The mining industry continues to be under expanded scrutiny in the health and safety arena, both from federal regulators and the media. While this paper will briefly discuss how enforcement activity, both with citations issued and the size of penalties proposed, the primary focus will be practical suggestions to deal with some key, high-risk areas for a mine operator which could have substantial impact, both in terms of liability and mine operations. It goes without saying that all mine operators need to continue compliance programs they have in place with careful ongoing evaluation of those plans for areas of improvement. The focus here will not be compliance as such, but rather steps to take and procedures to have in place to try to minimize risks in the face of the potential for more significant liability. Thus, our focus will be procedures to respond to unwarrantable failure citations, immediately reportable accidents, and to deal with potential pattern of violation issues.1

The Bailey mining complex is located in Greene County, PA in the valley of Talley Run, a small stream tributary to the Enlow Fork of Wheeling Creek as shown on the location map insert found on Figure 1. The Bailey complex includes two Pittsburgh No. 8 Seam deep mines (Bailey and Bailey #2), a coal preparation plant, and two refuse areas (for disposal of coarse and fine processing waste). Clean coal is shipped from the complex via a 24.15 km (15 mile) rail spur, which connects to the Monongahela Railroad in Waynesburg, PA. In early 1981, Consolidation Coal Company (Consol) began a permitting effort aimed at beginning construction of Bailey, the largest underground coal mining complex to be built to date in the United States. Construction of the Bailey Mine began in December, 1981, less than six (6) months following the first application submittal. Clean coal was produced by the Bailey Preparation Plant in September, 1984. Effective project planning, including early formulation of a project planning team, identification of "red flag" issues, innovative responses to environmental questions and development of environmentally sound project designs, all contributed to the relatively quick permitting at Bailey.

GeoBiotics, LLC and Kumba Resources (Pty) Ltd are jointly developing the GEOCOAT® heap bioleaching technology and downstream processing technology for recovery of zinc from tailings at the Rosh Pinah Mine in Namibia. This paper outlines the development of a computer simulation for the bioleaching of sphalerite and the downstream processing. Computer modeling has shortened the product development cycle by allowing many flowsheet scenarios to be analyzed negating much of the expensive and time consuming laboratory testing. A model was developed using the Limn® system which is an Excel® Add-In flowsheet drawing and solution engine. Given that most engineers are familiar with Excel® this software is extremely easy to use and has less hidden calculations making model verification much easier.

In our comparison of California and Turkish colemanites, we should first place the discussion in context. In order to exclude technical considerations, which are not germane to this paper, we must make the manifest and basic observation that if colemanite were not acceptable for the production of glass products it would not be used, and we would not be interested in this comparison at all. Suffice it to say that the colemanites, being calcium borates, provide a necessary flux in glass manu¬facture, together with the requisite degree of physical strength and chemical durability which can be achieved only by the use in glass of a. flux substanti¬ally free from alkali; so the sodium borates are automatically excluded from the production of textile fibers. Thus we have today under consideration only California colemanite, Turkish cole mite, and, because it provides a degree of competition to both, ABA, or anhy¬drous boric acid, which, although it is a refined intermediate and of much higher cost, it is also of a much higher degree of purity, and its characteristics can easily be modified to produce a desired end product, so we must include it in any consideration of high quality borates. [Calcim Borate Pentahydrate] Colemanite is a [calcium pentahydrate,] with the formula Ca2B6011.5H20. It has a theoretical B203 content of 50.8%.

