leader in protecting the environment. ESD is discussed in terms of using non-renewable resources wisely, extending their availability and putting in place mechanisms which ensure their ultimate substitution by renewable resources and conservation. The paper explores options for dealing with costing environmental externalities, particularly in relation to greenhouse emissions.

The problem of ventilating an advancing drive which finally reached 5,550 ft from the fresh air base in rock with virgin temperature of 83°F was solved economically by the use of two 15 h.p. electric fans forcing ventilating air through 281/2 in. dia. fiexible polythene tubing of wall thickness 0·010 in. The saving in cost over conventional metal duct was estimated to be £3· 24 per ft of drive.INTRODUCTIONAs described by Dutton (1965) and Newton (1965) the existing 1,480' ft level drive at the South Mine, Broken Hill, was extended in two stages. The first extension was 3,790 ft, the face then being 4,790 ft from the fresh air inlet. Later, after a vertical ventilation connection was made 1,000 ft back from the face, the drive was extended a further 4,550 ft. The rate of face advance in both stages was about 15 ft per day (3 shifts of 5 ft), 5 days per week. Drive size was 8 ft by 9 ft 6 in. high.The Mines Inspection Act of New South Wales requires 6 hr shifts (instead of the normal 7 in Broken Hill) to be worked if the wet bulb temperature exceeds 80°F. Virgin rock temperature on the 1,480 ft level was 83°F. Inlet air temperature varied with seasons from 58 to 72,oF wet bulb.To adequately ventilate the face, a flow of air of about 11,000 c.f.m. was thought to be necessary.Re-entry time was about 75 min, being governed by the 7 hr length of shift (3 shifts per day) and travelling time.Blasting was permitted only at the end of the shift, in accordance with local industrial restrictions.

QMAP (the Quarter Million Mapping Programme, 1:250 000 scale) is a geological mapping programme which will build a digital geological database of the whole country and publish maps and books to document it. The programme was established in 1993, following a recommendation by a review panel appointed by the Ministry of Research, Science & Technology, and is funded by the government, from the Public Good Science Fund. The relevance and fundamental value of QMAP lies in the greatly improved geological knowledge it will provide for researchers and other end-users of geological information.   QMAP research involves assessment of previous work, field and laboratory investigations in key areas, and data storage, manipulation and publication using Geographic Information Systems (GIS) computer technology. The QMAP digital database of New Zealand geology will be completed by 2006, as will the series of 21 full colour printed geological maps and accompanying explanatory texts. Two are already completed and published (Kaitaia and Dunedin), and six other projects are well advanced.   QMAP information will also be available in digital form. Next year we hope to expand the scope of the programme to cover the reconciling and linking of many other earth science databases to QMAP, because we believe this will create a powerful research tool. The intention is to develop internet access to the databases, to make the information publicly available.

NATURE OF ORETHE Edna May ore consists mainly of clean quartz of a moderately hard and tough nature. The gold content is "free" and fairly coarse, so that a large percentage is recovered by amalgamation. The ore is practically free from metallic minerals.GENERAL OUTLINE OF PLANT AND TREATMENTThe ore, received from underground in trucks, is broken by a jaw breaker, then stamp-milled, follow~d by partial filie-grinding in pans. Mercury is used both in the mill boxes and pans. The pulp, on leaving the pans, passes over amalgamating tables and is then elevated by tailings pulp to cone classifiers and separated into a sand and slime product, each product receiving a separate cyanide treatment-sand by leaching in vats and slime by agitation and decantation in a "Trent" plant. Gold solutions from both sand and slime are precipitated together by zinc shavings in the usual type of precipitation boxes. Accumulated slime is trucked from the dam to a vortex mixer and from this point receives with the cement slime the same treatment.ORE BREAKING AND TRANSPORTThe ore is trucked from the brace of the shaft along an overhead line to the breaker station. Hence it is, by means of a "kick-up" dumped upon a grizzly, set with 2-in. spaces, the oversize being broken by a 15 x '9 Fraser and Chalmer jaw...

Anglo American Platinum has adopted a strategy of Best Practice Principles (BPP) for sampling, mass measurement, analysis and metal accounting for more than a decade now. When new plants are designed, the most suitable sampling equipment and sampling protocols are implemented and material flows and plant layouts are designed around sampling strategies. A few years ago, a crushing plant for a high-grade matte stream was commissioned.The design called for the high-grade material to be crushed to 95 per cent passing 2 mm and the design allowed for a single cutter primary Vezin sampler, increments taken from a gravity flowing stream at regular intervals, whilst filling a tanker for the pneumatic offload at our base metal refinery. This was a single point of sampling and analysis that would measure the wanted output from our smelting complex and the input to our refineries. In addition, the design incorporated the functionality to collect increments in an ‘interleaved’ fashion from the Vezin sampler for internal precision checks.The metal accounting strategy for Anglo Platinum is the ongoing measurement of all inputs, outputs and stock levels for all our operations for platinum group metal (PGM) and base metal (BM) content. Included are yearly stocktakes, usually done on 1 February every year, across the smelters and refineries (at least the base metal refinery). A trend was developing in the accounting period immediately following the introduction of the new crushing and sampling facility, whereby the absolute difference between the physical stock and theoretical stock (PGMs predominantly) increased for the two respective sites on an ongoing basis. The smelter (sender) showed an increase in physical stock compared to the theoretical stock and the base metal refinery (receiver) showed that their theoretical stock increased against their physical stock. Because of this anomaly, an additional stocktake was held in September for the period in question and it was confirmed through the physical stock measurement results, that the PGM accounting problem was indeed pointing towards the evaluation of the high-grade matte stream.This paper showcases parts of the process that took place to explain the poor accountabilities for the respective sites. Previous results from the sampler ratification process (of the interleaved sampling design) were analysed again, a physical inspection was carried out on the sampling system again and the sampler performance was monitored (quality control parameters) for the period.From these investigations, it was found that airflows present inside the Vezin introduced the sampling bias and a change in sampling protocol was introduced as well as physical changes to the sampling equipment were made to eliminate the airflow and thus the bias conditions significantly. The accounting period which followed, after a phased upgrading process, showed that the accounting between our smelter and base metal refinery had been restored to within statistical limits (difference between physical and theoretical stock below five per cent relative to theoretical stock).CITATION:Kruger, C J and le Roux, E, 2017. In presenting this address I am conscious of the honour that has been paid me in my election to this important office, and I am very aware that I follow, in the position of President, many distinguished men who have led the Institute over the 70 years since its inauguration in Broken Hill in 1893.It is perhaps appropriate tonight that I intend to talk about a metal which recalls the birth-place of the Institute, and is also one with which I have had a direct association throughout the whole of my working career. This metal is Silver.Silver is associated traditionally in everyone's mind with money and silverware, and has always been prized for its natural beauty and elegance. It is today one of the few metals in which world consumption has outstripped production, and the events which have occurred to bring about this situation make an interesting story.In telling this story, I propose firstly to indicate our development as a silver producing country, give an historical review of the metal, trace its use as currency and the factors influencing its price, and then say something of the old and new uses of silver. Finally I shall give some comments on silver production in Australia today.Australia, with 6-5 per cent of the world's output of silver, ranks sixth among the producer countries and over the years has contributed 892.5 million ounces to the world's supply which, based upon production since the discovery ofAmerica, is estimated to have been 22,150 million ounces or nearly 680,000 tons.Although our production appears relatively small by...
