Utah produces a wide variety of industrial rock and mineral commodities, valued in 1998 at $534 million (28 percent of the total non-fuel mineral production of Utah). Major commodities produced in 1998 include: halite; potash and magnesium chloride; Portland cement; sand and gravel; car- bonates including lime, limestone, and dolomite; phosphate; crushed stone; clays; perlite; gypsum; and sulfur and sulfuric acid. Commodities produced in lesser amounts include: diatomite; pumice; silica; lightweight aggregate; gemstones, ornamental stone, and mineral and fossil specimens; byproduct sulfur and sulfuric acid; silica; and building stone. The years 1993 through 1998 were a period of steady growth in industrial rock and mineral production. However, some commodities have grown much more rapidly than others. The robust western U.S. economy has stimulated production of construction-related commodities like sand and gravel, raw materials for Portland cement, lime, and building stone, resulting in exploration for raw materials, development of new quarries, and expansion of existing plants. Noteworthy specific developments include: (1) opening of new aggregate operations and buyouts of small aggregate operations by large national and international firms, (2) expansion of a lime operation and two cement plants, and (3) development of several new gypsum mines. The future of the industrial minerals industry in Utah looks promising despite a more restrictive regulatory environment and a growing anti-development attitude among its citizens. While Utah has become less pro-development than it was prior to the 1990s, it is still moderate compared to strongly anti-development states, so companies have some motivation to choose Utah in their strategic mineral development plans. As long as the western states' economies continue to grow, Utah's industrial minerals industry should thrive.

The mechanistic approach to comminution consisting of incorporating particulate breakage functions into a suitable population balance equation has been developed by a number of researchers over the past decade or so. (1) To date this approach has been developed and demonstrated primarily for batch-operated, laboratory or small-scale ball mills. However, since industrial mills are mostly quite large and operated in the continuous mode; suitable population balance models and methods for obtaining the necessary breakage and other model parameters must be developed. This paper describes and investigates a radioisotope tracer technique for this purpose, Population balance models previously developed(2,3) are adapted for this study.

The mine ventilation system of the Henderson Mine provides a case study of designing and maintaining high-quality respirable air in a large underground mine with over 200 units of diesel-powered equipment. This system was designed with concern for minimizing exposure to personnel of siliceous dust, diesel exhaust, smoke, and potential fire hazards while optimizing general environmental air quality throughout the multilevel/multiheading operation. As a relatively new operation, the Henderson Mine incorporates a modern ventilating plant and mine de- sign as well as state-of-the-art technology where appropriate. Two main ventilation shafts approximately 2,300 ft (701 m) in depth (one intake, one exhaust) will handle 1.8 million cfm (850 m3/s) of air circulated throughout 60 miles (97 km) of drifting, providing the ventilation requirements for more than 25,000 diesel horsepower (18,642 kw) underground.

Most bituminous coal mined near Eastern industrial areas requiring high Btu pipeline gas is caking and therefore unsuitable for fixed-bed pressure gasification by present techniques. If the caking property of such coal can be destroyed the resulting fuel can be gasified in a fixed bed at pressure with steam and oxygen as a preliminary step in making a high-Btu gas. To find a practical way to convert strongly caking coals of granular or small lump size to noncaking fuel was the object of this study. In previous work strongly caking coals of 1/8- to 1-1/2-inch size was converted to a noncaking coal char by treatment in a static bed in about 3 hours [1/]and coal of 18-100 Tyler mesh in a fluidized bed in about 5 minutes.[2/] An inert gas such as `steam, nitrogen, carbon dioxide, or a mixture of all three with a small amount of oxygen was used in both studies. In our work a strongly caking bituminous coal from the Pittsburgh seam of 4-8 Tyler mesh size was converted to a-noncaking form in free-fall in about 2 seconds by dropping it through a countercurrent flow of steam containing 4 to 7 percent oxygen at 1,150°-1,200° F and 300 psig. This method should also be applicable to smaller-sized material.

In order to patent an industrial mineral placer mining claim, it must incorporate an economic deposit. Each ten acre parcel is evaluated for its mineral -in -character nature. Nonmineral -in -character parcels cannot be patented. Economic concerns include: claim locations, dummy locators, common variety nature, "excess reserves," and environmental constraints. Also, geologic and mineralogic studies, sampling and testing procedures are vital. Mining, milling, processing cost, and taxes must be evaluated. Product marketability analysis is necessary before starting any cash flow or discounted cash flow study. Valid data is essential to evaluate an economic industrial mineral deposit.

