Experimental designs are data acquisition plans which, if followed exactly, will quickly provide process engineers with information to assess statistically the individual and joint influence of factors on responses to permit of rapid decision making. Methodology employed to construct data acquisition plans is described in some detail. In production environments, factorial designs are appropriate for most purposes. Use of two level factorials to make decisions is described for a grinding circuit.

If I told you tonight at the outset that my prognastications for the future of mine ventilation were imparted to me by a palm reader or inspired by a vision, you'd dismiss what I had to say before I said it! If, on the other hand, I told you that my forecasts were the result of an elaborate computer model, derived from a complex algorithm, which in turn relied on finite element analysis -- and the entire projection confirmed by on-site experiments with a turbo hybrid-flow mine fan -- you'd sit up in anticipation and hang on my every word!! All of which places me in a terrible dilemma, because my predictions really lie somewhere in between. My intent is to talk to you out of my background of forty years in mine ventilation, looking ahead to conditions that I expect to prevail in the next fifteen years. You may be curious why I picked an unlikely time span of 55 years for my overview, and my response is that it bridges a career lifetime. "The last forty", of course, corresponds with the period of my professional employment since graduating with a B.S. and M.S. here at Penn State. "The next fifteen" bridges the period I expect (the Lord willing) to remain professionally active -- and coincidently brings us into the beginning of the 21st century. (I must confess to stacking the deck a bit: Since it's infinitely harder to look ahead than to look behind, I purposely minimized the forecast period and maximized the history! Besides, "forty" and "fifteen" have a nice phonetic ring, perfect 20/20 vision sums to "forty", etc., etc.). With these disclaimers, I'll invite you to join me now in a fast 55-year overview of mine ventilation, of necessity limited to a broad-brush treatment of the subject. (After all, this is an after-dinner talk, not a marathon!) In each- segment, I've selected the seven topics that seem to me of paramount importance: in the first part, seven accomplishments in retrospect, and in the last, seven expectations for the future. (The number "seven" needn't confound you, either: In the bible, it signifies "wholeness" or "completeness".))

The coal mining industry is an important sector of Canada?s economy. The cost of mining and haulage of coal in Western Canada is a major focal point when compared to inexpensive coal from Australia. Spot coal price volatility affect contractual price arrangements and this creates pressure on companies? profit margins and their competitive edge. In order to alleviate this pressure, companies may have to take short-term drastic measures that may hurt their strategic positions in the long-term. Companies must also create a mix of their products to ensure effective maintenance of profit margins given various quantity and quality constraints. In this paper the authors provide extensive analysis based on detailed probabilistic production systems for coal extraction and haulage in Western Canada. An optimization model is formulated for typical coal mining operations, processing and haulage from mine sites to the Vancouver Ports using linear programming algorithm. A stochastic model is also formulated to analyze the associated risks and uncertainties. These models are validated using data from five operating mines in Western Canada with varying quantity and quality products and uncertainties. The results show that the five mines studied have to produce between 180,000 and 2.10 million tonnes of metallurgical coal and between 70,000 and 2.16 million tonnes of thermal coal to enhance their profitability given the underlying constraints. The average expected probability of success associated with production capacities from these mines is about 66%. This results in a failure probability of 36%, which is extremely high under contractual arrangements. The results also show that management?s profit expectation of $83 million can be achieved at a zero percent failure probability. With a higher risk of failure of 10%, this expectation increases by 21% to $100.3 million.

This paper describes the recent application of gasketed, precast concrete segmental lining design that has improved tunneling productivity and quality. The speci?c segment arrangement includes: six-piece ring with equal 60 degree gasketed segments, juxtaposed key and counter-key segments, trapezoidal and parallelogram shaped segments, inclined and skewed radial joints and plastic circumferential joint connectors. This allows rapid, but accurate ring erection, reducing mine cycle times. The design avoids cruciform joints, minimizes potential gasket damage and eliminates the need for separate left and right ring molds. The implementation on the Los Angeles ECIS and NEIS sewer projects is described.

Reliable prediction of wall pressures in a coal silo demands careful characterization of the stress-strain properties of the coal. This paper describes the results of triaxial compression tests on a typical fine-ground coal used in power generation and describes the fitting of several different constitutive models to the data. The fitted parameters for the constitutive models are well suited to application infinite element analyses. The different models are used to give the reader flexibility in choosing a model and to show the shortcomings of some models. To explore the quality of the fitting process, the fitted results are compared with finite element predictions of the triaxial test itself.

