Canadian junior mining companies whose gold exploration and exploitation programs take them across the border into the western United States should be prepared to deal with the myriad of title issues involved in acquiring unpatented gold mining claims. The purpose of this paper is to serve as an introductory outline for Canadian junior mining companies to mining laws of the United States, as well as to relevant laws of some of the western gold mining states. Topics will include the five w's (who, where, what, why and when) of Canadian junior mining companies1 rights and responsibilities in acquiring interests in U.S. gold mining properties by claim staking, lease or purchase. Historic terms of common parlance among U.S. miners, such as "claimjumping" are defined and discussed. Various legal doctrines, such as "pedis possessio" and "good faith" in the location of claims are covered as well. Controversial subjects of contemporary interest are addressed in some detail, such as whether to locate a bulk-mineable disseminated gold deposit with placer claims or lode claims, and whether lodes may be staked over placers. By thus heightening the awareness of Canadian junior mining companies, it is hoped that they can be properly prepared to avoid title disputes, and to win lawsuits when they are unavoidable.

Computer techniques for open-pit limit analysis were introduced into Kennecott Copper Corp. (KCC) during the early 1960's. The first computerized approach used block matrix mineral and economic models, and a removal increment mining simulator. A detailed description of the approach was published in the May issue of Mining Engineering (Carlson, et al., 1966) and also in Chapter 30.3 of the SME Mining Engineering Handbook (Pana and Davey, 1973). Since then, many refinements have been made to improve the system and the resulting pit limit design. The fundamentals, however, generally remain unchanged. Computerized open-pit limit analysis is presently used by Kennecott's open-pit copper properties and by the Quebec Iron and Titanium Corp. The system and the fundamental evaluation techniques it represents are cornerstones of all open-pit mine planning activities within KCC. This case study describes a typical example of open-pit limit analysis within KCC. The case involves a copper sulfide porphyry deposit with additional minor amounts of molybdenum, gold, and silver. The ore-grade mineralization within the pit design will be mill feed for a sulfide ore concentrator, and subore grade mineralization will be classed as waste and placed on dumps. The contributions to production and profits from dump leaching are insignificant, having minimal effect on the pit economics and design, because the material responds poorly to leaching solutions.

Wastes in various forms have always been a part of mining, and management of mine waste has evolved from the early days of "push it over the side and down the creek" to today's highly engineered waste facilities. Changes have been brought about not only by technological advances in the ?3M?s? - mining, milling, and metallurgy - but also by environmental awareness and changing social values that have been manifested in an ever-growing maze of regulations. This is a dynamic era, and the debate goes on. So it is that planners have to anticipate permit and regulatory requirements in the site-selection process along with the traditional criteria. The McLaughlin gold project is an example of how one company, Homestake, has met this planning challenge. In August of 1980, Homestake Mining Company announced a major gold discovery in northern California known as the McLaughlin Project. The property is approximately 80 air miles northeast of San Francisco near the junction of Lake, Napa, and Yolo Counties. This is an area where mercury has been mined off and on for over 100 years; gold has never been mined in the area. The gold is microscopic and finely dispersed in a complex geologic setting. Reserves are estimated at approximately 20 million tons at a grade of approximately 0.16 ounces per ton.

