Introduction Some people say it is almost impossible to get mining permits in California. Some say the day of the lone mining entrepreneur is past. And some say you cannot make money mining gold where old-timers have already mined it, especially in Tertiary gravels. But a young mining operator and SME member, Tim Callaway, is proving these ideas wrong. Callaway's company, Brush Creek Mining and Development Inc., has the necessary permits for its Gardner's Point gold mine in Sierra County, CA. And, Callaway has secured funds for the 7.7 km'/d (10,000 cypd) Tertiary gravel operation. The company's initial goal is to produce 373 to 466 kg/a (12,000 to 15,000 oz per year) of gold at Gardner's Point mine at a cost of less than $6.43/g ($200 per oz). Feasibility studies are currently being conducted to consider product levels up to the 1555 kg/a (50,000 oz per year) involving additional plants and infrastructure. While exploring for other hard-rock properties, the Brush Creek company already operates the Brush Creek lode gold mine. The mine sits high on a ridge south of Goodyear's Bar, which is located on the North Yuba river. It might be noted that the Brush Creek mine has been the subject of media stories recounting how a mine can operate with sensitivity to the environment. Gardner's Point project In 1983, Callaway negotiated with the Gardners Point Ltd. Partnership for control of the Gardner's Point property. The Partnership had been engaged for three years in securing permits, mapping and drilling, and test mining. The Partnership actually mined about 43.5 dam3 (57,000 cu yd) of gravel, which yielded 25.2 kg (810 oz) of free gold. Later, the Brush Creek company acquired ownership of the property. The company then began its own exploration and development program. As underground development proceeded at the Brush Creek mine, plans matured for a high-volume operation at Gardner's Point. Australian and English investors contacted Callaway. A joint venture was negotiated. The Australian owners became majority participants; the Brush Creek company, a minority participant and the operator. The Australian investors agreed to contribute $3.5 million (60%) to the Brush Creek Joint Ventures. The Brush Creek company will contribute its expertise as well as assets and liabilities valued at $2.3 million (40%). About $2 million has been allocated to the Gardner's Point project. Later, Brush Creek Mining and Development Inc. sold 50.4% of the company's common stock to English investors for $5.4 million. Callaway negotiated this private placement, which permits further exploration of projects being investigated. Geography and history The Gardner's Point mine is located in the northern Sierra Nevada of California, about 9.6 km (6 miles) east of the little town of La Porte in Plumas County. The mine lies high on a ridge above Slate Creek, which divides Plumas and Sierra Counties. La Porte is accessible from the Sacramento area by a winding, paved, two-lane highway. But the mine is reached only by two different unpaved county and Forest Service roads. Both roads include steep grades in and out of the Slate Creek canyon. The International Seabed Authority and a number of countries have or are in the process of developing environmental impact assessment guidelines and legislation for seafloor mineral development. The formal decision to grant a project an environmental permit is based on an environmental and social impact assessment (ESIA), culminating in an environmental impact statement (EIS). The EIS needs to be supported by sufficient data upon which an assessment of impacts can be made and mitigation measures developed. Given the remote locations of many seafloor prospects, collection of sufficient environmental data to inform an EIS is often a difficult, expensive and lengthy process.

In order to be most effective in its application and availability, this information needs to be collected in programmes with defined objectives and deadlines. "Over the last few years, a multi-faceted feasibility study has been evaluating the introduction of hydrogen fuel cell-powered equipment into underground mines to replaced diesel engine-powered equipment. The analysis has shown that under normal operating conditions fuel cells could at the very least be an environmental and health benefit by eliminating combustion engines and their unwanted by-products. However, they could also generate significant reductions in the amount of ventilation a mine needs to supply when compared to dieselized operations; this would further decrease a mine’s energy consumption, its associated greenhouse gas impact, and also reduce a mine’s significant ventilation-associated costs. Fuel cell-powered equipment also has the advantage of lower noise and heat production compared to its equivalent diesel-powered counterpart.The degree to which fuel cells can generate ventilation benefits in underground mines depends upon a number of operational parameters and mine specific qualifiers such as current ventilation control or management, mine depth, inherent dust conditions, and minimum velocity requirements.However, another major consideration in the introduction of fuel cells in underground mines will be the safety requirements associated with diluting and removing the potentially explosive hydrogen in the event of a gas leak. In outside surface applications, it is possible to use dispersion, buoyancy, time, and lack of ignition sources as mitigating factors in deriving a low risk of an explosion. However, in underground operations, these factors change, and dispersion and buoyancy are limited; time may not be available and, in non-coal mines, ignition sources are not typically controlled. When a hydrogen leak occurs, the availability of sufficient ventilation to dilute and effectively remove the gas will be critical. Consequently, ventilation may be the prime risk controlling factor. In this paper, the authors evaluate the potential benefits of replacing diesel engines with fuel cells in powered production equipment, discuss the mitigating qualifiers that could limit ventilation savings, and evaluate solutions to retain and maintain an additional ventilation capacity in the event of an emergency situation, such as a hydrogen leak from the fuel cell stack or its distribution system."

