"In today’s challenging mining environment the “Big Picture” (Caterpillar, 2013) approach to mining is often neglected. With haulage costs approaching up to 45 % of the overall mining costs, all too often the load-haul-dump- return cycle is not investigated in its completeness. This paper will discuss the aspects of taking the time to observe an operation from the “Big Picture” approach. In today’s mining business miners, engineers, trainers, supervisors, and managers have ever increasing roles and responsibilities as never seen before in the past decade. The endless human resource, safety, environmental, cost control issues and performance initiatives, detracts from precious time that may have been dedicated to examining the day to day operation. Having examined numerous mining operations over the past several years, one common denominator is lack of time to properly observe operating practices in the field and recognize both positive and negative observations. The old fashioned vocation of observing the operation to assess the haulage, loading and maintenance processes to adjust, maximize or enhance operations have sometimes vanished. Four areas to be discussed in this paper: (1) Look at the “Big Picture”(Caterpillar, 2013), (2) Use common sense, (3) Areas identified for biggest improvements in the operations, (4) Observation of small details for big impacts to lower cost per ton and increased production. The objective of this paper is to provide low cost recommendations to lower cost per ton and increase production. INTRODUCTION Whether miners claim to have been around and experienced it all or the “rookie” on the mine site, miners are expected to execute the mine plan at the lowest cost possible. So why is it so difficult to execute this task? Shouldn’t supervisors just have to man the equipment, tell operators to have a safe day and tally up the numbers at the end of the shift? And let the technology system do the rest? So what could go wrong? Lots. Mining companies seek help from consultants, training departments, performance reporting systems and an arsenal of resources. Armed with all this information, the supervisors just hop in the pick-up and tell the shovel operator to speed up. Sounds simple enough. When the improvements don’t happen, what could have gone wrong? It comes down to people, the simple things that were not executed over the months previously and as a result today the mines performance is not where it should be. A mine is built by people. Managers who have the vision to develop the ore body in a manner that follows sound engineering practices. The infrastructure to mill the ore and support the equipment needed to move the material. Along the way equipment is procured and operators trained to run the gear. Engineers and geologists set up the design, the material movement, and haulage routes. Sounds easy to this point. So, why mine after mine is there this constant struggle to move more with less and get the costs down? Understanding how to make “Great Miners” out of these people is critical to lowering your cost per ton."

"The mining environment presents challenging and complex situations for the application of medical care. The combination of remote locations, difficult access and longer response times may create an increase in morbidity and mortality in the event of serious accidents. The U.S Mine Safety and Health Administration (MSHA) has only minimal requirements of first aid training for mine workers. For mine rescue team members, MSHA requires medical training at the Emergency Medical Responder (EMR) level, as only prescribed by mine rescue contest rules. This paper examines, based on mine accident statistical information, whether a higher level of medical training, for example at the Emergency Medical Technician (EMT) or at the Advanced Life Support (ALS) level can better address injuries most commonly disabling or leading to the death of miners in the United States. BACKGROUND Prehospital emergency medical care for the sick and injured has evolved considerably from first inception. Ambulances used to be staffed by persons with little training and equipment and prehospital care was focused largely on the rapid transport of the injured person to a hospital and. The modern prehospital care model was initially developed in military applications, where medics were responsible for some treatment on the battlefield and rapid transport to the care of a physician. In 1965, the National Academy of Sciences and National Research Council Committees on Trauma and Shock published Accidental Death and Disability: The Neglected Disease of Modern Society (National Research Council Committees on Trauma and Shock, 1966). This white paper laid out the consequences of the insufficiency of the Emergency Medical System (EMS) in the United States at that time. According to this paper, in 1965, 107,000 people were killed from accidental injury, with another 400,000 injured with permanent disability. The authors estimated that approximately 50% of ambulance services were provided by local morticians that were not capable of rendering advanced life support. The paper states that, based on experiences in the Vietnam war, seriously wounded soldiers had a better chance of survival in the battle field compared to traffic accident victims with similar traumatic injuries because the military was capable of providing first aid and efficient transportation to emergency care facilities. The white paper states that death rates from battle injuries declined significantly from 8% in World War I to 2% in Vietnam. The publication of this white paper is credited for the broad evolution and rapid advance of the civilian EMS system after 1965. It eventually lead to the creation of the National Highway Transportation Safety Administration (NHTSA) National Standard Curricula (NSC) for emergency medical care in 1985. Training, and therefore required skill and knowledge for prehospital emergency care has continued to grow to reach the current standard."

