1. INTRODUCTION In April 1979, the U. S. Nuclear Regulatory Commission issued the Draft Generic Environmental Impact Statement (GEIS) on Uranium Milling (NUREG-0511) for public comment. While the GEIS is a broad environmental impact assessment of the U.S. uranium milling industry as a whole, its primary focus is on the issue of uranium mill tailings disposal and long term isolation. In August of 1979, proposed regulations (U.S. Federal Register Notice 44FR50012), incorporating both conclusions of the GEIS and provisions of recent U.S. legislation on uranium mill tailings (Uranium Mill Tailings Radiation Control Act of 1978--UMTRCA), were also issued for public comment. This paper (1) briefly reviews the major conclusions of the draft GEIS, (2) summarizes the major elements and rationale of the associated, proposed regulations, and (3) reviews some of the major issues raised during the public comment period and changes which the NRC staff expects will be made in finalizing the GEIS and regulations. The risk in summarizing a document of such broad scope and complexity as the GEIS is that the depth of evaluation and the full technical bases for conclusions reached may not be adequately conveyed. Recognizing this, those Sections of the draft GEIS where a more complete discussion of the issues is presented are parenthetically noted in this paper in order to facilitate location of additional background and supporting material. 2. GENERAL CONCLUSIONS In the GEIS, a full range of tailings disposal alternatives was considered. These alternatives ranged from the past practice of doing little or nothing to control tailings, to advanced treatment alternatives such as nitric acid leaching to increase removal of radioactive elements and fixation of tailings in cement or asphalt. Our broad conclusions were: -Any alternative which results in the need for ongoing, active maintenance to assure long term containment, is unacceptable. (12.3.2.1) -Advanced treatment alternatives are unwarranted since they offer uncertain incremental benefits yet involve costs which may be as much as an order of magnitude greater than costs associated with acceptable alternatives. The financial implications of environmental liabilities are becoming staggering, particularly for mining companies. The Environmental Protection Agency's (EPA) Record of Decision (ROD) list for Superfund mining sites has some pretty hefty financial commitments, such as the $10 million operable unit remedy for the Yak Tunnel at California Gulch (in Colorado) or the $40 to 60 million remediation at Bunker Hill (in Idaho). These costs are driven by the large volume and areal extent associated with historical waste management practices at mining sites. (It's difficult to have a low-cost remedy for a 20-square-mile site.) Unfortunately, there are other ways of generating environmental liabilities besides Superfund, such as non-compliance with Clean Air Act provisions, stormwater permits, or National Pollutant Discharge Elimination System (NPDES) permits. In the last 2 years, EPA has increased enforcement in its regulatory programs, which has resulted in increased fines and criminal actions. Leaders in other industries (primarily the chemical and manufacturing industries) are viewing environmental liabilities as a strong motivator to select engineering approaches carefully based on technical, legal, economic, and philosophical perspectives. Industry interest in waste minimization programs comes from the concept that it is economically advantageous not to create waste in the first place. Waste minimization programs typically balance increased front-end capital investment with the minimization of potential long-term environmental liabilities as a way to achieve the lowest total-or life-cycle-cost. A side benefit of waste minimization programs is that they tend to improve overall regulatory compliance. Waste management practices are also becoming philosophical, as evidenced by a May 11, 1992, Business Week article: Companies that incorporate innovative thinking on sustainable development will do more than clean up or prevent their own pollution. They'll make and distribute a product more efficiently than ever, worry about its lifelong environmental impact, plan for recycling, and get their suppliers on the bandwagon. This type of approach will require a new mind-set, new tools, and adjustments throughout the organization. A key aspect of waste minimization or life-cycle waste management programs is the incorporation of environmental costs into economic analyses that compare various waste management alternatives. However, the incorporation of environmental costs into an economic analysis can be more difficult than initially thought. As noted above, new tools-or even a new toolbag-are needed, such as new accounting methods that track and assign the true lifetime environmental costs of a particular product. One piece of the new toolbag is life-cycle cost analysis, which is discussed in this paper. To simplify the discussion, this paper looks at the total costs associated with a given mining site. The concepts presented in this paper, however, can be applied to any mine waste management decision. The ultimate extension of life-cycle costing, as presented in the Business Week article, is to include the potential environmental costs throughout the life of a metal. At this point, I am perplexed on why, let alone how, to include the potential downstream environmental costs (i.e., the costs associated with smelting, manufacturing, use, and recycle or disposal) throughout the life cycle of mined copper, lead, or zinc.