The optimal maintenance and control of the air flow and pressure distribution in a mine network are achieved by the correct positioning of the mine fans and regulators within the mine ventilation circuit. The principal considerations are the location of the main and underground fans or regulators and the attendant control of mine leakage. Air flow control is achieved by either passive or active regulation. Passive regulation adds resistance, usually in the form of a regulating door. Active regulation adds pressure sources in the form of underground booster fans. "A preliminary evaluation, based on existing data, has been made of the implications of placing radium-barium sludge in tailings areas. The study was restricted to a consideration of possible increases in the quantities of radionuclides escaping to the environment through either groundwater or surf ace water, considering the types of tailings treated and the effluent treatment systems currently operating in Canada.IntroductionIn the recovery of uranium from ore deposits, the tailings produced by mine/mill complexes are conveyed to impoundment areas in slurry form. After settling, the supernatant is discharged to the environment together with runoff from precipitation on the tailings bas in. Currently, all operating uranium mines in Canada employ barium chloride treatment to control the release of dissolved radium to the aquatic environment. The dissolved radium in the tailings decant is precipitated with barium chloride, forming (Ra,Ba)SO4, and allowed to settle in ponds or lakes. In some instances, settling tanks have replaced ponds and flocculants have been added to aid settling. Because the Atomic Energy Control Board does not consider the precipitation ponds to be suitable for final disposal of these sludges, acceptable sites must be found. Options which have been suggested for sludge management include underground placement either in worked-out mine areas or in special chambers, or placement in the tailings areas. Conceptually, the latter alternative is attractive and probably would minimize sludge handling. This alternative would be subject to the AECB policy which requires that upon abandonment, radioactive releases from a tailings area must be within present regulatory limits and that treatment to meet these limits should not be required in perpetuity.No quantitative data exist concerning either the effect of physical and chemical conditions in the tailings on resolubilization of radium from precipitated sludges or the fraction of this additional radium which would be released."

On October 1, 1993 the regulations for assessing and cleaning up contaminated soil and groundwater in the Commonwealth of Massachusetts were revised. These new regulations, known as the Massachusetts Contingency Plan (MCP) 310 CMR 40.0000, were developed to keep routine releases out of the regulatory system and rely on private parties to handle most releases without Department of Environmental Protection (DEP) oversight. An integral part of the new MCP is the Licensed Site Professional (LSP). An LSP is required to handle activities and render opinions once a site enters the MCP. These regulations must be adhered to where ever a release has occurred, including construction sites. A brief overview of the new MCP is given below; see attached MCP Flowchart for graphical summary. Entering the MCP Process A release of oil or hazardous material (OHM) to the soil or groundwater above applicable reportable quantities (RQ's) or reportable concentrations (RC's) will require notification to the DEP and compliance with applicable provisions of the MCP. RQ's and RC's are listed in the MCP (310 CMR 40.1600) for most compounds that are typically encountered. For each compound there are two RC's for soil (S-1 and S-2) and two for groundwater (GW-1 and GW-2). The S-1 and GW-1 RC's apply to sites that are environmentally more sensitive, as a result they are lower than the S-2 and GW-2 RC's.

In New South Wales, development applications for major coal mining proposals are determined by the Minister for Planning and Environment and applications for mining leases and other mineral titles are dealt with by the Minister for Mineral Resources. The environmental conditions placed on the development consent, the coal mining lease and the approvals and licences under the pollution control legislation, amount to a substantial component of any new project's planning and commissioning considerations.An outline is presented of the framework within which various approvals are granted and conditions for environmental management are imposed upon mining projects. The principles and concerns, as perceived by the regulatory authorities, on which the majority of approval conditions are based are also outlined.No attempt has been made to analyse the extent to which these principles or standards are achieved in practice, nor to discuss the degree to which some of the conditions are achievable with the current status of technology and economics in the coal industry.

