The social license to operate (SLO) began as a metaphor for the ability of communities to stop mining projects. Soon people began to speak of levels of social license and the ability of communities to raise costs without completely stopping exploration or mining activities. Today the concept has spread to other industries and is evolving towards becoming a general management perspective on the socio-political rights and responsibilities of the corporation. The business case underpinning the SLO perspective on management is the need to assess and manage socio-political risk. For mining companies, socio-political risk has been steadily rising for several reasons, including the efforts of non-government organisations (NGOs) to pre-empt government policy options; the entry of mining companies into jurisdictions weak in the rule of law; and the weakness of global economic and financial regulation. In this perilous world beyond the comfort zone of effective government, mining companies must build their own socio-political stability by engaging directly with stakeholders to develop a strong SLO. In order to become a practical management perspective, the SLO needs to be measurable, which amounts to measuring the socio-political risks and opportunities presented by stakeholders. We present the results of efforts since 2009 to develop a globally reliable and valid measurement tool at the project and industry levels, validated in studies in Australia, Bolivia, Mexico and the USA. A factor analysis suggested four factors that mine management can address to raise their SLO level. The most chronically neglected factor involves the political right of the corporation to foster more equitable social contracts locally and regionally in both developed and developing countries. SILVER is not only of paramount importance to millions of people as a medium of savings and to other millions as a medium of exchange, but it is also valuable and useful in industry. Mexico continues to be the largest producer of this metal, followed by the United States, Canada, and Peru. The largest consumers are China and India, which normally absorb about two-thirds of the world&apos;s mine production, hoarding it as savings. The imports by these countries exert a powerful influence upon the price, yet neither country is on the silver standard. China having abandoned it in 1935 and India in 1893, when the rupee was definitely linked to the pound sterling. Other nations such as Persia, Ethiopia, Mexico, and many of the South American countries either have been on the silver standard or have used silver as their chief circulating medium, and most large nations use it for subsidiary coins, this use accounting for 20 to 30 million ounces annually. The arts and industries have consumed 35 to 40 million ounces each year.

"SUMMARYThe quality of Moose Creek coal is considered superior to that of any now being produced in the Matanuska field of Alaska. In rank it is classed as roar coking high-volatile B bituminous coal.At present the Moose -Creek mines are accessible from the Glenn highway by 6 miles of well-maintained gravel road. The nearest railroad loading point is Moose Creek siding; 7 miles by road from the Buffalo mine. Palmer, 12 miles south of Buffalo mine, is the nearest town. Anchorage is 50 miles south of Palmer by road and-railroad.Core drilling and trenching by the Bureau of Mines revealed 2,375,500 short tons of coal in the Buffalo series on the Buffalo Coal Co. leasehold. Of this, 514,200 tons is considered measured coal and 489,900 tons indicated coal. Existence of deeper beds over the same length increased the tonnage of coal of all categories to 3,279,300 tons. The property has an assumed life, of 16 to 22 years, depending on the number of beds mined, based on an output of 500 tons of coal a day and 100-percent recovery. Coal from some of the beds car be marketed without washing however, a washery is necessary if all beds are mined. Beds in the Buffalo series not mined in the ""first mining"" will be irrecoverable at any later date.The Bureau of Mines completed exploration of approximately one-third of the local coal-bearing areas during 1943. Knowledge gained from this work makes it possible to investigate the rest of the area by drilling an estimated additional 5,000 foot of hole."

Those flat lying, bedded or replacement, non-fossil fuel deposits which exist within the U.S.A., and which are amenable to longwall mining, are identified by reference to three principal factors associated with their physical/geological environments. These are their depth, extent and structural continuity. Technical feasibility is assessed in relation to the likely cutting speeds which can be achieved in the identified minerals with existing longwall shearer machines. Economic comparisons are made between traditional mining operations in those deposits for which technical feasibility is demonstrable. Continents are made concerning those technical deficiencies which appear to preclude the application of existing longwall equipment to the identified deposits and suggestions are made regarding the lines of research aimed at improving longwall technology.