Introduction It is now believed that, even with the environmental protection measures now being taken, the further application of traditional coal-mining and electric power-generation technologies will inevitably cause further irreversible damage to the global ecosystem. Further improvements in conventional coal-mining technologies, both surface and underground, are expected to have only limited impacts on the economical, ecological and social aspects of coal mining. In countries with a developed coal industry, coal reserves with favorable conditions at shallow depths are rapidly being depleted. Therefore, in the future, more coal will be mined from deeper levels, resulting in higher operational costs and lower labor productivity. The solution to this problem is to be found in developing, promoting and implementing unconventional coal-mining and advanced clean-coal technologies. This paper presents an unconventional concept that has been suggested by the authors. The basic goal is to achieve coal-methane energy resource conservation and to remove barriers to energy efficiency through the adoption of integrated, ecologically clean, innovative technology. The following principles form the foundation of this concept: Energy resource conservation: This principle concerns the exploitation of actual and potential coal-methane reserves in the most effective way with the lowest possible losses and with the application of the most energy-efficient electric power-generation technology. Energy conversion: Energy conversion means the conversion of solid coal to synthetic fuel gas (in situ or in-cycle), the conversion of methane bounded within the coal matrix to free-flowing drained meth¬ane, the conversion of solid coal in situ to a coal/water mixture (slurry), and the conversion of these gas fuels into electric power. Technological and managerial integration: This prin¬ciple means an integration of coal-gas methane min¬ing operations and electric power generation into one commercial mine-to-product enterprise with electric power as the final product. Thus, coalbed methane drainage and coal gasification (both in situ and in-cycle) integrated with a combined cycle of electric power generation constitutes a highly integrated coal-gas methane energy-generation system. The system can be materialized in the form of a local integrated coal-gas electric power complex (LICGEPC). General features of the new concept The coal-gas-methane electricity concept is actually a synthesis of the following four technological components: Coalbed methane drainage. This technique and its utilization attained recognition after commercial operations were proven successful in the San Juan and Black Worriers coalfields in the United States. Worldwide, extensive field experiments and research-and-development activities are being carried out in the area of coalbed methane exploitation and utilization. Recently, coalbed methane drainage for power generation has been undergoing intensive research and development. At the Harworth Colliery in the United Kingdom, a combinedcycle power plant has been built that uses coalbed methane. The plant has an installed capacity of 15 MW Also, Germany, Australia, the CIS and China have conducted various experiments and industrial tests on the use of coalbed methane power generation. Underground coal gasification. Another unconventional technological approach is underground coal gasification (UCG). A number of semi-commercial, demonstration and pilot projects have been undertaken in Russia, the Ukraine, Uzbekistan, the United States, the United Kingdom, Italy and Belgium to demonstrate the technical and economical viability of coal gasification in situ. In Uzbekistan, the Angren coal-gasification station has been in full-scale commercial operation for two decades. The operation supplies a power plant with synthetic coal gas. Ion exchange techniques have been growing fast and spectacularly in all phases of Science for the last two decades, but still its acceptance as a unit operation in Metallurgy is resisted. Mainly this is because ion exchange procedures are thought of as glamorous techniques by which only relatively expensive metals are to be recovered. Perhaps this concept comes from the early and basic marriage of uranium and other high price metals and ion exchange procedures. The general trend is that ion exchange technique requires equipment and materials which are too expensive to economically perform a chemical step whenever "cheap" commodities are produced. However, we are here presenting a means of utilization of waste hydrochloric acid by an ion exchange technique. We have studied this from the engineering and economic standpoint in a number of variations of the main procedure discussed here and we-conclude that under proper economic circumstances, the cost of the ion exchange material as well as the equipment and labor involved in the ion exchange section, is by no means unreasonable.

