"The development curve in the extractive sector has become longer, steeper, and riskier due to increased social, legal, and political risks from various stakeholders. Indigenous peoples are a unique stakeholder because their growing legal rights to lands and resources can often determine a project’s outcome. A project will only be successful if it is able to obtain the legal permits, withstand any judicial reviews, and gain and maintain the social license to operate. Stakeholder identification, management, and engagement are key risk-mitigation tools required to successfully convert risks into opportunities.RÉSUMÉ La courbe de développement du secteur de l’extraction s’est allongée, elle est devenue plus abrupte et plus hasardeuse en raison de l’accroissement des risques sociaux, légaux et politiques venant des divers intervenants. The Portland beryl-mica district, Middlesex County, Conn., comprises three deposits investigated by the Bureau of Mines in 1943. The Gotta-Walden deposit is in a pegmatite dike 4 to 20 feet thick, which cuts gneiss and schist. In general, the hanging wall is rich in mica and beryl with some feldspar, quartz, and garnet. The central core is usually high in quartz and feldspar, with relatively little mica and beryl. The footwall comprises quartz and feldspar, with varying amounts of mica and some beryl. The beryl crystals range in color from green to almost golden and have a maximum diameter of inches. Results of surface trenches indicate a beryl content of 0.81 percent for the pegmatite. A small production of beryl, feldspar, and scrap mica has been made from the deposit.

During the 5-year period 1906-10 inclusive, 84 major disasters (a major disaster being one in which 5 or more lives are lost) occurred in the coal mines of the United States, or an average of 17 per year, and the total number of fatalities from coal-mine gas and dust explosions (major plus minor) for the 5 years aggregated 2,338 or 477.6 per year. The monotonous continuance of coal-mine disasters month by month aroused the people of the United States to such an extent that it was felt necessary for the Federal Government to try to do something looking to the avoidance of the admittedly excessive loss of life in our coal mines, and this was one of the deciding factors in the establishment of the United States Bureau of Mires in 1910. That results have been obtained in this particular cause of coal-mine accidents may be seen from the fact that for the year 1933 but one major explosion disaster occurred in the coal mines of then united States and the total number killed in that disaster was 7. Unquestionably the coal-mining industry through use of oaf or mining practices and aided by the various kinds of work of the Bureau of Mines looking to the prevention of mine fires and explosions is in large part responsible for this very creditable change. If the gas and dust explosion fatality rate of 1.059 per million tons of coal produced during the period 1906-10 inclusive had continued to the first of January 1934, instead of the 6,373 deaths which actually occurred due to gas and dust explosions, there would have been 13,480. Hence, during the 23 years existence of the Bureau of Mines there has apparently been a saving of about 7,102 probable deaths, or an average of more than 300 per year, from gas and dust explosions as against the number which would have occurred had the 1.059 gas and dust explosion fatality rate for the period 1906-10 continued. Thirty-nine persons were killed in all kinds of explosions (both major and minor) in the coal mines of the United States in 1933; if the 1.059 gas and dust fatality rate of the 1900-10 period had been in effect in 1933, about 400 persons world have been killed. Unquestionably, the various teachings of the U.S. Bureau of Mines looking to the avoidance of explosions and fires in mines have had a vital influence in reducing the number of explosions and fires and also in decreasing their destruction in case they occur.

The Gippsland Basin is one of Australia's most important producers of petroleum products. An inevitable byproduct of the production, refinement and transport of the millions of barrels of oil is thousands of tonnes of waste. These wastes are generated from the wellhead through to the petrol bowser and range from oily brines and coal tars to oil and petrol contaminated soils. The vast majority of these wastes are of a relatively low toxicity and most importantly are carbon-based and biodegradable. Current disposal practices tend to ignore the latter characteristic and inappropriate and/or expensive waste disposal solutions such as landfilling (tipping), incineration or ocean outfalls are the result. A very cost effective and environmentally friendly alternative is land treatment of such wastes. Landfarming, as it is called, has been successfully practiced in Europe for over a decade. Essential features of the system are: ò Application of a predetermined quantity of biodegradable waste in liquid, sludge or highly contaminated soil form, to pre-ploughed soil with concurrent addition of nutrients (N, P and trace elements) and lime to encourage bacterial activity. ò Harmless bacteria already present within the soil break down the carbon-based compounds into carbon dioxide, water and waste heat, WHILE concurrently generating new cells. The breakdown occurs over a period of weeks to months and continues with time with the extremely low levels of the more difficult waste types being the last to disappear. ò Further waste is applied to the soil at regular intervals. The treatment area may be dedicated to landfarming or may be used alternatively for agricultural purposes. Application rates vary but may be as high as 800 tonnes per hectare per year for wastes such as refinery sludges.

