A practical approach to elope stability design of heap leaches up to 90 m (300 ft) high is presented based on recent experiences with heaps throughout the Western U.S. Shear strength parameters for foundations, ore and liner systems are considered, with particular attention given to frictional contacts between geomembranes and clay or geotextiles. Stability of both ore and containment dikes is discussed including the effects of seismicity, staged dike construction, progressive heap development and in-heap solution levels. Design criteria and methods of analyses are presented along with techniques for improving stability.

INTRODUCTION The principal OSHA standards dealing with tunneling activities are found in 29 CFR Part 1926. A reference for the applicable subparts which apply to tunneling is included as Appendix A. In addition, some standards from 29 CFR Part 1910 have been identified as applicable to construction and are included in the recent printing of an interim vertical standard for construction (1910/1926 Project). The remainder of this presentation will be focused on past OSHA activities to revise Subpart S of 1926, the principal subpart dealing with tunnel construction.

"Enhanced heap leaching - Part 1: Insights" (Orr, 2002), different flow and transport phenomena that could significantly reduce leaching recovery were investigated. The combination of such understanding with advanced flow and transport modeling establishes the link between cause and effect, thereby, directing operators to optimal design and construction of new heaps. Modeling of flow and transport in heaps could also point to a unique change in application method or rate that would maximize leaching enhancement of an existing heap under existing situation and leaching history. The use of such a model is cost effective in that it can simulate multiple scenarios of alternative leaching enhancement methods. By simulating a large number of irrigation scenarios, such a model can point to the optimal and/or the most promising alternatives for a particular heap. The authors' simulations concentrate on the effects of changes in application rates and heap design on changes in flow paths and enhanced leaching recovery. Based on such simulations, an intelligent control agent, such as Multiple Resolution Decision-Support System (MRDS) (Meystel and Albus, 2002), could build a new representation of the complex heap-leaching system. And, by learning from historical data and current information, it could provide optimal management of heap leaching and heap decommissioning.

The improvement of mineral processing data using material balance computer programs is nowadays a current practice in many plants, engineering companies or research centers. It now becomes more obvious that such programs should integrate new features such as the preprocessing of data, the estimation of less accessible process variables and an in-depth interpretation of: the computed results. A few solutions to these new problems are already available. The feasibility of a mass balance computation for instance can be examined by analyzing the degree of redundancy of the measurements prior to any data adjustment. New variables such as chemical analyses in particle size intervals or liquid phase composition can be included in a set of measurements. Finally, a sensitivity analysis can be used to analyze the reliability of the results, to detect eventual outliers or to redesign a sampling scheme. Some illustrations of these new developments are presented.

Restricted fields of vision are a common problem with underground mining equipment. Also, when lighting systems are provided, they may be positioned where they cause glare. This restricts the visibility around the machines even further. To help address these problems, the US Bureau of Mines has developed a PC-based software package to aid in the analysis of certain human engineering aspects of mining equipment design. The software is available for use by equipment manufacturers and mining companies for design work on new machines, as well as for evaluating proposed modifications to existing machines.

Upgrading molybdenite ore can be technically difficult and expensive if talc is a major impurity in the ore. The layered structure of molybdenite and talc decreases the surface specificity of floatation and suppression agents, thereby making molybdenite ore beneficiation inefficient if under some wet processing methods. However, oxidic talc surfaces may be distinct from the sulfidic or oxysulfidic molybdenite surfaces, such distinction related to electron work functions and/or densities of electron donors/acceptors sites. If such differences are present, the upgrading of finely sized molybdenite ore by dry triboelectrostatic methods may hold advantages over traditional wet methods. We report on the upgrading of molybdenite ore using a laboratory-scale, drytriboelectrostatic beneficiation system. This system employs pneumatic transport conditions to tribocharge, beneficiate and collect the fine molybdenite ore particles. Using this system, two Mo ores were beneficiated under dry conditions without the addition of water or surface modifiers and additives. Beneficiation performance was dependent on the particle size of the feed ore. The surface and particulate morphology and elemental concentrations in the parent feeds and the beneficiated products were examined by scanning electron microscopy (SEM) and optical microscopy. These data, in conjunction with a complete recovery analysis, define some potential advantages of dry, triboelectrostatic beneficiation processing and provide insight into factors controlling molybdenite ore upgrading.

