The Royal Bafokeng community in South AfricaÆs North West Province represents a unique case in Sub-Saharan Africa in terms of its positioning in the natural resource economy. It receives royalties directly from mining firms for the extraction of Platinum Group Metals, which include platinum, ferrochrome, rhodium and palladium. In 2007, royalty income of about R290 million (approximately US$32.2 million) was reported. Such direct revenues have enabled the community to invest in educational, medical and other social infrastructure, thus complementing governmentÆs social provisioning efforts. Indeed, the Bafokeng community owes its present-day modernisation efforts to mineral rights, and in particular, the legal-institutional arrangement that has enabled it to play an active role in South AfricaÆs lucrative extractive economy. However, the distribution of platinum wealth in this community is not only uneven, but also appears to have had little impact on the broader socio-economic conditions in the community. Despite claims by community leaders of heavy investment in education and skills development, the community continues to be faced with very high levels of unemployment, illiteracy, sprawling informal settlements, poor access to medical facilities and malnutrition. This paper examines the sociological paradoxes and contradictions thrown up by the approach adopted to involve community members in the mobilisation of mining royalties for developmental ends. The central argument is that the current æmodelÆ contradicts the communityÆs stated goals of using platinum wealth to drive up broad-based development and modernisation. This is mainly because it leaves out the vast majority of community members, who are uneducated and unskilled. The core analysis is based on pilot data from an ongoing study in the Royal Bafokeng community.

In order that the use of continuous mining machines be most economic, the equipment must be operated at rated capacity as much of the time as possible and downtime for repairs kept at a minimum. A large factor influencing any proposals for maintenance programs is the complexity of the machines—often the intricacies of the precision-built equipment requires engineering knowledge byond the scope of mine maintenance personnel. A training program is part of the answer; there are others. In addition to investigating a joint company-manufacturer equipment-design improvement program, Mountaineer Coal Co. has launched a detailed preventive maintenance program to combat extensive downtime often encountered when continuous miners are used. Everyone in the coal industry knows the importance of operating continuous miners at their rated capacity as much of the time as possible. The potential capacity of the miner is such that l-min. delay means from 3 to 8 tons of coal lost. Today's miner is a well designed, precision-built machine, complicated with hydraulic and electrical equipment and complex mechanical assemblies with all possible combinations of gears, levers, and rods. As the machine becomes more complex, the problem of maintenance becomes more acute. The transition from conventional to continuous mining has taken place so rapidly that the mine mechanic has been unable to keep pace. When there is a machine failure, the maintenance man usually employs either the trial-and-error or the play -it-by-ear method of repair, but this represents an expensive proposition. Mine mechanics, maintenance superintendents, and mine managers complain about the complexity of the machines and how difficult it is to keep them running. There is no shortage of skill in the design offices. Machines are designed by good engineers, but for engineers. What's the answer? Better trained maintenance men—better maintenance instruction—better field service. These are all good corrective measures, but the real cure is to provide for the men at the do it level. Designers have got to cooperate with men to simplify maintenance on the increasingly complex machine. The designer must be aware of how his machine can be maintained. Sometimes a simple design change in a bearing, oil seal, or a bushing will correct recurrent breakdowns. Parts such as filters, hydraulic cylinders, hoses, and pivot pins can be better arranged on the machine to make them accessible so that the mine mechanic can easily keep the machine producing. Therefore, to get our maintenance off on the right foot, the program must begin back in the design office, before the machine is delivered to the mine property. Realizing the importance of this aspect, our company set out on a joint company-manufacturer equipment-design improvement program. This is a formal program in which quarterly reports are written covering machine defects, design weakness, and general problems relating to machine maintenance and performance. The manufacturer in turn comments on each and every item appearing in these reports, indicating the action he proposes to take. In addition to the written reply, meetings are scheduled with manufacturer representatives to discuss further the outlined problems. The benefits realized from this organized program are both substantial and far reaching. Good maintenance begins with a good design. The subject of preventive maintenance is not a new one. Volumes have already been written on the subject. It consists primarily of doing the maintenance work when you want to rather than when the machine demands it. However, a preventive maintenance program can be overdone. Theoretically, if carried to ridiculous extreme, all working time could be spent inspecting and repairing the machines and no time would be left for production output. Our goal in maintenance is to maximize running time for all machines, and to prevent or at least minimize production downtime. "In the process of smelting copper ores and secondaries in the reverberatory furnace to produce a copper matte and a slag low enough in copper content to be discarded on the dump, it is essential to the best functioning of the process that most of the iron in the material charged into the furnace be at the end in the form of sulphide in the matte or ferrous oxide in the slag. Ferric oxide and magnetite present in the charged material should be reduced to ferrous sulphide or oxide. Ferric oxide offers no difficulty in reduction, at least to the magnetite stage, because it reacts very readily with sulphides at quite low temperatures. Magnetite is less reactive and consequently more resistant to slagging, so that the furnace man must take advantage of all factors favoring its reduction in order to prevent accumulations in the furnace.In order to determine these factors more definitely, the Bureau of Mines in cooperation with the Department of Metallurgy, University of Arizona, has undertaken at the Southwest Experiment Station an investigation of the effect of various factors upon the rate of reduction of magnetite by ferrous sulphide. A previous paper's reported the nature of the reactions taking place and the effect of various physical factors when only pure sulphide and oxide were present. Since in the actual smelting operation, many other substances are also present, it seemed desirable to make a study of the effect of their presence upon the rate of reduction of magnetite by ferrous sulphide. Such a study has been made; the work done and the results obtained are described herewith.As will be shown later, it has been found that of the substances usually present in the smelting charge, silica and magnesia accelerate, whereas lime, alumina, and cuprous sulphide hinder the reduction of magnetite by ferrous sulphide.No report of a previous laboratory investigation of this subject has been found. Almost all furnace operators have made at one time or another at least qualitative ccmparisons of the effect of various changes in operating oonditions upon the behavior of magnetite in the furnace, but the conclusions derived from the experiments have never been published."

