To many who for years have scrutinized the US mineral supply picture, recent, often strident debate on present-day security of many critical mineral supplies echoes sentiments repeatedly expressed in the past decade by the minerals industry. At no time since the last world war has such a flurry of public concern been expressed for the economy's mineral sector. Where once mineral availability problems were relegated to the newspaper's business section or not reported at all, today comprehensive analyses of our international mineral posture are discussed in detail by some of the nation's most respected and widely read periodicals. In past years, disinterest was also experienced whenever the mining industry attempted to carry its message to Congress, the public, and the government's executive branch. Among minerals professionals, the past decade was a time of particular frustration clue to serious erosion ill US ability to competitively produce the vast array of raw materials vital to the economy acid national defense. Fervent calls for immediate attention were simply not answered. These professionals have understood that mining and agriculture are the primary sources of wealth, fulfilling virtually all needs and creating and sustaining jobs. Why then has it been so difficult to raise the consciousness of the American public, and even more surprisingly, of the government and national leadership? The answer to this question is perhaps endemic to how government functions, but pore important, it begs that mining professionals capitalize on the opportunity and the attention now at hand. Carefully conceived and implemented actions by both private and public sectors are needed more than ever before in the past 35 years. To this end, it is vitally important to seek out and resolve the root causes of supply problems and not dwell on superficial solutions. The following discussion attempts to establish a simple framework to view this process. It does not presume to be an exposition of cause and effect, but hopefully identifies some needed steps. Growing Awareness in the 1970s Of all events stimulating current concern, certainly the OPEC oil embargo has left the deepest impression. It was inevitable that after such a shock, man. Americans would begin asking whether the US was as vulnerable to cutoffs of minerals as it was to oil cutoffs. Then, when serious trade security questions surfaced in sonic mineral-rich nations in Africa and the Persian Gulf, the ominous term ''resource war" began to be heard. Countries such as South Africa, Zaire, Zambia, and Zimbabwe have suddenly become key areas for testing our national security resolve. As the US witnesses the influx of Marxist influence in many sub-Saharan exporting nations and the rising threat to free world access to critical materials and energy, the assurance of adequate supplies is becoming a national issue at last. The US is now learning that self-sufficiency for many vitally important mineral commodities has vanished. Of course, it did not vanish overnight; it had been leaking away for years, and the trend was noted by industry and a few in government. Within the minerals community, suspected weaknesses in America's resource posture were sought and found. As a result, the country's heavy reliance on foreign sources fur more than a score of minerals, many extremely vital to security, has been forcefully documented and the case for drastically altering the supply unbalance hits been proposed. The renewed concern for national defense is central to almost all proposals for minimizing US foreign mineral dependence. It is not surprising that many of the voices heard today on the dependency issue are active members or alumni of the militate establishment. Unfortunately, their almost total focus on the security aspects of dependency has tended to obscure important underlying issues which are not directly defense-related. Some of the proposals advanced might mitigate the deeps-dency problems, but they still fall short of curing the underlying problems that have led to a steady loss in mineral self-sufficiency. In almost all instances these problems call be traced to increasing government influence on the free market minerals economy. Some national security proponents seek to attain total self-sufficiency in minerals. Such arguments must he tempered by existing realities. It is easy to demonstrate that the US obtains substantial quantities of sonic essential minerals from potentially insecure sources abroad. That the US will continue to do so in the foreseeable future is not in doubt Uncertainty begins, however, when we try to interpret the significance of these facts. It is important to understand that mineral dependency does not irrevocably lead to vulnerability. Unlike oil, no mineral commodity combines the same degree of universal indispensibility and centralized foreign control of supplies. Moreover, although many US-required minerals are produced by fewer countries than export oil, those minerals cannot approach petroleum in economic or industrial importance. Finally, most foreign supplies come front friendly, secure nations such as Canada, 'Mexico, and Brazil. This, aid more, constitutes a vital element in US economic health as a world trading nation. It is difficult to simulate properly the vibratory transport. One does not know how to describe the influence of a bulk material layer on the transporting trough. There are few approaches, but none is satisfactory enough. Author proposes to apply a model of a dynamic dumper which simulates periodical collisions between material and the trough, when they are coming to the contact after the free flight of material above the trough. Computer calculates average speed of transported material and handling output as well. When the quantity of material on the trough is known, then the force of the dynamic dumper could be calculated. This force together with the exciting force of the vibrator are introduced into equations describing the model of a mutti- mass conveyor. The basic goal of simulation is to find the required exciting force and the power of an electromagnetic vibrator. it is possible to find optimal data of designed elements of vibratory conveyors as well.

