STRATEGIC METALS! Recently, this money accented cry has been heard in such diverse locales as Mining company boardrooms, Banker's offices, Stockbroker's quarters, Swindler's dens and Congressional committee rooms. (In some cases, these locales are one and the same). Is the strategic metals rush for real? Should it be? Our paper attempts to give a very generalized view of the subject for a few metals, points to a few potential, but generally overlooked sources of these metals, and offers conclusions based on our studies.

"Quartz Dust is a major health hazard in underground works, wherever the ground contains quartz and depending on the chosen method of excavation. A research project initiated by the Swiss Tunnelling Society and realized by the Swiss Federal Institut of Technology, Zurich, established a correlation between the potential of quartz dust generation during excavation and well known geotechnical characteristics – the Cerchar Abrasivity Index CAI and the Uniaxial Compressive Strength UCS - of ten typical Swiss rocks. The results are at the center of a new guideline by the Swiss Society of Engineers and Architects on the requirements for early project stages regarding ventilation and logistics in function of the quartz dust related risk of the expected ground type of the project. The approach presented could be applied worldwide, contributing to more effective health protection as well as to better cost stability in underground works. CONTEXT Respirable quartz dust (aerodynamic diameter of particles < 10 micron) is universally recognized as a major workplace health hazard. Chronic bronchitis, silicosis and lung cancer can be caused by excessive exposure to quartz dust, as has been proved by many medical studies. Therefore, the legislations of many nations specify a maximum workplace concentration (Maximale Arbeitsplatzkonzentration MAK, Occupational Exposure Level OEL). In Switzerland, for example, the Threshold Limit Value TLV for respirable Quartz or Crystalline Silica imposed by the Federal Committee on Exposure Levels (Grenzwertkommission) is 0.15mg/m3 air. Some nations refrain from establishing a OEL because of the carcinogenic nature of quartz."

A gaseous chlorination process for hydrometallurgical treatment of a chalcopyrite concentrate was investigated. The overall process is visualized to consist of low temperature chlorination-selective oxidation, followed by aqueous chloride leaching and SX-EW for producing electrolytic copper elemental sulfur and ferric oxide. In this article, the chlorination phase of the processes is described. Initially, the chlorination behavior of chalcopyrite-concentrate micro-pellets was investigated using a small batch-type fluidized bed reactor. The optimum conditions thereby established was used in continuous chlorination tests. The chlorinated products thus prepared were used in the selective oxidation phase of the investigation.

"Lithium is a soft, silver-white alkali metal with atomic number 3. As of 2015, the end use of lithium was estimated to be as follows: lithium-ion batteries (35 percent), ceramics and glass (32 percent), lubricating greases (9 percent), air treatment (5 percent), continuous casting mould flux powders (5 percent), polymer production (4 percent), primary aluminum production (1 percent) and other uses (9 percent) (Jaskula, 2014). Lithium is found in brine lake deposits containing lithium chloride and in hard rock pegmatite deposits. It can be sold in a range of product types; as mineral concentrate, brine, compound (lithium carbonate or lithium hydroxide) and metal depending on its intended end use (Goonan, 2012; Jaskula 2014).In the 1990s, the United States and Chile were the largest producers of lithium globally, primarily from brine operations (Ober, 1994). Most of the lithium compounds produced during this period were consumed in the glass, ceramics and aluminum industries. In the 1980s and 1990s, there were two major lithium operations in the United States: brine operations at Silver Peak, NV and a spodumene mine and lithium carbonate/lithium hydroxide plant in Kings Mountain, NC. The Kings Mountain operations ceased production in 1991 and were eventually dismantled in 1994. Brine operations were also active in Argentina and Chile, while the largest lithium ore deposit in the world was operated at Greenbushes, Western Australia. During this period, it was predicted that major shifts in demand for lithium would come from the success and widespread use of electric vehicles (Ober, 1994).Lithium is still produced from the brine operations at Silver Peak. But in more recent years, Chile has become the world’s leading producer of lithium carbonate from brines. Australia has maintained its position as the world’s largest producer of lithium mineral concentrate, the majority of which is exported to China to produce lithium carbonate and lithium hydroxide (Jaskula, 2014).A spodumene concentrate was also produced at the Tanco Mine in Manitoba, Canada beginning in the 1980s through to 2010 when lithium operations were suspended due to fluctuations in the lithium market price (Martins et al., 2013)."

Most coal mining states have passed or amended laws restricting strip ruining in the past two years. In light of this and in anticipation of further restrictions by the states and the federal government on strip mining this paper attempts to show the Impact of these new laws on the structure of the coal mining industry in Ohio and specifically on one small stripping firm in Ohio. The implications of the study are applicable to other states under similar circumstances and to other industries which are being caught up in the ecological-economic struggle.