In Switzerland two major railway systems as shown below in Figure 1 has recently been completed or is under construction: ¦Lötschberg, south of Bern which was commissioned in 2007 ¦Gotthard, south of Zurich which is scheduled to be commissioned in 2016The aim is to increase the transport capacity of the railway system and to transfer more transport of goods to the railway by offering transport of trailers and lorries on the new railway systems. It will have a positive environmental impact but also improve the congested traffic situation of the highways in north-south directionThe Gotthard tunnel is totally 57 km (35 mile) long and the Lötschberg tunnel is 35 km (22 mile) long. Both tunnel systems consist of two parallel single track tunnels connected with cross tunnels at every 333 m (1 093 ft). Additionally there are cross-over tunnels and caverns for installations and operation. In the Lötschberg tunnel, the majority of the excavation has been by Drill & Blast and in Gotthard tunnel the major part is being excavated by TBM.

Facts obtained by the Bureau of Mines on the dust-explosion hazard in air of materials used in the plastics industry are presented for 313 samples studied in the laboratory. Information is given on ignition temperature of dust clouds and layers, minimum explosive concentration, minimum energy required for ignition, explosion pressure and rates of pressure rise, amount of inert dust required to prevent ignition and flame propagation, and, in some instances, on the limiting oxygen concentration in an atmosphere to prevent ignition by spark and by heated surface. The effects of particle shape, additives, and resin structure on explosibility are discussed. Relative explosibility of the materials is related to the ignition sensitivity and explosion severity and is denoted by an empirical index. Recognition of the degree of hazard will facilitate adoption of adequate measures for preventing ignition and explosion during manufacturing or processing.

Undisturbed minor sedimentary structures-cross-bedding, ripplemarking, scour-and-fill, slumping-are present in most of the rock types in the Willyama Series of the Broken Hill district and in the orebodies.This indicates that there has not been any significant movement of mineral matter within or into the rocks during or after metamorphism, that the rocks have not flowed during tectonic deformation or during metamorphism, and that the ore is an original sedimentary deposit in its sedimentary position.Sedimentary processes, depositional and mechanical, are indicated to explain the deposition of sedimentary metallic minerals and their concentration into large masses. The Broken Hill orebodies show evidence of these processes.INTRODUCTIONI visited Broken Hill for one week in May, 1958, at the invitation of Mr. Haddon F. King, Director of Consolidated Zinc Pty. I greatly appreciate the distinction, and will endeavour to fulfil the duties of the office to the best of my ability, and hope to prove a worthy successor to those gentlemen who have held the position before me. On behalf of the local members of the Institute, I extend a hearty welcome to the members from the other States of the Commonwealth, who have come so far to attend this meeting, and also to the non-members whom we have invited this evening. We are especially pleased to have Mr. Gregory, our Minister of Mines and Railways, and the Government and School of Mines officials with us; and I take this opportunity to thank the Premier, Mr. Gregory, and the Government officials for the assistance given us, and for doing so much to make the visit of our members from the other States so pleasant and instructive. Mantoverde Division of Empresa Minera Mantos Blancos S.A., Anglo American Chile, developed an open pit mine to exploit copper oxide ore. Mantoverde mine is located in the Province of Chañaral, Northern Chile, about 1,020 Km far from Santiago. Currently, the East wall of the mine is reaching the condition of final pit. To evaluate the possibility of a pit optimization on this wall a geotechnical study was performed, including slope stability analyses by limit equilibrium and numerical methods. As a result of this geotechnical evaluation, it was decided to allow a probability of failure of 12% for instabilities affecting up to 600,000 tonnes, and use steeper slopes on the East Wall of the mine. This paper describes this geotechnical evaluation and how the results of the stability analyses were used to define a flexible slope design, which allows modification if the observed slope behaviour deviated from the expected one.

"As mine size and tonnage continues to increase, material handling/processing equipment has also increased in size with 400 MT haul trucks, 2000 KW crushers, 12 M SAG/AG mills, 8.5 M ball mills, 3000 M3 flotation cells and 12.5 MW HPGR’s all with planned designs to increase in size further. Related equipment including vibrating screens have also increased in size with screens seeing feed rates of 3000 MTPH. Open circuit SAG Pre-Crush and closed circuit HPGR flowsheets are becoming more common with large screening requirements. Large multi-slope (banana) or horizontal screens are commonly used for these applications, however as the size of these screens has increased, the number and size of the brute force/overhead exciters has increased but with limitations. An example is a SAG discharge screen that will see surges of material from the SAG mill which overload the screen, reducing the screen stroke or throw causing a large reduction in screen efficiency with excessive fines & moisture in the screen oversize feed to the pebble crushing circuit. This paper will present some actual examples of the use of Two-Mass screens as a solution to these overloading problems and the advantages of Two-Mass screens in other high tonnage applications.Brute Force Drive Compared to Two Mass Drive Vibrating ScreensThe standard single mass screen as depicted by figure 1 is generally recognized in the mining industry. It is characterized by the screen body – labeled as the single mass (Mt) that is supported by isolation springs (Kiso). The stroke needed to process material is obtained by incorporating large eccentric wheels and/or drive boxes (Fb) directly mounted to the screen body via a drive tube."

