Energy recovery of livestock waste can not only reduce waste pollution but also generate renewable energy and further create economic bene fits. Currently, most of livestock waste in Taiwan is treated as waste without efficiently recycled. This paper aims to explore and evaluate the energy recovery of livestock waste in Taiwan and further provide policy suggestions. Study results show that small farming scale of livestock industry in Taiwan leads to a lower efficiency of biogas energy recovery. Besides, the environment with relative low price of electricity and high invest cost for power generation plant is hard to provide incentive for implementation of energy recovery which has further caused difficulty on policy promotion for renewable energy recovery of livestock waste in Taiwan. Policy reform with increasing FITs and differentiated purchasing rate for biogas power is suggested to stimulate energy recycling of livestock waste in Taiwan.

The Construction Aggregates Corp. operates a plant for processing sand and gravel from two deposits in Ottawa County, Mich. The bulk of the sand is obtained from a sand dune on the shore of Lake Michigan, and the gravel is dug from a glacial-drift deposit farther inland. Mining is done with draglines, and the material, both at the digging site and in the plant, is moved mainly by systems of conveyors. The Ferrysburg plant serves customers along the Great Lakes, which is unusual for a business normally local in character. Annual production exceeds 1-1/2 million tons of sand and gravel as concrete aggregate and 200,000 tons of core sand for foundry use.

The United States Bureau of Mines contracted Norecol to prepare a report identifying the regulatory processes associated with metal mine development in British Columbia using the Snip Mine as a case study. The intent of this study is to assist industry and regulatory agencies in developing understanding as to differences in objectives, perspectives and operating methods. The case study will be incorporated into a larger report summarizing the comparative advantages and disadvantages of metal mine permitting in British Columbia and Alaska. The purpose of the report is to identify the development schedule and permitting process at Snip which will assist the U.S. Bureau of Mines in suggesting improvements in environmental review and permitting processes for mine developments. The report provides an abstract of the environmental assessment review processes in Canada and the Mine Development Review Process in British Columbia and provides an understanding of the linkages between policy, legislation, and environmental review.

In undermined urban areas, new solutions to subsidence problems are being sought. The Bureau of Mines is investigating a hydraulic backfilling technique whereby fill material is pumped as a slurry through a closed system and widely distributed in inaccessible mine workings from a single borehole. A full-scale demonstration was completed in 1973 in Scranton, Pa., which is underlain by abandoned anthracite mines in several coalbeds superposed one above another. A 30-acre residential area was stabilized by injecting about 450,000 cubic yards of crushed mine refuse into two coalbeds through five injection boreholes. Nearly 200,000 cubic yards was injected through one borehole from which the material moved into the mine workings on all sides; the injected material reached a maximum lateral distance of 640 feet and filled mine openings from floor to roof. In the gravity-feed method formerly used to backfill inaccessible mine workings, quantities of fill injected per borehole averaged about 300 cubic yards. The gravity-feed method required many closely spaced injection holes and provided incomplete filling. The new method, designed for inundated mines, proved successful also in mine workings about mine-water pool level. Introduction The Surface Mining Control and Reclamation Act was passed in 1977 to put an end to the uneven environmental standards and enforcement established by various coal mining states in the US. One year after passage, the Secretary of Interior was directed to promulgate permanent program regulations implementing Title V provisions of the Act. These regulations were to form the basis for state regulatory programs under the Act and to allow states to assume primary regulatory responsibility. To implement the underground mining provision of the Act, the Secretary is directed in section 516(a) of the Act to promulgate rules. But they must take into consideration the differences between surface and underground coal mining. The regulations developed by the Secretary in 1979, with respect to subsidence control, included: • a subsidence control plan as part of the permitting process; • substantive provisions establishing performance standards for subsidence control; and • provisions providing for the prohibition of mining under perennial streams, impoundments larger than 24.6 dam3 (20 acre ft), and certain public facilities and urban areas. Industry challenged the Secretary's regulations implementing the subsidence control provisions. The litigation was consolidated with all other challenges to the permanent program regulations. (Permanent Surface Mining Regulation Litigation, Civil Action No. 79-1144; D. D.C., May 16, 1980.) In two opinions dealing with the multitude of issues raised by both industry and environmental groups, the US District Court of the District of Columbia ruled against industry. It upheld the promulgated subsidence control provisions. The US Court of Appeals stayed the appeals pending the agency's review and revision of its regulations. The regulatory reform was conducted in accordance with the order from the Secretary of Interior and the President in 1981. As a result, the subsidence control regulation was revised, reproposed, and finalized in June 1983 (Federal Register). This regulation, along with others, was again challenged by environmental groups and industry. On Oct. 1, 1984, the court, after finding the Secretary's reading of the Act reasonable, upheld the 1983 subsidence regulation except for one section. On Feb. 21, 1985, in accordance with the court's ruling, the Office of Surface Mining (OSM) suspended a portion of 30 CFR 817.121 (c)(2) concerning the damage correction requirement for structures or facilities and reproposed it on July 8, 1985 (Federal Register). In conjunction with a request for public comments, OSM now also seeks comments on the omission from the 1983 rule of the requirement in the 1979 rule regarding a presubsidence survey and monitoring of damage to structures. The 61,470-acre Lick Creek Roadless Study Area is in the western Salmon River Mountains, centered 12 miles northeast from McCall, ID. U.S. Bureau of Mines personnel examined the roadless area in 1984. There is no recorded mineral production from the study area and no current mineral-related activity was observed. The roadless area is underlain by granitic rocks of the Idaho batholith. Pegmatite dikes and aplite dikes are present locally. Sampling indicates these rocks are not mineralized. No mineral resources were identified. INTRODUCTION This report describes the USBM (U.S. Bureau of Mines) portion of a cooperative study with the USGS (U.S. Geological Survey) to evaluate mineral resources and potential of federal lands recommended for wilderness, as required by The Wilderness Act of 1964. The USBM examines and evaluates individual mines, claims, prospects, and mineralized zones; USGS conducts broader geological, geochemical, and geophysical surveys. Such data helps Congress and other federal agencies make decisions affecting the use of public lands.