"In longwall mines, atmospheric or barometric pressure fluctuations can disturb the pressure balance between the gob and the ventilated working area of the mine, resulting in a phenomenon known as “gob breathing”. Gob breathing triggers a gas flow across the gob and the working areas and may result in a condition where a methane accumulation in the gob flows into the face area forming an explosive mixtures. This paper discusses results of Computational Fluid Dynamics (CFD) modeling carried out to analyze this phenomenon and its impact on the explosive mixture development under a bleeder-ventilated longwall gob panel scheme. Modeling results indicate that the gas inflow and outflow across the gob and the formation of Explosive Gas Zones (EGZs) are directly affected by the barometric pressure changes. Methane gas and EGZs in the gob expand out toward the face and bleeder entries during the falling barometric pressure. Where methane zones interface with mine air, EGZ fringes may form along the face and in the bleeder entries. When the atmospheric pressure increases, an ingression of oxygen into the gob is observed that can also increase EGZs in volume. The findings from this study help assess the methane ignition and explosion risks associated with fluctuating atmospheric pressures. INTRODUCTION Methane explosions continue to be a daunting risk for underground coal miners, although the number of related fatalities and injuries in the U.S. coal mining industry has steadily decreased since the establishment of the U.S. Bureau of Mines in 1910. Still, the consequences of a methane explosion are often disastrous with multiple fatalities and property damage often leading to permanent shutdown of the mine. Methane is formed during the coalification process and is released from the coal seam to the mine atmosphere when the coalbed is disturbed by mining or natural causes such as earthquakes. If not properly diluted by appropriate mine ventilation, this methane may accumulate in the active mine workings and gob areas. Researchers at the Colorado School of Mines have developed numerical models showing how and where explosive methane may accumulate in gob areas. Historical mine explosions appear to show a connection between mine explosions and fluctuating barometric pressure as a result of stormy weather. McIntosh (1957), Boyer (1964), and Kissell et al. (1973) studied the influence of barometric drops on major coal mine disasters in the United States prior to 1970. Their statistical analyses found that a majority of these disasters occurred in the fall and winter months when the barometric pressures were influenced by unstable weather conditions and noted increased methane content in the mine workings during times of falling pressure. Studies conducted by Fauconnier (1992) and Hemp (1994) found similar connections between methane explosions and barometric pressure fluctuations in a majority of gas explosions in South African mines. Ten out of twelve major mine explosions with five or more fatalities in the U.S. after 1970 were found to have occurred during the months of November through April when barometric pressure swings were more abrupt and intense (Lolon et al., 2015)."

INTRODUCTION The basic premise of the ideas presented in this paper are as follows: Engineers believe that "theoretically" it will work. Operators ask what they must do to make it work. And, people can screw it up. r Today the challenges conf onted during the engineering, startup and operation of mines are becoming more complex. As mining and processing professionals, we are called upon to trav­el all over the world, are subjected to a wide variety of climates and must deal with a numerous cultures and people. Historically, for the majority of the people working in the mining industry, the primary challenges related to projects have focused on the differing perspectives of the disciplines involved. For example, geologists focus on resources and reserves, mining engineers relate to tons or tonnes, metallurgists count ounces or pounds or kilograms of product, mechanics emphasize availabil­ity, human resources personnel deal with absentee rates and turnover and accountants watch the bottom line ($$'s). As the world has become "smaller" and the mining industry has become more globalized, the puzzle is becoming increasingly difficult. Even the most experienced in the crowd of mining profes­sionals are oftentimes surprised by the types of problems that are encountered. Try as we may, we cannot anticipate the complex­ity of dealing with the human side of an operation.

The new Lyon-Turin railway project involves the construction of a 57 km twin-tube tunnel between France and Italy. Pini France (project leader) and Systra-SWS are the designers of Construction Site 8 (CO8). This part of the project includes the construction of the tunnel portal on the Villard-Clément platform, two 2.8 km long tubes of the base tunnel in the direction of Saint Martin la Porte, the cross-passages between tubes and the niches. This paper presents the general approach followed to design the temporary support for the base tunnel, cross-passages, and technical rooms. The design of the temporary support accounts for the variability of the ground and water conditions, the excavation attended behavior, the construction planning and the identified geological hazards that could be encountered along the alignment. Particular attention is paid to the intersections between the tunnels both in terms of numerical modelling and construction methods and phases. Two types of intersections are present in the project: the intersections between the cross-passages and the base tunnel and the intersections between the base tunnel and the niches. 3D models have been developed for the tunnel intersections.

Curved pulp lifters have been incorporated in SAG and AG mills in Australia. The aims have been to ensure complete discharge, at high throughput, of both slurry and coarse solids, especially at high mill rotational speeds. Curved pulp lifters can overcome incomplete discharge and back-flow of solids down the pulp lifter that can occur in straight-radial pulp lifters (and is a major cause of wear). They can be designed to prevent reverse flow of pulp via grates back into the mill. Experience with curved pulp lifters now extends to three years over three mills, in one mill as an installation from new and two as retro-fitted installations. Curved pulp lifters, relative to conventional designs, offer improved discharge and wear performance and well as high impact-resistance and wear life of the curved pulp lifter grates.