Exposure to respirable crystalline silica (RCS) can cause serious and irreparable negative health effects, including silicosis and lung cancer. Workers in coal mines have the potential of being exposed to RCS found in dust generated by various mining processes. The silica content of respirable dust in one single mine can vary substantially over both time and location. The current monitoring approach for RCS relies on the use of traditional air sampling followed by laboratory analysis. Results generated using this approach are generally not available for several days to several weeks after sampling, and this delay prevents timely and effective intervention if needed. An alternate analytical method is needed to reduce the time required to quantify the RCS exposure of mine workers. The National Institute for Occupational Safety and Health (NIOSH) has developed a new method using commercially available portable infrared spectrometers for measuring RCS at the end of the sampling shift. This paper will describe the application of the new field-based RCS analytical process for coal mines, including the use of the new method with the existing Coal Mine Dust Personal Sampler Unit. In a case study conducted by NIOSH with a coal mine operator in West Virginia, field-based RCS analysis was completed at a mine site to evaluate the new technique. The RCS analysis results obtained by the field-based method in this case study showed sufficiently strong correlation with results obtained by the MSHA standard laboratory analysis method to allow the mine operator to use the field-based method for evaluating process improvements.

A series of small-scale tests was conducted to evaluate the effect of micro-fracture development, imposed by blasting, on the material properties of the rock as well as its resistance to crushing and grinding. The uniaxial compressive strength, tensile strength, Poisson’s ratio, Pwave, S-wave velocity, point load test index, crushing, and grinding work indices were evaluated for samples without any blasting load and for samples which had received a variety of blast loads ranging from a single impact with a lowstrength detonating cord to a combination of impacts at different times and significant impacts with powder factors close to those used in practical blasts. It was shown that the rock mechanics parameters change even at low impacts, suggesting easier crushing of the rock. Damage values appear to be affected by timing as stress wave superposition affects the damage process. Fragmentation is achieved at higher impact levels while work index modification of the fragments is also observed when high powder factors are used, suggesting improvements in grinding.

The changes that are happening in the world of metallurgy, and with it university education, are generational and require generational responses. Some of the key issues facing metallurgical education and ongoing professional training are explored. What will be required of metallurgical engineering professionals in the coming decades? What knowledge and skills will be needed? How to provide the educational and learning pathways, and how to attract smart young people into this profession? These are issues more readily addressed by tertiary institutions in conjunction with industry; perhaps the greater challenges lie in building and maintaining competencies post-graduation. There is a need to establish and maintain a system that supports graduates and enables them to develop further into competent expert engineers able to successfully address complex engineering challenges.

In the extraction of level bridge pillars in the South Mine by square-setting methods the general practice is to work transversely from the hanging wall in narrow sections three or four sets wide to the depth of the bridge-usually three sets. When the working block attains an area of twelve square sets, sand filling is run in, either by pneumatic (Proceedings No. 123, 1941) or hydraulic methods, in order to control the settlement of the general area and prevent the development of undue weight in the stope. Upon completion of the filling operations, or coincident with them, ore breaking is resumed and the transverse section of the bridge pillar gradually reduced. A number of these parallel sections may be working at the same time.In preparing a block of sets for filling a great deal of paddocking is required, both to contain the filling and to preserve access to ladderways and ore chutes which may be situated at some horizontal distance. PRESIDENT SCOTT TURNER officiated as chairman of the opening session on mining methods, Monday morning, Feb. 15. The first paper was that of Max H. Barber on open-pit mining in the Lake Superior district, read by C. F. Jackson. W. L. Taylor stated that liquid-oxygen explosive had been tried but that the operators are satisfied with the explosives used; lb. of dynamite breaks one ton of rock. Although black powder is considered the most effective explosive, the factor of safety has decided in favor of high explosives. Lucien Eaton told of the Michigan Lime and Chemical Co.'s large L. 0. X. plant at Rogers City, Mich. Mr. Turner referred to this plant, also said that the Bureau of Mines is shortly to issue Bulletin 349 completely covering the use of L. 0. X. from its inception. W. D. B. Motter, Jr., gave some items concerning Chuquicamata, Chile. Twelve years ago the blasts moved 850,000 to 1,000,000 tons, but average shots now move 250,000 to 300,000 tons. One pound of L. 0. X. breaks 3.7 tons, against 3.1 tons by dynamite. Another speaker told of some large dynamite blasts in open pits, one of 360,000 Ib. in March, 1931, and another of 430,000 lb. to be shot in 1932. Tests have been made to determine the effect of large shots on the surrounding country. Mr. Taylor said that 4- and 5-yd. shovels were preferable to those of 8 yd.; their performance is better and cost is lower.

