SURFACE SUBSIDENCE IN MINING The consequences of subsidence are becoming progressively more serious as the consumption of an ever- increasing quantity of minerals conflicts with the needs of an expanding population for surface land area. The inevitable result will be an increase in the amount of land area on which undermining is restricted because surface subsidence must be prevented. Designation of land areas that may be undermined, provided that subsidence is controlled and kept within specified limits, also will increase. The decisions as to which land is to be used for urban, agricultural, or other purposes clearly involve considerations that go far beyond the scope of mining technology. Under the authority assigned to the US Bureau of Mines (USBM) by the Organic Act (May 16, 1910) and its succeeding amendments and pursuant regulations (30 U.S.C. 1-1 1 ), the Bureau conducts scientific and technologic investigations concerning mining and its related problems. Subsidence-control demonstrations that have been conducted under this authority include projects in Wyoming, West Virginia, Illinois, and the Pennsylvania anthracite region. The problenls for technology arc to devise methods for extracting minerals with controlled subsidence in varying geologic settings and for calculating or predicting the amount, extent, and characteristics of the subsidence that accompanies the extraction of our principal minerals mined by high-tonnage methods so that logical choices can be made from the possible alternative approaches. Where underground minerals and fuels are mined and removed, the voids that are created underground generate strong imbalanced stresses in the surrounding and overlying rock strata. The resulting readjustments in the rock masses may cause subsidence of the ground surface. Subsidence implies vertical collapse, because the most conspicuous component of movement is downward. However, the downward component is accompanied by differential horizontal strains that may be more damaging to man-made surface structure.; than the more apparent vertical displacements. SUBSIDENCE CONTROL The most widespread method of alleviating potential subsidence problems in undermined areas has been to backfill mine voids with mine refuse or some other in- expensive material that provides lateral support to the remaining mine pillars and vertical support to the mine roof and overburden. Most USBM backfilling work has been conducted jointly with the Pennsylvania Department of Environmental Resources in the anthracite region of northeastern Pennsylvania. These joint projects were conducted under the authority of the Anthracite Mine Drainage Control Act of July 15, 1955 (Public Law 84-162, as amended), and the Appalachian Regional Development Act of 1965 (Public Law 89-4. as amended). In addition to the Appalachian and mine-drainage projects, the Bureau has either conducted or participated in demonstration projects to develop the "pumped- slurry" method of backfilling mine voids. Three of these projects were conducted in Rock Springs, WY. The first was a field test of the pumped-slurry technique, conducted in 1970 under the combined participation of the City of Rock Springs, the US Department of Housing and Urban Development, the Dowell Div. of the Dow Chemical Co., and USBM (Candeub, Fleissig, 1971). The objective was to demonstrate that a large quantity of sand could be hydraulically injected under pressure through a single borehole, and that filling of the mine voids would be essentially complete. In the earlier "blind-flushing" methods, involving sluicing material through boreholes by gravity, quantities per injection hole ranged from 15 to 765 m3 (20 to 1000 cu yd), and the mine voids were only partially filled. In the first test of the pumped-slurry method, approximately 14 900 m (19,500 cu yd) of sand were injected success- fully through a single borehole. Subsequent information obtained through 43 monitoring boreholes indicated that mine voids below 11 330 m2 (2.8 acres) had been filled. As a result of the successful initial test of the pumped-slurry process, USBM conducted additional backfilling demonstration projects using the new technique. The first full-scale demonstration was carried out in the Green Ridge section of Scranton, PA, between 1972 and 1974. This project proved the feasibility of using the new hydraulic-injection technique to back- fill dry mine voids, as well as flooded voids, and it demonstrated that crushed anthracite refuse could be used as easily as sand in the process. Stabilization was pro- vided for about 202 300 m2 (50 acres) of Scranton, having a population of approximately 1000. Additional demonstration projects at Rock Springs, WY, between 1973 and 1975, resulted in the stabilization of about 364 200 m2 (90 acres). The work was necessary to preserve the physical and economic well- being of the city, because there have been numerous occurrences of subsidence during recent years. A demonstration project completed in 1976 in Rock Springs brought the total stabilized area in that city to 647 500 m2 (160 acres). At a cost of about $3,000,000, a population estimated at 7000 persons and property values exceeding $18,000,000 were protected. Presently. USBM is participating in subsidence- control projects involving backfilling in Pennsylvania, Illinois, and West Virginia. Eleven demonstration projects were in progress by USBM in 1977-eight in the Pennsylvania anthracite region and three in bituminous areas of West Virginia (one) and Illinois (two). The estimated total property value is over $100,500,000, and the total cost of the projects is expected to be nearly $20,000,000. The demonstration projects are designed to adapt the pumped-slurry technique to a variety of subsurface conditions, to increase efficiency, and to reduce costs.

