The low grade Mount Charlotte orebody was first mined with minimum capital expenditure by mechanised cut and fill stoping. The lower block was prepared simultaneously for open stoping by shaft sinking and installing another crusher and services. Similar development for the third block was discouraged by economic factors and reduced tonnage. Decline develop- ment required less capital and opened up ore reserves commensurate with advance, providing flexibility to stop operations without commit- ment: A 1 in 7 decline measuring 4.25m x 5.5m to accommodate standard Euclid 25 tonne dump trucks was developed south of the orebody. A fleet of four trucks average 12 loads each per shift over a haul distance of 700m.

We outline a first version of an ambitious goal: The world's first horizontal (matrix-independent) generic sampling standard. The specific needs and requirements are overwhelming, as all the world's analytical standards follow strict matrix or material type classification pigeonholes, leading to a plethora of analytical standards. One could rightly expect a similar multiplication regarding sampling standards, yet the singular HORIZONTAL is aimed at being truly generic. Also the existing style of standards writing is cumbersome and partly contradictory. The current work is presently being pursued in CEN and European Union standardisation regimens, for which reason full disclosure and publication is not allowed. Respecting this constraint, we unofficially present selected key issues involved in developing HORIZONTAL: The objective and scope of a horizontal sampling standard is to delineate the minimum set of principles and procedures needed to guarantee documented representative sampling for all types of materials. The horizontal standard is designed for two types of use: 1. auditing/assessing/ improving the reliability of an existing sampling procedure, and 2. design and implementation of a new sampling procedure (new lot type). The principles in this standard are all derived from the Theory of Sampling (TOS), but the standard is far from a mere collection of TOS principles. Representativeness is a characteristic of the sampling process, not of samples themselves. For practical purposes, the horizontal standard follows the fundamental distinction between 'stationary lots' (0-D, 2-D, 3-D lots) and 'dynamic lots' (within TOS aka process sampling - including extended, non-moving 1-D lots). TOS' principles of 'correctness' must never be broken at any stage, lest representativeness is irretrievably lost. The horizontal standard is not written in the mandatory fashion for legally binding matrix-specific standards, eg ISO - for the present overarching purpose a different style had to be developed. The standard must be immediately understandable in full, which merits special demands, eg extensive use of didactic illustrations. HORIZONTAL introduces an all-inclusive sampling variability measure, Relative Sampling Variance (RSV) which is for sampling of stationary lots as variographics is for process sampling - RSV is to be used as a quality criterion for any stationary sampling procedure as applied to a specific heterogeneity (lot/material). The target for this standard is all individuals, companies, organisations and regulatory bodies who are responsible for sampling: technicians, process engineers, laboratory personal, academic and industrial scientists as well as project leaders, technical managers/directors and top managers. Based on current R&D we illustrate the principles promulgated by HORIZONTAL with cases from exploration and mining of minerals commodities, a Finnsh 'Autosampler' at work in the mining context (RSV) as well as sampling equipment for use in the cement and mineral commodities industries. "This paper reflects on the author’s experiences in undertaking mining studies and reviewing mining projects and technical reports, particularly over the past five years, and the impact of recent changes in reporting standards and listing requirements pertaining to mining-related evaluation and valuation exercises. It also discusses contemporary changes in the expectations of the investment community and the implications for the role of the technical specialist in providing advice to such stakeholders.Not for the first time in history, the resources industry has experienced a significant downturn after a period of strong, sustained growth in line with the traditional view of the cyclical nature of commodity markets. The resource industry is currently faced with capital austerity in the wake of projects ‘failing’ (not delivering to expectations). In response, the industry has experienced changes in investment behaviour (slowing of investment) and an increasing regulatory burden as stakeholders seek a greater understanding of mining project risks.This paper discusses this response and uses case studies to highlight the key learnings (perhaps re-learnt) by the industry. It also discusses the challenges faced by technical specialists in communicating the results of technical and valuation studies to the investment community.As investors seek to take advantage of the current stage in the investment cycle, the key challenge of the technical specialist is to effectively communicate the uncertainty in technical assumptions, risks and opportunities that drive project value.CITATION:Fairfield, P J, 2016. Nautilus Minerals Inc is a sea floor resource exploration and development company focused on developing the Solwara 1 Project, a copper-gold sea floor massive sulfide deposit in the territorial waters of Papua New Guinea, for which it holds a mining lease and associated environment permit.Economies depend upon four key types of capital: built, natural, financial and human. Natural capital consists of the ‘minerals, energy, plants, animals, ecosystems (climatic processes, nutrient cycles and other natural structures and systems) found on Earth that provide a flow of natural goods and services’ (Daly and Farley, 2004). Many ecosystem goods such as fish, fruit and water are already valued and sold in markets; however, some ecosystem services are not amenable to markets and have remained unvalued in traditional accounting methods, even though they provide significant value (such as flood protection, climate stability etc; Batker and Schmidt, 2015).There are now economic methods available to quantify and value natural capital and many non-market ecosystem services. When valued in dollars, these services can be incorporated into a number of economic tools, including benefit-cost analysis, accounting, environmental impact statements, asset management plans and rate of return on investment calculations. Their inclusion ultimately strengthens decision-making. When natural capital assets and ecosystem services are not considered in economic analysis, they are effectively valued at zero. This omission can lead to poor decisions, inefficient capital investments, higher incurred costs and losses due to unexpected events (Batker and Schmidt, 2015).In 2015 Earth Economics was commissioned by Nautilus Minerals Inc to conduct an independent, objective environmental and social benchmarking analysis of the proposed deep seabed Solwara 1 mine with terrestrial copper mines (referred to as ‘the report’). The report represents the first ever natural capital accounting and ecosystem goods and services framework for seabed mining.The report compares the proposed Solwara 1 mine with three terrestrial mines: Bingham Canyon (Utah, USA), Prominent Hill (South Australia, Australia), and Intag (a proposed mine in Intag Province, Ecuador), and provides a natural capital accounting assessment for all four operations.CITATION:Grogan, R, 2016. In order to meet export sales requirements from 1983 onwards, Amcoal developed a new underground mine in the Witbank area of the Transvaal. The mine was required to produce 5 million tons of run of mine coal per annum giving rise to 4 million tons of saleable products. A description of the coal processing plant is given with comments on design philosophy and design parameters. Main features of the coal processing plant are the raw coal handling facilities, centralised control and data capture and the loadout station. The management systems applied during the commissioning period are described. The difficulties experienced and their solutions are discussed. Commissioning was concluded with an independent plant performance test.

