You here are all familar with the myriad of new laws, some enacted and some pending, that affect the mining industry. These laws, for example those dealing with suspended matter, affect us in Alaska as they do you. Likewise, our friends in government, the Geological Survey and the Bureau of Mines, provide us with the same fine services that they do elsewhere. I am not going to speak today about these, but concentrate on one act of Washington, D.C. the impact of which is felt, for now at least, principally in Alaska. A little more than a year ago, I spoke in Spokane on the subject, "Governmental Challenge to Mineral Development in Alaska." I outlined some of the policies of Government which were operating to change the rules under which the industry operates and to alter the relation- ship between government, industry, and the individual. At that time the Native Claims Settlement Act had not been passed, but was on the verge of being so. In reading over what I said in Spokane, I note that I touched on many points where Government was actually challenging mineral development in Alaska. With the passage of the Alaska Native Claims Settlement Act, many of these actions were given a cloak of legality, and machinery was set up to concentrate the drive to tie up the public domain, machinery which will allow govern- mental control and interference with the actions of individuals on something like 90% of Alaska's land surface. This remarkable law is going to affect each and every one of you. Now, a year after its passage, we are only just beginning to see its lesson for the future. It was created by a coalition of powerful groups, who got other groups to support them by promising to deliver something they had no intention of delivering. Alaskan issues are again being used to get various groups not to oppose legislation which will severely harm them. It will help to understand the nature of this new drive if we understand the Native Claims Act and how it came into being.

A conference on coalbed and coal mine methane was held March 27 and 28, 2000, in Denver, CO. The conference, organized by the Strategic Resource Institute, was attended by leaders in the coal mining and gas energy industry. The conference focused on the recovery of methane from coal beds as an energy resource and the removal and utilization of coal-mine methane (CMM) related to underground coal mining. The two-day conference discussed methane resources around the world, methods of recovery, methane markets, underground coal mining, health and safety issues and environmental issues related to methane. The consensus among the presenters is that the future looks promising for coal bed methane (CBM) and CMM.

The paper presents a brief overview of the mineral industry in Norway, followed by a description of the mineral policy and relevant legislation including the roles of the Norwegian Directorate of Mining and Geological Survey of Norway in this context. The discussion then proceeds to describe the land use planning framework on a national, regional and local level, the interaction between land use planning and the Directorate of Mining and the Geological Survey respectively, and how this impacts on the mineral industry and the exploitation of mineral resources. Some recent Norwegian examples of land use planning conflicts are also presented.

Spent potliner is generated in the electrolytic process of reducing alumina to make aluminum metal using molten fluoride electrolytes. Spent potliner (SPL), obtained at the end of the pots life contains a small amount of cyanide and fluoride which present environmental problems. SPL became a listed hazardous waste under RCRA (KO88) in July, 1990. One of the possible uses of spent potliner is as a substitute for Calcium Fluoride (CaF2) as a fluidizer in iron- and steelmaking and in the glass industry. A low viscosity and a low melting point are prime requirements for accomplishing the above. In the present study, viscosity measurements were performed. Effect of various additives, such as sand, limestone, dicalcium silicate dust, and MgO baghouse dust on the viscosity of SPL was studied. The results showed that with the addition of sand and limestone, very high fluidity of SPL melt can be obtained at significantly low temperatures. The results suggest that spent potliner mixed with additives could potentially be used as a substitute fluidizer.

MARTA, The Metropolitan Atlanta Rapid Transit Authority, is building a 53 mile heavy rail transit system to serve the City of Atlanta. Phase A of the Rail System, consisting of approximately 14 miles of at-grade, aerial and subway construction is underway. Metropolitan Atlanta lies in the Piedmont Geologic province of Georgia and is underlain by rocks of essentially granitic and gneissic nature. The soils encountered are primarily silty sands which are in-place weathering products of the parent rock and exhibit their relic structure. In general, these materials have presented no unique construction problems other than those created-by proximity of manmade structures, local availability of ground water, and top of rock elevation. The subway sections of primary interest in this paper consist of hardrock and soft ground tunnels and extensive cut-and-cover sections. The cut-and-cover construction includes excavations as deep as 80 feet. Temporary support systems in these deep excavations consist of soldier pile-timber-lagging or soldier pile-tremie concrete (SPTC) walls with internal bracing or tiebacks. In shallow cut-and-cover sections, where right-of-way economics permitted, slopes were laid back partially or fully to reduce or eliminate the need for bracing systems. UK Seabed Resources (UKSR) signed a manganese nodule exploration contract with the International Seabed Authority on 8 February 2013 for a 58,000 km2 tract on the eastern edge of the Clarion Clipperton Zone (CCZ). UKSR is a private company based in the United Kingdom and established primarily to develop the commercial potential of the CCZ deposits. This is the first of many anticipated regulatory, market and technical milestones that are requisite for (1) environmentally responsible commercial scale production of nodule derived metals and (2) generation of revenue through their sale in the global commodities market. This presentation will describe the progress made to date in this effort and an industry-based perspective on the tasks and challenges that may lie ahead.