The business of mineral exploration and development has become much more than simply a problem of locating orebodies and designing mines. Favorable economic analysis of mining and processing feasibility is no longer sufficient to justify the development of a mine. New laws, enacted by virtually every level of government, require comprehensive land use planning, environmental analysis, mineland reclamation, mine safety studies, and many other considerations. This profusion of new laws says in effect, that the mining company is no longer responsible only to its stockholders. Mineral development today can be compared to a partnership. As in all partnerships, the risks and liabilities as well as the benefits are held jointly by all the participants. In addition to the mining operator, this partnership consists of the public, through its many levels of government, interest groups, and individual citizens. Therefore, you'd better know your partner very well - his responsibilities and capabilities. Mining is considered a high risk venture. The risk on the part of the operator and the lending institutions has long been recognized. The risk that the public and its government take in these mining ventures has now been recognized also. The people and their government have learned that they inherit, through abandonment or forfeiture, the mistakes and problems of individuals and companies regarding these natural resources. In looking through the "Mining Engineering Handbook" recently published by the Society of Mining Engineers, I noted that in their discussion of liability for excavations, the authors quoted from the book of Exodus, 20th chap., where Moses said to his people: "When a man leaves a pit open, or when a man digs a pit and does not cover it, and an ox or an ass falls into it, the owner of the pit shall make it good; he shall give money to its owner, and the dead beast

The analysis of the phenomena involved in the determination of the compressive strength of iron-ore agglomerates leads to the identification of the important parameters. It is shown mathematically that the pellet rupture strength is proportional to the cross-sectional area. Fracture is initiated at the center of the pellets by the tensile stresses developed by the compressive loads normally to the compression axis. The variation in strength between individual pellets of identical composition and subjected to identical treatments is due to internal voids of varying sizes, that act as stress-concentration sites. Two novel testing procedures are proposed. The first consists of testing the pellets between two plates having three steel spheres each. This configuration simulates much better the environment actually encountered by the pellets. The second procedure consists of a thick-walled cylinder in which a piston penetrates; a large group of pellets is tested simultaneously, as the stress versus strain plot is being recorded. This latter test presents significant advantages over the conventional testing procedure; the main one is that one single test is sufficient to characterize the mechanical response of the pellets.

Idler engineering, operation, and maintenance cannot be covered in depth in a short paper. Therefore, this will be a general look into the subject matter in light or the present-day technology. Depending on the source or reference used, belts for handling bulk material underground came into being between 1900 and 1920, while strip mining appeared in the thirties. The conveyor belt speeds in that era were in the 300 rpm to 500 rpm range. Belt speeds or 600-700 rpm were in vogue in the thirties, and the early sixties saw speeds or 800-900 rpm. Today, speeds or 1000 rpm are not looked at with dismay; in fact, speeds or 2000 rpm are being discussed. Among the driving forces moving the bulk materials handling industry to these greater heights have been the mining operators and engineers. Their appetite to increase output, yield, and reduced per-ton costs has constantly challenged the bulk material handling industry to develop products capable or handling these increased capacities. One or the products affected by this movement is the idler. Apart from the conveyor belt itself, it is one or the most significant parts or a conveyor system because or the sheer numbers needed in an installation.

The purpose of this paper is to describe a stochastic simulation program used to assess several dispatching rules applicable to small scale computerized systems for optimizing truck/shovel productivity. The system studied is semi-automated with a dispatcher communicating instructions by two-way radio. The simulation program is structured on an advance clock approach which enables the insertion of dispatching rules at various points in the haulage net- work. The rules tested include minimize shovel idle time, maximizing immediate truck use and assigning trucks to shovels to meet specific production objectives. A variation of the traditional "Match Factor" is implemented to maintain fleet balance throughout the shift. A mine case study demonstrates how the dispatching rules increase productivity of such semi-automated dispatching systems. Practical problems involved in the implementation of small computerized dispatching systems are also discussed.