It is a recognized fact that a good maintenance program is a pre-requisite for minimum delay costs and maximum availability of equipment. To develop such a program and to make it effective, one must establish detailed instructions pertaining to inspections, lubrication, servicing, and/or replacing of various parts. A schedule must also be established for these maintenance checks, whether they be weekly, monthly, or whatever period is essential for the equipment. The number of tasks to be performed becomes monumental, and the administration is beyond error-free human capacity. It is for this reason that the computer must be an essential element in any efficient and economical preventive maintenance program. The evolution of a computerized maintenance program began some 18 years ago in the Mining Division of USSteel. It started with a manual system of preparing cards containing preventive maintenance instructions that had to be performed on some regular basis. We were very quickly overtaken by the massive task of administration and distribution of instruction cards to the users. The task became insurmountable as more mines were added to the system, mines that were spread over a large geographic area. It also became evident that the ability to make changes in equipment assignments and in the "what to do" instructions would require more time than had been anticipated.

This process can be sped up using the Theory of Constraints to isolate the bottleneck mining activity and simplify the mine schedule process. Three dimensional surface approximations are important means of evaluating physical and environmental factors that affect surface coal mining and reclamation. Computer approximated surfaces are projected as an array of square grid cells where individual cells define each parameter value respective to locations on the grid. Grid surfaces or grid cells within a surface can be compared or modified through application of standard mathematical functions. Surface approximations can be used to define the quantity and quality of marketable coal and to evaluate thickness and quality of overburden. Surface approximations also can be used to evaluate overburden swell factors wherein changes in post-mine topographic relief are related to expansion of unconsolidated materials in the backfill. Application of computer approximated surface to analysis of approximate original contour (AOC) standards allows an assessment of the quantity and geographical displacement of overburden and the distribution and numerical level of slope.

The focus within the economical optimization of projects, which are conducted underground, shifts more and more towards the conduction of construction work underground. Underground operations can be defined in a wide range of various projects, from underground mining tasks to the construction of engineering structures. Within these projects the conduction of construction work cannot only be defined as absolutely necessary, but sometimes also as optimizing for underground processes (e. g. installation of workshops underground to support the mining processes). Even though the conduction of underground construction might cause positive outcomes concerning the productivity, it also tends to be challenging due to local (sub-surface) conditions and influences. To minimize the risk of failure and sudden events within in the conduction of construction work underground, the tool “work preparation” shall be used. Under the given constraints, such as local influences, expected construction work and set time frame, the conduction of the construction work will be planned in advance by consideration of the construction logistics as well as the selection of a fitted construction technique. PROBLEM DEFINITION Economic Challenges - Raw Material Extraction Enterprises in the construction, mining and raw material extraction industries are increasingly under the pressure to perform economically to sustain their position on the global market. Profitability, efficiency and productivity are the basic conditions to be an active participant on the global market as well as a business partner and contractor for mining and construction projects or projects related to the extraction of raw materials. The completion of large-scale as well as common construction projects above ground has been under the pressure to minimize costs and time whilst maximizing the potential outcome, in the meanings of quality and economic gain, for more than a decade now. Whereas the construction industry has to fight the competition on the market with efficient project outcomes, the mining industry has to find ways to perform efficiently to further conduct the extraction of decreasing raw material deposits. The ongoing exploitation of existing raw material deposits to satisfy the constantly increasing raw material demands world-wide, led to the predicament that economically mineable deposits have decreased dramatically. Even tough mineral deposits do still exist on a global level, near-surface deposits decrease rapidly. Therefore, the extraction of raw materials within mining operations will be relocated further away from the surface in greater depths. With the growing distance from the surface to the mineral deposit, the extraction costs will increase many times over. With that in mind, the extraction costs will increase whilst the economic efficiency will decrease. The extraction of certain deposits will no longer be profitable with the common approach. To further extract raw materials efficiently even in greater depth, companies have to change their practice in different ways. That leads to the fact, if the deposits are in the depths, where the extraction processes won´t be economically, other (support) processes have to be in order to guaranty an economical corporate process itself. This precept will divert the focus from the actual mining process to support processes, where potential for optimization still can be found, as shown in figure 1.