(San Francisco Meeting, October, 1911.) A MERE record of Emmons&apos;s professional career would very inadequately represent the man. That he was eminent we know, and our successors will realize in due time; but they must depend upon us for knowledge of a singularly wholesome, modest, unselfish personality, and of a character that did honor to a profession in which trustworthiness is indispensable: Those members of the Institute who met Emmons are his friends, and I never knew one of these who was not the better for that friendship. Emmons was born in Boston, Mar. 29, 1841, the son- of Nathaniel H. and Elizabeth (Wales) Emmons, and was named Samuel Franklin after an ancestor who was of the same family as Benjamin Franklin. He took the degree of Bachelor of Arts at Harvard in 1861, and soon afterwards went abroad to complete his education. From 1862 to 1864 he attended the courses at the École Impériale des Mines at Paris, lie e Beaumont and Daubrée being among his professors. The year 1864-1865 he spent at Freiberg under Cotta and other famous teachers; after which he spent another year in traveling through Europe. Like many other renowned geologists, he approached his ultimate profession from its economic side, and was thus from the first imbued with a sense of high responsibility in the promulgation of scientific opinions or conclusions. With hypotheses which were interesting merely because. they were ingenious or even plausible, he would have nothing to do. In 1867 he joined the Geological Exploration of the Fortieth Parallel at its organization under Clarence King, serving at first as a volunteer, but soon receiving a regular appointment. This expedition was the first one of purely geological character sent out by the United States Government. When a gasoline locomotive is used in a mine there is danger of the noxious gases of the exhaust vitiating the air, but if enough air is circulating in those parts of the mine in which the locomotive is used, these gases are so diluted that they are rendered harmless, and the health of the workmen is not affected. In some mines the use of gasoline locomotives is impracticable, though in the majority of mines where they have been tried they have proved to be safe and economical. To determine the limitations that should surround the use of these machines in mines so that they shall not be detrimental to health and so that their economic advantage may be retained, it is necessary to ascertain the volume and the character of the exhaust gases and the amount of these gases that may be safely allowed in the mine air, and also to determine safe conditions of operation. The problem is primarily one of ventilation and like all ventilation problems must be intelligently computed to meet the conditions of each mine. The investigation described in this bulletin was undertaken 'by the Bureau of Mines in an endeavor to obtain exact information on some of the basal questions involved in the use of gasoline locomotives in mines, this investigation being one of many that the bureau has been conducting in its efforts to increase safety and efficiency in mining.

This project, sponsored by the U.S. Bureau of Mines, Division of Environment, addresses two major subjects: refuse removal and subsidence monitoring. The refuse removal task consisted of developing a methodology for selecting the most economical combinations of coal mine breaker refuse and rock banks, disposal sites and material moving systems (trucks, trains, belt conveyers and pipelines). To prepare plans for moving refuse in the Lackawanna Valley of Northeastern Pennsylvania, refuse banks were inventoried, underground disposal sites identified and unit cost data prepared for the various material moving systems. The subsidence monitoring task consisted of defining the phenomenon of coal mine induced surface subsidence, establishing operational requirements, cataloging sensors and techniques to detect and measure subsidence and testing of the most promising techniques (photoelastic patch, tiltmeter, strain gage, microseismic and precise surveying). A preliminary system for a 700 acre area in Scranton utilizing 267 grid sensors, seven microseismic sensors and precise surveying techniques was designed with initial and annual operating costs determined. Two minor tasks supported both main subjects: zoning in the Northern Anthracite Field of Pennsylvania and Technology Transfer of subsidence vulnerability prediction techniques.

The U.S. economy continued to expand during 1986, although at the slowest pace since 1982 when the current business expansion began. Real gross national product (GNP) grew about 2.6%, slightly below 1985 growth but significantly below that of 1984. The continuing expansion was fueled pre-dominantly by rising personal consumption expenditures as well as growing Government purchases of goods and services. Fixed investment, although positive, failed to grow at the rate of the overall economy. The trade deficit, which increased more than 30% over the record 1985 level, continued to depress economic growth despite significant declines in the price of petroleum and the value of the dollar. On a more positive note, domestic employment continued to grow--increasing over 2 million from the 1985 level--and inflation and interest rates declined. The unemployment rate dropped slightly to 7.0%. Of direct importance to the mineral-producing industries, expenditures for consumer and producer durables as well as investment in residential construction each grew faster than the overall economy, but investment in nonresidential structures fell more than 10% from the 1985 level. The level of real capital spending declined about 3% in 1986, following strong gains in 1985 and in 1984. Capital expenditures for new plant and equipment bottomed out in the second quarter and expanded in the third and fourth quarters. The decline in the first half of the year was partially attributed to uncertainty arising from the then-proposed tax bill. Also, there was little impetus for corporations to invest in new capacity since factories were operating at less than 80% of capacity during most of the year, in part because of continued competition from imports.