Lightweight aggregates are classified as those minerals, natural rock materials, rock-like products, and byproducts of manufacturing processes that are used as bulk fillers in lightweight structural concrete, concrete building blocks, precast structural units, road surfacing materials, plaster aggregates, and insulating fill. Other uses include architectural wall covers, suspended ceilings, soil conditioners, and other agricultural uses (Mason, 1989). One unusual agricultural use recently reported was for bedding on a crocodile farm on the south coast of Natal. It seems that female crocodiles became upset because there was no vermiculite in which to lay their eggs due to the late arrival of a consignment of vermiculite. The vermiculite was being used as a substitute for river sand to nest crocodile eggs (Griffiths, 1989). The various lightweight aggregate materials may be classified into four groups as follows: 1. Natural Lightweight Aggregate Materials-prepared by crushing and sizing natural rock materials, such as pumice, scoria, tuff, breccia, and volcanic cinders. 2. Manufactured Structural Lightweight Aggregates-prepared by pyroprocessing shale, clay, or slate in rotary kilns or on traveling grate sintering machines. 3. Byproduct Lightweight Aggregates-prepared by crushing and sizing foamed and granulated slag, cinders, and coke breeze. This group of lightweight materials, with the exception of slag, has become less significant and will not be discussed in this chapter. Other lightweight aggregates are beginning to appear in the marketplace. Some are the result of manufacturing processes on industrial byproducts and/or waste products, such as fly ash and incinerator residue (Bigner, 1992). 4. Manufactured Insulating Ultralightweight Aggregates-pre- pared by pyroprocessing ground vermiculite, perlite, and diatomite. The application of diatomite in brick and in extruded and aggregate forms has declined in recent years (Kadey, 1983) and will not be considered in this chapter. Lightweight aggregates for structural concrete and concrete masonry units, according to the American Society for Testing and Materials (1986) consist of "aggregates of low density used to produce lightweight concrete, including: pumice, scoria, volcanic cinders, tuff and diatomite; expanded shale, clay, slate, perlite, vermiculite or slag; and end products of coal or coal combustion" (Mason, 1989). Lightweight aggregates are distinguished from other mineral aggregate materials by their lighter unit weights-1 281 to 1 602 kg/m3 or less for loosely packed lightweight aggregates-as com- pared to 2 002 kg/m3 or more for crushed stone, sand, gravel, air-cooled slag, and other common mineral aggregates. The specific gravities of these lightweight aggregates are also used to classify them for use in concrete; they range from the extremely light materials, used for insulative and non-structural concrete to expanded shale, clay, slate, and slags used for structural concrete. Vermiculite and perlite are sometimes referred to as super light- weights. Insulating concrete (non-load bearing) weighing as little as 240 kg/m3 can be made with these aggregates. Natural aggregates such as pumice, pumicite, and scoria are normally made into concrete weighing about 400 to 480 kg/m3. Expanded shale, clay, and slate produced in a rotary kiln make structural concrete ranging from 1 201 to 1 842 kg/m3. Expanded shale and clay produced by sintering make concrete that ranges from 1 442 to 1 922 kg/m3. Air-cooled slag produces concrete ranging from 2 162 to 2 403 kg/m3. The low density lightweight aggregates are used primarily for insulating purposes. They have relatively low compressive strength. The middle density aggregates are used for insulation and for fill. Those at the upper end develop excellent compressive strength and are used in many structural applications (Anon., 1971). In recent years, the production of lightweight aggregates in the United States for all uses (including insulation and construction materials) has averaged about 19 Mtpy (Table 1). The production and consumption of lightweight aggregate is closely tied to the fortunes of the construction industry and the need to construct energy efficient buildings. Recent years have seen the production of lightweight aggregate approach the levels of the early 1970s. The period of 1979 to 1981 was a low point in production levels. The low levels of production were caused by significantly higher plant energy costs due to the large amounts of fuel and energy used in the production of most types of lightweight aggregate. Lower levels of construction activity also affect production levels. This chapter focuses on the use of natural lightweight aggregates and manufactured insulating ultralightweight aggregates, and on both the production and use of manufactured structural light- weight aggregates. Some additional comments are made on byproduct materials. Separate commodity chapters on vermiculite, perlite, pumice, and volcanic cinders are elsewhere in the volume. Discussion of the commodities covered elsewhere in the book will be limited to observations on their utilization and relation to other lightweight aggregate materials.

