TVA's involvement in air quality programs is perhaps a bit unique. The Tennessee Valley Authority was established in 1933 as a regional resource development agency and therefore must view clean air and clean water as essential resources for the overall development of the Tennessee Valley region. TVA operates certain resource development and production facilities, including power-generating facilities, which are potential air pollution sources. The remarks in this paper will be restricted to air pollution control technology at power-generating stations. Perspectives of Air Pollution Control The art of pollution control must be viewed from several perspectives: 1. It must be viewed in a time perspective--what is available now for air pollution control, what might be available in the near future, what are the likely technologies for the more distant future, and what the future trends in availability of resources might be. 2. Each air pollution abatement scheme must be viewed in the perspective of its total environmental consequences--not just its ability to clean up the air. The generation of electricity from coal produces waste gases, waste particulates, and waste heat. These wastes must be disposed of either in water, in air, or on land. If the polluting wastes are removed from the gas streams going into the air, then they must be disposed of either on land or in water or, hopefully, converted into a product which has some beneficial use. As an example, removal of S02 from stack gases could be more readily accomplished if one could dump waste sulfur products in water. He would solve an air pollution problem by creating a water pollution problem. 3. Techniques for air pollution control must be viewed in the perspective of regional, national, and world resources with their national security and economic implications. The power industry might reduce air pollution by switching generating plants to burning desulfurized fuel oil or natural gas.

Ventilation monitoring and control in mines are becoming an integral part of day-to-day activity for maintaining health and safety of miners. The authors evaluate potential real-time monitoring solutions for detecting and reducing diesel particulatematter, mine fires, and dust in situ, and examined the state-of-the-art use of ventilation monitoring and control in underground mines for detecting and reducing air contaminants to acceptable regulatory limit. Authors review relevant documents, including research papers, trade publications, and manufacturers’ website-based information, to identify research gaps. The authors also evaluate contemporary sensors (airflow, gas, dust, silica), control system and software technologies, data transport systems, Industrial Internet of Things, ventilation network simulators, and control devices to identify potential health and safety research gaps. In this study, examples of some mines from Canada, Australia, and the USA are included where ventilation monitoring and controls have been applied. Overall, this review identifies multiple challenges and research gaps in applying mine monitoring and control systems that could be the focus of future research, offering potential improvements to miner safety and health and financial benefits.

A process consisting of leach, continuous countercurrent decantation, resin-in-column ion exchange, evaporative crystallization of beryllium sulfate, and decomposition of the sulfate was developed for Spor Mountain, Utah, ores. The process is metallurgically sound, has a minimum of process steps, and is applicable to a wide variety of beryllium ores. The most novel aspect of the process is a resin system of ion exchange which is highly selective for beryllium and which rejects substantially all impurities except for minor amounts of aluminum, magnesium, fluorine, and sulfate in addition to beryllium. The oxide from sulfate decomposition meets specifications of potential users.