A new radioactive tracer method for the measurement of airflow in inaccessible airways was developed. The method can be used in situations where studies of the mine-ventilation system are not possible using conventional flowmeters (anemometers). The method was tested in the ventilation laboratory at the University of Kentucky and in the US Bureau of Mines Experimental Underground Coal Mine and was utilized in leakage, dilution and flow-velocity measurements.

INTRODUCTION Since the nineteen fifties, process engineers have been seriously concerned with process models for various purposes (1,2,3). Models serve as subroutines to mathematical flowsheets which simulate circuits of interest. Simulators can serve to increase process know- ledge, assess circuit performance, investigate flowsheet modifications, evaluate new flowsheets, perform off-line optimization, and compare alternative control strategies. This chapter describes a methodology to develop a simulator of a bulk Cu-Mo circuit comprised of roughers, scavengers and 3 stages of cleaning. The simulator was employed to evaluate the influence of water addition at circuit points and to estimate the optimal number of cells for each stage in the circuit. DESCRIPTION OF CIRCUIT Figure 1 is a flowsheet of the Brenda Mines Ltd. (located near Peachland, B. C.) bulk Cu-Mo flotation circuit as simulated prior to an expansion/renovation which involved the installation of large, new flotation cells. Referring to the flowsheet, feed to rougher cells includes fresh feed, scavenger concentrate and 1st cleaner tailing. Rougher con, 1st cleaner (sect ion 2) con and 2nd cleaner tailing are fed to 1st cleaners (section 1). 1st cleaner (section 1) concentrate and 3rd cleaner tailing serve as 2nd cleaner feed, while 2nd cleaner concentrate is fed to the 3rd cleaners which produce a final bulk concentrate. Table 1 lists cell types and specifications important to the circuit. DEVELOPMENT OF MODELS To develop flotation cell models a systematic procedure was employed (4). This involves the selection of responses and factors, proposing models to be fitted, the acquisition of raw data, the statistical adjustment of raw data, fitting models to adjusted data and testing the adequacy of fitted functions. Responses and Factors Responses of interest included recoveries, concentrate grades and concentrate solids/water flow rates for each stage. Factors that influence these responses, such as reagent addition rates, air flow rates to cells, solids and water flow rates to stages and feed grades were not manipulated during the sampling period. In a gas/coal outburst the gas plays an active, driving part. The proneness of coal to outbursts can be determined by means of its gas emission properties, since coal that is liable to outbursts differs from coal with normal gas emission properties in that it liberates its gas from the sorptive bond more quickly. There is a risk of outburst when the flow of metha¬ne originally desorbed by the coal is sufficient to move the loosened coal which has been broken suddenly. The violence of a gas/coal outburst can be evaluated from the distance of projection of the mass of coal. It depends on the gas pressure and on the liability to outburst of the coal at the original centre of the outburst. Both factors are complementary in their effects so that the same work is done in a gas/coal outburst when there is a high gas pressure and low proneness to outburst as when there is a low gas pressure and a higher proneness to outburst. The gas pressure in the coal increases with its gas content. Consequently it is possible to deduce the gas pressure of a coal seam from its gas content. In the Federal Republic of Germany the risk of a gas/coal outburst is thought to exist when the desorbable gas content of the coal reaches or exceeds the value of 9 m3/ton and if the specific limit value of the proneness to outburst is exeeded. The Mine Ventilation Testing Station of the Westfalische Berggewerkschaftskasse has developed a new method for determining the risk of gas outbursts immediately after taking the samples at the coal face (1), (2).

The traditional impeller system for aeration and suspension of slurries, e.g. in bacterial oxidation plants, is the vertical flat blade turbine (VFBT) . This type of impeller is energy-intensive, which results in a heavy-duty design of shaft, gearbox and drive. The Mixtec BX04 agitator development programme is designed to evaluate the use of the new generation of hydrofoil impellers which consume less power and thus have potential for capital and operating cost savings as well as being possibly less damaging to the bacteria. The early tests on pyrite oxidation in a 300 litre laboratory pilot tank using the Thiobacillus ferro oxidans bacteria, showed that hydrofoil impellers had superior characteristics to the VFBT impeller and to air-agitated pachucas, with lower energy input. The geometry of the air sparge ring was found to be very important in optimizing the system. These early successes resulted in a prototype impeller and sparge ring beinq tested in a 9m3 tank where oxygen uptake in water, impeller cavitation at different impeller speeds and air flows were evaluated. Resulting from this work was the supply of an agitator unit to an operating bacterial oxidation plant where it has been successfully evaluated. The Illinois Department of Commerce and Community Affairs’(DCCA) Office of Coal Development (OCD) provides incentive programs for coal and energy development. Illinois coal programs include tax and financing incentives for new coal-fired generation, infrastructure grants to expand coal mining and transportation systems, research and development grants to initiate and advance clean-coal technologies and demonstration grants to bring advanced coal utilization technologies to commercial-scale readiness. As a result of these efforts, the Illinois coal industry is reinventing itself and is now more productive and competitive than ever before.