Sulphur-rich minerals such as authigenic pyrite (FeS2) are commonly associated with coal mine workings. Metallic elements such as arsenic (As), copper (Cu) and zinc (Zn) are enriched in the pyrite relative to their concentrations in the surrounding environment. Exposure of pyrite and coal to air and water results in a series of oxidation and hydrolysis reactions that are commonly catalysed by species of Thiobacillus bacteria. These reactions lead to a lowering of the pH in the drainage waters (acid mine drainage, AMD) and subsequent mobilisation of trace metals in environmentally significant concentrations. This study assesses the spatial distribution of As, Zn and Cu concentration in water in relation to pH and Eh (redox potential) downstream from the tailings at the Wangaloa opencast lignite mine in southeast Otago. This mine was abandoned in the late 1980s due to a decrease in the economic viability of mining the lignite. The area is showing the characteristic symptoms of AMD, which is detrimental to the health of several Pinus radiate growing on some of the tailings. The pH of the drainage waters can get as low as 2, and in some instances, lower, but it returns to near neutral (pH 6.5) up to 200 metres down stream from the base of mine waste piles. It is well documented that the atmospheric oxidation of pyrite is catalysed microbially, causing a substantial decrease in the pH of the drainage waters. Acidification is then counteracted predominantly by natural abiotic remediation processes occurring downstream.

Environmental considerations are of increasing importance in determining the acceptability, schedule and cost of expansion ofCanada's uranium processing industry. Environmental considerations must be addressed in the early stages of facility planning. This results in a dilemma, as the process data needed to predict physical environmental impacts are not yet available from process design activities. Hence, a business risk is incurred if plant design is carried forward to meet these requirements prior to project (or site) approval. On the other hand, project scheduling normally mitigates against leaving process design engineering until such time as project approval is obtained. This paper examines the experience gained in Eldorado Nuclear's proposed expansion of refining capacity as viewed by an environmental engineering consultant. The history of the project and the relationship to process design functions in the two-year period prior to the Port Granby environmental hearings are reviewed. During the Port Granby public hearing, there was a consensus that normal operation of the proposed refinery could be successfully integrated with the site's natural environmental constraints. Moreover, the radiological impact from plant operations was demonstrated to be inconsequential. However, concerns were raised relating to plant upset and accident situations. These concerns are summarized. Process data requirements identified during the environmental hearings are discussed. Finally, the concerns for on-site burial of radioactive waste are reviewed. These concerns focussed on long-term stability of the waste in the presence ofgroundwater transport, erosion and glaciers. The AECB's position on waste management with regard to this project is reviewed in light ofthe implications for design.

Massive sulphide ZnPbCuAg deposits in the Halls Peak district of north-eastern NSW are of the submarine volcanogenic type. They occur as a number of small lenses enclosed in shale and epiclastic rocks, in association with felsic volcanics of early Permian age. The deposits crop out in steep terrain near the eastern edge of the New England plateau. Local relief of 700 m and slopes up to 50¦, coupled with an average annual rainfall of about 1000 mm has led to local severe land sliding in previously mined areas. Mining from the 1890s to the 1960s has also resulted in unconstrained drainage of heavy metal-bearing acid waters and physical dispersion of finer grained metalliferous sediments into the Chandler River. Waters emanating from the main landslide area, from underground workings and draining scattered unconfined stockpiles of massive sulphide ore have pH values of 3 to 4 and contain elevated contents of Zn, Cu, Pb, Cd and Fe. Chemical mobility of heavy metals into streams occurs under low pH conditions with Zn exhibiting the greatest dispersion. Increasing pH conditions downstream cause precipitation of Fe phases and coprecipitation of heavy metals. Physical dispersion of secondary metal-bearing minerals into the surrounding creeks results in wt% levels of Cu, Pb and Zn in the stream sediments thereby exceeding the regional background values by one to three orders of magnitude. Areas disturbed by mining are characterised by lack of vegetation, biomagnification of heavy metals into algae and lower plants, and partial recolonisation by metal-tolerant grass species (Snow Grass, Poa sieberana; Blady Grass, Lomandra longifolia). Rehabilitation measures will have to include landslide stabilisation, impervious sealing or removal of sulphidic materials, import of topsoil and revegetation by metal-tolerant, slow-growing native grass and shrub species.

In all the industries that require blasting operations using explosives, there exists numerous unwanted side effects of the blast which may pose as environmental hazards. These hazards face prominence, especially in India, where there are very stringent rules and regulations governing the use of explosives. The environmental hazards associated with blasting operations as a whole can be tacked successfully to a certain extent depending upon the ultimate expectations of ,the post-blast effects and the limitations of the environmental obligations as specified by the authorities from time to time and from place to place. The main parameters which require attention to limit the post-blast results to the optimum level are ground vibrations, dust pollution, gas pollution, air blast effects, noise pollution & fly rocks etc.

