In the Frick District of U, So Steel Corporation, we have had more than 37 years of experience in the use of multiple-fan ventilation systems, in our coal mines. In our Colonial field, with a long belt installation, we have mined 85 million tons of coal with the use of the multiple fan system of ventilation. In our Palmer field, with the use of the same arrangement, we have mined 90 million tons of coal--a total of 175 million tons without one accident attributable to improper mine ventilation. The same system, fundamentally, has been installed in our expanding Robena operations and at its present stage of development we are using eight fans to ventilate this area. To date we have mined 55 million tons of coal with very encouraging results and again without any accidents attributable to ventilation.

The Channel Tunnel Rail Link (CTRL) will be Britain’s first major new railway for over a century—a high-speed line running for 109km (68 miles) between St. Pancras station in London and the Channel Tunnel. The new line has been under construction since October 1998 and the first phase will open in October 2003. The project includes22km of twin 7.15m ID TBM bored tunnels under London and the River Thames, and the 3km North Downs Tunnel, the first major NATM tunnel to be constructed in the United Kingdom since the collapse of the Heathrow Express Tunnels in 1994. This paper will discuss the design of these tunnels and describe the construction progress to date. The discussion will include details of segmental lining design, TBM specification, and sprayed concrete lining design.

It is a common observation that objects having, different; temperatures exchange energy by radiative transfer. The quantity of radiant energy emitted by an object is a definite function of its temperature. Therefore, a measurement of emitted radiation, by means of a calibrated radiometric instrument, provides a temperature measurement without contacting the emitting object. The physical laws describing radiant energy transfer and their application to remote temperature measurement form the substance of this paper. The energy radiated by bodies having temperatures up to 4000°C is largely in the infrared spectral region. The infrared spectral region is that part of the electro-magnetic spectrum having wavelengths longer than visible light and extending to the microwave region. The wave-lengths range from 0.7 micron (1 micron = 10-4 cm) to 1000 microns. In general, infrared radiometry deals, with the methods of measuring energy flux in the 1 to 15 micron region of the infrared spectrum.

Electronic ore sorting has been in use for over 15 years at many mining operations worldwide. Photometric ore sorting, which operates on the basis of measuring light reflectance levels of a rock surface, is in use at various locations on ores such as limestone, magnesite, gold, talc, spodumene, tungsten and coal. Radiometric sorters have been employed on uranium deposits in the western U.S.A. as well as at certain South African go1 d mines where preconcentrating gold is achieved using uranium association as a detector. A new ore sorter, employing two sensing parameters has been developed. Utilizing both photometric and conductivity sensing modes, this system has application to many gold ore types of North America. The first production machine has been installed at a gold mine near Beardmore, Ontario for the purpose of preconcentrating ore both from waste dumps from past production as well as within the ongoing mining operation.

Continuing its objective of sharing new ideas, methods, theory, and engineering developments, more than 550 members of the underground fraternity gathered in New York City for the 1985 Rapid Excavation and Tunneling Conference (RETC). Since the first meeting in 1972, RETC’S aim has been to lay a foundation of tunneling experience on which the industry could expand and develop over the years. The RETC is jointly sponsored by the American Institute of Mining, Metallurgical, and Petroleum Engineers (AIME), the American Society of Civil Engineers, in cooperation with the Canadian Institute of Mining and Metallurgy, and the Engineering Institute of Canada. The 17 sessions included 72 papers that explored up-to-date practices in the mining and civil engineering fields. Session topics ranged from geotechnical and seismic design, through design, construction, and support of underground openings, to ground water control in shafts and mine openings. Case histories of tunnel boring machines and large diameter tunnel and underground openings were also reviewed. All the papers presented at the three-day conference are valuable additions to improving the state of rapid excavation. A few sessions, however, are particularly noteworthy as they are geared to the mining industry. The two volume proceedings of the entire conference are available from SME. (See ad on page 1003).

