This paper presents recent case study data collected by field portable x-ray fluorescence spectrum analysers (FPXRF) as part of grade control activities at three separate (nickel, copper and copper/gold) mining operations. FPXRF has been under utilised for grade control in recent years, largely because the success of early versions of FPXRF was limited to a few metals (eg tin). Efforts to utilise these early versions for other metals was largely unsuccessful and created a perception that FPXRF could not be utilised more broadly within the mining sector and specifically the area of grade control. The structural setting of the analytical function within mining operations has also contributed to the under utilisation of more recent FPXRF instrumentation. The concept of FPXRF as a grade control tool straddles the boundaries of the geology and laboratory departments. As such, this option is often not considered as part of an assessment of grade control procedures for new and existing mining operations. This paper assesses data collected by Australian and New Caledonian miners using FPXRF technology as part of the grade control function and concludes that FPXRF can provide operational and cost benefits to certain mining operations.

This subject of paramount importance in many modern plants employed in the extraction of gold from ores by cyanidation, involves several considerations.With the old-type "slimes decantation" process, using several tanks of large dimension, installed at high capital cost, it was frequently possible to obtain good settlement over a protracted period, but the disability of indifferent response to subsequent filtration and washing of the residual pulp, after decantation of the supernatant pregnant solution, was often present.In modern cyanidation practice, the tendency is to reduce capital expenditure by continuous processing of the ore pulp in a plant of less volume, but capable of handling more tonnage through-put and yielding, coincidently, less residual dissolved gold in the final pulp residues.INHIBITORY FACTORS.These involve a study of the effect of the circuit water or solution employed in milling and treatment, the amount of "primary" slime occurring in the ore broken underground, the constitution of the "walls" underground, the inherent occurrence of colloidal slime in partially decomposed ore, and the presence of kaolinised and ferruginous clayey structures carrying payable infiltrations of gold values, to mention some of the troubles encountered in practice. The low potential hydrophobic state of pyrite in amyl xanthate (PAX) flotation with nitrogen is of particular interest with regard to the N2TEC flotation technology currently being used for the recovery of auriferous pyrite at NewmontÆs Lone Tree Plant in Nevada. Initially, the N2TEC system had been found to operate satisfactorily, but cyanide in the flotation mill water appeared to be responsible for a loss in pyrite recovery. This supposition was confirmed with laboratory experiments, and a program was initiated to study flotation chemistry variables by electrochemically controlled contact angle measurements. Experimental results show that activation of pyrite in such cyanide solutions can be achieved more effectively with lead than with copper. Subsequently, based on these fundamental studies, significant improvement at the Lone Tree Plant was achieved by lead activation, in which case the recovery increased to expected levels. The effect of activator is particularly significant not only with respect to pyrite depression by residual cyanide, but also with respect to collector (PAX) consumption and the initial state of the pyrite surface. Experimental results show the importance of the pyrite surface state and the rather interesting features of the activation process.

As a society, the retiring age of workers is increasing. Individuals are having to consider working to an older age (beyond 55 years), the reason being to æpay offÆ debt, maintain a quality of life or, as a bigger picture, because society simply cannot afford the aging population. The Government is encouraging and promoting those approaching retirement to work to an older age to alleviate the financial burden of an aging population. In a working context those aged 55 years and over accounted for ten per cent of the Australian workforce in 1998 with this age group expected to account for half of the growth in the workforce between now and 2016. For the 60 - 64 years which account for less than three per cent in 1998, this group is expected to account for 15 per cent of the growth in the same period. As a result of individuals who have worked all their lives and in some cases æphysically hardÆ, they do not fully enjoy their years of retirement as a time when they get to choose what they want to do rather than what they have to do. Of particular interest are the physical or health related conditions that individuals end up with and the restrictions that ensue resulting in an individual being incapacitated either physically or with respect to the state of their health.