"Multi-stage crushing plants, including high pressure grinding roll (HPGR) circuits, require more materials handling equipment than SAG and ball mill circuits. A temptation exists to neglect the energy consumption of materials handling when doing desktop comparisons of HPGR versus SAG milling circuits because estimation of materials handling power requirements can demand significant general arrangement drafting that is not available when performing preliminary scoping or ""desktop"" studies.The largest component of materials handling power is consumed by conveyors when lifting material between stages of crushing, meaning that a simple potential energy model can be used to evaluate conveying specific power consumption. This potential energy consumption for conveying can then be factored to provide overall materials handling specific energy consumption suitable for desktop studies of HPGR and other multi-stage crushing circuits. The technique also permits different crushing circuit flowsheets to be evaluated, at a preliminary level, by simply counting the number of times a conveyor must ""lift"" ore from ground level up to a bin or other equipment mounted up high.INTRODUCTIONTrade-off studies of multi-stage crushing plants involving high pressure grinding rolls (HPGRs) versus semi-autogenous grinding (SAG) mill circuits typically focus on the operating cost savings of crushing plants versus the capital cost savings of SAG mill plants. Very high-level (or desktop) studies of this type do not include a great deal of engineering work, meaning that the details (and costs) of ancillary systems are often not captured when doing the comparisons. The more complicated nature of the multistage crushing plants means there are more ancillary systems than a SAG mill plant, risking a skewed analysis of the operating costs, benefiting the HPGR option.One of the ancillary systems that may be overlooked is the more complicated conveying systems inherent in multi-stage crushing plants. Due to the mass of material being handled in large mining operations, these conveyors become a significant portion of the operating costs. A simple way to estimate the specific energy consumption of conveying systems without requiring engineering drawings and a site layout would allow high-level studies to capture this operating cost."

The Bureau of Mines has conducted studies of the slags related to ferrous technology to evaluate experimentally acceptable substitutes for the auxiliary flux, mineral fluorspar, in steelmaking operations. Comparative heats were made in a 1/4-ton, pilot-scale, basic oxygen furnace (BOF) to evaluate a waste material known as "used potlining." Used pot lining is recovered from alumina reduction cells after its useful life and contains significant levels of fluorine and sodium in various compounds. This material in both lump and pelletized form provided adequately fluid slags, based on observations made during BOF operation. No adverse effects were found on furnace performance, metal and slag chemsitry, the strength of the steel produced, or the environment. Fluorine recovery in the slag was about the same as that obtained when using fluorspar, as were the losses to the scrubber water and solids. No difference was observed in furnace-refractory attack, as determined by the level of magnesia in the slag. The sodium recovered in the slag apparently also contributed to fluidity, since the fluorine input was at about two-thirds that of the fluorspar. Used potlining was determined experimentally to be a satisfactory substitute for fluorspar in basic oxygen steelmaking.

