One of the responsibilities of the Melbourne and Metropolitan Board of Works is to provide a sewerage system for the metropolis of Melbourne which now contains over 2.5 million people. In providing this sewerage system it was necessary for the Board to embark on a large tunnelling programme some 20 years ago. As a result of this extensive tunnel construction programme, tunnel boring machines and shaft sinking methods have been developed to cope with the soft ground and soft to medium rock found in the southern and eastern areas of Melbourne where the majority of the recent tunnelling has been carried out. While in the last few years radical changes in construction methods have not been made, development has continued and improvements have been made, which have enabled the Board to extend the limits of the ground conditions in which it can efficiently construct shafts and also tunnels with boring Machines.

The 15-year long debate between the industry, Government and Aboriginal people about the rights and wrongs of Land Rights, the right of Aboriginal people to control development on their land and the relationship between the parties, has been long and often bitter. It has so far been a war of words and often the truth has been the first casualty. This paper looks at the debate and presents the perspective of Aboriginal people, as well as looking at how the industry and Aboriginal people can work together for everyone's benefit. It addresses such matters as: ò why Aboriginal people believe they have the right to control development on their land; ò the perception that Aboriginal people are anti-development; ò the perception that Aboriginal land is 'locked-up'; and ò how companies can negotiate with Aboriginal people.

Gold at the Harbour Lights Mine (HLM), WA occurs principally in pyrite (Py) and arsenopyrite (AsPy) minerals rendering it inaccessible to direct cyanidation. Froth flotation produces a concentrate with low mass recovery and with high recoveries of sulfides. After investigating several alternatives, a novel flotation process has been developed to separate the concentrate into pyrite and arsenopyrite rich fractions. The pyrite fraction is finely ground and cyanide leached, while the arsenopyrite is treated off-site. This paper describes the separation process from laboratory bench scale through to commercial operation at the HLM gold plant.

A new technology has been introduced - the use of the High-Water Solidifying Material for providing pumped roadside supports to maintain a roadway for re-use in longwall retreating. As a gob edge support, its initial use at Hebi No. 1 Colliery was successful, providing acceptable performances in support and control of convergences and lateral closures of the gob-edge roadways. This acceptability applied to both first use and re-use when the roadway became a gateroad for the adjoining longwall, remaining stable throughout the associated loadings and convergences. The technology promises economic and social benefits.

Despite the research interest on non-cyanide gold lixiviants over the past three decades all the non-cyanide gold processes are still at the developmental stages with limited understanding on solution and pulp chemistry in some cases. This is partly associated with:the difficulties in measuring reliable equilibrium data for various gold(I/III) complexes with non-cyanide ligands; the lack of knowledge on mixed-ligand complexes; and different kinetic stabilities of gold(I) complexes with respect to disproportionation. This paper presents reliable equilibrium data for complex formation, dissolution, precipitation, hydrolysis and disproportionation reactions of gold(I/III) compounds with a range of non-cyanide ligands: S2-, HS-, S2O32-, SO32-, SCN-, SC(NH2)2, OH-, NH3, Cl-. Solubility of gold(III) compounds with non-cyanide ligands follows the order: Cl- > NH3 > OH-. In the case of gold metal the solubility order at a given temperature is MgS > Fe(III) or Cu(II) / Cl- > Cu(II)/NH3 > NaOH, but the solubility increases with increasing temperature. Rate of gold oxidation with different non-cyanide lixiviants depends on the oxidant, ligand and temperature and follows the general order of oxidants: Fe(III) or Cu(II) > X2 or OX- > O2 (X = halogen). In the case of metal ion oxidants oxygen is required to reoxidise Cu(I) or Fe(II). Some of the reported data on chloride and thiosulfate leaching of gold are presented to highlight the effect of additives and the copper, silver and sulfur contents of the starting material on the success of non-cyanide leaching processes.

