The history of soft and hard rock underground mining is blemished with regional instabilities of mine workings. Whilst the potential consequences of regional instability events are recognised to be high, there is a false perception that the probability of them occurring is very low. In fact, Australia has averaged more than one event per year for the past 20 years. At least five fatalities and over $100 million of losses have been associated with the events. As such, they are a core risk to underground mining and have a significant effect on the quadruple bottom line of business û safety, environment, community acceptance and economics. This paper explores the important roles that risk management has in reducing the probability and consequences of regional instabilities. It concludes that education and continuing professional development are essential elements for effectively managing the risk.

While there is no specific obligation on the part of any applicant to consult directly with tangata whenua (people of the land), recent cases highlight the need to engage in active consultation in order to avoid serious objections and delay, particularly where a proposal may affect the matters referred to in section 6(e) (Waahi tapu/sacred places) and 7(a) (KaitiakitangaiGuardianship) of the RMA.   The Environment Court has shown some sympathy for tangata whenua where waahi tapu and other significant matters of cultural concern are at risk because of a proposed development. There are several practical steps that can be taken to minimise the potential for serious objection including: ò knowing who to contact and how to contact them; ò demonstrating empathy for the concerns of tangata whenua; ò engaging in proactive consultation, for example meeting at a time and a place that is suitable to tangata whenua, and a preparedness to meet the costs of tangata whenua etc; ò demonstrate an awareness of tangata whenua issues; being aware of the types of mechanisms that are available to remedy, avoid etc adverse effects on matters of concern to tangata whenua.

Oceanic subduction-related volcanic frontal arcs extend over 20 000 km within the western Pacific basin and over 21 500 km worldwide, yet they remain largely unexplored with respect to active seafloor mineralization. Systematic exploration of 26 major submarine volcanoes along ~840 km of the Kermadec arc northeast of New Zealand has documented ten (39 per cent) as being hydrothermally active. This frequency of venting is comparable to that on slow-to-moderate rate spreading mid-ocean ridges, which comprise ~80 per cent of the 60 000 km-long global system of spreading centers. The chemistry of fluids discharged from the Kermadec arc volcanoes is moderated by magmatic components in both the gaseous (CO2 + SO2-H2S) and liquid (Fe) phases at very high concentration.The high frequency of venting coupled with chemically rich discharge discovered during this first systematic survey of any arc system forecasts submarine arcs as being important sources of chemicals to the oceans and as potentially lucrative exploration sites for seafloor mineralization. The exploration protocols developed during these surveys include bathymetric mapping of mostly unknown volcanic edifices, followed by detailed water column profiling and sampling to detect and characterize volcanic fluid emission signatures. These procedures are being refined as the survey progresses, both for efficiency and as direct seafloor observations become available for predictive application of water column plume information to guide seafloor mineral exploration.

As a result of the world depression and the consequent heavy fall in the price of tin, Malaya joined with other great tin producing: countries of the world in a restriction scheme that heavily restricted production from its individual mines. This condition, together with the knowledge that it was becoming more and more difficult in, Malaya to acquire further areas and so prolong the existence of a specific company's activities, induced Mr. H. G. Scott, managing director for the Siamese Tin Syndicate Ltd., to consider other possible sources of production. Mainly because of the conditions that obtained in Tasmania, he turned his attention to that country, where, not only could mining be carried on without restriction as to output, but where the incidence of the exchange position created favourable conditions for operation. The district selected for examination was that of St. Helens, on the East Coast of Tasmania, which district had behind it a long record of successful tin mining operations.PRELIMINARY OPERATIONS OF SIAMESE TIN SYNDICATE LTD. Magnetic separation is routinely used in the processing of titaniumminerals, and the efficiency of these operations can be determined bymeasuring the magnetic properties of the process streams. The valuable components in the feed to a titanium minerals plant have specific magnetic susceptibilities ranging from -10-9 m3 kg-1 (zircon) to 10-6 m3 kg-1 (ilmenite). However, in an industrial environment, in which the mineral temperature may range from 20 to 120¦C, it is difficult to measure susceptibilities lower than about 10-7 m3 kg-1. Hence laboratory testing of spot samples from magnetic separators is currently required to obtain accurate performance data. This is an inherently slow process and where feed grades are variable, optimum performance of magnetic separators is generally not achieved.This paper describes the development of an inductance-basedinstrument for measuring very low levels of magnetic susceptibilityon-line. The signal from the instrument can be used for process control purposes to maintain optimum magnetic separator performance.A prototype instrument has been installed in the zircon scavengercircuit in an Australian titanium minerals plant. The circuit consists of a roll magnetic separator treating a feed consisting mainly of monazite and stained zircon. The monazite-rich magnetic fraction is returned to the mine site for disposal, while the non-magnetic fraction is recycled to the zircon wet circuit. Splitter positions in the separator are adjusted when the final zircon product fails to meet specification, or the magnetic fraction contains more than 30 per cent zircon. Weekly composite grain counts show that sub-optimal operation of the magnetic separator results in significant zircon losses into the magnetics fraction.Using the instrument, the zircon content of this stream can now beaccurately determined from the measured magnetic susceptibility,provided a correction for the effect of mineral temperature is applied using the Curie - Weiss relationship.