Many in mining believe that the industry is slipping behind in public image, in public mineral education and, particularly, in mining's basic right to do business. It is critical to turn things around - to change the rules of the game soon - before mining loses any chance of recovery. In the industry's experience, there is a technique of project development and operation that can help gain ground on public opinion. Only recently has this technique had a name, and that is sustainable development. What is sustainable development? Sustainable development is broadly accepted and supported by the international business community. And significant thought and work has been devoted to the subject. Research into the topic was initially confusing because the definitions of sustainable development are written in terms the writer, and his or her constituency understands. To some, it refers to environmental protection. To others, it is about social responsibility. And to the developer, it is about economic benefit. Slowly a theme emerged from the research that seemed to be part of all the definitions. That theme has three parts. First, the development, whatever or wherever it is, must contribute economic value to the developer and the stakeholders of the development. Stakeholders in this context include employees, neighbors, residents of the surrounding area, citizens of the country, suppliers and all others affected by the development. Next, sustainable development must contribute environmental value. This means that at a very minimum it must be neutral and not cause irreparable damage. And last, and what is new for miners and most other businessmen, it must contribute real social value to the stakeholders. How to use the concept? With that three-part theme as a working definition, the mining industry must find ways to use that “the challenge is for an individual company to translate what sustainable development means for them. There is no one model..." Donald W. Gentry is president and chief executive officer of Polymet Mining and former professor emeritus of mining engineering at Colorado School of Mines. He added: "While simple to state, the concept is anything but simple to implement. Present trends indicate ... one wins the sustainable development argument by staking out the high ground early..." In other words, start using sustainable development principles at the beginning of the project. New ways of doing business The mining industry's challenge is to implement sus¬tainable development universally around the world. Paternalism as a way of doing business is dead and a new model of doing business is emerging. All types of businesses are learning to deal with the stakeholders of new developments. Mining cannot be an exception to these trends. To understand how the international mining business came to sustainable development, it is useful to look back a few years. For many North American mining engineers, there were few opportunities for foreign assignments from the 1960s to the 1980s. American companies had been asked to leave many of the Latin American countries. Africa was going through a continent-wide upheaval. The Soviet Union and China had Eastern Eu-

The United States Bureau of Mines conducted research on high-intensity magnetic separation methods for upgrading tantalum concentrates from Alabama. Process flow sheets were studied to maximize tin removal and minimize tantalum loss. Using laboratory-scale equipment, concentrates were produced which contained over 65% combined Ta2O5-Nb2O5. Up to 78% of the tin was recovered as a byproduct, containing about 70% SnO2. Only 1 to 5% of the tantalum reported with the tin byproduct. The producer subsequently incorporated high-intensity magnetic separation into its process flow sheet to provide concentrates for the National Defense Stockpile.

This paper concern the specific adsorption of sulfate anions on nonmetallic minerals and its role in flotation. The specific surface affinity of sulfate ions in various systems has been observed in the results of electrokinetic measurements that show conditions under which sodium sulfate can reverse the sign of the zeta potential. The electrical double layer model provides a means for interpreting the results and for estimating the free energy of adsorption of sulfate ions. Because of their surface activity, sulfate ions not only can function as a depressant in the flotation of oxide minerals with physisorbed anionic collectors but also can function as an activator for flotation with physisorbed cationic collectors. Their role in depressing or enhancing the flotation of the sparingly-soluble mineral barite is also explained in terms of the double layer model.

A distribution-free approach is developed for estimating a bivariate distribution function for an ore deposit in terms of the experimental grade correlogram and experimental "weight functions" of the deposit. These weight functions are calculated as part of the approximation used in the mononodal cutoff concept. Use of this method obviates the need to transform to an isofactorial bivariate model. The method is illustrated for two examples, where the bivariate distributions are supposedly known : (a) the bivariate normal distribution and (b) the bivariate lognormal distribution. It is shown that the estimate of the underlying bivariate distribution is optimal when working at the mononodal cutoff, as can be anticipated theoretically. The approximation decreases in quality on either side of the mononodal cutoff, but still remains acceptable as a first estimate of the actual bivariate distribution.

Thallium (Tl) is a highly toxic heavy metal, soluble over a wide pH range. Tl levels may exceed discharge limits in mining-influenced water associated with processing gold, lead, cadmium, zinc, and copper ores. In this work, the effect of sodium permanganate (CARUSOL® C liquid permanganate) on Tl removal from mining wastewater was studied. Factors influencing Tl removal, namely permanganate dosage/demand, coagulant and flocculant use, order of chemical addition, and co-existing metal ions were examined. The results show that permanganate addition is very effective at removing Tl to below target limits and can provide a unique solution for improving wastewater quality and optimizing overall treatment costs. In addition, several on-line monitoring techniques were evaluated for process optimization. The Hach DPD Free Chlorine method was optimal, allowing plant operators to rapidly and easily spot check effluent samples for excess permanganate dose.

