Coastal acid sulfate soils (ASS) are wetland soils and unconsolidated sediments that contain iron sulfides which, when exposed to atmospheric oxygen in the presence of water, form sulfuric acid. ASS form in protected low energy environments such as barrier estuaries and coastal lakes and commonly occur in low lying coastal lands as Holocene marine muds and sands. When disturbed, the iron sulfides in these soils can oxidise and produce large volumes of sulfuric acid (essentially similar chemistry to acid rock drainage with mines) resulting in the subsequent release of toxic levels of iron, aluminium, manganese and possibly heavy metals. This results in detrimental effects on aquatic biota, plants, animals and steel/concrete structures and on human health in the surrounding environment. There are an estimated 2.3 million ha of ASS located along 6500 km of the Queensland coastline. In contrast to many mineral sulfides encountered in the mining industry, the pyrite crystals in ASS can be as small as 2 mm and commonly occur as framboids with extremely large surface area per unit mass, substantially increasing their reactivity if exposed to air (oxidation). Highly reactive iron monosulfides can also occur, particularly in drains and shallow lakes. Many coastal areas, where some 80 per cent of the population of Queensland reside, are coming under pressure for agricultural and urban development. Construction of canal estates, marinas, housing/industrial estates, roads, golf courses, aquaculture ponds, sand/gravel extraction and drainage for sugar cane can disturb ASS and release sulfuric acid, which may then drain into adjacent waterways with heavy rain. As development continues to encroach on coastal lowlands, the identification, quantification and management of ASS must be addressed as part of a commitment to the principles of Ecologically Sustainable Development (ESD). ASS can be successfully managed by adopting best practices and following guidelines, but government, community and industry must collaborate to raise awareness, avoid æhot spotsÆ and develop more cost-effective solutions. Scientists led the education and public awareness program showing infrastructure and environmental damages arising from ASS in Queensland. Using results from mapping and research, they convinced policy makers, industry and polititians to accept the need for legislation founded on good science. The resulting æState Planning Policy 2/02: Planning and Managing Development Involving Acid Sulfate SoilsÆ identifies the StateÆs interest in acid sulfate soils. The Queensland Government considers that development involving acid sulfate soils in low-lying coastal areas should be planned and managed to avoid potential adverse effects on the natural and built environment (including infrastructure) and human health. SPP 2/02 states where the policy applies and when a development application will trigger the policy. It can also be used to assist local governments in preparing their planning schemes under the æIntegrated Planning Act 1997Æ. The SPP 2/02 comes with a æState Planning Policy 2/02 GuidelineÆ to provide advice and technical information on interpreting and implementing the SPP 2/02. This guideline has legal status in assisting in the interpretation of SPP 2/02. Those seeking more detailed technical information can now also access the æSoil Management GuidelinesÆ and ASS æSampling GuidelineÆ, available from the Department of Natural Resources and Mines website. These are some of a series of chapters being developed for the æQueensland Acid Sulfate Soil Technical ManualÆ.

In the spring of 1944 the Congress passed Public Law 290 (58 Stat. 190, 30 U. S. C. Sec. 321) "authorizing the construction and operation of demonstration plants to produce synthetic liquid fuels from coal, oil shales, agricultural and forestry products, and other substances, in order to aid the prosecution of the war, to conserve and increase the oil resources of the Nation, and for other purposes." Section 2 reads: "In order to carry out the purpose of this act, the Secretary of the Interior is authorized- (a) to conduct laboratory research and development work, and, with pilot plants and semi-works plants, to make careful process engineering studies, along with structural engineering studies, in order to ascertain lowest investment and operating costs necessary to determine the best demonstration plant designs and conditions of operation;

