The consumption rate of Estonian oil shale increases due to the growing rate of exported oil-shale oil. Estonian oil shale active resources in working mines are predicted until the year of 2025 when the consumption rate stays at the level of 12 tons per year. If the consumption rate stays at that level, new mines should be opened after 20 years, if the rate increases new mines should be opened even earlier. The predicted active resources in Estonian oil shale deposits are calculated for 60 years, based on the parameters of the power station technicoeconomics. As a result, there is a need to open new mines. One of the potential areas for surface mine is the Tammiku-Kose prospect area (Rheinbaun Engineering, 1996).

At the request of the U.S. Department of Labor, Mine Safety and Health Administration (MSHA), the U.S. Bureau of Mines evaluated the suitability of using tri-sets for protecting mine personnel in roof-fall prone areas. A steel-set arch provided by MSHA served as a basis for evaluating the performance of the tri- set. All tests and analyses were conducted according to the arch canopy test and design procedures developed by the Bureau. Theoretical resistance functions were established for the steel-set arch and tri-set and were representative of their experimental behavior. The resistance functions were used to determine the energy absorption capacity of the structures and to predict their dynamic response to impact loading. The dynamic tests demonstrated that the arch canopy design procedure is appropriate for tri -sets and yields conservative designs for both steel-set arches and tri-sets. As a result of this work, it is recommended that tri-sets may be considered for protection against roof falls, provided that the arch canopy design procedure is utilized for each application and that the principles underlying the design procedure are understood.

The reclamation of surface land areas disturbed during the course of coal recovery became a major, universal consideration upon the implementation of the Surface Mining Control and Reclamation Act of 1977. This legislation not only established reclamation as an absolute requirement, but also presented guidelines for reclamation standards and required bond-posting procedures to assure completion of the reclamation process. The Office of Surface Mining was established to enforce the provisions of the Congressional mandate by promulgating specifically detailed regulations and supervising the State participation in this regulatory process. The major operational consequences of the reclamation-related provisions of the Act and the OSM regulations are the increased costs and complex procedures necessary to accommodate the regulatory authorities. It is anticipated that many of these costs and procedures have not been adequately evaluated by either the coal operators or the regulatory bodies. It is, therefore, necessary to proceed with an examination of the general reclamation processes, the effect of these processes on product costs, and the methods, if any, which may be utilized to minimize their impact on the overall operation.

The objective of this paper is to describe a study sponsored by the U.S. Department of Energy during which a model was developed to optimize haulback mining procedures in single and multiple seam contour mines, The study objective was to achieve financial- based productivity increases approaching twenty percent. This paper reviews the results of the first year's Phase I activities, which include four main tasks: formulate a methodology that can be used to select equipment and mining procedures that result in optimal performance in a particular haulback mining situation; conduct field studies of representative single and multiple seam mines to obtain quantitative background information for development of the formulated methodology: develop the methodology into a useful design tool for mine operators; and prepare plans for field tests to evaluate the effectiveness of the developed tool.

"INTRODUCTION Strategies to improve performance in mining production, maintenance and mineral processing operations has evolved over time from straightforward time studies of individual machine performance in the 1960’s-1970’s to more sophisticated and better focused statistical and financial tools that have emerged in the 1980’s-1990’s . These newer strategies fall under the broad descriptive category of “Operational Excellence”. Operational Excellence is the term that embodies a number of performance evaluating strategies, the most popular and relevant to mining includes the following: • Six sigma for addressing errors within mining or milling process and work standards • Lean manufacturing to optimize organizational and operational performance through continuous improvement. There are other strategies that can be applied as well and this paper is not focused on a review of the pros and cons of any one strategy. However, the common threads in these strategies embody the expectation that expected results from these efforts can be quantified and that value will positively benefit the targeted work process, organizational unit, equipment deployment or time schedule when applied to it as part of continuous improvement efforts. The priority for proceeding with any one or more of these efforts is based on the calculated net value of the required resources to affect the change versus the estimated value gained. The practice is identified as the value mapping process. This discussion summarizes the value mapping process methodology used at a mature uranium mine and mill in northern Canada to work through the myriad of potential improvement efforts available through the operational excellence process for continuous improvement.THE RABBIT LAKE MINE AND MILL The Rabbit Lake Mine and Mill are located in northern Saskatchewan, Canada on the shores of Wollaston Lake (Figure 1).The mine was discovered in the mid-1960s and was built by Gulf Minerals, Ltd. The mill began processing uranium ore into yellowcake in 1975 from an adjacent open pit mine. A whole ore acid leaching followed by solvent extraction and precipitation forms the basic milling processes. The operation continued to produce yellowcake through a succession of open pits and finally opened an underground mine in the early 1990s. Since beginning production, over 200 million pounds of yellowcake has been packaged from the site, making it the sixth highest producing uranium mine of all time."