The length of Alaska’s coastline, combined with the presence of a significant number of fjords, encourages consideration of marine disposal of mine tailings. However, since various factors govern the viability of the submarine tailings disposal (STD) option, the decision making process is complex. An expert system, called Submarine Tailings Disposal Expert System (STADES) that will help mining project planners explore the feasibility of STD, was developed. Existing literature, supplemented by engineering recommendations, on the various aspects of marine disposal of tailings was reviewed and formed the knowledge base for the expert system. The shell used to develop the expert system was LEVEL5®.

The Upshur Complex of Island Creek Coal Corp. consists of approximatly 35.000 acres of both surface and deep mine researves located in Upshur County West Virginia. The principle seams on the researve are the Middle and Lower Kittanning. Other mining in the area during the late 1960's and early 1970's produced surface mines that exhibited severely acidic drainage characteristics both during the mining phase, and after reclamation was completed. The Buckhannon River, the principal drainage for the area, is a high quality, lightly buffered stream, that is periodically stocked with trout. Because past mining had caused post mining acidic discharges and the Buckhannon River was a valuable recreational resource, mining permits for the area were put on hold by regulatory authorities, until solutions to the acid mine drainage questions could be addressed. In 1978, the director of the West Virginia Department of Natural Resources appointed a Task Force consisting of Industry, Regulatory. and Academlc participants. This Task Force was charged with gathering information and evaluating field procedures used during mining to prevent acidic mine drainage. In 1979, the group published a document titled "Suggested Guidelines for Mining in Potentially Acid Producing Overburdens" which summarized material handling and mining procedures that could be employed to help prevent the occurrence of post mining acid mine drainage. In 1982, a Technical Advisory Committee was appointed consisting of well known researchers in the field of acid mine drainage prediction and prevention. The group was charged with the task of conducting research in the field of acid mine drainage prevention. Mining conducted at the Upshur Complex between 1979 and 1986 employed various acid mine drainage preventative techniques recommended in the suggested guidelines manual and techniques concurrently being researched by the Technical Advisory Committee. Costs for the various techniques were documented and the resulting post-mining water monitored. The results of these evaluations are used by Island Creek in the planning of future mining operations in potentially acid prodcuing environments

Sealaska Corporation, the Alaska Native Regional Corporation of Southeastern Alaska, was organized under the laws of the state of Alaska pursuant to the federal Alaska Native Claims Settlement Act of 1971. Large areas of Sealaska's 630,000-acre (250,000 hectare [ha]) fee subsurface holdings are underlain by carbonate, and while much of this material is assumed to be common variety limestone and lesser dolomite, at least two areas in the Silurian Heceta Limestone contain high-quality limestone at tidewater. This limestone has many potential commercial uses. On northern Prince of Wales Island, about 90 miles (144 km) north-northwest of Ketchikan, resource development at Sealaska's Calder deposit has established a reserve of 13 mil- lion short tons (st) (12 million metric tonnes [mt]) of carbon- ate rock containing an average of greater than 98 percent CaC03, approximately 0.5 percent MgO, less than 0.5 per- cent Si02, and approximately 0.15 percent Fe203, with insolubles averaging less than 0.5 percent and an average Hunter Brightness of 92.07 for the -150 mesh grind (with a bright- ness cutoff of 90). The deposit is open at depth and to the south. Ultimate reserves will likely be several times those currently established. In 1998, Sealaska began mining the Calder deposit, with about 100,000 st (90,000 mt) produced, and also completed a marine terminal one half-mile (800 m) from the deposit. The terminal can load ships up to 680 feet (200 m) in length at a rate of 2,000 st (1,800 mt) per hour. 0 m) in length at a rate of 2,000 st (1,800 mt) per hour. On Dall Island at Breezy Bay, about 60 miles (100 km) southwest of Ketchikan, Sealaska has identified a limestone reserve in excess of 150 million st (135 million mt) that (based on 18 surface samples distributed evenly over about a section of land) contains about 98 percent CaC03, and less than 0.5 percent MgO, 0.5 percent Si02, and 0.15 percent Fe203. Brightness of the Breezy Bay carbonate is considerably less than at Calder. Five samples of brighter material from Breezy Bay returned brightness analyses in the high 80s and low 90s; average brightness is probably below the mid- 80s. Sealaska has also identified a deposit containing more than 19 million st (17 million mt) of similar rock near View Cove, a few miles south of Breezy Bay.