An OCS Expert control system was implemented by Svedala Cisa at the Minera Maricunga Refugio Crush-Leach Operation near Copiapo, Chile. The purpose of the Expert system was to maximize production through the primary and secondary crushing circuits and help balance crusher usage between each stage to maximize total plant production. Interesting aspects of the control strategies are discussed. Benefits of the control were verified through a randomized On/Off test program. Tonnage increases ranged from 5% to approximately 20% at good confidence intervals. Benefits analysis results are discussed. The crushing plant at Refugio is very remote and is located at approximately 15,500 ft. This poses many challenges. The effect of altitude and remote location on plant operation are discussed.

Among the numerous Low-grade manganese deposits in eastern Aroostook County, Maine, the Dudley deposit near Mapleton in the northern district is one of the few known to contain an appreciable tonnage averaging above 10 percent manganese. The ore body, consisting of stratified manganiferous hematitic shale, is over 5,000 feet long and ranges in width from 30 to 175 feet. The deposit was extensively explored during 1942-44 by the Manganese Ore Co., a subsidiary of M. A. Hanna Co. of Cleveland, Ohio. Data obtained from this work were made available to the State and Federal Geological Surveys for estimating ore reserves. An estimate by the Maine Geological Survey, using a 10-percent manganese cutoff and to a depth of 200 feet, shows 609,000 long tons of manganese metal in material averaging 12.6 percent manganese. By lowering the cutoff limit to 5 percent manganese, the estimate was increased to 919,000 long tons of metallic manga¬nese in material averaging, 10.4 percent manganese,

A method is outlined for computing the contribution of a micropile group to global stability of a sliding mass. The forces in the micropile are computed in a way which accounts for the effect of soil mass movement on the mobilization of axial and shear forces and which maintains compatibility between shear and axial force as a function of displacement. The method provides a rigorous model to incorporate the pile forces into the stability calculations, including the effect of pile forces on the resultant shear and normal forces at the sliding surface. This paper demonstrates the proposed solution using a simple example slope.

The past decade has brought significant changes in the use of risk-based criteria for safety within the U.S. Department of Defense. The Range Commanders Council (RCC) chartered a working group to develop and define risk acceptance criteria for protecting the general public and mission essential personnel from debris from launch ranges. This working group has continued to develop and update RCC Standard 321 as the needs of the ranges and range users have evolved. A revision to RCC Standard 321 is near finalization and will include casualty criteria, guidelines for assessing risks due to other flight hazards in addition to inert debris, and an overall risk management process for range safety. This paper reports on work in progress and includes several precedents which may prove important to the explosives safety community.

