The ocean floor is increasingly being discussed in terms of its resource potential. New discoveries, improved knowledge and access to unexplored areas of the deep sea and continental shelf are some factors contributing to a renewed interest in the seafloor exploration and mining industry. The industry has been referred to as the ænext minerals frontierÆ. To date, much of the research has focused on proving economic and technical viability of the industry, with environmental issues addressed locally. However, there is limited research internationally, and none known in Australia that considers the social viability of the industry, addressing issues such as regulatory contexts, international precedence and public acceptability. Does the nascent seafloor exploration and mining industry have a social license to operate? Does it have support amongst the wider community? If not, why not? The Wealth from Oceans National Research Flagship explored these questions by scoping the social issues that would surround an expansion. Two desktop studies provide insight into the current level of activity in seafloor exploration and mining, recent developments and the regulatory regimes on which the industry is based. One study focused on the situation in Australia, while the other was internationally focused. A series of workshops were held with key stakeholders from government agencies, industry and other interested parties, such as environmental groups and the fisheries industry. These workshops identified and explored the different stakeholdersÆ perceptions of the benefits, concerns, opportunities and key questions associated with an expansion of the seafloor mining industry. The desktop studies revealed that Australia is one of only a few countries with legislation specific to seafloor exploration and mining. Nevertheless, barriers to licence approval exist because of lack of precedent in applying this legislation. Consequently, the decision process can be vulnerable to political issues and subjective judgements. The outcomes from the stakeholder workshops suggest this inconsistency may be influenced by the high levels of concern and uncertainty over environmental impacts. Uncertainty over environmental impacts can influence the acceptability of an environmental impact assessment (EIA) and also mean the perception of risk is variable. Overall, this research suggests that the future of the seafloor exploration and mining industry will be highly dependent on AustraliaÆs ability to:improve the knowledge-base underpinning the regulatory regime,generate open and transparent communications between stakeholders, andimprove the understanding of policy and regulatory processes.

The addition of cement to underground backfill at The Zinc Corporation, Limited and New Broken Hill Consolidated Limited, Broken Hill commenced in 1967. A deterioration in metallurgical performance at each concentrator occurred as a result, with increased loss of lead and zinc to residues. Investigations to determine the reasons for this problem and methods to counteract it have been undertaken. This paper outlines the effects of cement on lead-zinc beneficiation at Broken Hill and presents an interim report on attempts to overcome the metallurgical deterioration.

Drilling in the south of the Rapahoe Sector at Greymouth Coalfield has demonstrated the existence of thick coal seams in the upper Rewanui Member. Seam correlation is handicapped by complex lithostratigraphy and laterally variable geophysical log profiles. An integrated investigation of coal measure stratigraphy, coal petrology, and proximate analyses, suggests a feasible model whereby most of the major seam intersections belong to a single horizon. Coal properties vary laterally in response to original swamp conditions, which are believed to have ranged from well-drained to ponded. A new model of peat accumulation is proposed for the northern Rapahoe Sector, whereby Upper Rewanui peat accumulation occurred on a flood plain between the levees of a major south southwest-flowing fluvial system in the east and the toe of a western alluvial fan.

Iron ore is AustraliaÆs largest commodity export and is vitally important to AustraliaÆs current and future prosperity. However, while major expansions are currently in progress to satisfy demand, the industry is also undergoing major transformations. Reserves of traditional high-grade Brockman ores that have underpinned the Australian iron ore industry since its inception are slowly being depleted and alternative ore types such as Marra Mamba bedded iron deposits, Yandi and Pannawonica channel iron deposits and magnetite deposits are now being developed. However, the impurity levels in some of these alternative ores are higher and they require blending and/or upgrading as well as an advanced knowledge of their downstream processing characteristics to facilitate cost-effective utilisation by overseas customers. The research challenge is to use advanced techniques for mineral exploration, ore characterisation, mineral beneficiation, agglomeration and sustainable processing to identify and develop innovative and breakthrough options for locating, unlocking and enhancing the value of AustraliaÆs iron ore resources. Furthermore, to sustain the steel industry and hence secure the demand for iron ore, there is a growing need to enhance the environmental and business performance of the industry through reductions in wastes and emissions. Therefore, cost-effective breakthrough and enabling technologies that massively cut waste generation, CO2 emissions and water consumption are also being developed. These include the use of renewable fuels and reductants, waste heat recovery and conversion of by-product slag into a saleable substitute for Portland cement. The classical metal-slag-gas equilibrium technique was used to study the thermodynamic activity of cobalt, iron and their oxides in iron silicate based slags containing under controlled oxygen potential (3.70 x 10-8 to 2.95 x 10-7 atm) at 1573 K. The measured activity of cobalt oxide in FeOx-25 wt per cent SiO2 slags showed positive deviation from ideal behaviour for melts with up to ten wt per cent CoO. At higher silica contents, the behaviour became closer to ideal and in accord with previous studies on silica saturated slags. The activity coefficient of FeO in these slags had virtually no dependence on the CoO content. Partial substitution of silica by lime resulted in an increase of the activities and activity coefficients of CoO, FeO, Fe2O3 and Fe3O4. The results indicate that saturation of the slag with a magnetite phase occurs at CaO contents of five wt per cent and higher. Phase equilibria studies SiO2-FeO-Fe2O3-CaO slags containing cobalt were also carried out using the drop-quench technique. Results from these experiments confirmed the formation of a magnetite solid solution containing about three wt per cent CoO at lime contents of five wt per cent and higher at 1573 K and 2.9 x 10-7 atm of oxygen.

