Although fluorspar is considered an industrial mineral by usage and value, its geological occurrence and the mining and milling methods employed make it more akin to the non-ferrous metal ores. Likewise methods of exploration for it are more like those used in the search for lead and zinc, with which fluorspar is often mixed. In fact, it often takes the mixture of fluorspar, lead, zinc, plus maybe barite to add up to enough recoverable values to make the mineral an ore by definition. This is so true where the fluorspar portion is low grade, perhaps less than 25 percent. Until the development of modern steel milling in World War I times, the invention of aluminum smelting, and development of the fluorine chemical industry and air conditioning, there were few uses for fluorspar aside from ceramic fluxes in the flint glass industry and for uses as glazes for pottery and china. Pure fluorite crystals have long been admired as semi-precious and ornamental minerals of many delicate colors.

For the mining industry, the Internal Revenue Code and regulations offer a range of choices in arriving at the allowable depletion. Each case is essentially unique. Two prerequisites can optimize these opportunities: communications between the mining company's tax specialists and its technical staff; and an understanding of IRS definitions. For the latter, a logical starting point is consideration of exploration and development, since they precede production and depletion is unallowable prior to production. Criteria for selecting engineering and accounting options for exploration and development indicate the necessity of interaction between these company functions to achieve the most favorable tax position.

My subject today is "Drilling-and-Blasting of Small Rock Tunnels". I am sure that there will be some people, primarily college students but perhaps Consulting Engineers, who will say: "Drilling-and-Blasting? I thought that went out with the invention of the Tunnel Boring Machine". A few years ago I talked to Dick Robbins and he told me that they did not try to sell a "Robbin's Mole" unless the tunnel was two miles long. For easy calculations I use 10,000-ft. (3km) A Mole today costs about $2 million which works out to $200 per lineal foot. This is "front money". You cannot place the order unless you are the uncontested low-bidder and then you must wait at least six months for delivery. Of course you can use that time to square up your portals, ready to turn-the-eye, or maybe you have shafts to sink to reach the tunnel grade. But this is "dead-time" and it is a heck of a feeling to have a job and cannot get started on it until you get the Mole. I do not have the American figures on lengths of tunnels but there was an article a few years ago in a British magazine: NEW CIVIL ENGINEER, on this subject. This stated that 75% of the jobs in Britain which were bid were for small tunnels, 10-ft x 10-ft (3m x 3m) or smaller, and that they were less than 5,000-ft (1.5km) in length. This does not mean that 75% of the footage in Britain was less than 10-ft in diameter. It means that 75% of the jobs being bid were less than a mile in length. Because conventional (physical) methods of ore dressing are not suitable for reducing the phosphorus contents of high-phosphorous manganese ores from Andhra Pradesh (AP) and the adjoining area in southern Orissa, India, the adoption of chemical methods becomes imperative. An attempt was therefore made to reduce the phosphorus content of partially beneficiated manganese ores from AP by roasting with sodium carbonate and then leaching with hot water. However, due to the higher phosphorus contents of the manganese ores from Nishikhal mines in southern Orissa, and because of their apparent resistance to dephosphorization by roasting with Na2CO3 alone, a mixture of Na2CO3 and NaCl was found to be necessary to reduce the phosphorus content to below 0.15%. Free-energy calculations at 700°C and above indicated that Na2CO3 (or Na2O as the active component) is a more active reagent than NaCl. Various process parameters, such as the temperature and time of roasting, the amount of sodium carbonate and the temperature and time of leaching, were studied to arrive at the optimum conditions for dephosphorization.

Recently, the President of the Portland Cement Association, Robert D. Maclean, gave the keynote address at the Rock Products Eighth International Cement Industry Seminar. He said, after listing the seven plagues our industry is suffering, "none of these items I have listed is a sales or marketing problem. Further, none is a problem that can be relegated to long-term study by public or private research agencies. They are here-and-now problems to be faced daily by producers, researchers, equipment manufacturers and consultants. THE DAY OF THE PRODUCTION MAN IS HERE." (1)