Entry of personnel under a vertical raise bored hole is not standard practice in Australia. Where access is required below a rise, mining operations must be confident that they understand the capacity of the ground control specified and installed. Physical modelling was conducted on Callie mine to evaluate the performance of 5 mm steel wire weldmesh secured to the base of a vertical raise bored hole of 1.4 m diameter. Joint orientation data was used with Unwedge to calculate a series of potential wedges likely to form within the rise. The mass of the most likely wedges were then replicated by collecting rocks in 5 kg increments (¦10 per cent), which were allowed to freefall onto installed mesh at the base of a 40 m vertical rise. The results indicate that two sheets of mesh can retain a freefalling rock of at least 20 kg mass although rupture of strands can result. This paper outlines the test conditions, expected results based on theoretical calculations and actual outcomes of the testing.

Accident data indicates that mobile haulage poses a significant pinning, crushing, and striking risk. Proximity detection systems (PDSs) have the potential to protect mineworkers from these risks. However, unintended consequences of mobile PDSs can undermine the safety benefit they provide. Soliciting iterative user input can improve the design process. Users help provide a critical understanding of how mobile PDSs may hinder normal operation and endanger mineworkers. Researchers explored users’ perspectives by conducting interviews with mineworkers from seven mines that have installed mobile PDSs on some of their haulage equipment. Mineworkers reported that mobile PDSs affect loading, tramming, section setup, maintenance, and general work on the section. Mineworkers discussed the operational effects and increased burden, exposure, and risk. Mineworkers also suggested that improved task compatibility, training, logistics, and PDS performance might help address some of these identified issues. This paper also gives additional insights into mobile PDS design and implementation.

"Changing ore types, feed grades and c1rculat1ng loads are some of the many factors that can make flotation feed-back control difficult. To control a flotation circuit using conventional fixed-parameter control algorithms, one must either tune the controllers very often or tune the controllers to the middle of the normal operating range. The former approach is very time consuming, while the latter approach can lead to long periods of either very sluggish responses or highly reactive responses which can lead to instability. The problem becomes compounded if feed-forward variables are introduced, creating even more variables to tune. An alternative to a fixed-parameter control algorithm is an adaptive control algorithm. An adaptive control algorithm continuously retunes itself based on previous reactions to its changes. Feed-forward control also becomes much more viable because the algorithm will tune the feed-forward parameters and the feed-back parameters simultaneously. Using the combination of feed-forward and feed-back tuning is an effective way to decouple the loops needed in flotation circuits where one circuit feeds into another. The advantages of adaptive controllers over conventional controllers will be introduced through the use of a simulator. Also discussed will the be the implementation of adaptive controllers at Brunswick Mining and some of the modifications that are available to help solve more difficult control problems.Brunswick Mining is located just outside of Bathurst, New Brunswick. The concentrator processes approximately 10250 tonnes per day of ore that assays at approximately 8.9 %zn, 3.6 %Pb, 0.3 r.cu and I 00 gram/tonne of Ag. The four products produced are zinc concentrate assaying 51 %Zn, lead concentrate assaying 34 %Pb, copper concentrate assaying 21 %Cu, and a bulk concentrate assaying 32 %Zn and 18 %Pb."

The economical analyses of different Chuquicamata open pit mine planning scenarios, indicate that the pit closure should occur at latest in the year of 2017. However, about 60,000 m of drill holes have demonstrated that below the pit bottom there is a potential of 2.3 billion tons of ore. Hence, Division Codelco Norte developed the scoping engineering for a large underground panel caving operation, similar to El Teniente mine. This project considers the exploitation of a 2500 m 300 m footprint, with three 250 m lifts. The plan considers to initiate the construction in the year 2009, to begin the production in the year 2015 and achieve a production rate of 45 million tons per year in the year 2021. A large-scale transition from open pit to underground mining like this one presents three main challenges: (1) to include the geotechnical aspects relevant for mine design and mine planning, (2) to define the proper surface and underground infrastructure, and (3) to fulfil the project deadlines and to achieve the production targets. This paper summarizes this transition project and discusses these three main challenges.

