For the past twenty years or so the oceans of the world have been transformed in the minds of most Americans from the ultimate and nearly infinite receptacles for sewage and other wastes to an almost sacrosanct and threatened last refuge of Mother Nature from man on Earth. While this general movement has helped somewhat to moderate the flows of pollutants into the oceans, it has had severe and sometimes devastating impacts upon various attempts to develop seabed mineral resources. Marine mining proposals have been easy targets for attack. In most cases, they have short or no histories and involve prototype or first-generation methods. They commonly lack major financial backing, and do not command significant public support. Their constituents are limited. Opposition movements to such proposals have been able to evoke strong support by appealing to this "last refuge" image and depicting mining operations as the final assault. In mounting these public appeals, the movements obtain visibility and support. Because of the small and sometimes tentative status of the constituencies which support particular proposal s, the potential liabilities for opposition movements are minimal.

Bottom sediment sampling by means of a box corer, as a direct method of deep seabed exploration for polymetallic nodules, is the most comprehensive way to obtain various types of geological information on points forming a network of stations. However, direct information is lacking from areas separating those stations and has to be approximated by interpolation or extrapolation, which leads to uncertainties. Sediment sampling with a gravity or piston corer can provide information on the superficial, up to 4 m thick, part of the sedimentary cover. As opposed to box coring, gravity or piston coring provides no information on nodule abundance. Information for unsampled areas can be gained by application of remote techniques of exploration. The techniques of choice in visualising nodule-rich fields, nodule-free areas, hard rock outcrops and other obstacles for seafloor mining involve using sonar and continuous deep sea (CDS) camera. Seafloor mapping can be rendered with two major sonar types: the side scan sonar used to obtain seafloor imagery and multibeam sonar for bathymetric data; the two types are usually combined and work with an intermediate frequency profiler. Photo-profiling by means of a deep sea towed camera provides a series of seafloor photographs, each supplemented with information on the area covered by each frame, including the nodule abundance. Remote techniques have been quite frequently applied by the Interoceanmetal Joint Organization (IOM) in nodule field exploration. Recently, geoacoustic techniques (side scan sonar + profiler) and CDS were applied for exploration of IOM?s first prime area H11 (5372 km2) on 6 transects. During the IOM-2009 cruise, a total of 295 km of geoacoustic transects and 344 km of photo-transects were surveyed. The data obtained were processed with the aid of earlier information produced by multibeam sonar surveys. The aim of this paper is to demonstrate the advantages of remote techniques, particularly with regard to application of the towfish device, for geological and geotechnical applications in exploration for polymetallic nodules.

Technological advances and the shift towards green energies in the last decades have led to a substantial increase in the demand for metal resources. With rising political tension, and quasi-monopolistic production of some key metals, a secured supply chain cannot be guaranteed [1]. Therefore, the focus of the international research community and mining companies has expanded to the seafloor, looking for additional resources. The seafloor may have the potential to contribute significantly to a secure metal supply in the future. However, we have only investigated a fraction of our oceans in sufficient detail to assess the global resource potential. A detailed exploration of the vast seafloor is currently economically not feasible, due to its extremely time-consuming and costly nature. Seafloor massive sulfides generally form along the active plate boundaries and at active volcanoes in arc settings. However, the resources are not evenly distributed on the seafloor. Large deposits tend to be more common along slow-spreading and ultra-slow- spreading ridges that make up the majority of the global mid-ocean ridge system [2]. Therefore, it is important to establish geological models and exploration criteria in order to narrow down the permissive areas, which are likely to accommodate economically interesting deposits. Based on a detailed study of the TAG hydrothermal field in the central Atlantic Ocean, hosting a large active mound as well as several inactive mounds, we develop exploration methods and criteria to define areas of potential massive sulfide occurrences along slow-spreading sections.

Introduction Marine Autonomous Systems are making rapid progress from their early years as research tools for university departments & government institutes into having a growing number of real-world applications for industry, academia, statutory inspection, data acquisition and defence. Deep sea mining offers a distinct set of challenges that are very well suited to autonomous underwater vehicles (AUVs) and to a lesser extent for autonomous surface vehicles. Deeper, smarter, more capable Global demand for rare earth metals and high-grade ore will inevitably lead to exploitation of deep ocean resources as terrestrial reserves become depleted or remain unavailable for political or environmental reasons. Winning production licenses from the international seabed authority and especially gaining public trust to undertake deep sea mining activities and licenses will depend upon high quality pre-exploitation scientific surveys of the sea floor ecosystem, and subsequent monitoring of the impact of mining activity and remediation work. The actual area covered by the seabed mining operation may be quite small in terms of square kilometres, but still larger than can be patrolled by tethered ‘eyeball’ class Remote Operated Vehicles, so multi-spectral inspection, assessment and monitoring will be more effective when carried out by untethered AUVs. By using seabed recharging stations and data upload points the AUV can stay in situ in the deep ocean, rather than be repeatedly brought back to the surface.