Accurate modeling of the semivariogram is an extremely important step in the geostatistical analysis of mineral deposits. Automatic fitting of a mathematical model is often possible but not necessarily desirable. Significant geologic and statistical information must be taken into account in the fitting process, which is not always available to the computer. Manual fitting of the model is, on the other hand, extremely time consuming. Interactive graphics are best suited to optimize the process. A number of interactive methods are described, which are adapted to the modeling of semivariograms in one-, two-, or three-dimensional environments.

"Virtually every article you read on safety has a statement to the effect: “It’s obvious that safety pays”. If it is so obvious, why is it so hard to answer these questions? • How does the Maintenance or Operations Manager convince the Plant Manager to spend money from the annual budget for safety improvements? • How does the Plant Manager influence Corporate to prioritize safety improvements? • How does an engineering firm persuade the owner to spend more on design and equipment up front to reduce risk? There are many cultural and structural reasons why it is so difficult to prove the obvious. In my opinion the main culprits are: the almost universally used ‘Low Bid’ process, variations in reporting incident statistics between industries and countries, and, the Generally Accepted Accounting procedures (GAAP) [or International Financial Reporting Standards (IFRS)]. Conventional wisdom is it’s smart not to spend more than you need to meet the minimum regulations and maximize production. But buying on price alone often harms people, degrades the environment, and reduces the company’s bottom line. How can this be? You met the minimum safety requirements and saved money by buying on price. Don’t those savings go right to the bottom line? When you buy on price you get minimum quality, minimum compliance and are often backed corner with no reasonable options to rectify the problems that arise from buying on price instead of buying on long term life cycle cost. Culturally few companies actually ‘walk the talk’. It is trendy to have giant billboards at plant entrances proclaiming world class compliance with quality and safety standards. Annual reports are embellished with safety slogans and sustainability statements. Behind the front gates and the glossy annual reports the message is clear: produce or be replaced. Only a few companies go beyond the window dressing and actually endorse, from the top down, continuously improving their safety culture. Those that do embrace safety, show significant performance advantages over their competition that are reflected in their safety, productivity and environmental records and, ultimately their financial statements and share price. Current accounting (and reward) systems make it unlikely financial managers will accept non-conventional approaches to justifying expenditures on safety because they are driven to report “hard” numbers that can be documented and are within the “GAAP or IFRS Rules.” But in reality, accountants quantify soft or intangible costs all the time in their financial statements. Justifying safety investments is greatly enhanced by quantifying what most financial managers would call intangible costs. Government agencies have no problem assigning intangible costs to justify regulations to improve safety. How many times have you heard that the regulation is justified because the cost to industry is X while the benefit to the society is 2 or 3X? How can they say that without including intangible costs? We find it hard to believe these government claims of benefits to society because we have been trained to think about saving hard direct costs to justify investments."

1.1 Biological Process Description Pintail Systems, Inc. (PSI) has developed and in partnership with their clients in the mining industry has applied biological remediation processes for detoxification of spent ore and process solutions from heap leach operations. Contaminants that are treated to mine closure levels or drinking water standards include cyanides (weak acid dissociable and total cyanides), thiocyanate, nitrates and heavy metals. Biological processes are both site-specific and ore-specific processes. PSI specializes in isolating indigenous microorgan­isms from spent ore and process solutions and augments them in the laboratory for enhanced bio-detoxification in the field. Bioaugmentation in the lab is a key to successful heap bio-detox in the field. In PSI's bioaugmentation processes native microorganisms are isolated from the spent ore environment and are tested for contaminant remediation capacity. A majority of the indigenous microbes will be tolerant of the spent ore environment but will not contribute to contaminant metabolism. Indigenous enrichment or biostimulation of these non-working microbes by adding trace nutrients can competitively inhibit the working microbes. For this reason PSI focuses on the bioaugmentation process where non-working microbes are discarded and the working population is enhanced through stress, mutation and exogenous enrichment before it is re-introduced to the heap and process solutions.

