As the University of Hong Kong and their advisors planned their new Centennial Campus it became clear that they would have to re-provide existing water reservoirs on an adjacent site with new salt water reservoirs located underground in two new caverns. The existing reservoirs are owned by the Water Supplies Department who provide salt water for sanitary flushing and a separate potable water supply for regular use. Although underground reservoirs had not previously been adopted locally, the planning has been completed to a tight schedule and the construction is well advanced. The need to preserve historic buildings imposed constraints, as did the requirement to minimise potential construction nuisance for the local community and environment. This paper presents the background to the project and the work carried out to develop an innovative, sustainable and environmental acceptable solution. Construction progress to date is also presented.

The Magmont Mine, a 50/50 venture between Cominco American Incorporated (the Operator) and Dresser Industries, Inc., (Halliburton), is a metallic mining and milling facility in the new lead belt of Missouri. The mine is located approximately 100 miles southwest of St. Louis. Legislation passed in 1992 by the Missouri legislature requires all metallic mining and processing facilities to apply for a Metallic Minerals Waste Management permit (MMWM) for their waste facilities. Regulations were subsequently promulgated by the Missouri Department of Natural Resources (DNR). Cominco obtained a MMWM permit (MM-006) from the Missouri DNR in 1992.

Continuous operating performance and high profit is one of the major concerns in the mining industry. Information systems are expected to reinforce and enable conformance to these requirements. The companion efforts of business management and production information systems press for tighter integration to avoid over-laps, multiple instances of similar data, and expensive maintenance of databases. Implementation of advanced intelligent systems throughout a mine operation can reduce costs, optimize investment and create a shorter payback via conversion of the data accumulated by field and process devices into information, and subsequently, into decisions. However, in order to harness the potential power inherent in these intelligent devices, adequate and flexible modular knowledge-based solutions are required. Fortunately, there has been at least one such practical response to this challenge, namely the ABB IndustrialIT portfolio. With these tools in place, production efficiency is reached via integration of process, production, and quality information. Moreover, they permit immediate detection and remedial action to changes to process and boundary condition variables. Finally, using advanced optimization techniques supported by dedicated mathematical models, they allow for economic process optimization (process set points and coordination thereof, energy management, production planning, energy supply contract optimization, etc) of the plant as a whole.

Introduction In preparing this paper considerable time was spent attempting to find some upbeat data about the mining industry, so those of us in the field could feel somewhat better about future prospects. Much to my regret, I failed to uncover substantial evidence that our near-term or, for that matter, our long-term opportunities appear all that bright in North America. That is certainly not the kind of assessment anyone likes to hear or accept as even a possibility. Those remarks may, on the surface, appear far too pessimistic. This industry will experience a recovery and most likely will see conditions begin to improve later this year or early next. The kind and degree of recovery, however, will more than likely differ from those experienced in the past. Fundamental Changes Clearly, the fundamentals on a world scale of our business have undergone important changes. In recognizing these fundamental changes, mining authorities believe productivity advances are needed to change the direction mining has taken in recent years. The really tough question is whether increases in productivity will be enough to change the course of events that has dominated the mining sector for the past decade. Before one can provide an honest answer, an appraisal of what has and is happening now is necessary. Here are some changes and events that have taken place that effect domestic mining and will probably continue: • Mineral-rich lesser developed countries (LDCs) in Africa, South America, and Asia-Pacific have reached a point where they have developed the needed mining infrastructure to not only produce at a high rate, but in many instances, at a lower cost than fully developed countries. Just as importantly, these countries, even if they do not enjoy lower costs, will produce for world export with government subsidies because min¬ing products are key in obtaining badly needed foreign exchange. • These producing countries also have the distance advantage of lower labor, environmental, and other important regulatory costs. If that were not enough, these same countries have minerals with considerably higher grade ore and, in some cases, much lower cost accessibility. • Exporting North American commodities is impaired by a dollar that continues to strengthen against other important currencies around the world. There are other impediments to overcome, but these represent some of the realities our industry faces. Can those obstacles be overcome through improving productivity? In the past, this industry has offset the impact of these events to a sizeable degree through innovations of mining techniques, equipment and processes, and by increasing the size of its individual operations to reduce costs. Will further enhancements along these lines be enough to alter this changing balance in the future? While there is no answer, it is apparent that if we do not mount a full-scale assault in some key areas, our prospects will not be encouraging. Productivity improvements throughout the entire chain of the mining industry most certainly rates as a high priority. Every link in that chain from mine planning, equipment selections, and transportation considerations needs to be examined and reexamined to assure the lowest effective cost is developed. Quality, while oftentimes costing a little more initially, is still the most cost effective purchasing decision to make. Regulations Another area of concern is regulations, be they environmental or those that dictate what must or must not be done in running our business. Randy and Kenny Robison have visited every coal mine that would let them in the door, to survey the best mining practices. The brothers have spent nearly their entire lives working in coal operations. The Robison’s started out on lube and grease trucks and worked their way up to respected industry leaders in Alabama. The Robisons have owned MS&R since 1989. Since then, they have created a niche for themselves in providing coal for Alabama’s metallurgical coal market. A great deal of the knowledge the Robisons have amassed throughout the years has come from observing — taking note of what works and what does not. In early spring 2004, they commissioned a Komatsu America PC3000 Super Shovel. Outfitted with a backhoe attachment and a 16-m3 (21-cu yd) bucket, MS&R’s PC3000 is currently one of the largest mining excavators working in Alabama.

