In 2006, the Mine Improvement and New Emergency Response Act (?2006 MINER Act?), Pub. L. No. 109-236, 120 Stat. 493 (2006) was enacted in a bi-partisan move to strengthen the 1977 Mine Safety and Health Act. This action followed several underground coal mining accidents at the Sago and Aracoma Mines in West Virginia and the Darby Mine in Kentucky. The focus of that legislation was, in part, to force technological development and implementation. It involved the recomposition and training of rescue teams. Requirements for sealing worked out areas of mines were changed when MSHA invoked its Emergency Temporary Standard (?ETS?) authority for the first time in many years. Increased penalty amounts were established for certain types of violations for all types of mining, and minimums were set for unwarrantable failure violations issued under Section 104 (d)(1) and (d)(2); 30 U.S.C. Section 814 (d)(1),(2). The entire 30 C.F.R. Part 100 penalty criteria was revamped in a rulemaking, effective in April 2007. The visions were ambitious and noteworthy and those in industry and government have spent the last four years working through the aftermath of intended and unintended consequences of these changes. The penalty structure arrived at in 2007 has proven unwieldy and has contributed to the increase in contested caseload now before the Federal Mine Safety and Health Review Commission. In essence, litigation under the Mine Act ground to a virtual halt when the number of cases increased but the budget for Administrative Law Judges, who hear the cases, and the Solicitor?s office who represents MSHA, was not increased. Addressing the backlog effectively was one of the major challenges when Joe Main was confirmed as Assistant Secretary in early 2010.

Last evening, in Auckland, I heard the Chairman of Heinz US, Dr Tony O'Reilly (who, in addition to Heinz's ownership of our largest food processor, also has substantial personal investments in this country), advocate New Zealand as a 'regional corporate capital'.   Why would someone like Dr O'Reilly hold that view? No doubt, as one of Ireland's great rugby players of the 50s and 60s, he admires at least one thing that we do very well (confirmed again in Dublin over the past weekend). But that's not sufficient to support such a view.   He cited many reasons for preferring New Zealand over, say, Sydney, Australia, calling this 'the most rational in which to locate [an] international headquarters', including û +         we have no capital gains tax; +         a more 'pro-business environment'; +         a 'first class' legal and banking system; and +         a 'simple political system'.   I can find no better 'text for today's address.

DURING an investigation in which the solubility relations of the phases in Muntz metal (60 per cent. copper, 40 per cent. zinc) were under study, certain phenomena that had no immediate connection with the main problem were observed, which were thought sufficiently interesting to study further. Because of lack of time, only a preliminary survey was made of two of these; namely, the cleavage structure developed under certain conditions in a 60:40 brass and abnormal grain growth in this alloy. CLEAVAGE STRUCTURE IN HEAT-TREATED MUNTZ METAL Carpenter noted many years ago that cold-working a brass of the Muntz metal type, which had been quenched previously from within the beta field, results in a partial breakdown of the supersaturated beta solution and the precipitation of the solute (the alpha solution) in the cleavage planes of the beta grains. This manner of rejection of a solute from a metastable solid solution is not peculiar to this particular alloy, for among others, it occurs in the cold-working of certain austenitic steels; for example, the austenitic nickel steels. In these ferrous alloys, cold deformation produces a partial decomposition of the austenite, with the formation of martensitic "needles" and zigzags in the austenitic poly-hedra. It is interesting to note that while the two solid solutions-austenite and quenched Muntz metal- are metastable and in their mode of decomposition behave quite alike when deformed in the cold, the metastability of each results from a different cause; viz., that of the austenite from the fact that it is a supercooled solution (its solvent, gamma iron, at ordinary temperatures is below its normal stable range) whereas the metastability of the quenched Muntz metal is the result of supersaturation.

