An important part of process control engineering is the implementation of the basic control system design through commissioning to routine operation. This is a period when basic concepts can be reviewed and improvements either implemented or recorded for application in future systems. The experience of commissioning the process control systems in the Homer City coal cleaning plant are described and discussed. The current level of operating control performance in individual sections and the overall system are also reported and discussed.

The Red Dog massive sulfide deposit is located in the western Brooks Range of Alaska 100 miles north of the village of Kotzebue. It contains the largest zinc reserve in the world. Reserves were doubled in 1995 with the discovery of the Aqqaluk deposit and significantly increased in 1996, with the discovery of a deep zone of mineralization to the north. At present the global reserve and resource is 143 million tonnes of 16.1 % zinc and 4.3% lead. Red Dog is a silica + sulfide synsedimentary replacement deposit hosted in barite and black shale of the Mississippian Kuna Formation. Red Dog was thrust northward during the late Mesozoic Brookian orogeny. Understanding the setting of the deposit at the time of formation and its subsequent deformation history is critical to current exploration efforts and to future discoveries in the district.

Introduction and Historical Background State Geological Surveys have been deeply involved in industrial minerals from their inception beginning in the first half of the 19th Century. To Massachusetts belongs the credit of having carried out the first Geological survey under state auspices on the Western Hemisphere. One of the causes leading up to this survey was. Governor Lincoln's message to the legislature of May 29, 1830, from which I quote in part: "Much knowledge of the natural history of the country would thus be gained (from a geological survey), and especially the presence of valuable ores, with the localities and extent of quarries and of coal and lime formations, objects of inquiry so essential to internal improvements and the advancement of domestic prosperity, would be discovered.". Similar phraseology is present in practically all of the initial organic acts creating the first State Surveys. High on the list of priorities for these embryo surveys was an inventory of the mineral resources of the State with particular emphasis on the industrial minerals. Prom these early beginnings, the state surveys have developed a great wealth of geological data either directly or indirectly relating to the development of mineral resources. One can gain some conception of the effort that state surveys today place on industrial minerals studies by noting the projects in which they are engaged as reported in the State Geologists Journal. A numerical model is being developed to assess the enhancement of permeability by improved fracture connectivity by micro-hydrofracturing. A generic two-dimensional percolation model has been developed to test the impact of various field conditions on permeability. Field data from Cyprus Minerals' Mineral Park Mine has been used to establish statistical properties of the observed fracture systems. Results of statistical anlyses of the field data and examples of the use of percolation model are presented.

On July 1, 1999, most domestic metal mines will have to report releases of toxic chemicals into the environment for the first time as required by SARA Title 313. Some of these reportable releases will appear huge in relation to reports by other industries. The reasons for the potentially large reportable releases, special considerations for mining operations, and strategies for dealing with the reports are described. Data composited from experience with several mining companies is presented in the context of a typical gold mine.

"Risk management in tunneling is more important today than it was a few years ago, considering increasing demands for safety and environmental and socio-economic sustainability, which are now required by citizens, owners, lenders, and insurers. Moreover, our current risk management philosophy should not only address risk avoidance and mitigation, but should also be used as a means of value creation, benefiting the overall project. Given the strategic implications of risk management, the authors intend to present, in this paper, a comprehensive overview of references and experiences from current practice—e.g., what is missing or weak, as well as possible or necessary developments that can have a key role in implementing effective risk management, particularly for a project’s design and construction phases. Therefore, as God has set some things in broad daylight; as he has given us some certain knowledge, though limited to a few things so, in the greatest part of our concernments, he has afforded us only the twilight, as I may so say, of probability (John Locke) PREFACE Many large-scale engineering and construction projects suffer millions of dollars in cost overruns, delays in design and construction, and operability troubles once finally completed (Edward W. Merrow, 2011). The undesired effects of these problems can become disastrous for large-scale megaprojects (those that typically cost US$1 billion or more), particularly considering that these are increasingly used as the preferred delivery model for infrastructure (Bent Flyvbjerg, 2014), often in public-private partnerships (PPPs). McKinsey G.I. (2015) has estimated that bridges and tunnels average 35% in cost overruns, and roads 20%. Some of the values published by Flyvbjerg (ibidem, 2014) for projects with relevant underground elements are the highest, with cost overruns from 60% to 300%. The analysis of 32 other case histories (from 1994 to 2010) given by Hartmut, R. (2011, IMIA Annual Conference, Amsterdam) indicates an average increase of costs around $55 million, with a 20-month average delay."