"INTRODUCTION Mine Ventilation has come a long way over the years. The main purpose of mine ventilation is to keep conditions in the mine safe for the worker so that the mine will be productive and profitable. Technological developments to the mine ventilation system itself and the development of mining techniques have helped improve the safety and productivity of the miners and the mine. Most of the developments to mine ventilation and to safety devices came as the result of serious mining disasters. Another effect of those mining disasters, especially in the late 19th century and after, was legislation to set specific safety standards for mines, especially in the underground coal mines. This paper will focus on the connection between mines disasters and the mine safety legislations promulgated because of those disasters. A BRIEF HISTORY OF MINE SAFETY LEGISLATION Mine legislation has a long history in the U.S. dating back well in the 1800’s. However, mine safety legislation is considerably newer. In 1891, the U.S. Congress passed the very first version of mine safety legislations setting up minimum safety standards. By today’s standards, the 1891 legislation was incredibly basic (7). It took a series of horrific mining disasters for Congress to take action a second time. In 1910, Congress established the Bureau of mines. The role of Bureau developed and changed over next 60 years. In 1995, Congress voted to disband it (27). Initially the Bureau was only charged with investigating and coming up with ways to reduce accidents in coal mines. It was not until 1941, when Congress formally allowed Bureau of Mines’ Inspectors into the mines. In 1947, the Congress enacted and adopted a set of federal safety regulations for the inspectors to follow (1). Finally, in 1952 Congress granted the Bureau of Mines the authority to inspect the mines and to issue citations and/or orders of withdrawals. This act was known as the 1952 Coal Act and the penalties were limited to civil penalties. It would take a couple more iterations of mine safety legislation for monetary and criminal penalties to be introduced (10). Up until 1966, mine safety legislation was directed primarily at underground coal mines and surface coal mines. Congress passed the Federal Metal and Nonmetallic Mine Safety Act of 1966, thus providing a set of standards for all mines to follow (1). The 1952 Coal Act was amended again to be the Federal Coal Mine Health and Safety Act of 1969. This amendment was the beginning of modern mine safety legislation (13). In 1973, Congress created what can be considered the first ‘version’ of the modern day MSHA (Mine Safety and Health Administration). The initial version was the Mining Enforcement and Safety Administrations or MESA. Congress created MESA to act as the enforcement agency, relieving the Bureau of Mines of that responsibility so they could focus on their initial purpose, the development of countries natural resources (14). As mining industry grew, mine safety and health became a greater concern and priority. More efforts were put in legislating the industry. The Federal Mine Safety and Health Act of 1977 provided the platform for today’s mine safety and health legislation. Under the Federal Mine Safety and Health Act of 1977, also known as the Mine Act, MSHA came into being (1)."

Usually stresses generated by explosive charges during blasting are considered to propagate through materials in a spherical manner. Although conical stress-waves had been suggested by a few investigators they have never been clearly defined or critically observed. An experimental technique using models and lengths of Mild Detonating Fuse was developed to produce conical stress-waves and study their effects. Several materials with different properties were tested to compare the influence of those properties on wave shape and crater formation. The investigations showed that whenever column charges were end-initiated, conical stress-forms were produced if the explosive's velocity exceeded the energy propagation velocity of the surrounding material. The stress-cone angle significantly affected fragment size and shape as well as the geometry of craters produced.

A practical and economical flowsheet has been developed and demonstrated by integrating the packed column flotation with the GranuFlow process for fine coal recovery. Orimulsion, which was used as an additive, served a dual purpose: first in the flotation and second in the dewatering and granulation steps. The test results on the coal preparation effluent sample show that Orimulsion is flexible and compatible with fuel oil and various frothers used in the packed column. Clean coal with ash contents of 3.0, 3.7, 4.3 and 5.1% were produced from a head sample of 33% ash at combustible matter recoveries of 72.4, 81.1, 87.5, and 89.2%, respectively. Other advantages include high throughput, low moisture, improved handleability, and reduced dustiness of the dewatered coal, thus providing a very significant economic Incentive for the integrated process.

The paper presents the results of a plant test using WEMCO 1 + 1 enclosed flotation machines for inert gas (nitrogen) flotation of by-product molybdenite from copper sulfide concentrate. Copper depressant consumption in the rougher flotation stage was reduced by 68% as reagent consuming oxygen was removed from the flotation air. Unlike other nitrogen flotation systems used in the industry, nitrogen is recovered above the flotation cells and from froth in tails and concentrate streams and recycled, resulting in minimal nitrogen makeup requirement.

The role of sodium silicate in the anionic flotation of a Florida phosphate ore was investigated using laboratory continuous flotation tests, frothability tests and SEM observations. In the absence of sodium silicate, Ca++ promoted the unwanted activation of quartz by forming calcium bearing precipitates. The addition of sodium silicate enhanced the flotation efficiency through: (1) the removal of impurity minerals and calcium-bearing. precipitates from quartz surfaces by dispersion, (2) drier and more persistent froths stabilized by oily droplets containing calcium silicate precipitates, and (3) higher specific flotation rates of phosphate relative to quartz, leading to faster flotation rates and increased selectivity of separation.

