Herman, mayor, who, in a brief address, extended to the members present a welcome to the city, of Harrisburg ; Lieutenant Governor Stone made an address of welcome on behalf of Governor Hoyt and the Commonwealth of Pennsylvania. President Metcalf responded, on behalf of the Institute, to the cordial addresses of the mayor and lieutenant-governor. The theory of probability with respect to the failure of structures is discussed. It is shown that the probability of safety, probability of failure, and factor of safety are directly related to each other and that as standard deviation approaches zero, the probability curves approach a unit step function which can be interpreted as the conventional factor of safety. The factor of safety is numerically the ratio of the load to the strength of the material at a particular point or plane in an engineering structure. Mathematically, it can be illustrated as a unit step function undefined at the point where the factor of safety is one (Fig. 1). The uncertainty of variation of soil and rock strengths require factors of safety much higher than those used in other engineering structures. The factors of safety used are generally determined from past experiences with similar structures. However, the factors thus determined do not have any theoretical meaning or do not indicate any relationship to actual safety.' It seems, therefore, logical to develop a system with a sound theoretical basis to obtain a more suitable factor of safety for structures. An application of elementary theory of probability indicates that it is possible to relate this number to theoretical and practical engineering facts.

A localized nonlinear recoverable resource estimate technique has been applied using typical feasibility or new mining drilling data configurations drawn from a massive database from a mined-out area on a hydrothermal gold deposit. The results were then compared with the corresponding 8 m x 5 m grid grade-control data in order to determine the efficiency of the approach and the validity of the recoverable resource estimates for mine planning and financial forecasts.

Plant operators in the mineral processing industry have been implementing expert systems for several years now, with the intent to increase production and reduce costs. Most systems have been installed on grinding circuits of some type and have proven that the technology is viable in that application. However, few applications on other processes have been attempted for various reasons, such as lack of reference sites, complexity of the process, lack of suitable measurements and lack of confidence in the technology. The successful application of an expert system on an Alumina Calcining kiln is the first such application in the West Indies Alumina Company (Windalco), and demonstrates how this technology can be successfully applied to other processes. The key objective of an expert system is to optimize the process. To achieve this the process must first be stabilized, followed by optimization of the operating parameters. The steps taken by this expert system to optimize the process are: • Check for abnormal conditions and deal with them using a prioritized set of special actions. • Use a selection of rule blocks to stabilize the process. • Once the process is stable, achieve additional benefits through further optimization of the process. The potential benefits that a user can expect to achieve through installing an expert system can be assessed on the basis that performance will improve from that of an "average operator" to that of the "best operator" performing at his optimum for 24 hours a day, every day. The quantifiable process benefits include: • Increased production • More consistent product quality • Reduced operating costs • Reduced standard deviation of key variables • Consistent plant operation The success of this project was measured in several ways: project implementation, realised economic benefits, and realised non-economic benefits. With a commitment to maintain the system over the long term, the longevity of the system is assured and will become an important part of the Alumina Calcining control strategy at Windalco. This paper discusses the various phases of implementing the ABB Expert Optimizer expert system, what the benefits were and the procedure that is in place to maintain the system to ensure continued long term success.

A device is described which is suitable for the automatic sampling of dust in dust laden flue gases. This device, called a Venturi Sampler, consists of two pipes each fitted with a suitably designed venturi.Both pipes are placed in the flue where one acts as an open-ended reference tube and the other as the actual sampling tube.The gas sampling rate is automatically controlled so as to maintain a zero differential pressure between pressure tappings in the two venturi throats. The venturies are so designed that under these conditions the gas velocity in the sampling pipe is always equal to the free gas velocity in the flue-that is isokinetfc sampling conditions are maintained.INTRODUCTIONThere is a constant need in industry for regular and accurate assessments of dust losses, both to assist in improving operating efficiencies in order to minimize losses, and to obtain accurate metallurgical balances. In many cases where sampling is carried out in dust laden gases, the existing sampling methods are both laborious and inaccurate, and often make no provision for changes in flue gas velocity while sampling is in progress.In the majority of cases where a measurement of dust losses in a stack or flue is required, a preliminary velocity survey is made with a pitot tube to establish the gas velocity at each of the points at which samples are to be taken. The sample of gas (and dust) is withdrawn through a tube connected via a flowmeter to an exhausting apparatus. Some means of removing the dust from the gas sample is placed in circuit ahead of the exhausting apparatus. This is often an alundum or paper thimble housed in a gas-tight container.The purpose of the flowmeter is to measure the actual flow of gas during sampling so that the sampling velocity at the inlet to the sampling tube may be calculated, and the flow corrected so that the sampling velocity will agree with...

