Title IV of the 1977 Surface Mining Control and Reclamation Act (SMCRA) provides for an abandoned mine reclamation fund. This fund, taken from fees collected from operating coal mines, provides capital for the reclamation process. The Act directs the Office of Surface Mining (OSM) to collect the fees based on coal production. Monies from the abandoned mine lands (AML) fund are distributed through two programs. The first provides OSM with capital to use in emergency situations resulting from abandoned mine sites and reclaiming high priority sites in states without established AML programs. The second distributes the money through a state's AML program in the form of grants. To provide for a flexible and customized selection procedure for AML projects, a management information system (MIS) that combines scientific selection procedures is being developed. This system employs objective and subjective methods developed in systems research in recent years. The MIS component is an essential part of any selection process involving large numbers of potential projects. It must contain all the necessary project parameters that can be applied to the selection of projects whether or not they are to be used in the immediate selection criteria. In addition, variable selection criteria will allow ‘what if’ types of inquiries for comparison of differing selections and benefits.

Introduction The cleaning of coal to remove sulfur and inorganic impurities has, in recent years, become an essential operation in any coal utilization process. US coals, on average, contain about 3% total sulfur, of which more than 60% is generally inorganic or pyritic sulfur. Existing technologies such as heavy media cycloning, selective agglomeration, and electrostatic separation have the potential for removing about 80% of the pyrite from coal (Khoury, 1981). In view of the large volumes of coal being used today, there exists a need for the development of new processes to further improve the separation of pyrite from coal. Colloidal particles in suspension possess surface charges that are related to the chemical composition of the particles. In aqueous suspensions, the surface charge is a function of pH. For coal-pyrite mixtures, it is possible, by an adjustment of the pH (also a function of polar molecules), to reach a state where the charge on coal is very close to zero, but the charge on pyrite is still substantial. The introduction of collector particles with a charge opposite that of the pyrite should then result in the selective flocculation of pyrite and collec¬tor. These flocculates should settle out much faster than coal and could be removed from the bottom of the settling column. This note discusses our preliminary observations of the effect of clay-based collector particles, especially bentonite, on the settling behavior of coal and pyrite. These experiments were conducted with a view to developing a new electrokinetic flocculation process for separation of coal-pyrite mixtures. Experimental The objective of the experiments was to determine the effects of clay-based additives on the settling rates of clean coal, pyrite, and coal-pyrite mixtures. Illinois Colchester (No. 2) coal was obtained after processing in an existing coal cleaning facility. This coal was reported to contain less than 0.3% pyritic sulfur, which was in the form of a fine powder with an average particle size of 5µm. Pyrite (of average particle size 5 µm) was also obtained from the same facility and reportedly contained less than 0.1% coal. The zeta potentials of coal and pyrite in water were measured as a function of pH using a zetameter. The pH was adjusted by adding sodium hydroxide or hydrochloric acid to the suspensions. Sedimentation experiments were conducted in 50-mL glass cylinders, and settling rates were measured by noting the height of clear liquid above the settling front as a function of time. Settling behavior was also charted by periodically taking photographs of the system. The following systems were investigated: •a slurry consisting of 2.5 g of clean Illinois Colchester coal in 50 mL of water of pH 6.0, with and without the addition of 0.5 g of bentonite (Fisher, purified grade) ; • a slurry consisting of 2.5 g of pyrite in 50 mL water of pH 6.0, with and without the addition of 0.5 g of bentonite ; and • a slurry consisting of a mixture of 1.25 g clean coal and 1.25 g pyrite in 50 mL water of pH 6.0, with and without the addition of 0.5 g of bentonite. In addition, experiments were conducted with kaolinite (Bath, South Carolina) and alumina (Fisher, purified grade) as collector materials to verify the observed effects. Results and discussion Figure 1 shows the zeta potential values for the Illinois coal and pyrite as a function of pH. The zeta potentials of coal and pyrite decrease with increasing pH, changing from an initially positive value at low pH to a negative value at high pH. The point of zero charge (PZC) for the coal is at a pH of 6.2, while the PZC for pyrite occurs at a pH of 10.3.