The quantity, quality and detail of project information increases as project development moves from initial scoping level studies, to pre-feasibility and option studies, then definitive feasibility study and basic engineering stages. Data accumulates from metallurgical and vendor testing from various ore types and composites carried out to assess physical characteristics and processing responses of the ore. Over-simplification or assumptions about the orebody for flow sheet development can result in using æaverageÆ information for design. Use of averages of data can have adverse implications on sizing of plant and equipment and consequently on definitive study cost estimates and detailed engineering. In practice, the treatment plant workforce is faced with managing a non-homogeneous or non-average orebody in a variable operating environment that is not always predictable. This paper presents views on how to use the data generated from testwork in project development and for process and plant design. Examples of process design risk or operating risk are presented. Although this topic is applicable to the broad range of process design decision making in the minerals industry, this discussion references comminution, flotation and extraction processes for gold and base metal ores.

The Bureau of Mines has conducted research on the ignition of methane-air mixtures by sparks caused by frictional impact of aluminum alloys on rusted steel at typical coal mine fan speeds. The objectives were to establish the incendivity of aluminum alloys under these conditions, to investigate differences between aluminum alloys, and to evaluate substitute materials for the aluminum-steel combination. With a specially designed apparatus, three commercial aluminum casting alloys and a number of experimental aluminum alloys were tested for incendivity of the frictional impact against rusted steel in flammable methane-air mixtures. All aluminum alloys tested produced some ignitions. Of the experimental alloys, the harder alloys and those containing silicon tended to be more incendive than the others. With the normal experimental conditions, constructional steel, stainless steel, brass, and plastic did not cause ignition of methane-air mixtures in frictional impact against rusted steel. Some ignitions occurred with constructional steel at high speed in more flammable gas mixtures enriched with oxygen. From these findings, it is suggested that constructional material combinations other than the aluminum-steel combustion would minimize this inc endive hazard. A detailed description is given of previous research, and comparison is made with present results where appropriate.

Provision needs to be made at all stages for the cost of environmental components since it is of fundamental importance that they be recognised as an integral component of any project. This paper presents an approach to environmental costing, suggested levels for budgeting, and the cost benefits.

An electromagnetic (EM) system for the location of trapped mine workers at coal-mine (300 m) depths has been developed. The use of such a system in deep mines (1-km depth) requires transmission at extremely low frequencies (ELF) and a reduction in the effective noise level beyond that which can be obtained by acceptable Integration times. Automatic-noise-cancellation (ANC) techniques reduce the effective noise level by combining several received signals that contain correlated noise. Such signals can be obtained either from a remote magnetic antenna or a local electric antenna. During Phase III of this program, real ELF noise data were acquired and used to test the ANC algorithms developed during Phase II. The ELF noise data were obtained from analog recordings made by Develco under another Bureau-of-Mines contract. Digitization was accomplished by an ND converter that was added to a GMRR computer. Phase III tasks Included preparation of software for digitization, computer-computer communication, data processing, and statistical analysis. Useable data were obtained from eleven half-hour tapes containing noise from one axis of the primary antenna and three axes of the remote antenna. The overall average Improvement in SNR was 4.1 dB. However, the average Improvements for the Individual X, Y, and Z axes were 4.2, 11.9, and -1.9 dB, which roughly follow the observed noise power. Nonlinear processing was not effective with this noise.

Roadheaders are commonly used in coal mines for roadway excavations. The prediction of roadheader performance is necessary for the planning of roadway projects and the estimation of costs. Recently, a new rock mass cuttability classification (RMCC) system has been introduced for roadheaders used in coal mines. In this study, the validity of the RMCC system was investigated for different types of roadheaders and different coal mines. Four different coal mines were visited, and the performance measurements of different axial and transverse roadheaders were carried out during the excavation of roadways. Uniaxial compressive strength, volumetric joint count, the strike and dip of joints, joint aperture, the Cerchar abrasivity index, and water ingress were determined in field and laboratory studies to calculate the RMCC index. The analysis of the data demonstrated that the correlation coefficients between the net cutting rates and the RMCC indices were higher than 0.94, suggesting that the RMCC system was valid. It was concluded that the RMCC system could be reliably used for the evaluation of roadheader performance in coal mines.