The environmental sustainability is linked back to human sustainability; the sustainability development comprises the environment, society, and economics. This study mainly focused on mining sustainability and its impact on the environment of Pakistan. For measuring the level and environmental mining sustainability nature to Environmental Impact Assessment (EIA) of the world’s second largest salt mine “Khewra,” Folchi and Phillips environmental sustainability mathematics (PESM) models are applied. The results indicated that Khewra was deemed to be potentially sustainable for the environment and quality of salt. The results suggest the delicate balance of maintaining sustainability successfully, regarding the mining process in Pakistan which has been affecting the local environment and community so badly. This paper reviews the recovery of potassium from different rocks and mineral sources. Global demand for potassium is rising steadily due to the growth of agricultural production. Fertilizer manufacture consumes the majority of the world’s potassium production, with other uses including those in the pharmaceutical, glass, ceramic, food and detergent industries. The availability of soluble potash (K2O) minerals, such as sylvite, kainite and carnalite, in countries like Canada, the United States, Israel and Russia makes them major potash producers, whereas agriculture-based countries like Liberia, Somalia, Central African Republic, Thailand, Indonesia, Malaysia and India meet their potassium requirements through imports only. In these countries, the huge availability of potassium-bearing rocks/minerals like nepheline syenite, feldspar, mica and glauconitic sandstone, containing around 4 to 17 percent K2O, brings up the prospect of commercial production of potassium. Potassium recovery from minerals/rocks is complicated due to the uniform distribution of potassium throughout the crystal structure. Different physico-chemical separation methods like bioleaching, chemical leaching, flotation and roast-leaching have been discussed for the successful recovery of potash values from these rocks/minerals. Although seawater is vastly available, the recovery of potassium from seawater using chemical precipitation, solvent extraction, membrane separation and ion-exchange methods is not cost-effective due to low concentration of potassium.

Accidents involving powered haulage and mobile equipment such as haul trucks often account for the greatest number of fatalities in the mining industry each year. Despite previous analyses that have identified root causes and other contributing factors, there is still a need to better understand the events leading up to these types of accidents, what lessons may be learned, and what strategies can be employed to prevent fatal accidents from occurring. This study examines Naturalistic Decision Making (NDM) using the critical decision method (CDM). The CDM is a retrospective interview approach used to explore timelimited, high-stakes, decision-making. In this study the CDM is used to obtain more information about what happens prior to, during, and after a potentially fatal situation such as a near-miss event, loss of control, or minor accident involving equipment damage. Researchers captured firsthand accounts from 21 haul truck operators involved in near-miss events from mine sites of various sizes and commodities throughout the United States. These accounts provide rich and detailed narratives from the perspective of haul truck operators themselves and reveal insights into what decisions haul truck operators make, what sensory cues they perceive, and what strategies they employ during challenging and non-routine situations. Decision-related themes that emerged from the data are presented and discussed. These results, along with potential solutions offered by study participants, can help to inform future research, raise awareness about hidden hazards, and build more creative interventions and realistic training scenarios for use by the industry to address haul truck safety issues.

This work was completed in a 440 KW pilot-scale combustor in preparation for a 50,000 Kg/hr industrial steam boiler limestone injection test program. The main objectives of the work were to: (1) identify the variables which affect sulfur capture, (2) determine the maximum sulfur removal, and (3) determine the effect of limestone addition on furnace operability and heat transfer. The variables which were identified as being important in sulfur capture were: Ca/S molar ratio, flue gas temperature at the limestone injection location, and limestone particle residence time. The maximum sulfur dioxide removal was 72%. The addition of limestone increased the particle deposition rate in the combustor; however, all deposits were easily removed by an air lance.

In this paper a simple three-layered medium is considered. A circular hole is centrally located in the intermediate layer. The layered sheet is loaded uniaxially perpendicular to the stratification. The Young&apos;s modulus of the intermediate layer is lower than that of the outer layers. The stress distribution around the circular hole in a stratified medium is significantly different when compared to the case of a continuous homogeneous medium. The distribution depends upon the ratio of the height of [the] intermediate layer and [the] hole diameter. A comparison of stress the distribution and procedures for preparation and testing of [the] model are given. The potential of the technique is outlined.

Martin County Coal Corporation&apos;s operations are located on Wolf Creek in Martin County in the eastern part of Kentucky. The mining complex was started in 1971 and has grown to a 2.273 Mt/a steam coal operation. All of the production goes to Duke Power Company&apos;s Belews Creek electric generating station in North Carolina. Production comes from four seams that are mined by deep and surface mining methods. Surface mining accounts for 55% of the production and the remainder comes from 2 underground mines. Continuous miners are used exclusively underground. The preparation plant was originally designed to take coal at the rate of 907 Mt/h but that has gradually been increased to 1134 Mt/h. Other cleaning equipment includes Daniels DMS vessels, Model 77 Deister tables, 355.4-mm R. & S. Hydro- cyclones, Krebs 254-m classifying cyclones, Daniels froth cells and in 1980, 3 Krebs 508-mm heavy media cyclones were added to recover some lost and misplaced material. CMI centrifugaldryers and a Hey1 & Patterson size 100 thermal dryer are also part of the coal preparation equipment.