At a time when the US mining industry is struggling to emerge from a lengthy recession, the burden of new, unnecessary regulations could shorten the life of, or be fatal to many domestic mining companies. The possibility of new restrictions on the use of diesel equipment operating in underground mines is one example of unnecessary regulations. These could cause serious harm to the economic health of many mining companies. Whether future health-related Mine Safety and Health Administration (MSHA) regulations restricting the use of diesel equipment are unnecessary, depends on whether these restrictions are supported by fact or created in a political environment. The mining industry has benefited from the use of diesel equipment in underground metal-non-metal and coal mines for more than 50 years. Since first introduce to underground mines in the early 1940s, the use of diesel equipment has grown in numbers and size. During this time, the mining industry in America has achieved much higher productivity rates and improved safety. Although all these gains cannot be attributed to the greater use of diesel equipment, a high percentage can be. I began my professional mining ca¬reer in 1970 working in the Missouri lead mines. At that time, the use of diesel equipment was well established in metal-non-metal mines throughout the United States and many parts of the world. As director of mining research for St. Joe Minerals Corp. (now The Doe Run Co.), I was involved in research to improve mining productivity and safety. This involved investigating the better and safer use of existing or new mining methods, products, equipment and people. Within this group, diesel equipment had the single largest positive impact.

Uranium Recovery Corporation was incorporated in the State of Florida in 1968 for the sole purpose of developing a method to economically recover uranium from Florida phosphoric acid. The preliminary laboratory work culminated in the demonstration of the process to United Nuclear Corporation in the spring of 1971. This was quickly followed by a pilot plant program to identify any unusual problems such as those arising from the day-to-day variation which occurs in a fertilizer phosphoric acid plant production system. After two years of pilot plant operation, United Nuclear Corporation purchased controlling interest in Uranium Recovery Corporation and committed several million dollars to the design and construction of the first commercial plant for this purpose in the State of Florida, or anywhere else in the United States, for that matter. After many start-up problems were resolved at the production plant located at the W. R. Grace fertilizer complex near Bartow, sustained production began March, 1971, and has continued to date. We still have some problems to solve but are currently producing sufficient uranium to make shipments to the UF6 converters for preparation of Florida uranium for use in nuclear power plant fuel materials.

Mines are filled with a mixture of gases, some of which are toxic, flammable, or explosive. Others serve as early reporters of impending problems. Mines monitor these gases in order to ensure the safe, efficient operation of the facility and avoid losses or disasters. Two different approaches to monitor these gases have historically been taken. One kind of device measures the amount of each gas present by using selective detectors (e.g. handhelds and spectrometers). Another kind separates the mixture of gases into the individual constituents, then measures the amount of each gas present (e.g. gas chromatographs). Handheld units are the most widely used, but gas chromatographs are the most powerful yet underutilized units available to enhance mining operations. There are many misconceptions about the nature, applicability and proper use of each type of device, and little data is available. Up to this point, many people had only the manufacturers? claims to guide them. This study was undertaken to clarify the range of applicability, important characteristics, and value in use of these units in real-world situations. An additional goal of the study was to provide ways to evaluate comparative data, and thus aid mining operations in choosing the most beneficial and reasonable ways to use such devices in various situations and contexts.

Spontaneous combustion is one of the most important safety issues in the global coal industry. It is considered to be a trigger for explosions in underground mines, especially for gassy mines. This thermal event is not easily detectable in the gob and sealed area. It is also a tough job to find the most likely hot point accurately. Admittedly, determination of the propensity for spontaneous combustion before mining activity should be a necessary step in the design of a mine and ventilation plan. However, due to the complexity of the chemical and physical properties of coal, spontaneous combustion has not been fully understood. According to a proximate analysis of coal, it is believed that sulfur and volatile matter in coal are the main intrinsic factors that cause the self-heating of coal. Their oxidation at lower temperatures than that of fixed carbon to initiate coal?s self-heating should be quantified. This study aims to improve the previous mathematical model developed by the authors for studying a coal?s propensity for spontaneous combustion. It enhances the model?s ability to consider the effects of sulfur, volatile matter and moisture content in the coal ? three important factors affecting a coal?s self-heating process. Based on the law of energy conservation, heat release rates for pyrite oxidation and moisture condensation are built into the model. Finally, the simulation results in terms of time versus temperature are calibrated with adiabatic testing data extracted from the literature for pyrite oxidation and moisture condensation, respectively. From the modeling results, it is found that the higher the pyrite content the coal contains and the more moisture that condenses in an environment with high relative humidity and initial temperature, the higher the potential for spontaneous combustion.

