The 26th Peruvian Mining Convention (Convención de Ingeneieros de Minas del Perú) was held Sept. 15 through 19, 2003, in Arequipa. The convention was sponsored by the Peruvian Institute of Mining Engineers (Instituto de Ingeneiros de Minas del Peru). The Institute has been organizing these events since 1954. They are now held every other year. The conventions spotlight Peru’s mineral resources and have contributed to the tremendous growth of the Peruvian mining industry. This year’s meeting consisted of technical sessions, forums, field trips and social activities. It was held at the Tecsup Institute of Technology of Arequipa. More than 3,000 mining professionals attended. As always, the meeting was well organized, and participants expressed gratitude to the organizing committee for another successful meeting.

Zincite and spinel phases are present in the complex slag systems encountered in zinc/lead sintering and zinc smelting processes. These phases form extensive solid solutions and are stable over a wide range of compositions, temperatures and oxygen partial pressures. Accurate information on the stability of these phases is required in order to develop thermodynamic models of these slag systems. Phase equilibria in the Fe-Zn-O system have been experimentally studied for a range of conditions, between 900 and 1580°C and oxygen partial pressures (pO2) between air and metallic iron saturation, using equilibration and quenching techniques. The compositions of the phases were measured using Electron Probe X-ray Microanalysis (EPMA). The ferrous and ferric bulk iron concentrations were determined using a specially developed wet-chemical analysis procedure based on the use of ammonium metavanadate. XRD was used to confirm phase identification. A procedure was developed to overcome the problems associated with evaporation of zinc at lowpO2s and to ensure the achievement of equilibria. An isothermal section of the system FeO-Fe2O3-ZnO at high ZnO concentrations at 1200°C was constructed. The maximum solubilities of iron and zinc in zincite and spinel phases in equilibrium were determined at pO2=1*10-6atm at 1200and 1300°C. The morphology of the zincite crystals sharply changes in air between 1200 and 1300°C from rounded to plate-like. This is shown to be associated with significant increase in total iron concentration, the additional iron being principally in the form of ferric iron. Calculations performed by Fact Sage with a thermodynamically optimized database have been compared with the experimental results. Electrical arcing injuries are the most common form of electrical injury in mining. MSHA data show that 381 "non-contact electric arc burn" injuries occurred in the mining industry from 1996 - 2005. A more detailed study of data from 1990-2001 showed that five types of apparatus - circuit breakers, conductors, nonpowered hand tools, electrical meters and test leads, and connectors and plugs were involved in two-thirds of the lost workday injuries. Many of the protections from electrical arcing injury available to workers in other industries stem from the application of National Fire Protection Association Standard 70E - Standard for Electrical Safety in the Workplace (NFPA 70E). NFPA 70E is a generally accepted industry guideline document, but excludes underground mining from its scope. Many of its practices and procedures, however, can be applied in the mining workplace to supplement the existing electrical safety requirements of Title 30 Code of Federal Regulations. This paper describes how NFPA 70E can be applied to mining workplaces after an analysis of the mine power system electrical arcing hazards has been completed (and Hazard/Risk Categories determined) using the tables from NFPA 70E or the calculation method as described in IEEE 1584. NFPA 70E can then be used to determine the levels and types of personal protective equipment (PPE) needed to protect miners against burn injuries. Appropriate lockout and tagout (LOTO) procedures for use in the mining industry are also described. Suggestions for better selection of electrically-rated hand tools are included. Recommendations for electrical meter selection and use based on transient withstand capability are also discussed.