In conjunction with steady increases in production levels, longwall operators have applied greater quantities of ventilating air and spray water in an effort to control respirable dust and/or methane. Air velocities greater than 7.6 m/s (1,500 )fpm) have been measured on longwall faces. Operators have expressed concern over the potential entrainment of respirable dust at these high velocities. The greatest likelihood for entraining dust into the high-velocity airstream may occur as shields are advanced, allowing relatively dry particles to fall from the shield canopy directly into the airstream. Laboratory tests to simulate dust liberation during shield movement were conducted at the Pittsburgh Research Laboratory of NIOSH at velocities ranging from 2.0 to 8.2 m/s (400 to 1,600 fpm). Airborne dust samples were obtained with personal impactors to quantify the size distribution and concentration of the dust entrained at the various air velocities. Statistically significant increases in both total and respirable dust concentrations were measured as test air velocities were increased.

World demand of sulphur-in-all-forms (SAF), which in 1985 is estimated to total 57.5 million tonnes S equivalent, is expected to increase to 77.6 million tonnes S by the year 2000. Key factors are the evolution of sulphur demand in the USSR, China, and the developing countries notably India, Brazil, and the countries in North Africa and the Near East with vertically integrated phosphate industries. Brimstone will remain the dominant sulphurous raw material notwithstanding the progressive increase in the supply and use of sulphur in other forms resulting mainly from the enhanced recovery df pollution sulphur and the increased use of sulphur in pyrites in those countries with this sulphur resource. Sulphur demand for phosphate fertilizer manufacture is expected to have the main impact on world sulphur demand, but in contrast to the industrially advanced countries where non- fertilizer sulphur use is not expected to increase measurably, this demand sector is expected to be of some importance in those developing countries with dynamic economies and in the centrally planned economies of East Europe and the Far East.

"Tunneling through an urban environment carries many inherent risks to the immediate local infrastructure and subsequently to the project stakeholders. On the CQ031 Contract of the East Side Access Project in Queens, New York, twin 22.5’ diameter Herrenknecht Slurry TBMs were mined within close proximity to many infrastructure assets, with cover of less than half a shield diameter at times. Multiple public bridges and critical railroad infrastructure including catenary poles and signal towers supporting the busiest rail interlocking in the United States required underpinning systems. The support program for these structures was refined over the course of the four tunnel drives. It is the intent of this paper to show how the interaction between the temporary structures, instrumentation monitoring plan, and risk assessment program melded to provide a system which the owner, contractor, and designer relied on as a tool to ensure the project success without impacting the public surroundings. PROJECT BACKGROUND The East Side Access (ESA) megaproject located in New York City, N.Y is a multi billion dollar program for the Metropolitan Transit Authority Capital Construction (MTACC) with the main goal of bringing the Long Island Railroad (LIRR) commuter rail to Grand Central Station located in the heart of Midtown Manhattan. When completed, the project will significantly reduce congestion both into and out of Penn Station, the current terminus of the LIRR. In order to accomplish this, multiple contracts of varying scope are required to operate simultaneously in both Queens, N.Y and Manhattan. In 2009, the CQ031 Queens Bored Tunnels Contract was awarded to the joint venture of Granite Construction Northeast, Traylor Bros. Inc., and Frontier Kemper (G.T.F). The main scope of this contract was to excavate four segmentally lined soft ground tunnels underneath the Sunnyside Rail Yard in Queens, New York. Additional scope of work included the construction of a tunnel approach structure, electrical substation, and multipurpose ventilation and egress facility."

