In 1999, the Bonneville Power Administration (BPA) replaced approximately 730 m(2,400 ft) of damaged 42- and 36-inch concrete pipe by microtunneling Permalock pipe through sand and partly below groundwater. Microtunneling saved $3.5 to $5 million from the estimated cost of a shored excavation and avoided a railroad and contaminated valley fill. A slurry microtunnel boring machine (MTBM) was used for two segments where groundwater was present and a wheel excavator MTBM was used for one segment where groundwater was not present. This paper describes design and construction of this project that was completed within 2% of the bid and engineer’s estimate.

More than 80% of U.S. roof bolts are fully-grouted, but about 1500 roof falls are reported each year. Anchorage failure of a fully grouted bolt can occur when the roof is active near the top of the hole. This paper reports on an extensive series of short-encapsulation pull tests (in which the bolts are installed with only 1 ft of resin) that were conducted in the National Institute for Occupational Safety and Health(NIOSH) Mine Safety Research Laboratory and operating mines in WV and PA. The tests confirmed that poor anchorage can been countered under some weak rock conditions. Suggestions for improving anchorage are included.

SCOTT COULTER: Our second speaker today is Brian Flintoff. Brian graduated from the University of Alberta in 1973 with a master's of science degree and worked as a project metallurgist at Brenda Mines until 1977. He returned to the University of Alberta in late 1977 to work on his Ph.D. and later joined the faculty of engineering in 1980, leaving in 1988 to rejoin Brenda in the newly formed process technology division. In 1998 he left Svedala-Brenda to take a position with Simons International's newly formed enterprise development services group. His topic today is "People: Reduce, Reuse, and Recycle." INTRODUCTION BRIAN FLINTOFF: Historically, the mining industry has relied on the people within a corporation to get things done. The culture of most companies was one of a slow but sure development of people, processes, equipment, and technology. Many of the larger companies supported in-house engineering and research organizations. However, the metal market pressures of the 1980s and the emergence of the global economy in the late '80s and early '90s put enormous financial pressures on the industry. As the old adage says, "necessity is the mother of invention," and the mining industry, like many others, has undergone a transformation. A cornerstone element of the transformation was the downsizing (or right-sizing) that was calculated to "trim the fat" from the capital and operating budgets. The goal was and is to find the highest sustainable operating profit.' While I'm sure one can find examples of losers (e.g., those who can be classified as suffering from corporate anorexia or institutional Alzheimer's) in such business reengineering efforts, there is little doubt that, on the whole, the transformation has been successful. The reality that now faces mill management is "How to do more with less?" At the risk of oversimplifying, one can look at this on two levels:

INTRODUCTION Geophysical applications to engineering projects are usually considered for reconnaissance exploration, and for some preliminary design phases. Recent experience indicates a growing need and a greater number of requests for measurements during construction. This is particularly true where seismic velocity values are related to strength properties of rock. Typical project objectives during construction are: dike and tunnel realignments required by surprise conditions encountered during foundation preparation; checks on grouting effectiveness which require velocity measurements before and after grouting; and dynamic moduli measurements along the walls of tunnels and deep excavations. This paper considers one of the on-site seismic applications that is rather simple and straightforward, and yet has few references in the literature. The specific objective is the measurement of seismic velocities (both "P" waves and "S" waves) for determining the thicknesses and dynamic moduli values of loosened zones of tunnel wall rock. PRE-EXCAVATION SEISMIC METHODS The seismic methods suitable for engineering project studies are well known and especially suited for routine site reconnaissance; these are illustrated in Fig. 1. Mining is generally considered a large-scale hightech industry. However, it has estimated that about 12 million people, about 30% of the world’s total mining workforce, relied on small-scale mining for their livelihoods. During the years, the large-scale mining industry has developed best practice environmental procedures, which have been applied in diverse settings through the world. In contrast, small-scale mining is better known for its high environmental impact and the lack of safe and healthy working conditions. This paper will discuss the environmental control strategies used by the large-scale mining industry, and its applicability to small-scale mining in developing countries.