The use of refuge chambers for use in handling underground emergencies is an issue of topical relevance within the US mining industry. Chamber design is of importance to meet some new safety requirements of US federal and some state government mine regulations. A review has been undertaken of a steel mine refuge chamber design to predict what will be internal temperature within the chamber over an extended period with miners present? The design has been examined for the situation when the chamber is sited in still mine air. Spreadsheets have been developed to allow various design assumptions to be tested. The evaluation has been undertaken using thermodynamic heat transfer models with some assumptions specified to produce a model of appropriate simplicity but with adequate degree of accuracy. Under normal still air conditions it can be seen that internal chamber conditions rise quickly to often arduous conditions. There will always be quite a few assumptions necessary in complex heat transfer process evaluations. Some important refuge chamber design parameters are: ? External surface area of the chamber, its wall thickness and construction. ? Metabolic heat generated and number of persons making use of the chamber. ? The temperature of the external mine atmosphere to the chamber over the year and the influence of geothermal gradient on temperature at depth. ? The maximum internal chamber Apparent Temperature considered safe. ? The distance inside the underground mine and adjacent ventilation conditions.

The paper describes the main drive systems of an iron ore pelletizing plant and related important design aspects. It is shown how today?s drive systems provide the desired flexibility for the process and lead to high energy efficiency and system reliability. With respect to electric drives expansion projects have many technical issues in common with green-field installations. However, there are aspects where important, distinct differences occur. It is shown which considerations for selecting and sizing drive systems for such a plant as well as for integrating them into an overall plant control concept need to be taken into account. Besides the design of the drive systems a key aspect for such an expansion project is the network interaction. Harmonics levels at different points in the plant network need to be checked carefully with simulations during the design phase to avoid problems later-on during operation. The power factor compensation and the harmonic filtering of the new production line cannot be designed independently of the already existing plant. The paper highlights areas where problems could occur and which points need to be paid attention to when a plant is expanded.

Significant factors include charge mass, distance, face height and orientation, burden, spacing, and initiation sequence, stemming height and type, topographical shielding, and meteorological conditions. After a snap-shot survey of water quality of streams draining various coal measures carried out in 2000 - 2001, West Coast Regional Council expanded its monitoring programme to better establish the condition of streams draining coal mining areas and to characterise the variability of water quality with respect to stream flow. Samples were collected for water quality indicators such as pH, sulphate, turbidity, conductivity, temperature and dissolved oxygen as well as macro-invertebrates, fish and assessments of stream habitat. Water quality sampling was carried out at 27 sites on 21 streams located from Page Stream near Seddonville in the north, to Seven Mile Creek near Dunollie in the South, and to Garvey Creek east of Reefton. There was relatively low variability of pH, conductivity and sulphate concentrations at most of the sites sampled. Conductivity and sulphate concentrations reduced with increasing flow and pH generally increased. Significant effects on macro-invertebrate and fish populations were identified at several of the sites where water quality sampling was undertaken. Of the water quality parameters tested, macro-invertebrates were mostly affected by pH. Although not sampled directly (conductivity was used as a surrogate) heavy metal concentration may explain some of the variation in macro-invertebrate communities. Three creeks affected by mine drainage were sampled for fish and no fish were present. Fish appear to be more sensitive to acid rock drainage that invertebrates. Using data from this survey and other studies conducted in the region, the total length of stream that is actually or highly likely to be adversely affected by acid rock drainage was estimated at 125 km. This figure is useful as a gauge as to the magnitude of the issue in this region and for setting of priorities for remediation. However, as it is only an estimate based on limited sampling sites, it should be used with caution.