One of the Northwest Mining Association's guide-lines is: "If you always do what you've always done, you'll always get what you've always gotten." Another way of saying this is, simply, "when the road curves, don't refuse to turn." Our industry has been roundly criticized for living in the old political world, and, I believe, justifiably so. Until about 20 years ago, members of both houses of Congress deferred to specialists among their members for mining legislation. This was true for all public lands and natural resource issues, and were referred to as the mining bloc, or the timber bloc, or the ranching bloc. We felt safe, and to a large degree, were safe in the sense that western members of the US House of Representatives and of the US Senate understood the need for multiple use of public lands, and the need for the natural resources they supply. They also knew what it takes to stay in business and how to create the economic atmosphere that encourages private industry to find and provide the natural resources. Almost daily, members of our industry bemoan the destructive effects that current regulations, let alone new proposals, are having on American industry. And, there are some intriguing aspects for us to ponder. First, the specific complaint about the government is not regulation per se, but rather that the rules or policies don't make sense. We recognize that few understand our industry, but we have assumed that the government will rely on people experienced and knowledgeable in the area being brought under government controls. There was a time that this assumption was valid, but it is no longer true since we have entered the era of the professional regulator. Much like the MBA who believes that a professional manager can manage anywhere, the new breed of regulator sincerely believes that process is the key to developing effective regulations or programs. They reason the process virtually assures that all the pertinent facts will inevitably come to light and, after receiving appropriate considerations, will result in the proper decision being reached and implemented. Unfortunately, following the process also allows politics to play a new and greater role than ever before, since information based on what can only be called weird-science can now be presented to the professional regulator and accepted as fact. Regulators do not have the background to question the basic tenets of the conclusion being presented to them. To add insult to injury, testimony from people in the industry involved, intended to set the record straight, is too easily discounted as being merely self-serving. A second aspect is that the question of why the associations aren't doing more to stop poorly conceived legislative and regulatory proposals, or to counter the ever-increasing influence of the selfappointed public interest groups is being increasingly discussed. This is occurring despite the fact that there is a higher level of involvement and closer cooperation between the various associations than ever before. This raises a most important question: where are we going wrong? In the last 20 years or so, major changes have taken place. A new philosophy, taking advantage of the public's recognition of need to protect our environment, has swept through the nation, resulting in a whole new body of law enacted to assure environmental protection. We all acknowledge the need to prevent undue degradation during the course of mineral development, and we all consider ourselves to be responsible stewards of the land, because we live and work in the outdoors and know the importance of environmental protection. The changes in the federal statutes apply now to every aspect of mineral discovery, development, and production, and assure adequate reclamation of lands when we are done. Along with the positive changes, are a constant barrage of attempts to stop public land use, or stop mining, or stop any new economic development, ostensibly to "protect the environment," but often reflecting a hidden agenda of social reform. These types of extreme, irrational, and just plain impossible proposals are everyday occurrences, but we have not geared up to challenge all the proposals which could end mining. Instead, we did what we always had done. The road turned, but we didn't. And we wondered why those who had always protected mining weren't doing their job, and why we were having such limited success in reining in the regulators. 2.1 INTRODUCTION When total extraction of an opening of sufficient size is reached in a horizontal coal seam, the roof strata in the overburden deform continuously to reach a new equilibrium condition. The severity of deformation decreases upward toward the surface. As the downward saggings of the strata propagate and reach the surface, there will be a depression zone on the surface directly above, but extending beyond the edges of the underground opening. This is the surface subsidence basin or surface subsidence trough. The surface subsidence basin is circular in plan view, if the coal seam is horizontal and the mined-out opening is square in shape. But it is rectangular with rounded corners or elliptical if the coal seam is horizontal and the mined-out opening is a long- and thin rectangle or a short-rectangular, respectively (Fig. 2.1). Most underground openings (e.g., longwall panel) assume rectangular shape when total extraction has been completed. Theoretically the edges of the subsidence basin are the points of zero subsidence. But it is difficult to exactly locate the points of zero subsidence. Therefore in practice the points with vertical subsidence of 0.4 in. (10 mm) are used. The final subsidence basin is that which exists long after the mining has been completed, because its magnitude and shape are quite different from the dynamic subsidence basin formed while the face is moving. 2.2 CHARACTERISTICS AND TYPES OF DEFORMATION IN THE FINAL SUBSIDENCE BASIN For a horizontal coal seam, every point in the subsidence basin moves toward the center of the basin. Subsidence is maximum at the center of the basin. Any cross-section that passes through the point of maximum subsidence and either parallel to AB or CD line (Fig. 2.1) is a major cross-section along which principal directions of surface movements occur. However among those infinite numbers of major cross-sections, two specific ones are of special significance, not only because the magnitudes of surface movements are the largest, but also because they are the most easily identifiable directions, i.e., one that is parallel to the faceline at the center of the basin (CD in Fig. 2.1) and' the other is that perpendicular to the faceline but parallel to the diction of face advance (AB in Fig. 2.1). Nearly all the subsidence data obtained in the US have been derived from these two cross-sections, although some cross- sections parallel to CD but near the edges of the panel have also been included. In addition to moving horizontally toward the center of the basin, every point in the basin also subsides vertically. The magnitude of subsidence increases toward the center of the basin. Therefore surface subsidence is a three-dimensional problem and should be treated so in all cases. On all the major cross-sections, only principal subsidence and principal displacement occur. Since subsidence and displacement vary continuously in every major cross-section, three additional deformation components are de- rived, i.e., slope, curvature, and strain. On all other non-major cross-sections on the other hand the five components are accompanied by two additional components, i.e., twisting and shear strain. The seven components of the surface movement are defined as follows (Fig. 2.2): 1. Subsidence, S. On any cross-section, the vertical component of the surface movement vector is called surface subsidence. It generally points downward. But sometimes it points upward in areas ahead of the faceline or beyond the edges of the opening. In such cases it is a surface heave which is usually less than 6 in. 2. Displacement, U. On any cross-section, the horizontal component of the surface movement vector is called surface horizontal displacement. It generally points toward the center of the subsidence basin. But in steep terrain, it moves along the downdip direction 3. Slope, i. On any cross-section, the difference in surface subsidence between the two end points of a line section divided by the horizontal distance between the two points is called the surface slope of the section. 4. Curvature, K. On any cross-section, the difference in surface slope between two adjacent line sections divided by the average length of the two line sections is called the surface curvature of those two line sections. There are two types of curvature: con- vex or positive curvature and concave or negative curvature. 5. Horizontal strain, e. On any cross-section, the difference in horizontal displacement between any two points divided by the distance between the two points is called horizontal strain. If the distance between the two points is lengthening, it is tensile strain with positive sign. Conversely, if it is shortening, it is compressive strain with negative sign 6. Twisting, T. On the surface of the subsidence basin, the difference in slope between two parallel line sections divided by the distance between the two line sections is called twisting. 7. Shear strain, y. Shear strain is the changes in internal angles of a square on the surface of the subsidence basin or on any major cross-section. It is the summation of the differences in incremental (or decremental) lengths between the two opposite sides divided by the original distance between the two opposite sides. More precisely, the surface deformation indices (i.e., slope, strain, curvature, twisting and shear) are defined by derivatives of surface movement components. For simplicity, the x- and y-axes of the cartesian coordinate system are set to be parallel and perpendicular to the cross-section of interest, respectively. In such a coordinate system, slope and curvature along x direction are the first and the second derivatives of the vertical components (S) of surface movement with respect to x, respectively, or i, = ds/dx and kx = d2s/dx2. Dragline stripping operations account for over one-half of the U.S. bituminous coal production mined by surface coal mining methods. The dragline is a popular stripping tool because of its flexibility in varying overburden depths and relatively low operating costs per cubic yard of overburden. Because of the relatively high capital costs of the machines and their use as a primary stripping tool, the selection process is an important step in the mine planning procedure.