The 1.8 million tonne Itos tailings deposit is the result of sever­al years of processing by Comibol of the San Jose and ltos Mine ores at Oruro Bolivia. The historic flowsheet consisted of a flotation circuit in which silver-bearing galena and stibnite were concentrated. Approximately half the silver in the ore was not recovered, and the existing tailings contain slightly over 200 grams silver per tonne, in the form of complex sulfides of silver, antimony, lead, and other metals coating grains of pyrite. An extensive laboratory program was conducted to exam­ine conventional processing l)lethods such as cyanide leaching and regrinding followed by flotation. However, the silver-bear­ing sulfides are in intimate contact with the pyrite and the pyrite comprises 30% of the total tailings weight. Cyanide leaching recovers only 40% of the silver and the cyanide consumption is uneconomically high. Flotation produces an upgraded, but still uneconomic, concentrate. For this reason, chloride leaching had been evaluated by Comibol, and in the mid 1980's Comibol undertook an innova­tive test consisting of two 300 tonne field heap leaches using a cold chloride solution. The tests were partially successful, but could not be applied to the bulk of the tailings which are already ground to 50% minus 200 mesh. In 1992, Kappes, Cassiday & Associates undertook to develop a hot agitated chloride leach flowsheet, and is current­ly constructing a treatment plant under a turnkey contract from a Bolivian company, Baremsa, S.A. Using this process, 85% of the remaining silver can be recovered, with significant by-prod­uct credits from antimony and lead. The project features hot, agitated acidic chloride leaching, filtration, crystallization of lead chloride, and precipitation of metals using iron scrap. Arsenic is removed from the precipitate by caustic leaching, and minor metals by furnace refining. Antimony is recovered as the oxide by cupelation, and silver is poured as <lore from the cupel. Production rate will be 600 tonnes per day. Startup is scheduled for late 1995.

Introduction The gold rush to the Canadian Klondike and then to the Alaskan gold camps is legend to Americans. The early years of the century also saw flourishing hard rock mining at the famous Treadwell and Alaska Juneau gold mines and the bonanza Kennecott copper mine. Over the last two decades, rich discoveries of copper, cobalt, zinc, lead, molybdenum, tin, and silver have furthered Alaska&apos;s reputation as a storehouse of US minerals. Alaska may also contain large commercial deposits of chromite, platinum, and nickel. Yet in 1984, with the exception of the Usibelli coal mine and several hundred small placer gold mines, Alaska&apos;s mineral potential remains largely undeveloped. Uncertain 70s The 1970s were years of uncertainty for the mining industry in Alaska. The discovery in 1968 of a huge reservoir of oil and natural gas in Prudhoe Bay brought the land claims of Alaska&apos;s natives to national attention and focused interest in Alaska&apos;s resource wealth. The Alaska Native Claims Settlement Act of 1971 (ANSCA) created the regional native corporations and granted them selection rights to some 178 000 km2 (44 million acres) of Alaska&apos;s 1.5 Gin&apos; (375 million acres) - about 12% of the state&apos;s land area. The native land selection process would take years. During this time, the status of much of Alaska&apos;s land was in question. Additionally, section d(2) of ANSCA provided for the conversion of an undetermined amount of federal lands into conservation units. These consist of parks, scenic rivers, national monuments, and wildlife refuges. The debate over the d(2) lands was long and acrimonious. National conservation groups lobbied to include as much acreage as possible within restrictive classifications, regardless of its mineral or energy potential. The process was polarized into a preservation-versus-development struggle. To many Alaskans, what was at stake was the ability to develop a viable independent economy, rather than an ongoing role as economic wards of the federal government. MULSIM/NL and La Model are displacement-discontinuity programs which have been used quite successfully in the past to provide detailed structural models of various single and multiple-seam mining situations. However, both of these programs required fairly complex details of the mine plan and topography to be manually input into the program, often taking several days of work. Recently, automatic mine and topographic grid generation capabilities have been added to the MULSIM/NL and La Model programs, reducing the input time requirements from days to hours. This paper discusses the algorithms used for the automatic grid generation and demonstrates the utility of the new capabilities with a case study.