Fine coal cleaning by froth flotation has become common practice in the U.S. with more than 80,000 tons treated in this way per day. In spite of this large tonnage, developments in the automatic control of coal flotation circuits have lagged significantly behind those for mineral systems. One reason such developments have been limited is that instruments have not been available for the on-line measurement of carbon or ash and another critical variables in coal slurries. A second reason is that the influence of the operating variables on coal flotation has not been completely understood. During the last few years some of the required instrumentation has been developed and an improved knowledge of the flotation process itself has occurred through mathematical modeling; as a result certain control strategies for coal flotation are beginning to emerge. This paper attempts to evaluate several control strategies using a detailed flotation dynamic simulator, DYNAFLOAT. After constructing a process matrix for the system of interest, promising alternatives for linking manipulated and controlled variables have been analyzed. In order to develop combined grade and recovery control strategies, the authors found it necessary to construct a grade/recovery map with the aid of the simulator to drive the system to known final, feasible grade/recovery operating conditions. Finally, an advanced strategy which uses an on-line model to identify disturbances and take control actions is proposed.

Semicontinuous-flow, multistage biooxidation experiments of a Chinese refractory, high-sulfur gold concentrate were conducted with different pulp densities for gold recovery. The maximum iron, sulfur and arsenic oxidation rates of 90.0, 88.8 and 96.4 percent, respectively, were obtained in the experiments with 5 percent pulp density. The highest gold and silver recoveries of 96.1 and 68.9 percent, respectively, were achieved by cyanidation. The negative effect of high pulp density on biooxidation was related to the decrease of free and adsorbed cell concentrations with increasing pulp density. The data of iron oxidation from the semicontinuous biooxidation experiments were best fitted by a shrinking core model in which the chemical reaction controlled the rate. The dissolution kinetics of sulfur and arsenic were therefore analyzed by a shrinking core model in which the internal diffusion controlled the bioleaching rates. For the quantitative description of biooxidation efficiency, two parameters — mass dissolution rate and volume dissolution rate — were proposed. In the first stage, the mass dissolution rates of minerals were negatively correlated while the volume dissolution rates were positively correlated with the actual pulp density. The iron and sulfur mass dissolution rates decreased with increasing actual pulp densities in the third and fourth stage, while linear increasing relationships between the volume dissolution rates of minerals and the actual pulp density were observed from the second to fourth stage. The highest mass dissolution rates of minerals were obtained in the first stage with 5 percent pulp density. The highest volume dissolution rates of minerals were obtained in the first stage with 15 percent pulp density. Compared to the volume dissolution rate, the mass dissolution rate was more intuitive to reflect the negative effect of high pulp density on biooxidation efficiency.

Utility coal specifications usually contain a requirement for a maximum moisture content in order to prevent coal handling problems and to minimize evaporative losses in the boiler. As most coal cleaning processes are water-based, dewatering and sometimes drying steps are required to meet moisture specifications. Screens are often used for dewatering, with centrifuges and filters used to further reduce moisture in many cases. Algorithms to predict the performance of screens were developed for the Coal Cleaning Simulator running under Aspen Plus during a project sponsored by the U.S. Department of Energy and the Electric Power Research Institute. These algorithms include calculations for the size separation and a calculation for moisture content of the oversize product based on particle size and specific gravity distribution. This paper discusses the algorithm for predicting the moisture content of coal dewatered by screens.

Once exploration is complete, "winning" of the ore can be viewed as fundamentally a bulk handling proposition. Whether it is to strip, break, size, extract, load, haul, or even process, the success of each of these phases will depend upon how effectively one can utilize-the methods and tools that are available in bulk handling. Since as much as 30 to 60% of the total delivered price of raw materials can be attributed to handling and shipping (ref. 1), this expenditure may spell the success or failure of an entire mining venture. In fact, it has become increasingly evident that handling and shipping are so intimately associated with mining that only when they are duly considered throughout the mine-to -smelter master plan as an integral part of a total system can an optimum operation be expected and the most economical ton of ore obtained, this total systems approach should not only take in handling and haulage in and out of the mine, but also storage and transfer at the terminals (ref. 2,3,t), including ship and barge loading and unloading which are likewise a major consideration (ref. 5). Much has been developed during the past century in bulk handling, particularly in its expanding use in the mining industry. In view of the major role bulk handling has played and will continue to play in mining, in commemorating AIME's centennial, this paper will attempt to outline the state-of-the-art at this three-quarter point of the 20th century - one that is marked by its industrial revolution and rapidly accelerating technological advances. Bulk handling systems Although many developments in bulk handling are worth noting. The most significant during the past three-quarters of a century are: the total systems approach to solving problems, automation, the increase in speed and capacity.