Twenty years ago, when tunnel projects in the UK were generally procured by the public sector, many were completed late and over budget. Now a significant proportion of new infrastructure is developed by the private sector. Seeking more certainty in cost and programme, promoters have tried new and radically different methods of procurement and contract forms. The paper will review these developments, then examine the approach adopted for some of the largest current UK tunnelling projects (both in the public and private sectors) including the Channel Tunnel Rail Link, the Heathrow Terminal 5 Development and new highway tunnels.

Federal mine safety regulations prohibit the recirculation of face air In a gassy Class III metal-non metal mine. Tg Soda Ash, Inc, operates a 2.0M ton/yr (2.2 million st/yr) underground gassy Class III trona mine In southwest Wyoming, currently liberating approximately 5,700 m3/day (200,000 ft3/day) of methane. Because of the low methane emissions and the incombustibllity of trona, it was decided that Tg would be an excellent environment to test recirculation at a U. S. gassy mine, for possible future use by Industry. A research program was begun with the cooperation of MSHA, the U.S. Bureau of Mines, the University of Utah, and Tg. Initial testing centered around re-using shop air under¬ground. Next, conduct a continuous miner section recirculation test to see how the face contamination was affected by 305m (1,000 ft) and 610m (2,000 ft) recirculation distances. A district test followed to examine the effects of the critical parameter - respirable dust. Finally, a long-term program to study respirable trona dust transportation and deposition in mine airways to plan for district fan siting and effects on face air dust levels.