Arizona, in 1966, has continued to be the site of an extensive and intensive search for metallic mineral deposits. Over fifty separate entities--companies and individuals--have been actively engaged in mineral exploration programs, both large and small, in the Basin-and-Range portion of the State. Certainly, copper has been primarily responsible for the major efforts, although associated gold, silver, and molybdenum mineralization also has been important in the economic evaluation of potential copper deposits. It is not difficult to explain why the Basin-Range portion of Arizona is receiving such attention. Part of the story, undoubtedly familiar to most, can be illustrated by reference to three graphical presentations. For example, Figure 1 shows Arizona&apos;s annual copper production for the period 1955-1965, inclusive, and it demonstrates that new records of production have been accomplished in each of the past 6 years and in 9 of the last 11 years.

Belt feeders are commonly used to meter the flow of bulk solids from bins and hoppers. If the interface between the hopper outlet and belt feeder is not designed correctly, flow from the bin may be severely compromised, resulting in problems of no-flow, segregation, flooding, etc. By knowing the flow characteristics of the bulk solid being handled and applying proven design techniques, such problems can be avoided. Relevant bulk solids flow characteristics are identified, along with measurement techniques. Design procedures for correcting problems with existing feeders as well as proper design of new feeders are presented, along with case histories of successful application of these procedures.

The mechanism of sulfur oxidation in pyrite is a function of the rate and driving force for oxidation. New evidence is presented to show that, at moderate potentials, a sulfur-rich hydrophobic layer is formed. Under ordinary conditions, the sulfur layer is covered with a layer of iron oxides, hydroxides, sulfate or oxy-sulfide ions. Pyrite is hydrophilic under these conditions. In the presence of iron-chelating agents or iron sequestering ions, an iron layer might not form. Under these conditions, the sulfur layer is exposed, and the pyrite might become hydrophobic. Stronger oxidizing conditions decompose the sulfur layer, thereby making the surface hydrophilic.

Recent sewer construction in downtown New Haven, CT required avoiding open trench methods because of near surface utilities and traffic congestion. The .73 km long alignment is in sands with the water table at the tunnel&apos;s springline. The designers felt the situation was ideal for an EPB machine; however, the tunneling method was left to the Contractor. The winning bid surprised everyone. The tunnel is being excavated by hand using an open face shield with breasting boards. The review of the bids indicates hand mining was approximately 1/2 the bid price of TBMs. Currently, excavation rates average 14 m/day with no excessive settlements.

This paper presents the experimental results of an ongoing investigation into various properties related to the performance and durability of concretes made using existing and new cement replacements. The process of cement and concrete production is investigated focusing on product performance and environmental performance. The overriding factor for the progression of a material will be product performance however; each material selected will have many intrinsic environmental benefits. The study combines Ordinary Portland Cement (OPC) with each cement replacement candidate using the most common replacement percentages, 10, 20, 25, 30 and 50 percent. A 35N/mm2 concrete is then prepared and analysed in the fresh and hardened state. In addition, a chemical and physical analysis of each replacement material has been performed and results compared to the control samples containing OPC only and Ground Granulated Blast Furnace Slag (GGBS) as a replacement. The results show that in their present form the replacements used in this research do not compare with the strengths achieved by the controls. The right balance of chemical composition and particle grading needs to be achieved to produce a realistic replacement material. The processes required to achieve this must strike a balance between monetary and environmental cost.