In the post-World War II years, metals analysts and statisticians have tracked the demand for metals in line with changes in Organization of Economic Cooperation and Development (OECD) industrial production (IP) growth rates, Williamson said. This was because the correlation between IP growth and metal demand was reasonable. "However, the correlation was exaggerated," he said. During times of expanding IP growth, metal demand increased at a faster proportional rate than IP growth. This was probably due to industry restocking in anticipation of growing demand at the start of each economic cycle. Conversely, metal demand would slacken at a greater rate than would be suggested by negative IP growth as industry destocked to reduce costs. Nonetheless, he said, a reasonable correlation could be painted between IP growth over the longer term and metal demand. "Yet, although this correlation has stood well since the last world war, it has been based on the fact that the bulk of the world's IP growth stemmed from the industrialized countries of the western world, lately including Japan," Williamson said. The so-called "developing world" had been of little consequence. The Soviet Union and other communist bloc countries were deemed to be closed, self-contained entities that, for each metal, would either be net exporters or importers, he said. These quantities would be used by analysts to calculate the overall supply/demand equation for the western world only and to deduce whether a commodity was in shortage or surplus. It is now believed that this method of projecting total world supply and demand for raw materials is outdated, Williamson said. It does not take into account the worldwide political changes that have occurred since the collapse of communism and the revitalization of China. "It is no longer appropriate to assess global balances for raw materials on the basis of three economic blocs," he said, including the western world, developing world and communist bloc. Rather, global balances need to be projected on a global basis. In this regard, since the collapse of communism and the removal of many other totalitarian regimes, capitalist forces are attempting to satisfy the expectations of the great mass of the world's poorer people, Williamson said. Such people, usually located in Asia, Africa and Latin America, have aspired to the same standard of living as people living in western Europe, North America and Japan. "Now, with free market forces at work, their aspirations will start to be met." Consequently, the demand for metals and other raw materials will now rise at a much faster rate. The production of raw materials has to keep pace with rising IP in the developed world. It will also have to keep pace with the demands associated with the rising expectations of increasing populations in the developing world, as well as from within the old communist bloc countries.

Introduction There continues to be a large economic opportunity associated with improving process performance through advanced process control systems within the minerals industry. The basis for this opportunity lies in the inherently low efficiencies of many of the unit operations found in mineral processing plants as well as the continual variation that is present in the ores being processed. The ageless target of such control systems is improved recoveries and concentrate grades, higher processing rates and lower unit costs. Many plants are enjoying the benefits of modem, well functioning process control systems but few if any have achieved plant-wide optimization in an economical sense. As new process modeling and control technologies, such as neural networks, continue to evolve and develop, the potential for plant- wide optimization is becoming a closer reality. Neural network technology appears to have a significant potential in the general field of process control and control of mineral processing operations. Neural networks are an emerging technology that have been evolving out of the study of biological systems since the early 1940's. The first software simulation of neural computing networks was reported in 1956 by Nathanial Rochester of IBM Research during the first conference on artificial intelligence which was sponsored by the Rockefeller Foundation. Neural Networks Neural networks can be considered to be a class of computer program that perform their problem solving functions based on a rudimentary model of the human brain and how it solves problems. Traditional computer programs and even computers themselves solve problems or process data sequentially and in a deterministic manner. The human brain, on the other hand, processes data and solves problems in a massively parallel fashion. We think of computers normally in terms of having a single processing unit, sometimes a co-processor to assist in certain activities such as mathematical functions or communications, bytes of memory, processing speed and program/data storage size.

This paper will describe several modifications to design of con­ventional oxide gold heap leaching. They are targeted at reduc­ing costs and simplifying heap operations. These modifications were conceptualized during consulting work on over 90 differ­ent heap leaches. In 1995, a unique opportunity arose to imme­diately apply all of these design concepts to the permitting and construction of a new facility at the American Girl Mine in southeastern California. American Girl Mine has operated since 1987. In April 1995, the mine faced a situation with grave consequences for cash flow. Approval for mining of a new ore zone, Oro Cruz, had just been granted, after lengthy delays by California regula­tors. All existing pad space would be filled by October. Only 6 months were available, and new pad siting and design were still undecided. Permitting of a new pad had not begun. Options were quickly reviewed. A strong criteria for pad site selection and design was ease of permitting. There was also a strong desire to install a system that would achieve better met­allurgical recovery and reduced operating costs, compared to previous heaps at this mine. One site offered the best chance for rapid permitting. It was the site of the original 1987-90 heap leach. This already dis­turbed ground contained 1.6 million tons of heaped ore. The old heap had just completed detoxification and was about to be signed off as a Group C waste, ready for reclamation. Instead of recontouring and revegetating the old heap, which the reclamation plan anticipated, we offered BLM and the County something even better. We proposed to off-load much of the detoxed old heap, and reuse the space. The off-loaded material would be back-filled into the original open pit, imme­diately adjacent. While the footprint of the proposed new pad was much larger, the reuse of disturbed ground, and backfilling of the open pit, had very strong appeal to the regulators. Our permitting strategy included the technical design of the proposed new facility. Many of the new design details also appealed to the regulators, particularly the "zero active ponds" concept.