Presented is a thermodynamic feasibility analysis of extracting base metal chlorides from low-grade, multi-metallic oxide ores using CaC[1]2 as a chlorinating agent in the presence of SO2 and O2. The oxides react to form corresponding chlorides, while CaC[1]2 is converted to CaSO4. The Ellingham diagram is used for comparing the standard Gibbs' free energy change for the sulfation-chlorination reaction of a large number of oxides. Except for alumina, silica and chromia, most of the other metal oxides will be converted to their respective chlorides. The volatile chlorides can be condensed, and the chlorides present in the condensed state can be leached. A process is proposed that uses a nontoxic chlorinating agent and gives an efficient separation of the metallic values from the gangue.

Introduction Although innovative coal extraction technology can be approached from many angles, this paper focuses on three: innovation in response to rising costs, to changing mining conditions, and to regulatory issues. Before exploring these three subjects, however, a basic question needs to be raised. Why Innovation? Coal is widely heralded, and quite correctly so, as the United States' "ace in the hole." It has been said that the U.S. is to coal what the Arabs are to oil. The implication is that we have nearly inexhaustible reserves - that coal is cheap, plentiful, and easy to extract. Indeed, because our current productive capacity is estimated to be 15-20% greater than demand, we have been given a false sense of security about the ease of future coal extraction. Therefore, innovative measures are being concentrated on developing technologies for the demand side of coal, including power generation, synthetic fuels, and industrial applications. What is often forgotten is that the unit cost of producing energy from these new technologies depends critically on the cost of the coal feedstock -in some cases the coal consumed accounts for more than one-third the total cost. Thus, while the developers of the end-use technologies struggle to improve the overall thermal efficiency of their process by one or two per¬centage points to make the energy produced competitive in the marketplace, they often are unaware of the risk of a 3 to 6% increase in coal costs wiping out the expensive, hard-earned results of their research. Energy planners are just beginning to realize that coal is not a uniform commodity available at low cost in infinite quantities. Coal is a heterogeneous material whose cost and quality vary widely with local conditions. To produce the massive amounts of projected coal-based energy at reasonable costs, we urgently need devel¬opments in extraction technology, as well as in end-use technology. Thus, coal extraction, coal conversion and utilization, and end -use energy consumption must be viewed as highly interdependent parts of an energy supply network (Fig. 1). And current emphasis on conversion and utilization must be balanced by more emphasis on upstream technologies, including coal extraction. Even more important, the impacts of innovation (or the lack thereof) in any one technology area in the energy supply network need to be discussed and understood by those working in each of the other areas. Why innovation in coal ex¬traction technology? Figuratively, we are all in the "coal boat" together - geologists, miners, transporters, processors, power producers, distributors, and consumers. Innovation is required from each of these sectors to overcome the obstacles that prevent greater use of our most abundant national energy resource. All other links in the coal energy supply network depend on large volumes of coal produced at reasonable costs. Declines in productivity, therefore, must be reversed; the more difficult mining conditions that will be encountered call for new methods and equipment, and regulatory issues must be resolved if the coal ex¬traction link is to be a strength rather than a weakness in the planned U.S. transition to an economy based more on coal and less on imported petroleum. The recent shale gas revolution in the United States has led to the drilling of hundreds of unconventional shale gas wells in active and future coal reserves in traditional coal-mining regions of Pennsylvania, West Virginia, and Ohio. This paper summarizes the impact of a shale gas well breach on the mine ventilation system of an operating longwall panel. This study utilizes a 1:30 scaled Longwall Instrumented Aerodynamic Model (LIAM) to simulate a single-panel longwall operation. The LIAM will be utilized to identify flow pathways and distribution patterns of gas from breached gas well scenarios in an operating longwall in the Pittsburgh Coal Seam. Sulfur hexafluoride (SF6) tracer gas is utilized to simulate a breached gas well. Preliminary findings suggest that the breached gas is diluted to regulatory levels and does not accumulate in the mine entries or in the longwall gob when the longwall panel is adequately ventilated. Overall, this study characterizes the potential interaction between shale gas wells and the mine environment in the event of a gas well breach, which provides critical information to the industry and regulatory agencies for improving safety, health, and welfare of miners.