This paper combines theoretical and experimental analysis to conduct relevant research to improve the accuracy of predicting paste yield stress by slump flow. The analytical model of slump flow for yield stress is derived based on a mini-cylindrical mold with a height-to-diameter ratio of 1. It shows that the dimensionless slump flow is a monotonic decreasing function of the dimensionless yield stress and is independent of the material type (specific gravity), which provides a theoretical basis for quantifying the rheological properties of paste with slump flow. Three different tailing-prepared pastes were tested for their slump flow and implemented rheological tests simultaneously. The yield stress is obtained based on the Bingham model fit, as the measured value of the yield stress is substituted into the derived theoretical model. The studied pastes yield stresses range from 34.78 to 524.08 Pa, with corresponding dimensionless slump flow of 3.43 to 1.09. The results showed that the calculated slump flows were generally greater than the measured values. The analysis showed that this was mainly due to the thixotropy of the paste, with minor deviations ranging from − 1.5 to 5.8% for the less thixotropic pasted prepared from tailing C. An approximate analytical solution for yield stress as a function of slump flow is obtained using Taylor’s formula. However, it is unsuitable for predicting the yield stress because the yield stress calculated by this function is much higher than the measured value. The empirical yield stress model was constructed and experimentally verified. The results show that the empirical formula has high accuracy and good generality. The deviation of the studied pastes is between − 15 and 5%, which provides a practical method for rapid and accurate prediction of paste yield stress in mine sites.

INTRODUCTION The gold production is from the state-owned gold mines, the local gold mines and the by-product of metal mines. Since 1975, the small gold mines have developed in rapid strides. Currently, there are about 3000 small gold mines in China. Most of them are operated by the local, and the production is about 50% of China's gold output. In the small gold mines, the normalized mining equipments are employed at most of mines, but some mines still use such backward tunnelling and mining tools as pick, shovel and hand hammer etc.. The mining techniques have developed from the primitive to the advanced, especially the methods of open stope, shrinkage and filling have been widely used. Such new mining techniques as bolting, vibrating draw, non-electric ignition and diamond drilling etc. are also introduced in the wall gold mines. In recent years, the development of small gold mines is very fast under the guidance of new mining policy which is ' rapid and great development of large-sized mines, helping small mines to develop, and quick mining for the existing mines; and encouraging the collective and the individual to operate a mine.' GEOLOGICAL FEATURES The gold veins are dominant, which are divided into two types, ie. the mesothermal deposit with altered rock in a crushed zone and the hypothermal deposit with quartz veins. The orebody distribution is not centralized, and the size of deposit and single minable orebody is small respectively. Most of deposit dip at 30° to 50°, characterized by expansion and shrinkage, ramification and compound, thinning out and reappearance, separation and composite at the parallel veins etc.. The ore grade is variable, and the factor of grade change is above 100%. The waste zones with lean or submarginal ore usually exist in deposits. As for the gold deposits with altered rock, the ore boundary is indistinct. Most of gold deposits, particularly the gold deposits with altered rock, are intruded by the late structural rock, thus the faults and joints are developed, and the rock and ore are crushed, especially the host rock of roof wall is very crushed. It ie obvious that the conditions of both formation of deposit and mining are considerably complicated. HISTORY With a long mining history and rich experiences, the local gold sectors are small, but they play an important role in China's gold mining industry. Dated from Xia and Shang Dynasty, the gold goods was made. In the Tang Dynasty, the development of gold mining industry was very fast. A Chinese poem , written by Liu Yuxi -- one of famous poets in the Tang Dynasty, says: As sun is shining over Dengzhou land, The fog on river slowly goes away, The panning girls together meet at bay, The beauty's jewels and stamps of king are gold from river sand. This poem shows the local gold mining was flourishing at that time. In 1888, the local gold mining sectors were all the rage at the moment, and the annual output of gold was as high as 21.5 tons. Since the founding of New China, the development of local gold mining was subjected to several back- sets, but certain advances are made on the whole, especially since 1970. Round about 1970,the simple, backward and indigenous mining was dominant in the small gold mines; for instance, the hand-hammer drilling, the hand-operated winch hoisting and the hand haulage etc.were main methods of gold mining . Up until the late 1970s,great changes took place in stoping, haulage and so on. Currently, some advanced technology and large-sized equipments are adopted in the local gold mines. Generally, the local small gold mining sectors play an important role in development of China's gold mining industry, and are important and attractive sectors. PRESENT DEVELOPMENT