In Oct. 1981, Ranchers Exploration and Development Corp. began producing silver bullion from the Escalante mine and mill complex, located in southwestern Utah. Current in-place reserves are estimated at 2.42 Mt (2.67 million st) of ore, containing about 936 t (33 million oz) of silver at an average grade of 428.5 g/t (12.5 oz/st). The vein-type deposit is being mined underground through a decline that is currently 864 m (2,835 ft) in length, but will ultimately be at least 1.5 km (5,100 ft) long. The mine is completely mechanized with rubber-tired equipment, and is producing 680 t/d (750 stpd) of ore, five days a week, or 177 kt/a (195,000 stpy). Additional capacity is available. The cyanide leach mill and associated refinery are presently producing 4.35 t/month (140,000 oz/month) of silver bullion-an an¬nual rate of about 52.25 t (1.68 million oz). With minor modifications, the mill can produce up to about 70 t/a (2.25 million oz/year), and expansion is currently underway. History The Escalante property is located 68 km (42 miles) west of Cedar City, UT, on the west side of the Escalante Valley, where the vein forms a gentle ridge in an area of low, rolling hills. For years, the vein has been the object of considerable exploration, but never became more than a sporadic producer, primarily due to low silver prices. Heber Holt of Enterprise, UT, staked the original four claims in 1896; they were patented in 1910. During the next 48 years, limited exploration and mining activity was conducted on the property. Systematic evaluation and development did not, however, begin until March 1958, when Samuel S. Arentz, a prominent mining engineer and consultant, formed several joint ventures with mining and oil companies that conducted drilling, drifting, mining, and water drawdown tests on the property. However, it remained uneconomic, principally because of low silver prices and costs for pumping large flows of underground water. In 1975, Ranchers obtained an option on the property and in 1979 began a drilling program. As of May 1982, the company had drilled 70 core holes, bringing the number of exploratory holes drilled on the property to 138. Test mining began in 1979 as silver prices increased, and full mine development began in 1980. Mill construction began in Sept. 1980, and on Aug 29, 1981, the first ore was fed to the mill.

