The Black River Falls Mine is owned and operated by Jackson County Iron Company, a wholly owned subsidiary of Inland Steel Company. It is located in vest central Wisconsin, seven miles east of the city of Black River Falls. This is the first taconite plant in the state of Wisconsin. Iron mining started in this area in 1856 but soon failed due to the low grade ore and crude methods of mining and transportation. Inland Steel Company acquired the property in 1939. Some drilling and test work was done in 1940, but the economics of developing the property at that time were not favolable. Improved methods of concentrating and pelletizing in the 1960's made it possible to build the present plant. Due to the limited ore reserve of 45,000,000 tons with expected recovery of 33% it was necessary to limit the capacity of the operation to 750,000 TPY with a life of 20 years. There was some concern about an operation of such limited capacity. A million ton operation was considered the minimum size plant for a profitable operation.

Many factors -- political, environmental and technological -- will determine the extent to which the United States realizes the potential of its vast coal resources. Not the least of these factors is technogical development including mining, processing and transportation. With regard to processing technology, about 50% of the 800x106 tons of coal mined annually in the U.S. is processed in preparation plants. The purpose of the physical separations accomplished in these preparation plants is to remove ash (present as clays and other oxide minerals) and sulfur 'present mostly as pyrite). Coal flotation circuits for such separations are becoming more important in the processing of minus 28 mesh coal. (1,2,3) For example in the U.S. in 1960, 31 flotation plants processed 26,500 tpd; whereas in 1980, there were 80 flotation plants which processed 78,300 tpd. This corresponds to an annual growth in flotation plant capacity of 10 per year during the past two decades. Coal flotation is based on the natural or induced hydrophobicity of coal particles which are separated from hydrophilic ash and sulfur constituents by attachment to air bubbles. The coal particle/air bubble aggregates are collected in a froth phase which is created by the addition of a suitable frother such as MISC. Without exception, such separations are made in a conventional flotation cell, which, in essence, is a stirred tank reactor with a shrouded rotor to shear the air as it passes through a hollow shaft. The dispersed air bubbles (4.0 mm diameter) are stabilized by addition of the frother. Collision of the air bubbles with, and/or precipitation of the air bubbles on, the coal particles results in the formation of coal particle/air bubble aggregates which rise in the gravitational field and are collected in the froth phase developed at the top of the flotation cell. Restraints on successful separation by this conventional flotation technique are particle size and retention time. Generally it is found that effective flotation is only achieved for particle sizes between 10 and 1000 microns. Further, with respect to retention time, it is found that a nominal retention time of at least 2 minutes is required for successful separations. These facts limit the effectiveness of conventional coal flotation. Coal fines may be lost in the reject stream and disposal is frequently a problem. The retention time required for conventional flotation results in large floor space demands which limit the capacity of the plant.

In order to protect coal mine owners, operators, and lending institutions from potential environmental liabilities, responsible parties must maintain a thorough understanding of the environmental disposition of the property they control, and the ramifications of impending laws and regulations. The best way to accomplish this is to periodically conduct a Phase I Environmental Audit. The systematic approach of an audit will reveal areas of DOD compliance with SMCRA and EPA regulations which the coal owner and/or operator will be able to use to correct deficiencies and prevent the occurrence of conditions which could lead to permit block, fines, and ultimately reduced productivity.

In April 1975 Kaiser Steel Corporation and the United States' Department of Energy entered into a cost-sharing agreement for the demonstration of shield-type longwall supports on three consecutive longwall panels at Kaiser's York Canyon' Mine in New Mexico. Under this agreement the Department of Energy supplied 117 Hemscheidt 320 HSL caliper-type shield supports and hydraulic pumps for the duration of the demonstration. The purpose of the demonstration was to educate the U.S. coal mining industry as to the benefits in production, productivity, health and safety, and increased coal extraction afforded by shield-type longwall mining systems and to provide the industry with a working model. The material composition of product is defined as the quantity of metal used per unit of product manufactured during a year. This ratio measures the efficiency of converting a ray material into final products. The material composition of product has shown steady and persistent declines over time for most metals and materials. This tendency demonstrates the continued improvements in manufacturing technology, resulting from substitutions of other materials and improvements in production efficiency. The purpose of this paper is to study trends in the material composition of product to reveal the impact of advanced materials on the use of traditional metals.