The author summarizes and extends the relevant results of papers previously published by various authors and presents these results in chart form. The charts are used to demonstrate the theory on a hypothetical mine.INTRODUCTIONRecently a series of articles have dealt with leakage in a mine ventilation system and the problem of its reduction.Theories were developed by Peascod and Keane (1955) for the combined effect of flow in the airways and leakage through the porous barrier between the intake and return of an ideal mine. Later Keane and Peascoa. (1956) extended these ideas to the use of an underground booster fan in increasing the face ventilation and showed how to determine the water gauge and location of the most efficient underground fan.These articles were based on the assumption that Atkin:son's formula:P = R Q2 (1)gave the relation between the pressure drop P lb'/sq. ft., the quantity, Q kilocusecs, flowing in the mine airways and the total resistance, R Atkinsons, to air flow offered by the mine roadway. An Atkinson is defined as a resistance such that 1 kilocusec of air flows due to a pressure drop of 1Ib.jsq. ft. However for conditions prevailing in most mines a more :appropriate relation is that postulated by Reynolds and others (Lamb, 1953) :P=R Qn (2)where n has some value slightly less than 2. It should be noted that Atkinsons may not be used as units when n is not equal to 2.

The Tyrrhenian micro-nodules, findable at low depths (200/600 m under s l) are a reasonable reserve of manganese. They can be easily and cheaply recovered but do not contain valuable metals as in the case of oceanic nodules. In this work a hydrometallurgical process for manganese recovery from Tyrrhenian nodules is presented. The studied treatment includes the following operations: magnetic enrichment, reducing leaching, leach liquor purification and electrowinning . The study shows that the most important step in the process is the preliminary manganese enrichment. It can be done directly on the platform reducing not only the transport cost, but also the residue mud in the metallurgical plant. The leaching parameters such as status and size of nodules, temperature, composition of leaching solution and S/L ratio have been investigated. After purifying the leach liquor by iron precipitation as ammonium jarosite , the conditions to electrowin manganese have been investigated. The yields of both manganese leaching and iron precipitation together with current efficiency and specific energy consumption in the electrowinning step are given.

The reduction of geological risk for planning of high production longwall faces is essential. Geological and geophysical techniques applied at Huntly West Mine before 1989 were unable to reduce the geological risk to an acceptable level. The success of a trial long-hole directional drilling programme at Huntly West Mine (Fowke et al, 1989) has encouraged the Coal Corporation of New Zealand to use the technology long-term, for seam definition. Initial drilling in 1989 completed a total of 3543 metres, with the longest borehole length being 369 metres (limited by number of rods available). A major re-interpretation of seam structure resulted from the drilling, which was able to fill in seam details between surface exploration boreholes. The undulating thick seam conditions at the mine require a refinement of drilling strategies used overseas. Long-hole directional drilling also displays potential for inseam gas drainage. Gas flows of the order of 1000 L/min were initially indicated in individual boreholes. Other gas parameters of the seam have been studied by Beamish et al (1991), and highlight the significance of the natural gas resource in the Huntly Coalfield.   The continued development of drilling technology will be of major benefit sustainable development, particularly in policy.

The Golden Ridges Mine, one of the properties of New Guinea Goldfields Limited, is situated on the right bank of Nami Creek, not far from the township of Wau, in the Territory of New Guinea.The property is somewhat unique, in that the goldbearing ore-body occurs in the form of a flat seam-like deposit lying on a volcanic breccia, and covered with a mantle of overburden of decomposed porphyry. The overburden varies in thickness up to a maximum of about 65 ft.The ratio of overburden to ore is about 3 to 1. The practice developed is to strip the overburden by hydraulicking, and to mine the exposed ore under open-cut conditions, blasting to a vertical face, and using electrically operated scraper hoists for conveying the broken ore to the mill bins.The stripping of the overburden involves the boring of well-drill holes, blasting the holes and then hydraulicking the shattered material.