The Upper Santa Cruz Groundwater Basin lies in the drainage area of the Santa Cruz River in Arizona, and extends upstream from the community of Rillito to the international boundary, see Figure 1. The principal water use area lies between and includes the cities of Tucson and Nogales. A subsurface geologic barrier near Rillito provides a reasonable dividing line between the groundwaters of the Upper and Lower Santa Cruz Basins. The Upper Basin contains the Tucson and Sahuarita-Continental critical ground- water areas. The Tucson Water Use Area encompasses the Tucson metropolitan area and extends from the northern boundary of the Basin south to the boundary between the Tucson and Sahuarita- Continental critical groundwater areas near San Xavier. The San Xavier Use Area is the San Xavier Indian Reservation. The north and south boundaries of the Continental Use Area coincide with the limits of the Sahuarita-Continental critical groundwater area. The first study of groundwater in this valley was initiated by Dr. G. E. P. Smith in 1905 and the results were published in 1910, followed by a series of bulletins of the Arizona Agricultural Experiment Station, University of Arizona, covering the general field of groundwater development and utilization. Beginning in 1939, the Ground Water Branch of the United States Geologic Survey, in cooperation with the Arizona State Land Department and the Arizona Water Commission (AWC), have published a series of bulletins concerning groundwater occurrence and utilization in various areas of the state. In 1975 and 1977, the AWC published the "Arizona State Water Plan" (1), comprising a detailed inventory of water availability and use in the State of Arizona, and a study of alternative futures.

Sweden is beginning to reap the rewards of a process that has transformed a country with a history of metal mining into one of Europe's most vibrant exploration regions. Exploration and mining companies from North America, Europe and Australia have joined local firms in the search of gold, base metals and diamonds. This has been due to changes in Sweden's mining laws in the early 1990s. These changes opened the way for unhindered private sector investment in the country's mineral industry. More than 20,000 km2 (4.9 million acres), mainly in northern Sweden, is now held under granted or applied exploration claims. Exploration permits diamonds, applied or granted covers more than half of Sweden's surface. This is a greater proportion of the country than ever before. Major mining companies and junior explorationists are evaluating a geological potential that bears favorable comparison to other major mining centers. Historically, Sweden's gold re- sources occur in greenstone belts in northernmost Sweden and in association with massive sulfide deposits in the Skellefte district. These are receiving particular attention by exploration companies. In addition, new areas in Sweden are also being explored for gold. This increases the probability that Swedish gold production - already the highest in Europe - will increase in the future (Table 1). Sweden's recorded mining history goes back for much of the last large pool of expertise in exploration, mining, equipment manufacturing and minerals industry research. In addition, the Geological Survey of Sweden provides sup- port for exploration in terms of data archives, processing and publications. Other benefits for exploration companies are Sweden's communications infrastructure, its member- ship in the European Union, bringing access to one of the world's major markets and the high level of educational, technical and language skills held by the country's work- force. And deregulation of the economy and the introduction of competitive corporate tax rates have made Sweden a favorable destination for investment in Europe.