Introduction The mining industry has a poor public image. It is often perceived as a despoiler of the landscape and a polluter of the environment, and there is little recognition of societal needs for the raw materials and fuels that this industry produces. There are many reasons for this poor image, but an important one is that a substantial number of mining operations have caused significant damage to the environment. Many of these operations, particularly those that now are abandoned, continue to have an adverse impact, principally in the form of water pollution.1 In some cases, the damage caused by this pollution extends well beyond the immediate region around the mine. Chemical contamination of ground and surface waters can, and does, occur in nature when these waters flow through or over undisturbed, mineralized rock masses. However, the problem is greatly exacerbated by mining because the mining activities increase, by several orders of magnitude, the permeability and the surface area of rock that can be contacted by percolating water. Water flowing through either the mine workings or the waste rock dumps becomes contaminated. Pollution can also arise if leachate from tailings ponds enters either groundwater or surface waters. This leachate may contain chemicals used in processing the ore. The magnitude of the threat posed by mining wastes depends on the type of minerals in the deposit, and on the chemicals used to process the ore. The magnitude of the threat also depends on two other, site-specific factors. One is the volume of water flowing into the mine and through the dumps, which depends on rainfall patterns, topography, and whether the mine workings are surface or underground. The other is the proximity of the pollution source to groundwater or surface waters, which depends on both the climate and geology. These factors influence the concentration and the quantity of polluted water forming and reaching the receiving water. Mining activities present a potential problem of enormous scale. Vast amounts of rock are mined each year2 and, as noted above, substantial problems have arisen at some mine sites. These problems are usually exceedingly costly to address, and it is imperative that these mistakes not be repeated. There are indications that we can accomplish this goal; we now better understand the processes that cause pollution and have methods to prevent or contain it. In addition, in the past few decades society has started to recognize the need for all industries to operate in a manner that maximizes the health and safety of workers and the public and minimizes adverse environmental impacts. A variety of recently enacted federal and state laws regulating public health and environmental hazards reflect the increasing concern over these issues. Many statutes, such as the federal Clean Air Act and the Clean Water Act, encompass activities undertaken by the mining industry. Other laws, such as the Surface Mining Control and Reclamation Act, have been written to regulate specific hazards posed by this industry. At the present time, the federal government. through the Environmental Protection Agency (EPA), and several state governments, are preparing new regulations specifically tailored to control the disposal of mining wastes. Given the magnitude of the potential environmental and health risks posed by disposal of mining wastes and the regulatory costs to the mining industry (both of which are due to the tremendous volume of waste generated), it is especially important that regulators have a good understanding of the different types of mining wastes and the risks they are likely to pose in various geographic and climatic circumstances. Only then can a regulatory program be designed with suitable procedures and substantive criteria to protect the environment and ensure compliance, while avoiding unnecessary or wasteful expenditures. California has long enjoyed a large, active mining industry. Today it produces a wide range of mineral commodities. The revenue from production of non-fuel minerals in California ($2.85 billion in 1988) greatly exceeds that of any other state. About a third of this revenue is from the production of inert sand, gravel and crushed stone. However, the remainder is from the production of a wide range of materials. These include boron minerals, rare earths, asbestos, talc and pyrophyllite, and gold. In earlier decades, an even broader range of minerals was produced, including mercury, copper, lead, zinc, and barite. There are acute environmental problems at some of these early mine sites. Because in 1987 the state of California was engaged in a revision of its regulations for mining waste disposal, the legislature commissioned a study by researchers at the University of California at Berkeley to investigate and review: the magnitude of the problem posed by these wastes, • the best feasible control measures available for waste management and disposal, • the problems of abatement and cleanup at so-called "problem" mine sites, • the current regulations imposed on mining waste disposal by various federal, state, and local agencies and the effectiveness of these regulations. This paper summarizes the principal findings from this study (Mining Waste Study, 1988). The lessons from this investigation are likely to be of general interest because of the diversity of mineral products produced, and the wide range of geographic and climatic conditions encountered. The acute problems seen at some of the older mines are typical of the western United States, and teach useful lessons on strategies that should be implemented at new mines to prevent recurrences of these problems.

Environmental and cost pressures sparked renewed interest in gravity separation. Industrial sands in Mexico are generally processed by screening, desliming, and flotation. Gravity separation with spirals was evaluated as an alternative to flotation in order to lower operating costs and decrease water pollution. Outstanding operating results are obtained in glass and foundry sand operations, plus a more competitive position for Mexican producers due to lower operating costs. Coal fines, generally recovered by flotation, have the same cost and environmental advantages when processed with spirals.

Historically, Bingham is a rail pit, starting with steam locomotives in 1906 and converting to electric locomotives in 1923. Ore production was maintained through an effective utilization of available rail equipment. From time to time as it became necessary to deepen the pit and as stripping ratios increased, various studies were made on alternate material haulage systems. Utilization of diesel locomotives, conveyor belts, and trucks have all been subjects of study, however, conversion from rail haulage utilizing electric locomotives could not be justified. Because of the gradual decline in ore grade, a program was approved in 1963 to raise ore production to 108,000 tons per day. This was designed to return copper production to the 1950 level. Attainment of this production level by expansion of the rail system had definite limitations and built-in inflexibility. Track and trolley wire relocation causes shovel down time in excess of that required for normal maintenance. Instability of the dumps and the resulting additional track maintenance increases greatly as the volume of waste material to be handled daily expands.

Increasing ore hardness led to a gradual reduction of mill throughput rates. This, combined with declining head grades and low gold price, prompted a review of milling practice at Kidston. Plant trials and computer simulation of the grinding circuit indicated the potential to increase mill throughput by up to 451 by reducing SAG mill feed size. Secondary crushing and additional ball milling capacity were installed. Commissioning was carried out successfully in September/October 1992. Design, operation and problems of the expanded circuit are discussed, and recent operating results are presented.