This circular is part 5 of the third paper (entitled "Excavation") of a series summarizing the technical problems involved in the production and preparation of sand and gravel. Part 1 discussed the use of power shovels, draglines, and excavator cranes; part 2, power scrapers, slackline cable-way excavators, and hydraulic monitors; part 3, hydraulic, clamshell, ladder, and dipper dredges; and part 4, haulage systems in general, with particular reference to locomotive and car, hoist and car, and remote-control systems. This circular discusses the use of motor trucks, conveyor belts, pumps end pipe lines, barges and towboats, and aerial trams. MOTOR-TRUCK HAULAGE During recent years motor trucks have gained considerable ground as a successful competitor of locomotive haulage for quarries and gravel pits. Often where trucks have displaced locomotives and cars the operators readily admit an increase in both labor and total haulage operating costs but point to some other advantage as offsetting the extra expense. In other instances haulage costs have beep reduced by the use of trucks. In still others operators, having replaced locomotive haul with trucks, have again returned to the earlier method. Obviously gasoline-driven motor trucks cannot successfully compete with other types of haulage under all conditions. The apparent' growth in the number of advocates of truck haulage, however, indicates that it has passed the experimental stage and become a permanent competitor to other tyres.

The demonstrations of the "Silent Sentry" by Union Carbide Corp. in 1957 and of a special tractor-plow by Allis-Chalmers in 1959 ushered in the technology era of fuel cells. The idea for direct conversion of chemical to electrical energy, first published in 1801 by Davy in England and Ritter in Germany, has been kept alive by a few people through 150 years: Grove built the first hydrogen-oxygen fuel cell in 1839; Mond and Langer made electrolyte contributions around 1890 that are still used today; Baur worked on coal-based cells from 1900; Bacon started his work in the '30's, which resulted in the first multi-kilowatt unit in the '50's; Davtyan studied molten-salt electrolytes in the '40's, followed by Ketelaar in the '50's; and Justi developed highly active electrodes in the '50's, to name only some of the pioneers. Despite the tremendous increase in research and development of fuel cells, these direct energy converters are still in their infancy. They will find their functional application in space, where power density must be maximized and product water utilized. These early systems will provide valuable experience in system engineering and reliability.

Puesto que el deslizamiento de relaves constituye uno de los principales riesgos para la vida y seguridad de los embalses, se desarrolló un programa que rehabilite los depósitos de los relaves a través de los gaviones y geomallas como elementos que estabilizan los relaves descargados. En este sentido, el uso de geosintéticos revolucionó el diseño de los relaves y sistema productivos y permitió un mejor manejo ambiental de los relaves. Asimismo, la utilización de gaviones como paramento externo en el sistema suelo armado, otorga mayor rigidez al mismo en el caso de paredes, taludes más verticales, drenaje y protección contra la erosión. En consecuencia, el uso de gaviones y geomallas es aplicable para la construcción de depósitos de relave y estabilización de depósitos inactivos.