John C. Greenway was responsible for much of my success in the seven years from what I called the end of my apprenticeship in exploration until I entered the Army in World War I. I first met Green- way on my return from Promontorio and, as he was replacing Powell, he was to be my boss. Even at first glance you couldn't help liking and trusting him. He was tall, well built, and erect-an old Yale athlete. After college he became a captain in the Rough Riders and a friend of Theodore Roosevelt, distinguishing himself in the Cuban campaign. He made good friends in all ranks of the Rough Riders, some later becoming leaders of industry and others following Greenway where-ever he went. After the Spanish War Greenway worked for iron mining companies around the Great Lakes and when the directors decided that Calumet and Arizona needed a new manager the ones who were also prominent in Oliver Iron Mining Co. selected Greenway It was a lucky choice for Greenway and for me. He became the best manager among those who ran the big copper mines He was open-minded in encouraging discussion and even opposition-until he made up his mind. Then, in military fashion, everyone must follow his decision without question. I think this is an essential of good management. Unfortunately a few did not feel this way and they had to leave. It was characteristic of those times that respect for the boss was so great that in the 16 years in which he was one of my best friends I, like all under him, always called him "Mr. Greenway." Soon after he arrived Greenway asked the leading mine operators in the southwest, Dr. Louis D. Ricketts and James S. Douglas, son of the Dr. James Douglas who had made Phelps Dodge great, to do special work for Calumet and Arizona. I found later that the object of the study was to determine the terms on which the half-dozen Warren District properties of Calumet and Arizona were to be joined in one

The present trend toward concentration of mining activities into fewer sections of a coal mine and application of automation and remote control technologies favor utilization of the longwall mining method. Longwall mining also offers the potential for improving safety and productivity, better ground control and higher levels of recovery. The production potential of a longwall operation is determined by the interaction of several factors including the rate of face advance, the thickness of extraction, the speed of cutting and hauling equipment, the physical dimensions of a longwall panel, and the reliability and availability of the equipment. Some of these factors are dictated by the environment in which the extraction process is to be undertaken. Some other factors, however, can be manipulated in order to optimize the production of the system. The objective of this paper is to develop a stochastic model to simulate the production operations in longwall mining. The activities and parameters that affect the production potential of the longwall operations and the relationships between the activities are identified. An attempt is made to verify these relationships through the use of existing data. The model is then used as a computer simulator to investigate the effects of various activities and parameters on the production capacity of a panel.

It can be useful to model the mean grade values for a metal in mineral deposits containing that metal as representing the extreme value tail of a lognormal frequency distribution for the concentration values of the metal in rocks of all types. Results for copper and zinc in the Abitibi area of the Canadian Shield are compared to results previously obtained for the Canadian Appalachian Region. The lognormal model is also applied to a set of 162 large gold deposits in the Abitibi area. In the second part of the paper, 1311 large and small gold deposits in the Abitibi area are modelled as discrete events. By means of a newly developed spatial clustering model it is possible to predict the variances of random variables for frequencies of deposits in cells of different sizes.

H. P. Ferri I refer to the article "Degradation Process in Coal Slurry Pipelines" by M.G. Ayat and B.C. Scott in the September 1988 issue of Mining Engineering. I would like to congratulate Dr. Ayat and his colleague on a very interesting and valuable piece of work. This article is an excellent one, describing a real phenomenon that has been ignored for so long. I do, however, have an objection. The article fails to address the degradation process when coal is processed or transported in other ways than slurry form, particularly those employed in this work. Could, for example, screening (wet or dry) have contributed to the extent of degradation? Perhaps scanning electron micrographs of the samples examined and after screening would have helped to clarify this. I would like to point out that degradation is also observed in pneumatic conveying systems, mechanical conveying, and other means of transportations employed by the mineral industry. Reply by M. G. Ayat We gratefully acknowledge Dr. Fern's comments on the subject paper. As he so rightly points out, the degradation process is a real problem, not only in coal slurry pipelines, but also in many handling and processing equipment employed by the coal and mineral industry. Scanning Electron Microscopic examination of samples may offer very little information about the extent of degradation for several reasons. One is that preparing a representative sample that has undergone degradation will be extremely difficult if not impossible. This problem is exacerbated by the fact that SEM requires only very small amounts of material for testing. Secondly, there is a sample preparation step involved in the SEM examination and, as such, it would be very difficult to associate the extent of degradation to either sample preparation or handling and processing operations. Finally, it is probably worth mentioning that degradation is a multi-faceted phenomenon involving many natural and man-made factors. The logical approach to this problem would, therefore, seem to be a "one-step-at-a-time" approach.

The disposal of hazardous chemical wastes will be one of the major environmental issues of the 1980's. Approximately 50 million tons of hazardous wastes are produced yearly. One of the major aspects of the problem is the siting, design and construction of environmentally acceptable disposal facilities to accommodate this huge volume of material. Surface mines have been considered attractive for development as disposal sires for several reasons: 1. Surface mines represent an open pit that can conveniently serve as a repository for wastes. This could represent a significant economic savings when compared with sites on undisturbed lands chat might require extensive excavation or embankment construction.