A novel principle for a waste repository, based on a backfilled thermosyphon as the functional unit, is proposed. Such a unit reduces temperatures and temperature gradients in the vicinity of a waste package and in the repository near field, reducing leach rates from packages and thermomechanical disturbance of the rock mass. Preliminary analyses confirm the mode of performance of the system, and reveal some interesting features of material transport and sealing in backfill and rock fissures. The thermosyphon combines attractively with the prospect of developing a near-field geochemical trap with chemical specificity for radionuclides. It is proposed that a thermosyphon repository may provide superior performance of engineered and natural barriers compared with conventional designs. The achievement of the ability to predict accurately the performance of the thermosyphon, relative to other isolation schemes, will represent a benchmark in the understanding of the absolute performance of any repository.

There are numerous suggestions in the literature on methods of obtaining representative samples of waste rock or mill tailings. Some suggested methods would result in thousands of samples and very high costs for a large facility. There is no general rule that can (or should) be followed, such as collection of a given number of samples per mass of material, per acre of impoundment, or per foot of drillcore. Each site is different, and the adequacy of sampling must be tailored to the site. A logical approach is to let the variability at the site dictate the number of samples that should be collected and analyzed, and then to quantify and evaluate the results by means of standard statistical methods.

Blasting can create severe interference for a mine's carbon monoxide based fire detection system. At the present time, without being able to differentiate between blast and non-blast carbon monoxide, a fire detection system must either set fairly high alarm levels for its sensors, or allow frequent "false" alarms to sound during blasting. This paper will introduce current work being done which will attempt to define characteristics of the carbon monoxide concentrations time curve for blasting. The work uses drift blasting for its data base as it is one of the more common forms of blasting. Future work with the data may produce a mathematical model which can be used to monitor and identify the carbon monoxide time curve for drift blasting.

A goal-programming-based, worker-scheduling model has been incorporated in the Mine Management Support System (MMSS) for assigning workers to prioritized jobs on a shift basis. In the model, the accomplishment of each regular and non-regular job is a goal, and the objective is minimization of the deviations from the goals. A number of coefficients are employed as premultipliers of the decision variables to address practical considerations associated with the utilization of workers and the requirements of jobs. This model is applied to a 41-worker problem.

In 1994, Goldstrike initiated a research program to investigate processing options for treating what was then the small amount of carbonaceous ore identified in the reserves. The focus of the research was on developing a process which incorporated the autoclave technology already utilized at Goldstrike. Over the next two years, Barrick pursued the development of an ammonium thiosulfate leaching (ATS) process. During the period in which the ATS research was being conducted the amount of carbonaceous ore in Goldstrike's reserves increased substantially and continued growth was projected. By 1996, significant advancement was made on the development of the ATS process. The work culminated in a series of integrated pilot plant runs incorporating autoclaving, ATS leaching, resin in leach, stripping and cementation. Several questions about the process chemistry remained unanswered, preventing commercial development. Barrick was committed to producing gold from the carbonaceous ore reserves by 2000. A due diligence review of carbonaceous ore processing options was initiated during the second half of 1996. Processes considered in addition to ATS were fine grinding/autoclaving, as practiced then by Santa Fe, and whole ore roasting as practiced by Independence Mining and Newmont. The objective by year-end was to recommend the most robust and economical process for Goldstrike's carbonaceous resources. In the fall of 1996, a detailed review of roasting as a processing alternative for Goldstrike was initiated. Throughout the ATS development period, whole ore roasting was used as the benchmark. All the ATS metallurgical and financial results were compared to roasting bench top test results. It was clear this data was too imprecise for use in due diligence study, a more definitive recovery value was needed to complete the carbonaceous ore review. The primary goal of the roasting review was to conduct pilot plant roast tests to gain a more thorough understanding of Goldstrike's carbonaceous ore's response to roasting and its effects on gold recovery. Using the test facility at Hazen Research, four pilot plant campaigns were conducted to determine optimum roast conditions and further define metallurgical design parameters. Conventional two-stage fluid bed technology based on Freeport­McMoRan's roasting patent was the specific process basis for testing. The ore's response to roasting exceeded expectations. In January 1997, a preliminary economic evaluation comparing ATS and roasting was presented, and the outcome was approval to proceed with a roasting prefeasibility study. In July 1997, approval for Goldstrike's Roaster facility was received and basic engineering started immediately thereafter. Detailed engineering _began in January 1998 and plant construction commenced in October 1998,t, Goldstrike's Roaster facility is designed to treat 12,000 tpd of a refractory gold ore, which contains both pyrite and organic carbon. Circuits in the facility include primary and secondary crushing, dry grinding, roasting, gas handling, neutralization, thickening and standard CIL. Gold desorbtion and recovery is carried out at Goldstrike's existing refinery. Plant start-up of the first dry grinding and roasting train is scheduled for March 2000, with the second train coming online in May 2000.