Exposure to respirable contaminants in mine atmospheres has long posed a serious hazard to miners. The control of these hazards, some of which can have sudden and catastrophic effects and some others, slow and long enduring consequences, has been a major concern for labor, management and government alike. Variable bench heights, interaction with underground workings and a steeply dipping orebody are challenges faced daily by geologists at Xstrata Zinc’s Black Star Open Cut (BSOC) Zinc/Lead/Silver mine in Mount Isa, Queensland.BSOC has been in operation since late 2004 and was developed to extract the surface extents of the Zn/Pb/Ag mineralisation mined in the underground lead mine. To date many large scale stopes and extensive development drives have been intersected and successfully mined. The stratigraphically hosted orebodies strike in a north-north westerly direction, dipping ~75° west. Ore production from the pit is currently at 4.5 Mt/a.Historically, sampling was conducted using a multiple spear technique from blasthole cuttings. This method proved to be relatively reliable when blasting benches at a consistent height, but a requirement to vary bench heights to safely collapse and then mine through underground workings reduced sample representivity to unacceptable levels.The purchase and commissioning of a production rig which had been converted for reverse circulation (RC) has allowed for the flexibility of a small rig, with the capacity to easily drill 48 m holes while ensuring sample quality. Sample quality is not the only benefit of introducing RC grade control. By collecting grade control data well in advance, informed decisions can be made by planning, drill and blast and mining departments weeks beforehand, rather than hours before firing. Additionally, seeking operational value to offset higher drilling costs has proved positive with benefits including increased confidence in orebody wireframes, accurate tonnage and grade for proceeding five benches along with the ability to representatively test metallurgical response on a tight grid spacing.