The Iluka Resources Ltd Jacinth-Ambrosia heavy mineral sand mine (South Australia) is located in an undisturbed semi-arid landscape consisting of sparse trees, shrubs and grasses. The soil interspaces are covered with biocrusts, a living soil cover also found worldwide in arid regions. Biocrusts are composed of lichens, cyanobacteria, algae, mosses, liverworts, fungi and bacteria, and live on and within the first few millimetres of the soil surface. Biocrust organisms bind soil particles, sequester carbon and many fix atmospheric nitrogen making them important structural and functional components of ecosystems. Despite their important role in ecological processes, biocrusts are susceptible to disturbance; nevertheless they can recover provided sufficient inoculum is present. Cyanobacteria are the early colonisers and they capture atmospheric and landscape resources and establish conditions that subsequent successional seres can capitalise on. Research conducted in countries including China, Spain and South Africa has been focused on methods to either encourage rapid regeneration of cyanobacterial remnants or to introduce new material from cultured cyanobacteria. We have been investigating the extent and diversity of biocrusts across the 4500 ha mine lease and their potential to improve mining rehabilitation outcomes. Approximately 46 per cent of the soil surfaces are colonised with biocrusts and 33 taxa have been identified. Laboratory experiments were designed to mimic massive soil disturbance and treated with a range of water qualities. Within 22 days, treatments irrigated with fresh water were colonised by new cyanobacterial filaments with a mean surface coverage of 65 per cent. Secondary tests revealed that differences in the photosynthetic yield of the crust were dependent on the salinity levels of the irrigation water used. In 2011 this program is expanding from the laboratory into field scale trials designed to assess both the potential and practicalities of up scaling these techniques to provide crushed biocrusts and cyanobacterial bio-inoculum for use in mine rehabilitation.

The 335 000 oz Wilber Deposit is located within the Meekatharra-Wydgee Archaean greenstone belt in the Murchison District of Western Australia. The deposit comprises high-grade gold mineralisation hosted within a steeply west-dipping quartz lode, which lies within a broader (20–60?m) north-east striking shear zone envelope. Locally, the northerly-trending host rock geology includes greenschist facies high-Mg basalt (albite, actinolite, chlorite, biotite, calcite, zoisite, muscovite and titanate) intruded by at least two generations of felsic to intermediate porphyries (albite, actinolite, zoisite, chlorite, sericite, biotite, quartz and titanate). The Archaean rocks are cross-cut by a number of east–west striking Proterozoic dolerite dykes (biotite (50 per cent), albite, carbonate, epidote, titanate and actinolite) that are interpreted to have intruded pre-existing regional structures. The entire mine package is cross-cut by a system of shallow north-east-striking, north-west-dipping, barren quartz veins that commonly contain large (up to 30 cm), euhedral, smokey quartz megacrysts.The north-east-trending lode lies within a 3 m wide shear zone and varies from a single discrete 0.5 to 4 m wide laminated, massive or brecciated quartz-carbonate vein to multiple laminated veins up to 1 m wide within the shear. The veins exhibit strong boudinage, with cross-cutting quartz-carbonate seal veins in the boudin necks. The boudin necks often contain pink calcite. The shear zone fabric wraps closely around the boudin necks proximal to the vein, becoming more lode parallel distal to the vein. The lode is offset by a north to north-north-west trending fault.Mineralisation occurs as free gold within the quartz carbonate veins, with accessory sulfides including pyrite ± chalcopyrite, ± galena ± sphalerite. Fuchsite is observed in the veins, as laminar wall rock inclusions, with visible gold commonly associated with the wall rock laminations.Gold grades range from less than 1 g/t within the hosting shear zone, either at the margins or interstitial to the veins, to approximately 30 g/t in the single vein, and up to greater than 60 g/t in the multiple vein areas. Production targets are the basis for almost every decision made by operations personnel in the daily operation of a concentrator. It is the production targets that determine how the plant is operated and therefore determine its efficiency. However, to achieve maximum plant efficiency production targets must be relevant to the process and achievable.In RoseberyÆs case, for many years, production targets were taken from budget data which, with the exception of mill feed tonnes and grades were carried forward from the previous budget. The zinc concentrate grade target was fixed at 57 per cent Zn, a long-term average; it was the accepted æstandardÆ for Rosebery. Historical data showed this target was never consistently achieved and plant efficiency was highly variable.Investigations into the possible causes for the variable performance ruled out plant and mechanical issues. Despite the Rosebery concentratorÆs age the plant and equipment are more than serviceable and reliable. The mineralogy of the ore and specifically the iron content of the sphalerite was found to be the most significant determinant of zinc concentrate grade. It was found with increasing frequency that the zinc grade of the sphalerite in the ore was below the zinc concentrate grade target. Consequently on these occasions attempts to meet the required concentrate target destabilised the process resulting in plant inefficiencies.Using the correlation between iron and zinc, data modelling was able to accurately predict the maximum zinc concentrate grade achievable for any ore type. By using on stream analysis instrumentation the operations personnel are now provided with constantly updated concentrate grade targets. By knowing the mineralogical limits of the ore at the time it is being treated process stability is maintained allowing plant efficiency to be optimised. Xstrata is the operator of both Minera Alumbrera Ltd (50 per cent Xstrata, 50 per cent Wheaton River) and Ernest Henry Mining Pty Ltd, (99.99 per cent Xstrata), both copper-gold deposits, using conventional SAG/ball milling at current capacities of 36 Mt/yr and 10.3 Mt/yr respectively. Alumbrera is located in Catamarca Province, in the north west of Argentina. Ernest Henry is located in Cloncurry, north west Queensland, Australia. Both operations started in late 1997, with commercial production achieved in early 1998. Different designs and equipment are in use for both operations, however the evolution of SAG milling performance, although logically related to their specific features, reflect similar trends of consistent increases in throughput. This paper will discuss the main changes to the SAG mill liners in both operations and the results achieved to date. A summary of the operating strategies will be included.

