Since the mid 1970's, the science of remote sensing has invented and demonstrated sensors that hold unique promise for users that operate in the marine environment. Earlier, visible and infrared sensors provided images and temperature maps of surface conditions, but the 1970's introduced active (radars) and passive (radiometers) microwave sensors capable of penetrating clouds and operating day or night over the world's oceans. Space-based observation satellites permit these systems to span the globe many times each day, providing a view of the world's oceans and Arctic areas consistent with daily and, sometimes, hourly changes in the marine environment. Experimental satellites launched by NASA proved that such systems had great scientific merit, but, even more importantly, they could produce information valuable to marine transportation, fishing, and resource exploration and extraction. This latter subject includes the off-shore search and production of petroleum and natural gas resources and ocean mining as well. Accumulation of cobalt -rich ferromanganese crusts on Pacific seamounts located off-ridge in the Hawaiian EEZ, represents a complex process that involves geologic aging of the seamounts, geographic transportation- of the seamounts on the Pacific plate during the past 80 million years, and geochemical history of the oceans for that period. A comparative study of the building and erosion processes of the young Loihi Submarine Volcano, located south of the Island of Hawaii , and the 80 million year old Cross Seamount, located west of Hawaii , shows that both edifices show wide armchair-shaped talus chutes and intervening ridges of exposed dikes. The similarity between the observed mass wasting process on Loihi and Cross suggests that the slopes of submarine volcanoes are geologically unstable from the time of their origin on the seafloor through their entire geological history. The slopes of Cross are covered by coalesced ferromanganese crust covered talus, steep exposed dike faces, and crust covered dike ridges. A study of the stratigraphy of the crusts shows a range of thicknesses and number of unconformities present. The thickest crusts, up to 8 centimeters, are found preserved within the larger coalesced slabs along the shallower slopes of the talus chutes and along the crests of the ridges between water depths of 400 and 1800 meters. The platinum content was used in stratigraphic correlation between the crusts in the coalesced slabs and those collected from ridges with the PISCES V submersible. The International Marine Minerals Society has now come of age! Previously known as the International Marine Mining Society, it was an informal group without officers, by-laws or official status. Despite the lack of formal structure, the Society has cosponsored symposia both in Europe and in North America including the 16th Annual Underwater Mining Institute in Halifax, Nova Scotia, last year. The roster of members is now sufficient to emerge as a fledgling professional society. To this end an ad hoc committee was appointed to prepare by-laws stating the objectives of the Society, provide the procedures for the election of officers and other guidelines essential for the operation of the organization. This paper briefly summarizes the history of the group, the by-laws, together with membership requirements.

The future exploitation of crust deposits will require a dependable characterization system. The U.S. Department of the Interior, Bureau of Mines (Bureau) initiated research to develop a new sampling dredge by conducting a series of cutting and physical property tests on previously collected cobalt-rich manganese crust and substrate samples. Using the engineering parameters derived from these tests, a large, heavy dredge was designed and tested. This heavy dredge was capable of fragmenting and collecting in situ crust, but it created handling problems for the research vessel, thus an aggressive cutting, light-weight dredge was conceived and fabricated. The light-weight dredge is capable of fragmenting and collecting crust and some talus. This dredge can be used on flat or rough seabed terrains. It can be easily retrieved from hang ups and reset to sample again.

Geochemical exploration for marine placers involves the acquisition, processing, and interpretation of geochemical data. Recent technological advances such as in-situ analysis systems and microcomputers have greatly improved our ability to acquire and process data, but their full benefits cannot be realized until we also develop improved methods for reducing and interpreting large amounts of raw geochemical data. Toward this end, our research has sought to identify existing and/or develop new geostatistical techniques for use in marine placer exploration. Each technique has been tested by evaluating its performance in the analysis of existing data sets. The data sets typically include the results of chemical analyses of suites of sediment samples collected from areas of known or suspected platinum and gold placers along the Bering Sea coast of Alaska. Results to date indicate that three geostatistical methods (subpopulation partitioning analysis, comparative factor analysis, and end-member compositional factor analysis) are useful in identifying elemental groups which can serve as "pathfinders" in the search for marine placers, and are also helpful in discerning the generic geochemical basis under lying observed statistical correlations between pathfinder elements and placer minerals. Marine mineral resources have been reviewed in great detail on numerous occasions over the past few years. A summary of these efforts would indicate there is little new on the horizon as far as economic programs are concerned. Deep ocean minerals, though not forgotten, hold little promise for development in the immediate future, i. e., manganese nodules, cobalt crusts, polymetallic sulfides, etc. Nearer to shore, within the EEZ, and particularly within waters under state control greater industrial interest is expressed. Interest in sand and gravel not only persists but is growing, dependent largely upon the construction industry. Precious metals demonstrate the greatest growth potential.