Acid mine drainage (AMD) occurs in high sulfur coal and heavy metal mining environments. We show remediation methods using 3D numerical ground water flow models and chemical kinetics of pyrite oxidation for acid leaching of pyrite during air and ground water flow. A recently developed numerical model couples air and water flow with kinetics of iron-reactive bacteria, oxygen transport, specific chemical reaction rates, and pyrite oxidation to calculate migration control of pollution. A model is presented which considers diminution of acid mine drainage in pyrite rich ore bodies by raising the potentiometric surface through a vadose zone to reduce acid mine drainage. A ground water model is presented of an initially saturated mountain, containing an adit, with a sloping ground water table. Ground water recharge consists of snowfall and normal precipitation. Simulations indicate that the historically open adit creates a desaturated mountain above the adit. Significant air saturation ranging from 10-90% oxygen can occur to depths of the adit (-270 m). Remediation consists of plugging the adit, which fill s adit and mountain with water from recharge. Plugging the adit required <10 years for resaturation and rise of the water table in the mountain.

Spirals play an important role in fine coal and mineral processing. To date, almost all spiral designs have been empirically based. Although many operational units have evolved utilising this approach, it does not necessarily lead to optimal spiral designs. This paper presents the preliminary results of a collaborative computational and experimental research program to understand the detailed separation process which will ultimately lead to a parametric assessment of alternative spiral designs through computational simulation. Unlike the empirical approach, a computational simulation is only subject to the fundamental physics of the fluid flow. No prior knowledge of the generic spiral flow is necessary. The computer code implements a robust finite volume technique to predict the three dimensional fluid motion. A height function method is used to model free surfaces and the code is capable of handling arbitrary spiral geometries. Preliminary validation of the computational simulation is carried out through analysis of an existing spiral design -the Mineral Technologies LD9 unit. Computational flow predictions are compared with experimental measurements obtained using a number of techniques, including sampling and flow visualisation, for flow test cases where no solid particulate is present.

"Underground structures such as square/arch steel sets, king beam structure, etc. are widely used for the roof support in underground mines. In designing and calculating the required carrying capacities of these underground structures, how to identify the potential rock loads on the structures over long term is a challenging question for ground control engineers. Based on design practices of both surface and underground structures, the authors have designed and applied appropriate load factors in underground structural design projects to accommodate different rock types, entry/intersection dimensions, roof geologic conditions, availability of roof bolts and water, etc. Classification of load (reduction) factors for large-span underground intersections are presented for reference. Success of designed underground structures in effectively controlling roof stability over years indicates the applicability of the load factor concept for underground structural design, and its same significance as of the load factor specifications in ASCE/SEI 7-10, ANSI/AWC NDS (2015), and AASHTO LRFD Bridge Design Specifications (2012). The load factor concept will facilitate ground control engineers to appropriately utilize popular structural design software, such as RISA-3D or -2D to efficiently design and analyze underground structures.LOAD FACTORS IN STRUCTURE DESIGN APPLICATIONSIn structures, loads cause stresses, deformations, and displacements. Assessment of their effects is carried out by the methods of structural analysis with the help of load factors. Loads can be increased or decreased by load factors to meet the requirement that design strength be higher than maximum loads. For example, in designing a staircase, a dead load factor may be 1.2 times the weight of the structure, and a live load factor may be 1.6 times the maximum expected live load based on the Load and Resistance Factor Design (LRFD) method. Salt from Great Salt Lake was probably used by the Native Americans prior to the Jim Bridger Expedition to the lake in 1824-25, and was used by the region&apos;s early explorers and trappers after that time. From the arrival of the Mormon pioneers in 1847, salt has been produced from Great Salt Lake, starting first with the collection of crude salt from along its shores, and later by boiling down the lake&apos;s brine to obtain crystalline salt. Since these early beginnings, salt production from the lake has become a substantial commercial enterprise. Since the early 1960s, research and development have led to the economic production of potassium sulfate, magnesium metal, chlorine gas, magnesium chloride products, and nutritional supplements. Many of the salt-production techniques and equipment that were developed prior to 1964 are still being used today. Sodium sulfate has been produced, but is no longer marketed. Morton Salt, Cargill Salt, and IMC Salt currently extract sodium chloride, which is precipitated during the early stages of evaporation when the brine concentration reaches saturation, or about 26 to 27 percent total dissolved solids. Magnesium Corporation of America produces magnesium metal and chlorine gas, and IMC Kalium Ogden Corporation produces potassium sulfate, as well as magnesium chloride brine and flake products. These salt, gaseous, and metallic products are processed from the sodium-chloride-saturated, high-magnesium-chloride brines, and from the potassium and magnesium salts that are precipitated from the lake brine after it has been further concentrated. One obstacle to salt production is the fluctuating level of Great Salt Lake. In 1983, the lake level began a dramatic rise from an elevation of 4,200 feet (1,280.16 m) to its historic high of 4.211.85 feet (1,283.77 m) in 1986-87 (uncorrected USGS provisional lake-level records). The State of Utah employed flood-control measures, including breaching the Southern Pacific Railroad causeway in 1984, and pumping lake water to a shallow basin west of the lake in 1987. During the high-water years, the lake&apos;s mineral-extraction industries faced many challenges including the need to raise dikes to prevent flooding of facilities, broken dikes which resulted in the inundation of solar ponds, and dealing with the lake&apos;s greatly reduced brine salinities which resulted in lower annual salt and concentrated-brine production. The years following the record-high lake levels have been a time of adaptation, innovation, and change for Great Salt Lake industries. After its solar ponds were flooded in 1986, AMAX, Inc. built a new solar-pond complex near Knolls, and used the concentrated brines from the West Pond, generated by the State&apos;s West Desert Pumping Project. Great Salt Lake Minerals built a 21-mile-long (33.8 km) open, underwater canal, called the Behrens Trench, to convey concentrated brines from a new, remote solar pond on the west side of the lake to the east side of the lake, to help increase its production of sulfate-of-potash. There were also numerous changes in corporate ownership and production-facility locations.