For 10 years, the author has been engaged in a program of geologic mapping of the Seward Peninsula, Alaska, for the U.S. Geological Survey. Initially, two 1:63,360-scale quadrangles were napped by traditional methods of traverses by foot and by tracked vehicle, supplemented by reconnaissance from a light aircraft owned and piloted by the author. Five summers were required to map those two quadrangles, which lie north of the tree lice in typical Arctic climate. In 1967, the project was reoriented toward the reconnaissance capping of four 1:250,000-scale quadrangles, with helicopter support to be used for cart of each of four summers amounting to about 45 hours time per support year. The light aircraft was use-,' to support the field operations. Over the year,, the aircraft was used in progressively more geologic tasks, culminating in 1970 with a successful field test of rudimentary devices made to collect soil, rock, and sediment samples while the aircraft remained airborne. Additionally, an attempt was made j- 1970 to prepare reconnaissance geologic maps entirely by the use of the light aircraft combined with foot traverses [fr??], the landed aircraft. Several such maps, prepared at the rate of about one 1:63,360-scale quadrangle per day, were checked from a helicopter by an impartial observer end were found to be sufficiently accurate for reconnaissance mapping when reduced to 1:250.000 scale.

The Tuscaloosa Metallurgy Research Center of the Bureau of Mines, U.S. Department of the Interior, is investigating the recovery of phosphate from beneficiation slime, as part of the Bureau's efforts to conserve mineral resources through increased use of wastes. Phosphate equivalent to about two-fifths of U.S. production is discarded annually in the wastes. Exploratory flotation tests on the plus 5-um fraction of a slime sample showed promise for a classification-flotation technique. Onsite classification tests at six phosphate washing plants were conducted with a two-stage hydro cyclone system designed to recover the plus 5-um material. The cyclone underflows contained 8.3 to 19.1 percent P2O5, and the recovery of the plus 5-um PZOS values ranged from 81 to 95 percent. The percent P2O5 recovery from the total slimes ranged from 38 to 47 percent. Batch-flotation studies are currently being conducted.

As a general rule for gold treatment the presence of reasonable amounts of 'coarse' free gold will dictate the use of a gravity circuit. The actual particle size of gold that constitutes the por­tion of' coarse' free gold can vary widely. The larger its size the more troublesome it is, mainly because of the tendency for this gold to quickly settle out from slurries in regions of relatively low velocities. There are a multitude of places where 'coarse' gold can find a resting place, namely, in chutes, between and behind lines, in pump hoppers and in pumps themselves. Fortunately, the problems associated with recovering very 'coarse' free gold, say greater than Imm, is rare on most gold mines that have grinding and cyanide leaching circuits. For these operations it is common practice to have a gravity circuit situated within the milling circuit to recover 'coarse' free gold. Should the 'coarse' free gold constitute 15% to 20% of the total gold in a deposit then its recovery by gravity separation is seri­ously considered. As a gold mine 'matures' the availability of soft oxide ore decreases and the likelihood that harder ore having sulphide gold association increases. To maintain gold production rates in this situation either the gold grade of the treated ore must increase or more ore needs to be treated. In the latter case this is achieved by installing more grinding capacity, an expensive option, or coarsing the grind, with the downside of loss in gold recovery. In general the less expensive capital options is fol­lowed. There is, however, some upside to improve recovery when reasonable quantities of sulphide containing gold are pre­sented that can be recovered by flotation or gravity separation. Concentrates produced from these unit operations can be finely ground and reintroduced to the cyanide leach circuit to improve gold recovery. This scenario is a much less costly option than one where all the ore is ground finer. In this paper the experiences of recovering gravity gold from the Telfer Gold Mine, and gold associated pyrite from the New Celebration Mine will be discussed.

The Tennessee Valley Authority began employing geophysical well logging for foundation investigations in October 1973. Since that time more than 3,000 holes have been evaluated for engineering purposes. The Tennessee Valley Authority has not actively used geo-physical well logging for exploration of construction materials, but we feel that much of the information derived from geophysical logs for foundation exploration is applicable to the construction materials industry. This paper will then discuss geophysical logging as applied to foundation engineering and, by implication, the feasibility of use in construction materials exploration. The use of geophysical logging and percussion drilling instead of coring has greatly expanded TVA's data acquisition capabilities and has also resulted in substantial savings in time and money. Economical boreholes are obtained through the use of large percussion track drills (Figure 1). This equipment is capable of drilling through the overburden, setting steel casing on the top of rock, and drilling the rock beneath the casing. Holes as deep as 400 feet (121.9 m) have been drilled by this method.