Kaolinite is of very fine particle size in nature and thus its dispersion plays a key role in the successful removal of kaolinite in iron ore flotation and selective flocculation processes. As the most widely used dispersant in the world, sodium silicate has been used as a standard dispersant for kaolinite in the iron ore industry. However, the actual effect of sodium silicate on the colloid stability of kaolinite particles and its dispersion mechanism remain unknown in the literature. In this work, the dispersion effect and dispersion mechanisms of some common inorganic and organic dispersants, including sodium silicate, polyphosphate and a low molecular weight polyacrylic acid, on kaolinite particles were systematically investigated through electrophoretic mobility and colloidal stability studies over a wide pH range. It was found that sodium silicate-kaolinite interactions only take place in the neutral and acidic pH range, while polyacrylic acid and polyphosphate interact with kaolinite from pH 3 to 10.5. Consequently, sodium silicate only disperses kaolinite at neutral and acidic pH. In contrast, polyacrylic acid and polyphosphate disperse kaolinite from pH 3 to 10.5, with strong dispersion effect observed at neutral and acidic pH. In the iron ore industry, selective fl occulation and reverse cationic fl otation, the most widely used flotation route, are both conducted at pH 10 to 10.5. The results of the present study show that, at such high pH, polyacrylic acid and polyphosphate are more effective dispersants of kaolinite, in comparison with sodium silicate.

The approach to risk management during the procurement of major projects often has a significant outcome on the ultimate delivery of a project. The NZ$1.4 B Waterview Connection project is the largest and most complex project yet undertaken by the New Zealand Transport Agency (NZTA) and the procurement process for an alliance contract was refined to provide compliance with the International Tunnel Insurance Group (ITIG) Code of Practice for Risk Management of Tunnel Works (TCoP). The principle of shared risk within an alliance incentivises a common understanding of project risks prior to finalising the alliance agreement and therefore enables superior risk management through design, construction and beyond. Risk management practices need to be instigated well in advance of commercial phases, so that commercial competition does not lead to a significant elevation of project risk. In particular the practice of gaining commercial advantage by taking on a potentially unmanageable level of risk is one of the outcomes to be avoided by the TCoP.During the procurement phase the NZTA placed high value on design and construction mitigation measures proposed in order to address ground risks, as is appropriate for a major tunnel project. In order to achieve alignment on the level of geotechnical risks an Alliance Geotechnical Baseline Report (AGBR) process was developed.This paper describes the measures taken during the procurement process to achieve certainty with respect to outcomes and minimise project risks whilst also achieving value for money. The iron and steel industry is experiencing an increase in the use of iron and steel commodities within societies, decarbonisation pressures, depletion of high iron ore grades and high energy consumption. This necessitates scrap metal recycling, low-grade ore utilisation using the induction or electric arc furnace to achieve the global target of net zero CO2 emission. The available highquality scrap metal cannot sustain the steel industry but the world has unused hematite-goethite ores. It is the aim of this research that this resource be utilised using the induction furnace to sustain the steel industry in an environmentally friendly manner. Indurated pellets prepared from the hematite-goethite ore, 5 wt per cent limestone and 5 wt per cent coal addition were smelted in the induction furnace at 1350 ± 50°C with 25 mins holding time. The effects of basicity and carbon content were also investigated to optimise the smelting parameters. The results showed that the careful control of the basicity, and iron-to-carbon ratio maximised total metal recovery. The optimal basicity ratio was determined to be 1.3 and a carbon to iron ratio of 1.4 achieved a total metal recovery of 73 per cent. The metal recovery was closely related to the estimated slag melting temperature. The basicity ratio of 1.3 achieved the lowest slag melting temperature estimated to be around 1380°C based on the CaO-SiO2-Al2O3 phase diagram. The recovered metal had a comparable chemical composition and microstructure to that products from an ITmk3 furnace.