Polymetallic sulphide (PMS) deposits have recently been discovered associated with hydrothermal vents on the sea floor off Vancouver Island, B.C. Visual estimates indicate reserves in excess of 1 million tons. Reliable reserve estimates have not yet been made, however, due to the extreme difficulty of drilling cores in 2 km of water. Few geophysical techniques can aid in the exploration of these deposits. There is little or no difference in radioactivity, magnetic susceptibility or electrical resistivity between the deposits and the surrounding sea floor sediments. This precludes radiometric, magnetic, electromagnetic and resistivity methods. There is a density contrast, but the logistics of gravity surveys at such depths are formidable. The physical property which shows the most contrast with the sea floor sediments, and which is perhaps one of the easiest to measure (with modern equipment) is polarizability. The induced polarization (IP) method is one of the major electrical geophysical techniques for exploring for PMS deposits on land.

Ocean floor sulfide deposits are now known from many parts of the world mid-ocean ridge system and from some seamounts. Clearly they can be expected to occur commonly on the ocean floor. However, only two or three of the known deposits appear to approach the million-ton size, and in none of the deposits has the grade been well-defined. Can knowledge of the processes that happen within the hydrothermal plumbing below deposits help define the conditions under which large, high-grade deposits form? Here I review present knowledge of ocean-floor hydrothermal processes to attempt a first answer to this question. There are three sources of information about these processes. The solutions emerging from active systems must be compatible with patterns of alteration that underlie the volcanogenic sulfide deposits of ophiolite complexes, which are slices of ocean crust thrust onto land. Both of these types of evidence can be linked by computer modelling of the exchange of heat and metals between rocks and flowing water.

Interest in Canada has focused mainly on study of metallic mineral occurrences and the development of a scientific data base and technology for identification and appraisal of potential mineral resources. Canadian industry and government have played an active part in the assessment of manganese nodule resource potential and the possible impact that development of these resources might have in the world mineral markets.

Fisheries make a significant regional contribution to the economy of Canada. In the Atlantic Region, over 70 thousand workers depend on the primary or secondary fishing industry. Fisheries are vulnerable to pre-emption of space by other marine industries and to contamination by chemical discharges. Markets may be affected even by the threat that products may be tainted. Fish may be killed by drags and dredges, and their physiology and behaviour affected by suspended sediments are stirred up by mechanical devices. Virtually no evidence exists of adverse impacts £ran ocean mining on fisheries, but projections from other marine activities such as fishing itself, dredging and other marine discharges give reason for caution. Department of Fisheries and Oceans policy calls for review of ocean mining proposals to ensure adequate protection of fish stocks, fishing activities and fish habitat, and compensation for losses attributable to any industrial project. Adverse impacts can be minimized by careful attention to details of location, technology and timing, and to close co-operation and information exchange between industry and the regulatory agencies.

Acoustic techniques offer a rapid, economical, non-intrusive method of obtaining information about the stratigraphy and properties of seafloor sediments. During the past decade there has been a dramatic increase in the level of sophistication of high resolution seismic reflection equipment used for seabed and subsurface studies and in the signal processing techniques applied to the data collected with these systems. Processing of data from acoustic sources with repeatable and calibrated output, allows quantitative measures of the reflection coefficient, acoustic attenuation and scattering parameters of the sediments on the seafloor. Graphic recordings of seismic reflection data emphasize the coherent portion of the reflected energy for qualitative estimate of sediment properties and subsurface stratigraphy. Through application of signal processing techniques, quantitative information can be extracted from the coherent and incoherent components of seismic reflection data for estimation of surface character and sediment properties. These calculated parameters can be applied through interpolation between areas of available groundtruth. Acoustic techniques are used extensively to establish the regional geological framework of project areas and can also be used to extrapolate available groundtruth data into previously unsampled areas, and to optimize the design of a sampling program to provide the necessary groundtruth for the survey area.