MINING geology does not lend itself - very readily to a review embracing "improvements in methods," as perhaps do shop practices or laboratory procedures. The "methods" used in mining geology are simply the application of geology to mining; winning the ore, the handling of material, mechanical appliances, all belong strictly to mining proper, and have no place in a review of geology as applied to mining. A comprehensive review would necessarily cover a .very broad field, which could be subdivided into many -parts. Dry weather since the third week in January has set back any prospects for an early increase in hydroelectric power in the Pacific Northwest, according to The Bonneville Power Administration. The 25% cutback made in July probably will not be restored in March or April. Noranda Aluminum, Inc., increased its price for 99.5% aluminum ingot from 66 cents to 70 cents per pound effective March 1, 1980. Revere Copper & Brass, Inc., also -increased its price for primary aluminum from 66.0 cents to 70.0 cents per pound effective February 1. Kaiser Aluminum & Chemical Corp. raised its international price for 99.5% primary aluminum from 72.6 cents to 82.6 cents per pound, c. i. f., effective February 26 on new orders and on shipments from March 15.

According to the annual refinery-capacity survey of the Bureau of Mines, the number of refineries in the United States showed little change in 1940, increasing from 057 the first of the year to 562 at the close. Although a number of plants were dismantled in Texas and other States, more than compensating gains were made in California, Illinois, and other States. Low gasoline prices, competition for crude-oil supplies, particularly in Illinois, and the termination of a favorable distributing arrangement for independent plants in the Los Angeles area, forced about 50 refineries to close down in 1940. The number of operating plants accordingly declined from 461 on January 1, 1940 to 420 on January 1, 1941 and the number of idle plants increased from 86 to 136 in the same period. These developments were also reflected in the capacity data, the operating capacity declining from 4,196,694 barrels daily on January 1, 1940 to 4,180,588 daily on January I, 1941 and the idle capacity rising from 431,952 barrels to 53g8381 barrels in the same period. However, the completed capacity on January 1, 1941 (4,718,969 barrels daily) was 2 percent above the previous year.

The Thompson-Moak Lake nickel belt lies along the root of a Precambrian mountain range of the island-arc or alpine type. This range coin-. cides with the boundary between the Superior and Churchill blocks of the Canadian Precambrian shield. The nickeliferous peridotites and nickel ores occur along a negative gravity strip, which also coincides with strong thrust faulting and the axis of greatest deformation of the mountain range. Similar structures and highly nickeliferous peridotites occur in present-day island arcs. Much of the belt is covered by Paleozoic rocks, but a length of 270 miles may be explored by present-day methods. Nickel deposits have been located along 60 miles of the belt. The length of the favorable structure and the size of the known deposits suggest that this will be one of the world's major nickel regions. The regional gravity anomalies, which consist of a branching negative strip bordered by two positive strips, are best explained by major warps of a crust consisting of a granitic and basaltic layer. I. INTRODUCTION. DURING the last twenty years or so the chemical investigation of rocks has made great advances, and it is now generally recognized that a knowledge of the chemical composition is as essential as that of the texture or mineral composition-if not more so-for the proper classification of rocks and study of their origin and relationships. Rock-analyses have vastly increased in numbers and, what is of greater importance, in quality. New and improved methods permit of greater accuracy than was possible in the early days, and the list of chemical constituents frequently determined has risen from the seven or eight of the greater part of the nineteenth century to twenty or more. Indeed, rock-analyses with determinations of so many constituents are now commonly made by the chemists of the United States and Australia, while in Germany, Great Britain, France, and Italy the rarer constituents are determined more frequently than formerly. As a consequence of this modern, accurate work, it has been discovered that some elements which were formerly supposed to be rare are of wide-spread occurrence and are often present in considerable amount. The fact is further being developed that the elements tend to show certain relations of occurrence or abundance in connection with each other. This is a fact which is applicable to the rarer elements, and which also finds a broad geological and petrological expression in the recognition of petrographic provinces. We are beginning to obtain some definite, though as yet rudimentary, knowledge of the distribution of the elements among igneous rocks. "Auriferous quartz veins occupy zones of dilation. Foldgenerated dilation zones are systematically distributed and are dependent upon the folding mechanism. Comparison of natural and theoretical folds indicates that different mechanisms operated in the Halifax and Goldenville formations.In the slates of the Halifax Formation, the folds are of similar type and internal strain is most intense in the limbs. This internal strain is probably accommodated with little or no dilation.In the meta-sandstone and slates of the Goldenville Formation, a combined flexural and tangential longitudinal strain mechanism, modified by pure strain, produced the folds. Tension fissures produced by this mechanism are: (a) saddle 1'eef veins in slate horizons, (b) veins normal to bedding in meta-sandstone layers in the fold hinges,(c) veins along faults in the cores of tight fold hinges and (d) zones of en- échelon veins in slate honzons in the limbs of folds. Because veins in fold hinges (a, b and c above) account for most of the gold production in the Meguma Group, other factors controlling the distribution and size of these veins are summarized below.1. The Bureau of Mines has evaluated the potential availability of silver from 436 mines and deposits in 41 market economy countries (MEC?s) comprising five major economic categories of deposits: predominantly silver deposits and predominantly zinc, lead, copper, and gold deposits. This study evaluated the long-term cost and availability of primary silver production from 53 producing and 13 nonproducing predominantly silver properties in 11 MEC&apos;s and estimated the total recoverable silver from 370 properties as a coproduct or byproduct of zinc, lead, copper, or gold production. This study resulted in estimates of a demonstrated resource of 5.99 billion tr oz of recoverable silver as of January 1984. Of this total, 23.5 pet is in the 66 mines and deposits classified as predominantly silver properties. The largest quantity of recoverable silver, 43.9 pct, lies in the 121 properties classified as predominantly zinc, with 26.5 pct in 120 properties classified as predominantly copper, 4.1 pet in 21 predominantly lead properties, and 2.0 pct in 108 predominantly gold properties. At current silver prices, the economics of silver production favor silver that is a byproduct or coproduct of zinc, lead, copper, or gold, and much of the silver production in the United States from the predominantly silver mines is at an economic disadvantage in comparison with silver production in other countries.