The NC State University Minerals Research Laboratory (MRL) and Waste Reduction Partners (WRP) of the Land of Sky Regional Council joined efforts in 2000 to initiate a technically sound and practical program for the management of high-volume coal combustion by-products (CCBs) in North Carolina. The accumulation of CCBs from coal burning boilers throughout the state of North Carolina posed a substantial storage problem, and the area was overripe for an effective management program, which would be environmentally sustainable. In particular, the public utility generators had filled storage ponds on their properties, and the storage overload had grown to critical proportions. Much the same situation existed for paper mill biosolids, which were stored on site in landfill cells along with daily output of CCBs from the mill boilers. A conversion process via the patented pyro-process12 (US Patent No. 5,342,442) to produce synthetic light weight aggregates (LWA) from CCBs and paper mill sludge was conceived to process large quantities of both these waste materials. MRL and WRP initiated and formed a consortium that brought together academia, private industry and state agencies to evaluate the production of LWA by the pyro-process. The industry partners included representatives from the power companies, industrial ash generators, expediters for coal ash products, as well as concrete block manufacturers. It was important to welcome interested parties from not only the western North Carolina area and other parts of the state but also from neighboring states including Tennessee, South Carolina and Georgia. Membership of this consortium evolved during the intervening years to include the following participants and supporters: Progress Energy Carolinas; Duke Energy; Santee Cooper; Full Circle Solutions; Land-of-Sky Regional Council; NC Department of Pollution Prevention and Environmental Assistance; Ecusta Business Development Center; Blue Ridge Paper Products; Jackson Paper and Manufacturing Company; Miller Perlite; Appalachian Products; General Shale Brick; Metromont Materials; Small Business Technology Development Center of the University of North Carolina system and North Carolina State University The initial development program conducted at the Minerals Research Laboratory (MRL) was to formulate an acceptable LWA product, which fulfilled user specifications for light weight concrete block and structural concrete application. Support work and program coordination efforts were furnished by retired technical volunteers in WRP. The work advanced steadily, using proven technologies well established in the mineral industry, to generate a very satisfactory LWA. The consortium then concluded that a more comprehensive CCB conversion program would have more appeal for full scale manufacture and commercialization, if a variety of products from CCB separation were generated. This product assortment would include bottom ash, low carbon fly ash, recovered carbon of high purity, as well as the synthetic LWA. The bottom ash would serve the concrete block market, the fly ash was in demand for ready-mix concrete, and the high carbon product could be pelletized and used as a fuel for reburn or by the steel industry, and the LWA was a sought-after component for light weight concrete applications. After scouting all these potential markets and finding them to be viable, the consortium then inaugurated an integrated pilot plant program for the CCB separation and conversion. The plan was organized in three (3) parts: (1) Phase I ? bench scale evaluation studies (2) Phase II continuous pilot plant evaluation and (3) Phase III ? conceptual commercial plant design including marketing efforts and attraction of business entrepreneurs to build a full scale manufacturing plant. Phase II would serve to validate the process in a continuous mode and produce substantial quantities of products for preliminary marketing efforts and for demonstration-of-use purposes. The consortium agreed to the name, CAROLINA ASH PRODUCTS, (CAP), for the integrated pilot plant program. The products generated might be designated with the CAP label as: bottom ash would be named CAP Granules, low carbon fly ash would become CAP Ash, recovered high carbon product would be CAP Carbon, and LWA would have the name CAP Stone. Phase II of the program processed 20 tons (18 t) of ponded ash from Progress Energy storage at a rate of 600 lb (271 kg) of raw ash per hour with favorable results. PRELIMINARY STUDIES Prior to committing laboratory research and development effort as well as support and coordination activities to this program, it was necessary to determine (1) the level of need for a freshly launched CCB reutilization program in this state and (2) what degree of versatility was necessary for such a process. State agency records and a survey of recent boiler operations indicated that in the state of North Carolina at least 77 facilities manage CCBs from their boiler operations. Despite continuing development efforts in more eastern parts of the state, the use of CCBs for commercial applications has not increased to a level which alleviates the need to store vast quantities in private monofills on the generator?s property. More than 1.25 million tons (1.13 million t) of CCBs are landfilled in NC annually, with 300,000 tons (271,985 t) per year generated in western NC alone. Many different boiler types, which span both very old units and those that are modern and efficient, were to be found. These included stoker-fired units, pulverized coal boilers, slag-tap furnaces, and fluidized bed combustion boilers covering a range of sizes. Any systems designed to separate CCB components from all these sources and convert them to useful secondary products would need broad processing latitude and flexibility. Up to the present there has been a paucity of research done in the western part of the state to find productive alternatives to storage in landfills. With tipping fees in our largest landfill now approaching $40 per ton ($44 per t) and escalating transportation fees (about $200 per truckload up to 40 tons, traveling a distance of 25 miles), the problem has become urgent both economically and ecologically. A well-designed, integrated wet process for CCB separation into value-added products had much potential to be less expensive than landfilling as well as to provide saleable materials with acceptable profit margins. These preliminary investigations also revealed that other major waste streams, in particular paper mill sludge and municipal and animal waste biosolids were important candidates for priority attention. Since these biosolids could furnish the organic component of a synthetic LWA product, they could be consumed as part of the same program. This added interest value to a growing list of partners to support and participate in the program.