Herein, concept designs of two different types of mining robots are concerned, which are aimed for developments of deep seabed mineral resources: polymetallic nodules (PMN) and seabed massive sulfides (SMS), respectively. Continuous mining concepts are presented based on technical and environmental feasibility, where the environmental and functional differences for commercial productions are investigated. Needs and roles of versatile mining robots are explained as a key of continuous mining system. The functional requirements and design characteristics of mining robots to satisfy the top requirements from customers are described comparatively. Schemes of axiomatic design and quality function deployment (QFD) are utilized: functional requirements (FR) are defined, technical requirements (TR) are figured out, design parameters (DP) are derived, and degrees of importance of design parameters are evaluated. Analogy and discrepancy in remote operation methods are put side by side. A pilot scale mining robot for PMN and a commercial scale one for SMS are suggested in form of concept designs. PMN mining robot is shaped as a multiple configuration of unit robot modules in side dimension, in which the unit robot module consists of two tracks and two pick-up modules. SMS mining robot is based on a four-tracked vehicle. Main platform is mounted on the vehicle through turn-table. Excavation device consists of two-articulated boom and cutter tool. Crushing-and-pumping units are placed same in both robot platforms.

The U.S. Geological Survey (USGS), over the past three decades, has carried out a spectrum of geologic surveys and research in marine areas of the Exclusive Economic Zone (EEZ) around the U.S. and its territories as well as in the Great Lakes region. Regional and topical studies have been undertaken throughout the range of marine environments: estuarine, tidal wetlands, coastal and nearshore, shelf, slope, and the deep ocean basins. The Survey's coastal and marine research programs consist of four elements shown in Table 1. The first includes studies using interpretations of bathymetry, seismic-reflection and sidescan sonar data, and analyses of sediment grab samples and cores to develop an understanding of the geologic framework. Information on the geologic setting, including the subbottom structure and stratigraphic relationships, and the geologic history and evolution of the areas surveyed are important parts of the program objectives.

The first, profitable, marine placer mining started with tin 100 years ago but no major industry developed until the mid-20th. Century. Dredging at sea yielded cassiterite in both South Thailand and Indonesia, and remains an important state-run industry in the latter country. Malaysia and Russia have also contributed production, and the coastal waters of Tasmania and England have been explored. Marine placer deposits of gold have been examined in New Zealand, Chile, Argentina, Russia and West Africa. Philippino deposits were dredged during the 1930s. Fifty years later, at Nome in Alaska, gold was recovered by dredging from the offshore, and the technical/economic benefits of a seabed-deployed crawler were first demonstrated. Off the coast of Namibia placer diamonds were recovered by airlift mining during the 1960’s, but De Beers effectively started the existing marine diamond industry in 1989. The Wirth drill and a crawler continue to be used by the company, and plans recently have been announced for operations in South African waters. Other commodities such as mineral sands, platinum group minerals, and chromite have been investigated offshore in several worldwide localities.

The main characteristics of the 2545 km Tonga-Kermadec subduction system are the subduction of the Pacific Plate and its sedimentary cover in the Tonga-Kermadec trench and the extension and rifting of the lithosphere behind the active island arc in the Lau basin - Havre Trough back-arc systems. The subduction of the Louisville Seamount chain at 25.6°S affects the tectonic and volcanic system and separates the island arc into the Tonga arc and the Kermadec arc, respectively. To the west, a Miocene island arc is represented by the Lau-Colville ridge. The crustal extension between the Lau-Colville and the Tonga-Kermadec ridge started at about 6 Ma, and induced their separation and the onset of the southward rifting since about 5 Ma. Characteristics of the Tonga-Kermadec arc system include (i) the fourthfold decrease of the subduction rate from 24 cm/a in northern Tonga to 6 cm/a in the southern Kermadec trench, mainly north of 23.5°S; (ii) the development from fast spreading in the Lau basin (16 cm/a) to slow rifting (2 cm/a) in the southern Havre Trough with the transition from spreading to rifting at 23.5°S; (iii) variations in the composition and the volume of the subducting sediments and rocks (detritus from the Samoan hotspot at the northern Tonga arc; the aseismic Louisville ridge at the southern Tonga arc; increasing terrigenous sediments from New Zealand at the southern Kermadec arc); (iv) a number of active volcanic centers younger than 1 Ma and characterized by significant shallow submarine hydrothermal systems.

Detailed geological studies using side scan sonar, bottom sampling and piston cores along the Rio Grande do Sul inner continental shelf and coastline indicate the occurrence of elongate deposits of calcareous shells fragments containing high calcium carbonate content. On the inner shelf these deposits lie at a depth between 15 and 50 meters and have been interpreted as ancient shorelines. They occupy an area of 965 km2 with a economic potential of 1 billion tons. Chemical analyses indicate a mean composition of 34.8% of calcium; 0.16 ppm of fluoride. According to the regional economy such composition make it highly recommended for a variety of uses including poultry feed and cement.