The Department of Health and Human Services (HHS), National Institute for Occupational Safety and Health (NIOSH), Office of Mine Safety and Health Research (OMSHR), with the assistance of cooperating underground mining operations and state agencies, has conducted research exploring devices and technologies that could be used to assist miners navigating through smoke and dust resulting from a fire or explosion. Recent events in mines confirm that smoke and dust can enter and contaminate mine escapeways, creating an atmosphere with severely reduced visibility. This reduced visibility results in substantially increased escape times, possible disorientation or confusion, and increased stress levels, and may prevent evacuation altogether. Tools or devices that assist miners in navigating through smoke-filled areas void of lifelines could make the difference in successful escape from the mine. This paper presents the results of OMSHR research to identify and evaluate tools and devices that could provide meaningful information to evacuating miners in areas with limited visibility and without the benefit of a lifeline.

This paper presents the results of a parametric study of the influence of natural features (stress field, rock strength, and strength and orientation of fractures) as well as the influence of induced features (undercut span, boundary slot, and other boundary-weakening measures) on the cavability of an undercut block of ore in mining by the block-caving method. The two-dimensional finite element analysis technique was used for this study. A coarse "mesh," along with linear homogeneous assumptions for rock properties, was used to model the problem of initiation of caving in a block of ore. Interpretation of the test results suggests that weakening the "abutments" of the block as well as certain orientations of natural fractures exercise significant influence on cavability. These findings hold promise for immediate application to known situations in block-caving mines.

Scope of the Courier 300 System The fact that reliable on-stream analysis is a prerequisite for effective flotation control is hardly disputed today. Nevertheless, up to now no system has been available that includes all the equipment necessary for successful analysis. However essential an on-stream analyser is in itself, reliable and accurate assaying can only be assured after techniques for sampling, handling the slurries and computing the X-ray data have been developed for the purpose. The Outokumpu Company&apos;s Courier 300 System is a complete package that can be installed and handed over with the key. It includes the equipment needed for sampling and handling the slurries. It has been developed from the start to meet industrial demands. Obviously an on-line system must comply with far stricter standards than one designed for a laboratory. Assays are computed by an Outokumpu 316 digital data processor, which is an integral part of the system and controls its entire performance. The computer software is programmed as a standard package, including a highly advanced new model for assay computation. Analysis output is available for a process computer, report typewriter:, and recorders. The package also includes calibration for slurry assays at our pilot installation before delivery. A complete Courier System can analyse up to 4Z slurries and six elements in each slurry. Thanks to its modular design, it can be dimensioned initially to the customer&apos;s requirements and is easy to expand later at low cost. Being a mining company itself, Outokumpu has been able to utilize its own long experience in non-ferrous metallurgy - an important factor contributing to the success of the Courier system. "A supply of sustainably sourced rare earth elements (REEs) is critical for several high-tech industries, renewable energy technologies, and defense applications. Recent studies have shown that REEs exist in coal and coal combustion byproducts at elevated concentrations and in quantities that could meet domestic demand. Despite these promising findings, declines in rare earth prices, volatile commodity markets, and challenging geo-metallurgical conditions have jeopardized this potentially valuable REE resource. While the dilute REE concentrations inherently necessitate low-cost separation technologies, the ultimately operating cost threshold for economic extraction must be based on commodity price projections and market demand. In this paper, the micro-pricing principle is used to develop a rigorous economic model assessing the inherent value of REEs in coal materials. This model is based upon basket pricing of individual elemental oxides, and elemental distributions of coal samples from various basins. These results may be used to assess the economic viability of potential REE concentration and refining technologies INTRODUCTION Recent efforts by US Department of Energy (DOE) and the National Energy Technology Laboratory (NETL) have suggested that rare earth elements (REEs) may exist in coal and coal byproducts at concentrations suitable for economic extraction and processing. While the knowledge of REE occurrence in coal material dates back over 50 years, recent supply restrictions and material criticality considerations have prompted a national interest to establish a sustainable domestic supply of REEs. REEs are not “rare” in the sense of crustal abundance; however, few natural processes lead to concentrated ore deposits. As a result, the elevated concentrations found in coal material may provide a potentially promising resource for these materials. While the term “rare earths” is often used to describe a singular concept, the 15 rare earth elements actually have varying and sometimes contrasting scarcity and cost profiles. Various authors have proposed classification systems to provide information on REE criticality (e.g. Seredin and Dai, 2012, Zhang et al., 2015). The most straightforward classification is provided on the basis of geochemistry with designations for “light”, “medium” and “heavy” rare earths. Light rare earths (those to the left of the periodic table: Ce, Pr, Nd, and Sm) tend to be more common and less valuable when compared to their medium (Eu, Gd, Tb, Dy, and Y) and heavy (Ho, Er, Tm, Yb, and Lu) counterparts. While light rare earths are often found in traditional ore deposits at economic concentrations, the heavier rare earths are almost exclusively found as ion-absorbed clays (Seredin and Dai, 2012)."