This paper summarizes recent developments in computer modelling and estimation technology. Significant improvements in computational and modelling efficiencies have advanced technical computing to the stage where, for the first time, it can be realistically applied to short-term mine planning and production control. Real-time interactive grade estimation of complex shapes, volumes and grade distributions, based on immediate turn-around of production sample grades, is now possible. An added benefit is the ability to produce complete geostatistical estimates which include confidence limits. These can be incorporated into the decision making and risk assessment processes of production control. Why the need for new technology? What is wrong with the conventional methods which have sufficed for the last thirty years? The response is manyfold. They suffer from inefficient computational processes and conflicts with geostatistical theory. They are responsible for constricting the flow of information between the disciplines involved in the mine production process. Finally, it is illogical to approximate irregular geological and mining volumes with orthogonal sets of rectangular blocks. Geological materials do not occur in block formation; and mining methods which excavate rectangular blocks have yet to be developed. Other computer based technologies have evolved out of the dark ages of rectangular approximations and have successfully dealt with irregular three-dimensional geometries. It is time for computing in the mining industry to follow this example and take full advantage of available technology. To provide the necessary background, consider the basic requirements for successful implementation of technical computing within the mine production process.

KMG Minerals, Inc., a mica-feldspar-quartz producer in Kings Mountain, N.C., uses about 50% of its plant's -200 mesh slimes to manufacture brick. However, the company is unable to market the remaining 50% of this fine mineral mixture. The NCSU Minerals Research Laboratory operated a pilot plant to process these slimes to produce an additional product. The process, consisting of blunging and hydraulic sizing, was designed to separate a kaolin-enriched -270 mesh product from the bulk of the coarser +270 mesh "grit" minerals. Size analysis showed that this product was 80% finer than 20 microns and 50% finer than 6 microns (in equivalent spherical diameter). An evaluation indicated that it is a hydrous aluminum silicate that might be suitable in the filler and extender markets for traffic paint, some types of plastics, joint cements, and dusting compounds. Because of its high viscosity, it will be difficult to use more than a small percentage in cast ceramic bodies. However, it might be possible to use up to 10% in extruded ceramic bodies (i.e., electrical porcelain). The 15.2 cm (6 in,) diameter Linatex Hydrosizer was tested using a range of teeter water flowrates, so that the net rise velocity was varied from 0.10 cm/s to 0.40 cm/s. The solid feed rate to the sizer was maintained at approximately 1.1 t/hr/m2 (0.12 ton/hr/ft2). Tests were run using both "shallow" (i.e., 6 in.) and "deep" (i.e., 15 in. teetered beds. The best overall result was obtained when the sizer was operated with the "deep" teeter bed and a net rise velocity of 0.10 cm/s. About 97% of the +270 mesh material was rejected and approximately 79% of the -270 mesh material was recovered in a 14% solids slurry.

An electron optical and microprobe study was made to determine the physical and chemical nature of the silica minerals that occur as natural impurities in bentonite and montmorillonitic fuller&apos;s earth clay products (both granular and powder) and that occur in <10-µm dusts from plants that process these products. The purpose of the study was to determine if discrete "free" silica minerals, such as quartz, could be observed using SEM and EDS methods. No “free" silica minerals could be observed in the SEM images of the granular and powdered products, either among or on the surfaces of the particles. Also, no “free" silica could be identified by either SEM or EDS analyses of the dusts, even though quantitative X-ray diffraction analysis indicated that trace amounts of quartz occurred in all samples. It was determined that these quartz and other silica minerals were encapsulated or coated by montmorillonite. Vigorous washing, however, removed some of the clay coatings, so that small amounts of silica minerals could be seen by SEM and EDS analysis. It was found that all primary crystalline quartz grains in the bentonites have diagenetic overgrowths consisting of a mixture of montmorillonite, opaline silica and possibly microcrystalline quartz. Detrital quartz grains in the fuller&apos;s earth have thin diagenetic overgrowths of opaline silica, also containing montmorillonite. The clay encapsulation of the silica minerals in the products studied, as well as in the potentially respirable (<10-µm) dust produced during manufacturing of bentonite and montmorillonitic fuller&apos;s earth clay products, is considered to be an important factor influencing the potential health effects (e.g.. silicosis) of the contained silica. Even if clay dust containing silica should be inhaled, the montmorillonite encapsulating the quartz and other silica minerals would prevent direct contact of the silica with lung tissue. The clay encapsulation of quartz, as well as the highly hydroscopic nature of montmorillonite, may explain why not a single confirmed case of silicosis has ever been reported among plant workers in more than 65 years of production.