The Bureau of Mines has conducted research on a flue gas desulfurization (FGD) process as part of its goal of minimizing the undesirable environmental impacts associated with sulfur dioxide (S02)-bearing waste gases. This FGD process, referred to as the modified citrate process, involves absorption of S02 in a buffered citric acid solution. The absorbed S02 is subsequently stripped from the solution using steam, which regenerates the solution and produces a wet S02 product. This product can be further processed to make sulfuric acid or liquid S02. Economic evaluations showed the process to be expensive when the stripper was operated at or near ambient pressures because of the large amounts of steam required for solution regeneration. Research was directed at reducing steam consumption in the stripper. The effect of stripper pressure on steam consumption was investigated. A process research unit (PRU) was operated with the stripper pressurized in the range of 5 to 150 psig. Test results showed that steam consumption decreased with increased stripper pressure. For example, when operating the PRU stripper at 150 psig, 4.1 grams of steam per gram of S02 was required to remove 90 pct of the S02 from a 1.0-vol-pct-S02 gas. This compares to 7.1 grams of steam per gram of S02 required for 90-pct S02 recovery at 5 psig.

"The purpose of this report is to present a generalized preliminary design and cost estimates for a typical heap leach operation such as might be undertaken in Northern Ontario. This report should be of value to anyone in the mining industry planning, or contemplating, a heap leaching operation in Ontario, either on a large or small scale. While more detailed costing and design work will obviously be required for each specific project being contemplated, the data provided in this report should enable parties to make preliminary estimates of the costs of proposed projects and should identify most of the planning and design parameters that will need to be considered.Although heap leaching has been used extensively as a low cost gold recovery method in other parts of the world for many years, it has only recently become of interest to the Canadian mining industry.In order to investigate and demonstrate the feasibility of using heap leaching in Ontario, the Ontario Ministry of Natural Resources in 1982, undertook to locate a private sector proponent willing to undertake a 10,000 ton demonstration project. This project was to have been carried out at a production scale under normal northern Ontario field conditions. The Ministry was to have provided technical management and design for the designated project."

Several deep Swedish cut-and-fill mines experience severe ground control problems, including roof collapse and wall sloughing, as a result of variable rock quality and high in situ stresses. A project to examine the problem included two main areas. The first was prediction of mining conditions at depth and the adaptation of cut-and-fill mining to such conditions; the second was the assessment and improvement of support methods at present and future depths. Simple, elastic, mine-scale numerical models were used to optimise stope sequencing and more detailed, stope-scale models to simulate the failure processes around a stope and the interaction of rock mass and support. Kristineberg was chosen for testing and calibration of the predictive methods because of its long history of severe ground conditions and the large base of observational and monitoring data available for comparison. Horizontal cut and fill was found technically suitable to depths beyond 1 000 m and economically viable if ore value covers support costs. Stability can be achieved with the present support technology down to 1 000 m but the 7-strand 15.2 mm cables have poor deformation properties (5% failure strain) compared with rebar rock bolts (17%). Reducing the intervals between levels from 100 m to 50 m will cut support costs and improve production reliability and capacity. Simulation of sill-pillar mining indicated that conditions would be most severe when pillar height was reduced to 15-20 m; mining of a sill pillar has been carried out successfully to the last 3 m, whose extraction is planned for the near future

Most tunnels built in Sydney encounter similar ground situations; they penetrate either the Hawkesbury Sandstone or the shales that lie beneath the city. Tunnels in these materials are generally sup-ported by rock bolts in combination with a shotcrete lining. A method of analysis is presented to improve our understanding of the long term behaviour of fiber reinforced shotcrete (FRS) materials and the tunnel support systems. A finite element method SAFEA (Semi-analytical FE Analysis) is developed to model the combined creep behaviour of a shotcrete lining and the Hawkesbury Sandstone. To model the time-dependent creep behaviour, the bulk modulus and shear modulus of the materials are represented by logarithmic functions in time. A Laplace transform is then applied to these functions of time and the solution of the problem found from a finite element analysis. Tablot?s method is then used to invert the transformed values and find the solution in real time. The time dependent creep deflection of the numerical tunnel models reflects the interaction of the shotcrete lining and rock which have different creep parameters.

The bombing of the Murrah Federal Building in Oklahoma City, Oklahoma, on April 19, 1995, has once again renewed public debate surrounding the availability and use of explosives in the United States. In the past, Congressional review of explosives regulation has generally followed tragic events such as the bombing of Pan American World Airways Flight 103 over Lockerbie, Scotland on December 21, 1988; the February 26, 1993, bombing of the World Trade Center in New York City; and the delivery of six package bombs to members of one family in several western New York communities, killing five people, on December 23, 1993.