Because of their relatively low cost, carbonate rocks are desirable in abatement of air pollution by acid gases. Although many processes and types of equipment have been proposed to control or prevent the emission of acid gases, this paper considers only three: dry-limestone injection, wet-limestone scrubbing, and chemically active fluid beds. For the dry-limestone-injection process, surface area-especially from pores in the 0. 2- to 0.3-micron range-is one of the important parameters which will discriminate between less and more reactive carbonate rocks. Marls, chalks, oolitic calcites, and other fine- grained limestones show larger-than-average surface areas and better- than-average removal efficiencies. Inert chemical impurities such as silica detract from reactivity. A dolomite is not necessarily less re- active than a calcite. For the wet-limestone-scrubbing process, dissolution rate of the carbonate rock controls the differences in stone reactivity. In this process the dolomites are less reactive than the calcites. In addition, more than 90 percent of the dolomitic impurity in Fredonia white lime- stone is inert during limestone scrubbing. Dissolution rate is also a function of particle size for large-grained carbonate rocks. Fine grinding of such rocks will increase the dissolution rate to that of a fine-grained rock. Hence the requirement of high dissolution rates may be met by some grinding of fine-grained material (e. g., marl, chalk, or other limestone) or by fine grinding of coarser grained material. For chemically active fluid beds, chalks have the best capacity to absorb both SO2 and H2S. However, most chalks are probably unsuitable for fluid beds because of high attrition rates. Because dolomites are generally more reactive than calcites with both SO2 and H2S, a dolomite would be the feed material of choice for a chemically active fluid bed.

INTRODUCTION The Waste Isolation Pilot Plant (WIPP) is a research facility located in Southeastern New Mexico. The WIPP is being developed by the U. S. Department of Energy (DOE) to demonstrate the safe storage of defense-related radioactive wastes in bedded salt. Since the WIPP is a research facility. a number of large-scale in situ experiments have been planned and are currently under construction (Munson, 1983). These experiments were designed to study various aspects of nuclear waste storage in bedded salt such as mechanical responses and creep closures of drifts, thermal response due to heated canisters, and thermally-induced fluid migration. One purpose of the WIPP is to develop and demonstrate a general predictive structural analysis capability for a bedded salt repository. One set of experiments, called the Geomechanical Evaluation (Room G), is heavily instrumented to study the creep around several rooms with different configuration. A Layout of the Geomechanical Evaluation room is shown in Figure 1. One portion of it consists of wedge shaped pillar where two drifts intersect at an angle of 7.5 degrees. The pillar can be seen at the bottom of Figure 1. One purpose of the wedge pillar experiment is to study progressive pillar failure in the tip region. Another is to determine how nonuniform pillar thickness affects creep closure of the drifts. An important aspect of the experiments is the correlation between experimental data and corresponding pretest finite element analyses of the site. The finite element simulations serve two purposes. First, the computer simulations aid in understanding the experimental results by providing calculated stress. strain and displacement fields that cannot be measured directly. Second, comparison of calculated and measured drift closures serves as a method for validating or improving the finite element models and the constitutive models employed. The wedge pillar geometry required a 3-D finite element creep calculation. Results from these 3-D calculations will be presented in this paper. A 2-D plane strain double drift model which approximates the wedge pillar geometry at a slice perpendicular to the drift has also been performed and will be compared to the 3-D results in this paper. FINITE ELEMENT COMPUTER PROGRAMS Two finite element computer programs. JAC (Biffle, 1984) and JAC3D (Biffle. 1986), were used. JAC is a 2-D finite element program developed for quasi-static analysis of non-linear solids. It employs the conjugate gradient iterative technique to obtain a solution Spatial integration is performed using a single gauss point in each four node quadrilateral element. An hourglass viscosity technique is used to control the zero energy modes that occur with single point integration. The single point integration combined with the explicit nature of the program and exploitation of CRAY-1 computer architecture results in very efficient execution J4: results were compared to results obtained with eight other 2-D structural creep computer codes in the second WIPP benchmark exercise (Morgan, 1981) JAC3D was derived from JAC to treat 3-D finite element models and has many of the same characteristics including single point integration and hourglass viscosity. World-wide Germany is the leading lignite mining nation. Most of the lignite is produced in opencast operations. However, opencast mining causes enormous impacts on natural ecosystems and even on entire landscapes. The extensive production of lignite particularly in eastern Germany results in large devastated areas, which so far have been reclaimed only to some part. For the restoration of the post-mining area of more than 80,000 ha the major land use option is the reestablishment of forest ecosystems. However, adverse site conditions of the post-mining landscape such as extreme soil acidification and salt concentrations call for specific recultivation practices. Therefore, after the German reunification new reclamation and reforestation concepts have been developed for these brown coal areas of eastern Germany by the Collaborative Research Center (SFB 565) at the Brandenburg University of Technology at Cottbus (Germany). As a case study our comprehensive investigations into forest ecosystem development on terra nova in the Lusatian lignite mining district, south-east of Berlin, will be presented.