Introduction The disposal of mine tailings, development rock, and other unwanted refuse material underground in mines by using pneumatic conveying techniques has been undertaken in the coal industry for many years. Similar equipment has been utilized for backfilling hard rock mines and is currently being applied in a gold mine in South Africa where development rock is being stowed in the mined-out stopes to help reduce the incidence of rock outbursts. On a limited scale, pneumatic conveying has been applied for backfilling uranium mines and one particular mine in New Mexico, U.S.A., has used this technique for 8 years. Other uranium mines in this area are now considerinq the dry backfill technique to eliminate the problems associated with hydraulic fill. The need to backfill in uranium mines is primarily of importance to improve ventilation, stabilize the pillars and roof, and possibly to extract a larger percentage of the uranium ore. If this can be achieved by utilizing the tailings from the beneficiation plant and using rock from the development headings which in itself may be slightly radioactive, then a greater benefit can be derived. Backfill can be achieved with hydraulic fill methods by running slurry into the stopes and allowing the water to decant and return through the footwall development entries to sumps for pumping to the surface. However there are several disadvantages associated with this method in that water is percolating throough the mine workings; it is necessary to build bulk heads in flat lying deposits; it is difficult to fill right to the back; and the decanted water takes with it quantities of the finer sand particles which results in maintenance problems with the mine pumps. Pneumatic conveying can overcome these problems in that the voids can be completely filled with high degree of compaction, heavy bulk heads are not necessary, the development rock can be added to the pneumatic system for disposal underground so eliminating hoisting cost to the surface, and cement can be added to the wetted material. In 1993 Ispat Inland Mining Company began mining its Laurentian ore reserve, which has six distinct ore types that are extremely variable. Initially batch processing was necessary to optimize mining equipment utilization. The variability as found in the ground was compensated for in plant operation, which proved ineffective. When the last of the six ore types was introduced in 1997, production, quality, and cost were seriously impacted. In-pit blending was the solution developed by the process management team to provide the plant feed required to economically process all six ore types in the Laurentian reserve.

This chapter deals with the Mine Safety and Health Administrations's (MSHA] concern and obligations with regard to asbestiform minerals. Asbestiform minerals are defined as the magical group of hydrated, silicate minerals that possess a fiberlike structure capable of being woven into cloth. Their unique combination of properties, such as resistance to heat and chemical attack, high tensile strength, and flexibility was recognized centuries before Christ. Pausanias, the early Greek geographer, speaks of golden lamps, made about 430 BC, with in- combustible wicks of Carpathian flax. The Ro- mans used asbestos as cremation clothes to con- serve the ashes of deceased persons of rank. Charlemagne had an asbestos table cloth that he used to pass through fire to clean (Lanza, 19381. Early recognition of the health hazards associated with exposure to asbestos was documented in the first century by Pliny the Elder, a Roman naturalist, and Strabo, a Greek geographer. Both wrote of slaves with sickness of the lungs, whose occupation was that of weaving asbestos into cloth. This concern for the health of asbestos workers disappeared over the ages. Today, with the use of modern technology, asbestos products have been greatly exploited. The asbestos output has increased over a hundredfold in the past 70 years. World production has jumped from 454 t/y (500 stpy) in 1900 to 4.5 Mt/y (5 million stpy) in 1978. An increase in health problems for asbestos workers accompanied this increased usage. However, it was not until the modern era that the association of asbestos with chronic respiratory disease was rediscovered. Reports were published at the turn of the century documenting the effects of asbestos exposure on textile workers. One such report in 1907 by H.M. Montague Murray described the post mortem findings on a 34-year- old carding machine operator. Murray de- scribed the lungs as showing extensive diffuse pulmonary fibrosis spicules of asbestos. Subsequently, more reports of pulmonary fibrosis following inhalation of asbestos were published, including an epidemiological study of asbestos miners in 1930 (Merewether and Price, 1930), at Thetford, Que., Canada. This study took place at the mine 52 years after large-scale mining of asbestos had begun. But, the cancer- producing potential of asbestos was not established until 1949 when a report by Merewether in England described an excess of cancer of the lung and pleura [the lining of the lungs) among individuals dying from asbestosis (Merewether, 1949). In the past decade much attention has been focused on asbestosis, mesothelioma, and bronchogenic carcinoma, as the three major biological effects associated with asbestos ex- posure. Parenchymal and pleural asbestosis is a fibrosis in the substance of the lung with thickening and often calcification of the membranes lining the thoracic cavity. Mesothelioma is a malignant tumor of the membranes lining the thoracic or abdominal cavities, and bronchogenic carcinoma is a cancer of the lung tissue itself. These diseases occur in various degrees and combinations. The severity and occurrence of these biological effects are directly influenced by conditions such as dose response relationships, intensity of exposure, duration of exposure, lapse of time since initial exposure, and cigarette smoking. Numerous studies indicate that the relationship between these conditions and the incidence of disease is proportional. Congress has recently concluded (Congressional Record, 1979) that, "exposure to asbestos fibers has been identified as significantly in- creasing the incidence of cancer and other severe or fatal diseases such as abestosis." Comminution is a unit operation which consumes major part of energy in mineral processing industries such as fertilizer production. Ball mills are widely used for size reduction of a given ore to the liberation size that is required in further beneficiation processes. In grinding of materials much effort is concentrated on control of top size of the product and this results in production of fines, also creates secondary problems of pollution due to the difficulty in the collection of fine particles. The present work has been carried out to control product size distribution for rock phosphate grinding in an Industrial Ball Mill of 600 TPD. The plant data are taken for a given feed distribution and mill operating conditions. The information at various Ball Size distributions are collected. The comminution functions such as specific rate of breakage and breakage distribution functions are estimated by back calculation technique to solve the mass balance equation. A simulation program is written to study the product size distribution obtained for various ball size distribution.