In August, 1977, the Federal Surface Mining Control and Reclamation Act was signed into law [I]. It stated that: "The Congress finds and declares that because of the diversity in terrain ... and other physical conditions in areas subject to min ing operations, the primary governmental res- ponsibility for developing, authorizing, issuing, and enforcing regulations for-surface mining and reclamation operations subject to the Act should rest with the States." Section 516 of Title V (Control of the Environ mental Impacts of Surface Coal Mining) of the Act deals with the surface effects of underground coal mining operations. "Each permit issued under any approved State or Federal program pursuant to this Act and relating to underground coal mining shall re quire tfieoperator to adopt izeasures consist ent with known technology in order to prevent subsidence, causing material damage, to the extent technologically and economically feasible, maximize mine stability, and main tain the value and reasonable foreseeable use of such surface lands, except in those instances vhere the mining technology used requires planned subsidence in a predictable and controlled manner: Provided, that nothing in this subsection shall be construed to prohibit the standard method of room and pillar mining. "

The existing Hetch Hetchy water system, owned and operated by the San Francisco Public Utilities Commission (SFPUC), serves 2.4 million people within the San Francisco Bay Area. The system has existing 1920s-era pipelines crossing under the Bay that are vulnerable to seismic damage from the nearby San Andreas and Hayward fault zones. The SFPUC plans to replace the pipelines with the first TBM-driven tunnel underneath the San Francisco Bay. The tunnel will be constructed using an Earth Pressure Balance machine. The new tunnel will pass under environmentally sensitive habitats and will be approximately eight kilometers (five miles) long with no intermediate shafts. The project challenges will include tunneling through a prominent buried bedrock ridge that transects the alignment and through soft soils under the Bay. Seismic performance criteria include maintaining service flows after a large earthquake on one of the active faults in close proximity to the project site.

This first section of case histories of mineral discoveries, Vol. 3, covers some of the milestones in porphyry copper and skam exploration successes. It was during the era of these discoveries that large, complex exploration departments emerged as permanent adjuncts of large mining companies. The discoveries helped shape how and where exploration activity was conducted. Probably the most important factor in exploration success is management. Few management people are mentioned in this section or in any exploration history, yet the distinction between success and failure ultimately rested with the decisions they made. One of the most successful groups was initiated by Roger Straus and Herbert Brownell when they sought to make Asarco into an important metal producer. Relying on Clem Pollock and L.H. (Bill) Hart to identify and push worthwhile projects, the Asarco management remade the company. Asarco will benefit from exploration successes com- pounded by that team for years to come. Duval is an example of a management that decided to add metal production to its industrial minerals output. When Page Morris was president, that company opened three major porphyry copper mines and became an important factor in metals. Under the Monis management team, Duval became a leader in exploration. At the other end of the scale are managements that snatched defeat from the jaws of victory and by so doing changed the character of their companies in other ways.