Introduction Fluorspar demand or consumption has been taken for granted in recent years, except for those that produce, market, or consume the commodity. Thinking used to be that as the steel and aluminum industry goes, so goes fluorspar. This is much less true today. The industry is becoming more dependent on chemical industries that feed primarily off hydrofluoric acid (HF) production. The US Bureau of Mines (USBM) published an assessment of world fluorspar reserves and resources. It created a foundation of valuable data that can be used to monitor fluorspar availability. Celebrations were held this year commemorating the 100th anniversary of the isolation of fluorine. The US and other countries continue to struggle with the controversy of ozone depletion and the effect of fluorocarbons on the atmosphere. Goals for the government's strategic stockpile are being reevaluated. The market for fluorine chemicals is changing and diversifying, making it a challenge to assess and forecast fluorspar/fluorine demand. US production and distribution Fluorspar Fluorspar shipments from US mines reached an all-time high near the end of World War II in 1944 at 375 kt (413,800 st). Eighty-two mines produced more than 453 t (500 st) each, and 10 mines produced more than 9 kt (10,000 st.) each. Illinois supplied 43% of total shipments. Consumption in 1944 was 372 kt (410,200 st), of which 56% was used by steel producers and 32% by HF producers. This was the last year that US production exceeded US consumption. The post-World War II record for fluorspar shipments occurred in 1951 at 315 kt (347,000 st) 58 mines produced more than 453 t (500 st) and eight mines produced more than 9 kt (10,000 st).