Introduction A new technology is evolving as a result of growing industry and government concerns over the potential impacts of possible airborne emissions from uranium tailings piles. A major component of the technology is the use of earth covers to stabilize the tailings after mill operations have ceased. While various analytical models have been used to predict the thickness of required covers, experimental validation of the models has been necessary. This paper presents the results of a field program to select and test cover material to determine its suitability for eventual reclamation of a currently active tailings pile. The two main criteria guiding the study were the U.S. Nuclear Regulatory Commission radon flux requirements (reduction to less than twice background pre-1979, and to 2 pCi/m2 -sec above background post-1979) and the desire to employ locally available material. The methodology chosen for this study consisted of three main elements: o Determination of the background radon flux. o Determination of the radon flux from the tailings pile. o Experimental determination of the cover material diffusion coefficient and and calculation of cover thickness. The first two elements of the study are relatively straightforward, the last phase is discussed in detail. Background Radon Flux Measurements of radon-222 emanation rates from the surface of the ground were taken at three sampling locations. Samples were collected by means of the accumulator can method described by Wilkening, 1977. Both morning and afternoon samples were collected at each site to obtain an average. The measured fluxes were fairly uniform and did not differ greatly among sites. The overall average flux for all sites was 0.63[+]0.28(o) pCi/m2 -sec. This value is equal to the average radium-226 concentration determined in the soil, thus yielding a one to one ratio of radon-222 emitted (in pCi/m2 -sec) to soil radium content (in pCi/g). As part of a program to address long-term needs for ensuring adequate supplies of domestic phosphate raw materials, the Tennessee Valley Authority (TVA) has conducted considerable research on dolomitic phosphate rock beneficiation. The discovery that alkyl diphosphonic acids act as phosphate mineral depressants led to the development of several processes involving a carbonate flotation step for the effective beneficiation of these problem ores. Most recently, a partial de-oiling process in which the reagent consumption is greatly reduced has been developed. The reduction is achieved because part of the initial feed is beneficiated without passing through the separate carbonate flotation step. Using this method, a phosphate product containing 30.6-30.9% P2O5 and 0.7-0.8% MgO was obtained from a Florida dolomitic phosphate pebble which contained about 23% P2O5 and 2.0% MgO. The P2O5 recovery was 80.8-86.5%.

A mathematical model is proposed as a general formulation for the analysis and simulation of once-through crushing machines. Methods are described which can be used to estimate parameters of the proposed model from experimental data, thus minimizing reliance on backcalculation. The applicability of the model is demonstrated in the analysis and simulation of laboratory and full scale double roll crushers, and with evidence given for a laboratory scale cone crusher. An extension of the model for closed circuit crushing is also described.