Introduction As the world economies continue to face an increased demand for natural resources to support growth in the established and developing world, the western mining industry has expanded its operations and funding of mineral developments into new and relatively unexplored regions of the world. Mining companies worldwide, in order to grow in a global economy, are now actively exploring and developing mineral resources in the emerging markets of South and Central America and most recently have expanded activities throughout Asia. South East Asia Resources (S.E.A. Resources) has recognized the vast resource potential offered by countries such as China, India and Indonesia, Asia's main driving forces of economic growth and has made a commitment to be actively involved in the area. These countries rich in mineral resources, represent some of the highly prospective and underexplored regions on earth. Their vast potential has been underestimated because of political reasons and overlooked as Central and South America still continue to be the focus of exploration for many mining companies. Most of these Asian countries have faced a prolonged period of political unrest and it has not been until recently that they have begun to enjoy a relatively stable political climate which has encouraged foreign investment, growth and economic development. These countries are in need of capital to develop their infrastructure and market economies. Their wealth in resources is one of the best methods to achieve their goals. Gold is usually one of the first targets to be extracted from developing economies. Equivalent-sized gold projects tend to cost less to develop and require less supporting infrastructure than base metals. These projects are easier to finance and, most important of all, tend to give a quicker return on investment than that offered by base metals. They also provide the economy with precious foreign exchange, international investment and the technology required to build the country. Following is a graph representing the global re-allocation of the total capital investment on the twenty largest gold projects now under construction with the total for those under construction in 1990.

The expansion of gold production in Nevada's Carlin Trend over the last few years has been staggering. To increase gold production while minimizing capital requirements and providing for the safe and efficient mining and processing of ores has required a tremendous effort by the mine engineering group at Newmont Gold. Organizational changes were implemented by the company to effectively deal with a full range of engineering problems. Specially developed computer software and its applications will be explained in this article as well as improvements in the techniques used in converting geologic resources into reserves. Scheduling procedures for the mining of multiple pits to feed multiple processing facilities will likewise be presented. Ore control procedures and current mine engineering practices are discussed. Growth at Newmont Gold Expansion of production levels at Newmont Gold Co. was brought about primarily by the economic incentive to exploit increased reserves. From 1987 to 1989, mined production increased by 260%, gold production by 238%, and manpower by 166% (Table 1). These increases came quickly and demanded