The flotation response of a Pb-Zn sulphide ore from the Rosh Pinah Mine (Namibia) was studied in the presence of inorganic depressants such as sodium cyanide and zinc sulphate. Poor flotation selectivity was observed in the rougher concentrate of the galena circuit despite the use of a large amount of sodium cyanide. Batch flotation tests have shown that the use of cyanide alone is not efficient for the depression of sphalerite from the Rosh Pinah ore when milling is carried out according to the current plant particle size distribution. The use of both cyanide and zinc sulphate improved the selectivity between galena and sphalerite much better than cyanide alone. Flotation selectivity is limited by the mineralogical texture of the Rosh Pinah ore sample. Microscopic analysis has shown that the presence of sphalerite in the galena concentrate is also due to poor liberation between galena and sphalerite, especially in the middlings. Hence, selectivity could be improved by regrinding the rougher concentrate prior to the cleaning stage. Keywords: sulphide ores, flotation, flotation depressant, mineralogy.

Otras aplicaciones incluyen evaluación de recursos y reservas recuperables (dilución), clasificación de recursos y reservas, y optimización de espaciamiento de sondajes. En ese sentido, el presente trabajo señala los aspectos de los esquemas de clasificación de recursos y reservas utilizados en la industria, el cual está basado en el modelo de incertidumbre que las simulaciones condicionales proveen. Asimismo, se analiza el riesgo que este modelo de incertidumbre implica para sub-regiones (unidades) de extracción del yacimiento, como las definidas por fases de extracción mineras o períodos de tiempo.