Introduction Recognition of Coal Workers' Pneumoconiosis (CWP) as a major occupational disease has affected various aspects of the coal mining industry in the United States as well as in almost all major coal producing countries. Regulations related to the control of coal mine dust forced mine operators to modify their mining and ventilation practices. As the coal production record of the last 15 years shows, this had both direct and indirect impacts on the productivity and production costs. To identify the causes of CWP, many research efforts have been made through- out the world. Most of these studies were epidemiological in nature, attempting to pinpoint exposure and seam variables that affected the incidence of the disease. Other studies have been oriented toward the elemental and mineralogical composition of the coal dust in the mine atmosphere and in the miners' lungs. These studies indicate that there may exist some relationships between the characteristics of the coal mine dust and the prevalence of the disease. Some of the variables that are thought to affect the occurrence of CWP are the mass of the dust in the working place, the rank of the coal, the existence of certain trace elements, the free silica content of the coal, and the existence of other minerals in the respirable dust. A more complete description of these previous re- search studies has appeared elsewhere (Mutmansky and Lee, 1984). The behavior of particles in the human lung is known to be governed by their aerodynamic diameter, which is defined as the diameter of a hypothetical spherical particle with unit density that exhibits the same settling velocity as the given particle. Because of this fact, the aerodynamic size distribution of coal mine dust is one of the parameters to be determined along with the other physical, elemental, and mineralogical characteristics. The objective of this paper is to establish a strategy for providing coal mine respirable dust samples for characterization purposes using instruments that classify according to the aerodynamic diameter. The results obtained from hatch, flotation experiments on two coals were used to develop relationships between the recoveries of water and solids into the concentrate. When the recovery of non-ash material (RN) for any size fraction is plotted against a parameter X, defined as [x _ Amount of (W) recovered x Collector dosage (C)in the concentrate (cc)(kg/t)] a single "non-ash recovery curve" is obtained. Non-ash recovery curves thus obtained from different size fractions are used to get a unique "modified non-ash recovery curve" for a given coal, using the reduced efficiency curve concept. Similar observations have been noted in the case of recovery of ash material (RA) also. The amount of water recovered into the concentrate is plotted against a parameter "Water Recovery Factor (WRF)," defined as [WRF = T.F.(1+C)] where T is time (in sec) and F is frother dosage (in kg/t). Plotted in this form a characteristic water recovery curve, for a given coal is obtained that may be defined by the following equation: [W4=W_(1 pWRF-e] The above relationships have been verified against the experimental results obtained from three more coals and are found to give satisfactory predicted values.

The Mineral Park Mine is an open pit copper-molybdenum mine located in northwestern Arizona, approximately 74 miles southeast of Las Vegas, Nevada. The property has been owned by the Duval Corporation, Cyprus Mining Company and Equatorial Mining of Australia. Mercator purchased Mineral Park from Equatorial in 2003. Mineral Park commissioned a 25,000 tpd copper and molybdenum concentrator in November and December of 2008. The process includes two stage milling (SAG and Two Ball Mills) fed by primary crushed ore. Metals are recovered in a copper-molybdenum flotation circuit consisting of mechanically agitated roughers and cleaners. The copper- molybdenum flotation concentrate is thickened and further processed in the molybdenum flotation circuit which separates the copper and molybdenum minerals into salable concentrates. The molybdenum circuit also uses mechanically agitated cells. This paper describes the plant and some of the highlights of the commissioning process.

"There is always a demand in the mining industry to improve the safety and efficiency of roof bolting. Since 2008, Anglo American and Fletcher® have been working together to develop a new roof bolter concept that is safer and more ergonomic while maintaining current production rates. The recognized types of machines currently used in South Africa are always under constant review for improvement; however, there are limitations to the current design. The majority of the machines in South Africa are the “Man in Position” roof bolters. There are currently over 200 of these roof bolters in South Africa, with the bulk of the machines being twin-boom units. When operated correctly, these machines are safe, versatile, reliable and productive. However, with the operators located close to the drilling and bolting operations, they can be exposed to operational hazards. In addition, the major amount of material handling can be quite difficult on an operator. Anglo American, with a desire to improve safety, approached Fletcher to develop a remote style machine with simplified controls that maintained the productivity of the twin-boom machines. After several prototypes, the current model was developed. The chassis was designed for better operator comfort. A dual mast drill module was implemented to reduce the total time to bolt a cut. A remote operator’s station was incorporated to remove the operator from the front of the machine. The design was all about producing a safe and ergonomic machine from front to rear. This paper will explain the evolution and technological advancements from earlier prototypes to the current production machine. INTRODUCTION With mining, especially coal extraction, comes the necessity of supporting the roof. Since the 1950’s, the primary method for roof support has been the use of roof bolts. Roof bolting is considered one of the most hazardous jobs in underground coal mining. In 2004, there were 3,405 injuries reported to MSHA (Mine Safety and Health Administration). Of those injuries, 17 percent were associated with bolting machines (593 injuries). The majority of the injuries resulted from rock falling from supported roof. However, injuries involving a part of the body being struck by, or caught between, during bolting and drilling occurred with relatively high frequency (Burgess and Steiner). Roof drilling and bolt installation is labor intensive and repetitive. These labor intensive and repetitive requirements can lead to cumulative trauma. Operators are expected to perform a considerable amount of lifting, carrying, bending, reaching and stretching. Back and shoulders become sore from bending and twisting to install bolts or lift and position drill steels, wrenches and bolts. Confined operator spaces also contribute to difficult and awkward working positions for the operators (Cornelius and Turin)."