The problem with best practices occurs when they do not work. This happens when the seldom-stated assumptions underlying the practice are not met. This paper provides some examples for the mining industry: (1) when core splitting is inappropriate, (2) when the use of fire assays for placer samples is inappropriate, and (3) when high-grading may be acceptable. Geologic conclusions are, in the final analysis, expressions of judgment predicated upon knowledge and experience. A geologic conclusion, however, purports to be more than an arbitrary determination—it is reached as a consequence of method. No specific method is required, but the method used must be an orthodox method, in accordance with orthodox definition of terms, and the one best adapted to the dealing with the questions asked about the property in question. Whether the so-called “best practice” is really applicable to the job at hand must be decided on the basis of professional scientific judgment. When one decides to deviate from a published “best practice” for sound scientific reasons, describe in detail in the report what the so-called “best practice” is, why it was inappropriate for the project, and why the method used was better. If one becomes aware that a “best practice” is being proposed, actively urge those proposing it to include in its description the underlying assumptions that must be met in order for the “best practice” to be valid.

INTRODUCTION The Waste Isolation Pilot Plant (WIPP) is currently being constructed for the United States Department of Energy in SE New Mexico. The purpose of the project is to store low level transuranic waste in an underground environment which will ensure a safe atmosphere for the life of the stored waste. Ohbayashi was contracted by the DOE to sink two shafts and underground drift development which will be used to conduct a series of long term experiments in order to finalize the suitability of the geology and the environment for the transuranic waste storage. The two shafts sunk at the WIPP site were excavated around a borehole by conventional methods. The excavation around a borehole eliminates some of the established blind bottom sinking techniques, but creates unusual problems which must be pre-planned and scrutinized closely. An analysis of the slashing to the borehole technique will be given. WASTE SHAFT The waste shaft (w/s) is 5.8 meters (19 feet) in diameter and will be used primarily to transport the radioactive waste to the underground storage area. A pre-existing 1.83 meter (6 feet) diam borehole was taken to a depth of 655 meters (2150 feet) to the existing drift; at this level, a 38 meter (125 feet) sump was installed using blind bottom sinking techniques. Cement production involves the processing of raw materials that contain - Si02, A1203, Fe203, CaO, MgO, LOI (loss of ignition), S03, K20, Na2O, Ti02, P2055 and Cl- to produce the synthetic mineral mixture called "clinker". The use of other additives - sandstone, flyash, iron ore, and clay - is also mandatory in order to achieve the optimum blending requirements of cement. However, the use of these additives needs to be minimized due to their significantly higher costs ($/Ton). This paper presents a mixed integer programming (MIP)-based optimum quarry scheduling algorithm, which is used to generate quarry plans, satisfying geometric and production capacity constraints while providing minimum cost/optimum blend of raw materials mix to a cement plant. The benefits of this new methodology are demonstrated on a case study.