BEFORE describing the experience with the Chinese on the Rand and the work they have accomplished, it will be necessary, sary, first, to give a brief account of labor-conditions in the Transvaal since the war, and then to show how the necessity of importation of labor arose. As is well known, the Transvaal mines are run on the dual system of labor-that is, the rough work is done by colored laborers under the superintendence of white men. From the start of mining operations in South Africa there has been the cry of shortness of native labor, due in great measure to the failure of Kaffirs to work continuously in the mines. While he works, the Kaffir is a satisfactory laborer, but his period of service is short, averaging about nine months. People unacquainted with the Kaffir have maintained that, by offering a higher wage and better accommodation, better results would be obtained from the native workers, but an increased wage simply aggravates the trouble. The Kaffir's wants are few. While at work he spends little of his money, and before long has sufficient capital with which to buy wives and become a gentleman of leisure. Doubling the wage of the Kaffir means that he acquires a competency in half the time, so that his period of service is correspondingly reduced. In 1899, before the war, there was always a cry about the scarcity of Kaffir labor. The highest number of natives at work was in July and August, 1899, when nearly 100,000 were employed. At the outbreak of hostilities the Kaffirs were scattered far and near, many doing well during the war by working for the military authorities. OK Tedi Mining Ltd. (OTML) is in the process of optimising the concentrator performance. One aspect that has been recently implemented is an upgrade of the existing expert control philosophy on the grinding circuit and this will be the topic of this paper. Ore grinding in SAG mills is a multi-input multi-output (MIMO) process subject to several disturbances, most typical being quick acting disturbances such as changes in ore characteristics like hardness and particle size and slow acting disturbances such as ball charge variations and liner wear. The OTML SAG mills treat ore from diverse ore bodies and receive fresh feed subject to large changes in particle size. These circumstances make these mills particularly challenging to control. In this paper, a comparative analysis is presented between the performance of the OTML SAG mill #2 before and after the commissioning of a hybrid control strategy. The strategy uses Expert Knowledge combined with advanced disturbance rejection to reduce the variability of the main process variables, especially pressure and power. It further optimises the overall operation by driving the SAG mill #2 against process constraints (e.g. high power, high motor temperature and high scats recycle rate) and maintaining the operation at or near this point. This strategy is implemented by a combination of the manipulated variables (i.e. fresh feed tonnage and % solids) at any given time.The paper will present trends and a statistical analysis of the comparative results of the mill operation over a period of months, showing a 30% reduction in mill power / pressure variability and a 12% improvement in average power drawn. An increase in throughput was also observed, but cannot be conclusively attributed to the change in mill control due to other changes that were made to the SAG mill #2 during the period of comparison. An additional benefit includes better acceptance from the operators with improved consistency of the SAG mill #2 operation across shifts.The paper will also discuss further improvements envisaged in the continued optimisation of the grinding control circuit.CITATION:Savage, C, Rodriguez, R and Metzner, G, 2013. "An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. Shoshonite suite (absarokite-shoshonite-banakite) and adakite-hosted epithermal Au deposits are a feature of circum-Pacific magmatism. Fijian examples include Tavua (Emperor) and Tuvatu on Viti Levu. New discoveries of shoshonite suite and adakite-hosted epithermal Au mineralisation have been made in the southern Yasawa Islands and in central-northern and central-western Viti Levu. The Fijian shoshonites define four NE–SW trending suites. The oldest is the northern 7.9–5.0 Ma Yasawa suite, followed by the 4.7–3.5 Ma Sabeto–Tavua–Rakiraki suite in northern Viti Levu, the 4.7–4.2 Ma Yanuca–Vatulele suite approximately 20 km south of Viti Levu and the 3.4 Ma Astrolabe suite approximately 75 km further south. Shoshonite suite lithologies with 3.8–3.0 Ma ages also occur in the Lomaiviti islands between Vatu-Cake and Moala, to the east of Viti Levu, defining a trend oblique to the NE–SW shoshonite belts. Seatura, a 3.3–2.8 Ma ocean island basalt (OIB) volcano, sits at the northern end of the Lomaiviti trend shoshonites. Trace element/isotopic chemistries indicate that shoshonite arc magma genesis involved the melting of a hydrated supra-subduction zone mantle wedge and also a lower mantle-derived plume (OIB) component. The upwelling plume provided heat for melting and possibly Au enrichment. Accessing the melt generation zone associated with the plume required a slab conduit or window. Such slab windows form by tearing during subduction or occur at slab edges. Adakites form by plume-induced slab melting. The four NE–SW Fijian shoshonite suites are interpreted to occur in back-arc extensional zones above a slab window (tear) that migrated southward during rollback of the New Hebrides–Vanuatu subduction zone. The plume (Seatura OIB) that is interpreted to have caused mantle wedge melting and formation of the Lomaviti trend shoshonites was focused along the interface between the north-dipping Vanuatu–New Hebrides subduction zone and the west-dipping Tonga subduction zone, which we have seismically imaged at approximately 400 km depth. In the system, it shows the installation process and drilling/mixing tool with the mixing process. In the design concept, it shows how to design Geo-Column against the vertical and horizontal load. Finally, it shows the applications with four case histories, (1) building mat foundation, (2) isolated foundation on the pedestrian bridge, (3) bridge spread footing and slope erosion control wall in the channel, and (4) cut-off wall and shoring wall in the underpass roadway to the railroad.

As part of an investigation of the deep structure of the Waihi Basin, an extensive set of resistivity measurements was recently collected by DSIR Geology & Geophysics. The objective of this work is to map deep resistivity changes throughout the Waihi area in order to contribute to a better understanding of the regional geophysical structure. This research is also aimed at improving techniques for locating 'deposits of epithermal mineral resources, and helping to establish their origin and genetic relationship to fossil geothermal systems.   The results indicate that the basin south of Waihi is underlain by an extensive layer of low resistivity, modelled as a 5ohm-m layer several hundred metres thick. Lake sediments (mudstones), as exposed in the south western part of the basin, near Waitawheta, are the most likely source of this low resistivity layer, although hydrothermally altered clays and/or elevated temperatures are other possible causes. Strong northeast trending anisotropy is also observed, implying structural links from Waitawheta through to Golden Valley. The observed resistivity pattern is consistent with a æburied calderaÆ or æfaulted depressionÆ structural model for the basin, as inferred from gravity and magnetic data.