Low- to intermediate-temperature, diffuse-flow hydrothermal fields and associated mineral precipitates have been found at many locations along oceanic spreading centers, back-arc basin spreading axes, and midplate hot-spots. However, this type of hydrothermal field has not been found in oceanic fracture zones until recently. We mapped and collected samples from an active hydrothermal field in the Blanco Fracture Zone (BFZ) located in the northeast Pacific. The BFZ connects the Gorda and Juan de Fuca spreading centers and is divided into east and west segments by Cascadia Depression, a small spreading center. Small pull-apart basins occur along both the east and west segments. A complex set of basins near the western end of the BFZ includes from east to west, Surveyor Depression, East Blanco Depression (EBD), and West Blanco Depression. The hydrothermal field described here is located in the EBD.

The Republic of South Africa ranks among the world leaders in both reserves and production of numerous land-based mineral commodities. Over the last three decades, however, South Africa has also identified several commodities that may exist in commercial quantities in the marine environment. The major targets include 1) placer diamonds; 2) titanium- and zirconium-rich beach sands; 3) sedimentary and concretionary phosphorite and glauconite deposits; 4) manganese nodules; and 5) hydrocarbons. South Africa ranks second in world reserves of diamonds and has potentially enormous sea resources. Diamonds are currently recovered on the Atlantic side from ancient beach gravels in the Northwest Cape Province and from the seabed south of the Orange River to Lamberts Bay. Approximately 100,000 carats (or just 1% of South Africa's total annual production) are produced each year from offshore operations. DeBeers is investing approximately $5 million per year on sea prospecting activities and currently operates three vessels in offshore recovery operations. Diamonds recovered at sea will remain a small percentage of total production because of huge land-based reserves that are mined at a fraction of the cost of seabed operations.

The development of marine mining in the offshore areas adjacent to most of the insular and continental European States is limited by the complex and evolving nature of its legal regime on the basis of the relevant applicable international, European and domestic rules. As the development of marine mining requires investments in capital-intensive technologies, the bankable feasibility of marine mining projects is very much dependent on the legal security of mining rights, assets and operations in offshore areas. This is quite difficult to assess due to the constant accumulation of applicable and potentially conflicting international and domestic laws in these areas, in particular the coastal zone, the territorial sea, and the Exclusive Economic Zone (EEZ). The often conflicting interaction of international treaties, laws and regulations in offshore areas raises specific and major issues in terms of permitting processes, access rights, ownership rights over the mineral resources explored and mined, flag vs. coastal State jurisdiction over mining vessels and marine mining equipment, international environmental liabilities, and unitisation and multi-forum disputes. In addition, the determination of jurisdiction and the legal regime under which marine mining could take place is becoming even more complex with the development of EU Law and the recent revision of the International Law of the Sea, particularly the new extension regime of the EEZ and jurisdiction over the continental shelf.

Germany?s industry heavily depends on the continuous import of mineral commodities such as manganese, copper, nickel, and molybdenum. Due to the strong increase in metal prices since 2002 Germany?s federal geological survey, the Bundesanstalt für Geowissenschaften und Rohstoffe (Federal Institute for Geosciences and Natural Resources, hereafter called BGR) applied for a license area for the exploration of deep-sea manganese nodules in the Pacific manganese nodule belt between the Clarion and Clipperton fracture zones. A 75,000 km2 covering license area was eventually granted to the BGR by the International Seabed Authority (ISA) in 2006. It is separated into two parts: ?W1? (17,000 km2) and ?E1? (58,000 km2; Fig. 1). The BGR obtained initial information on the abundance and grade of nodules in the license area from samples collected during three cruises with R/V Valdivia and one cruise with R/V Sonne between 1976 and 1978 (Rühlemann et al., 2009). Since the accuracy of navigational data obtained during these cruises is outdated and sample coverage is unevenly distributed and sparse in many parts of the license area, BGR has started a new exploration program to investigate the German license area according to the rules, regulations and procedures issued by the ISA for the exploration of Mn nodules in the Area.