In some parts of the world, vibrators are used extensively for different types of foundation engineering projects. If used correctly and in suitable soils then vibratory pile driving for example is very efficient. However, soil conditions and the installation procedure have great significance for the driving resistance and affect the bearing capacity of vibrated piles. Also the intensity of ground vibrations which are transmitted to the surrounding soil is affected by the vibration process. In spite of the increasing use of vibrators and the rapid development of vibrator technology, many aspects of pile-soil interaction are not yet understood. In order to asses the importance of factors, which govern pile installation (and extraction), it is necessary to consider the entire chain of vibration energy transmission from the vibration source to the pile, the interaction between the vibrating pile and the soil and the wave propagation in the subsoil, Fig. 1. To aid the U.S. Army Corps of Engineers in their Resource Development Navigation Study, the U.S. Bureau of Mines (Bureau) examined the potential for mineral development near ten Alaska port sites. This report presents the results for the following four sites: Balboa Bay, Beluga, Lost River, and Point MacKenzie. There are 579 known deposits within the area considered for these ports. The majority of the deposits are located within a highway/railroad corridor examined for the Point MacKenzie port site. Based on the current level of knowledge, coal deposits near the Beluga and Point MacKenzie port sites are most likely to be developed in the near future. This conclusion is based on the fact that coal projects in these areas are actively being pursued for development. The mineral wealth surrounding the four port sites is substantial. Mine models were used to examine the potential for mining tin, gold, silver, copper, and molybdenum. The models were based on published reserve and grade data and therefore do not include proprietary company data which, if available, would likely change the analysis results. Of the models examined, the tin placer mine model developed for the Lost River port site proved to be closest to being economic.

"The estimate and control of sampling errors is essential for all mining operations, especially when dealing with strategic materials, such as niobium. This paper is based on a traditional quality assurance and quality control technique used to confirm mineralised intersection zones, and proposes the validation of sampling data using diamond drill twin holes, in order to evaluate and improve the quality of the current data set. The geological model of the niobium mine – located in Araxá, Minas Gerais, Brazil – was built including 77 diamond drill holes of a sampling campaign carried out during the 1970s. There are few records about the collection and preparation procedures of these past samples, making it difficult to estimate the errors associated with their analytical results. Therefore, 11 twin drill holes were drilled to compare their samples against the samples from the 1970s drilling campaign. The new hole locations were chosen as near as possible to the old holes location. The JORC Code, 2012 edition, relates the use of twin holes as a good sampling technique to assess sampling and assay data. Three parameters were considered to validate the 1970s drill hole campaign by the twin drill hole campaign: the difference of the coordinates between the paired holes the difference among the positions of the geological contacts to validate the geologic description the difference between the paired samples grades was calculated to validate the analytical results.The analysis of the grade range variation between sample pairs was based on three techniques: geostatistical interpretation of vertical semivariogram to obtain the nugget effect calculation of the relative difference between duplicates calculation of the error associated with the sampling protocol established according to Pierre Gy’s Theory of Sampling.The results were satisfactory for hole coordinates; however, the ore content showed a high deviation, although this divergence can be explained by the nugget effect. For the lithological intervals, the new results contributed to an effective identification of variations among lithologies, ie brown weathered ore and saprolite. "SUMMARYMagnetic and gravimetric surveys wore conducted over an area of ap¬proximately 1,400 square miles in the bauxite district of central Arkansas. The primary purpose of these surveys was to discover any possible buried and hitherto unknown syenite masses favorable for the occurrence of bauxite and to determine the approximate position of the buried flanks of the known syenite masses which might offer conditions favorable for the discovery of new ore bodies.Those surveys indicated that the various syenite outcrops were domes or bosses on a large batholith and that ether similar domes occurred on the batholith but did net outcrop.Drilling on the local geophysical anomalies proved the presence of 10 buried domes, but only 2 of them were found to project above the upper surface of the Midway clays, a requisite of conditions favorable for the occurrence of bauxite ore bodies. The geophysical data indicated the approximate configuration of the buried flanks of the known syenite coutcrops, and the portions of these flanks that project above the Midway have now been outlined more accurately by drilling.The geophysical surveys have produced evidence permitting the elimi¬nation of a large area as unfavorable for the occurrence of bauxite.Magnetic surveys extending along the Midway-Wilcox contact from Gurdon, in Clark County, on the southwest to Searcy, in White County, on the northwest have proved the improbability of the existence of other syenite masses similar to those found in Pulaski and Saline Counties. A detailed magnetic survey of the Magnet Cove area in Hot Spring County has proved that the syenite mass exposed in that locality is an isolated intrusion and entirely unrelated to those of Pulaski and Saline Counties. This syenite mass does not occur under conditions believed to be favorable for the occurrence of bauxite."