The ""comparable sales"" method of valuation attributes value to an asset by reference to actual sales of comparable assets or to the market capitalisation of companies with comparable assets. This methodology is widely used in real estate valuations. The real estate approach can be used to value mining and exploration properties where there are actual sales of comparable or similar assets in the recent past. The practical limitations of the comparable sales method are well known and self evident: limited number of transactions, limitations on comparability and inadequate data. The real value of the comparable sales method is in its use as a validity check. Estimates of value of mining and exploration assets are so sensitive to so many variables that all valuation methods have limitations. Accordingly there is real value in attempting to establish benchmarks from comparable sales. Apparently sophisticated valuation methods can mislead by creating the impression that valuation is a precise science. The judgement of the valuer is critical and judgements can be wrong. Any available evidence from actual sales that are even remotely comparable can provide useful input to the valuation process.

Excavation in underground jointed rock masses creates cavities into which the surrounding rock mass deforms. Deformations, besides intact rock deformation, include mechanistic deformations such as slip and rotation. In this paper deformational moduli were measured for prototype and blocky (jointed) models using elastic analogue methods for stopes from MIM LimitedÆs Lead Mine. The blocks for the models were defined in terms of the prototypeÆs joint sets, their spatial separations, orientations and average friction characteristics. From dimensional analyses, a relationship between prototype and model deformations was used to predict stope mid-span deformations. The results of this physical modelling work, conducted in the 1970s, motivated an investigation into the electro-treatment of tailings backfill to achieve improved strength and stiffness characteristics. Tailings backfill containing fines and having a high clay content can be electrically dewatered, and at times grouted, cemented, ion exchanged or agglutinated, to achieve relatively high magnitudes of strength and stiffness. These treated tailings stiffnesses can reduce the deformation magnitudes within a rock mass and, in doing so, reduce problems encountered in mine pillar extraction. The application of these tailings modification techniques is examined in relation to the elastic analogue methods.

Industrial relations on Australian and New Zealand resource projects can be volatile. Therefore investors have become increasingly aware over the years that sound industrial relations during construction is vital to the overall success of their project. There has been a wide range of actual industrial relations performance, project by project, and the degree. of success often directly correlates with the degree and thoroughness of pre-project planning. However, although many projects have been crippled by delays and cost overruns because of labour disputes, good results are achievable. Total commitment to the project by all parties involved is essential and it is up to the employers to seek out this commitment and not just trust mother luck. Industrial relations must be taken very seriously as the price of failure can render a resource project unviable.

The Australian industrial relations system is in a state of constant change. We are undergoing a transformation from a compulsory arbitration and an award based system to one which is fundamentally rooted in the concepts of enterprise bargaining. This is true both at the State and Federal level. The structural changes which facilitate the movement away from the predominance of Awards to enterprise agreements has been fostered by both sides of the political spectrum and is a cornerstone of their respective industrial relations platforms.In determining what form or combination of forms of industrial instrument(s) should apply to the individual enterprise, employers must have regard to the viability and sustainability of each form in the changing industrial climate. In particular employers should have regard to the needs and agendas of their employees and unions which may purport to represent Them.

The Mineral Resources Act 1989-90 came into force on 1 Septem- ber 1990 and the Second Schedule of this Act set out the Savings, Transitional and Validation Clauses to this legislation. The Second Schedule gave rise to a number of interesting situa- tions however due to the fact that the time set aside to attend to these matters (the prescribed period) has now expired, with the exception of the points raised below, most of these situations are now history and are of no relevance. The Transitional provisions of the Second Schedule provided for a three month "prescribed period" in which certain actions were required to be undertaken to ensure tenements granted or applied for under the repealed legislation transitioned into the framework provided by the Mineral Resources Act. This Second Schedule of the Mineral Resources Act highlighted a number of anomalies which are still worthy of mention and are listed below.

Geosynclines have been well studied for many years, but very little has been written about the concepts of sedimentary basins in spite of the vast amount of data available. They have been regarded, perhaps, as well- understood intuitively, and therefore not worthy of study. Many of the fundamental concepts of geology were developed during the 19th Century with the construction of coal mines, canals and railways. It was a happy chance that led railway engineers in the early days to think that trains could not climb any but the smallest gradient, so, in Britain at -least, numerous railway cuttings and tunnels were made. These exposed to view and study, in a better form than Nature usually provides, a great deal of interesting geology. Because of the lack of literature about the concepts of sedimentary basins, it is not possible to be sure what the early geologists thought. It seems that sedimentary basins were regarded as recording a history of subsidence during the early stages, when a transgressive sequence accumulated; and a history of uplift during the later stages, when a regressive sequence accumulated. It seemed axiomatic that the age of folding and faulting was younger than the rocks folded or Faulted.