The Offshore Technology Conference (OTC) was founded in 1969 when a group of scientific and technical societies organized an annual conference and exhibition dedicated to technologies used in the offshore oil, gas and mining industries. Currently, OTC is sponsored by 12 industry organizations and societies. These include: American Association of Petroleum Geologists (AAPG); American Institute of Chemical Engineers (AIChE); American Institute of Mining, Metallurgical, and Petroleum Engineers (AIME); American Society of Civil Engineers (ASCE); ASME International Petroleum Technology Institute; Institute of Electrical and Electronics Engineers/Oceanic Society (IEEE-OES); Marine Technology Society (MTS); Society of Exploration Geophysicists (SEG); Society for Mining, Metallurgy, and Exploration (SME); Society of Naval Architects and Marine Engineers (SNAME); Society of Petroleum Engineers (SPE); and The Minerals, Metals, and Materials Society (TMS). OTC also has two endorsing organizations, the International Association of Drilling Contractors (IADC) and the Petroleum Equipment Suppliers Association (PESA), as well as 6 supporting organizations that include the American Petroleum Institute (API), the Independent Petroleum Association of America (IPAA), the Institute of Marine Engineering, Science, and Technology (IMEST), the International Association of Geophysical Contractors (IAGC), the National Ocean Industries Association (NOIA), and the United Kingdom Offshore Operators Association (UKOOA). From its earliest years, the OTC has been held during the first week of May in Houston, TX, initially at the Albert Thomas Convention Center where OTC?69 drew 4200 attendees and 200 exhibitors. As the conference grew and became established as the world?s foremost event for the development of offshore resources in the fields of drilling, exploration, production, and environmental protection, the venue was changed to the Astrodomain Complex, with technical paper sessions and most exhibits taking place in the Astro Hall. The numbers of attendees and exhibitors varied somewhat over the years, primarily in accordance with the fortunes of the international oil and gas industry. At its height in the early 1980s, OTC registered attendance exceeded 100,000 with more than 2500 exhibitors forcing expansion into the Astro Arena and even the Astrodome.

Under the provisions of the U.N. Law of the Sea Convention Ireland is likely to have mineral rights to an area of continental shelf some six times its present land area. Apart from the major potential hydrocarbon basins which are currently the focus of active commercial exploration, little is known about the mineral resources of this vast area. In recent years a variety of mineral resources however have been identified from the coastal region. These include Sand and Gravel aggregates, Calcaraeous Algae (Lithothamnion), Heavy Mineral Sands and Coal deposits. The potential also exists in the coastal zone for buried placer deposits and base metal deposits. Several million cubic metres of gravel and hundreds of millions of cubic metres of sand have been identified by the Geological Survey of Irelands (G.S.I) Marine Unit off the east coast. The greater part of these deposits lies within the 10 metre depth contour and are easily recoverable. Irish aggregate needs at present are well supplied by onshore Pleistocene glacial deposits. Commercial interest in offshore deposits is in supplying coastal areas which are locally poor in aggregate and major coastal construction works. The possibility of supplying the large British and Continental European Market nearby also exists.

Ferromanganese crust samples collected from Central Pacific sea-mount areas became of special interest after surprisingly high nobel metal contents have been analyzed. Hydrogenetic crust growth is controlled by the conditions of the oceanic water column. Thicker encrustations show two crust generations of different age ranges. The mean values of the chemical composition state that the older generation is richer in P, Ca, Ni, Cu, Zn, and Pt and depleted in Fe, Ti, Co, Al, and Si. The differences apparently indicate a distinct change of the geochemical environment. The Pt concentrations vary up to 1800 ppb and do not clearly correlate to one of the other metals. This might indicate a bond of multiple nature. Several mechanisms have been proposed to explain the Pt concentrations in ferromanganese samples. Our models consider seawater and cosmic spherules as responsible Pt sources. In seawater the main species of dissolved Pt probably exist as the doubly negatively charged tetrachloro-complex. A precipitation of Pt in seawater may take place if the chloro-complex is decomposed by reduction of pt2+ to pt0. On the other hand, the Mn02 precipitation is caused by an oxidation of Mn2+ which is supplied from the oxygen-minimum zone. A stepwise implementation of seven criteria for screening the physical, chemical and environmental suitability of submarine tailing disposal (STD) at coastal mines is presented. It is expected that similar criteria would be relevant to future deepwater mining. A reconnaissance level study of four preliminary criteria: mine location; coastal bathymetry; feasible outfall locations; and potential for chemical contamination can support or eliminate the prospects for STD. If supportive, detailed, and far more time-consuming hence costly surveys of: environmental background information including oceanography and waste discharge characteristics; projected impacts on other resource uses plus regulatory and community concerns will be essential for environmental protection and to secure the necessary approvals. This review of STD systems on which the proposed screening criteria were based was undertaken by a Cooperative Agreement of the U.S. Bureau of Mines, Alaska Field Operations Center with the University of British Columbia.