A new P(MAAA) latex was developed and used in separation of ultrafine apatite from calcite and silica by means of selective flocculation. The latex was found to flocculate selectively apatite from apatite/calcite and apatite/silica mixtures in the presence of sodium tripolyphosphate and sodium silicate over a pH range from 9.1 to 9.4. The separation of apatite from calcite was more selective with sodium tripolyphosphate, while the results of the separation of apatite from silica were better when sodium silicate was used. In the apatite/calcite system, 90% apatite recoveries into a concentrate containing 34% P2O5 were possible in the presence of 4 mg/l of sodium tripolyphosphate at a latex dosage of 2.2 kg/t. In the apatite/silica system, 80% of apatite could be recovered into a concentrate containing 33% P2O5 in the presence of 20 mg/l of sodium silicate at a latex dosage of 1.1 kg/t. Deposition tests were used to study the interaction between the latex and the mineral surfaces. The results revealed that deposition density of the latex on apatite was higher than on calcite; the differences between the deposition onto these two minerals were higher at pH 9.2 than at 7.2. The results point to the stronger interaction between the latex and apatite surface when compared with the latex-calcite interactions.

The use of resin-grouted cable supports to control large ground movements in several types of underground mines has increased substantially since being introduced in 1991. Cables offer several advantages over traditional support systems, having large support capacities coupled with the flexibility to be used in low openings. Cable slings have been designed to be installed on-cycle using no-spin technology or a two-piece unit that can be placed with hand-held drilling equipment. Additionally, yielding cable supports have been developed and are being used to control large amounts of movement in coal and evaporite deposits.

A mining company plans to extend its surface coal-mining operations in central Pennsylvania. Although the proposed site contains pyritic material, the results of the acid-base accountings for the site shows an overall Neutralization Potential to Maximum Potential Acidity Ratio (NP:MPA) of 4.26:1 for the entire site. The pyritic material is, however, associated with the lower of the three seams to be mined. If traditional dragline-mining methods are used, this would result in the acidic material being placed at the top of the spoil piles, exposing it to air and water, and therefore to the formation of acid mine drainage (AMD). Further concerns are associated with the fact that the alkaline material is not distributed evenly over the mine site. To prevent the formation of AMD, the company has proposed to mine the area using truck-shovel mining methods. This technique offers a more flexible alternative for cut sequencing and for the selective placement of waste material. Working with the Department of Mineral Engineering at The Pennsylvania State University, amine plan was developed for this site. This plan results in the layering of the alkaline and acidic spoil to achieve an overall net alkalinity in all spoil areas. Therefore, mining this site should not result in the formation of AMD.

Comminution represents one of the major costs of mineral recovery from low-grade ores. Efficient mineral recovery in a typical low-grade ore grinding-flo¬tation process depends on grinding the ore small enough to liberate mineralization without producing excessive slimes, which would result in higher power and flotation reagent costs. Size criteria for efficient grinding should be stated in terms of the distribution of mineralization sizes, but as the mineralization-size distribution is difficult to determine, less desirable criteria of absolute particle-size distribution (PSD) are used in practice. Thus, there is considerable incentive to be able to analyze and predict the PSD performance of grinding circuits for control and optimization of the process. Any realistic model of a grinding circuit must account for recycle of oversize material; such oversize recycle adds to the total mill load and limits total production rate. Simulation of such closed-circuit operation to study grind factors affecting total throughput can be done in a straightforward fashion provided recycle calculations can be added to an accurate input-output model of PSD in the grinding mill itself. Such a total simulation of mill performance is of obvious practical value in assessing the practicality and benefits of various over-all mill control schemes and/or modes of operation. For example, considerable interest has been shown in the development of continuous on-line particle-size sensors and such instruments should be an operating reality in a few years. A total closed-circuit PSD model of this type would be invaluable in the utilization of, and in predicting the pay-out from, such an on-line particle-size sensor. The purpose of this paper is to present a new approach to the development of an input-output PSD model of a grinding mill. The model is continuous in the par¬ticle size coordinate, L, and is based on the principle of a particle population balance along the particle size coordinate. The White River Shale Oil Corporation (WRSOC), as agent for Phillips Petroleum Company, Sohio Shale Oil Company, and Sun Shale Oil Company, is developing a prototype oil shale facility on Federal Lease Tracts Ua and Ub, located in northeastern Utah and known as the White River Shale Project (WRSP). The Ralph M. Parsons Company (Parsons) has been retained as the design engineer/constructor for the project. This paper covers the successful pregrouting of the Bird's Nest Aquifer in conjunction with the sinking of a 9.2-m (30-ft)-diameter shaft and driving of a 3.89-m by 5.64-m (18.5-ft by 12.75-ft) decline. The Bird's Nest Aquifer derives its name from the ellipsidal solution cavities caused by leaching of random-size nacholite nodules. The sodium bicarbonate nodules occur as persistent bands within a matrix of siltstone and marlstone. The team, made up of the owner, engineer/contractor, and subcontractor successfully grouted the shaft down to an inflow of less than 0.06 lps (1 gmp) and the decline down to less than 0.12 lps (2 gpm) by injecting a total of 213.190 kg (470,000 lb) of Celtite Terraseal, 113,400 kg (250,000 lb) of limestone dust, and 41,730 kg (92,000 lb) of cement into the formation.