Hunter Valley Operations in partnership with Orica Explosives designed a process to optimise coal extraction at depths greater than 65 m below the Hunter River in a safe and cost effective manner. The process involved a team approach to investigate the relationship between geology, mining sequence, vibration and blasting methods adopted. From this an optimum method for uncovering the coal was developed.

"Underground mine scheduling decision-making has been based on production requirements, equipment productivities and the mine planner’s instincts on the best scheduling strategy for the mine to optimise the net present value (NPV) of a project.In the last few years, innovative software has been developed to optimise underground schedules based on NPV. The schedule optimisation tool (SOT) allows the user to set up scenarios based on grade, metal content, capital and operating costs.This paper discusses the results of two case studies undertaken using the SOT software to optimise the NPV of the projects.In each case study, the SOT software has been applied in two ways:using the original mine planner’s scenario and determining whether the NPV could be improved by changing resource capacitieschanging the scheduling goals to determine whether a different mining strategy would have a better NPV outcome.The outcomes of the case studies demonstrate that the mine layout and design were contributing factors to the overall improvement of the NPV and that SOT has a more noticeable impact on the NPV of projects where less sequence constraints are required, such as geotechnical sequencing and access development.CITATION:Ebbels, A M, 2016. Coal burst is defined as a dynamic release of energy within the rock or coal mass in underground coalmines that causes violent rock or coal ejection in the vicinity of mine excavations. It poses one of the highest safety and productivity risks in the mining industry as coal bursts have the potential to cause multiple fatalities. As Australian coalmines go deeper, the likelihood of coal burst increases. Thus, it is critical to assess the ground support requirements in coal burst-prone conditions. A previous study conducted by the authors (Wei et al, 2022) reviewed the support capacities of a wide range of ground support elements in laboratory tests. This study aims to examine the role and effects of the ground support elements and systems for Australian underground coalmines to minimise the damage caused by catastrophic dynamic failures (ie coal and rock burst) and enhance the safety of mine workers.

Many organisations struggle to yield meaningful outcomes from incident investigations. This paper will demonstrate that we can discover systemic issues by rethinking the ‘Why’ and ‘How’ of investigations, fostering genuine risk reduction. Key points: 1. Shift from ‘prevent recurrence’ to ‘learn and reduce risk’: conventional investigations focus narrowly on recurrence prevention, resulting in narrowly focused investigations with limited ability to identify and reduce organisational risk. Redirecting our objective to learning and improvement opens avenues for broader risk mitigation. 2. Understanding daily work for risk insights: recognise that work is not always completed in full compliance with procedures. Workers will adapt how they complete tasks influenced by the conditions and management systems that exist every day. Understanding the conditions and systems affecting everyday work is vital for uncovering systemic risks. 3. Unearth systemic issues through in-depth exploration: many investigations address surface concerns such as lack of training, incorrect procedures, equipment not being maintained, and missing overarching organisational risks. Systemic, organisation-wide risks are not identified. To discover these systemic issues and create shared learnings, investigators must question management systems, including resourcing, planning and risk management. 4. Design actions for safe failure: common actions like discipline and training fall short and do not reduce risk. Resilience emerges from well-designed controls. Incorporate planning, better resources, interlocks, and guarding to bridge the gap between task execution and risk. 5. Investigation Reports as a Business Case: Investigation reports should not simply state historical information regarding an incident. They are to facilitate decision-making and be presented as a business case to drive change. Organisations can move beyond localised risk and ineffective administrative actions by changing investigation objectives and methods. They can facilitate learning, understand daily work intricacies, identify systemic issues, and enhance the capacity for safety, driving lasting risk reduction.