Performance of tunnel boring machines - usually expressed in terms of penetration per revolution - is determined by relations between machine thrust and torque, head diameter and rock strength. It can be shown that for a given machine power and head diameter there is only one rock strength at which the machine performs optimally. In weaker rocks the available torque limits performance and in stronger rocks, the available thrust. Performance data shows that, historically, machines have been designed to cut weaker rocks. Optimization of thrust is required to improve performance in stronger rocks.

The paper describes a variety of existing techniques and equipment which when combined together permit faster and cheaper drilling of shafts in soft to medium strength formations. Drilling fluid circulation, methods of hole stabilisation and bit design, including the advantages of flat bottomed and conical bits, shrouds and skirts, tungsten carbide, long tooth and disc cutters are considered. The principles of rock chip transportation and bottom hole cleaning are described together with a new and very efficient fluid circulation system which was invented by the author.

A number of studies have suggested that microscale asperities enhance bubble-particle attachment efficiency; however, in practice the roughening of particulate surfaces can also lead to a decrease in flotation. In the present investigation, it is proposed that nanoscale asperities may be partially responsible for this phenomenon. It is suggested that as inter-asperity separation distances are reduced capillary effects are enhanced leading to the formation of stable liquid domains, which adversely impact bubble-particle adhesion. In addition, obstruction of surfactant self-assembly may occur, further limiting flotation.

INTRODUCTION Gas hydrates have considerable potential to be a major energy resource owing to their apparent abundance in Arctic regions and along continental margins throughout the world (Kvenvolden, 1988). Yet, the oil and gas industry has been slow to pursue this opportunity. The primary reasons for this are the large conventional reserve base for natural gas worldwide and the perception that gas hydrate will not be a viable resource for another twenty or thirty years. Gas hydrates are thus viewed as a potential resource for the distant future, but not a valid investment for the near term. This paper addresses both global gas markets and gas hydrate technology, and shows that the commercial development of gas hydrate could proceed rapidly enough to constitute a near-term energy resource. GLOBAL GAS MARKETS The proven worldwide reserves of conventional natural gas are truly enormous, totaling over 6,000 TCF according to BP (2004). Moreover, those reserves have nearly doubled during the past two decades and now represent 67 years of consumption at the current production rates of 80 TCF per year (Fig. 1). This reserve increase has occurred even as global production of natural gas has increased by 67% during the same two decades (Fig. 2). While declining conventional gas reserves are a concern in North America, especially in regions where established infrastructure exists to bring gas to consumers, large new discoveries continue to be made elsewhere in the world. Indeed, in many parts of the world (such as the Middle East and parts of West Africa), natural gas has been regarded as an essentially worthless byproduct of oil production or exists in stranded gas fields. Given this situation, pursuing unconventional gas resources that are inherently riskier exploration targets and more expensive to produce would appear to have little rationale from a business standpoint.

Several recent developments in fine screening technology have been implemented at the DuPont Starke, Florida plant allowing enhanced zircon recoveries while minimizing operator requirements and total operational costs. The total design concept came about through the efforts of engineers at Derrick Corporation (Buffalo, New York), DuPont Titanium Technologies (Starke, Florida) and Roche Mining (Carrara, Australia). The use of the Kelsey Jigs for zircon recoveries from the tailings stream requires two wet sizing functions in order to operate properly. The first wet sizing is required on the initial mineral slurry feed to the Kelsey Jig. This sizing is intended to protect the Kelsey Jigs internal screen basket from plugging with nearsize particles, thereby keeping production rates maximized. The second sizing function is intended to recover properly sized garnet ragging material, which inadvertently ends up in the tailings stream leaving the Kelsey Jig. The unique machine design developed by the three partners in this project incorporated both wet sizing functions (protection and garnet recovery) into a single patented high capacity wet screening machine fitted with patented screen surface technology. This screen surface technology allowed for high capacity slurry handling capabilities at separations as fine as 230 microns while experiencing no nearsize blinding and extremely long screen panel life. The high open area urethane screen surfaces utilized in the application typically last 20 to 30 times longer than stainless steel wire surfaces. The stacked machine design minimized total equipment requirements and screen footprint requirements, and reduced power consumption and overall installation costs.

Predictive maintenance technologies including vibration analysis, tribology, infrared thermography, ultrasonic detection, and electrical measurements have been applied to large electric mining shovels. The predictive program was initiated on the P&H Model 2300 and 4100 electric shovels. The utilization of these technologies has shown the potential for improving electric mining shovel availability and minimizing maintenance costs. Predictive technologies provide the tools to assess machinery condition. Availability is enhanced by the condition based planning of component replacement. Maintenance costs are minimized by focusing resources through condition based prioritization.

Passive-treatment systems that mitigate acid-rock drainage (ARD) from coal mines have operating since the mid-1980s. Large systems at metal mines are being contemplated. A 95L/sec (1500-gpm) capacity system is planned this year at an underground lead mine in Missouri. Mine, process and environmental managers need to understand how and why passive-treatment systems work. They must understand what operational limitations to expect, as well as the economics of construction and operation compared to the alternatives, like lime precipitation. Wetlands have been recognized as nature's method of improving water quality. Contaminant reductions can occur through the precipitation of metal hydroxides, sulfides and carbonates and pH adjustments. Local conditions, oxidation state and water and soil chemistries dictate whether these natural reactions will occur under oxidizing (aerobic) or reducing (anaerobic) conditions.