"One of the most useful approaches to a complex problem is to model the system which gives rise to the problem and to perform simulations through the model to find appropriate solutions. The Engel Model may be used as such a simulator to investigate the problem of the exploration for natural resources.The Engel Model is based on a two-stage search procedure in which a known area (A) which contains m prizes is subjected to search by n coverings. During the first-stage search the sensor system records signals which may be a response from prizes (that is, true signals) or may be false. Signals tend to cluster around a prize and a cluster size consists of s signals. If a circle of radius R is drawn around each signal some will overlap and the overlap from s signals contains a prize. The cost of a single covering in which each point of the area comes under observation once, is designated E1. Second-stage detailed search is expensive and is confined to areas of overlap of s circles; it leads to the location of prizes. Second-stage search of the whole area costs Ea units. The expected value, V, of a prize is known and its development cost is E3 units.The sensor system characteristics are defined by the circle of radius R around a signal, which should be small compared with the total area A and enters the model as a parameter a x R2/A. The probability of a false signal during a single covering of a circle of radius I is a known constant, A.This model was applied to the search for uranium ore bodies using two different types of occurrence. In the first, the Wyoming Basin type, the area is relatively large (A = 1 496 square miles) and a few (m = 4) large prizes occur (expected value V = $30 million). In the second area, which represents the Ambrosia Lake region of New Mexico, the area is smaller (A = 212 square miles) and contains many (m = 200) smaller prizes (expectedvalue of a prize V,$2 million). The three costs, E1, E2, E3, are adjusted to the different circumstances in the two areas.Simulations were performed using n = 1 to 40 coverings with cluster sizes s = 0 to 19; the radius R was varied from 0.52 to 3 miles (and, therefore, a = 0.002 to 0.133 0, respectively, dependent on the area of interest). The value of A was varied from 0.01 to 0.10.Profitable programs were found over a wide range of the parameters; the two areas required different strategies to achieve maximum profit. In the Ambrosia Lake region a few passes (n = 4 to 6) with small cluster sizes (s = 2 to 6) are more profitable, whereas in the Wyoming Basin region a large number of passes (n = 35 to 40) and cluster sizes of s = 5 to 10 are most profitable.As pointed out by Allais (1957) the larger prizes are the most important in deciding the successful outcomes of exploration programs, and the profit margin in the search for a few large prizes is sufficient to yield success over a wide range of programs. Such programs require very large investments if they are to be successful.To refine the Engel Simulator as a decision-maker in selecting the most profitable exploration programs it is necessary to obtain firm estimates of the sensor system characteristics, that is, of R, a and ? (lambda)."

I N the introductory chapter to "Man and Metals," T. A. Rickard wrote "Five hundred thousand years ago the first footfalls of man&apos;s oncoming echoed down the corridors of time." This phrase has always appealed to me, not only for its resonance but because it seems to place in some perspective man&apos;s place in the cosmos. As we go about our daily occupations and as we meet here tonight, we must agree that we have come a long way slowly at first through the ages of change but with a quickening pace that has brought to man&apos;s know-ledge and use, within the last hundred years, more ideas, more material advantages, more opportunities and more comforts than were ever imagined or dreamed of in those long corridors of time. Looking back to the dawn of his-tory, a mere five thousand years ago, there is one aspect of the birth and growth of civilization that has particular significance for the miner and the metallurgist.