The risk and consequences of community rejection and loss of a social licence to operate is well articulated (Moffat et al 2018), however, the means for systematically managing this risk are less established. At the local scale, a mining operation is said to have a social licence to operate (SLO) when it achieves ongoing acceptance or approval from the local community and other stakeholders who can affect its profitability (Graafland, 2002). Without this social acceptance, it is very difficult for a business to operate effectively or profitably. It is well understood that social (or community) acceptance of a mine and its associated operations is a reflection of the quality of the relationship a company has with their host community (Thomson & Boutilier, 2011; Lacey & Lamont, 2014; Parsons et al., 2014; Moffat et al., 2015). Community relations are an integral part of successful mining operations and where these interactions are effective, they tend to foster mutual understanding, trust and support between a company and the host community (Kemp et al., 2006; Holley & Mitcham, 2016). Research further demonstrates that where such interactions are perceived to be procedurally fair, the increased trust created in these company-community interactions tends to lead to higher levels of acceptance of mining operations (Moffat & Zhang, 2014; Lacey et al., 2017).The challenge, however, is how to listen systematically to communities that mining and associated operations; communities that are often located across vast geographic areas and with diverse demographics. To date, traditional methods deployed to both guide and evaluate community engagement and social investment activities have been challenged to reflect the nature of the phenomenon they seek to observe, the voice of community. For example, detailed baseline surveys of community attitudes every three years by companies, as is the requirement within the policy frameworks of most large miners, provide rich insights but do not reflect the dynamic, temporal nature of the relationships that underpins their SLO. These processes typically are largely opaque to communities and distinct from the company’s engagement activities. The CSIRO Local Voices project was developed with Rio Tinto to go some way towards meeting this challenge of how to listen to the voice of community systematically. In recent years there has been a major change among mining companies in their mining methods. This has been driven by the need to increase shareholder value and optimising the value from an operation. With this understanding there has been a need for all producers to become more efficient in their mining processes. An analysis of the coal losses at Mount Thorley Operations indicated that the major losses were in the dragline section of the mine due to coal damage from throw blasting. This damage was evident after the removal of the overburden by the dragline.Coal and Allied Mount Thorley Mine in partnership with Orica Explosives developed a process to reduce the coal loss associated with the throw blasting of Mt Thorley. Orica provided its specialised knowledge and experience in the drilling and blasting area and combined this with the local mining knowledge and expertise of Mount Thorley Operations personnel to conduct the project. This partnership reduced coal loss in excess of 50 per cent whilst maintaining targeted dragline productivity.

A better understanding of the detonation performance of an explosive charge can be gained by directly measuring pressure, temperature and velocity of detonation (VOD). This is particularly important with explosives used in the mining industry because their performance is directly influenced by the degree of confinement given by the borehole diameter and the surrounding rock mass. A project funded by the Australian Coal Association Research Program (ACARP) was initiated in early 2009 with the view to design and build cost-effective prototype instrumentation to measure the relative differences in detonation pressures and temperatures of commercial mining explosives. The project’s primary focus was on low-density explosives. Low-density (also referred to as low shock) explosives have been available in various forms for nearly 20 years. There have been significant advances in the availability, reliability and flexibility of these explosives, which now offer a range of densities and degrees of water resistance. Their detonation performance is not well understood and cannot be accurately predicted with current ideal and non-ideal detonation codes. It was therefore viewed as important to be able to directly measure pressure and temperature during the detonation process of these complex mixtures in production blastholes. Identifying the pressure release patterns of both conventional and low-density explosives under different geotechnical conditions should provide the necessary information to both validate detonation codes and better define input parameters for breakage and fragmentation models. This paper gives a general description of the prototype instrumentation developed and reports on the results obtained to date in full-scale conditions.