The outlook for suppliers of energy to the expanding economies of the Pacific Basin region is essentially positive, but particularly for exporters of high quality steam coal. This paper argues that economic growth in the Pacific Basin region has exceeded world economic growth for some years and that this will continue to be the case for the next decade at least. It looks briefly at the link between economic growth and energy demand and at the relationship between energy demand and the demand for electricity. Changing preferences in fuel mix for electrical generation in the region are noted and tentative forecasts made about variations in this mix. The pros and cons of various forms of fuel used to generate electricity are considered from the point of view of the consumer. Having concluded that steaming coal in particular is likely to become even more important as a generator of base load electricity, the paper looks at the opportunities this presents for exporters such as Australia, and touches on some factors that could prevent development of those opportunities. This paper will concentrate on electrical energy. For the purposes of this paper, the Pacific Basin refers essentially to Australia, New Zealand and the Asian countries bordering the Western Pacific. As a supplier, Siberia is not included because, although it has great potential, it is thought that problems of climate, infrastructure and political restructuring will delay the realisation of that potential until the next century. Although it deals with the Pacific Basin region, where many countries are industrialising rapidly from a predominantly agricultural base, it looks at the experience of mature industrial DECD economies where their experiences seem relevant.

A field method combining solvent extraction and paper partition chromatography permits a simple and rapid semiquantitative estimation of gold in siliceous, argillaceous and sulphide ores. The method will facilitate the eyaluation of prospect samples in which the gold is too fine for separation by panning.Ethyl alcohol-hydrobromic acid mixtures are suitable for chromatographic development of the gold complex, and give clear reproducible definition of the gold zone. Substitution of commercial "methylated spirits" for the ethyl alcohol gives equally good definition, improving the potential of the method for field use.A batch of six samples in the range of 0·5 to 5·0 dwt/ton can be completed in two hours. The range may be extended by simple modification to higher or lower values.INTRODUCTIONIn a chromatographic method described previously (Lever 1958, Nevill and Lever 1959), gold from a standard volume of ore clamped between -plate glass was extracted by aqua regia on to the paper. After cautious drying the chromatogram was developed by an ethyl acetate-nitric acid-water mixture and gold was identified by spraying with stannous chloride solution. Sensitivity of the method in the low range was poor. The brown line obtained in the 1-3 dw/j ton range, caused by movement of gold in the reduced form, was not considered to be a satisfactory confirmation of the presence of gold. It was felt that the method would be improved by using a more elegant extraction and applying developing conditions which would produce a well defined purple line at all gold values. The beach sand industry is the only Australian mineral industry which, so far, has used electrostatic separation on a full commercial scale. The main application of the process is for the separation of rutile from zircon. Laboratory work has demonstrated that electrostatic methods are effective for ilmenite-monazite and cassiterite-zircon separations, thus facilitating the production of high grade monazite and cassiterite products from top-strip table concentrates, but the commercial application of these processeshas been rather limited so far. Overseas, electrostatic methods are becoming more widely used for the treatment of granular material which is not amenable to flotation. The use of electrostatic separation for the treatment of ores other than beach sands has been investigated in this laboratory 1, 2, 3, and two pilot separators were built during i953 to carry out field tests. Of these, the first was an inclined feed plate separator for the removal of silica from granular lime-sand in Western Australia, the second a conductance roll separator for the removal of diamonds from alluvial gravel in New South Wales. In both cases the whole of the ore passed through the separator, not a gravity concentrate only as in beach sand practice. The two types of separator mentioned are shown diagramatically in Figs. 1 and 2.

The following data are put together to assist those who are responsible for ordering stores for mines and works. When making out a list of mine stores for a new plant, one can hardly be expected to remember everything, still it is all the more important that articles should not be forgotten, should the mine be situated in an out of the way place, where the manager has to look several weeks ahead. A man who has been accustomed to buy stores on a small scale, from local merchants, where he could pick out personally what he wanted, may suddenly find himself in a place where he has to order wholesale quantities or make out store lists to send contractors for quotations. As it is of course cheaper to purchase stores by the hundredweight, coil, barrel, etc as the case may be, in which they are made up, than to break such a parcel, the way in which the materials are placed on the market is mentioned, so that those who don't know may take full advantage of wholesale terms. The most frequent sizes and brands employed in connection with Australian mining are also mentioned. It would be useless to enumerate all sizes made by the trade, as many would be of no value for our purpose; still I have put down what will serve as a reminder to the manager to mention what size he requires when giving an order, such as the diameter of dynamite cartridges a slight neglect of this sort has often caused serious delay. By mentioning certain brands I do not wish to recommend them in preference to others inadvertently omitted they are simply mentioned as some of those frequently met with.

Radioisotope x-ray methods for the on-stream determination of copper, lead, and zinc in mineral product slurries were developed, and were successfully tested at the plant of Cobar Mines Pty. Ltd.The tests were made in three stages. Measurements to determine the precision of analysis were made initially on briquettes of the mineral products. The effect of slurry solids content variations was then determined by measurements on the mineral products in a recirculating slurry loop. The radioisotope analyser was finally tested in a series of on-stream measurements in the plant.Copper, lead, and zinc in flotation feed and in copper concentrate were determined to a precision ranging between 1·4 and 15 per cent of the mean element concentration in the slurry solids. These precisions are within limits required for plant control purposes at Cobar.