Wet kata cooling power (WKCP) as measured by a kata thermometer is a well-known heat stress index used in the mining industry. Although, over the years, several researchers proposed different heat indices and indicated limitations of the kata thermometer, WKCP is used in the South African gold mining industry due to its simplicity and rapidity of assessment. This paper presents a comparative analysis of the newly developed empirical expression for the WKCP and some of the more commonly used empirical models. For this purpose, WKCP measurements are obtained based on experiments conducted in a low-speed wind tunnel. Based on a regression technique, the analysis presented aims to assess the disagreement between the empirical model predictions and actual measurements. The correlation is also presented between WKCP and the well-established thermoregulation models using parameters from the low-speed wind tunnel experiments, including dry-bulb temperature (Td), wet-bulb temperature (Tw), barometric pressure (P), and wind speed (v). It is found that the proposed empirical model for the WKCP represents the bioclimatic interaction quite well under the specific parameters that defines the harsh thermal environment and air condition, such as metabolic activity, clothing of the person, and the velocity of the ventilating air in which the person is working. The statistical analyses performed show that the empirical model proposed for the WKCP produces satisfactory estimates of the thermal stress experienced under lower air velocities, light clothing, and higher metabolic activity rates.

Engineers face significant challenges when determining what geometry provides the most profitable and safe stope for extraction. Several techniques and optimization algorithms have been developed in recent years, but most fail to find optimal solutions because they are heuristic or LP-based without efficient geometric constraints. This paper presents a two-dimensional binary linear programming (BLP) model for determining the optimal combination of blocks in a stope that maximizes the economic value of the layout of stopes for a sublevel deposit. The work draws from Queyranne and Wolsey’s (2017 & 2018) formulations of tight constraints for bounded up/down times in production planning problems to formulate novel and efficient geometric constraints along with geotechnical and grade constraints for the BLP stope layout optimization problem. Results from the model indicate that it is possible to formulate efficient shape constraints in LP-based approaches. The model used for the numerical example contained 144 valuable blocks out of 774 blocks, which translates into an economic value of $53.21M. The BLP model selected 60 valuable blocks and 13 waste blocks that met all constraints translating into a maximum economic value of $34.4M in 1.83 hours within a gap tolerance of 0.00%.

1967 will be remembered as the year the world realized it was running out of silver. In May of this year a new era in tin the history of the white metal was begun as the power of the U.S. Treasury to regulate world .silver markets was staggered by one of the most intense speculative flurries in recent times. In the past few months the price of silver has risen from $1, 29 to over $1.80 per troy ounce and with it have spiraled the prices of a host of silver-bearing consumer items. Legislation has, been enacted to conserve our coinage and meager silver stocks and today large quantities of non-existent silver are trading hands at a fast pace on the commodity exchanges throughout the world. Now that the price of silver has been set loose, forces are in motion to dull the world&apos;s appetite for silver. At the same time there is strong incentive to provide greater quantities of silver to satisfy the world&apos;s hunger&apos; for the metal.

INTRODUCTION Located approximately 48 km (30 miles) south of Dallas, Texas, use to be the site of the Superconducting Super Collider. For those of you unfamiliar with the project, this was a multi-billion dollar project taken on by the U.S. Government for the further advancement of technology, medicine, and science. Major components of the project consisted of a Linear Accelerator known as the LINAC; three accelerating rings known as the Low Energy Boosters (LEB), Medium Energy Booster (MEB) and the High Energy Booster (HEB); the East and West Campuses where the Inner Reactor Halls would have been located; and the 87 km (54 mile) main collider tunnel. Unfortunately, this all came to an end on December 6, 1993, with the termination of the project due to the Government&apos;s cancellation of funds. This paper will deal with the two of the underground contracts before the termination. These two contracts were the 1122 contract which ran from N25 to N40 and the 1130 contract which ran from N40 to N55. (See figure 1) The 1122 contract was awarded to us in July of 1992 and consisted of the excavation and support of six (6) shaft varying in diameter from 5.5 m (18 feet) to 8 m (26 feet) and ranging from 39.6 m (130 feet) to 61 m (200 feet) deep and the driving of approximately 13,100 m (.43,000 If.) of main collider tunnel.