Phase III of the Orme Street Combined Trunk Relief Sewer project connects two existing 2.13 m diameter combined sewers to a new 3.66 m diameter relief sewer at 7locations along a 970 m alignment in downtown Atlanta. The alignment was enveloped by adjacent structures and utilities. The project was constructed below the groundwater table through compressible residual soil, rock and mixed face using a myriad of construction techniques, including compressed air NATM and jet grouting. Numerous design and alignment changes and accommodations for existing utilities and conditions were made during construction. The authors believe this to be the ?rst NATM project in North America utilizing compressed air tunneling.

Introduction The Sleeper mine is a near-surface gold mine located in a remote area 56 km (35 air miles) northwest of Winnemucca, NV (Fig. 1). The deposit was discovered in 1984 by an Amax exploration geologist. Favorable drilling results led to feasibility studies and metallurgical testwork. Final evaluation of the mine potential proceeded very quickly. The project received Amax board approval in July 1985. Eight months later, the process plant was fully operational. The first gold ($1 million) was shipped one month later, in March 1986. Total plant capital was $27 million. Payback was achieved in six months. The Sleeper mine was expected to produce 1.6 t (53,000 oz) of gold and 1.3 t (41,000 oz) of silver annually. However, the ore body exceeded all expectations. Production for the first 10 months of operation amounted to 4 t (128,000 oz) of gold and 2.9 t (94,000 oz) of silver. Direct cash operating costs are in the $1.77/g ($55 per oz) range. Amax is actively conducting exploration nearby for additional reserves to extend the mine's life. (See update on page 242.) Geology The Sleeper gold deposit is located on the northwestern flank of the Slumbering Hills and in the Awakening Mining District. Rocks exposed in the vicinity of the deposit are interbedded siltstones, sandstones, and limestones of Triassic age. They are overlain by latite lava flows and tuffs of Tertiary age. Dikes and sills of latite and andesite intrude the sedimentary rocks. Quaternary deposits of mostly sand with minor gravel and clay cover a pediment containing the gold deposit. The sedimentary and volcanic rock units have been transsected and offset by extensive north- northeast trending faults and less abundant northwest trending faults. Both fault systems fractured and prepared the ground for subsequent invasions of mineral-bearing hot spring geothermal waters. The hot spring systems produced widespread hydrothermal alteration and gold mineralization at silicified centers near feeder fault structures. The deposit is hosted by siltstone and latite that have been hydrothermally brecciated. The main breccia is elongated north-northeasterly. The hydrothermal breccia zones appear to dip steeply to the west. Gold mineralization consists of native gold and electrum deposited in two or more high-grade quartz-breccia veins. Three run-of-mine bituminous coals, which ranged in rank from low volatile to high volatile A, were floated at nominal -28 mesh (590 µ m), -100 mesh (150 µ m), and -400 mesh (37 µ m) feed particle sizes with selected pyrite depressants and a dispersant. For the coals tested, pyrite and ash-forming minerals were usually rejected best at a -100 mesh feed particle size. Depressant additions tended to improve flotation selectivity between pyrite and coal. When joint dispersant-depressant systems were used at -100 mesh (150 µ m) feed particle sizes, the total sulfur content of the clean coal decreased further. For a comparable coal yield, less fuel oil collector was required for the flotation of -100 mesh coal than was required for the flotation of either -28 or -400 mesh feed.

Optical smoke monitoring fills an important gap in ventilation and fire safety: namely monitoring of smoky, low temperature fires where little CO and heat are generated. Smoke monitoring also avoids the nuisance alarms due to diesel exhaust, battery chargers, blasting and welding. The smoke optical density (OD) fire alarm standard specified by MSHA presents an opportunity for improved safety. Experience of actual mine usage of the SmokeBoss*100 is reviewed, with particular regard to effectivity, maintenance and cost.