The authors aim to analyze the behavior of smart sensors using Transmission Control Protocol/Internet Protocol (TCP/IP) infrastructure in hazardous applications, because of their advantages regarding safety, expansion and Quality of Service (QoS). Initially, some constraints are discussed for these applications. Then, the possibility is analyzed of using 2.4 GHz TCP/IP based transmission for sending data out of an industrial area. In this setup the authors evaluated the round-trip implementation (which requires a database of packet lengths), related to the delay introduced by the radio transmission algorithms from 802.15.4, and 802.11d/g protocols. Tuning results of different varying time-delays were compared to the constant delay cases from the literature (Deák, 2003; Lincoln, 2003). Both the hardware and software setups are implemented. Based on TinyOS specific software for hardware checking/ initiating communication/ starting/ closing measurements the authors have developed separate/combined procedures for testing the integrated devices. Measured time delay is presented and analyzed, for both beaconed and non-beaconed 802.15.4 transmission, with power optimization criteria. By testing two different implementations (Zhang et al., 2001), (ATmega256 RZAV - 256KB flash memory, the CC2420 IEEE 802.15.4 and ZigBee-compliant RF transceiver core - 128KB flash memory) the authors have found some time delay variations as a result of local processing by the ZigBee controller with an amount of flash memory. The work is also focused on adapting industrial measuring standard systems to the smart sensors, but not only through the 4-20 mA standard.

A new seven kilometer long subway line is being constructed through dense glacial soils under a major thoroughfare in Toronto. Eductor, deep well and vacuum wellpoint systems are being used to lower the water levels by as much as 16 metres for the construction of the twin tunnels and associated structures. The design and performance of the dewatering systems will be described. Unanticipated difficulties and their solution will be presented.

Successful transitions from micro- to macro-engineering are the keys to effective technology transfer between research and development organizations and industrial end users. At the same time, it has proven to be one of the most difficult tasks that the minerals industry has had to manage. Typically, developers of fundamental information concerning how mineral processing subsystems work have been academics and government scientists. These are the individuals giving the most important input to micro-engineering models that can benefit industrial operations. Publication is the usual route for "attempting" to transfer this technology to the end users. Unfortunately, with such publications, very little direct communication occurs concerning real industry needs or the future steps required to make the particular micro-engineering model useful. In the past, the industry has relied on in-house R&D groups and plant metallurgists to "translate" publications, to provide useful macro-engineering tools for plant applications. To some extent, engineering companies have also been asked to serve this function. However, these firms have been rather ineffective in this area since their conservative nature has caused them to look rather suspiciously at new technology. This approach to technology transfer has worked, albeit clumsily, for the last several decades. This communication system is now on the verge of total collapse due to conditions of the minerals industry. Mining companies can no longer afford the significant overhead expenses of specialized technical staffs. Universities are finding it extremely difficult to interest US students in mineral engineering programs, and funding for such programs is weak. Faculty members involved in micro-engineering research today tend to focus on pure (non-application-oriented) research.