Due to special job or client requirements, there will always be some variation in the philosophy of organizing and controlling construction under a project management contract. In typical cases, however, some standard procedures apply. Controls on a construction project are best described only in general terms. They should apply to the total job and can be most effective only when all pieces of the job organization fit together to support a control system for the entire project. Controls are more than a system of reports, schedules, and tabulations-they are the result of an integrated organization dedicated to getting a job done on time and within budget. One of the most important aspects of project control is the construction organization. It must include the right people, facilities, and site equipment, as well as the authority to do what's necessary to accomplish the work. This should be set up to function with as little involvement from off-site or the home office as possible. However, the jobsite construction group must work within established policies and guidelines and is subject to continuous off-site or home office monitoring. In other words, the job-site leaders need to have a clear definition of their responsibility, their authority, and the necessary people and equipment to make things happen. The minerals industry contributes to the economic growth, prosperity and quality of life of nations, particularly in areas where there might be limited opportunities for employment in other sectors. However, notwithstanding their economic importance, the minerals extraction and processing industries are considered to have significant impacts on the surrounding environment. In recent years many mines have implemented modern monitoring technology and modelling of the monitored environmental parameters to provide scientifically proven indicators about the state of the environment. The flexibility required by the minerals industry to respond dynamically to a changing natural, social and economic environment has become a major consideration. Whilst the notion of continuous improvement is embodied within most environmental management systems, what is now required is a structured audit trail which tracks the flow of resources through the production process to the ultimate environmental impact associated with their consumption, transformation and disposal. Imperial College is coordinating an EC funded project, which is developing a methodology to minimise the ?full life-cycle? impact of metalliferous mining projects, adopting an integrated approach to production and process design, and the costs involved. In order to develop a life cycle assessment (LCA) system that will incorporate different types of data related to the minerals extraction operations, a data inventory was designed and coded in an object-relational database model. The calculation procedures accounting for the input/output balance of the alternative scenarios for mining production, processing, waste disposal, monitoring, and their financial implications are being programmed into a software system. This paper presents the rational and innovative aspects of this work. The methodology developed for the life cycle database is illustrated for the mining production and gaseous emissions components of the system.

Considerable interest has been shown recently in organically modified silicates (ormosils) because of the wide range of possible applications for these interesting organic-inorganic hybrids. These applications include the use of the hybrids as modifiers of a range of host polymer proper- ties. The ormosils can be synthesised by the conventional hydrolytic sol-gel process, as well as by the non-hydrolytic sol-gel route. To date, however, there are relatively few reports of the synthesis of sub-micron size ormosil particles of well-defined spherical morphology. Here, we report work to date on synthesis of such nanoparticles and also introduce our own work in the area.

Data from triaxial compression tests per- formed at confining pressures between 0 and 100 MPa are used to evaluate parameters in a contitutive model that is based on microcracking. The tensorial formulation is reduced to equations that are specific to the simple Loading imposed in triaxial compression tests. Procedures for evaluating the model parameters are described, dependence of parameter values on confining pressure is discussed, and prediction of failure is assessed.