"Column flotation circuit engineering has matured to a good level of understanding regarding testing, scale-up and design. Some of the factors important to the process of implementing columns are addressed in this paper, highlighting the following issues• operating bias and the maximum achievable solids carrying rate for a column application.• internal circulating loads of full scale and pilot plant flotation columns• short-circuiting oflarge scale columns and the impact on separation selectivity• the number of stages in a column circuit and the impact on selectivity.The paper uses several case studies, from pilot plant to full scale implementation, to illustrate these design issues.1. IntroductionTen years ago, in 1984, there were very few column flotation installations world wide and the largest columns were about I . 5 to 2 m diameter or square. During the following decade there have been in the heighbourhood of 80 column installations that have been successful and profitable, as both retrofits and green-fields plants. Now, columns as large as 3 to 4 m are not uncommon. Examples of installations with many large columns include Escondida, with ten columns each at 4 m square, and P T Freeport Indonesia, with 21 columns: nine 3 m diameter columns, four 2.4 m diameter columns and, starting up in April I 995, eight 3.6 m diameter columns.During this growth period there have also been column installations that can be considered as failures. In the majority of these cases, the reason for their failure has been an insufficient installed capacity for applications where there is a high weight recovery of solids to the froth product These include zinc cleaning, copper cleaning and iron ore flotation (silica flotation from a feed that is 15 to 30 %Si02) An application with high weight recovery to the froth product makes column scale-up and circuit design more complicated. This is particularly so if a high degree of selectivity is also required while attaining a high weight recovery, which can happen with iron ore flotation in columns."

The investigations described in this bulletin are confined to a study of the washing characteristics of bituminous coals. The major part of the work was conducted by the Bureau of Mines in cooperation with the Engineering Experiment Station of the University of Illinois and the State of Illinois Geological Survey Division between 1918 and 1924, in accordance with the provisions of an agreement between these agencies. The washing characteristics of coals from many of the important coal-producing fields of the Eastern and Central States were examined. The coals of the Pacific Northwest States and Alaska have been studied separately by McMillan and Bird of the Northwest Experiment Station of the Bureau of Mines at Seattle in cooperation with the College of Mines of the University of Washington.2 OBJECT OF INVESTIGATION The object of the investigation of coal preparation by the Bureau of Mines has been to promote the production of better prepared coal and to facilitate the correct selection and design of coal-preparation plants by obtaining as complete information as possible regarding the washability of the various types of American coals and the treatment best suited to each. In addition, some attention has been given to the development of new methods of washing coal. The work naturally divides itself into three rather distinct steps: (1) Development of a systematic method of examining and testing a coal; (2) classification of the American coals on a basis of the occurrence of the impurities associated with the coal in the beds; (3) examination of one or more representative coals of each type.

Hydrometallurgical recovery of rare earth elements (REE) from NiMH battery waste can be performed using sulfuric acid leaching followed by selective precipitation as double salt (REENa(SO4)2·H2O) by adding Na2SO4 as a precipitating agent. The formed double salts can then be further converted with NaOH solution to form REE hydroxides. However, present literature has paid little attention to how to minimize the consumption of reagents in this recovery process. In the current study, a process model was built using HSC Sim software, and metamodeling of the simulated flowsheet was conducted with the design of experiments (DOE), after which the basic functionality of the flowsheet was verified by experimental work, starting from sulfuric acid leaching of spent batteries. As the process is based on chemical circulation internally in the process, the objective was to investigate the accumulation of the elements in solution, specifically Na+ , K+ , SO4 2− ions and impurities liberated in the NaOH conversion step. It was found out that metamodeling could be utilized in obtaining first estimate of the process behavior, prior to any experiments. Flowsheet functionality with circulated solution was confirmed, obtaining at best 96.9% La recovery.

When defining a ?megaproject,? one need only to look at Seattle, WA?s State Route 99 Alaskan Way Viaduct replacement project. This $3.1-billion project is one of the largest of its kind in the world, and includes the use of the world?s largest tunnel boring machine (TBM). However, for as large as the Alaskan Way project is ? especially given the size of the TBM being used ? there are several other megaprojects underway around the world. Each has its own challenges that require innovative design techniques and financing arrangements, as well as variations on established tunneling technologies. So it was that 266 tunneling and underground construction professionals ? owners, contractors and engineers ? convened in Seattle in November for the Cutting Edge Conference on Megaprojects. This was the second joint meeting between the Underground Construction Association of SME and the North American Tunneling Journal. The first joint conference took place in April 2012 in Miami, FL and attracted 238 attendees. A third joint conference, to be held in 2014, is in the planning stage. The key reason Seattle was chosen as the site of the megaprojects conference is the Alaskan Way Viaduct project. Before the conference began, many of the attendees were able to visit the project and get a close look at Bertha, the Hitachi Zosen earth pressure balance TBM that is boring the tunnel. In addition, the conference included an exhibit that attracted 20 industry suppliers, up from 10 the previous year in Miami. The 25 presentations during the two-day conference covered all aspects of the tunneling and underground construction of megaprojects. Topics included the Alaskan Way Viaduct project; considerations for procurement and contracting; political risk, financing and insurance; international megaprojects; risk and risk sharing and project delivery. Each session concluded with panel discussions.