Introduction Many bulk solids such as coal, limestone, and fine moist ores often flow unpredictably out of bins, hoppers, and boreholes. Vast amounts of time and money are spent-with or without success-on flow promoting devices. In addition, many solids segregate in storage, feed erratically, flood, arch, rathole, and stick to bin walls reducing the live capacity. This article discusses bulk solids flow properties and provides guidelines for designing storage bins, hoppers, and feeders to provide reliable flow. Bulk Solids A bulk solid is a granular material consisting of discrete solid particles-submicron to several inches in size-that is handled in bulk form (for example, in a bin or silo). The gas filling the voids is generally insufficient to fluidize the material and the liquid (usually water) content is assumed to be less than saturation. Types of Flow Problems To design an efficient storage system, an engineer must be aware of problems that can arise during storage and flow of bulk solids: • No flow. A stable arch or pipe (rathole) develops within the solid, stopping flow. • Erratic flow. Momentary arches form within the solid, (ratholes), partly or completely empty out, and then collapse. • Flushing. Powders become fluidized, aerate, and flush uncontrollably through the bin outlet. • Lack of design capacity. A large part of the stored material remains stable around a rathole. Manual prodding, severe vibration, and even explosives may be used to restore flow. • Segregation. Smaller particles tend to sift through the voids between larger particles causing accumulations of fines and coarse in various areas of the bin. • Product degradation. Some materials spoil, cake, or oxidize if they remain in a bin too long. This is usually caused by a first-in-last-out flow sequence. • Level control. Measuring the volume of material left in a bin is difficult if a rathole develops. In one portion of the bin the level control device may indicate the bin is full; in another portion it may indicate it is empty. Eliminating Flow Problems All flow problems can be minimized or prevented by suitable design of the bin/feeder unit. This involves knowing the flow properties of the solid, then choosing the appropriate type of bin and feeder to establish the desired flow pattern. There are three types of flow patterns that may occur in a bin: funnel flow, mass flow, and expanded flow. Funnel flow occurs when some of the material in the bin is stationary while the rest is in motion. Funnel flow bins, shown in Fig. 1, are characterized by: • Low head room. A flat bottom or shallow hopper bin has large storage capacity with minimum height. Unfortunately, all this storage capacity may not be usable ("live"). • First-in-last-out flow sequence. The first material put into a funnel flow bin is the last material withdrawn because the flowing material is concentrated in the region directly above the outlet. • Ratholes. Because of the flow channel that forms, a stable rathole develops if the material has sufficient cohesive strength. • Erratic flow. Once a rathole becomes partially or completely empty, it may collapse creating a stable arch and erratic flow. • Flushing. Collapsing ratholes cause flushing and flooding of fine material. • Segregation. If a bulk solid has a tendency to segregate, this tendency will be accentuated as the material is discharged from a funnel flow bin. Funnel flow bins are suitable for coarse, free flowing, nondegrading solids, when segregation is not important. Mass flow occurs when all the material in a bin is in motion whenever any is withdrawn. INTRODUCTION In the early days of coarse-coal cleaning by the dense-medium process in Europe, loess was one of the materials used for medium solids. Newly developed cyclones were used to reclaim and thicken the loess suspension. On occasion, when the cyclone thickener at the Maurits mine in the Netherlands plugged, the overflow was found to be filled with clean coal free of impurity. From this observation stemmed the concept of the cyclone as a cleaning device. Development took place during World War II in the laboratory of the Dutch State Mines under the direction of M. G. Driessen. A 15-tph (13.6 t/h) pilot plant was in operation in the laboratory by 1945, when, in September, Driessen made the first public disclosure of the process in a paper presented to the Institute of Fuel in London.51 In April 1945, operation of this pilot plant was observed by H. F. Yancey, who was so impressed with the potential of the cyclone process that, on his return to the United States, a research program on the cyclone was immediately started by the US Bureau of Mines (USBM). This work led to an AIME paper in 1946 in which the first details of cyclone operation on American coals were made available.52 Commercial adoption of the cyclone proceeded in Europe, initially in the Netherlands, Germany, and France. In the United States, where coal is less costly and most of the coals are easy to clean and respond well to simpler cleaning processes, the first cyclone plant was not built until 1961.53 THEORY Before discussing the theory of a dense-medium cyclone, a brief description may be helpful to some readers who are not familiar with its basic operation. In a typical dense-medium cyclone, illustrated in Fig.7-51 a mixture of medium and raw coal enters tangentially near the top of the cylindrical section, thus forming a strong vortical flow. The refuse moves along the wall of the cyclone and is discharged through the underflow orifice. The washed coal moves toward the longitudinal axis of the cyclone and passes through the overflow orifice, or vortex finder, to the overflow chamber. Washed coal is discharged from this chamber, usually through a tangential outlet.

The flotation chemistry of the commercial INCO matte separation process was investigated. The slow cooling of Bessemer converter matte forms discrete phases of Cu2S and Ni3S2 and a Cu-Ni alloy. After magnetically removing the alloy, the Cu2S and Ni3S2 are separated by flotation at pH 12.4 (saturated lime) using diphenyl guanidine (DPG) as both collector and frother. DPG has been used exclusively in this flotation process because of its unusual selectivity for copper minerals. The surface product resulting from chemisorption of DPG onto the Cu2S was identified as the double salt Cu(DPG)2SO4,.CU(DPG)2(OH)2. The adsorption followed Langmuir behaviour up to a monolayer coverage. In the absence of DPG, the rapid adsorption of oxygen by Cu2S in flotation pulps was observed. The surface product was identified as the insoluble basic copper sulfate CuSO4.3Cu(OH)2 with the production of sulfate ion. In the presence of DPG, the oxidation reaction appears to be suppressed. The frothing properties of DPG and commercial frothers were compared. DPG is not a powerful frother. Batch flotation tests confirmed that DPG is a highly selective collector when compared to most sulfhydryl collectors.