It is well known that surface moisture and fine content have a strong influence on coal handle- ability. It is known as well that these two criteria are not sufficient to classify coals. It seems that certain types of coals are intrinsically difficult to handle, the reason being still not well understood. For these coals, moisture and fine content are aggravating factors and have to be strictly controlled in order to avoid handling problems (sticking, arching in hoppers.. .). CERCHAR has undertaken research aimed at identifying the role of intrinsic characteristics of coal with regard to handling properties. Two of them have been identified as particularly relevant : the clay content and the "colloidal particle" content. Two simple tests commonly used for soils characterisation, but never used so far for coal, have been applied to characterise a wide range of coals. The derived classification has been compared with an empirical classification based on dry screening tests. DRY SCREENING EXPERIMENTS Dry screening at a relatively low screen aperture (e.g. 6 mm) may be considered as a good tool for assessing the handleability of wet fine coals. Difficult to handle coals always lead to rapid plugging of the screen whilst easy to handle coals can be screened without difficulties. A wide range of coals has been selected with various ash, moisture and fine content. Their characteristics are given in table 1. The experimental set-up consists of a 2 t.p.h vibrating screen equipped with two automatic re- cording balances collecting respectively oversize and undersize material. Provided that the feeding rate is accurately controlled, good reproducibility in the percentage passing as a function of time is obtained. Figure 1 gives examples of different types of relations that were obtained. - LMC coal exhibits a behaviour that is characteristic of easy to handle coals : % passing remains constant in the course of the screening operation. - B coal behaves slightly differently. One observe first a rapid decrease in the flow passing through the screen and then a stabilization. Hand- ling properties can be considered as intermediately - The curve relative to LHB coal is characteristic of a very difficult to handle coal that blinds the screen almost immediately. It is necessary to point out the fact that the classification derived from screening experiments is a global one, including not only intrinsic factors but also external factors such as fines and moisture content. Agglomeration for the heap leaching of gold and silver ores is the process of attaching fine ore particles-less than 150 µm (100 mesh)-to coarser particles. The fines are thus immobilized and uniformly distributed throughout the heap. This is needed to make heaps more porous and uniformly permeable to the flow of a leaching solution. This article describes liquids and binders used to form agglomerates. Agglomeration techniques and equipment are also described. These include drum and disk agglomerators, stockpile and belt agglomeration, and the use of vibrating deck and reverse-running conveyors. The need for agglomeration The main reason for agglomerating heap leachable ores is to prevent percolation problems in a heap. This is different than pelletizing iron ore. In the latter case, the purpose is to bond very finely ground material into coarser, strong particles. These particles can then withstand the rigors of transportation and the loading forces in a blast furnace. Most percolation problems in heaps are caused by the segregation of coarse and fine particles during heap construction. This segregation creates areas with significantly lower permeability because fines plug the channels between coarse particles. Consequently, the leach solutions are subject to channeling, following the path of least resistance. They percolate downward through the coarse ore areas and bypass or barely wet areas that contain large amounts of fines. This results in lower extraction, longer leach time, and higher reagent consumption. Permeability problems in heap leaching are compounded because of the vertical migration of fine particles after the heap has been built. These fines eventually accumulate in pockets or layers and impede uniform solution flow. The fines move because they are not attached to a coarser particle. Moreover, the sluicing action of leach solution flowing over the surface of particles may break the bond between fine and coarse particles. Some fines are also created by the decomposition of ores after being wetted. Percolation problems are minimized if the fines can be attached to the coarser particles. Fines are thus uniformly distributed and rendered immobile within the heap. Heinen (1979) conducted comparative tests of nonagglomerated and agglomerated gold and silver ores. He showed that percolation rates through agglomerated material usually are improved by 10 to 100 times. This reduces leach time for economic recovery to less than one-third of that for nonagglomerated material, and total recovery may be increased. Cyanide consumption is also reduced in most cases because of the shortened leach time. Even run of mine (ROM) ore should be agglomerated. This can be achieved with moderate success by passing each truckload of ore under a water spray to bring total moisture of the ore up to about 8% to 10%. The ROM ore will mix when the ore is dumped, when it cascades down the slope of a heap, or when it is pushed up with a dozer. Overall, agglomeration allows low-cost heap leaching technology be applied to gold and silver ores and tailings that could not be economically processed by conventional methods, according to Phariss (1982). How agglomeration works Agglomeration means that the clays and fine particles contained in the ore adhere to the coarser particles. This creates a coating of fines around the coarse particles. When the ore has few fines and the percolation problems are not severe, the addition of a liquid may be all that is necessary to make the few fines adhere to coarser particles. However, when the quantity of fines is substantial, e.g., +10% -75 µm (-200 mesh), a binding agent may be needed. Ground-water contamination from uranium operations could be avoided with proper site analysis techniques. Contamination from tailings disposal sites is carried downgradient within permeable hydrostratigraphic units which can be located and delineated with a combination of drill holes and borehole geophysical logs. Engineering safeguards can be designed into a disposal site by determining if permeable hydrostratigraphic units exist which will dominate the flow system and provide seepage paths for contaminates. It is more cost-effective to accurately assess seepage potential with geophysical logs before contamination becomes a problem than to be faced with a major clean-up effort after contamination has occurred. If a uranium waste impoundment already has a ground-water contamination problem, then borehole geophysical logs may be used to delineate the contaminated zones which need to be cleaned up. It is less expensive to withdraw the contaminated plume from only within the affected zones rather than attempt to dewater the entire area. Consequently, the geophysical logs are invaluable in assessing which zones should be pumped and where packers should be set for construction of piezometers to allow monitoring of water-quality changes. A surface geophysical technique is being tested and developed for monitoring of seepage frum uranium tailings impoundments. Geoelectric soundings and profiles from direct current resistivity surveys can locate anomalous areas for the placement of drill holes to better assess seepage. This reconnaissance technique should eliminate random hit-or-miss drilling at sites where monitoring is required. Tests and experiments are being done on developing the capabilities of this technique to incorporate complex resistivity data to assess cultural impedence noise which complicates simple resistivity data.