Demand for nonfuel minerals depends in large measure on economic activity, which rose in each quarter of 1985. However, despite 1.7 million new housing starts and a 7% increase in motor vehicle production, many domestic metal mining operations experienced continued difficulties as a result of import competition, greater use of newer engineered materials, emphasis on multi-unit housing, and downsizing of motor vehicles. Recognizing the continued difficulties of the domestic metal mining industry, many corporations made major efforts to retrench and rationalize - selling, closing, or spinning off less profitable operations, renegotiating labor contracts, and inviting increased participation by foreign firms. About 15% of US energy was imported in 1985. This included $52 billion worth of crude oil and refined products, adding significantly to the overall merchandise trade deficit of $149 billion. With the exception of a few large-bulk, low-value raw materials, most minerals move relatively freely in world trade. The strong dollar encouraged imports and made exporting more difficult US nonfuel minerals trade deficit totalled $17 billion. The US continued to rely on imports for many important strategic minerals in 1985 (see accompanying Table). Increased pressures for protection included major mineral products such as steel, ferroalloys, and copper. But President Reagan, in his Feb. 1986 "Economic Report to the Congress" stated: "Our international trade policy rests firmly on the foundation of free and open markets." He also stressed the need for fair trade and more open markets internationally. The National Critical Materials Council, created by law in the latter part of 1984, was activated in the latter part of 1985. Its first public hearing was held in January 1986. The Council is to review the nation&apos;s materials posture and advise the President on such matters. Compared with 1984, the value of US raw nonfuel mineral output rose 2%, to $24 billion. This supported the production of $244 billion worth of processed materials of mineral origin. Raw steel production - a major indicator of both material use and mineral production - fell 4% to 81 Mt (89 million st). Consequently, domestic iron ore production fell to 49 Mt (55 million st), about 97% pelletized. Iron ore imports fell 7% to 16 Mt (18 million st). Raw steelmaking capacity fell 4% to 117 Mt (129 million st). Pacts with 16 leading steel exporting nations have been negotiated in an effort to reduce import penetration of the domestic market. Domestic producers of bulk ferroalloys of chromium, manganese, and silicon operated at about 40% capacity. The US mined no manganese or chromium. Only a small quantity of ferronickel was produced from domestic laterite mining in Oregon. Molybdenum production increased slightly to 49 kt (54,000 st). Mine shipments of tungsten, another mineral tied to steel production, also fell slightly to 1.1 kt (1200 st) of contained metal. Even the domestic aluminum smelting industry suffered reverses as high stocks and low prices reduced production 16% to 3.5 Mt (3.8 million st). Similarly, imports of bauxite fell 7% and alumina 10%. Production of magnesium metal fell 6% to 136 kt (150,000 st), while titanium metal production remained unchanged at 22 kt (24,000 st). Copper mine production was unchanged at 1.1 Mt (1.2 million st). Copper refinery production fell slightly to 1.1 Mt (1.2 million st). Lead mine production rose 24% to 400 kt (440,000 st). Zinc mine output was down 10%, to 225 kt (250,000 st). Refined lead production increased 28%, to 510 kt (560,000 st). Primary slab zinc production fell 5% to 240 kt (260,000 st).

The fundamental characteristics of ultrafine chalcopyrite flotation were investigated by the Bureau of Mines to establish techniques to improve recovery of ultrafine chalcopyrite. Intense agitation during conditioning was found to improve flotation recovery of the ultrafine chalcopyrite. A split-circuit flotation design, treating the plus 38-µm-size ore by the conventional method and treating the minus 38-µm-size ore with intense agitation conditioning followed by flotation, recovered 95.6 pct of the copper in a 28.3-pct-copper concentrate, This was a 5-pct increase in copper recovery over the conventional chalcopyrite flotation method.

The pumping of abrasive and sometimes corrosive slurries is normally carried out at modest heads (say 100 ft) with specially designed centrifugal pumps. When heads become higher than this, two or more pumps are used in series but ultimately the system requires staffed pumps with consequent increase of costs. The only other type of pump suitable for high heads is the Ram pump but this is notoriously subject to wear. The paper describes a novel application of the so-called "lock hopper" principle to continuous pumping of slurries. The pump itself is never in contact with the abrasive slurry nor is it subject to head or capacity limitation. It works by displacing slurry with the clear fluid component of the slurry (in most cases water) through cylindrical vessels fitted with plug valves to control the discharge and filling operations. Two such vessels are used and the scheme is completed with a liquid clarifier which allows the pipe flow to be maintained continuously. The paper describes experience on the prototype unit used to discharge tailings from a coal washery in Scotland. A tentative evaluation is also made of the economics of this pump against conventional equipment.