All complete plant foods require phosphorus, nitrogen and potassium. And phosphate rock is the primary source for the phosphorus of the inorganic fertilizers. As more and more world food production is grown with these chemical fertilizers and since the Florida field supplies over 30% of the phosphorus component, let us look at the vital phosphate industry. Mining of phosphate rock in Central Florida began in 1891 and production has continued to grow at a steady pace. In 1965 a phosphate mine was opened in Hamilton County, North Florida and one in Beaufort County, North Carolina in 1966 . Since the beginning of mining in 1891, approximately 700 million metric tons of phosphate rock have been produced of this amount one-half was mined in the last 11 years. While the field was not deliberately "high-graded," the best of the known deposits were mined first. Those now being mined, and those yet to be mined, cost more to operate and the product is of lower grade. The U. S. Bureau of Mines&apos; data for 1977 lists "Florida" phosphate rock production as 40.6 million tons; 86% of U. S. production and 85% of "Florida" capacity. The U. S. Bureau of Mines includes North Carolina production in "Florida" statistics so as not to reveal individual data for the one mine operating there. Approximately one-half of "Florida" production is exported, either as rock or as rock equivalent in upgraded products. Deposits of phosphate rock necessary to support present and future production are catalogued as: reserves, paramarginal reserves and resources. Reserves denote deposits which can be mined at a profit now. Paramarginal reserves are defined by the U. S. Bureau of Mines and the U. S. Geological Survey as: that portion of sub-economic resources that a) borders on being capable of production economically, or b) is not commercially available solely because of legal or political circumstances. The " b)" part of this definition may now be expanded to include environmental controls and requirements. Resources are deposits which cannot be mined at a profit at present. Listed in Table I are reasonable values for each of the three categories of phosphate deposits in the northern and southern parts of Central Florida. North Florida and North Carolina.