As biotechnologies emerge from laboratories into main-stream application, the benefits they offer are judged against competing technologies and business criteria. Bioremediation technologies have passed this test and are now widely used for the remediation of contaminated soils and groundwaters. Bioremediation includes several distinct techniques that are used for the treatment of excavated soil and includes other techniques that are used for in situ applications. They play an important and growing role in the mining industry, for cost-effective waste management and site remediation. Most applications have been for petroleum contaminants, but advances continue to be made in the treatment of more difficult organic and inorganic species. This paper discusses the role of biotechnologies in remediation and pollution control from a mining-industry perspective. Several case studies are presented, including the land application of oily wastewater from maintenance workshops, the composting of hydrocarbon-contaminated soils and sludges, the bioventing of hydrocarbon solvents, the intrinsic bioremediation of diesel hydrocarbons, the biotreatment of cyanide in water from a gold mine, and the removal of manganese from acidic mine drainage.

Deep well disposal is a much used and abused term which is the panacea for wastewater disposal in some minds and creates near hysteria in others. It can be the answer to a difficult waste disposal problem, or if improperly employed, can create more problems than it solves. My purpose in this presentation is to focus on the value and limitations of deep well disposal as expressed by New York State's experience and policies. To he sure, I feel a place for such practices docs exist if adequate safeguards are utilized. I shall give a broad brush approach to New York's legislative, geologic and operational concerns and speak briefly on some case histories. I shall not delve deeply into the technological details since I am not an expert in mining exploration or well drilling.

Significance of grinding media wear and its effect on chalcopyrite flotation are discussed. Laboratory marked ball wear tests were conducted grinding chalcopyrite ore and quartzite dry, wet, and with collector added during grinding. The effects of oxygen and nitrogen on ball wear were evaluated by the addition of chalcopyrite mineral while grinding quartzite. The effect of dry and wet grinding on chalcopyrite flotation was also studied. Results show abrasive wear is greater in quartzite grinding than in grinding chalcopyrite. Oxygen increases the corrosive wear of high carbon low alloy steel balls in the presence of chalcopyrite ore. Chalcopyrite flotation was retarded due to wet grinding in the presence of oxygen. Though collector reagent increased the media wear, it improved the flotation of chalcopyrite. Probable electrochemical reactions encountered in a grinding mill are outlined.

Blasting is commonly viewed separately from mechanical handling and crushing. This view is misleading because the degree of fragmentation achieved by blasting can have a significant effect on the efficiency of these processes and, hence, on the overall cost of the mining operation. "The evolutional process is always about solving existent problems in order to provide further achievements. But the more something evolves, the more challenges it faces towards greater evolution. Industrial automation systems in Mining have also evolved a lot in the past decades, but they now face new challenges about integration: how to integrate different locations and systems, in a way to reduce costs and increase overall mine efficiency and safety for the operation. This paper compares conventional mining process automation architectures vs. a state-of-the-art, completely integrated system using Electrical Integration based on IEC 61850 standard for Substation Automation Systems. Emphasis is placed on the benefits to manage the entire mining plant as a whole, not only looking at the production rates, but also at the energy consumption for each part of process. In addition, it is discussed how an integrated system approach unlocks safety and productivity gains such as overall process optimizations, improved operator effectiveness, increased plant availability, and reduced maintenance costs. INTRODUCTION The world is constantly changing, and evolution is a natural part of mankind history. The role of evolutional process is to solve existent problems, but usually these solutions create new issues that need to be addressed. This scenario is also applicable to the industrial environment, in which the demand for higher profitability and efficiency on their processes requires solutions with more productivity using less resource. This is not different when it comes to energy consumption: how to optimize production rates and reduce energy costs at the same time? Regarding automation systems, the trend for the industries is to focus on four main challenges: how to provide safety for personnel; how to reduce initial investment for new plants; how to connect remote and in harsh locations; and above all how to deal with the lack of integration between several systems."

The present contribution investigates the way of applying benchmarking for large-scale open-pit mining operations based on sustainability indicators proposed by numerous institutions or groups of experts. These indicators have been developed taking into consideration the legal and regulatory framework that are in force. However, their scope is not only to declare the mining company?s compliance with all legal requirements but also to represent its economic, environmental, and social performance. In this way, sustainability indicators allow assessment of a company?s capacity to produce commodities, to meet the environmental quality requirements and to contribute to a long-term economic, cultural and social development of the local communities.

Perlite is a naturally occurring siliceous rock, which can be expanded from four to twenty times its original volume when heated at a temperature close to its softening point. The expanded perlite is characterized by increased sound and thermal insulating properties. However, the conventionally expanded perlite products have high porosity and low mechanical properties that limit the range of their applications in the construction and chemical industry. The present work aims at the development of new closed porous microcellular material from perlite with enhanced mechanical and physical properties to be applied in new applications, like joint compounds, functional fillers for special paint types, special blasters and mortars, artificial marble. For the production of these new materials a vertical electrically heated furnace with six different heating zones and controlled gradient temperature profile was used. The effect of major process parameters, like temperature and air flow, on the quality of the produced materials was studied using Greek perlite from Milos Island. The quality of the new products was evaluated in terms of their bulk density, compression strength, water and oil absorption, surface area and pore volume. The experimental results show that the produced materials are characterised by improved mechanical and physical properties compared to the conventionally expanded perlite products.