It is crucial to reestablish a domestic rare earths minerals production industry to help secure the Nation's clean energy future, reduce the U.S. vulnerability to material shortages related to national defense, and to maintain our global technical and economic competitiveness. Given that the Chinese dominance of the rare earths market has adversely impacted supply stability and endangers the United States and its allies' assured access to key materials, rare earths should qualify as materials either strategic or critical to national security. Further, the U.S. government should facilitate the reintroduction of a globally competitive rare earth industry in the U.S. Realization of this objective requires: ? Developing domestic processing capability so that the U.S. is not primarily dependent on China as a source of rare earth ore, and almost exclusively dependent of China for processing of the ores. ? Providing a mechanism where access to Federal lands for rare earth exploration and extraction is possible, and ? Training engineers to design and operate rare earth ore processing facilities

Virtually zero gas emission smelting is promoted as a means for securing environmental advantages and the general public’s acceptance. Concerns about climate change will increasingly make it more difficult for new primary metals projects to come to fruition unless greenhouse gas emissions are decreased. Assuming a sustainable market for sulphuric acid is not locally available, the next best option is high temperature reaction of strong SO2 with limestone or dolomite. This is followed by CO2 liquefaction and disposal either underground or in the deep ocean. The Voisey’s Bay nickel project is cited as an example where appropriate location of a new smelter close to large dolomite or limestone deposits would lead to a virtually zero gas emission operation. Most of the electrical energy required for producing technically pure oxygen and for liquefying CO2 and transporting it to disposal can be derived from smelting a bulk sulphide concentrate and then reacting SO2 at high temperature. Provided the smelter gases are properly cleaned before sulphur fixation, the sulphated stone should be uncontaminated and environmentally benign and possibly of use in the building and construction industry.

Indigenous people are nearly always affected when projects enter their territory. Crop and other asset compensation can help or undermine a project’s progress depending on the approach. When compensation is handled poorly, a technically viable project can get indefinitely entangled by local unrest. Stake holders associated with compensation issues include; the state, the indigenous people, non-governmental organizations, and the developer. Appreciation for the unique perspective of indigenous peoples and the influences affecting them can avert problems and prevent delays. A review of the compensation issues encountered in Ghana during its recent gold boom can assist in avoiding problems associated with handling poor and uneducated people.

Mineral resource studies by the Bureau of Mines indicate three areas within the Selway Bitterroot Wilderness have mineral resource potential. Regional studies suggest that a granitic stock on the south side of the Wilderness has high potential for a Climax-type stockwork molybdenum deposit (pl. 1, no. 8); but detailed surface investigations failed to recognize a deposit. The Elk Summit area on the north side of the Wilderness contains subeconomic resources of columbium (niobium)-bearing ilmenite in placers (p1. 1, no. 19). Subeconomic silver-copper-lead resources occur in a vein on the northeast side of the Wilderness at the Clift Mine (pl. 1, no. 2-5). The study area has no known deposits of oil and Haas, coal, geothermal resources, or other energy-related commodities.

The National Institute for Occupational Safety and Health (NIOSH) evaluated microseismic activity from three field sites to compare and contrast the characteristics of microseismic emissions from very different geologic, stress, and mining environments. Recently, NIOSH has embarked on a research program to evaluate the use of microseismic monitoring information to identify roof fall failure processes and to assess its potential to warn of unstable roof conditions. Large roof instabilities, such as roof falls and certain roof caving events, have proven difficult to anticipate representing an increased risk to miners working in these inherently hazardous areas. When local failure processes are better understood, appropriate control measures can be engineered to mitigate these hazards. This study used microseismic emissions to help identify three local rock failure processes. It was also shown that analysis of microseismic emissions can aid in assessing the degree of instability associated with these local rock failure processes.