Everywhere you turn today there are articles on artificial intelligence and the rapid emergence of expert systems. Expert systems form a class of software that has developed as a result of the large research effort to develop computers and software that think intelligently. By definition, an expert system is a computer program that contains the knowledge component of an expert skill, can offer intelligent advice and justify its line of reasoning. Expert systems can advise people on what actions to take and when, assist in the diagnosis of the physical condition of a human patient or piece of equipment, or even take actions without human guidance, as in process control applications. Expert systems can also explain the line of reasoning behind a particular piece of advice or query for information from the user. Expert systems can be used as advisors to newcomers in any field in which mastery is attained by many years of experience. They often can provide expertise more uniformly and rapidly than human experts. Expert systems can also provide a means of documenting expert knowledge and procedures and provide a common repository for a changing knowledge base. The expert system can represent the best expertise available, thought out in the absence of pressure situations. Each of these attributes or characteristics should be helpful in improving typical concentrator control systems.

The application of computers to materials handling problems has recently been investigated by various mining groups. This approach has been found, especially useful where a large amount of alternatives must be investigated prior to arriving at a final decision. These alternatives may be expressed in terms of man hours, units and types of equipment such as trucks or conveyors, or the allocation and operation of proposed or existing haulage facilities. The decision problem becomes especially evident when we consider the mechanical revolution which has flooded the mining industry in recent years. The industry has become highly competitive, with the need to keep low profit materials away from high cost production faces ever increasing. The capital investment required for the highly sophisticated equipment that is necessary to perform this function is generally great, and management is faced with decisions which must all too often be made without sufficient data.

This paper considers simulation of truck dispatching system designs using maximum expected production of the truck-shovel system as the measure of performance. Two methods are utilized, multiple comparisons with the best (MCB) and the combination of MCB and the variance reduction technique known as common random numbers (CRN). These two techniques are compared via simulation experiments. The results show that the combined procedure of MCB with CRN is the superior tool to reduce the total number of replications needed to ensure the specified probability of correct selection over the finite number of designing systems. In this case study, MCB with CRN reduces the variance by 29% and the number of required replications by 48%. Also, the MCB with CRN procedure narrowed the confidence interval by 18%.

The establishment of a retreat system of longwall mining in this submarine coal field has been under study for many years and, although in special cases there have been limited local applications of this method of mining, there has been no attempt until quite recently to establish a uniform system of longwall retreating' in this area (see Figure 1) Where retreat walls were established, it was strictly as a result of physical, rather than economic conditions. In some of the operations- of the Corporation, where the coal was liable to spontaneous combustion- or the area subject to bumps as in No. 2 Mine of the Cumberland Railway and Coal Company in Springhills the recovery of the coal on a retreat system was more or less a necessity.

INTRODUCTION The gathering arm loader was patented by Joseph Joy in 1916. This unique machine motion became the standard of the industry and is used on underground loaders and continuous miners throughout the world. Figs. 1 and 2 show two types of gathering arm loaders. The gathering arm loader is a crawler-mounted ma¬chine primarily used for loading coal in a conventional mining system. Other uses also have been found for this machine in noncoal mines and other industries. MECHANICAL ASSEMBLIES The front or loading end of the machine, commonly called the head, consists of a tapered structural frame, hinged at the rear to the chassis and riding the ground at the front. Two bevel-gear cases are mounted in the head. They are connected by a timing shaft, which also acts as a conveyor drive shaft on most models. An eccentric disk attached to each gear case drives the gathering arms. The rear of the arms are attached to a swivel assembly. The motion derived from this arrange¬ment gathers loose material from the ground directly in front of the machine and loads it into the conveyor. Power for this drive is provided by two electric motors mounted under the gathering head. A speed reducer attached to each motor provides a gathering arm speed of approximately 5.2 rad/s (50 rpm). A torque limiting clutch is provided on each reducer to guard the system against sudden impact loading and continual overloading of the motors. The conveyor consists of an open box section through which a universal-type chain carries the ma¬terial to the rear of the machine, where it is discharged into the haulage vehicle. The chain is driven by a sprocket located on the timing shaft between the two gathering-head bevel-gear cases. On some large loader designs, primarily for noncoal applications, the chain is driven by a separate gear motor at the discharge end of the conveyor. However, the system driven by the timing shaft is used most widely. The conveyor frame is hinged just to the rear of the gathering head. It can be raised or lowered by hydraulic cylinders to the desired discharge height. The conveyor frame also is designed to pivot 0.79 rad (45°) either side of the center, just to the rear of the chassis. This feature increases the maneuverability of the ma¬chine and makes it possible to discharge material into the haulage system when in tight quarters such as when turning a crosscut. This function also is controlled by a hydraulic cylinder. The chassis of the loader consists of two crawler frames and cross members, holding the frames in position. The frames are either welded or cast as¬semblies. Replaceable wear runners are provided on the frames to take the wear generated by the crawler chain. An adjustable take-up idler keeps the crawler chain in proper adjustment for maximum life. The drive system for the crawler chains varies with the manufacturer, but it generally is one of two basic designs. One system provides a traction motor for each side of the machine, coupled to a speed reducer. A spur and bevel-gear train transfers power to the sprocket, which drives the crawler chain. 1his paper presents a modified ordinary kriging technique referred to as the "Nearest Neighbor Kriging" (NNK). The method is a simple and practical tool to use when the ordinary kriging (OK) results are unreasonably smooth, especially when estimating recoverable ore reserves for deposits with skewed grade distributions. NNK is robust and globally unbiased like OK. However, it is more advantageous over OK because it can control some of the smoothing and conditional bias which have been the major pitfalls of OK in many grade estimation cases. The paper details the methodology of NNK and its application to a gold deposit.