Exploration The technology of underground construction and particularly of tunneling, both now and in the future, starts with knowledge of the properties of the medium surrounding the tunnel. Although we are trying to develop machines that can excavate tunnels independently of the properties of the medium, and although we may achieve some success in this direction, we seem always to be brought up short by a paradox: With increasing sophistication of machines and with increasing complexity of construction jobs, our methods are likely to become more sensitive rather than less sensitive to changes in the medium. I suspect that the need for more precise knowledge of subsurface conditions in advance of construction will increase rather than decrease as time goes by. In the recent anniversary issue of Engineering News Record, Probing the Future, Senior Editor Bill Jacobus prophesies highly sophisticated devices to probe the unknowns of the earth&apos;s soil and rock materials. He envisions that "drill holes to obtain borings will give way to rock-melting coring devices". He may be right; it is hard to argue the accuracy of predictions of the future. It seems to me more likely, however, that the rock-melting probe will be simply one more in

The Robinson project is based on the porphyry copper and gold deposits in the Robinson Mining District, near Ely in Eastern Nevada. The district was mined from the late nineteenth century to 1978 by Kennecott Copper Corporation and its predecessors. Operations ceased when falling copper prices in the late 1970&apos;s made their outdated mill and smelter complex at McGill uneconomical. In October 1991, Magma Copper Company (Magma) acquired the many claims that cover the known porphyry copper deposits in the district These occupy a disturbed area about nine miles long and three miles wide between the towns of Ely and Ruth. Magma proposes to build a copper / gold mine and concentrator and expand the existing gold leaching facilities. Several pits, previously mined by Kennecott Copper Corporation, will be enlarged; the use of larger, more modem equipment will result in higher productivity and lower operating costs in general. ICF Kaiser Engineers, of Oakland, California, were awarded the con-tract for detailed design of the process facilities, which was essentially complete by the end of 1993. The project at present is awaiting completion of the environmental permitting process; state air and water permits are in hand, and the Bureau of Land Management&apos;s (BLM) current schedule indicates that the final obstacles to construction will be cleared by early fall of this year.