After a good year in 1979-strong mineral demand, adequate prices for most metals, minimal labor problems-1980 was not so good. The US produced $24.8 billion worth of nonfuel minerals last year, up 3.5% from 1979, according to preliminary US Bureau of Mines figures. But the $800 million increase was the smallest annual gain since 1977 and reflected reduced auto and construction industry demand, strikes, and energy shortages. Preliminary figures for 68 minerals show that production of 42 decreased, 25 increased, and one was unchanged. Production of 11 of 21 US-produced minerals was up. Noteworthy mineral events in 1980 included a copper industry strike, increased gold and silver prices, troubles in the iron ore and uranium industries, discussion about a US nonfuels mineral policy, and corporate interest in mining companies as merger targets. Recessionary conditions experienced by the Western world in 1980 resulted in a slowdown in new mine development, evident in the relative scarcity of major new base metal projects. This could lead to short term supply/demand anomalies within the next few years which, in turn, could have a significant effect on metal prices, according to Mining Magazine (Jan. 1981). World Mining (Sept. 1980) noted that US mining strength is in open pit operations. A much lower tonnage is mined underground and is centralized in trona, uranium, lead, zinc, molybdenum, potash and, to a lesser extent, copper. The most notable increase in new underground mines has been in Wyoming's trona district where new mines are being developed and production will increase, the magazine said.

Production scheduling of an open-pit mine is one of the most important steps in open-pit mining. The production schedule of a mine defines the distribution of cash flows and as a result directly influences the net present value (NPV) and overall economic feasibility of a project. Although the need to plan and operate a mine with an optimum production schedule has been obvious for some time, the methods used to obtain such a schedule have not been. The current practice for doing is to do it by hand on the basis of trial and error analysis. In an attempt to improve the way production scheduling is currently done, a new computer based production scheduling algorithm is developed. This paper describes the fundamentals of this newly developed heuristic scheduling algorithm and its application on a gold deposit. The results coming from a case study show that the schedules based on the new method provides improved cash flows compare to a manually done production schedules.

World trade has increased significantly during the last quarter century. However, a new rational for protectionism is emerging which argues for the restriction of trade as a means of preserving and protecting the environment. Fearing lower environmental standards in the Third World, environmentalists are calling for new trade barriers between the developed countries and the developing countries to combat what they see as "eco-dumping." The "greening" of protectionism and the merging of environmental standards into international trade agreements could fundamentally change the world trading system as well as seriously impact the availability of raw materials to provide for the needs of the peoples in both the developing and the developed worlds. This discussion will deal with the agreements and regulations that promise to influence the trans boundary shipment and recycling of scrap metals and wastes containing metals and their projected impact on world trade and metal prices. Emphasis will be placed on the Base1 Convention, whose restrictions concerning trans boundary shipment of scrap metal and metal-containing wastes for recycling took effect on December 31, 1997.

Eminent Domain is the power of the government or municipality to take property for public use without the consent or acceptance of the owner. Typically the agency taking the property will make an offer on the property, hoping that the owner will immediately accept and allow work to begin. If a mutual resolution regarding the property value cannot be reached, however, the municipality will condemn the premises and institute a condemnation action in a court of law, which is when the problems begin. The power of the government to take the subject property is limited by the Federal and State constitutional duty to pay "just compensation" for the property.

"INTRODUCTION Electrification of the heavily trafficked Manchester to Preston route by Network Rail required the rehabilitation of the Victorian era Farnworth Tunnels to accommodate 21st century high speed trains. Network Rail, J. Murphy and Sons Ltd (JMS) and OTB Engineering Ltd (OTB) collaborated closely to complete these works in close proximity to heritage infrastructure whilst maintaining a rail service on the route. This significant challenge has been mastered by a combination of detailed investigation, complex modelling, robust design, extensive monitoring, ground treatment, secant piling, sprayed concrete, steel arches and segmental lining techniques. Investigation of the “Down” Tunnel found deformation and cracking of the lining and this was reconstructed during 11 weekend possessions. The “Up” Tunnel was filled with low strength concrete and a 9m diameter open face shield was used to construct an 8m diameter segmental lined tunnel during a 23 week blockade whilst traffic was maintained in the “Down” Tunnel. ELECTRIFICATION OF THE RAILWAY The Farnworth Tunnel project is part of the UK wide £1bn Railway Upgrade Plan to provide improvements throughout the rail network which includes the Manchester to Preston route. The project also supports the UK Government commitment to build a “Northern Powerhouse” by improving links that bind northern England together and which will help it release its full potential with a more balanced, healthier economy. The majority of the current UK rail network infrastructure resulted from the rapid growth of the railways in the mid to late 19th century which means that most of the existing tunnels are over 120 years old. Over the centuries the introduction of larger rolling stock has reduced the original clearances provided in tunnels. The electrification of a route requires that any over-line structures provide clearance for Overhead Line Equipment (OLE), new rolling stock and to meet modern standards. As part of Network Rail’s current electrification programme a further 36 tunnels have been identified on routes requiring electrification. Not of all these Victorian structures will require alterations to provide OLE clearance but the condition of the existing tunnels and modern fire / waterproofing requirements may ultimately dictate the need for rehabilitation."