"The introduction of large boreholes underground initially involved taking the techniques of open-pit bench blasting to the production stope, but with deeper boreholes and narrower stopes more controlled techniques must be developed in order to maintain good stope walls and prevent dilution of ore or structural damage to pillars due to blasting overbreak. The points discussed are drilling accuracy and drill pattern, the relationship between open-pit wall control and underground mining, the varied explosives products and initiation devices available, and some of the many ways that variations in loading, such as deck charging, etc., can produce desirable results.IntroductionThe use of large-diameter blastholes for underground mining began ten years ago and today they are widely employed in a variety of orebodies and stope configurations. These big blastholes, which range in size from 4.5 to 8 inches in diameter, were originally employed in the same manner ' as open-pit bench blasts; that is, the stope was silled out to full width and all holes were drilled vertical and parallel. This was suitable for competent, massive orebodies, however the popularity of the big drills saw their usage in more narrow stopes, often with poor ground conditions. The dipping orebodies and small drill sublevels resulted in inclined drilling.Today, there is full-ring drilling of 4.5-inch holes. Some 6.5-inch holes are drilled up to 350 feet deep. A 350-foot borehole may contain 6000 to 7000 pounds of explosive. The detonation of this size of charge weight within the confines of an underground stope can have considerable effect on the stability of stope walls and adjacent pillars. Obviously, precautions must be taken to minimize the damage which would result from the large charge weights possible with these big boreholes."

The effectiveness of ultrasonic velocity measurements and attenuation of the propagating pulse was evaluated as a means of Non-Destructive characterization of cold worked and annealed copper. Commercial copper is subjected to mechanical working such as forging, rolling and thermal treatment to induce re-crystallization. The microstructural changes that occur in copper and a variation in its mechanical properties are subjected to analysis using the ultrasonic technique. The signal processing is carried out using the wavelet analysis technique. The features of wavelet analysis namely, localization in space and the presence of an infinite set of basis functions allows removing noise from the time series and components of a non-stationary signal to be analyzed. This is seen to improve the accuracy of the results obtained from the ultrasonic technique in the case of copper, which has distinct coarse grains that are difficult to inspect due to backscattering from the grain boundaries.

"Introduction.The theory of fractional ""education"" of oil from oil shale has been used by several inventors as the basis for the design of retorts for the production of oil from the oil shales of the United States. The term fractional ""education"" gives expression to the rather common belief that when an oil shales is heated it produces light, low-boiling oils as low temperatures, and increasingly heavier, higher-boiling oils as the temperature of retort¬ing rises. The theory evidently had its origin in the fact that crude petroleum may be fractionally distilled, yielding light oils at low distillation temperatures, and heavier oils as the distillation temperature increases is as, gasoline is produced from petroleum at relatively low temperatures, kerosene at higher temperature, and heavier products such as gas-oil and lubricating distillation at still higher temperatures.The writers have examined several oil-shale retorts designed to take advantage of the belief that crude, and in some cases refined, gasoline can be recovered from the shale at low temperatures; kerosene at higher temperat.res, and so on. Such retorts are usually designed to operate continuously and have several vapor-pipes lending from them at differing intervals and passing to separate condensers. Designers of such retorts repeat that the distillate from the low-temperature parts of the retort will be gasoline, and that as the shale passes to zones of increasingly higher temperatures, the vapor lines lending from these zones rill remove increasingly heavier products such as kerosene, gas-oil etc."