INTRODUCTION As illustrated in Figure 1, the Washington Metropolitan Area Transit Authority's (WMATA) rapid transit system (METRO) ultimately will comprise 100 miles of line divided among 10 routes. At this time about 46 per cent of the system is under construction or in operation. Planning and design of an additional 38 per cent is at an advanced stage. Of the 84 miles under development or construction, about 10.4 miles consist of soft ground tunnels, and another 1600 feet of mixed face. This paper describes most of the factors considered by designers in setting grades for such tunnels. It is hoped the paper will be a useful guide to planners and engineers in developing similar transit systems. The problems faced in Washington, including those related to geology, are not so unique that the solutions cannot be applied to other systems. The paper also may be of interest to contractors who have not perceived the logic behind the selection of a particular vertical alignment. An attempt is made to explain the background constraints that make most tunnel alignments a compromise among competing alternatives. Readers might assume that the choice of alignments is largely controlled by geological conditions. In fact this is merely one of many factors to be considered.

A variety of processing technologies exist for recovery from both primary and secondary sources of rhenium. Currently, there are no known primary rhenium deposits, thus, the method in which primary rhenium is produced is dependent on the commodity of which it is a byproduct, e.g., copper, molybdenum, uranium, etc. In addition, focus on the recovery of rhenium from secondary sources, such as alloy scraps and catalysts, is continually growing. NIOSH has developed an active proximity warning system called HASARD (Hazardous Area Signaling and Ranging Device) for warning workers as they approach known dangerous areas around heavy mining equipment and other dangerous work zones. HASARD is composed of a transmitter and a receiver. The transmitter generates a 60-kHz magnetic field using one or more wire loop antennas. Each antenna is adjusted to establish a magnetic field pattern for each hazardous area. The receiver, worn by the worker, is a magnetic field strength meter. The received signal is compared against preset levels which are calibrated to identify levels of danger. The receiver outputs can include visual, audible, and vibratory indicators and it can also be made to disable machine functions. HASARD was field tested on a Joy 12 continuous miner, a Komatsu 210 M Haulpak, and on a highwall launch vehicle. Slight modifications were made for each application. HASARD provided warnings as designed and proved to be rugged enough to withstand the harshest of production environments.

In underground stopes that require more than minimal support, backfill is almost universally used. The term cut and fill stopingis used in a broad sense in this section, which describes underground mining methods requiring support. Support in stopes can be classified as local or short-term and general or long-term. Local support for the back of a stope, for example, can be accomplished with rock bolts or timber stulls. General support for the walls of the stope is provided by backfill. Local support provides a safe working place for the stope miners. General support, provided by backfill, preserves the access way to the stope and prevents large scale dilution of ore. Recurring movements remotely connected with the Murray fracture zone and the San Andreas fault complex, together with the slow northwestward drift affecting the Baja California peninsula, could progressively have accentuated the tensional situation already connected with the anticlinorium in southern Arizona. From the fragmentary data gathered on the Texas lineament, it appears that a very mild curvature, concave to the northeast, may be present along this belt throughout Arizona. Those localities where the successive changes in direc¬tion of the strands of the lineament belt seem to occur do generally coincide with intersections of both north-northwestern and northeastern breaks. It is along the outward, southern fringe of the belt (at such structural centers like Bisbee, Baboquivari, Ajo) that the greatest impact of regional movements could be expected to have occurred through tangential-torsional stresses. Although it si accepted that the north-northwestern and more particu¬larly the northeastern fractures in Southeast Arizona are propitious to or partially responsible for mineralization, it seems undeniable that the Texas lineament belt must have greatly increased the potentialities for ore throughout the Arizona copper province. While intrusive bodies occur near major intersections, with the Texas lineament belt as a common denominator, it seems, the ore deposits are to be found close to one of the intrusive stocks, varying in distance from contiguity (Bisbee) to one or two miles away (Silver Bell orebodies).

A new family of sulfide flotation collectors has been developed in our laboratory. These formulations are comprised of novel renewable materials combined with conventional reagents. The resulting diversity permits tunability of collector chemistry to meet a range of flotation problems. Several attributes of the new collectors are presented.

The National Mining Hall of Fame will induct five mining greats on Saturday, Sept. 17, 2005 at the Museum Convention Center in Leadville, CO. The 18thAnnual National Mining Museum and Hall of Fame Induction Banquet will begin with an open house and reception at 5:30 p.m., followed by the dinner and program at 7 p.m. The five inductees are Nathaniel Peter Hill, John Munro Longyear, John McDonald, Julius Eckhardt Raht and John Dennis Ryan. Nathaniel Peter Hill (1832-1900) built the first successful smelting operation in the Rocky Mountains in1867 at Black Hawk, CO. From 1879 to 1885, he was a U.S. senator. He also taught courses at the Colorado School of Mines.