Tectonic activity in northern New Mexico during late Oligocene and early Miocene time presaged events which led to the development of molybdenite deposits at Questa. East-northeast directed crustal extension produced north-northwest striking tensional fracture systems paralleling the early Rio Grande rift. A sequence of Oligocene andesite flows and breccias is overlain by a thick early Miocene rhyolite ash-flow tuff. Eruption of the tuff initiated collapse of the Questa cauldron: the south margin of which occurs as an east-northeast striking, north-dipping structurally weak zone. Continued east-northeast post-cauldron extension permitted the high level emplacement of granite stocks with coeval rotational deformation of fault blocks composed of cauldron fill and [ ] floor. The stocks occupy north-northwest fracture zones in the south margin of the cauldron, and porphyry dikes occupy east- northeast striking faults that define the south margin. These two fracture systems have played a dominant role in localizing the intrusive porphyries and associated mineral deposits at Questa. A molybdenite-bearing breccia matrix and related stockwork mineralization generally occur within volcanic rocks. Mineral deposits are spatially related to fault zones and the upper con- tact of their source intrusives. Deposits are localized in fault zones up to several thousand feet long and 100 to 500 feet in diameter. Magmatic-hydrothermal solutions from the source aplite porphyries have produced potash metasomatic alteration which is strongly centered on the mineral and ore zones. Alteration in ore is represented by orthoclase, quartz and secondary biotite. This pattern grades into secondary biotite and propylitic zones forming successively weaker alteration assemblages away from ore. Younger phyllic and argillic assemblages are particularly widespread only where strong north-northwest extensional fracture zones cross the south cauldron margin.

The present programs of the University?s Division of Counseling and the College of Mineral Industries are directed toward providing the College with students who will meet these requirements. At present, freshmen are admitted to the Pennsylvania State University without entrance examination if they are in the upper two-fifths of their high school classes. All Pennsylvania students in the lower three-fifths are required to take the University Aptitude Test and all out-of-state students the College Entrance Board Examinations. Such students are admitted only if they score sufficiently high on either test to indicate the ability to do satisfactorily the work of University students. Only to this extent, are native intelligence and areas of greatest aptitude known for the Freshman prior to admission, and they are, therefore, largely beyond the control of either the Division of Counseling or the College of Mineral Industries. Because all freshmen, with exceptions that are numerically minor, are required to select a curriculum before admission to Penn State, each student who presents himself for required counseling during the summer, prior to his first semester, has already made a choice of his course of study. In many instances, such choices have been made without a rational and serious consideration of the student?s abilities and interests. Through tests given between the date of admission and the date of the counselling interview, it is possible to measure these characteristics and for the Division of Counselling to advise the student of his chances of success in his chosen curriculum. If he is qualified for the curriculum he has selected, Counselling Service goes on to direct the student?s attention to those other curriculums which are in the same general area as the one he has chosen and which will also challenge his abilities and correspond to his interests, Through this counselling, the curriculums of the College of Mineral Industries, which are often less well known to high school students than others for which they are no more qualified by ability or interest, are brought to the attention of the incoming freshman.

Political risk is an integral part of the mining business in Northern Andean countries. Peru, Ecuador, Colombia, and Venezuela all have a higher than average political risk compared with other South American countries. Successful operations in such contexts require: 1. Good political risk information; 2. A thoroughgoing political risk management plan; and 3. A strategy to deal with political risk perception on the part of the investing public. Obtaining quality political risk information, developing a political risk management plan, and addressing political risk perception are the foci of this work.

The Bureau of Mines is conducting research on a dual leaching method that offers the potential for the economic recovery of the silver as well as the manganese contained in some of the domestic manganiferous silver deposits. The method is an initial leach of the manganese with aqueous SO2 followed by a neutralization rinse, and then by a second leach for the extraction of silver with cyanide solution. Refractory silver in these ores is either bound by the high-valence manganese, chemically resistent to cyanide leaching, or is rendered inaccessible to cyanide leach solution by the surrounding manganese mineralization. Less than 10 pct of the silver was extracted when -1 in +1/2 in (-2.5 cm + 1.3 cm) ore pieces were leached directly with cyanide. However, extractions of 25 to 82 pct for silver and 65 to 96 pct for manganese were attained in laboratory column leach tests using the dual method on the same size ore pieces from six domestic deposits.