The COALSTAR Project, which operated from November 1981 to December 1982, was a research and development project aimed at providing a reliable and inexpensive means of monitoring various waste site conditions via the GOES satellite system. The GOES system provides data transfer from unattended isolated sites where neither power nor telephone lines exist. The reliability and resolution of the data received while using the satellite link were excellent; however, the site instrumentation gave considerable trouble. The disastrous failure of a large coal waste embankment in 1972 led the Bureau of Mines to undertake a comprehensive program to reduce the likelihood of such an occurence again. Part of this program involved the installation of instruments to monitor the stability of a specially-selected embankment operated by Armco Incorporated near Montcoal, West Virginia. Initially, the instruments were monitored by normal telephone lines and used normal commercial power from the local utility. The project described here was initiated to replace this monitoring system with an unmanned, solar-powered data collection system which transmitted data via satellite to a central computer facility. The satellite data network is the National Earth Satellite Service of the National Oceanic and Atmospheric Administration.

Gravity separators are commonly used in multistage cleaning and scavenging circuits to improve the quality and/or recovery of the final concentrate. Unfortunately, studies suggest that many industrial plants are poorly designed in terms of equipment layout. This shortcoming can often be attributed to a failure by engineers to make use of fundamental process engineering tools for circuit design. One of the most important of these is linear circuit analysis. This powerful tool makes it possible to mathematically compare the relative efficiencies of circuit configurations in advance of experimental testing. This article provides a basic review of the linear circuit analysis concept and discusses some of the key insights it provides for the layout of multistage circuits. An industrial case study is provided to show the tremendous impact that this process engineering tool can have on the design of multistage spiral circuits in a heavy mineral wet plant.

Downer’s mining division has made an operational and financial commitment to developing engineered solutions that mitigate the risks associated with operator proximity to uncontrolled development drill boom movements, and unguarded rotating drill steels.With the potential for serious injury or fatality, these identified risks are categorised as critical. Previous attempts by the industry to engineer them out have produced limited success, with numerous incidents still occurring year on year. Ultimately, the industry (as a whole) remains reliant on procedural prevention for operator safety.Downer understood the success of such an initiative would largely depend on the effective collaboration between operational experience, technology experts and automation. With so many variables requiring consideration; such as physical operator movement, machine boom movements, variable machine positions, and underground environmental impacts – challenging traditional technologies was necessary to deliver an optimal solution.For that reason, discrete detection (similar to laser curtains or beams) was considered not fit for purpose. The use of situational mapping, using rotating lasers, however, provided the optimal solution. The lasers collect data that is then processed using a custom software application.The software application is specifically programmed for tracking and classifying objects within detection zones, using advanced algorithms and filtering. Recognition and removal of non-positive disturbances are possible without losing personnel detection capability. The detection of relevant classified objects (humans) is determined by analysis of object size, age, movement, and speed etc. When the relevant object is detected, an alarm and inhibit function is applied preventing drilling functions.Any breach of the safety zone (forward of the front jacks) will automatically disable the hydraulic boom function. This can only be reset in the cabin once the person or persons have returned past the front jacks of the development drill into the safety zone.Downer, in collaboration with partner YUMARR Automation, has successfully developed this reliable boom isolation system, and is called JumboGuard. A simplified energy model for the United States is quantified for a recent historical period. The basic model and calculated quantified structures are used for a number of analytical case studies that estimate midterm and long-range shifts in patterns of energy resources demand and required supply. Historical data series are presented for the years 1947 to 1965 in the form of integrated energy balances by source, form, and consuming sector. In case studies I to XII, conditional projections of historical trends of energy demand and required supply are made for the midterm period 1966 to 1980. The projections are carried out by correlation of major energy components with relevant independent variables such as major economic indicators. Simulations of the medium-range projections to 1980 are carried out by varying the assumptions for the determining variables to produce high-and low-range projections for the midterm period. Case studies XIII to XXII are long term contingency or technological forecasts to the year 2000. These cases assume technological changes or innovations that produce major shifts in the long term pattern of energy consumption and the mix of required resources. The domestic resource base is assessed in its ability to meet projected or forecast demand for energy resources under the midterm and longrun assumptions made in the various case studies. Various energy issues or problems identified from the analyses of the case studies are discussed, and possible alternative approaches to solutions to these issues or problems are suggested.

