In 1973 housing and construction conflicts threatened Front Range gravel resources. The legislature addressed the problem by passing HB 1529, which required the Colorado Geological Survey to map the deposits and forbid local governments to change lands over commercial mineral deposits from zones allowing mineral development to zoning which conflicted with development. It charged counties to develop Master Plans for Extraction. Plans must consider resource quality, multiple-sequential-use potential, surrounding area compatibility, neighbors, quality of Life, extraction maximization and reclamation potential. Imprecisely worded statutes, budgetary constraints, lack of enforcement and political pressures have limited benefits from the law.

The Surface Mining Control & Reclamation Act is a complex piece of legislation signed into law on August 3, 1977. It is the culmination of more than six years of debate by the Congress over the need for a national regulation of surface mining as opposed to the prior concept of regulation by each concerned state. It departs from the more normal type of law in that it includes very specific requirements, limitations and performance standards. In its procedural aspects, it is somewhat similar to the Clean Air Act and the Water Pollution Control Act in that it places primary responsibility at the state level, provided the state meets minimum national requirements. At the time of writing this paper, in late December 1978, the Interim Regulatory Program has been in effect for seven months. The proposed regulations for the Permanent Program, the draft Environmental Impact Statement, and the draft Regulatory (Economic) Analysis ware available for eight weeks before the close of the comment period on November 27. We are now awaiting issuance of the final versions of these documents. The states in which coal is mined, for the most part, have made sere revision to their state laws and are in the process of revising their regulations, or have just completed the revision, to comply with the Initial Regulatory Procedures. They are now faced with another new major effort to analyze and plan for compliance with the Permanent Regulatory Program, which is expected to be promulgated by the Office of Surface Mining of the Department of Interior by the time this paper is presented.

The Cortez Mining District has had a long history of mining activity dating back to 1862 as previously reported (1) (2). More recently Cortez Gold Mines (i) has operated a cyanide leach, counter current decantation (CCD) recovery gold mill from January 1969 to February 1976. This type of plant has been standard in the U.S. for treating higher grade finely disseminated gold in Carlin type ores. The mill was initially operated from 1969 to 1973 at 1520 tonnes per day on oxidized ore from the Cortez ore body. Starting in 1973, the mill was operated at 2050 tonnes per day on softer, less oxidized, high clay ore from Gold Acres which is located 13 kilometers to the west of the Cortez installation. In February of 1976 the oxidized portion of the ore body at Gold Acres was depleted and the mill ceased operation. Successful heap leaching of the lower grade portion of the ores was practiced at both Cortez and Gold Acres to supplement the milling operations. Much valuable experience was gained in the operation of these two heap leaching programs and is well described in an earlier publication (3). Releaching of the ore heaps at Gold Acres and Cortez was continued with a limited crew from 1976 to 1979.

The Marysvale volcanic field of west-central Utah contains large areas of argillically altered rocks (fig. 1) that, in turn, enclose smaller areas of fine-grained, medium-grade, replacement alunite deposits and coarsely crystalline, high-grade vein-type alunite deposits. The largest replacement alunite deposits are [ ] located peripheral to a 23-m.y.-old monzonite stock called the Central Intrusive (fig. 1). The deposits formed in near-surface, highly oxidizing environments at the tops of hydrothermal plumes that were spaced irregularly around the stock. The deposits are horizontally zoned from alunitic cores through kaolinitic to propylitic envelopes. Vertically, characteristic alteration minerals progress from a pyrite-propylitic alteration assemblage at the base, upward through alunitic, jarositic, and hematitic assemblages to a flooded silica cap as shown on figure 2. The silica caps are cut by hydrothermal explosion breccias. d34Sso4 values of + 11.5 to + 15.4 permil indicate that sulfur in the hydrothermal plume was derived from underlying Mesozoic evaporites. The sharp upward transition from pyrite- propylite to alunite probably marks the paleowater table, and the top of the flooded silica cap represents the paleoground surface. Basin-Range extensional tectonism began shortly after alteration, and buried the replacement alunite deposits in basins beneath sediments eroded from uplands. The deposits were only recently exhumed.

Backpropagation, learning vector quantization, counterpropagation, functional link, probabilistic, and. self -organizing map are among the most popular neural network classification paradigms. Each paradigm finds a unique set of weights that will map the input pixels into their respective output classes. The usefulness of each network depends on its overall accuracy, ease of use, speed and scaling. The fastest and most accurate networks in this study were the functional link and counterpropagation. These networks, however, do not scale well to large input vectors or large training sets. A better choice is the LVQ network which achieves high accuracy, is fast, requires a minimum number of input parameters and presents fewer scaling problems.