Section 516 of Public Law (PL) 95-87, commonly known as the Surface Mining Control and Reclamation Act of 1977 (SMCRA), requires that underground coal mine operators must "adopt measures consistent with known technology in order to prevent subsidence causing material damage to the extent technologically and economically feasible, maximize mine stability, and maintain the value and reasonable foreseeable use of such surface lands, except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner..." Implied in the constraints of Section 516(b)(1) of SMCRA is a determination of what constitutes "material damage" to surface structures, renewable resource lands, and the capacity for sequential land use following underground mining. The authors have already briefly addressed the subject of damage criteria in relation to surface structures (Bhattacharya et al, 1984). In this paper, an attempt is made to provide quantitative guidelines to ascertain material damage to renewable resource lands, although the data available to establish these criteria are considerably more limited than is the case for surface structures. Besides, many more variables influence the severity of the impact at a given site, making the task of assigning stringent ground movement limits even more complex. This often necessitated use of professional judgement and occasional reverting to a qualitative approach. Hence the reader is cautioned at the very outset that the quantitative limits presented herein are approximate and are primarily intended to serve as rough guides for ascertaining the extent of damage to the renewable resource lands under consideration, and that depending on site-specific conditions the actual damage incurred may differ significantly from that predicted by the proposed criteria. The authors, however, feel that the criteria suggested are somewhat conservative, but realistic. The actual damage observed should generally be less severe than predicted by these criteria. It may also be clarified here that the term "subsidence", as used in this paper, implies the total phenomenon of surface and subsurface effects associated with the mining of minerals and not only the vertical displacement of the surface as is sometimes inferred in the literature.

In 1962 a computerized data processing system was first installed and programmed for the grading of direct-shipping iron ore from the Sept-Iles terminal of the Iron Ore Company of Canada. Over the years several changes and improvements have been incorporated into this system. It is the purpose of this paper to describe its present operation and features. Sept-Iles is located on the north shore of the St. Lawrence River, 500 miles north east of Montreal. The direct-shipping ore is received by railroad from Schefferville, 320 miles to the north in the Knob Lake Iron Range of New Quebec and Labrador. The shipping season extends from mid-March to December. The maximum tonnage handled in this period being 13,045,000 long tons in 1959. Crude ore receipts for 1974 amounted to 6,568,000 tons of direct-shipping and 4,700,000 tons of plant feed material from Schefferville. This was augmented by 4,447,000 tons of concentrate and 7,572,000 tons of pellets from Labrador City 200 miles north of Sept-Iles. The direct-shipping ore has come from as many as ten mines, and grade variations, even-within the same mines, have been sufficient to require blending for uniform, acceptable cargos. Shipments of low phosphorous, non bessemer and manganiforous iron ore are made, to Canada, the United States, Europe and Japan with grade variations to meet customers requirements.