Last summer Larry Miller of Roberts & Schaefer told me that his AIME committee would like me to present some thoughts on the marketing of industrial mineral fillers and pigments to this illustrious group in Las Vegas. Shortly after, Brian Coupe of "Industrial Minerals" (the magazine) notified me that I would be presenting a paper to the Fourth International Industrial Minerals Congress in Atlanta this June. It seems to me now it might have been more appropriate to reverse the papers. Las Vegas, a town based on risk, might want to hear what we have to say in Atlanta. The subject for June is "Risk Philosophies of U. S. Industrial Minerals Companies". However, upon reflection, marketing of industrial minerals reflects risk philosophies to a considerable extent, so we'll cut the deck and deal on the subject of marketing.

It is four years since the seminal study of demand for rapid excavation by the National Academies of Sciences (NAS) and Engineering outlined this technology's opportunities, requirements and significance to the challenges of urbanization and natural resource conservation. The demand study was quite simple. Opportunities were valued at market while requirements to produce new technologies were valued at cost. The significance of new technology in economic terms was measured by the net discounted gains to users over time. The Academy view in 1968 was that these gains, even most modestly estimated, appeared large enough to justify the bill for research proposed by that Committee (1). In 1970 the question of demands became international in what is recognized as the first international experiment in technological policy analysis, terminating in the Advisory Conference on Tunneling of the Organization for Economic Cooperation and Development (OECD)(2). A monumental demand survey formed the basis for its economic assessment. The twenty-two OECD nations also made an impressive attempt to measure the magnitude of existing research and development efforts. In their recommendations periodical statistical demand forecasting and collection of demand data (Recommendation 1) was given central importance for public planning (Recommendation 2), the financing of public construction (Recommendation 3) and the encouragement of technological advance (Recommendation 4). Their program for international cooperation led to OECD's establishment of a Directorate for Environmental Affairs, and influenced the organization of the World Environmental Conference meetings now held in Stockholm under United Nations auspices. In a world dependent in part on the consumption of depletable natural resources, development of new areas of mineralization is a necessity for replacing those reserves. Exploration, which is the initial task of replacement, is an information-gathering process which supplies input for management decisions on mine development. If the demand for resources is the driving force of exploration, then the scientific basis for its pursuance is the hypothesis of anomalous mineralization in a metallogenic province, which is tested by measuring physical characteristics of natural phenomenon. The resulting data are reduced, analyzed, and interpreted to locate expressions or responses associated with possible ore bodies. The process is, in fact, repeated in ever increasing measurement detail to increase the accuracy and precision of information for decision making. Exploration ceases when management makes the decision to develop a mineralized area, to hold a property for more favorable market conditions, or to drop a property because it is not economically viable.

The following paper summarizes our observations on building response to mine subsidence and techniques for mitigation of building damage. The subsidence cases are located in Illinois. The general description of the geologic and mine conditions are primarily for those sites. Data on building response and mitigation measures were collected under grants supported by the Abandoned Mined Lands Reclamation Council (AMLRC) of Illinois and the U. S. Bureau of Mines, in Twin Cities, Minnesota. Case histories include pit and sag subsidence primarily beneath abandoned room and pillar mines. The majority of the paper deals with structures affected by sag subsidence. Most of the structures are one and two story homes. The first section of the paper summarizes the typical geologic and mining conditions at the sites. Building response to pit and sag subsidence follows the first section. Emphasis is placed on the behavior of concrete and masonry foundations, and wood frame and masonry superstructures. The third section describes mitigation techniques used to prevent or minimize building damage. A summary of the observations and critical parameters is given at the end of the paper.

The stability of underground openings for deep mines is critical, since incorrect orientation or geometry of shaft, stope, and accessways often results in the failure of openings due to high stress concentrations. Current state-of-the-art procedures for the design of underground openings are largely based on rules of thumb, experience, and trial and error. Rules of thumb are invariably based on the past experience of the designer and may not remain optimal as the depth and complexity of mine workings increase. Often, as conditions change, and as the interaction between geology, in-situ stress conditions, and mine openings grows more complex, the cost of maintaining structural integrity becomes prohibitive. Existing design procedures for deep mines are rapidly becoming inadequate as mines are worked at greater depths. For example, in the Coeur d' Alene Mining District, several million dollars are spent for inspection, repair, and maintenance on a regular schedule, largely as a result of inadequate design. In these types of situations, it is of critical importance that a new design methodology be developed for the layout and design of underground openings.