A number of Articles contained in the United Nations Convention on the Law of the Sea III (UNCLOS) bear directly on legal issues related to the recovery of mineral deposits on the ocean floor. Mineral resources of the continental margin other than oil, gas and hydrates include, sand, gravel, shell, coral, gemstones and phosphorite. Jurisdiction over the exploration and exploitation of these deposits is determined either by the Territorial Sea claims of a coastal state or their recognized sovereign rights in the Exclusive Economic Zone (EEZ). At least 33 coastal states have the right under Article 76 (Continental Shelf regime) to claim seabed jurisdiction beyond 200 nautical miles (EEZ limit). In addition, several states have "Pioneer Investor" status with regard to seabed resources in international waters (The Area). A global maritime boundary database (GMBD) has been developed as a basic resource identifying the current claims of coastal states. It provides detailed information on existing boundaries and limits determined by the UNCLOS accords or by multi-lateral agreements which affect mineral exploration and exploitation. This paper will describe the GMBD and its construction and maintenance.

A regional assessment of the aggregate potential of the Scotian Shelf is presently being funded through a Canada-Nova Scotia Cooperation Agreement on Mineral Development. This assessment includes testing of seabed materials for their suitability in a variety of concrete, asphalt and other specialized applications. The glacial and postglacial Holocene history of the Scotian Shelf has been favourable for the formation of large deposits of sand and gravel that have potential for use as marine aggregate resources. Large banks and inner shelf areas of the seabed consist of basal transgressive sand and gravel of the Sable Island Sand and Gravel Formation. These sediments accumulated during the late Wisconsinan postglacial transgression, through sorting of glacial materials that were originally deposited beneath marine terminating glaciers. Some sandy deposits occur as low-stand deltas on the inner shelf at 70 m water depth and were formed during the maxi- mum low sea level stand, in early postglacial time, at approximately 12 000 yBP. Modern sediment transport processes have contributed to the formation of areas of large sand bedforms, such as the Cape Split sand wave field and other isolated sand waves of the inner Bay of Fundy, and Eastern Shoal on Banquereau. Sandy sediments, found in many transverse channels in the nearshore, offer a potential for placer gold where proximal to adjacent onshore epithermal gold deposits. Lithothamnion covered gravel occurs as a thin lag overlying glacial sediments in much of the nearshore. Relict gravel beach ridges have been eroded and redistributed through sub-littoral processes after passage of the transgressing beach front. Multibeam bathymetry, sidescan sonograms and high-resolution seismic reflection profiles are the main survey tools. Ground truth consists of large volume seabed samples, vibrocores and photographs. A preliminary assessment of the aggregate potential indicates that very large volumes of suitable aggregate lie in the offshore of southeast Canada.

The purpose of this presentation is to review the history of offshore non- fisheries resource development since World War II, as an introduction to a planned symposium on offshore resources scheduled for the 1996 UMI Conference. After World War II the United States became the leader in offshore oil and gas production, deep ocean drilling technologies, offshore terminals, platforms and production systems, and natural gas recovery and transport. Wartime skills in acoustic profiling and antisubmarine warfare were transferred into commercially important geophysical exploration techniques. The application of ocean drilling and geophysical techniques permitted the recognition and elucidation of plate tectonics patterns, development of seafloor spreading theory, and the transformation of our knowledge of seabed and subseabed strata. After John Mero's studies and recommendations for developing marine manganese nodules in the late 1950's interest in nonfuel minerals grew rapidly. The formation of international deep sea mining consortia in the 1960's was accompanied by a flurry of ocean engineering development, minerals prospecting and associated environmental studies The Santa Barbara Oil Spill of 1969 resulted in a moratorium on both offshore energy and minerals leasing by the Depart- ment Interior, and catalyzed the development of new Federal legislation in 1972. In 1973 the offshore energy moratorium was lifted in response to the Arab oil embargo, and offshore energy activities surged for a time. "An environmental impact assessment (EIA) of a deep sea mining project typically describes the environmental baseline, impacts of the project to the environmental values, and proposed management techniques. Comprehensive EIAs also consider the impact of the mining project on existing industries, including deep sea fishing. However, few projects to date have included other industries in the EIA process in more than a cursory manner, due to the confidentiality of the process, conflicting priorities, and bureaucratic limitation. However, if the United Nations Sustainable Development Goals (particularly Goal 17: Collaboration) are to be achieved, a new way of thinking will be necessary for deep sea mining projects, starting with collaboration at the very beginning of the project life cycle.STRUCTURE OF PRESENTATIONThis presentation will be in the format of an oral (20 minute presentation).The presentation will cover the process of inter-industry collaboration throughout the life cycle of a deep sea mining project, drawing on historical and existing examples, including that of the Chatham Rock Phosphate Project in New Zealand."