Face and pillar bursts, bumps and bounces are violent failures that occur in underground coal mines in response to a complicated interplay of face and pillar geometry, seam depth, coal strength and moduli and interactions between roof, seam and floor strata. Additional complications arise from the presence of gas, mainly methane, and associated pressure and flow that vary with time and are further influenced by the rate of face advance. Numerical models provide a means of quantitatively accounting for the various complications of mining geometry, the stratigraphic column, mechanical properties, gas flow properties and associated interactions. A fully coupled hydromechanical finiteelement code, utAH4, serves the purpose well and allows study of the important interaction between stress concentration and gas pressure in determining safety and stability of the face during the advance of a longwall panel in a deep underground coal mine in central Utah. Face advance is relatively fast compared with gas flow and depressurization in coal seams of low gas permeability. Consequently, gas pressure is high at the face. When a longwall is stationary, depressurization occurs at the face, so effective stress and strength increase. thus, when gas flow at the face is high and requires a pause in face advance to bring gas concentration to an acceptable level, a second benefit occurs because of timely depressurization. However, quantitative analysis of a deep coal mine shows that regardless of gas pressure, high stress concentration is more likely to pose a threat to face and pillar wall stability.

In this paper, the results of bench scale testing of five different flotation processes to separate dolomite from phosphate are discussed. The effectiveness of each process interms of phosphate recovery and MgO content in the concentrate is used together with the reagent consumption as the basis of comparison. The water quality is found to play a major role in the performance of these processes. Effect of water hardness as well as other parameters are discussed.

In today’s challenging mining environment, everyone is focused on minimizing cost per ton. With haulage costs approaching up to 45% of the overall mining costs, and loader performance driving production, optimizing payload on the truck is a big opportunity. This paper will focus on technology’s role in loaders achieving the truck target payload. There are constantly new innovations in technology, but not everyone uses them correctly. Technology is intended to help achieve the next level of performance, but still requires the right people and processes to effectively utilize the benefits. In today’s mining business, miners, engineers, trainers, supervisors, and managers have ever increasing roles and responsibilities as never seen before in past decades. Technology can make these roles more efficient, but fully relying on the technology can detract from optimization. Sometimes the old-fashioned method of loading to a consistent pass match will provide a lower cost per ton. Before blindly trusting your technology feedback, know these three areas discussed in this paper: (1) Prerequisites to utilize technology in payload management; (2) Types of payload management technology; (3) How to use the data to manage operator behavior. The objective of this paper is to provide low-cost recommendations to efficiently increase production. INTRODUCTION Whether miners claim to have been around and experienced it all, or they are the data-driven new generation on the mine site, miners are expected to execute the mine plan at the lowest cost possible. So why is it so difficult to execute this task? Shouldn’t supervisors just have to staff the equipment, tell operators to have a safe day and tally up the numbers at the end of the shift? Let the technology system do the rest; what could go wrong? Lots. Having examined numerous mining operations that use the latest loading technologies over the past several years, one common denominator is the opportunity to improve loader operator performance. Mining companies seek help from consultants, training departments, performance reporting systems and an arsenal of resources. Armed with all this information, but the improvements don’t happen, what could have gone wrong? It comes down to people, not managing the resources to drive the right behavior and as a result, the mine’s performance is not where it should be. Understanding how to make “Great Miners” out of these people is critical to this constant struggle to move more with less and get the costs down. Extraction CPT (Cost-Per-Ton) is most sensitive to optimizing loader production which can be generalized into 3 categories of influence: machine specifications, cycle timing, and continuous management using technology. After establishing a basic production machine configuration, utilizing technology to manage cycle times, operator efficiency and payload can be advantageous. Prerequisites to Utilize Payload Management Technology It is important to begin with the primary considerations that enable the use of technology to continuously manage loading productivity. All systems are interdependent in mining, but these are divided into the simplest terms to remember. First, fix your timing and geometry.