Heat capacity measurements of akermanite ( Ca,MgSiO ) , cordierite (Mg2A14 Sig018 ) , gehlenite ( Ca₂Al₂ SiO ) , and merwinite ( Ca ,MgSiO ) were conducted over the temperature range from 50 ° to 298.15 ° K. The entropies at 298.15 K ( expressed in cal / deg mole ) were evaluated as follows : Akermanite , 50.0 ± 0.5 ; cordierite , 97.3 ± 0.9 ; gehlenite , 47.4 ± 0.4 ; and merwinite , 60.5 ± 0.5 . All four compounds have positive entropies of formation from their constituent oxides at 298.15 ° K ; the values range from 4.6 cal /deg mole for akermanite to 10.1 cal / deg mole for cordierite .

Based on the concepts of statistical thermodynamics of athermal mixtures, an approach is developed which is capable of quantitatively explaining the thermodynamic properties of binary silicate systems. Expressions for the ionic fractions of various anionic linear and nonlinear chain polymers are derived. The developed expressions for free energy of mixing are tested by applying these to the system PbO-SiO2. The ionic fractions of various chain polymers in this system are calculated. The two cases, namely, of linear and nonlinear chain polymers are compared with each other.Limitations of earlier models are pointed out.

Native asphalt was produced by three companies in two States, Texas and Utah. Bituminous limestone, used primarily as a paving material for street and road repair, was produced by one firm, R. L. White Co., Uvalde County, TX. Gilsonite, a solidified hydrocarbon found only in Colorado and Utah, was mined by two firms, American Gilsonite Co., a division of Chevron Resources Co. (a subsidiary of Standard Oil Co. of California), and Ziegler Chemical and Mineral Corp. Hydrocarbon Mining Co. (a subsidiary of Oberon Oil Inc., a Utah corporation) closed its mining operation during the year.

In response to numerous requests for information as to the status of internal-combustion mine locomotives of the Diesel type that use heavy or non- volatile oil for fuel, with special reference to their safe use in coal mines, the United States Bureau of Mines is issuing this report. Data mere obtained, on application of such locomotives to cod mining only in Belgium, France, Germany, and Great Britain. The locomotives are used in coal mining in other countries, as well as in potash, iron, and other kinds of mining, but their chief development has been in coal mining in Germany, France, and Belgium. Recently popular interest in the Diesel type of engine for motive purposes was aroused in this country by the successful application of Diesel engines to railroad locomotives hauling fast transcontinental trains, and, according to published statements, at a low cost of fuel per mile of run.

In 2011, two historic outcrop rocks known as Teffé and Itapema located in the navigation channel of the Port of Santos, Brazil (Latin America’s largest port) – were excavated by drilling and blasting techniques. Sensitive structures - a passenger terminal and an 80-year old warehouse were exposed to ground vibrations generated by underwater blasting. The warehouse had existing structural problems due to a combination of factors such as the presence of an unstable soil, previous repair work, and intense seismic events generated by the daily traffic of cargo trains nearby during eight decades. Since the worsening state of the structure was attributed to ground vibration from underwater blasting, particle velocity time histories generated by underwater blasting and by passing trains were monitored. By analyzing the energy spectral density of these events using spectrograms, it was possible to observe the seismic energy levels in time and spectral domains. Since the hysteretic energy dissipation by structures is related to the duration of the seismic event and the limited dissipation capacity of the structure, one could expect damages to appear in the structure once energy levels exceeded this dissipation capacity. As the quantity of energy transmitted to the structure is proportional to the duration of the seismic event, the transmission of seismic energy to the warehouse structure over time was more significant in the case of the train-induced ground vibrations (several minutes) than those generated by the underwater blasting (few seconds). Thus, for the warehouse, train-induced ground vibrations have a larger impact on the structure rather than ground vibration generated by controlled underwater blasting techniques.

ZINIFEX Century Mine is a zinc, lead and silver concentrate producer. Flotation is the primary method of minerals separation in this circuit. The flotation circuit is quite large with 79 flotation cells. The levels in each of these interconnected cells are controlled at more than 45 level control stations. Due to the multivariable interaction throughout the circuit, good level control was found to be difficult to achieve by just using normal Proportional-Integral-Derivative (PID) control. As a first step in advanced process control, the FloatStar Level Stabiliser, a multivariable controller developed specifically for flotation circuits, has been commissioned at Century mine to solve the level control problems. The first section of this paper therefore discusses and shows the results and improvements obtained by using the FloatStar level stabiliser. The results and benefits of the FloatStar Flow Optimiser are discussed in the second section of this paper.