As marine research scientists we especially appreciate the uniqueness and complexity of the deep-sea hydrothermal vent fauna and environments, and are particularly interested in preserving vents for their scientific, aesthetic, ecological, and potential economic values. In fact, because of the specialized nature of the equipment required to work at deep-sea hydrothermal vents, such as occupied and unoccupied research submersibles, scientists are the primary group of people who have the opportunity to visit these extraordinary environments. The potential for significant impact of scientific activities on a single vent site or a population of vent animals pales in comparison to the potential for disturbance by volcanic/tectonic events or industrial mining/harvesting activities. Nonetheless, we recognize that some scientific activities could adversely affect individual sites or impact communities more than is necessary, if research activities are not carefully planned and executed. In addition, because only a limited number of sites are currently known and scientists from a wide variety of disciplines frequently work at single locations, we recognize the potential for use conflicts among scientists, at sites where scientific activity is intense.

The technology available for mining of underwater mineral resources such as placers and phosphorite, typically occurring with variable amounts of overburden, has remained largely unchanged for decades. The traditional bucket ladder dredge with maximum digging depth of 48 m and monthly capacities about 500,000 m3 still reins as the only heavy duty mining system capable of working the tough materials characteristic of heavy metal placers. Attempts at adapting the bucket wheel cutter-suction dredge to these severe conditions have not yet been successful except in moving small volumes from shallow depths. High capital cost (20-30 million U.S. dollars), high cost of overburden removable, and turbidity generation for the bucket ladder are often significant negative factors in mining operations where this system remains the only viable alternative. The Japanese continue to advance the technology of their submersible dredge pump system powered by specially adapted, direct drive electric motors. Present systems are designed primarily for working surficial deposits of aggregate to depths as great as 90 meters, the pump suspended by cable from a surface vessel with an eductor pipe leading from the pump to the vessel. Such a system may prove adaptable to a variety of surficial deposits including phosphorite, shell and heavy minerals in addition to aggregate. However promising for the exploitation of surficial deposits, little advantage can be expected for the deeper buried and more difficult deposits.

The cost of an offshore exploration project is mainly dependent on the size of the vessel engaged for the work and increases dramatically with increasing size. Of the various factors influencing vessel size, the type and size of the sampling equipment is typically the principal consideration. This scenario is particularly true of shallow sampling programs employing a vibracore system. The problem develops when certain bottom materials such as densely packed fine sand require sampling. This type of material being one of the most difficult for the standard vibracore systems, with integral core liner, to penetrate to a reasonable depth of some five to seven meters. The problem is mainly related to the excessive cross sectional area of the cutting bit required to accommodate the core liner. The typical solution has been to apply more power to the vibracore drive head which results in a considerable scale-up for the entire system with attendant increase in vessel size. In order to reduce operating cost, M.M.R.I. has developed several systems for deployment from vessels in the 20 meter range. Two systems are modifications to the basic vibracore and a third is a vibralift system. Basically, one of the vibracore units is employed where core liners are required, utilizing a special jet bit designed to reduce the cutting pressure on the bit while not affecting the integrity of the core. The topic area for this paper covers the United States portion of the northern Gulf of Mexico, extending from the Rio Grande delta east to the Florida peninsula. Declaration of an Exclusive Economic Zone in 1983 expanded Federal economic jurisdiction on the continental margins from 12 to 200 nautical miles seaward from the coast. The nation-wide area of the EEZ totals 3 million square nautical miles, with approximately 186 thousand square nautical miles in the Gulf of Mexico. In the Gulf, the continental shelf has an area of 81 thousand square nautical miles, extending to a depth of 600 ft. and having widths of 6 to 120 nautical miles. Specific areas on the shelf offer the greatest potential for containing aggregate and other hard mineral resources. The primary geomorphic features along the Gulf coast include: barrier islands, chenier plains, tidal inlets, bays and lagoons, estuaries, and deltaic headlands. These features are composed of terrigenous siliclastic sediments, except for the west Florida coast, south of 29°N latitude, which is dominated by carbonate sediments. On the shelf, the primary features are linear sand shoals and associated sand sheets, relict delta lobes and channels, and banks related to salt diapirs and coral reefs. The composition and distribution of sediments in these coastal and shelf features are determined by numerous geologic factors including: seabed topography; riverine sediment discharge; sediment dispersal patterns due to currents, waves, storms and tides; tectonics and subsidence; and repeated fluctuations in sea level.