INTRODUCTION Construction is underway on a laboratory cavern 713 m below surface at the Soudan Mine, Tower-Soudan State Park, in northeastern Minnesota. The 13.9 in wide by 11.6 m high by 71.8 in long cavern will provide a laboratory space for basic research in physics, in which experiments can be conducted with greatly reduced interference from cosmic radiation. A first generation experiment, called the Soudan 1 detector, is currently operating in a converted drift 591 in below surface at the mine. The initial phase of the Soudan 2 detector will be an 1100-metric ton unit, which will occupy approximately a 19 m length of the cavern. Control and monitoring equipment will be in a prefabricated shop office enclosure erected in the cavern. The location and planned usage for the laboratory cavern present special excavation, lining, and outfitting requirements. Temperature and humidity control, a relatively clean dust-free environment, and a long service life are required. Low cost and risk to the owner were basic requirements due to the nature of the funding. The most common type of site selected to meet these two constraints is either an operational mine or a civil works facility such as a road tunnel. There are often serious problems for such laboratories because of ongoing operations such as blasting, hauling, etc. Most of these problems do not exist for the Soudan 2 laboratory because the mine is used as a historical site with regular tours only in the summer season. In the garden of national problems recognized by the American public, imports of mineral products is a hardy perennial. Concern for the security of mineral supplies has preoccupied nations since the industrial revolution and the mechanization of warfare. Since 1973, Americans have also been sensitized to the potential economic costs of overseas mineral supply disruptions and the cartelization of foreign production. Though oil prices have plunged since 1981, the import dependency issue remains topical. Political turmoil in Southern Africa reminds us that mineral supply disruptions will occur in the future as they have in the past. Producers of iron and steel, copper, and refined petroleum products seek protection from imports on national security grounds. The Reagan administration is proposing sweeping changes in the management of the federal mineral stockpiles. s an enduring need to take stock of the mineral trade position of the United States. This article considers the changing role that the U.S. has played in the twentieth century in non-fuel minerals trade. We begin by enunciating some principles that are useful in analyzing this trade. The changing pattern of trade in the 1900-1969 period is then reviewed. There follows a more detailed analysis of mineral trade trends in the 1970-84 period. Some consideration is given in the final section to the significance of non-fuel mineral trade for the U.S. economy. THE ECONOMICS OF U.S. MINERAL TRADE The allocation of non-fuel mineral products in the United States has in this century been accomplished primarily through the market mechanism. Except where trade barriers have distorted price signals, this means that mineral supplies have been obtained from the least cost source, with little regard for their country of origin. Mineral prices facing U.S. firms are sensitive to shifts in the domestic supply and demand, but are also sensitive to economic conditions overseas. The balance of trade in each mineral product has depended on the amount that is profitably produced and consumed domestically at the world price. The nation has produced exactly as much as it has consumed only by chance. U.S. demand for non-fuel minerals is derived from the demand for manufactures, farm commodities, and other goods whose production requires mineral products as inputs. The demand for such goods can be quite volatile, and in most industries moves cyclically due to its sensitivity to the level of aggregate economic activity. The supply of mineral products depends on the cost of extracting and processing mineral raw materials. These costs do not vary greatly in the short run. Because of these attributes of mineral markets, U. S. trade in mineral products fluctuates considerably from year to year. Most of this volatility results from shifts in domestic and overseas demand and from changes in exchange rates and trade barriers. Longer run changes in the mineral trade pattern can also be discerned. These depend on secular trends in demand and in the cost of mineral extraction and processing at home and overseas. The United States was originally endowed with extensive reserves of an array of mineral-rich ores and fossil fuels. It is also a nation with an entrepreneurial climate and technological capability conducive to extracting and processing those reserves. Not surprisingly, it has at one time or another ranked among the world's leading producers of a great many mineral products. With a population that is large and an economy that is technologically advanced by world standards, the U.S. has also been a leading consumer of mineral products. Because of its voracious appetite, the bulk of mineral products produced domestically has traditionally been consumed domestically as well. Net exports have been sizable only in those industries in which the nation has enjoyed an extraordinary cost advantage. There is a saying, the greater the gratitude, the shorter the speech. That puts me in a quandary, because while I am grateful for the honor you do me today, I also want to talk about a subject very important to all of us. A few months ago, when I was asked to submit a title for my talk, I chose "Quality where it counts." I did so because perhaps the most important thing we at Amax did in our restructuring was to commit to quality in all our businesses - quality people, assets, and operations. Together, they create quality performance, which produces quality growth and increased shareholder value - our prime corporate mission. We are dedicated to quality. At Amax, quality means everything. Today, I want to discuss quality in another context - the need for it in American education and what we have to do to achieve it. If we ignore this need, we will all suffer the consequences. And they will be upon us far sooner than the next century, barely a decade away. I think almost everyone in this room works for an organization that had to restructure in the 1980s. Mining companies that did not, just didn't make it. Well, we did. As an industry, we are seeing improved profits, positive cash flow, and a more competitive position in the world marketplace. But all the restructuring we have done, all the hard work, and all the pain that was part of it, will be in vain if, down the road, we do not have the educated people we need as workers. We need them to design, manufacture, and market the products that use the basic materials produced by the mining industry. Simply put, we are at a crisis point in education today. That is no new revelation. Nearly six years ago, the National Committee on Excellence in Education published its report, "A Nation At Risk." Since then, things have not gotten better. The Wall Street Journal, Business Week, US News & World Report, and Fortune have all recently published stories about the sorry state of education in the United States. The subject has become the topic of TV talk shows as well as national commissions, and for good reason. The pool of young people entering the US labor force is dwindling. In the next decade, 10 million fewer will enter the job market compared to the 1970s. But fewer of them will be qualified to do the jobs available to them. Here's why: • 20% of today's high school students drop out before they are 18 and another 20% graduate functionally illiterate; 40% of today's fourth graders think the world is flat; • 20% of today's sixth graders cannot locate the United States on a world map; • one of every three ninth graders cannot figure the change for a two-item meal - and I'm talking about a Big Mac and fries. These are not just problems of minority kids in big city ghettos. Fully 40% of all young working Americans cannot add up their lunch bill. Three out of every five college freshmen need some kind of remedial work. These statistics are frightening. Particularly so because, while the work force is becoming less qualified and our public education system is getting worse, our products and technologies are becoming more complex. We are approaching a time when we will have machines that recognize handwriting but people who cannot write. We will have technology to take voice commands, but people who do not know what they are talking about. The accelerating pace of technology is changing the nature of the job market. The fastest growing jobs now, and in the years ahead, are in professional, technical, and sales positions requiring the highest education and skill levels. Most of these jobs will require the use of a computer. Yet, 95% of today's graduating high school students have never laid a finger on a computer keyboard. As a pioneer Herrenknecht started in 2018 to automate the production of tunnel lining segments. Since then, many automation processes became state of the art. Robots cleaning and oiling the moulds, hydraulic units opening and closing them fully independently. Artificial Intelligence (AI) controls the works and ensures the quality requirements. Data management has become a massive tool from a simple data collector towards a control and optimization tool. Sensors controlling concrete maturity and supporting the precast team to optimize the concrete mix. These state of the art and new innovations will be presented in this paper.