Introduction In the same way that a blueprint communicates informa¬tion about a structure, a systems architecture should provide information that guides the construction and implementation of a computing system. Taking the blueprint analogy a step further, a plot plan can also show where, in the "bigger picture," a particular design fits (if in fact it does) and what a builder needs to know about the environment in which he or she will operate. In the context of business systems, a meaningful architecture should convey the following: • the primary purpose of computer-based systems rela¬tive to particular tasks or operations, • the relationship of the systems to each other and an indication of their interaction and dependencies, • the relationship of the systems relative to the organiza¬tion and its objectives, • indications of where IS/IT resources can best be allo¬cated to support the organization and • the overall context in which new systems and technolo¬gies can be assessed for both their impacts on current systems and on the organization itself. In theory, a well-designed systems architecture should allow an organization to focus its resources on those aspects of its business that matter most, thus, leveraging investments in information technology to a competitive advantage. In addition, the way that a computing systems architecture is represented should be un¬derstandable to non-IT staff, and it should be eas¬ily recognized by the people it supports. This pa¬per attempts to show that a meaningful systems model exists and that its applica¬tion to mining can achieve the desired results. The following discus¬sion is based on the au¬thors interpretation of a concept referred to as the computer integrated manu¬acturing (CIM) model, as developed by Allen-Bradley. An inherent strength of the CIM approach is that the model combines aspects of business-reporting structures with the manufacturing process itself. What results is a systems frame¬work that is aligned with relevant business processes and is, therefore, easier for non-IS/IT personnel to interpret. The successful application of the CIM model can be seen in a large number of both discrete and process-manufacturing facilities throughout the United States. This paper provides a brief overview of the CIM model and then describes how the model can be applied at a conceptual level to the mining industry. Finally, this paper proposes an extension to the CIM model that the authors believe will make it easier to understand and apply. CIM model As shown on Fig. 1, the CIM model begins with the most detailed levels of process equipment and works its way up to the highest level of consolidated financial reporting. Systems at each level are characterized by common attributes, users, time frames, etc., providing a clear picture of their interac¬tion. Further analysis of the relationships between systems and between levels provides insight into the opportunities for integration. Regardless of the industry or processes involved, the CIM model provides a framework in which the characteristics of systems and the data they manage can be predicted based on the nature of the business function they support. In general, as data moves upward from the lower rungs of the CIM model, it changes from de¬scribing the physical na¬ture of a process to describ¬ing its financial aspects (e.g., from productivity to cost). The time frame to which data applies also transitions from a very short duration, perhaps only milliseconds, to financial or regulatory reporting time frames that may span years. In a simi¬

The use of a laboratory-scale magnetic fluid-based separator for coal separations was examined. A Frantz laboratory magnetic separator was modified by fabricating new pole pieces of the appropriate geometry to provide the proper magnetic field gradients. Two separation chambers, which were constructed of Plexiglas, were designed to fit between the pole pieces. A commercially available, water-based, ferromagnetic fluid was used as the separating medium. The separating density was changed by varying the current intensity of the electromagnet coil. Both batch and continuous separations were made using 0.59 x 0.50-mm and 0.18 x 0. 15-mm coal. The results are compared to those obtained using organic liquids.

Gold and Resource Developments NL (GRD) operates the Macraes Gold Project in East Otago in the South Island of New Zealand, treating a carbonaceous, refractory sulphidic gold ore. The ore is concentrated by flotation, then reground, followed by CIL cyanidation, to minimise loss to the preg-robbing natural carbonaceous material. As the mine has progressed there has been some variation in the preg-robbing nature of the ore, with average overall gold recovery generally in the range 70- 75 %. The Macraes Gold Project has been operating since 1990 and still has an estimated 11 year mine life, which has stimulated the continuing drive to enhance gold recovery. Testwork in 1994 showed there was no improvement in CIL gold recovery after conventional acid pressure oxidation of Macraes Gold Project flotation concentrate. Hence roasting was initially considered as the preferred option to improve gold recovery, being the only established technology to deal with both carbonaceous preg-robbing and sulphide encapsulation. However Newmont Gold Company pressure oxidation technology, as used at Twin Creeks in Nevada, has proved to be applicable to the Macraes Gold Project concentrate. Pilot scale testwork has shown that both roasting and pressure oxidation could achieve similar CIL gold recoveries on the concentrate. However, capital cost, simpler arsenic stabilisation, the ability to operate autothermally at a lower concentrate sulphur grade and simpler environmental consenting factors, has tipped the balance in favour of pressure oxidation. Overall average gold recovery is expected to improve to approximately 84% with adoption of pressure oxidation. GRD has appointed Minproc Limited as EPCM contractor to install pressure oxidation at the Macraes Gold Project, together with upgrading the existing flotation and grind circuits at a cost of NZ$ 30M (US$ 16M). Construction is 60% complete and on schedule for 1 October 1999 start up.