For all the attention given to mining activities in Central and South America, Mexico, Indonesia and Papua New Guinea, it is sometimes easy to forget the activities taking place in one of North America&apos;s most important and largely untapped regions -Alaska. The Alaskan minerals industry employed about 3,406 people during 1995. That is a 23% increase from - - 1994. It also contributed about $719.8 million to the state&apos;s economy during 1995, a 10% increase. During the past few years, Alaska has seen significant increases in exploration and mining activity. Fairbanks Mining, an arm of Cyprus Amax, began producing gold during 1996 at its Fort Knox Mine, as did Nevada Goldfields&apos; Nixon Fork gold mine. Kennecott&apos;s Greens Creek lead-silver-gold mine also reopened and USMX began operations at its Illinois Creek gold mine. In addition, several impressive exploration projects were under way in Alaska. Placer Dome reported good results at Donlin Creek project in southwest Alaska. Likewise, Newmont Exploration is getting serious about its True North gold project. And Nerox is nearing production at its Jonesville coal project in Alaska&apos;s interior. In November, about 400 miners gathered in Anchor- age for the Alaska Miners Convention. Throughout the conference and exhibition, attendees listened to updates on these precious- and base-metal and coal exploration and mining operations. They also learned that the state wants more miners to head north and help develop its natural resources. Alaska is ripe for a smelter The mining industry -Alaska&apos;s miners in particular - has a powerful ally in Sen. Frank Murkowski (R-AK). He is the chairman of the Senate Energy and Natural Resources Committee. During his luncheon address, Murkowski said it appears that it is economically feasible to extend the Alaska Railroad to northwest Alaska, taking advantage of the large coal and hard-rock mineral tracts in the Ambler mining district. He also renewed his push for building a major smelter in Alaska to process ore that would come from the Ambler mining district. Murkowski believes that Alaska&apos;s economy can be expanded by extending the railroad from Nenana to the Point Lay coal fields to open coal development. Along the way, the railroad would pass through the Ambler district, helping to develop the hard-rock deposits. An outgrowth of this additional mineral development, Murkowski said, could be a new smelter in Alaska. It could use power from the Tyee hydroelectric facility near Wrangell or from the Makushin geothermal project near Unalaska. Either site, he added, offers access to plentiful, relatively low-cost power, at tidewater to facilitate ore deliveries to the Pacific Rim. The Congressional Research Service has determined that there are enough mineral deposits and coal beds to make it possible to finance the extended railroad, he said. The 1,200-km (744- mile) rail extension would cost about $4.2 billion. The North Slope of Alaska contains up to 3.6 Tt (4 trillion st) of coal, Murkowski said, that contains less than 0.25% of sulfur and less than 4% moisture. It aver- ages 12,300 Btu in heat content. "That is a tremendous resource," he said. The Ambler mining district, meanwhile, has at least eight identifiable hard-rock deposits, Murkowski continued. These contain zinc, lead, copper, nickel, chromium, tin, barite, gold and silver. "All eight of these can generate ore concentrates at rates similar to Red Dog&apos;s cur- rent 725 ktla (800,000 stpy)" of zinc, he said.

US mine operators frequently fail to investigate more cost effective and productive bulk material handling systems because surface mines seem to lend themselves to truck ore haulage. In this country, as a result, use of conveyors to move heavy loads from mine to process facilities has been minimized, if not actually neglected. In contrast, there are more than 50 conveyorized surface mines in successful operation around the world. These mine operators have learned that properly applied conveyorized systems can offer major savings in capital and operating costs, which contribute to improved profits when combined with other proven mining technologies. Growing acceptance and application of conveyorized bulk material handling in surface mines also points up how unique each mine is and how careful planning contributes to maximum mine effectiveness. Because of these differences, mining executives and technical and operating staffs need to develop an understanding of three factors in applying conveyorized bulk material handling in surface mines: • Why each mine will benefit from the type of automation permitted by conveyorized operation, •What kind of equipment is available, and • What applications most effectively demonstrate the first two factors in action - hauling either ore or waste. The conveyorized systems considered in this presentation have production rates from 0.5-2.7 kt/h (500-3,000 stph). Worldwide, these systems have been operating since the early 1960s. Advantages of Conveyors Why do you want conveyorized bulk material handling? First, it almost always provides lower operating and maintenance costs. Second, it frequently requires lower initial capital costs and almost always requires lower capital costs over the life of the surface mine. Third, it provides comparable operating availability, and finally, it frequently gives comparable operating flexibility - depending on the mine plan. Cost avoidance can be accomplished with modern production methods. These, in turn, permit increased productivity and reduced operating costs such as those for energy, maintenance, and manpower. It has been demonstrated in European surface mines and elsewhere, that conveyor systems frequently require lower initial costs than does truck haulage. Almost always such operations require lower capital costs over the mine life. Those costs include the continual addition of haulage trucks to both accommodate the increasingly difficult haulage routes and fulfill replacement requirements when trucks wear out. Conveyor systems handling ore in numerous large crushing and port facilities, which have operated since the early 1950s, have clearly demonstrated a useful conveyor life of more than 25 years. In contrast, off-highway trucks have life spans of six to eight years. The following examples illustrate comparative capital costs to purchase conveyor systems and comparable truck haulage units. Example 1 The ore haulage route from point A to point B is level and 610m (2,000 ft) long. The material weighs 1.8 t/m3 (110 lbs per cu ft) and must be transported at a rate of 1.8 kt/h (2,000 stph). The installed capital costs to provide a properly designed conveyor that will transport the described material from point A to B is about $450,000. The capital cost to purchase three 77-t (85-st) off-highway trucks and one spare truck - which would provide equivalent capacity - would be about $1.2 million. The truck cost estimate is based on a 6 min. or 771 kt/h (850 stph) truck cycle time. Truck efficiency is estimated at 0.8. Each 77-t (85-st) truck would have an actual haulage rate of 617 kt/h (680 stph). Therefore, three trucks would be necessary to transport the designated tonnage of 1.8 kt/h (2,000 stph). A movable crushing plant would be located at point A for the conveyors and a permanent crushing plant at point B for the truck haulage system. Capital costs for these primary crushing plants were not included in the calculations for either system because the capital costs are frequently comparable. Example 2 The transport route from point A to point B is 610 m (2,000 ft) horizontally and 122 m (400 ft) vertically - on a 20% grade (Fig. 1). The material weighs 1.8 t/m3 (110 lbs per cu ft) and must be moved at a rate of 1.8 kt/h (2,000 stph).