Benchtop experiments were performed, in which an electric field was used to enhance separation of water from phosphatic clay suspensions from a central Florida mine. A constitutive relationship was established that relates the increase in solids content to operating time and the applied electric field. An upper limit to the degree of separation was found to be a function of electric field, and the time required to achieve this limiting value was also a function of electric field. The energy requirement for removal of water ranged from 1.25 to 175 Wh/kg water removed as a function of the electric field. A mathematical model was developed that provided good agreement to the experimental values and served to validate the constitutive relationship.

The Carlin Gold Mining Company, a wholly owned subsidiary of Newmont Mining Corporation has been successfully operating an open pit gold mine and cyanide mill for approximately the past ten years. It is a unique operation in that about 20 percent of the mill feed is a carbonaceous ore refractory to cyanidation that must undergo a pretreatment stage developed for, and by, Carlin. The mine and plant are located in the Tuscarora mountain range is north-eastern Nevada near the towns of Carlin and Elko. Claims were staked at the minesite in 1961 and 1962. A drilling program was initiated late in 1962 and after drilling a total of 250,000 feet of rotary drill holes an estimated 9,300,000 tons of ore at a grade of 0.32 ounces of gold per ton was delineated.

INTRODUCTION Engineers involved with rock mechanics know the importance of discontinuities within a rock mass and their effect on its behavior when subjected to loads from structures or construction excavation activities. Various geophysical tools have been developed to provide comparative information on subsurface conditions, such as electrical resistivity, assorted seismic test methods, acoustic tests, etc. While these investigative means have proved invaluable in numerous situations, especially those where site alternatives are being evaluated, they shed little light on the difficult problem of quantifying the rock strength. For that purpose, a laboratory test program of samples obtained in the field is usually undertaken, often in conjunction with a variety of in-situ tests. While standard samples provide sufficient information on the rock properties, questions on the macro-structure of joints, faults, fissures, and their infillings often go unanswered. Presently, attempts are being made to incorporate into rock sampling technology new techniques which are directed towards providing better information on the incidense and orientation of discontinuities. One such device incorporates a scribe knife within the core barrel which scores the sample lengthwise as it is cored. The orientation of the scribe is known, thereby relating the bedding, planes, fractures, etc. to a spatial framework. A second approach, called the Integral Sampling Method, is the subject of this paper. The North Temple Tunnel pedestrian underpass in Salt Lake City, UT was built using a pipe canopy method that met significant challenges in potentially running ground conditions. Kilduff Underground Engineering (KUE) was the designer for the 20-foot-diameter SEM tunnel, Design-Build contract. Geotechnical data indicated ground conditions consisted of loose silty gravel for the majority of the face overlying soft to medium stiff clays in the tunnel invert. KUE designed a pipe canopy as pre-support to stabilize cohesionless gravels in the crown, a shotcrete initial liner with lattice girders to minimize disturbance of the finer-grained materials in the invert and a final liner with waterproofing system. Solution of most engineering problems requires, in addition to vast numerical calculations, substantial use of practical judgement and expertise. With advances in applied mathematics and computer technology, the numerical aspects of problem solution have reached a considerable level of maturity. However, it is only recently that approaches like the expert systems methodology have been developed to incorporate the judgemental aspects as well. For rapid development and prototying of expert systems, expert system building tools or "shells" have become widely available. For the expert system developer, identification of the key characteristics of the problem domain and selection of the right expert system tool are of crucial importance. In this paper, the important attributes required in an expert system shell for use in the development of a mine ventilation planning expert system are discussed. These attributes are general in that most engineering problems in mining would have these requirements. Also, the results of an exercise undertaken to evaluate commercially available shells for application to mining engineering problems are presented.