Hong Kong is an intensively developed region and has the highest vehicle densities in the world. In 2000 there were 6.6 million people and 580,000 vehicles using 1,890 km of road covering the 1084 km 2 territory. The high vehicle and population densities together with the difficult terrain have seen road tunnels emerge as key components both in the current and future road transportation network. Currently there are eleven operating highway tunnels in Hong Kong, seven government owned and the remaining four “build, operate and transfer” franchises, see Figure 1. The very first tunnel was the dual two Lions Rock Tunnel completed in 1967and the latest the dual 3 lane Tai Lam Tunnel opened in mid 1998. Figure 2 shows the alignment and statistics for all 11 Hong Kong tunnels. Looking ahead, Hong Kong has embarked on the study and design of the next generation of major highways and as many as a further seven tunnels are currently under feasibility study or detailed design. This seems an opportune year to produce a broad appreciation of the fire strategy, life safety and ventilation practices in Hong Kong not only for the existing tunnels but the new standards and requirements for the next generation of Hong Kong tunnels. This paper provides an overview of the fire strategy, life safety and ventilation of Hong Kong’s existing and planned tunnels. The paper pays particular attention to the areas where the unique conditions and requirements in Hong Kong impacts on tunnel and systems design and the solutions adopted to overcome these challenges.

Disruption in critical minerals supply chains has resulted in the evaluation of various types of mineral deposits for critical minerals potential. Much of the study on critical minerals focuses on occurrence and characterization, but little research has addressed what concentrations of critical minerals in a mineral deposit are required to make an exploration target into an operating mine. Understanding the cut-off grades of ore deposits being actively mined is one criterion to determine if concentrations in an exploration target are high enough. Cut-off grade is defined as the minimum amount of mineral contained in a ton of ore that is sent to the processing plant. Among many factors, cut-off grade depends upon the size and type of the deposit and mining operation, the processing technique, and market prices. This research does not aim to define cut-offs for determining if a mineral deposit is economic. Rather, it defines estimates of concentrations of critical minerals that could be considered good enough for further exploration. For example, ~2% total rare earth oxide (TREO) is the cut-off grade for Mt. Pass carbonatite, but 500 ppm TREO could be an exploration target for coals.

To address coal refuse tailings storage needs for a mine operation in western Canada, a feasible solution was to convert excavated open pits into tailings cells. A slope stability investigation and design study were completed to determine the necessary width and slope geometry for in-situ native plugs as the impoundment embankment. The native plugs separate the previous open pit from the current active open pit. This configuration allows for the deposition of refuse tailings in the previous pit while allowing mining to safely continue “downstream” of the temporary impoundment. As mining progresses, each subsequent pit will be filled with refuse tailings; thereby, buttressing the upstream slope of the previous native plug. Although these cells are excavated, and the timeframe for downstream exposure is relatively limited, the native plugs are classified as dams and must be designed to meet applicable safety of dam standards since they impound water and tails above mining personnel in the subsequent open pit. The presentation and paper will discuss the investigation and analysis conducted to develop the geotechnical and hydrogeological design recommendations.

Several attempts have been made in the past sixty or so years to commerciliaze the vast oil shale deposits of the United States of America. However, the industry has yet to become viable and economic. To date, it has not been possible to produce oil from the oil shales at a competitive price when compared to the oil produced from oilfields by conventional methods. However, the development work has been quite fruitful in furthering the art of thick bed mining and technology of in situ retorting. The in situ method has the potential of recovering oil from thick beds and the resource recovery potential is much greater than that from underground mining and surface retorting. In situ methods require that the shales/ marlstones be fragmented &apos; in place to induce adequate porosity and permeability to allow in situ&apos; heating of the fragmented shales. This can be accomplished by using explosives. However, it has been found that the existing blasting systems, though very efficient, are somewhat lacking. The explosive become insensitive when shot in multiple vertical decks. They can also become insensitive when spaced horizontally at close proximity to other charges. Also, since the blasting is done in a very limited free face, this limits the delay time that can be allowed between charges. Consequently it is not always possible to predict the performance of the blasting system on a routine basis. Furthermore, since it is not possible to undertake secodary blasting, it is imperative that the blast design function properly. Recent, successful retorting by Occidental Petroleum Company of retorts seven and eight suggests that some of these problems may have been overcome. This paper addresses some aspects of in situ retorting and problems those have impeded the development of a viable oil shale industry in the U.S.A.