The South Bay Ocean Outfall tunnel is located at the U.S./Mexico Border and is one link in a system designed to treat and dispose of raw sewage entering the Tijuana River Valley from Mexico. The 11 finished diameter tunnel extends 19,000’west from the bottom of a 200 deep, 36 diameter drop shaft. At the western terminus of the tunnel, a Riser shaft connects the tunnel to conveyance and diffuser pipes on the seabed. The tunnel runs through the San Diego Formation, consisting of clay, silt, sand, gravels, cobbles, and boulders. A Mitsubishi Earth Pressure Balance (EPB) Tunnel Boring Machine equipped with a large variety of monitoring and control devices was used. This paper will provide an overview of the Project’s construction, with special emphasis on the value of the electronic data acquisition system.

This paper discusses the process utilized by the City of Portland Oregon’s Bureau of Environmental Services (BES) to procure and compensate Impregilo-SA Healy (I/H)for the West Side Willamette River Combined Sewer Over?ow (CSO) Project. The contract method is a three-phase process consisting of qualifications based contractor procurement, pre-construction phase design assistance/construction planning, and facility construction where the contractor is compensated on a cost reimbursable-fixed fee basis. The paper focuses on pre-construction phase lessons learned from the development of the contract general conditions, establishment of a construction budget and cost control program, incorporation of contractor recommended design changes, and development of a subcontractor procurement program for construction.

"INTRODUCTION The recent drop in iron ore prices has claimed an unwitting casualty in vanadium. Vanadium is dominantly produced as a co-product of steel production. The recent shutdown at EVRAZ’s Mapochs steel-vanadium operations in South Africa has cut-off 10% of the world’s vanadium output. Earlier in February, 2015, Australia’s Atlantic Ltd. suspended operations at its Windimurra iron-vanadium complex after a fire caused severe damage at the plant. Since then, challenging market conditions has resulted in the permanent closure of this operation. This decoupling of vanadium production from integrated iron ore producers presents an opportunity for vanadium exploration companies to target single-product deposits. This trend is manifested in the increasing number of pure-play vanadium ventures around the world.The mine production of vanadium is dominated by three countries namely, China, South Africa and Russia, which collectively produce 98% of the world’s vanadium. While the use of vanadium as an alloy in the steel industry remains by far the largest application for this metal, growth in demand is expected to come from the renewable energy industry in the form of batteries for energy storage. This paper summarizes the current state of vanadium exploration, briefly describes the vanadium market and lists sources of future demand for the metal. TREND IN VANADIUM EXPLORATION The most active participants in the current vanadium exploration are pure-play vanadium ventures in Brazil, South Africa and Australia. These ventures are targeting deposits with higher vanadium grade than those typically mined in titaniferous magnetite operated by integrated steel-vanadium producers. The 10% shortfall in vanadium production resulting from the shutdown at EVRAZ’s Mapochs is expected to be partially compensated by Largo Resources’ Maracás Menchen vanadium operation located in the State of Bahia in Brazil, which commenced operation in August 2014 and is expected to reach design capacity of 11,400 tonnes of vanadium pentaoxide (V2O5) by the end of 2015. The estimated production1 for 2015 is 6,500 tonnes of V2O5 at a target production cost of $3.60/lb. This is the first vanadium operation to be placed in production in the Western Hemisphere in over 35 years."

John Ferguson of Phelps Dodge provides us with a case study of how his company approaches its computing and hardware decisions. Senior management is the target audience for this contribution which discusses computer employment strategy at Phelps Dodge and how it may differ from the practices followed by other companies. The computer professional is well advised to read this subsection also to gain insight into the way in which management looks at computers in support of company operations. The following pages take us through a progression of developments and expectations brought about by the computer: the tremendous versatility of this new tool and its swift development; the widespread changes and problems it introduced; the new and revolutionary management theories it prompted and the widely supported centralized service concept it introduced to information processing. It continues with a discussion of Phelps Dodge's early experience, its ,operating environment, and its strategy development-attention to operating units and later headquarters with stress on service needs of users. It concludes that for computing to be effective it must fit in with the bay in which the company operates and must be sensitive to the needs of the people it serves.

Based on a new alternative depressant of zinc sulphide - dimethyldithiocarbamate- modern technology has been developed for the treatment of complex polymetallic ores. In addition to its general function (depression of sphalerite and iron sulphides to some extent), this double-acting reagent is a promoter for galena and silver minerals. Laboratory and plant tests, as well as industrial experience have all shown consistently higher silver recovery to the lead concentrate as compared with sodium cyanide, resulting in less pollution and a safer environment