An experimental program in the U.S. Bureau of Mines' Safety Research Coal Mine evaluated the effects of dead end crosscuts on the transport time of CO along a mine entry. The presence of carbon monoxide is a characteristic of a fire in its incipient stage, and is significant in the determination of a fire location in a mine from the analysis of arrival times of pre-set concentrations at CO monitors. In this investigation two entries, with a total of ten crosscuts, connected by a room were instrumented with CO sensors as part of a real-time monitoring and data acquisition system. Controlled release of 1% CO was monitored as the contaminant traveled the entries for several different configurations of CO sensors and exhaust fan settings. In addition to the normal longitudinal dispersion of CO due to turbulent mixing at the front of the CO wave, the induced rotation of air established within a crosscut by the entry flow diluted the CO concentration through entrainment. It was determined experimentally for the entry and crosscut configuration considered that the transport time for a specified CO concentration was 27% greater than the predicted time based upon entry volume only, but 13% less than the predicted time based upon entry and total crosscut volume. The proper interpretation of the measured transport time of a specified contaminant concentration between sensors is important for mine safety in the isolation of a fire and plans for miner evacuation.

3.1 INTRODUCTION As heap leach precious metal projects become increasingly common in the United States, federal, state and local regulatory agencies are beginning to take a closer look at the short- and long-term environmental consequences of this recovery technology. From an operator's point of view, there is seemingly a confusing regulatory maze to be navigated and a plethora of permits and approvals to be obtained prior to commissioning a heap leach operation. The degree of difficulty associated with obtaining permits for a heap leach project depends largely upon the state in which the project is located. Permit acquisition is generally easiest in those states most familiar with heap leaching technology. For example, heap leaching is well understood in Nevada, and heap leach operations are relatively easy to permit, although permitting conditions in Nevada have recently become more stringent. However, many states are just beginning to become familiar with heap leach operations. Many of these states such as Idaho, Colorado, South Dakota, Oregon, Montana, Washington and South Carolina are in the process of drafting regulations and establishing guidelines for heap leach projects. In most cases, these regulations specify design and operating criteria as well as reclamation and decommissioning procedures. This chapter provides an overview of the regulatory and permitting aspects of heap leach operations. Permitting requirements for projects developed on federal land are discussed in detail. 'The state and local regulatory atmosphere and permitting requirements for various states are also presented. The chapter concludes with a generic permitting strategy. 3.2 KEY ENVIRONMENTAL CONCERNS The primary concern of most local, state, and federal regulatory agencies is the use, storage and transport of sodium cyanide (NaCn), and potential cyanide contamination of surface and groundwater resources. The toxicity of cyanide to people, fish and wildlife is also an important issue. Unfortunately, in the public eye, cyanide heap leaching has some emotional impacts similar to those associated with radioactivity and uranium mining. This perception and the general lack of understanding of cyanide can lead to unnecessary concern about cyanide contamination, further complicating the regulatory environment.