The authors have undertaken many independent mine optimisation and operational improvement projects at Australian and international mining operations over the past decade. This work has provided an understanding of the underlying practices responsible for the good long-term performance of some operations, and the failure of others to achieve their objectives. Good long-term performance, and value creation can be achieved through a logical and rigorous process of identifying the optimal mine plan (æThe PlanÆ) that delivers the corporate goals, establishing appropriate performance measures that are aligned with these goals, and ongoing monitoring of compliance with the established targets to ensure the operation reliably achieves The Plan. A number of practical methods have been developed and implemented to assist mining operations deliver their corporate goals. This paper outlines some of these methods, providing some fundamental guidelines that will assist in the establishment, and reliable achievement of The Plan that delivers the corporate goals.

INTRODUCTIONDuring the past few years there has been considerable interest in developing the so-called direct reduction processes for treating iron oxides. The various methods proposed were recently reviewed by Scortecci and Palazzi (1960).In particular the application of fluidized bed techniques received considerable attention and, on first examination, this seems to be the ideal method 'of dealing with fine iron oxides. Several difficulties (e.g. product agglomeration) require the method to be investigated further before its potentialities can be fully assessed.PROPOSED FLUIDIZED BED REDUCTION PROCESSESBrassert and De Jahn (1951) were among the earliest to suggest the use of fluidized beds for the reduction of iron ore to metallic iron. Their patent was followed by many others proposing similar concepts, mainly from Lewis (1955), Ogorzaly (19.56), Shipley (1956), Agarwal (1960'), Osborn (1958), Texaco Development Corporation (1956) and Stelling (1957).The H-iron process (Squires and J ohnson, 1957; Lubker and Bruland, 1960) is the only scheme that has been an economic success. The medical evaluation of the health effects of dust exposure in the mining industry should be based on the premise that the results of the medical examinations will be considered in relation to the previous history of exposure to dust.(l) To this end the Mines Regulation Act and the Regulations under that Act in West- ern Australia provide for: the prime responsibility for dust sampling to rest with the mining companies; the appointment of a Ventilation officer by each mine and the sampling and record- ing by him of dust and toxic gases in work places at three monthly intervals, or more frequently as required; the appointment of a Mines Medical Officer who shall make provision for the medical examination of persons and the prevention of occupational diseases; the appointment of a Ventilation Board, consisting of the State Mining Engineer, the Senior Inspector of Mines for the State, an Inspector of Mines having specialised training in ventilation tech- nology, a medical practitioner having specialised experience in occupational health problems relevant to the mining industry, and a Scientific Officer having duties under the provisions of the Clean Air Act, 1964;

To meet the objectives of sustainable development, mining projects must be executed with minimal environmental risks and impacts. To allow proper actions to be taken, it is helpful if the environmental challenges associated with a mine development project can be predicted early during exploration activities. Signs of impending environmental problems like acid rock drainage and metal leaching are often revealed in the occurrence of natural acid drainage, formation of efflorescent salts and their associated ecological effects. Other subtle clues can be deduced from anomalous geochemistry, detailed textural features of mixed sulfide assemblages and miscellaneous environmental data sets covering the target areas of exploration. A more practical tool, however, is the development of comprehensive environmental ore deposit models containing relevant information on ore genesis, applicable mining, processing and waste management options and their environmental implications according to deposit type. Not only will such models facilitate communications among independent groups of personnel involved in a mining project to come up with schemes to ensure better environmental performance of the overall project, they will also facilitate decision-making if a mine development project should be pursued further or valuable resources be redirected to other more favourable targets.

The Nelson province was chosen as the prime area for rhenium sampling, based on its mineral associations. Sample preparation involved benefication by grinding and flotation. A modification of published procedures for rhenium analysis was developed and the results compared with those obtained for molybdenum on the same samples using atomic absorption spectroscopy. The results of the analysis for both metals is discussed and the relationships between rhenium and the molybdenum mineralisation of this region is commented on. A metallogenic province is defined for molybdenum and rhenium and the tectonic setting for this is discussed. Some consideration has been given to rhenium possibilities in Fiordland and the Coromandel Range.