The properties of a geologic mass may be considered from a resource or an engineering viewpoint. The primary engineering applications include ground control, excavation, bulk handling, and hydrology. This study will focus upon these areas in descending order. For an adequate geologic description, data is necessary on the following components: (1) the intact rock, (2) geologic structures, (3) contained fluids, and (4) existing pressures and temperatures, see Table 1. This information, combined with the engineering specifications, provides the basis for a formal geotechnical analysis as illustrated in Figure 1. For a structural analysis it is essential to establish the mechanical properties of the material composing the structure. This material, termed the "rock mass," consists mainly of the first two geologic components, the intact rock and geologic structures (Figure 1) Consideration of fluids will be subordinated to their role as chemical agents affecting the mechanical properties. The existence of pressures and temperatures generally lies beyond the scope of this study.

This paper describes some recent work on the identification and development of new chemical reagents aimed at improving the industrial processing of phosphate ores by froth flotation. In particular, three chemical product families which will be discussed appear to offer enhanced flexibility by: 1) utilizing a small amount of a silica control reagent which can significantly reduce the amount of anionic (carboxylic) collector required for a given P2O5 recovery level; 2) utilizing a new anionic collector family which offers high P2O5 recovery and selectivity versus standard carboxylic collectors; and 3) utilizing another new anionic collector family which has, in some tests, allowed for selective removal of dolomite from apatite. Examples and use characteristics of each of these new chemical ideas will be presented.

The mining industry’s commitment to innovation reflects a history of adopting technological advancements to enhance workplace safety, environmental sustainability and vocational training. The objective of this research was to develop an augmented- reality (AR) system for heavy-equipment operators (HEOs) in surface mining. The developed system has the potential to enhance mine safety, training and data-driven decision- making, which presents a significant step toward a more sustainable, effective and technologically driven mining training, contributing to the industry’s evolution and growth. The AR training system leverages Microsoft’s Power Platform and HoloLens 2 capacities to provide operators with detailed and immersive training guides for three mining equipment, including bulldozers, motor graders and haul trucks. AR guides combine speech controls, 3D objects, informative images and explicative videos in the real working conditions to enhance the operator’s learning process. The system has the potential to modify the training structure based on user performance and provides an efficient approach to data collection during training. This project was developed and applied through a case study in a surface mine in the Southern United States.

One might ask why someone like myself, involved in the determination of taxes, should be speaking at a "cost engineering" session of a national engineering society. While it is true that taxes, especially income taxes, whether they be federal, state, or local, are not usually thought of as a "cost" of doing business, it is equally true that these tax costs do reduce the distributable profits just as much, as the cost of power, supplies, or labor. Therefore, the consideration given to taxes is often as important as that given to other costs. Hopefully yea will recognize that, within certain limits, taxes can be controlled to an economic advantage. That question may then lead to another question: What does the amount of taxes have to do with me? I'm an engineer or manager; not an accountant or a lawyer. If I may take a few minutes of your time, I might be able to present in a brief discussion some interesting facts that will provide the answers to those questions. My discussion will be directed mainly to Federal taxes. However, much of it will be applicable to state and local taxes, also.