Iron ore tailings typically containing 40 to 50 per cent Fe can be beneficiated to iron ore products containing 54 to 60 per cent Fe. The impurities are comprised of clay, quartz, cristabolite and TiO2. Goethite and hematite are also present. At high concentrations of 55–60 wt% solids, the tailings displayed high yield stress and viscosity and cannot be pumped over long distances. Composite additives comprising of NaOH, phosphate-based additives and sodium metasilicate are found to reduce the viscosity and yield stress very significantly by a few orders of magnitude. The yield stress of 100 Pa can be reduced to almost zero. At this state, dilution of the tailings with its process water to 40 per cent solids causes the coarse and high-density iron ore particles to separate from the colloidal fractions located in the supernatant after a few minutes of sedimentation. Separation by decantation produces a sediment with an Fe content of 54 per cent from tailings with 47 per cent Fe. Another tailings sample with 48 per cent Fe was beneficiated to greater than 57 per cent Fe using NaOH-metasilicate-polyphosphate additives and employing an additional washing step. The use of other composite additives, NaOH and polyphosphates, increased beneficiated product Fe content to greater than 60 per cent from the same tailings. With the current iron ore spot price of more than US$180 per tonne, the cost of this treatment process even including a desalination step, if necessary, is relatively insignificant. This study has given tailings an economic value that should be exploited as soon as possible.

The inferred ground conditions for the proposed mined cross passages at the northern end of the Waterview Connection tunnels consist of an overburden of alluvial and residual soils, with mixed face geology of highly weathered to unweathered extremely weak rock. This paper describes three-dimensional (3D) finite difference analyses undertaken to evaluate the stability of the cross passage headings and to validate the proposed sequence of excavation. The analyses undertaken incorporated the influence of the construction of the mainline tunnels and the breakout opening in the segmental lining for construction of cross passages.The stability analyses were carried out using FLAC3D™, version 4.0 (by Itasca Consulting Group) by progressive reduction of shear strength parameters to obtain a failure condition and estimate a factor of safety. For each step of strength reduction, corresponding increments of displacements of several points on heading faces were monitored. The stability obtained from numerical analyses was compared with analytical solutions. Interpretation of results of drained analyses indicated instability of the upper 2 m of heading face within the highly weathered rock mass. Additional analyses were undertaken by including grouted fibreglass dowels to reinforce the heading face. The results of the additional analyses showed significant reduction in displacements and yielding of ground around the face. The proposed temporary support comprised face reinforcement using grouted fibreglass dowels in conjunction with canopy tubes and perimeter support of steel fibre reinforced shotcrete. The stability of the construction sequence, which was related to the specific requirement of the proposed excavation equipment, was validated.CITATION:Wansbone, M G and Bhargava, R, 2014. The soil-water characteristic curve (SWCC) is one of the most essential soil properties in unsaturated soil mechanics. The water flow and storage characteristics of an unsaturated soil are closely related to the amount of water contained in the pores and the negative pore-water pressure in the soil. These are both in turn, related to the particle-size distribution and the plasticity of the soil. The SWCC is obtained by laboratory testing which is difficult to perform, costly and time consuming. There is a significant advantage in establishing typical SWCC envelopes for different soil types from a geotechnical design and analysis viewpoint. This paper presents some of the research work undertaken by UWA and NTU to develop SWCC envelopes for soil types classified in terms of the ASTM D2487 Unified Soil Classification System (USCS). This was done by establishing a large database of soils from across the world, classifying them according to ASTM D2487 and undertaking SWCC testing for each soil. The last decade has seen a resurgence of interest in lunar exploration and the emergence of countries like China and India as space fairing nations. In 2004, the US announced a new Vision for Space Exploration, whose objectives focused on human missions to the Moon and then Mars. The near future is likely to see the emergence of a worldwide drive to revisit the Moon as the first step in investigating the Solar System. To date, the Apollo missions provide our only experience of human operations on the Moon or anywhere else beyond Low Earth Orbit. Much was learned from these missions. However, their short duration means that many of the environmental effects that will be important for longer-duration missions could not be quantified. In addition, long-duration missions and infrastructure on the Moon require new technologies and capabilities, which must operate successfully and reliably in this lunar environment. Developing these technologies poses significant challenges for the exploration program. The paper discusses the risks associated with the construction of lunar surface and underground structures and the challenges to adopting the standards and rock mass classification systems developed on Earth and their applicability to the Moon. Moreover, an exchange of views to explore near-surface geologic and geotechnical profiles of the Moon is emphasized and implications of the lack of knowledge on rock mass characterisation of the Moonrock mass, the lack of theoretical/empirical experience on the use of rock mass systems outside Earth, and uncertainties.