As the mining industry moves further into developing countries in search of new resources, its role in international development is coming under increasing scrutiny. This is a trend that is likely to accelerate, along with the potential for headaches among managers in the industry. Public interest in development and environmental issues is rising as faith in “big business” falls. This has strengthened nongovernmental organizations (NGOs) campaigning for sustainable development. And it has put more pressure on banks, governments and development agencies to curb corporate misdemeanors. Developing world governments are also becoming emboldened to reject previously agreed terms they do not consider equitable. The mining industry has begun to formulate a response to these pressures but must go much further. Societal and environmental issues must move from public relations to core strategic thinking. Abiding by rules or codes is not a relevant response. Instead, genuine support for sustainable development is required. This will involve delegating the responsibility for engaging with local communities to on-the-ground staff and developing a dialogue with local stakeholders rather than conducting an initial assessment and disengaging.

Introduction Stainless steel has by tradition been a common construction material for hydrometallurgy processes and the most common grades can be found amongst the ASTM 300-series, i.e. austenitic grades of type 304L, 316L and 317L. However, there are a number of new grades available today, which imply more cost effective solutions for those designing plants where good resistance to acids, containing the desired metal ions, often contaminated with chlorides and other halides, is the key issue. There are austenitic-ferritic or duplex grades having the same or even better corrosion resistance than the austenitic grades and approximately twice the strength, which enables design in thinner gauges, which in turn implies less weight and less cost. They have also excellent engineering properties, enabling fabrication of process equipment, machinery and different types of tanks. On top of that, they contain less nickel and molybdenum than their austenitic counterparts, which implies not only lower cost for alloying elements, but also a more stable price when considering the price fluctuations for these alloying elements during the last years. This paper describes briefly the family of duplex stainless steel and it presents a number of relevant corrosion tests where duplex grades have been compared with austenitic grades. The results have in several cases been verified by in-plant exposures in zinc and copper production plants. It also describes applications and experience of duplex grades within a variety of hydrometallurgy plants. Installations of highly alloyed austenitic grades will be described as well. The corrosion tests and service experience reported cover hydrometallurgical processes based on sulphuric acid.

In responding to mine fires and explosions, accurate and timely analysis of the mine atmosphere is critical in making decisions regarding firefighting, mine rescue and mine recovery operations. For many years instantaneous analyses were available to rescue workers using handheld or portable gas detection equipment, including infrared, electrochemical, or catalytic measuring devices for a limited number of specific gases such as oxygen, methane, carbon monoxide and carbon dioxide. Instantaneous sensing technology is not available for all gases, such as nitrogen and hydrocarbons, found in a mine fire atmosphere and cross-sensitivity can be a problem with this technology. For these reasons, air samples are collected for injection into a gas chromatograph for a complete and accurate analysis for all gases including oxygen, nitrogen, methane, carbon monoxide and carbon dioxide, as well as ?fire gases? such as hydrogen, ethylene, ethane, and acetylene. This method requires additional time for transporting the samples to the laboratory near the mine, as well as an instrument operator to inject the samples for analysis. The use of a portable micro gas chromatograph with a continuous and automatic injection system has been implemented by the Mine Safety and Health Administration (MSHA) during mine recovery operations. The device directly samples the mine atmosphere from an underground location every twelve minutes and automatically analyzes the samples for all of the mine fire gases. The portable unit utilizes micro technology and the operating software has been modified to perform the calculation of sample results in and Excel® spreadsheet without user interaction. This paper describes the micro gas chromatograph system and its use at a recent mine recovery operation. The automated remote operation of the micro gas chromatograph has been shown to be a good alternative to infrared and electrochemical sensors used for mine atmosphere analysis.