Introduction In response to industry needs and requests, Joy Mining Machinery is aggressively evolving a "game changing" system of underground development mining machinery. This entry-development system (EDS) project is concentrated on providing clean, protected and ergonomic operator areas and a quantum leap in productivity. To meet these goals, a virtually continuous and automated mining system is needed. Operators must be able to efficiently and ergonomically perform required functions from a protected environment. Health-related issues, such as respirable dust and noise, must also be addressed. A new concept system of integrated face equipment, from the continuous miner to and including advancing the section belt and services, is needed. Phase I of the project was aimed at developing the bolting technology required. Through acquisition of Cram Australia and joint development efforts with Canyon Fuel Co., Joy now has this capability. The test platform, known as the Joy Multibolter, has successfully completed its trials at Canyon Fuel&apos;s SUFCo Mine (Fig. 1). These tests validated the bolting technology and operator protection and ergonomic issues. Phase II includes the development and testing of an integrated mining machine (IMM) capable of advancing a heading 1.5 m (5 ft) while simultaneously cutting a fullface width (single pass) and installing a complete bolt pattern. The IMM, unveiled at MINExpo 2000, incorporates the bolting technology of the Multibolter with automated full-face cutting. This machine was designed to meet Joy&apos;s stringent health, operator protection and 300m/d (1,000-ft/d) productivity goals. Phases III through V will include development of processes and integrated haulage, ventilation, power, material handling and section services advancing equipment. Processes and equipment developed will be designed for seamless integration into a complete entry development system. The focus of this paper is the new continuous miner (IMM) development, proposed testing and expectations for the EDS. The IMM is scheduled for commissioning and trials beginning in April 2001 at the SUFCo Mine. SUFCo Mine Canyon Fuel Co. is jointly owned by Arch Western Resources and the Itochu Corp. of Japan. It owns and operates three coal mines in Utah: the SUFCo Mine in Sevier County, the Skyline Mine in Carbon and Emery Counties and the Dougout Canyon Mine in Carbon County. Incorporating state-of-the-art-mining technology and advanced mine management practices, the SUFCo Mine is one of the most efficient underground coal mines in the world. The SUFCo Mine is located approximately 50-km (30 miles) northeast of Salina, UT, in the Wasatch Plateau portion of the Uinta coal basin. The mine property consists of 9,900 hm2 (24,470 acres) with approximately 118 Mt (130 million st) of recoverable reserves. Public utilities and industrial concerns purchase approximately 95% of the coal mined at SUFCo through short- or long-term contracts. Coal reserves are extracted by longwall mining, and the panels are developed using continuous miners. The longwall face at SUFCo Mine is 283-m (930-ft) wide, and the seam height ranges from 2.4 to 4 m (8 to 13 ft). The two development sections are in full operation using Joy 12CM12 continuous miners. Two super longwall panels, under development in the northeast portion of the lease block, are 4,270-m (14,000-ft) long with a 283-m (930-ft) wide longwall face. Accurate, repeatable density measurements of a coal-magnetite-water slurry are difficult to achieve using a nuclear density gauge. Changes in the coal-to-magnetite solids ratio cause fluctuations in the readings of nuclear gauges. To investigate this problem the Electric Power Research Institute&apos;s Coal Cleaning Test Facility compared the performance of a nuclear density gauge on a coal-magnetite-water slurry with the performance of a differential pressure gauge modified with a new pressure sensor. A second aim of these preliminary tests was to determine if the differential pressure gauge is also sensitive to the type of solids in the slurry. This paper explains current slurry density measurement practices, describes the nuclear and differential pressure gauges used in the CCTF tests, and presents test methods and results.