Brohm Mining Company's Gilt Edge Mine in the northern Black Hills was a surface heap-leach operation that was active from the 1980s until 1999. Financing problems and acid drainage concerns at the mine were reported in the late 1990s. In February of 1999 the Governor of South Dakota announced plans to request the U.S. Environmental Protection Agency to help clean up acidic water at the mine and reclaim the site. In July 1999 the parent company of Brohm, Dakota Mining, filed for bankruptcy in Canada. Because of the bankruptcy and environmental problems, the State of South Dakota intervened and began water treatment. The mine was declared a Superfund site in 2000. Hydrologic issues include the potential for acidic drainage from the site. The mine is at the headwaters of Strawberry Creek, which drains into Bear Butte Creek. About four miles downstream, Bear Butte Creek loses its discharge to swallow holes in the karstic Madison Limestone aquifer, a regionally extensive and valuable ground-water reservoir. Other concerns at the site include treatment of acidic water in mine pits and a waste rock dump.

Two years ago, about the only US mining ventures that could turn even marginal profits were precious metals. In 1986, the price of gold dramatically increased, as did earnings from precious metals, mostly gold mines. First quarter results for 1987 show that gold will again be the most profitable type of mining in the US. All this money being made in gold resulted in many new mines being opened and hundreds of old workings being re-evaluated. The Society of Mining Engineers has put together a technical program to aid in developing precious metals mines. Problems facing the small miner The small miner has found and started most of the productive mines in the world, says Alfred G. Hoyl, of Coal Fuels Corp., Rollinsville, CO. Hoyl will state his case for small mines development in the opening session of the program. He will make the point that government regulations must never restrict the small mine or miner. And the mining industry must be careful not to crowd out the independent miner. "To restrict small mining is to say to our young men and women entering the mineral industry `There is no place for you as an independent.' Small is a relative term and we must never feel that starting small will restrict our possibilities of becoming big." In the same session, David J. Starbuck, Starbuck Minerals Management, Mayer, AZ will take a look at why smaller precious metals mines are profitable. Mining companies have changed their perspective on reworking previously mined properties. They are looking at abandoned properties in older mining districts. The attitude is that smaller operations in these districts can be profitable with the present economic climate, more advanced technology, and better management. Small, independent mining companies may not have the same resources to draw from as the majors. But there are affordable technologies available that fit into the independents' budget. Betty Gibbs, of Gibbs Associates, Boulder, Co will explain how a personal computer can help a small operation to analyze data more effectively and respond quickly to changing conditions. Scenarios will be developed that will describe how PCs can be incorporated into all phases of an operation. Financial institutions are becoming more willing to consider venture capital for small precious metals mines, according to Stanley Dempsey, Denver Mining Finance Co., Denver, CO. This may be in the form of equity or debt, he says, but they want to receive assurances of the quality of the resource. And they will ask about the ore reserves. Next, the potential lender will want to know about the mining method and en¬vironmental regulations. Dempsey will discuss these requirements. Once a high grade gold mineralization is located and reserves proven, it must be evaluated to determine which recovery process is best suited for this deposit. Robert Martinez, Amselco Minerals, Ely, NV will evaluate processes for such a deposit located in Mexico. Heap leaching, vat leaching, and a carbon-in-pulp circuit are all viable options, he says. He will explain which recovery process proved to be the most economic. Other papers in the introductory session include How to Best Use Consulting Firms to Accelerate the Development Process, by H. Activated bleaching clays, so called because of their ability to remove color bodies from bleach fats and oils, are produced from clays of bentonitic origin. Activation is achieved by subjecting these clays to physical or chemical alteration to increase selective sorption capacities (1) . The future of activated bleaching clays depends upon the ability of producers to recognize the new areas of applications which are arising, and their skill in developing sophisticated active clays to meet new and stringent requirements. The major portion of activated bentonites are produced for decolorization of oils. New techniques of activation will improve these clays for broader spectrum use. General properties expected to result from present activation methods are: 1. Modification of hydrophobic-hydrophilic properties and increased available surface area in non-aqueous systems, thereby improving sorption capacity and ability to remove color bodies from oils. The following additional properties will be expected from future activated clays: 2. High purity of the active clay with interfering impurities totally removed. 3. Chromite ore processing tailings and low-grade manganese ores are typically considered waste due to their limited or negligible utility, leading to environmental and storage concerns. Researchers globally have explored various methods to utilize or upgrade these wastes, particularly because dumping chromite ore has been linked to severe health issues through Cr(VI) leaching. Individually, these ores lack economic value, and there has not been research on simultaneously reducing both low-grade ores. In this study, the focus lies on smelting these ores together, aiming to create a precursor alloy for 200 series stainless steel scrap. Initial research indicates the potential for scrap formation, validated through laboratory experiments with varying coke rate, basicity and holding time. The investigation discovered that smelting this combination could yield a metal product consisting of 59 percent Fe, 24.93 percent Cr, 7.56 percent Mn, 0.62 percent Ni and 0.93 percent Si. The optimum basicity was found to be 0.6 with 80 percent recovery. Notably, this process eliminates intermediate steps in 200 series stainless steel production, potentially reducing overall carbon dioxide emissions. This proposed method represents a cleaner, sustainable approach to repurpose these two waste ores, projecting a net profit of US$330/t.