From a detailed combustion testing program and earlier experience with Leigh Creek coal, the Electricity Trust of South Australia (ETSA) gained a wide insight into the use of low rank coal fired boiler plant. This work is fundamental for the selection of boiler design parameters and other details which in turn determine the correct coal deposit selection for future power station development. In addition it gives boiler designers a good indication of the measures required to give reliable plant operation. Extrapolation from experience with existing plant, the designers main source of information, was not considered appropriate because of the lack of experience with similar coals. Brown coal beneficiation is also being assessed by ETSA in an attempt to improve the coal quality by the pretreatment of the raw coal prior to combustion in future coal.fired boilers. ETSA is also involved in the development of circulating fluid bed and gasification processes to determine whether these alternative processes are a more viable method of utilising the South Australian coals than pulverised fuel firing.

Coal mining safety and health legislation is more than typical of safety legislation which has been born of adversity. Indeed, in the main it has been the child of disaster. Requirements which now appear obvious were indeed only occasioned by either social injustice or more commonly by great disasters. Even then changes were often made only after months or years of deliberation by committees. Early mining legislation in New South Wales benefited from the experience in Great Britain. The pioneers of our industry were miners from there and brought with them the basic British legislation, so we started with knowledge gained the hard way. A review of accidents statistics provides a measure of the effectiveness of mine safety legislation, but unfortunately rules cannot control human nature. Miners, managers and inspectors must work as a team to make mines safe and new legislation in New South Wales is planned to this end.

Trucks are the primary means of bulk material transport in Open Pit hard rock mines worldwide. They are considered to be the most- flexible system available. The large number of trucks used in some mines provides flexibility. Spare units allow for the reduced availability of the single units. Trucks have however very poor energy efficiency. Only 40% of the consumed energy is for transport of the payload, the remaining energy is required to move the dead load of the trucks. With the increase in cost, pressure, mine operators are now looking for alternative methods to make their operation more economical. Energy conservation and increasing haulage distances and uphill haulage are major factors in many well established operations. New methods have already proven themselves as more economical alternatives. Belt conveyors are an alternative means of transport with much higher energy efficiency. They use up to 80% of the consumed energy for transportation of the payload. Energy costs for conveyors are 30% of the energy costs for trucks on level transport and as little as 15% for elevating payloads. Belt conveyors require much fear spare parts and wear components than trucks. A factor of one to two times applies for level transport and ten to twenty times for uphill transport.

Mineral processing is at the hub of the exploration-mining-metals production system. Because of the large volumes of material processed, incremental technology investments can pay off better than for other parts of the system. However, much of mineral processing remains a 'black art', because we are behind in investing in modem technologies. Consequently, we have one of the best opportunities to improve efficiency and competitiveness through the application and transfer of technologies that have already been developed for other industries. The reluctance of minerals companies to place priority in our area is not because we lack new ideas; our senior management has not been convinced, based on our previous results, that such investments will pay off as well as other investment opportunities competing for the same resources. The key is the proper establishment of technology strategy and more effective transfer of technology. The presentation will identify the failure mechanisms of technology transfer and will present a model for improving the success rate, a prerequisite for raising the priority of mineral processing investment. Topics emphasised include strategy formulation, human resources planning, and total quality management principles applied to improving technology transfer.

Uranium minerals were found in Australia as early as 1869, but it was not until the 1940's that a search specifically for uranium was begun. Instrument types and techniques used in early exploration are still used today, but have been developed into more sophisticated and portable types. Recent improvements in exploration have been the introduction of the gamma ray spectrometer, radon sampling and geochemical surveys. The environments of presently defined uranium deposits are predominantly sedimentary. Known deposits in igneous environments are usually small. The size of targets which are likely to provide economic deposits is of the order of 10,000 tons U308, producible at a cost of less than $10 per pound. Such targets are most likely to be in Precambrian sediments or in granitic masses. Recent exploration in Australia has included investigation of Precambrian sediments, Precambrian and Palaeozoic granites, Mesozoic and Tertiary sediments, Precambrian volcanic rocks and brecciated masses of unknown age. The origin and method of emplacement of uranium in these environments is not well known but there are indications that syngenetic sedimentary processes are important, and volcanic rocks may make a major contribution to the supply of uranium.