Celestine (celestite) (SrSO4), the primary ore mineral of strontium, is present in the DeQueen Limestone Member of the Trinity Group (Lower Cretaceous) in Sevier, Howard, and Pike Counties, southwest Arkansas. Two mappable celestine beds have been identified. One bed is commonly 3-5 in. thick, but ranges up to 18 in. in thickness; the other bed is generally 2-3 in. thick. The beds are concordant within the DeQueen Limestone and were formed by precipitation from periodically restricted sea water. Reports concerning celestine date back to 1929, when Hugh D. Miser and A. H. Purdue mapped the geology of the DeQueen and Caddo Gap quadrangles. A small amount of celestine was produced in the early 1940s in Howard County. During 1941, the J. W. Hintze Company collected 1,500 pounds of celestine for testing purposes. In 1942 and 1943,750 test holes were drilled by the Bennett-Clark Company in Howard County. Afterward, approximately 90 tons of celestine was open-pit mined and shipped to Texas for processing. Since then, no mining of celestine in Arkansas has taken place.

Introduction Increasing investor and industrial demand for gold is not being matched by new mine output from traditional sources. This forces the exploitation of alternative natural and industrial resources to supplement traditional sources. A traditional natural resource is either high- to medium-grade ore, of gold or silver with coproduct gold. Or, they are medium- to low-grade base metal ores having byproduct gold. Traditional ores are also frequently extracted at relatively great expense by selective underground mining. Alternative natural resources include low-grade, near surface ores and the products of mining-dumps - and of onsite processing - tailings. Traditional industrial resources are newly mined gold or that obtained from plant sweepings. Their alternative analogues include gold in old scrap and chemical sludges and precipitates, notably those incidental to the electronic industry. These alternative gold resources have several attractions. They are untapped and abundantly available. Having been overlooked by prior metals suppliers, title to many alternative resources is easily acquired. Or, the value of such a resource may go unnoticed until its gold is rendered exploitable by an advance in extractive technology or an other approach. This article addresses the effect of large tonnage, low-grade lode ores on gold supply. Exploiting these ores is rendered commercial by their amenability to bulk mining by modern large-scale mining and metallurgical operations requiring little selectivity. Placer gravels, perhaps the earliest type of gold ore mined, also are bulk minable. But these fall outside the definition of being lode deposits. Most lode bulk mining is from surface open-pit mines. Some, however, is from underground by such large-scale mining techniques as room and pillar, vertical crater retreat, and end slicing. The low-grade gold ore being discussed averages 2.8 g/t (0.082 oz per st). Output How greatly do bulk minable, low-grade resources effect supply? 1982 was a somewhat healthy year for gold mining and exploration in North America in spite of the general depression in the mining industry (Table 1). The wildly fluctuating price of gold bullion had stabilized at an annual aver¬age of $12.08/g ($376 per oz) - (Handy and Harmon base price). Half of the 1.3 kt (43 million oz) of 1982 world gold mined were from South Africa's high-cost, medium-grade, selective underground mines. Of the remaining half, 20%, or about 130 t (4.2 million oz), was mined in North America. This includes Canada and the US - the third and fifth largest gold producers in the world. Of that North American production, more than 62.2 t (2 million oz) of gold, or about 50%, came from bulk mining of gold ores with or without co-product silver. Most of this was in the US, where bulk minable gold-silver lode ore produced nearly 31 t (1 million oz). This amounted to 60% of the nearly 46.6 t (1.5 million oz) produced in the US during 1982. An additional nearly 7.7 t (250,000 oz) of gold were produced as the byproduct of bulk mining of cop¬per ore, for a total of 34 t (1.1 million oz) of gold, or 75% of US gold production by bulk mining. To further illustrate this, US placer, mine dump, and related operations produced an insignificant 4% of US gold output at the time. Exploitation of bulk minable gold deposits is becoming increasingly important worldwide. Most new Australian gold mining announcements are of bulk minable developments. This trend will increase in North American mining as more large tonnage, low-grade operations come onstream in Canada, where much current production is from underground. It will increase with the general climb in Mexican gold mining. And it will grow with expansion of the 12 t/a (400,000 oz per year), gold production of the Dominican Republic.