Sulfur is a nonmetallic element widely distributed in nature and of great physical and economic importance. It is the 14th most abundant element in the Earth's crust (0.06%) and an important constituent of animal and plant life. Sulfur has been known and used since ancient times for a number of medicinal and industrial uses. At present, most sulfur is used to generate sulfuric acid that is used in a wide variety of industrial processes, particularly the production of fertilizer. Because of this, sulfuric acid (and hence sulfur) consumption is often regarded as a good index of a nation's industrial development. In the past, sulfur was mined from surface occurrences in several geologic environments, and was used in relatively small amounts. With time, the uses of sulfur and sulfuric acid expanded, as has the need for larger quantities of these commodities. Sulfur is now mined from both surface and underground deposits, and is recovered as a byproduct from a number of industrial processes. Despite valiant efforts and years of work by sulfur explorationists and others, many aspects of sulfur mineralization remain controversial. Almost as controversial is the spelling of the word sulfur. The English spelling sulphur commonly is used outside America and in the American sulfur mining industry, but sulfur is the correct American spelling as approved by the American Chemical Society, the American Geological Institute, and many others. Those new to the American sulfur industry often find it puzzling to be reprimanded for using the correct American spelling. Sulfur resources are abundant and widespread, but the extent to which they can be classified as reserves is constrained by pre- vailing prices and extraction technologies. At present, sulfur can be economically mined from very few deposits. The sulfur industry is roughly divisible into two sectors: voluntary (or discretionary) and involuntary (or nondiscretionary). In voluntary production, the mining of sulfur or pyrites is the sole objective, and the recovery of the resource is as complete as economic conditions will allow. During involuntary production, sulfur or sulfuric acid (termed recovered sulfur) are produced as byproducts, and the quantity of the output is dictated by the demand for the primary product. Voluntary sulfur now accounts for only about 35% of the elemental sulfur produced worldwide, and most inves- tigators believe that voluntary sulfur will be less important in the future. Sulfur sources and products are described as follows (after Barker, 1983): Sulfur Sources: Combined sulfur-sulfur that occurs in nature combined with other elements, commonly referring to sulfides and sulfates. Cupriferous pyrites-pyrite containing minor amounts of cop- per sulfides. Hydrogen sulfide-a toxic gas that occurs in petroleum and natural gas. Involuntary sulfur-sulfur produced as a byproduct in response to legislative or process mandates. Native sulfur-naturally occurring elemental sulfur. Nonferrous metal sulfides-opper, lead, zinc, nickel, and molybdenum sulfides that are processed for their metal content. Organic sulfur complex organic sulfur compounds that occur in petroleum, coal, oil shale, and tar sands. Pyrites-iron sulfide minerals that include pyrite, marcasite, and pyrrhotite. Sulfate sulfur-sulfur contained in anhydrite and gypsum. Voluntary sulfur-sulfur produced in response to market demand. Basic Sulfur Products: Acid sludge-contaminated sulfuric acid usually returned to acid plants for reconstitution. Brimstone-synonymous with crude sulfur. Bright sulfur-crude sulfur free of discoloring impurities and bright yellow in color. Broken sulfur-solid crude sulfur crushed to -8 in. Byproduct sulfuric acid-sulfuric acid produced as a byproduct of a metallurgical or industrial process, generally relating to combined sulfur sources. Crude sulfur-commercial nomenclature for elemental sulfur. Dark sulfur-crude sulfur discolored by minor quantities of hydrocarbons, ranging up to 0.3% carbon content. Elemental sulfur-processed sulfur in the elemental form produced from native sulfur or combined sulfur sources, generally with a minimum sulfur content of 99.5%. Formed sulfur-elemental sulfur cast or pressed into particular shapes to enhance handling and to suppress dust generation and moisture retention. Frasch sulfur-elemental sulfur produced from native sulfur sources by the Frasch mining process. Liquid sulfur-synonymous with molten sulfur. Liquid sulfur dioxide-purified sulfur dioxide compressed to the liquid phase. Molten sulfur-crude sulfur in the molten state. Prilled sulfur-solid crude sulfur in the form of pellets produced by cooling molten sulfur in air or water. Recovered sulfur-elemental sulfur produced from combined sulfur sources (including byproduct hydrogen sulfide, but sometimes referring only to sulfur from fossil fuels) by any method. Slated sulfur-solid crude sulfur in the form of slate-like lumps, produced by allowing molten sulfur to solidify on a moving belt. Specialty sulfur-prepared or refined grades of elemental sulfur that include amorphous, colloidal, flowers, precipitated, wettable, flour, and paste sulfur. Strategic planning, including the process of developing competitive strategy, is an integral part of all organizational management; from one person operations to multi-national Fortune 100 firms. The structure of that process varies from decisions and direction based upon one person's intuition to the integration of multiple strategic planning groups from each of a firm's many business units. Everyone has heard interesting strategic planning stories such as the railroad industry's long term failure to realize that they were in the transportation business and not the railroad business, the decision to "give away the razors and sell them the blades", Caterpillar's "SOQ NaP" campaign (Sell On Quality, Not On Price), or the tanker industry's eventual realization that by better managing turn-around the firm could control their largest single cost: depreciation. It is important to remember that very few strategic planning decisions are going to become Harvard Business Review case studies. That fact does not, however, diminish the need for understanding the firm's business, and actively planning how it is going to remain in business in the future!