Oil-field brines have been collected and analyzed from Jurassic and Cretaceous rocks in the Mississippi Salt Dome Basin, from Jurassic and Lower Cretaceous rocks, southwestern Arkansas, and from Ordovician and Silurian rocks, southern Michigan. All of these brines are genetically related to evaporites and appear to be brines expelled from halite-bearing rocks, presumably during compaction. The brines in rocks closest to the halite-bearing rocks are uniformly low in lead and zinc suggesting that the metals in metal-rich brines are not acquired within evaporite sequences. The metals in metal- rich brines in Mississippi and in Russia appear to be derived from red beds and may have been originally associated with ferric iron oxyhydroxides. Reduction of these compounds by migrating hydrocarbons appears to release lead and zinc to the associated brines accompanied by the fomation of authigenic ankerite.

Overexposure to noise remains a widespread, serious health hazard in the U.S. mining industry. Most other categories of illnesses and injuries associated with mining have improved, with the exception of hearing loss. U.S. Mine Safety and Health Administration (MSHA) coal noise data from 2000-2004 show that the continuous mining machine (CMM) is first among all equipment, accounting for 35% of noise overexposures. Joy Mining Machinery, in collaboration with the National Institute for Occupational Safety and Health (NIOSH), is conducting research to reduce noise generated by continuous mining machines. This paper describes a "JOY Designed for Noise Reduction" (JOY DNR; patent pending) tail section as a noise control for reducing the noise overexposures of CMM operators. Underground testing shows a 45% to 65% noise exposure reduction for the operator when comparing the JOY DNR tail section results to those for a standard machine. Utilizing this newly developed noise control, along with previously proven controls, will provide CMM operators an opportunity to be within the MSHA permissible exposure limit (MSHA-PEL). Bench top centrifuge is used to study the consolidation behavior of phosphatic clays. A mathematical model (based on first order kinetics) is developed to describe the relationship between the void ratio (at any time) and the effective stress. Permeability of the sediment as a function of the void ratio is also described. The obtained data are compared with that obtained by other consolidation testing methods. Centrifuge results indicate that consolidation data may be developed in a short period of time (hours) as compared to days or weeks when other techniques are used.

Traditionally, molybdenum and vanadium have been used chiefly as alloy metals in steel. They impart similar characteristics to most steels, and to some extent one can be substituted for the other. In the United States during the 1950's the production of steel increased about 5 percent, and the reported consumption of both of these alloy metals in steel increased some 40 percent. In Europe during the 1950's the production of steel in¬creased nearly 100 percent. Data on the actual consumption of these alloy metals in European steels are not available, but production and trade records show that the European supplies of molybdenum increased about 150 percent and those of vanadium about 350 percent during the 1950's. If most of the molybdenum supplies in Europe are being added to steel, as seems likely, then the European steel industry has nearly caught up with the United State in the rate of consumption of molybdenum in steel. The vanadium supplies, on the other hand, are puzzling--unless Europe is adding mach more vanadium to steel than is done in the United States, it seems reasonable to assume that other uses are consuming moderately large quantities of this metal or that appreciable amounts of it are being transshipped from Europe. To the extent that a changing volume of supply signifies a changing pattern of use, the increased demand for molybdenum and vanadium in Europe should be of interest to domestic producers and consumers of these metals.

The Sixteen-to-One Mine was originally designed and operated using Blasthole Stoping with end slicing as the primary mining method. This method changed to Modified VCR Stoping in response to efforts to control dilution. The new method combines Blasthole Stoping with shrinkage methods, pillars, and reduced sublevel intervals to provide the most practical dilution control avail- able for low cost bulk mining.

The Xinglongzhuang Coal preparation plant project was a joint effort by American and Chinese engineers and for the most part designed to American standards. The plant owner and operator is the Yanzhou Coal Mine Administration, a division of the Shandong Coal Corporation. These are state owned companies which ultimately fall under the Ministry of Coal in Beijing. The new 3.0 million ton per year Xinglongzhuang mine is located in southern Shandong province in east-central China about mid-way between Beijing and Shanghai. This is an agriculture area, flat terrain, relatively dry climate with temperatures similar to Western Kentucky. During Confucius time (551-479 B.C.) this area was known as the state of Lu. Confucius home town of Qufu is about 20 kilometers to the north-east of the mine site.