I consider it an honour to be the opening speaker in this afternoon's session on "Canadian Exploration". I also think it most appropriate that this joint meeting of the MMIJ and AIME should consider this subject, because Canada is a major exporter of mineral products and Japan and the United States are our two largest customers. Clearly, therefore, both countries have a valid interest in developments on the Canadian minerals scene. I represent the Mineral Development Sector of the Canadian Department of Energy, Mines and Resources. I will therefore speak from the point of view of the Federal Government. At this point I would like to acknowledge the help and constructive criticism I have received from several of my colleagues in Mineral Development Sector in the preparation of this paper. In any discussion of exploration in Canada, it is essential to emphasize at the outset that Canada has a federal system of government, with powers shared between Ottawa and the provinces. Under our constitution, the federal government has jurisdiction over the north, and over offshore areas, while the provinces own the natural resources within their boundaries. They control the systems of land acquisition for exploration and the terns under which mining titles are issued, and are therefore able to determine the rate and conditions of exploration and development of these resources. It follows that the Federal Government can influence the exploration and development of the provincial resources only indirectly by consultation with provincial authorities. However, once the resources are developed and begin to flow to market, the Federal Government can exert a much stronger influence because of its constitutional right to control both inter-provincial and international trade, as well as through its general fiscal and tax powers.

The National Steel Pellet Company is owned by National Steel Corporation, managed by the M. A. Hanna Company and located near the town of Keewatin in northern Minnesota. Annually, the concentrator processes 15.24-Mt (15.0 million It) crude taconite with eight 8.2-m diameter by 5.5-m long (27 ft x 18 ft) wet semi-autogenous (SAG) mills to produce 4.57-Mt (4.50 million It) of iron ore pellets. To improve operating costs and primary mill grinding circuit efficiencies, a task force on liners was formed with the operation, maintenance and engineering staff at N.S.P.C. along with the local supplier of mill liners. Results of the task force recommendations since 1980 along with improvements made in the primary circuit operations, are presented. Mill Liner Design and Metallurgy Changes The primary mill liner task force was formed in 1977. Its function was to improve the operating costs and milling efficiencies of the ten 8.2-m x 5.5-m (27 ft x 18 ft) wet SAG mills that were operating at the time. The SAG mills are driven by two 3500 HP motors drawing a total of 5450 kW at 76% of critical speed.

This paper reviews the trends in supply and consumption of the principal magnesium compounds in the United States in relation to domestic requirements and world resources. The data are confined to these principal magnesium compounds: Magnesium chloride, magnesium hydroxide, precipitated magnesium carbonate, and magnesium oxide (commonly referred to as magnesia). The properties and uses of magnesium compounds are shown in various chapters of' the 2nd edition of Industrial Minerals end Rocks. 3/ The third edition of this reference is in preparation. A more recent description of properties, uses and sources of magnesium compounds appears in a Bureau of Mines publication.4/ The American Iron and Steel Institute and the Refractories Institute have published comprehensive data on the properties and uses of basic refractories. Many magnesium compounds are prepared by the producers to meet specifications set by individual consumers.