The Longwall Strata-Control and Maintenance System (LoSCo-MS) is a software and data-communication system developed at the University of Alabama. This system integrates real-time shield monitoring, data presentation, analysis and the forecasting of forthcoming events. The main objective of this system is to provide stability information on longwall panels, including excessive shield load, low setting pressure, leg leakage, poor shield performance and imminent maintenance problems. Analyses of various mining and geological parameters were also performed to determine past and present roof characteristics and to forecast roof loading patterns for the following mining cycles, the next periodic weighting, etc. A local coal mine in the Warrior Coal Basin has adopted this system to provide daily evaluation of ground stability and maintenance problems in their longwall panels. Two years of experience with this system is covered in this paper.

INTRODUCTION The use of backfill materials in underground mines has been practiced for many years and the trend indicates an increased utilization of backfill materials in the future. The authors believe that underground uranium mines will follow this trend. Classified mill tailings, approximately 65 to 70 percent solids by weight, are the most common fill materials. Cement or other pozzolanic agents can be added to the fill materials to improve their strength characteristics. Dry fill, in the form of development muck, can also be introduced in the stopes to fill the voids left by the action of mining the ore. This paper deals mainly with the assessment of the radiation properties of backfill materials originating from uranium ores processed in the milling facilities of uranium mines. The paper outlines the results of studies conducted in the laboratory and in the field on radon emanating characteristics of backfill materials utilized in uranium mines. ROLE OF BACKFILL IN UNDERGROUND MINES Fill is a structural component of any underground mining system. In general terms, the purpose of filling is to provide ground support, to make recovery of pillars possible to provide a working platform for men and equipment, and to allow for waste disposal. There are other inherent advantages to the use of backfill underground, the most important being to: a) permit mining at greater depth b) allow the adoption of highly mechanized mining techniques c) reduce dilution from wall sloughing d) minimize roof and wall failures e) allow the mining of irregular orebodies, and f) to provide better control of ventilation. The last item is of great importance to uranium mine operators. The introduction of radioactive backfill underground represents an additional source of radioactive contamination; on the other hand the introduction of backfill in the mine reduces the volumes of workings to be ventilated. As a consequence the general mine ventilation is more effective and in most cases, better air quality can be maintained in the mine. There are of course some disadvantages associated with the use of hydraulic fills in underground mines, notably: a) the handling of large additional quantities of water from the underground workings b) delays caused by the cyclical nature of the backfilling operations c) additional costs associated with stope preparation and placement of backfill in stopes, and d) "spills" caused by bursting pipes or fill escaping from fill retaining structures. ASSESSMENT OF NON-RADIOACTIVE PROPERTIES Although the radioactive properties of mine backfills are discussed in this paper many other physical and chemical properties of backfills must also be considered. These properties include: a) percolation rate and permeability parameters b) viscosity versus pulp density relationships c) size analyses d) settling times e) settled bulk density f) solids specific gravity g) void ratio and porosity h) optimal percentage solids by weight i) specific gravity of slurry j) addition of cement:cement retention and loss k) unconfined compressive strength 1) triaxial compressive strength m) shear strength (non-cemented)

Changes in the ore types available and increased environmental concern have created a demand for an alternative technology to cyanide for the extraction of gold from ore. Great Lakes Chemical Corporation (Great Lakes) believes that halogen chemistry, in particular bromine chemistry, is the best available alternative to cyanide for gold extraction. Great Lakes is a Fortune 500 chemical company with sales of approximately one billion dollars per year. Great Lakes extracts elemental bromine from naturally occurring brines in Southern Arkansas. Great Lakes has developed a family of proprietary bromine compounds to aid in the extraction of gold. In addition to proprietary bromine compounds for gold extraction, Great Lakes has developed a method of recycling bromide ion in the leach circuit. Various recovery methods, including ion exchange and solvent , extraction are currently being studied.

This paper provides an overview of the various methods and techniques for transporting and stacking ore on heap leach pads. Towards this end, brief discussions of the various methods and techniques important to this process are presented.