The FMC Westvaco Trona Mine is located near Green River, Wyoming and has an annual production of 4.5M tons. Trona is an evaporite mineral that is processed into several products, mostly soda ash. The underground mine has two active development panels and one longwall (LW) panel. The mining horizon is about 500m below surface and the surrounding strata liberates methane. Three surface-based, blowing fans provide ventilation air as a positive pressure system. The mine operates a 225m long LW face, built by Joy Mining Machinery. Headgate and Tailgate developments are driven with four entries. The recovery room, at the end of each panel, is 8m wide with three access chutes. Additional recovery room support comes for concrete blocks used with a center to center spacing of 1.5m. As the LW enters this pre-driven recovery room there are notable responses and shifting ground stresses. This study was undertaken to measure the ground response using seven vibrating wire displacement transducers. These devices were used to monitor the convergence as the LW approached the recovery room. The methane concentration in the air ventilating the recovery room was also monitored. The correlation between convergence and gas liberation was then studied. The results show that the convergence varies from 0.1m to 0.25m along the length of the recovery room. Ventilating the recovery room becomes critical as methane is liberated from oil shale as the more plastic floor material is disrupted. Appropriate methods are employed to ventilate the recovery room.

In 1939 the Geological Society of America published a summary of the geology of the ore deposits of the Mississippi Valley region, This volume, edited by E. S. Bastin, contained contributions from the foremost students of the area which described theregionalgeologic setting of the various deposits as wel as the detailed geology as then known. The various ideas as to the origin of the ores were discussed with the general, though not unanimous, conclusion that the deposits were hydrothermal products, Only those deposits in the immediate Mississippi Valley area were considered without any attempt to introduce evidence from other districts generally accepted as being of the "Mississippi Valley type." Since 1939, much new information has come from extended studies of two of the important districts described in the 1939 report andimportant extensions of the known ore have been found. Likewise, concentrated geologic efforts have been fruitful in severa "Mississippi Valley type" districts - both U. S. andforeign - not treated in the 939 paper. The wealth of new field information on the structural and stratigraphic relations of this interesting ore type, coupled with the results of theoretical and laboratory studies of the past 18 years, makes desirable a review of our present knowledge and interpretation of these important deposits which for many years have yielded over 20 percent of the world&apos;s annual production of lead and zinc, together with large amounts of fluorspar and barite. No restatement of the details of the geologic evidence willbe attempted here; the interested student is referred to the papers cited. Slide No. 1 shows the distribution around the world of the deposits under consideration. A principal thesis of my remarks is that there is so much similarity in all these deposits that it seems necessary for all of them to have had a similar mode of origin, whatever that may be. Variations in the shape, size and mineralogy of the orebodies give each district some individuality, but there are enough of the "typical" characteristics present in all cases to make classification in the "Mississippi Valley type" agreeableto most geologists. Thus the overall process giving rise to the ore solutions surely was the same for all in the group. Either they all have igneous affiliations or they all do not. Acknowledgment of this kinship between deposits in the various districts offers many advantages in trying to arrive at a decision as to just what the origin may have been, for the amount of guiding and limiting evidence which must fit into the hypothesis is greatly increased over that available in any one district, To a certain extent this was recognized by the authors of Special Paper 24 in treating all of the immediate Mississippi Valley areas together; by expanding the consideration to include ore deposits of this type all over the world the changes of success, i.e., arriving at the correct answer, are improved several fold. Since most of these districts are quite simple structurally, a number of hypotheses might fit the facts in any one of them, but if the facts to be met can safely be drawn from all the districts, then the explanations which will fit all the data are much less numerous. One purpose of this paper is to call attention to the field facts that have been reported from the .various areas which seem to have an important bearing on the kind of ore fluid that was responsible for the ore and on the way it circulated.