The Autogenous Kelsey Axial Displacement (KAD) mill is essentially a short retention time centrifugal mill, designed to effectively harness extraordinarily high concentrations of input energy for efficient particle size reduction. The mill which has an operating duty band extending from primary to ultra-fine also has the unique capacity to generate fine and ultra-fine products from single stage size reductions of either coarse or fine mineral feeds, in both wet or dry operating modes. This paper covers developments following a recent optimisation programme which confirmed that mill shell speed and the velocity differential between the shell and the rotating internal disc assembly tips could be optimised in relation to specific energy for a given feed rate and feed size providing the product size remains constant. Subsequent test-work further demonstrated the versatility of the mill with duties ranging from the removal of surface contamination associated with heavy mineral concentrate particles to the production of premium ultra-fine talc, from a single stage of size reduction. Open circuit grinding of a rougher gravity concentrate to liberate gold ahead of leaching also highlighted the scope for the application of low cost KAD milling for a range of hydrometallurgical feed preparation duties, which involve fine and ultra-fine grinding.CITATION:Kelly, J and Kelsey, C, 2013. In several of the States of Australia, mining on private property has been seriously hampered by the fact that large areas of land have been alienated from the Crown before the discovery of gold or other minerals. In Western Australia this difficultyhas only occurred to a small extent, and has largely been overcome by an act entituled "An Act to Permit Mining on Private Property, No. XXIX., 'October, 28th, 1898." Under this act, the holder of a miner's right can apply for a gold mining lease on private land; such applicant may treat privately with the owner of such land as to the amount of compensation to be paid for surface ,damage, or the case may be brought before the Warden who will assess the damages. Private land used as a garden, orchard, or vineyard is exempt from lease, unless the applicant has authority from the owner, or such lease is limited to a greater depth than 100 feet from the lowest part of the surface.No lease shall be granted of any mines under any private land in any municipality unless either the applicant has authority from the owner, or such lease is limited to a greater depth than two hundred feet from the lowest part of the surface.The same regulation applies to leases of private land on which any hospital, asylum, or public building is situated or under or within one hundred and fifty yards laterally of any...

Mineral exploration and mining in New Zealand has had almost five years of new legislation. The requirement for different consents is a challenging, time consuming, expensive exercise but in most cases the new procedure is working, although the matter of obtaining access to land is still a major issue. Priority is critical. After lodgment of an application for a minerals permit there are many other matters to address such as identifying land owners, occupiers and administrators, preparation of access applications, consultation and preparation of various resource consent applications.

The Government signalled its intention in the Economic Statement on 17 December 1987 to improve the fairness of the taxation system and to facilitate the process of economic adjustment by: removing tax concessions that benefit some taxpayers at the expense of other taxpayers,ensuring that those who can afford it shoulder their fair share of the tax burden,securing a revenue base which will provide sufficient resources to maintain effective social services,reducing artificial protection and concessions that discriminate against some sectors, and encouraging confidence through an economic environment with a medium-term orientation. The Government has clearly stated to all sectors that tax preferences will be phased out and businesses need to look inwardly to their investment policies if they are to survive in an open economy. This paper will address the effect of these Government objectives on the taxation structure for all forms of mineral exploration in New Zealand. The present tax structure will firstly be analysed, in particular setting out the tax advantages available to the industry. The effect of changes to the tax system within the recent past which relate to mineral exploration will then be examined. Finally the paper will address the question of possible future changes, particularly in the light of Government's intention to move towards a tax system which does not provide an advantage for any one sector of the economy.

Gas management practices across the Australian underground coal industry have evolved significantly since the early nineties with the introduction of hazard management plans, directional drilling techniques, surface gas predrainage methods, and the widespread use of ventilation and gas reservoir simulation software.The improvements are evidenced by a substantial reduction in the occurrence of outbursts and gas related delays during a period where coal production rates have increased three to four fold. The development of effective gas predrainage strategies have been afforded by the use of reservoir simulators and a significant increase in the availability of measured gas reservoir data, in particular gas content and composition, adsorption isotherms and permeability. That said significant opportunities remain to optimise gas drainage designs and increase certainty in the gas predrainage design process through an enhanced understanding of coal seam permeability and how it is applied in the gas drainage design process.This paper describes the discrepancies between measured and actual seam permeability found during the recent assessment of two pilot predrainage programs executed in the coal measures of Queensland’s Bowen Basin. The results of those programs illustrate the need to better understand the validity of measured permeability data. The history match method employed in the pilot well assessments is proposed as an integral step in the routine gas drainage design processes that will ultimately lead to increased certainty and flexibility in gas predrainage practices.CITATION:Blanch, M, 2017.