After many significant advances in mining including development of sophisticated methods for strata characterization and numerical modeling analyses, the engineering design process in mining is as primitive as it was two decades ago. Yet, major advances in design methodologies have occurred in other branches of engineering. Is creative design in mining a myth only? Are we deluding ourselves when we talk about innovative mining design of today? What is the reality of the situation? This paper explores the methodology of creative engineering design as a new recognized discipline. It warrants applications in mining since design experts are sometimes unaware of their own decision-making processes.

The 12,710-m (41,720-ft) Riverside Badlands Tunnel is located between the most active faults—San Andreas and San Jacinto—in Southern California. To accomplish the impervious final lining design and to accommodate the effects of earthquake ground motions, a new approach was developed and is prescribed in this paper. Two final lining options, welded steel pipe and prestressed concrete cylinder pipe, are considered for the tunnel, which will be excavated under groundwater and ground conditions from soft rock to hardrock at depths exceeding 244 m (800 ft). The buckling strength, serviceability, and structural integrity under seismic effects and other loads were considered in the design.

Some of the practices of the mining industry that may place an undesirable stress on the groundwater environment are coming under increasing scrutiny from legislators and regulatory agencies. Among these practices are mine dewatering, the use of tailings ponds, land rehabilitation, and technological innovations such as in situ leaching of waste clumps and ore deposits. Pernichele, noting that 24 states have enacted legislation controlling to varying degrees the environmental effects of mining, has emphasized the importance of assessing the potential for damage to groundwater when evaluating, planning, and designing mining projects. 1 Illinois has enacted legislation requiring anyone opening, operating or abandoning a mine site to obtain a permit from the Illinois EPA. The law is one of the first to require regular monitoring and reporting to a control agency. Legislation has also been recently enacted at the national level that will have a significant impact on the mining industry; e. g., the Federal Water Pollution Control Act Amendments of 1972 (Public Law 92-500). The stated objective of this Act is to restore and maintain the chemical, physical and biological integrity of the nation&apos;s waters. Specifically, according to Sec. 102(a), the Administrator of the U.S. Environmental Protection Agency (EPA) is required to prepare or develop comprehensive programs for preventing, reducing or eliminating the pollution of the navigable waters and groundwaters and improving the sanitary condition of surface and underground waters. The definition of the terms "pollution" and "pollutant" is of particular significance to those who must comply with PL 92-500. The definitions are quite broad and include most of the adverse water quality effects of man&apos;s activities. As defined in Sec. 502(19), "pollution means the man-made or man-induced alteration of the chemical, physical, biological and radiological integrity of water." Within the Act, the list of pollutants includes dredged spoil, solid waste, incineration residue, chemical wastes, radioaetive materials, heat, wrecked or discarded equipment, rock, sand, cellar dirt, and industrial waste discharged into water.