The thematic mapper (TM) aboard Landsat II records image data at seven wavelength intervals or bands. Three record the visible region; three record reflected IR energy. A false color image combining bands 7, 4 and 2 rendered as red, green and blue respectively provides maximum discrimination of rock types in arid regions. Structural analyses and interpretation defines regional structures, large volcano-tectonic features intrusive complexes, all which localize mineralization. Special digital processing using the ratio: Band 3 / Band 1 can identify limonites and other iron minerals. The ratio: Band 5/ Band 7 identifies clays and alunite. These ratio images show features and patterns of hydrothermal mineral systems: ?patterns of sulfide and alteration zoning in large porphyry systems, and zones of strong silica, quartz-alunite-illite, and pyrite-sericite in epithermal centers. Thus, digitally processed Landsat TM images are a cost effective and rapid means to recognize altered areas and define targets for large mineralized systems.

The U.S. mining industry - once world dominant and largely independent of foreign sources for most major commodities - has today lost this position, with little likelihood of regaining it. But even though Business foretold The Death of Mining four years ago, the current outlook is less pessimistic because of drastic restructuring of the industry; a major reduction in its labor force, with resulting large increases in productivity; and introduction of improved technology. In the face of this clearly changed climate for domestic mining, it is important to examine the role of the development and research establishment in the industry&apos;s future, which raises a complex set of questions: 1. Where and to what extent can new technology assist in the continued survival of the industry ? 2. What is the past record of the research establishment in developing new technology; and what is the industry&apos;s record in supporting and adopting it ? 3. In the light of these records, and of the drastic cuts in both research staffs and expenditures, what areas should be the most important targets for new technology? New Technology vs. Old A1 though mineral processing&apos;s origins can be traced back through five or six millennia, its modern structure is about 200 years old.

Microscopic observation of physical and chemical changes which take place in various materials under conditions of elevated temperature and controlled atmosphere can often yield valuable insight into the fundamental physical-chemical reactions which control processes in which these materials play an active role. The technique of high-temperature microscopy thus becomes an important tool for basic and applied research in pyrometallurgical and allied fields. Investigators have long been aware of this and through the years have applied the technique to a wide variety of problems. However, up to this time, application has been on a rather limited scale due to the high initial cost of equipment and the relatively low rate of production of data resulting from the complexity of the apparatus and attendant problems in manipulation.

"Bleeding", as used in mine ventilation language, has a number of meanings among mining men and is regarded with different degrees of importance. This lack of uniformity stems from a number of specific situations. A method that is adequate in a mildly gaseous mine may fall short in a very gaseous mine. Projected bleeders could be dependable under a certain type of roof, and totally unsatisfactory under a different type. Similarly a plan of bleeders can be rendered useless due to undulations of seam and water in one mine and function well in another. Finally, what is effective in a mining system with partial recovery will not suffice with full recovery. You may wonder, then, if there is a common denominator for the essential function of "bleeding". In my opinion, there is, and it can be defined as controlled movement of air across an active pillar line toward the back and outby ends of the adjacent gob area into the headings provided for the purpose. The objective is to maintain as methane-free as practicable a belt adjacent to the working places, so that, if face ventilation is interrupted temporarily, the gas will not accumulate in dangerous volumes at the working faces before ventilation is restored. It&apos;s possible for these temporary interruptions to be unnoticed in time or at all. In such cases, ineffective bleeding could cause a disaster. This has happened. To control, there must be power. That is to say, there must be adequate air, pressure differential between the front and back ends of a pillar line to facilitate proper regulation for diverting of air to the various portions of the gob and as far away from the active section as is practicable. As an indication of the importance of pressure, it is noteworthy that one may provide and maintain in a reasonably open condition a heading or two for a bleeder system and fail to obtain effective bleeding .because air pressure differential is inadequate. On the other hand, you are all familiar with the fact that pillar lines in some seams can be ventilated adequately by air flow straight across the gob when the section is near a main return shaft and thus obtains a heavy pressure differential.

Located south of downtown Seattle, the Beacon Hill Station & Tunnels is the key section of the southern segment of Sound Transit’s proposed new LINK light rail system. This paper presents an overview of the design, which includes 4,300 ft of segmentally-lined bore twin tunnels and a deep mined station. With platforms located156 feet below grade, the station itself is only the second large-scale mined station in soil the US. Its complex geometry combined with variable soil conditions—sands, silt sand clays with slickensides—challenged the designer’s to come up with a SEM-based design that addresses the owner’s risk, cost and schedule concerns.