Liberation of valuable minerals during size reduction is an important aspect of mineral processing technology. In practice, most quantitative information on liberation is based on the application of stereological theorems for the analysis of image data from two-dimensional polished sections. On this basis an estimate of the volumetric grade distribution is made. Recently, a new method based on cone-beam xray microtomography has been used for direct determination of the three-dimensional liberation spectrum of multiphase particles 100 microns in size or less. Preliminary results for a packed bed of particles indicate that high spatial resolution (approximately 15 microns) and the direct processing of raw volumetric data are two important benefits offered by this new method. Three dimensional liberation analysis by microtomography provides an excellent opportunity to overcome many of the limitations of currently used polished section techniques. For example, detailed textural information is provided. Of course microtomography provides an independent method to verify current procedures used for analysis and transformation of polished section data into an estimate of the volumetric grade distribution. More important, however, is the possibility that this method could be developed as a routine procedure for liberation analysis in the 21st century.

Water is a necessary part of our environment. It is a biological necessity, but more than that, it is a necessary part of our life style. Those of us who live in the north woods expect water to be part of the scene. There are few natives of this region who would be content to eliminate the streams, the lakes, the marshes, or our forests. Throughout the world, water has been so much a part of man's environment and man's adaptation to life has been so closely tied to water that our way of life and ways of accomplishing our work include water as an essential tool. The production of taconite is an example of our dependence on water. Other methods could have been developed to process taconite ore but the process methods chosen utilize water. Water is used for grinding and separation and for trans- porting the ore from one part of the process to another and for dust control. A typical large plant producing 10 million tons of taconite pellets per year will have on the order of 130,000 gallons per minute (8.202 m 3/51 of water in circulation in the plant. About 120,000 gal. per min. (7.571 m 31s) will pass to tailing thickeners where 110,000 gal. per min. (6.940 m 31s) is separated from tailing and returned to the process. About 15,000 gal. per min. (.9464 m 31s) goes with thickened tailing to tailing basin. My point is that there are great volumes of water in motion in a taconite plant,

The U.S. Bureau of Mines developed an alkaline oxidative pretreatment to increase the recovery of gold from refractory sulfide ores containing arsenopyrite (FeAsS) and/or pyrite (FeS2). Pretreatment of a low grade ore containing 0.4% FeAsS, 3.5% FeS2, and 2.74g/mt Au with 1.2m NaOH, 40 psig o2, 100° C, and 4 hr in a 2-L autoclave resulted in 94 to 96% sulfide oxidation. cyanidation of the pretreated residue resulted in 88% Au extraction compared to <20% Au extraction for untreated ore. Cyanide consumption was 0.25 kg NaCN per metric ton of ore. A flowsheet for treating sulfidic low-grade gold ore is proposed.

The high temperature (180-200 OC ) pressure oxidation (02 - HzSO4) process for the recovery of gold from refractory concentrates (FeS2/FeA8S) is simulated with the aid of a computer model. The model centers on the continuous operation of a multi-stage horizontal autoclave. In particular the effects of key process parameters controlling the autogenous operation of the autoclave are critically examined. The building elements of the model are (i) the continuous particle size distribution function of the concentrate, (ii) the residence time distribution function of the slurry and (iii) the shrinking core kinetics. Conversion is calculated on the basis of the segregated flow model. For the calculation of the particle size distribution at the exit of each compartment the population balance model is employed. The effects of feed rate, feed preheating, cooling, autoclave configuration and rate limiting regime (chemical reaction vs. gas-liquid mass transfer) on the autogenous steady state operation are discussed. Finally optimum reactor design and operation criteria are indicated.

The prototype of an expert system, designed to assist layout planning of face operations, is presented. By specific combination of knowledge-based and conventional EDP techniques it has been possible to extend the known Kepner-Tregoe method up to the determination of mature layout solutions in difficult planning cases. It has been proven that the presented strategy - which can be applied to any kind of problem with similar structure - is apt to provide efficient EDP support for handling complex mining problems. Such support goes far beyond the purely numeric evaluation of envisaged alternatives.