Wollastonite, named after W.H. Wollaston, an English chemist and mineralogist, is a calcium metasilicate having the chemical formula CaSiO2. Although it is a unique mineral, wollastonite has a short history of industrial use. Wollastonite is the only naturally occurring, nonmetallic, white acicular mineral. Its acicularity is the main reason for its ascendancy in the late 1970s and 1980s as a reinforcing filler and as a replacement for short-fiber asbestos and short-fiber milled fiberglass. Wollastonite is used in applications ranging from bowling balls to automobile fenders, from ceramic tile to automobile brakes, and from thermal insulation board to protective industrial coatings. The United States is the largest producer of wollastonite, with China, India, and Finland as the other three major sources. The United States, Europe, and the Far East are where most of the production is consumed. Geology Mineralogy and Physical and Chemical Properties Wollastonite, a member of the pyroxenoid mineral group, has the theoretical composition of 48.3% CaO and 51.7% SiO2. Iron, manganese, magnesium, or strontium may substitute for some of the calcium. Commonly associated minerals include garnet, diopside, calcite, quartz, epidote, apatite, and sphene. Some of the physical properties of wollastonite are listed in [Table 1]. Wollastonite is largely chemically inert; however, it can be decomposed in concentrated hydrochloric acid. Some wollastonite will fluoresce under shortwave or longwave ultraviolet light, or both, with colors ranging from pink-orange to yellow-orange and, more rarely, bluish green. In addition, wollastonite may show phos¬phorescence. Because of its unique cleavage properties wollastonite breaks down during crushing and grinding into lath-like or needle-shaped particles of varying acicularity. This particle morphology imparts high strength and is therefore of considerable importance in many of the markets for wollastonite. The acicularity of particles is defined by their length:width, or length:diameter, ratio (i.e., aspect ratio). Individual particles, even the smallest ones, commonly ex¬hibit an aspect ratio of 7:1 or 8:1 and have an average diameter of 3.5 gm. Low aspect ratio products (powder wollastonite, or milled grades) with 3:1 to 5:1 aspect ratios are used as general fillers, in ceramics, and in metallurgical fluxing. High aspect ratio products with ratios of 15:1 to 20:1 are used as functional fillers for rein¬forcing thermoplastic and thermoset polymer compounds and as a replacement for asbestos. The dry brightness and whiteness of wollastonite are also important in determining its suitability for certain filler and ceramic applications. When pure, the mineral is brilliantly white, but impurities may color it cream or gray. Brightness is determined by measuring the reflectance of finely ground powder against a stan¬dard that is assigned a brightness of 100. Magnesium oxide and barium sulfate are the two standards used. G.E. brightness, a term used in North America, refers to brightness measured with a Gen¬eral Electric reflectometer. Commercial wollastonite products usu¬ally have a G.E. brightness ranging from 85 to 95. The Hunter method is also used to measure the brightness of wollastonite. Loss on ignition (LOI), another important property in determining applications for wollastonite, is the amount of volatile matter driven off when the mineral is heated to 1 000°C. Com¬mercial wollastonite products have an ignition loss ranging from 0.5 to 2.0%. Wollastonite's naturally high pH of 9.9 (10% water slurry) is of major importance to its use in the coatings industry. Coatings formulators use milled grades as a pH stabilizer in interior and exterior PVA (polyvinyl acetate) and acrylic latex paints. There are two polymorphs of calcium silicate: wollastonite, a low-temperature form, and pseudowollastonite, a high-temperature form. Conversion of wollastonite to pseudowollastonite occurs at about 1 120°C and results in an increase in the coefficient of expansion and a color change. Pure white wollastonite may change to a cream tint or to various shades of red or brown. This color change is thought to be due to the presence of iron and/or strontium.

To help focus production and maintenance budgets, mining executives are increasingly turning to production metrics to make key decisions. Role of mine and mill data Companies employ a variety of information systems to allow employees to accomplish their operational tasks, and each worker is focused on the metrics, or key performance indicators (KPI), for his or her individual function. For example, machine operators monitor throughput and cycle time to keep the machines running continuously and to meet daily production quotas. Meanwhile, the maintenance teams monitor machine performance, overall equipment effectiveness (OEE) and meantime between failure to predict and help prevent downtime.

Management teams at mining companies begin to ask themselves whether to take a company public and, if so, how to do it as they approach the normal threshold for going public in terms of revenue and operating performance. Today, the expense of going public generally suggests the company has at least $20 million in annual revenue and at least $2 million in cash. The revenue number can be lower for mining companies with large reserves. In order to properly attract the investing public, the company must also be operationally strong with robust prospects. The company should have a strong management team and a consistent history of double-digit growth that will continue into the foreseeable future. Assuming the thresholds are met, a company?s management needs to weigh the pros and cons of going public.