GEOLOGY One of the largest copper resources in North America occurs in the Bingham mining district, located 40 km (25 miles) southwest of Salt Lake City, UT. Anaconda's present contribution to the development of this resource is the Carr Fork mine. (Fig. 1, Bingham district plan map.) The Carr Fork story began about 300 million years ago when a thick sequence of sedimentary quartzite and limestone was deposited in the Oquirrh Basin. Subsequent earth stresses formed a series of west-northwest-trending overturned anticlines and synclines that were later offset by northwest-striking thrust faults and northeast-trending normal faults. (Fig. 2, Bingham district cross section.) About 38 million years ago the Bingham stock was intruded into some of the folds, resulting in the formation of porphyry ore in the intrusive, and fissure, replacement, and skarn ore deposits in the sediments. The Carr Fork skarns were formed preferentially in two limestone units, called the Yampa and Highland Boy, which average about 46 m (150 ft) in thickness, separated by about 76 m (250 ft) of quartzite. Copper mineralization consists almost entirely of chalcopyrite associated with pyrite and molybdenite in a gangue of garnet, diopside, magnetite, quartz, and carbonate. Molybdenum, gold, and silver are economic byproducts. (Figs. 3 and 4, indicated ore in plan and section.) EXPLORATION HISTORY The West Mountain mining district, of which Carr Fork is a part, was organized in 1863, after leaf-silver ore was discovered in the Carr Fork of Bingham Canyon. However, it was not until 1873, when the Bingham and Camp Floyd railroad to the town of Bingham was completed, that the mining camp flourished. Many small mining companies in the district were reduced, often through consolidation. By 1937 only the National Tunnel and Mines Co. was active in the Carr Fork area. In 1948 it declared bankruptcy, and was later purchased by The Anaconda Co. Anaconda conducted geologic investigations in the Bingham district until 1968, when a concerted diamond drilling program was initiated to fully evaluate the geologic potential of the Carr Fork area. The exploration program commenced with one diamond drill, but was enlarged to three drills following discovery of the first major ore intercept. Near completion of the exploration effort, large oil well rotary drills were used to drill to depths of 762 to 914 m (2500 to 3000 ft), after which the holes were completed by standard diamond drilling techniques. All holes were collared vertically, but considerable deviation occurred because of structure and rock conditions. A self regulating helical inducer has been developed and tested for dry injection of coarse or fine solids into a hydraulic pipeline. This centrifugal pumping device has also been modified and tested for use as a boost pump in medium and long distance pipeline haulage systems. The helical inducer has been operated as an integral component of a slurry injection vehicle. This compact, low profile vehicle also includes crushing and screening components, solids feeding components, a track drive system for mobility and is run by a single operator. The helical injector and boost pump operate without speed and flow controls allowing for the practical hydraulic transport of excavated materials.

Stochastic simulation has been routinely used for performing risk and sensitivity analyses in a variety of fields. The commonly used means of generating the simulations has been the Monte Carlo approach, which usually employs a Simple Random Sampling (SRS) scheme of the variable distributions. This method is prone to sample clustering and requires a large number of samples to represent the distribution faithfully. This can become problematic for simulating complex processes where it is impossible to run an arbitrarily large number of replicate simulations. The Latin Hypercube Sampling (LHS) method uses a stratified sampling approach that assures representation of the input distributions for any given number of samples. In this paper the LHS and SRS approaches are compared, using a petroleum resource estimation example.

Today's mine development requires the safe, expedient and economical construction of vertical shafts for both ventilation and access. This construction must be accomplished within diverse ground conditions. Advancements in large-diameter shaft drilling have led to many exceptional mechanical refinements in shaft-drilling technology. The author traces the history of the equipment and methods employed by the large-diameter shaft-drilling industry and explores the likely paths of future development. Case histories that illustrate the adaptability of shaft drilling as a versatile tool for advanced, worldwide mining operations are cited. Safety, scheduling, costs, environmental impacts and capabilities are discussed.

This paper presents a basic, and yet practical, three-dimensional finite element model that was developed by the authors for stress/stability analysis of mine structures. While the code is linear elastic at this stage, it has some practical features that make it an attractive tool for mine design. Such features include: simulation of mine backfill support, mining induced strain energy calculation, powerful out-of-core frontal solver and failure analysis by Mohr-Coulomb or Hoek-Brown failure criteria. Model development criteria are discussed, and the potential application of the model to mining is demonstrated by design examples.

An effective elution technique has been developed for recovering uranium from ion exchange resins loaded in the carbonate leaching process. The procedure employs direct elution with acid. In comparison with conventional base elution, the procedure yields eluate of higher uranium concentration, results in a more complete elution, keeps the performance of the ion exchange resin at the fresh stage, reduces acid consumption, eliminates carbonate consumption, and reduces waste for disposal. The technique has been successfully demonstrated in the field and patented. It lends itself to commercialization.

Reduction in the quality of resources and attendant increase in the quantities of fines to be processed present a major economic and environmental challenge for resource - based industries. It is becoming evident that agglomeration by immiscible liquid wetting will play a significant role in the treatment of these fines. Liquid phase agglomeration can be adapted to separate solids or liquids in highly divided form from liquid suspensions and emulsions. Diverse opportunities in coal fines recovery, novel fuels technologies and oily waste water treatment are cited here. The oil agglomeration of extreme fines from coal tailings, with consequent dramatic reduction in refuse for disposal, is now a commercial reality. It is suggested that this approach can serve as a prototype for the processing of extreme fines in an economical and environment ally sound manner.