Cliffs Natural Resources Pty Ltd (CNR) operates iron ore mines in the Koolyanobbing region of Western Australia, about 50 km north of the town of Southern Cross. Ore is trucked from three geographically isolated sources to the crusher at Koolyanobbing, where it is blended before and during crushing. Lump and fines products are produced and railed to Esperance for ship loading and export to Asian customers. CNR is examining alternative processing paths, from mining to ship loading, with the aim of improving efficiency and reducing costs. Modifications to the system must be consistent with potential future expansions and maintain the low inter-shipment grade variability on which CNR prides itself and has built a strong relationship with its customers. In searching for the optimum process design, many options from mine face to ship loading must be evaluated and compared. Pilot plant studies are infeasible, while complex mineralogical interactions, competing goals and numerous possible system configurations limit the applicability of theoretical analysis. It was therefore concluded that simulation modeling would provide the confidence to take the next step into production trials. This paper describes techniques applied at CNR to simulate grade variability resulting from potential process design changes. The simulation models are easily run Excel-based modules, with each module representing a different part of the process. The modules use extensive Visual Basic macros driven by Excel's user-friendly interfaces. Presentation of the results is enhanced by Excel's excellent graphical capabilities. The simulation software stores and graphically presents time-stamped data from a run, enabling detailed analysis of different process configurations. Final success of a simulation run is measured by inter-shipment variability (standard deviation and process capability) and in-process ore tonnages. Meaningful results from the simulations require the initial input data contain the same correlations present in the real production environment, between the mineral components, production linkages and across time. The data also have to allow simulation of potential changes to mining method and introduction of new pits into the blend. Mining data from the real operations under study are therefore used, with average grades and variability adjusted to match potential future development proposals. It is also necessary to filter out medium and long-term variations from the production data as this variability is best controlled through the conventional medium to long-term mine planning process, not by the process design being studied. The filtering was carried out using a Fourier transform technique, which is described.

The economic success of cave mining projects is significantly influenced by the secondary fragmentation size distribution of the caved orebody and making the fragmented ore available for extraction. If the cave does not propagate as predicted, it may lead to stalled cave growth and/or localised preferential caving. This can cause significant ore loss and the inclusion of excessive waste in draw columns, both of which damage the economic value of the project. Uncontrolled caving can have severe consequences for the safety and economics of mines. Such safety risks include air blasts due to the formation of excessive air gaps and damage to infrastructure due to surface subsidence. Monitoring the cave-back delivers critical feedback that is required to exert control over its propagation and reduce the likelihood of adverse consequences. Current methods for monitoring cave propagation include access through open holes, microseismic monitoring systems, time domain reflectometers and extensometers. All of these monitoring systems rely on stable holes for installation and ongoing data collection. However, cables in holes often get sheared due to ground movement in the seismogenic zone well ahead of the cave front, rendering the systems useless. To resolve this issue, Elexon Mining, with the support of Rio Tinto, developed the Networked Smart Marker system, which is based on Elexon’s Smart Marker technology. This system provides a more robust and versatile alternative to other cave monitoring systems as the data is transmitted wirelessly through rock, and thus is not vulnerable to hole shearing/dislocation experienced with current cave monitoring systems. Installations at the Argyle block cave have proven that the Networked Smart Maker system can continue to provide information on the cave-back’s location long after all conventional monitoring systems have failed. Blasting is a common practice in mining whereby solid rock is fractured, using explosives, to a more manageable size. The effectiveness of blasting influences a number of downstream activities such as shovel digability, crusher throughput and mill throughput. As the cost of explosives is relatively low compared to milling costs (mainly due to power consumption), blasting practices can be optimised so that the downstream processes are made more efficient, and an overall cost saving made. This is the basis of the Mine to Mill approach. The effectiveness of the blasting is influenced by two main factors, the blasting practices used (eg explosive amount and type) and the geology of the area. As the geology cannot be altered, the blasting practices must be refined to create optimum blasting. Kalgoorlie Consolidated Gold Mines (KCGM) Fimiston operation, located in the heart of the Kalgoorlie Goldfields is the largest gold mine in Australia. Mine to Mill at KCGM has had varied success, with initial positive indications being lessened by a number of factors, including the increase in the amount of voids.