THE Wonthaggi coal-field lies south easterly from Melbourne at a distance by rail of 86 miles, on the flats of the Powlett River, immediately to the south of the deep-cut valleys and steep intervening ridges in the Jurassic rocks of the Bass Range and itsfoot-hills. The coal-bearing area is covered with a thin layer of late Tertiary and Recent deposits, which serve to mask the true character of the underlying coal-bearing rocks and effectually prevent the appearance of any coal outcrop. Two or three bores sunk prior to 1890 had shown the locality to be really a potential coal-bearing one. Only one additional bore was sunk in the State Coal Mine area until 1908, when energetic boring was resumed, with the result that in November, 1909, when an acute shortage of black coal in Victoria resulted from the prolonged strike on the New South Wales coal-fields, coal-seams had been located at Wonthaggi offering sufficient inducement to start an...

Under the requirement to define the economic advantages of using hydrogen fuelcell vehicles, a broadscoped project was initiated to quantify the costs associated with operating fuelcell vehicles and diesel vehicles. While ventilation savings are clearly an advantage for the former, a complete and detailed analysis of this and other operational and capital cost elements was undertaken in order to provide the mining industry with factual information in considering the changeover from one technology to another. This article outlines the results of the investigations to date defining the costs/benefits associated with: capital purchases, operations (electrical/diesel, mine air heating fuel, ventilation, openings, surface and underground infrastructure, maintenance, labour, etc.), delivery of energy, regulatory obligations, and mine production. Considerations are given to the type and size of a mining operation, the depth, and location in North America. Significant ventilation power, equipment and infrastructure savings are possible with the application of fuelcells for shallower mine applications. At depth, where heat is an issue, there is a reduction in benefit. Specific qualifiers such as minimum air velocities, dust dilution, shaft and heating system velocity limits must be considered on an individual mine basis. While the capital cost for fuelcell mining equipment is currently higher than diesel versions, the high cost of fuelcells is anticipated to be reduced significantly in the near future with the intensification of manufacturing. In either case the operational savings would probably be sufficient to balance the supplementary capitalization costs. A comprehensive cost-benefit report will be issued in the near future.

The impact of a mineral project in a developing country is evaluated in the broad context of its economy using input-output models. Minimum economic theory is used to develop simple numerical models. Sets of technical coefficients are exploited in the development of linear models of the productive element of an economy. The analysis allows assessment of the overall economic consequences of a mineral development in which issues broader in scope than financial objectives need to be incorporated in the evaluation. In part 1, the framework for the development of the input-output model is presented. The model is refined to incorporate country-specific behaviour. The increased flexibility of the enhanced semi-input-output model permits a more confident investigation of the economy-wide effects associated with a new project in the mineral sector of a developing country. The 1997 New Year’s Day Rogue River flood near Medford, Oregon, USA, entered historic channels, eroded a 150-foot-wide buffer, and captured an inactive gravel pond located within the channel migration zone. Channel redirection caused by pit captures threatened adjacent inactive gravel ponds. In response to this capture, a stakeholders group of concerned individuals and organizations was formed. This group ultimately developed a rehabilitation plan, which conformed to the Rogue River’s geomorphic trends. A two-dimensional model, FLO-2D, was used to evaluate channel splits, flood storage, backwater, and future conditions. Modeling results coupled with trend analysis were used to create a stable design where stream barbs, gravel redistribution, a channel outfall spillway, bendway weirs, bank reshaping, and revegetation were integrated into a single plan for a three-mile reach. The quick action by the stakeholders group averted further damage to the Rogue River system and surrounding environment. The project has preserved three miles of mainstem habitat, one mile of side channel habitat, and protected ten gravel ponds from pit capture.

The increased focus on best practice environmental management has led to mining and mineral processing companies developing a variety of procedures to ensure that the environmental impacts of their operations are minimised, and that company managements are fully aware of these impacts and the policies and procedures established to ensure this process. Parallel to this, international standards for the development and implementation of environmental management systems are being promoted as necessary for companies to demonstrate their due diligence. Good environmental management systems should be built upon the systems already established within companies, and should ensure that the process of continual improvement is integral to their operation. An outline of the basic components of environmental management systems is provided, along with examples of the way various mining companies have implemented such systems. The benefits of best practice environmental management to mining companies are also considered.