This study reviews and analyzes the empirical methods available for designing the capacities of coal mine gathering belts. The analyses lead to recommendations concerning the application and implementation of each empirical method. Operations research techniques, mainly simulation models, are also briefly mentioned, and a few recommendations are made concerning their selection and application. The objective of the study is to provide a reliable basis for the practicing engineer to properly select, apply, and implement a capacity design method.

At the present time Climax Uranium Company recovers vanadium oxide from carnotite type uranium ores in the mill at Grand Junction, Colorado, The flowsheet of this mill is shown in Figure I. Vanadium is solubilized by a salt roast of the slime fraction of the ore and dissolution is accomplished by a water leach. The metal is precipitated from the pregnant liquor as sodium polyvanadate by heating to boiling and adjusting the pH to 3 with sulfuric acid. The sodium polyvanadate, commonly called, "red caken, is filtered, melted, and cast into thin flakes. This fused flaked vanadium oxide is the material which is packaged for sale. Fused vanadium oxide, marketed by Climax, contains approximately 87% V205, 7% alkali oxide, 0.08% sulfur, 0.03% phosphorus, and less than 0.5% Insoluble. This material is of a lower grade and has a higher alkali oxide content than other vanadium products offered for sale at this time. A typical analysis of a high grade vanadium oxide currently offered for sale by another company is 98% V205, 1 - 2% alkali oxide, less than 0.05% sulfur and less than 0.2% Insoluble. The only reagent consumed in the precipitation of the sodium polyvanadate is sulphuric acid. The total reagent cost is 0.58 cents per pound of vanadium oxide produced.

Recent mining regulations have increased the need for detailed engineering and environmental information pertaining to the hydrogeologic environment in mining areas. The cost of obtaining such hydrogeologic information has also increased. After mineralization of potentially economic grade ore and tonnage has been identified, and after completing preliminary mining feasibility studies (suggesting that development is merited), a second exploration phase can incorporate a simple, cost-effective baseline hydrogeologic data reconnaissance program that is linited but useful. Using exploration drill holes only, this program can provide a direct indication of where ground water is encountered. Also, reasonable estimates can be made on the relative production of water from various water-bearing strata, a composite potentiometric surface map can be prepared, and the general chemistry of the ground water can be characterized.

These play a very important part in recovery of values from many ores. These solutions are of such a chemical nature that they are generally corrosive, flammable, and contaminating. In most cases, they are highly dangerous to the environment. Within the extractive metallurgical industry, it is also very common to have to deal with the handling of contaminating solutions with a high content of cyanide, arsenic, mercury, lead, copper kerosene, acid and many other components whose temporary or permanent confinement within the process must be adequate and absolute.

In 1991, most industrialized countries, except for Germany, were in a recession or a period of reduced growth. The US economy, already in recession, suffered from mounting banking system losses and the uncertainty brought about by the Persian Gulf War. However, US and worldwide minerals exploration did not collapse as it did during the mid-1980s. Even though gold and base metal prices declined, prices were still above cash costs for most operations. This allowed the continuation of established exploration programs but sharply limited new initiatives. Exploration 1990-1991 Planned worldwide 1991 exploration expenditures declined by about 8% from 1990 levels, according to a survey of 153 companies by the Metals Economic Group (MEG). Canada was the leading exploration target with 23% of the total, followed by Australia and the US (19% each), South Africa (13%), Latin America (11%) and the South Pacific (7%). The remaining 8% was split evenly between Europe and the rest of Africa. In Latin America, Mexico and Chile are the most attractive countries for exploration. Recognizing the risks involved, the industry has been cautious about ventures in the former Soviet Union. Survey results also showed that while the majors expected to maintain exploration spending, smaller firms were cutting back or actively seeking farm-outs from the majors (personal communication, M.