Wood cribs are used extensively to stabilize openings in underground coal mines. This U.S. Bureau of Mines report describes the results of full-scale testing of several multitimbered wood crib configurations. Multitimbered configurations are wood cribs that are constructed with two or more timbers per layer. Nine different crib configurations were evaluated. Configuration parameters under study included the aspect ratio (height-to-width relationship) and the percentage of solid rr:aterial used in crib construction. Test results and generalized wood crib behavior are discussed and recommendations are made concerning crib constructions to maximize strength and stability. Crib performance is enhanced by reducing buckling effects by decreasing the aspect ratio and geometry considerations that increase the moment of inertia. A cost benefit analysis of multitimbered wood crib configurations is made. Generally, increasing the percentage of solid provides more resistance at less unit construction cost. A comparison of laboratory results and underground observations of several wood pack wall supports suggest in situ load capacity is less than that measured in laboratory testing. Reasons for the apparent decrease of in situ load-bearing capability include load rate effects, stiffness of reaction surfaces, and varying boundary conditions that alter the load transfer mechanics of the crib structure.

This paper presents laboratory experiments conducted on hollow cylinders samples. The advantage of such a geometry is to approach in situ conditions around cylindrical openings (lined galleries, boreholes, ...). Many authors have been interested in this kind of problem, especially for borehole stability applications (for references see Guenot 1987). However, as long as we know, time-dependent behavior has not been well studied. For this purpose, we have set up two different types of tests on a deep clay : - Quick unloading test, to assess the influence of unloading rate on mechanical response and the failure modes. - Creep and relaxation test, to compute the time dependent overall deformation of the hole wall as well as to plot long term convergence-confinement pressure curve. The experimental results are then compared with those given by a theoretical model developed in our laboratory, well fitted with the tested material.

THE Juniper Prospect is in Carleton County, N. B., at approximately 46" 31' north latitude, 67" 20' west longitude. During the summer of 1955 an area in west-central New Brunswick was selected for aerial electromagnetic prospecting with American Metal Co.'s helicopter-mounted equipment. Generalized, small-scale government geologic maps had suggested that this area was located along the western border of the northeast-trending granitic backbone of northwestern New Brunswick and might be underlain by the Ordovician-Silurian sediments and volcanics that are the host rocks for the recently discovered sul-fide deposits of the Bathurst-Newcastle district. The helicopter electromagnetic equipment located an anomalous conductive area, coincident with a small aeromagnetic closure, about five miles west of the town of Juniper. Subsequently 30 mining claims (total area about 6600 x 8000 ft) were staked and company personnel conducted geological, geophysical, and geochemical investigations on the property. The claims and immediately contiguous areas were mapped geologically, and an area of about 2000 x 4000 ft was soil-sampled and also surveyed by ground electromagnetic and gravity methods. Finally six diamond drillholes, totaling 3500 ft in length, were drilled to test the anomalous conditions discovered by the several exploration techniques used. The discovery of base metal sulfides during drilling was a technical success for the exploration methods, but the quantity of sulfides was too small to be profitably exploited.

"To counter the recent uncertainty in the rare earths market, diversify the supply source, and help meet the future demand in this sector Canada initiated development of several new rare earth deposits. In the past few years, a number of various studies on rare earths plant design have taken place mainly covering process development, process selection, and flowsheet design. The purpose of this paper is to provide an overview of known domestic and potential resources and reserves of rare earths and their status quo with a focus on the metallurgical processes using the information available in the public domain. Plant designs currently under consideration in Canada are reviewed and evaluated. An outline of the areas of opportunity for selective innovation and technology development in the rare earths flowsheet development and the associated risks and rewards is provided.INTRODUCTIONThe rare earth elements (REE) have a very small annual market, but they are categorized as very strategic metals vital to global economic growth due to their indispensability to the development of modern defence system, green technologies and electronic applications. The International Union of Applied and Pure Chemistry (IUPAC) defines the REE as the 15 elements on the lanthanide series on periodic table of elements, plus yttrium and scandium. REE are classified as light rare earth elements (LREE; La to Gd), and heavy rare earth elements (HREE; Tb to Lu). Physical properties and chemical reactivity of yttrium is similar to those of HREE, thus it is categorized as such. Properties of scandium are not similar enough to classify it as either a LREE or HREE (Weng et al., 2015; Sappin & Beaudoin, 2015). However, the mining industry does not always abide to this definitive classification of the split between LREE and HREE. Therefore, in a comparative study of projects, there is a need to pay attention to how the elements are classified."