Primary cementing is the process of placing cement in the annulus between the casing and the formations exposed to the wellbore. Portland cement was first used in 1903 in the Lopoc Field in California for well cementing. Since then, the major objective of primary cementing has always been to provide zonal isolation in oil, gas and water wells, i.e. to exclude fluid(s) in one zone from another zone in the well. To achieve this objective a hydraulic seal must be created between the casing and cement and between the cement and the formations, while at the same time preventing fluid channels in the cement sheath. This requirement makes primary cementing the most important operation performed on a well. Without complete isolation in the wellbore, the well may never reach its full producing potential. The industry knowledge on cements relies heavily on empirical data, but the chemistry, physics and structure of cement are not fully understood yet. The strength of concrete can be increased essentially by reducing its porosity through optimizing the size distribution of its components and filling the residual porosity of the hydrated cement phase with inorganic fillers. This approach has successfully utilized in different ways and several technologies for placing high performance oil and gas well cements have been developed over the last few decades. There are reasons to believe that the next source of improvement will lie in the fine-tuning of the hydrates themselves and of the different parameters that drive short (ionic?covalent bonding) and long (ionic correlation) interactions.

The opportunity to make a close study of the available geologic data existing along the line of the California Aqueduct crossing of the Garlock fault in the Tehachapi Mountains was brought about first by my involvement in the prebid examinations, and later with contractors' claim cases. The California Aqueduct crosses through the western end of the Tehachapi Mountains and cuts across the Garlock fault zone at a location about 9 miles east from its junction with the San Andreas fault zone. This is about 65 miles northwest of Los Angeles and 38 miles southeast of Bakersfield (Fig. 1) (1). This map was published after the tunnels were started and shows the corrected geology. At the crossing the fault has north and south branches which extend northeastward for about 22 miles before converging. In the vicinity immediately east of the tunnel line the north branch of the fault starts to converge toward the west. After crossing the line it passes under the upper plate of the apparent easterly extension of the Pastoria thrust fault, so the actual junction with the south branch is obscured. The aqueduct design called for the expected active slip zone of the north Garlock fault branch to be crossed by the 2,800 foot long Pastoria siphon, which connects with the north portal of Tehachapi Tunnel No. 3. The tunnel would extend through the western end of Genghus Ridge which lies between the north branch and the main south Garlock fault zone in Beartrap Canyon. Here again the

The war in Vietnam stretched into another decade, an American President was at the brink of impeachment, the earth was given its own day, twin tower monuments of American ingenuity were completed in New York and would stand high above the Manhattan skyline for 31 years. Inflation, oil shortages, low commodity prices and America’s 200th birthday were part of the decade — it was the 1970s. For the mining industry, the demands of the decade would be high and the challenges would be significant. Because of the many challenges that lined up in front of it, the mining industry was forced to work smarter and more efficiently. The industry also expanded its borders in search of new resources and struggled along with the rest of the world through a fuel crisis, inflation and a recession.

An experimental study on the oxidation of chalcopyrite (CuFeS2), pyrite (FeS2), covellite (CuS) and chalcocite (Cu2S) particles was conducted by means of differential scanning calorimetry (DSC) and thermogravimetric analysis (TGA) techniques. The oxygen concentration in the process gas was set to 40% and 70% (by volume) and a heating rate of 40°C/min was used. Response variables included the temperature of incipient reaction, the total exothermic heat of reaction, particle mass, morphology and mineralogy of the reacted particles. Based on the experimental data and phase stability calculations, reaction mechanisms were proposed to represent the behavior of the particles during oxidation. The reaction mechanisms were verified by X-ray diffraction (XRD) analyses of the oxidized particles and by thermochemical and mass balance calculations to reproduce the DSC and TGA data. Overall kinetic models were developed to represent the evolution of the exothermic heat of reaction as a function of time.