Periodic dilute sulphuric acid treatment ofstill, batch-fed, molassesenriched, microaerobic, manganese-dioxide-Ieaching microbial cultures led to marked improvements over untreated cultures. Percentage Mn++ recoveries increased (7X), rate of Mn++ formation improved (3X) and yields of Mn++ per molasses use were more economical (5 X). The yield in terms of molasses used improved with decreasing sugar used (eg 1.17 g Mn++/gram molasses at 0.2 per cent molasses (w/v) feed and 24 per cent (w/v) pulp density MnO2 tailings). The most effective Mn++ leaching in terms ofpercentage recovery (97 per cent) and rate ofleaching (46 mg Mn++/day) was at 0.5 per cent molasses (w/v) and 14 per cent pulp density (w/v) MnO2 tailings.

Straits completed its Feasibility study on the Whim Creek Copper Project in 1996. At this stage WCCP provided Straits with an open pit mine - heap leach - SX-EW copper project to follow on from its successful Girilambone Copper Operation (GCC). Since this time Straits has continued to review WCCP investigating a number of development and production scenarios. The development of Whim Creek, early 2004 and is on schedule to commence copper production in the final quarter of 2004. On current reserves Whim Creek will produce approximately 17 000 tonnes of copper cathode per annum for three to four years, at cash costs of The paper will cover a general description of the project, the project development and key design issues. Additional construction related issues associated with the complete relocation of the GCC plant to Whim Creek will be covered in the conference presentation.

The use of comparative sampling methods during the evaluation of the tin-copper deposits at Cleveland mine yielded closely checking average results from groove, channel, AXT split diamond drill core, and bulk sampling for both tin and copper content of the ore.The weighted mean tin and copper grades and values for the groove, channel, and split core samples showed small percentage differences from bulk sample results, and the F-ratio test for single population origin of the four types of samples was accepted at the 99· 5 per cent level of confidence.These results indicate that grade estimates based on the assays from AXT split diamond drill core and/or groove samples would be reliable within practical limits.

A table concentrate obtained experimentally by the New Occidental Gold Mines N.L. has unusual interest on account of the presence in it of abundant coated or "black" gold. The concentrate was obtained from ore from the New Cobar mine, Cobar, New South Wales, by feeding the oversize product from a "Dorr Bowl classifier to a Card table.Its assay value was 129 oz. of gold and 52 oz. of silver per ton, yet practically no free gold could be seen on panning.When, however, the concentrate was digested in hydrochloric acid fine rusty gold could be obtained by panning.The following chemical analysis was carried out by the mining company on a similar sample of concentrate.

Cemented rock fill (CRF) is often used to support open stope voids. This allows for the full recovery of ore while achieving global mine stability. In such cases, the exposed CRF masses require adequate compressive strength and stiffness to resist the forces and limit the displacement associated with movements in the rock mass surrounding the excavations. The CRF material preparation often involves the use of large particles, either from crushed rock or development mining waste. This means that conventional laboratory samples cannot be readily used to determine the laboratory strength. Consequently, a research project was undertaken to determine the influence of sample size on uniaxial compressive strength. This paper presents the results from CRF samples that were prepared using the same mix design and then cast into moulds with diameters of 150, 240, 300 and 400 mm. The laboratory testing also allowed a better understanding of the effect of particle size distribution upon the overall strength of a rock fill mass. The laboratory results were compared to a database of large-scale results from the testing of fill masses from a number of mine sites.CITATION:Cordova, M, Saw, H and Villaescusa, E, 2016. The West Coast contains one of the world's giant placer gold deposits with production since the 1860s totalling some six million ounces (present day value NZ$ 3.6 billion). The deposits have been worked variously by hand, ground sluicing, hydraulicking and/or elevating, blocking out, deep leading and bucketline dredging. Since the sharp gold price rise of 1979 - 1980 gold production has increased steadily (in spite of the closure of the Kaniere dredge) to some 30 000 ounces (933 kg) in 1984. Production is primarily from some 100 medium scale mining, operations treating 50 - 200 000 m3 of auriferous late Pleistocene fluvial gravels year. In spite of their economic value the deposits remain only poorly investigated and many fundamental questions relating to the origin and formation of the deposits remain unanswered. This paper attempts to describe the geology of the deposits and outline a genetic model for their formation, and then discusses some of the economic aspects and current limitations and opportunities of the growing alluvial gold mining industry of the region.