The mineral sector is a fundamental part of the U.S. economy. It contributes to the real gross domestic product (GDP) at several stages—basic (mining), intermediate processing, manufacturing of finished goods and construction. The estimated growth rate for the real GDP of the United States for 2006 was 3.2 percent. The nominal GDP was about $13.2 trillion. The value of minerals mined in the United States in 2006 rose significantly because of increased unit price for some metals—particularly copper, zinc and other base metals. There was also a significant reduction in metals stocks. Infrastructure expansion and manufacturing in China and India have been absorbing a significant portion of world output. The purpose of this report is to clarify the interpretation of some phases of previous progress reports5/ on the use or omission of stemming that have been brought to the attention of the authors by readers. As the stemming problem was approached from an entirely disinterested viewpoint and the data were presented impartially, results of investigations published in previous reports5/ were obtained under a definite set of conditions and procedure, and they may of may not be duplicated under different conditions and procedure in actual mining practice. Final conclusions regarding the use or omission of stemming in blasting have not been reached pending completion of all aspects of this investigation.

Mining for sand was active in South Delhi during the last four decades disregarding all norms of safety. The aim of the paper is to highlight what is proposed to be done for mining in Delhi. Apart from the damage to the landscape, the earlier operations gave rise to visual pollution to the scenic Delhi area and there is immediate need of land restoration and landscaping. Future mining should be planned so that the resultant land surface completely merges with the topography and gradually assimilates with the green belt. Restoration of old workings, land reclamation and details of plantation in old pit areas are included. The project also provides a demon- stration site to show the impact of eco-development leading to new legisla- tive measures, as it is in the Capital of India itself and therefore more accessible than any other area. What has been suggested for mining is not the latest and the most modern equipments from the Western point of view but the right equipment to meet the specific requirement of the country. Financial projections are included alongwith technical details of the project to show the benefits to the society. It is concluded that eco-development is essential for the mining in the Twenty- First Century.

After a brief introduction of the whole Project, the paper describes two special geotechnical engineering solutions provided within the scope of the Galataport Project, in Istanbul, Turkey. The first refers to the new quay of Salıpazarı, which is a combination of retaining structure and ground improvement, formed by a combiwall, a reinforced concrete diaphragm wall and a soil improvement by deep soil mixing (Turbojet). The second, refers to the soil improvement works executed underneath three existing buildings. Single-fluid jet grouting columns had the scope of improving the mechanical properties of the bearing soil and reducing the associated risk of liquefaction. A set of underpinning micropiles was installed in order to allow the excavation of a partial basement inside two of these three buildings. All activities were conducted from inside the existing buildings, with reduced headroom. The paper highlights the importance of employing cutting-edge technologies within the foundation engineering field and state-of-the-art electronic control devices, in parallel with the essential human expertise, in order to obtain the desired results in this high-profile Project.

"For a model to be successful it must address the concerns and needs of a target audience. Further, the model must demonstrate the same patterns of behaviour as the real system, and need only be complex enough to meet this objective. If the model is too complex it can become unusable to those who need it most.With this in mind, SUPASIM has been developed for the practical metallurgist requiring only laboratory flotation rate data as input. Some 35+ successful plant simulations have been completed since 1985. The approach of SUPASIM is to characterise an ore, organise information in an understandable way and add structure to the complex flotation situation and hence support the metallurgist to interpret the relationship between variables and optimise the flotation process.The paper describes the basis on which the model was developed and sets out to provide an insight into interpreting laboratory flotation kinetics and their physical meaning in a production plant and the influence floatable gangue has on float performance and plant design. A case study illustrates how the ratio of slow floating mineral to gangue can influence circuit design and improve recovery on a plant scale.INTRODUCTIONThere is an enormous amount of useful data in the results of a laboratory scale rate test. Each variable of fraction and rate, for mineral, metal and gangue has a physical meaning in the plant. The link between float kinetics and the plant in respect of recovery, grade, pulp density, pulp flowrate, residence time, number of stages of cleaning and circuit configuration has been established by the author in the process of developing SUPASIM."