INTRODUCTION Countries that are currently developing their mineral potential have unique information systems requirements to support these activities. The mining laws usually grant the State considerable authority over the process. In many instances, the mining laws give a government agency the responsibility for granting and controlling exploration permits and development concessions. This is the case in Costa Rica. The Direcion of Geologia, Minas, y Hidrocarburos (DGMH) of the Ministerio de Industria, Energia y Minas (MIEM) is responsible for the management and operation of the National Mining Register. This paper describes the results of two studies of the information system requirements to support the National Mining Registry as well as those supporting some of the other function of the DGMH. The first of the studies reviewed the situation before the installation of computer equipment. The second study evaluated the installed systems. BACKGROUND Historical Perspective Mining in Costa Rica is at present a relatively minor part of the economy. It consists primarily of industrial minerals and gold production. Gold production is largely by small-scale miners and may be more substantial than reported. There is considerable interest on the part of the Government in both having a better understanding of the existing mining industry and promoting future development. Mining law was first provided by the Ordinanza de Mineral (of 1830). This was replaced by the first Mining Code of 1953. Apparently, one of the first problems caused by the 1953 law was the granting of concessions which were not worked. A 1968 agreement with ALCOA also resulted in political conflict. The Government worked on a new Mining Code for many years and in 1982 the current Mining Code was enacted. Draft implementing regulations were prepared in April 1984. Mining Code of 1982 The Mining Code of 1982 addresses most aspects of mining in Costa Rica including the declaration that all mineral resources are to be the property of the State. The State may grant exploration permits and exploitation permits. The exploitation of hydrocarbons, radioactive minerals and certain water resources was reserved to the state. The DGMH was given authority to settle placer claim disputes, maintain a registry of exploration permits, and exploitation concessions. and generally supervise mining activity. Towards this, the Mining Code of 1982 includes rather detailed requirements for the processing of application for permits and concessions. Mining Code Application Requirements The following briefly describes the requirements to give the reader a feeling for the complexity of the process. Currently, over 1,000 active applications, exploration permits and exploitation concessions are being monitored under the process. The number remains relatively consistent in that the number of new applications is usually about the same as the applications that are put aside. The time and date of the filing must be certified by the DGMH. The application must include all the information specified in the Mining Code. If incomplete, DGMH must notify the applicant of the deficiencies or omissions and direct that the applicant correct the deficiencies or omissions within 8 business days (a single 30 business-day extension is allowable). If the applicant does not respond as directed, the application is deemed as not having been filed and the pertinent information is placed in the files. The DGMH must reject the application outright and direct it be placed in the files in the following cases: (a). If the new application covers the area of a previous permit or concession, either being processed or already granted.

The cable shovel excavator is used for primary production in many surface mining operations. A major problem in shovel excavation is the variability of material diggability, resulting in varying mechanical energy input and stress loading of shovel dipper-and-tooth assembly across the working bench. This variability has a huge impact on the shovel dipper and tooth assembly in hard formations. In addition, the geometrical constraints within the working environment impose production limitations resulting in low production efficiency and high operating costs. A potential solution to the above problems is the application of an intelligent cable shovel excavation(ICSE) technology. In this paper, dynamic models of the cable shovel excavator are developed with numerical examples. These models form the basis for developing dynamic shovel simulators for an intelligent shovel excavation technology. The dynamic equations are developed using the Newton-Euler techniques. The path trajectories for efficient excavation, dynamic velocity and acceleration profiles, and dimensioned parameters for optimum feed force, torques and momentum of shovel boom-bucket assembly are modeled and used for efficient excavation. The optimum digging forces and resistances for the cable shovel excavator are modeled and used to predict optimum excavation performance.