In a previous paper the author showed that silver considerably delayed the recrystallisation of lead after cold work. The effect of antimony on the rate of recrystallisation of distorted lead was studied next, and the experiments performed, and the results obtained, are described in this paper. Electrolytic lead was used as a standard of comparison.It was also used to make the lead antimony alloys.This electrolytic lead contained 0.0005% total impurities.It was prepared from commercial lead by fire refining, followed by electrolysis and finally by vacuum casting. The process was described in the previous paper and the description need not be repeated here. PREPARATION OF LEAD - ANTIMONY ALLOYS.The steps taken to procure pure antimony are outlined in the appendix. To make the lead antimony alloys a mother alloy was prepared thus:-A quantity of the antimony (it was received in the powdered form) was placed in a pyrex glass tube, which was closed at one end. The antimony was washed with hot hydrochloric acid (1: 1), then with more dilute acid, then with distilled water, and finally with absolute alcohol; it was dried by warming and evacu,ating the tube. The newly implemented mineral law framework exacerbated the need to clarify the roles and responsibilities of mine and land surveyors in the preparation and registration of plans and diagrams. The main concern is that survey tasks may be performed by persons who are not considered competent under the different laws. The methodology used was to analyse historic and present legislation on the issue in order to formulate a narrow interpretation of the current requirements. The major findings are tabulated to present a summary of who is responsible for which areas of survey.

"This paper investigates the conditions leading to the indefinite termination of production in four critical primary panels at an underground coal mining operation, the observed shortcomings in the mining approach, and the proposed strategy to mine through the affected panels. Initial assessment of the abandoned panel conditions indicated time-dependent strata failure,(i.e. bolted roof failure overrunning intersections), which occurred from mere minutes to up to four weeks post-production, with and without prior warning of failure. This prompted the constant re-supporting of back areas, which raised safety and productivity concerns. Investigation of the initial mining conditions revealed that the failures were due to a critical combination of factors, the chief of which was isolated horizontal stress. Other factors that were initially overlooked by the mine (i.e. influence of hydraulic stress, misinterpretation of borehole data), resulted in the conditions being described as abnormal. Remedial actions were determined, and in so doing, a new strategic approach was formulated to thoroughly address all failure concerns. The four panels were explicitly planned to serve as the main intake and return airways for the recently commissioned secondary ventilation shaft, as well as providing access to millions of tons in proven coal reserves. It is thus imperative to mine the panels. A feasibility study showed that the proposed strategy set for implementation would be financially viable. The following brief observations on the mineral composition of the Mt. Oxide copper ore are intended to supplement the geological description of that ore-body recently published by Blanchard (2).'" The Mt. Oxide copper mine is situated about 45 miles W.N.W. of Dobbyn, in the Cloncurry district of Queensland (Fig. 1). A representative suite of specimens from the mine was obtained through the kindness of Mr. P. B. Nye, Executive Officer of the Aerial, Geological and Geophysical Survey of Northern Australia, and Mr. Jack Hall, the tributor of the Mt. Oxide mine. The specimens, as shown in Fig. 2, were nearly all from the sulphide zone, between the l04-ft. level and the 300-ft. level. A series of electron beam, cold hearth, single melt Ti-6Al-4V plates (nominally 2.5 cm thick) impacted by 2cm diameter, 4340 steel projectiles (with 54g nominal mass) at velocities ranging from 0.633 to 1.027 km/s were sectioned along the impact axis and examined by optical metallography to characterize the formation, growth, and microstructure of adiabatic shear bands. Near ballistic limit velocities, the shear bands propagate towards the rear of the target where they coalesce and grow to provide a cylindrical solid state flow regime for the plug volume.