Requirements for minerals are on the increase globally and the deep sea offers a potential source of essential materials. Extracting these minerals from what is considered an environmentally sensitive area, and one about which little is still known, is a challenging activity, which needs careful consideration and an appropriate environmental impact assessment to be carried out. Extraction of material from the deep sea beds can cause disturbance or damage to benthic communities; impact on mobile marine species such as fish, mammals and reptiles; cause increases in suspended sediment and sediment deposition onto potentially sensitive areas or potentially release contaminants which were previously bound to the sediment. This paper discusses the potential environmental issues surrounding extraction of deep-sea deposits using aggregate dredging techniques and how those issues can be appropriately assessed. In particular issues of suspended sediments, plume transport, water and sediment quality and underwater noise impacts on potentially sensitive species and habitats will be explored.

Mountain Top Removal (MTR) mining started in West Virginia nearly thirty years ago. This surface mining method can extract multiple coal seams as thin as a few inches thick with total recovery and minimum rock dilution in very steep mountainous terrain. It is highly efficient even if coal seams are in close proximity and small in aerial extent. Consequently, MTR has been widely used in the Central Appalachian Coalfield (mainly Kentucky, Tennessee, Virginia and West Virginia) for the past thirty years with great success. In that respect, there has been no demand for research and little scientific research has been performed to investigate its impacts on the surroundings in the history of MTR mining. However, in the past two years the debate over the MTR mining has grown quickly and in times become very intensely. This paper describes chronologically the issues raised by various parties, legal actions, its impacts on mining permit application and research projects developed to address the issues.

The Gippsland Basin is unique in Australia in that it is a major resource based industry centre within a sensitive and special environmental context supplying Melbourne, a major urban/industrial environment with most of its energy 'on-line'. The environmental effects of the supply systems are generally local and mostly affect only those who are directly or indirectly dependent on the upstream systems. The major urban metropolis which is served remains largely unaware of the environmental impacts of the system upon which it is dependent, except when specific attention is drawn to them as in the case of the Latrobe Valley Outfall, algal blooms in the Gippsland Lakes, etc. This paper discusses the environmental context within which the energy industries operate, the environmental legislative framework which applies, the likely environmental impacts and some solutions. The energy resources of the Gippsland Basin occur in an area where the physical environment exhibits a wide variety of inherent energy states in its physical and biological regimes. The off-shore regions of the oil and gas platforms has to be able to withstand the wind and wave energy generated in a shallow sea in a confined waterway lying athwart the main current and climatic stream. The coastline includes the delicately balanced quiescent environments of Corner Inlet with its 'wilderness' tourism industry and the powerful surf and long shore drift and dunes of Ninety Mile Beach.

This paper will present the results of an analysis of several abandoned coal mine projects and includes field data for over a dozen different reclamation projects recently completed in the state of West Virginia. The analysis was performed with the objective of summarizing and or classification of the environmental consequences with reference to the characteristics of the mining facilities (surface, underground, etc.). The analysis also addressed the itemized cost of remediation with respect to procedures, environmental concerns and time. The results of the analysis are that each abandoned coal mine site in West Virginia have/had many unique features and in most cases include a combination of environmental concerns that complicate comparisons. The study also revealed that the abandoned mine land program for mines abandoned prior to 1977, that is being financed by a tax on the production of coal, has produced many benefits for the state of West Virginia. This grant program administered by the Office of Surface Mining, has resulted in a high quality methodology of remediation that has been successful for many years in greatly minimizing and/or eliminating environmental concerns from abandoned coal mines.

"1. INTRODUCTIONTo say that the environment will be a dominant issue in the 1990' s is an understatement. A world-wide ""green revolution"" is taking place not only with the general public and politicians, but in the boardrooms and plant facilities of corporations around the world. There is probably not a plant manager who has not been requested by his corporation to assist in some way on environmental issues by providing advice and strategy, by dealing with customer or community concerns, by considering environmental matters in transactions, by developing new environmental compliance policies and requirements, and so on.There are, in the author's view, three main challenges for the mining industry in the environmental area in the 1990's. This paper will discuss each in turn. The first challenge is the concept of ""sustainable development"". Whatever the meaning of this much-debated phrase, we are rapidly moving beyond the buzzword, and into the specifics. It will clearly impact on the way we manage our companies, our communities and our personal lives.The second is the challenge of personal liability; particularly for officers, directors, supervisors and managers of the corporation. For example, in Ontario today, a good percentage of prosecutions for pollution offences are against individuals, usually managers and supervisors, in addition to the prosecutions against the corporation itself for the same offence. In all likelihood, prosecutions will increase in number and will increasingly be directed at individuals. A corporate president has already served a jail term for contempt of court related to his corporation's breach of a court order related to sewer by-law offences. Although the case is on appeal, another president has become the first officer in Canada to be sentenced to jail for violation of an environmental protection statute. Other corporate officers and directors have recently been charged with breach of their duty under Ontario's Environmental Protection Act."