Occupational exposure limits for diesel particular matter (DPM) are progressively being adopted in a number of countries. Many of these follow the lead of the US Mine Safety and Health Administration initiated in 2008. In line with adoption of best practice it is accepted that all exposures should be reduced to as low as reasonably achievable. The management of diesel emissions and occupational exposures to those emissions requires an integrated strategy incorporating efforts from all key departments on a mine, including management, production, maintenance, supply and occupational health and safety.Australian coalmine longwall moves rely on the use of high-powered diesel equipment such as chariots and other machines that produce exhaust pollutants of gases and DPM. To reduce mine personnel’s exposure levels to DPM a hierarchy of controls can be followed. Minimising the use of diesel equipment, better operator positioning in relation to exposure source, using efficient engineering methods and adopting better ventilation to reduce concentrations through dilution are some of the controls that can eliminate exposures. Approaches generally adopted in Australian longwall mines currently rely on a combination of strategies such as optimisation of ventilation, use of diesel particulate filters and use of diesel tag boards that minimise the number of vehicles through recording entry and exit into working panels.A study has been undertaken into the mine ventilation systems currently in use during longwall moves within Australian modern longwall extraction mines. This paper reviews current longwall section ventilation systems and discusses evolving changes being adopted to address the more complex problems in dealing with section DPM during phases of the operational moves. The effects of DPM on crew members as well as the diesel equipment operators within a longwall section are examined. Traditionally, comminution and flotation have been surveyed, analysed and optimised separately. This often results in less than optimal outcomes because of the complex interactions between the two processes. Flotation recovery is a strong function of the valuable mineral particle size distribution with lower recovery of ultra-fines due to poor flotation kinetics, optimum recovery for the intermediate sized particles and lower recovery for the coarser particles due to poorer liberation. Thus, to optimise flotation recovery and grade it is usually best to grind to a fine size. This requirement needs to be balanced by the cost of grinding finer and the revenue that results from an increase in grinding throughput, which often results in a coarsening of the flotation feed.This paper demonstrates a technique which can be used to predict the effect of a change in feed grind size on flotation performance. It can be used to determine the optimum grind size for a particular operation which optimises total circuit profitability. Analysis is relatively easy to perform, as a minimum, requiring only size by assay data of the feed and product streams of the process. Case studies will be presented that demonstrate the usefulness of this technique in feed grind applications. Potential use of the technique for regrind evaluation is discussed. The paper continues an account, begun in a previous paper, of experimental work carried out by the author whilst a member of the metallurgical staff at the Cockle Creek Works. The general method of the description of the plant and works practice adopted previously has been followed.The paper is a short account of the methods used in and the results of an investigation of the fume losses from the various parts of the plant.MEASUREMENT OF VOLUMETwo independent methods were used. The first depended on a number of pitot-tube measurements of velocity. These readings were taken in the stacks leading from the various furnaces at a considerable height above the ground so as to obtain as regular conditions as possible at the points where the readings were taken.Three openings were made in each stack and the pitot tube inserted into each opening in turn and readings taken at the centres of imaginary areas of equal size. The average velocity in the stack was thus obtained.After four tests had been made at the smelter stack, which removed the gases from all blast furnaces in use, the centre of velocity of the gases for each test was calculated and was found to be practically constant in position. The previous procedure was varied in subsequent tests on this stack by taking a succession of readings at the centre of velocity instead of at various points...

The iron ore district of Gol-e-Gohar (GEG) is located 60 km south-west of the city of Sirjan, in the Kerman Province of the Islamic Republic of Iran. Six exploration targets have been identified and iron ore has been mined from one area with dry and wet concentrate products sold. Prior to mining commencing in 1999, the proven reserves were estimated at 265 million tonnes (Mt) in 2004 and 40 Mt of 100 Mt overburden has since been mined. Of the six exploration targets, the largest anomaly in the GEG district is Deposit No 3. This paper discusses economic considerations focusing on mine extraction and construction of a concentration and pelletising plant to process ore from Deposit No 3 of GEG. Planned capacity of 10 Mt product (concentrate and pellet) per year is targeted to commence in 2011, and nominal capacity by 2014. The economical evaluation and analysis is one of the most important stages in the feasibility study of mine development. Financial calculations including the provision of financial resources, operation period revenue, loss and profit statement, cash flow, net cash flow, internal rate of return and net present value have been undertaken as part of the feasibility study. The feasibility study operating plan assumes a large open pit mine containing proven reserves of approximately 250 Mt. The feasibility study assumed an economic return of $80 per tonne iron pellet. The economic study determined that Deposit No 3 of GEG can be economically developed by open pit mining followed by magnetite separation and flotation to generate iron concentrate and pellets.