To keep Homestake's Bulldog Mountain silver and lead mining and milling operation in southwestern Colorado workable, natural ground water and decant water from the mine's sand backfilling operation must be continually pumped from the workings. Left untreated, this water exceeds maximum allowable levels for various contaminants that may be discharged to the environment. To comply with regulations, a National Pollutant Discharge Elimination System (NPDES) permit was obtained and a mine water treatment plant for heavy metals removal was constructed in 1977. Due to equipment capacity and operational problems, and the lack of on-site technical personnel and analytic equipment, the first water treatment plant could not consistently meet permit limits. In 1979, Homestake entered into a consent decree with EPA and the Colorado Department of Health, calling for the construction of a water treatment facility to meet NPDES permit limits. Initial construction began in the spring of 1980 and the plant now produces effluent acceptable for discharge.

The 1989 Annual Meeting and Exhibit of SME in Las Vegas, NV, February 27 - March 2, 1989, was the largest ever, drawing more than 4000 regis¬trants and 240 exhibit booths. Technical sessions included presentation of nearly 500 papers, including symposia on Biotechnology in Minerals and Metals Processing, Surplus Capacity in the International Metals Industry, and APCOM `89 - the 21st International Symposium on Application of Computers and Operations Research in the Mineral Industry. Technical sessions covered the gamut of minerals industry interests; however, the proximity of the meeting to recently surging gold development in Nevada drew special attention to gold operating practices. Several of the papers on gold processing are reviewed below. To keep pace with the strong world- wide interest in gold development, SME has scheduled three additional upcoming programs that will focus specifically on gold: World Gold '89 - Gold Forum on Technology and Practices will be held November 5 - 8, 1989 in Reno, NV, as a joint meeting and exhibit between SME and the Australasian Institute of Mining and Metallurgy. Technical sessions will encompass a full program of papers covering geology and exploration, mining, and mineral and metallurgical processing. Cooperating sponsors for this meeting include the Canadian Mineral Processors Division of CIM, The Institute of Metals, The Institution of Mining and Metallurgy, The Mining, Geological & Metallurgical Institute of India, and The South African Institute of Mining and Metallurgy. Gold '90 - Salt Lake City, UT, February 26 - March 1, 1990, will be a symposium held in conjunction with the 1990 SME Annual Meeting. Current research on the processing of refractory gold ores will generate innovative papers on process mineralogy at this symposium, with special emphasis on gold with pyrite and gold with carbon. Other sessions are planned for gold exploration and mining, gold metallurgy, gold plant design and practice, and gold in scams. Advances in Gold and Silver Processing Conference, October 1 - 3, 1990 will be held in Reno, NV. Preliminary planning calls for technical sessions on heap leaching practice, refractory ore processing, non-traditional lixiviants, bioleaching, metal recovery from solution, and the environmental aspects of processing operations. PLANT DESIGN, OPERATION Technical sessions organized by the Minerals and Metallurgical Processing Division of SME at this year's meeting in Las Vegas covered a wide range of gold operating practices. Eight papers relating to gold plant design, operation, and equipment are summarized here. Preprints of these papers are available by writing to Publications Sales, PO Box 625002, Littleton, CO 80162-5002 ($2.50 per paper for AIME members, $4 for nonmembers). Continuous elution process A. M. Stone, of Bechtel Australia Pty. Ltd., described the "Development of the Continuous Elution Process for Extraction of Gold from Carbon" (pre-print 89-75). Developed by Bechtel Pacific Corp. for Ok Tedi Mining Ltd., the Continuous Elution Process uses the same reagents as batch processes for elution of gold from carbon, while yielding significant savings in stripping vessel size and energy consumed in comparison with equivalent batch processes. The process is also simpler to operate than batch processes. Other advantages include reduced maintenance costs, higher average eluate grade, and near steady final eluate grade. Pilot testing for the Continuous Elution Process was conducted at Western Mining's Kambalda gold plant beginning in December 1982. The Awareness and Preparedness for Emergencies at the Local Level (APELL) program is a process that helps people prevent, prepare for and respond appropriately to accidents and emergencies. APELL was developed by the United Nations Environment Program, in cooperation with industry groups, governments and local communities. Since its beginnings in1988, the program has been implemented in more than30 countries. APELL is a tool for bringing people together to allow effective communication about risks and emergency response. The program provides a common-sense approach to accident prevention and response.