The NMBGMR is slowly converting historical data into a relational database using Microsoft Access 97. The purpose of this database is to provide data on districts, mines, and mills in New Mexico to government agencies, public organizations, industry, and citizens to make informed decisions about resource development, resource management, water supplies, environmental impacts, hazard assessment, and waste disposal. Once the data are entered into the database with locations, the data can easily be converted to GIS format for displaying as different map layers.

The Janet Annenberg Hooker Hall of Geology, Gems and Minerals, located in the National Museum of Natural History, Smithsonian Institution, in Washington DC, opened in September, nine years after initial fundraising efforts were begun. The 1,858-m2 (20,000-sq ft), $16-million hall was mostly funded by private groups and individuals, including $1.7 million from 43 National Mining Associa¬tion (NMA) member companies. Companies that contributed more than $100,000 included Cyprus Amax, Phelps Dodge, Asarco, Homestake Mining, BHP, Caterpillar, Cleveland Cliffs, Exxon Coal and Minerals, Freeport-McMoRan, Newmont Mining and Peabody Holdings. The mining industry's contributions funded a walk-through Mine Gallery. It. features diora¬mas of four mines, as well as numerous specimens associated with the mines. The Mine Gal¬lery demonstrates to the public the importance of mining. The hall was named in honor of Hooker. She contributed $5 million in cash plus the Hooker Yellow Starburst Diamonds to the project. The hall is touted by the Smithsonian as the "most comprehensive earth science complex of its kind." It consists of seven galleries, each devoted to different aspects of gems, minerals and rocks. In addition to the Mine Gal¬lery, the hall contains a collection of gemstones and jewelry pieces, an extensive collection of minerals, a gallery devoted to plate tectonics and a gallery devoted to the moon, meteorites and the solar system. The new hall is a complete makeover of the old and outdated Geology Hall. It was built in the 1960s and finally closed to the public in 1995.

The mining method at the Cannon Mine uses heading and bench stopes, which are subsequently backfilled with cemented high-strength fill prior to pillar removal. The dimensions of the pillars, 24 feet wide by G5 to 95 feet high, re-quire careful blasting in order to not damage the rock, compromising pillar strength and complicating later removal. Additionally, the proximity of dwellings makes vibration control a must for good-neighbor relations. A blast monitoring study was conducted in order to optimize bench blasting practices to maximize fragmentation, reduce costs, minimize well damage, and minimize ground vibration.

One of the purest gypsum deposits in the United States is located in northwest Oklahoma about 90 miles northwest of Oklahoma City. Gypsum beds of the Blaine Formation (Permian) are each 10 to 15 feet thick and 97 to 99 percent pure; they are being quarried by four companies in the area. Most of the stone mined by U.S. Gypsum Company is calcined for the manufacturing of wallboard and special plasters, but some of the crude gypsum is marketed for cement manufacture and for use as soil conditioner. Reclamation of the mined lands at Southard, Oklahoma, has been carried out since 1968, and the company is now involved in a cooperative program of land revegetation to aid in erosion control, provide for wildlife, and for beautification.

There is a large preoccupation concerning the development of expert tools (ET) in the mining industry, in order to minimize the impact from waste dumps and processing residues on the environment. In this paper, the authors present a new approach for the development of an expert tool for each area under study, in order to minimize production and disposal of mining wastes on the environment, by taking into account the DKRControl method as well as the Ecomining principles, regarding among others hazard identification, impacts and monitoring. Due to the complexity of this topic a reliable ET requires input from a number of interested stakeholders. The design and management of a mining waste disposal site over its entire life cycle is also considered very important.