Each year, hundreds of mine workers are involved in machinery-related accidents. Many of these accidents involve inadequate or improper use of lockout/tagout (LOTO) procedures. To mitigate the occurrence of these accidents, new safety methods are needed to monitor access to hazardous areas around operating machinery, improve documentation/monitoring of maintenance that requires shutdown of the machinery, and prevent unexpected startup or movement during machine maintenance activities. The U.S. National Institute for Occupational Safety and Health (NIOSH) is currently researching the application of Internet of Things (IoT) technologies to provide intelligent machine monitoring as part of a comprehensive LOTO program. This paper introduces NIOSH’s two-phase implementation of an IoT-based intelligent machine monitoring system.

Many industries base their decisions on the assaying of tiny analytical sub-samples. The problem is that most of the time several sampling and sub-sampling stages are required before the laboratory provides its ultimate assays using advanced chemical and physical methods of analysis. As long as each sampling and sub-sampling stage is the object of due diligence using the theory of sampling it is likely that the integrity of the sought after information has not been altered and the generated database is still capable to fulfil its informative mission. Unfortunately, more often than not, unawareness of the basic properties of heterogeneous materials combined with the unawareness of stringent requirements listed in the theory of sampling, lead to the conclusion that massive discrepancies may be observed between the expensive outcome of along chain of sampling and analytical custody, and reality. There are no areas that are more vulnerable to such misfortune than sampling and assaying for trace amounts of constituents of interest in the environment, in high purity materials, in precious metals exploration, food chain, chemicals, and pharmaceutical products. Without the preventive suggestions of the theory of sampling serious difficulties may arise when making Gaussian approximations or even lognormal manipulations in the subsequent interpretations. A complementary understanding of Poisson processes injected in the theory of sampling may greatly help the practitioner understand structural sampling problems and prevent unfortunate mistakes from being repeated over and over until a crisis is reached. This paper presents an overview of the theoretical, practical and economic difficulties often vastly underestimated in the search for quantifying trace amounts of valuable or unwelcome components.

In making judgements on tolerable levels of risk in industry, and in all spheres of life, it needs to be understood that every action gives rise to risk. Without risk, nothing can be done. Without risk, no economy could be advanced. There is a strong tendency to emphasize the risk at work, but persons who are not working are exposed to a different set of risks. Often persons who are not working face greater risks than persons who are working. Simply, in being alive, one is exposed to the risk of an accident, the risk of contracting a disease, and an extremely diverse variety of other risks. According to the Health and Safety Executive of the UK, it is not possible to have a state of zero risk, because ?a state of zero risk does not exist?. Because zero risk is a physical impossibility, it is not possible to design for a state of zero risk in all engineering design. While the strategic target of achieving zero risk is laudable it does not provide any practical guidance to engineers as to what acceptable limits of risk should be. This causes a significant and real problem in the design for and the management of risk. Without meaningful guidelines, engineers, managers and the authorities often find themselves in disagreement. Thus, it has become essential to establish criteria for tolerable levels of risk and unacceptable levels of risk in order to design and manage engineering systems properly.

Although based on rather trivial examples, this paper addresses the following important issues: How much of a challenge is it? How and to which degree can it be improved? And what kind of economic benefits should be expected in return for the corresponding efforts?

The proposed Caldecott fourth bore will consist of a two lane highway tunnel along California State Route 24 near the City of Oakland. The proposed design and construction sequence for the 15-m-diameter tunnel are based on the New Austrian Tunneling Method (NATM). The initial support system incorporates combinations of shotcrete, rock dowels, lattice girders, spiles, and grouted steel pipe canopies. The final lining is cast-in-place reinforced concrete. A waterproofing membrane and drainage system are placed between the initial and final linings. State Route 24 is a lifeline route, required to be open to emergency vehicles within 72 hours after a major earthquake, defined as having a return period of 1,500 years and a peak ground acceleration of 1.2 g. Although the seismic design criteria are stringent, the design of the tunnel lining system is ultimately controlled by static ground loads in the weak rock along the alignment.