The Resource Management Act 1991 represented an innovative and unique piece of planning and environmental legislation when it was introduced. Since the Act was passed into law in 1991 it has been subject to nine amendments, many of which were of the ætinkerÆ variety. These amendments recognise that the Act has not been as successful in providing the æone-stop shopÆ for resource users that the Act was hoped to be. The latest and most significant attempt at changing the Act was the Resource Management Amendment Act 2003. The amendments made by the Amendment Act have proved to be largely unsuccessful in achieving any significant changes to the way resources are managed in New Zealand, and have failed to address many of the concerns which drove the original Resource Management Amendment Bill in 1999. The recent decision to discontinue further investment in Project Aqua has once again placed the Act in the spotlight as a significant hand-brake on major projects. This particular event has led to yet another review to be undertaken this year. The review will focus on five key areas:   1.   achieving the right balance of national and local interests; 2.   improving the design and process for local policy formulation; 3.   improving the consent decision making process; 4.   allocation of natural resources (water, air and geothermal); and 5.   supporting measures for building capacity and promoting best practice and implementation at the local authority level.  It is important for the business community and the mining industry in particular to seize the opportunity that this review provides to make sure that any amendments undertaken as a result of the review achieve the aims listed above. The review needs to be considered in light of the current regime for the management of natural resources in New Zealand. In addition to the Resource Management Act 1991, the Crown Minerals Act 1991 and the Building Act 1991, which form the core resource statutes in New Zealand, there have been other developments affecting the regime. Special legislation over and above the Resource Management Act 1991 has been enacted to protect the Hauraki Gulf and special legislation is currently being considered to protect the Waitakere Ranges in Auckland. In the Hauraki District mining is prohibited in some areas and a plan change mechanism is specified as the appropriate tool to use in the event a mineral resource is to be developed in those areas. The current review is a further opportunity to remedy the inadequacies of the Act.

The selection of the mining fleet can have as much of an effect on the efficiency and effectiveness of an operation as the mining method. This is not to say that inefficiencies are only attributable to inappropriate equipment selections, these aspects have many factors but are not the subject of this paper.This paper will give an overview of equipment selection processes that have been utilised to date. It will also look at the increase in application of study programs/simulations from an aspect of accuracy, as well as the importance of enabling the analysis of multiple sensitivity scenario planning. An aspect that is increasingly important in project planning with commodity market movements.Another aspect that is increasing in popularity is that of automation, what effect does this have on equipment selection? What additional aspects need to be taken into consideration when assessing Automation of equipment from the beginning of a project as well as introduction into an operating mine?Once the selection process has been finalised and equipment implemented, how do we, as an industry, 'close the loop' through analysis of estimated versus actual equipment application?

This paper on the relation of Granite and Sedimentary Contacts to Victorian Mining will, it is hoped, be of interest to members of the Institute.The broad fact that gold often occurs' at or near the junction of granite with sedimentary silurian or metamorphic rocks has been noted by some Victorian geologists, miners, and prospectors; but the fuq practical value -of the fact does not seem to have been fully realised by prospectors. Glancing at the Geological" Map of Victoria, one can see that many of our goldfields 'are situated at or near the junction of granite with Palceozoic sedimentary formations, and that some of our alluvial fields are on granite. Many prospectors are possessed of this knowledge but when prospecting a contact locality, they would be just as likely to confine their search for auriferous matrices to spots a quarter of a mile on the sedimentary side, as on the actual contact line of two formations.

INVESTIGATIONS IN 1936In 1936 the Industrial Pulmonary Disease Committee of the Medical Research Council investigated both clinically and radiologically a group of fifty workers who had been exposed for a number of years to the inhalation of alumina in the reduction factory of the British Aluminium Company. The results are shown in Table 1.They also considered the sickness records of all the workers (Hill, 1936), as compared with those in other parts of the factory (Table 2).