Paleomagnetic properties of sediment cores were examined to reconstruct paleodepositional conditions in the Korea Deep Ocean Study (KODOS) manganese nodule area, located in the northeastern equatorial Pacific. The KODOS sediments studied have a stable remanent magnetization with both normal and reversed polarities, which are well correlated with the geomagnetic polarity timescale for the late Pliocene and Pleistocene. Average sedimentation rates were 1.56 and 0.88 mm/kiloyear for the Pleistocene and late Pliocene, respectively. Clay mineralogy and scanning electron microscope analyses of the sediments indicate that terrestrial material was transported to the deep-sea floor during these times. The variations of sedimentation rates with age may be explained by the onset of the northern hemisphere glaciation and subsequent climatic deterioration during the Pliocene and Pleistocene. For the Pleistocene, an increasing sedimentation rate implies that input of terrestrial materials was high, and also a high input of biogenic materials was detected as a result of increased primary production in the surface water. The down-core variations in paleomagnetic and rock-magnetic properties of the KODOS sediments were affected by dissolution processes in an oxic depositional regime. As shown by magnetic intensity and hysteresis parameters, the high natural remanent magnetization (NRM) stability in the upper, yellowish brown layers indicates that the magnetic carrier was in pseudo-single domain states. In the lower, dark brown sediments, only coarse magnetic grains survived dissolution and the NRM was carried by more abundant, multi-domain grains of low magnetic stability. The down-core variation of magnetic properties suggests that the KODOS sediments were subjected to dissolution processes resulting in a loss of the more stable components of the magnetic fraction with increasing core depth.

Hydrothermal activity is well known from many locations on most mid-ocean ridges, but no hydrothermally mineralized area had yet been found at the ultraslow spreading southwest Indian Ridge up to October 98 when the Japanese RV Yokosuka with the submersible Shinkai 6500 investigated this area. A massive sulfide field was discovered near 27°51S / 63°56E in the 11th segment west of the Rodriguez Triple Junction. The Free University of Berlin had joined this cruise and taken over the responsibility for the study of the respective sulfide mineralizations. Hydrothermal minerals were sampled during two dives at a water depth of 2940 m close to the summit of an axial volcanic ridge called Mount Jourdanne. Massive sulfides occur on the seafloor as small smooth mounds with an average area of about 5 m2. Their surfaces are weathered and have a reddish to brownish colour. In addition to these mound-like structures, small tube-like chimneys were observed; these chimneys rise approximately 30 to 40 cm above the floor and are less than 10 cm in diameter. No indications of hydrothermal fauna could be detected. All the hydrothermal features are spatially related to faults and smaller fissures controlled by an E-W trending graben system crossing the summit region of the submarine volcano. Such tectonized areas are generally considered to be ideal for hydrothermal activity because they may have both a magmatic heat source in the deeper underground as well as pathways for the fluid circulation.

The western continental margin comprises of the southwest coast (Cape Comorin-Mangalore), centralwest coast or Konkan coast (Mangalore-Bombay), northwest coast (Bombay-Gulf of Kutch) and the Laccadives area. Placer deposits of heavy minerals occur in discontinuous patches on the beaches along many parts of the west coast. The richest offshore placer deposits occur along the 25 km stretch of the southwest coast from Neendakara to Kayamkulam. The National Institute of Oceanography (NIO) surveys show that the sediments off the Konkan coast consist largely of silty sand, sandy silt and clay and the concentration of ilmenite is higher than the onshore. The heavy mineral concentration ranges up to 90% and has mainly ilmenite and magnetite with minor quantities of apatite, rutile, zircon, kyanite etc. The heavy mineral sands extend below the clays to water depth down to 20 m. The heavy minerals sands vary in thickness from 2-10 m. Offshore placers can be mined by using wire-line, bucket ladder and hydraulic dredges. Wire-line, bucket ladder and hydraulic dredges. Wire-line dredges may employ drag buckets or clamshell and hydraulic dredges suction or airlift principles. The dredges can be located on flat bottom or catamaran barges. Dredging of very near shore placers may be achieved by operating from land. The bucket ladder type of dredger has greater digging ability and hence can be deployed for mining placers which are partly consolidated or cemented or where the most valuable part of the deposit lies at the contact between the alluvium and the bedrock. This type operates very economically up to 45 m depth and needs minimum power requirement per unit dredged. Suction type hydraulic dredges can be operated very effectively up to 60 m water depths. This system is quite ideal for the inner shelf. The maximum practical economic working water depths for wire-line dredges are about 150 m. With the drag bucket modified into large net buckets, the method can be utilized to greater depths. They can be used in areas of high water currents and swells. The type of bucket can be changed readily with change in the nature of alluvium or substratum. The hydraulic suction dredge is the most suitable system for mining unconsolidated sediments. When the sediments are semi-unconsolidated, a cutter head can be mounted on the lower end of the suction pipe to agitate the seabed.