For the past 30 years, process flowsheet design has been accomplished largely through modeling and simulation. This approach provides circuit designers the freedom to test various separation approaches while minimizing physical and human resource requirements. The Limn® software provides a unique approach to process simulation, through a Microsoft Excel interface. While the software comes with standard process models for numerous unit operations, the Excel calculation environment and the accompanying VBA platform provide a convenient interface for custom model integration, even for non-experienced programmers. This feature is especially useful for university students in introductory process modeling and simulation-assisted flowsheet design courses as well as experienced practitioners with proprietary process models. This paper shows how the Limn® software may be used to solve basic process engineering problems as well as more comprehensive circuit design challenges. Industrial examples as well as opportunities for training and education are presented.

Most iron bearing ores treated by the R=N Direct Reduction Process yield products lower in phosphorus than the initial ores. The sulfur is also removed and generally is in the range of 0.02 to 0.05 percent in the final R=N product, independent of the sulfur content of both the ore and carbon fuel used. The mechanism and thermodynamic justification of the principal reactions leading to the removal of both phosphorus and sulfur and the control of sulfur in the iron concentrate produced are discussed and supported by the results of laboratory experiments. In substantially all iron ores (containing up to 4% sulfur as sulfate) and solid carbon fuels (containing sulfur from 1 to 8%) tested, the rejection of sulfur has been in the order of 90-95%, with not more than 0.02 0.05% sulfur in the final metallic iron product. With respect to phosphorus-bearing iron ores ranging up to 0.70% P205, the rejection to tailings has been in the order of 70-95%, resulting in not more than 0.03 - 0.07% phosphorus in the final product.

INTRODUCTION The introduction of 165-mm (61/z-in.) holes to underground mining operations has made possible the application of Canadian Industries Ltd's (CIL) vertical crater retreat (VCR) mining method, illustrated in the accompanying sketches. This unique and revolutionary new application of spherical charge technology (see the Appendix), when applied to primary stopes and pillar recovery, eliminates raise boring, slot cutting, and dilu¬tion of ore by backfill; greatly improves fragmentation; reduces labor and time requirements; eliminates uphole drilling and blasting; and minimizes or completely elimi¬nates damages by blasts to the walls and retreating backs of the stope or pillar. If vertical large diameter holes are drilled on a designed pattern from a cut over a stope or pillar to bottom in the back of the undercut, and spherical charges of explosives are placed within these holes at the calculated optimum distance from the back of the undercut and detonated, a vertical thickness of ore will be blasted downwards into the previously mined area. Repeating this loading and blasting procedure, min¬ing of the stope or pillar retreats in the form of horizontal slices in a vertical upwards direction until the top sill is blasted and the mining of a stope or pillar is completed. The VCR method is also applicable to drop raises and has the potential to replace all other raising methods under most circumstances. PILLAR RECOVERY Levack Mine Inco Metals Co., Ontario Div., provided the first opportunity for the method in pillar recovery. The Levack mine's high grade ore pillar No. 4800 on the 975-m (3200-ft) level was used for the production¬scale experiment (Figs. 1 to 3). The pillar was about 49 m (160 ft) long, 6 m (20 ft) wide, and 20 to 26 m (65 to 85 ft) high. The mined area on both sides of the pillar was backfilled with a 1:30 cement:sand mixture. The pillar was removed in two phases. In phase 1, the standard uphole method was used to blast down the 18-m (60-ft) long section of waste from the bottom of the ore into the undercut. From the pillar's top sill, 165-mm (61/a-in.) holes were drilled downward into the pillar, and by measuring the depth of the holes, the results of the uphole blast were determined and roof line 1 was established. The bottom of each hole was plugged, then filled with sand to place the center of gravity of each spherical charge (loaded from the top sill) at a predetermined optimum distance from the horizontal free surface. The charges were then detonated. After detonation, both draw drifts were full of extremely well-broken material. The depth of each hole was measured again, and the plot of these depths re¬sulted in roof line 2. The same blasting procedure was repeated and the resultant new back elevation was marked by roof line 3. The poor results of the initial uphole blast at one location (notice the peak in area 1) appeared to influ¬ence the subsequent new backs. A third blast success¬fully evened the back, and resulted in roof line 4. An unblasted slab averaging 6.3 m (20.9 ft) thick remained below the pillar's top elevation as the final sill. In all three spherical charge blasts fragmentation of the blasted material was extremely fine. The backfill was fully exposed on both sides of the now-blasted pillar. The backfill remained undamaged and the ore was not diluted by sand. The remnants of all the 165-mm (61/2 -in.) holes remained clean and undamaged, and the holes had well-defined bottoms that could be easily measured and plugged. Each blast took down a 3.9 to 4.2-m (13 to 14-ft) thick horizontal slab of ore. Productivity was three times greater than that of the previously practiced cut-and-fill method. Since this was the first such experiment, blasting the remaining 6-m (20-ft) thick final slab was the sub¬ject of some deliberation. If the described method was repeated, we could have ended up with a 1.8-m (6-ft) thick sill unsafe to work on.