CRONIMET Australia in cooperation with Speciality Metals International, the mining lease holder of the Mt Carbine Tungsten mine, have demonstrated the preconcentration and processing of large (>12 million tonnes) tailings and mine waste dumps on site in far north Queensland. The first stage of this project has proven the economic viability of preconcentration using sensor-based particle sorting whilst ensuring high recovery of industry critical tungsten minerals – wolframite and scheelite. Sensor-based sorting technology have enabled the production of a sorter product to feed the existing wet gravity plant ensuring higher recoveries and increasing concentrate production. Processing of 1,000 tonne low grade samples using the TOMRA x-ray transmission (XRT) ore sorter installed on site, has reduced the volume of material entering the downstream wet processing plant by up to 60%. The sorted 10-25mm size range produced the highest upgrade ratio (product/feed) of 24:1 and achieved sorter concentrate grade of 1.52% WO3, sorter waste grades below 0.014% WO3 and metal recoveries of up to 93.4%. The appropriately sized, barren sorter waste material is also sold as aggregate and other quarrying products and thus adding to the overall economic benefit of the project. The utilisation of the sorting technology on site has produced an economically viable project, significantly reduced capital cost, and reduced the time to market of the final tungsten concentrate. The next phase of the project includes design and installation of a larger two sorter plant capable of over 150t/h feedrate.

"Bauxite has been the almost universal ore of aluminum for about 100 years, with most of the world's reserves oc¬curring in the developing countries. As a result of fiscal and political activities prompted in part by the energy crisis, the formation of the IBA combined with increasing freight and labour costs, these reserves are no longer as competitive or as secure as they once were. This has given fresh impetus to the development of processes for alumina production that utilize raw material other than bauxite. Canada has no bauxite and it is prudent to look for alter¬native raw materials within our own boundaries suitable for one of these processes.Of the three igneous rocks that have been used as a source of alumina, only anorthosite is considered as a potential source in Canada. The Al content would be extracted by a sinter process, which currently requires a raw material with a. minimum of 28% Al2O2. Thus, about 4 tons of anorthosite and 10 to 12 tons of limestone are needed to produce one ton of alumina. There are two petrologically distinct types of anorthosite, one containing the plagioclase andesine-labradorite and around 26% Al2O3, and the other containing upwards of 30% Al2O3, in by¬townite-anorthite; for our purposes they may be con¬sidered as low- and high-alumina anorthosite respectively. The high-alumina anorthosites are somewhat rare; the low-alumina anorthosites are much more common, partic¬ularly in Eastern Canada. Geologically speaking, there is no shortage of anorthosite in Canada. The reserves are im¬mense, although their low Al2O3 content coupled with con¬siderations of location, access and proximity to limestone could be constraints to their development. Fly ash from coal-fired thermal power stations and nepheline syenite can also be used in a sinter process, but neither is likely to be utilized in Canada in the immediate future.The H+ process utilizes an acid attack to leach Al from a raw material with at least 20% Al2O3. One of the best raw materials is kaolinite-bearing clay; not only is it high in Al, but most of it can be extracted. With the possible exception of the Whitemud clay in Saskatchewan, Canada is apparently deficient in clays with sufficient reserves to support an alumina plant utilizing the H+ process. Low-alumina clays with illite and montmorillonite may also prove to be a suitable raw material if advantageously sited with respect to industrial centers. The average shale con¬tains only 15% Al2O33, much of which may be contained in minerals, such as feldspar, not amenable to acid leaching. If shale is used as a source of alumina, it will be because it contains some other valuable commodity, such as oil or uranium, the extraction of which leaves the spent shale upgraded in extractable Al2O3 and lowers the over-all costs to a point where it is economic, Thus, rejects from coal washing plants are most commonly considered as a source of alumina; they are already mined, are available in large and ever increasing amounts, and may contain significant amounts of combustible material which upgrades the Al2O3, content of the resulting ash. Coal rejects from existing and developing coalfields in Alberta and British Columbia are a possible source of raw material, but present data indicate they may contain insufficient Al2O3."