Nile sediment was collected as a waste from one of the water treatment plants in Cairo, and subjected to petrographical investigation and granulometric, chemical, and mineralogical analyses. It was expected to find diatomite in that sediment but it was a surprise to find that the diatomite content amounted to about 52.01% by volume in addition to quartz, orthoclase and clay minerals. The latter are represented by montmorillonite and illite minerals. The sediment is light gray in color, soft and has low density and high surface area, such density and surface area generally decrease with temperature. The sediment absorbs 317% of its weight in water. The diatomite skeletons are the main factor responsible for its high porosity producing microporosity and low density, and these particles are concentrated in the very fine silt size fraction (11x2µm). The common diatoms in such sediment include Cyclotella ocellata Pant, and Melosira granulata (Ehr.) Ralfs. It seems that this Nile diatomaceous sediment has many advantages over the fossil diatomite, such as Fayium diatomite in Egypt, with the absence of carbonate minerals that require grinding and calcination those cause destruction of the cellular structure and energy consumption. This Nile diatomaceous sediment can be processed using sequential classification to obtain diatomite concentrate of 88.8% grade at 90.6% recovery, and a middling product of 19.4% grade and 5.8% recovery. The suggested flow sheet is quite simple to produce diatomite product for different industries at a low cost. The unusual particulate structure and chemical inertness make diatomite an ideal mineral to be used as functional filler in a wide range of industries, and as catalyst carriers and insulating material. A series of full scale laboratory linear rock cutting tests was carried out with a long bladed single disc cutter (292 mm diameter, 11mm wide constant cross-section blade) on dry and water saturated sandstone blocks using a linear rock cutting machine (LRCM). The muck collected from the cutting tests has been analyzed to establish a link with the specific energy (SE) of the operation. Coarseness index (CI), a non dimensional parameter, has been found to be a useful indicator of the relative efficiency of the cutting operation. An inverse relationship of the form SE = k CI-n is observed between SE and CI with very high CI usually corresponding with the lowest values of SE. The power n of the relationship for both dry and saturated rock tests is much less than the values found in the previous studies using constant cross section disc cutters and is believed to be dependent on the strength of the rock and the cutter type used. Although the average CI is found to be lower for saturated rock than for dry rock, at the same time saturated rock cutting is found to be less energy intensive (in terms of SE) than dry rock cutting. Moderate correlation exists between the production rate or yield and the SE of the cutting operation for both dry and saturated rock, which can provide some useful information about the field production rate discounting the effect of discontinuities in the rock mass.

Southern Copper Corporation (SCC) is one of the world’s largest copper companies and is finishing the modernization of the Ilo copper smelter. A single ISASMELTTM furnace will start smelting 1,200,000 tons per year of concentrate at the end of 2006. Three existing Peirce Smith converters are being upgraded plus a new one for converting the matte to blister copper is being installed. Two new anode furnaces and a twin anode casting wheel have being operating since January 2006. This represents one of the main changes in the process because the final product of the smelter is now anode copper instead of blister copper. A new oxygen plant, acid plant, and others facilities are in the ramp-up stage. This environmental project will ensure that the new smelter will comply with the environmental regulations of Peru by the end of January 2007. This paper summarizes the background to the modernization project, describes the different stages of the project including engineering, procurement and construction, describes the main areas of the new copper smelter and also the pre-operational testing, commissioning and start-up of them. This is a brown field project with a target of reducing as much as possible the production losses of the existing operation. This paper presents the details of the development of the Ilo Smelter Modernization Project and explains the main aspects of the new facilities, the products to be obtained and the associated facilities for their commercialization, including a Marine Trestle for bulk acid exportation.