An engineering endeavor involves the creation of an expansive, environmentally conscious reinforced sloped MSE wall system. The objective is to enlarge a flat mining work area. Situated in southern Arizona, this mine is dedicated to extracting essential resources such as Manganese, zinc, silver, and lead, crucial for advancing clean and renewable energy initiatives. The project necessitates the implementation of a Mechanically Stabilized Earth retention system. This system aims to both expand the mine’s working area and facilitate access to underground tunnels. The expansion pad must be robust enough to endure the substantial loads exerted by heavy mining machinery. The wall’s reinforcement components are strategically designed to counteract the challenges posed by aggressive soil conditions with low resistivity. Furthermore, they must be resilient against potential damage during installation. The system’s ease of transportation is crucial due to challenging access conditions, and its design must allow for efficient drainage. A significant consideration is the integration of a face system that fosters vegetation growth and seamlessly merges with the existing flora of the area. In addition, plans include the construction of an access road downslope from the wall. The chosen solution involves a reinforced sloped system with a 70-degree incline. The wall’s surface is adorned with an erosion control mat, intended to promote the proliferation of vegetation. For added durability, the wire basket units are equipped with galvanized wire featuring a polymer coating. High tensile strip bonded geogrids, featuring a robust polyester core, provide essential reinforcement. The completed wall is an impressive feat, spanning 1500 feet in length and soaring to a height of 45 feet. It stands as a testament to innovative engineering in harmony with environmental and functional considerations.

In the United States and in Pennsylvania in particular the coal mine drainage problem is of continuing and growing interest to the coal mining industry, the state government, the federal government and the public at large. The 1965 amendments to Pennsylvania's Clean Streams Law prohibit the discharge of acid mine drainage into the streams of the Commonwealth after January 1, 1967. Because of this new legislation, the coal mining industry and state government are extremely aware of the necessity for new techniques for treatment and prevention of the flow of acid mine drainage from the active mines of the Commonwealth in order to keep the coal mining industry in business in Pennsylvania. Approximately one-third of the total volume of mine drainage presently polluting the streams of the Commonwealth originates from "active" coal operations and two-thirds comes from "abandoned" mine discharges. As early as 1963 it became evident that the Commonwealth of Pennsylvania and the coal industry in Pennsylvania would have to take active steps to abate the mine drainage pollution of Pennsylvania's streams and rivers. This became quite clear during the deliberations in Harrisburg which climaxed a twenty year struggle for effective strip mining legislation. The bituminous strip mining law enacted that year made it unlawful to have any acid discharge from active stripping operations.

This paper is the first preliminary report on the bauxites and terra rossas of the Caribbean. It concentrates on the islands of the Greater Antilles, and for reference purposes the Yucatan Penin- sula is included. At this point, observations made in Jamaica, Haiti, and the Dominican Republic are compared with reported information on Puerto Rico, the Bahamas, Cuba, the Cayman Islands, and the Yucatan Peninsula with regard to occurrence, as well as physical, chemical, and mineralogical composition. From this, an attempt is made at classifying the types of bauxites in the Caribbean, indicating the best reserves estimates, and the process ability of these bauxites. Some suggestions are also provided to fuel the controversy over the likely source material(s) or origin of the Caribbean bauxites.

On November 15, 1990, President Bush signed the Clean Air Act Amendments of 1990. The new legislation is sweeping in its demands for cuts in smog, acid deposition, toxic air pollutants and ozone-depleting chemicals. The Amendments will siqnificantly alter air quality permitting and compliance and are estimted to cost billions of dollars to implement. This article provides an overview and summary of each of the eleven titles of the Amendments. It also addresses how the Amendments will be implemented.

Iran was a lodestone for the attention of industrial countries and companies wanting to share in its industrial development during the last two decades and particularly after 1972. Prior to 1972, most industrial projects in the private sector were on a relatively small scale and could be carried out in reasonably orderly fashion in spite of limitations of a primitive infrastructure and meager indigenous supply of managerial and technical skills. People with these skills could be found but not in abundance, and many of them were total¬ly engaged in various government ministries and projects. Thus it was that nearly all private sector industries, even long-established ones, required one or more foreigners to give guidance. A barite mine and processing facility was brought on line by Dresser Industries in 1960 without serious operational problems. A few expatriate experts were able to select and train a stable group of staff and production people and establish sound management principles for continued growth. The huge and increasing oil revenues after 1973 gave superficial credence to ideas of the Iranian government that the country could easily finance the jump into the industrial 20th century. All necessary skills and equipment not available in Iran would be imported, and intensive training programs would prepare Iranians for operating the new facilities. Large projects for steel production, copper production, oil refining, petrochemical production, cement production, and others were started or expanded. These are basic industries that consume substantial quantities of refractories. Studies made in 1972 indicated that the existing industries plus expanded and new projects scheduled to come into production would lead to a market sufficiently large to justify a refractory producing plant. Concurrent studies of raw material sources showed that clay, the largest tonnage item, would be locally available; the other raw materials would be imported. Iran Refractories Company (IREFCO) was founded in 1973 and started production in 1976.
