In maybe the world's first in a mine project financing, a US $55 million Rehabilitation Indemnity was given on behalf of the banks in a US $250 million loan to develop the Ranger uranium mine, Northern Territory, Australia. The basis of the financing was an estimate of removal of the tailings and replacement into the pit. The Indemnity was amortized by a sinking fund from the mine's revenues. Such a concept could be valuable for mineral developments in sensitive areas or jurisdictions such as British Columbia or Alaska.

Pluor Utah has been closely associated with the engineering and construction of earth bottom thickeners for porphyry copper operations, for the counter-current decantation circuit of a gold cyanide plant and similar applications in mineral processing. During the past 13 years, some 18 of these thickeners have entered service and the bottoms have proved to be watertight structures with no particular problems encountered. In the course of this work, technological advances have been realized in the procedures for engineering and construction of these units to assure watertight basins and achieve all possible economies in construction. This paper describes the successful application of engineering and construction techniques for a number of these thickeners.

This paper addresses the impact on performance of column height (H), and column height to diameter (H/D) ratio by modelling the effect of HID on mixing and consequently on recovery and grade. Mineral recovery increases with increasing H/D ratio for a constant column volume and feed flowrate, while the concentrate grade decreases to a minor extent. Columns 10-15m in height with H/D-10 are well suited for feed rates 150-600 L/min. Maximum H/D is determined by the gas carrying capacity, an important consideration for pilot units where H/D?200.

Virtually all structures show some signs of distress due to deterioration of the building components, to changed loads, or to changed support conditions. Changed support conditions result from ground movements. In mining regions many cases of structural distress are attributed to mining without considering alternative causes. This is particularly true of coal mining since it occurs under extensive areas. Coal mining is estimated to have already undermined more than eight million acres and may eventually undermine 40 million acres in the United States (HRB Singer, Inc., 1977). Other nonmetal and metal underground mines impact much smaller areas. Although it is sometimes difficult, even with careful study, to identify the actual cause of damage, persons responsible for underground coal mining should at least be aware of possible causes of building stress other than mine subsidence. This paper presents information on distress to structures and briefly reviews a number of causes of ground movements other than subsidence: Mass movements, dissolution, erosion, frost action, shrinking and swelling, yield into excavations and compressibility

Introduction The purpose of coal preparation is to improve the quality of coal to make it suitable for a specific purpose by (1) cleaning to remove inorganic impurities; (2) sizing-crushing or screening, or both; and (3) special treatment, such as dedusting. The properties and quantities of impurities in coal are of major importance in the design and operation of steam generating equipment. Although boilers are often designed and equipped to use a wide range of coals, no boiler will perform equally well with all types of coals. All coals have certain properties that place limitations on their most advantageous use. These limitations are especially stringent for many of the older installations. Because of a general lowering of quality of raw coal in recent years, the need for coal cleaning has significantly increased. Among the factors contributing to the need for increased coal preparation are (1) increased demand for quality brought on by market and environmental requirements; (2) increased extraneous dilution caused by mine, health, and safety laws; and (3) depletion of the higher-quality coal seams. The major characteristics of coal and impurities from the standpoint of mechanical cleaning are particle size composition, generally called size consist; density differences; the relative friability of the coal and its associated impurities; hardness; and strength. Some of the other factors related to preparation are petrographic composition and rank. RANK CLASSIFICATION Coal is a general designation for a great number of solid organic minerals with different compositions and properties; all are rather rich in carbon and have a dark color, generally black. Next to mineral oil and kerogen, coal is the most important reservoir of carbon in the world. Carbon is an indispensable necessity of life as well as the main source of energy. Coals are found in stratified deposits, sometimes at great depths. All coals owe their origins to slow decomposition and chemical conversion of immense masses of organic material. As found in seams, coal is a heterogeneous mixture of organic and inorganic materials. Not only are there large differences in the properties of coal originating from different seams, but also in coal removed from different locations in a single seam. A genetic relationship exists between peats, brown coals, lignites, biturninous coals, and anthracites. As a whole, the process of coal formation, or coalification, proceeds as a continuous transformation of plant material, each phase characterized by a degree of coalification, or rank. As a measure of this rank, the carbon content or some related parameter can be used.

The Wind Mountain (WM) nepheline syenite deposit is part of the alkalic complex in the Cornudas Mountains, which ranges in age from 34.6 ± 1.5 Ma to 36.8 ± 0.6 Ma. The WM deposit consists of a complex, zoned pluton that ranges from syenite porphyry to nepheline syenite porphyry. The WM deposit has potential use for ceramics and dark-colored beverage containers and consists of nepheline, k-feldspar, albite, and varying amounts of other minerals. Analcime also is present locally but must be avoided because it is unsuitable for ceramic and glass. Chemically the deposit consists of 56-63 % SiO2 17-21 % Al2O3 and 4.0-5 % Fe2O3. Although initially iron is high, when the crushed rock is passed through a specialized magnetic separator, the iron content drops to below commercial maximum standards of less than 0.5% Fe2O3. The WM deposit is currently under exploration and testing to determine marketability.

You here are all familar with the myriad of new laws, some enacted and some pending, that affect the mining industry. These laws, for example those dealing with suspended matter, affect us in Alaska as they do you. Likewise, our friends in government, the Geological Survey and the Bureau of Mines, provide us with the same fine services that they do elsewhere. I am not going to speak today about these, but concentrate on one act of Washington, D.C. the impact of which is felt, for now at least, principally in Alaska. A little more than a year ago, I spoke in Spokane on the subject, "Governmental Challenge to Mineral Development in Alaska." I outlined some of the policies of Government which were operating to change the rules under which the industry operates and to alter the relation- ship between government, industry, and the individual. At that time the Native Claims Settlement Act had not been passed, but was on the verge of being so. In reading over what I said in Spokane, I note that I touched on many points where Government was actually challenging mineral development in Alaska. With the passage of the Alaska Native Claims Settlement Act, many of these actions were given a cloak of legality, and machinery was set up to concentrate the drive to tie up the public domain, machinery which will allow govern- mental control and interference with the actions of individuals on something like 90% of Alaska's land surface. This remarkable law is going to affect each and every one of you. Now, a year after its passage, we are only just beginning to see its lesson for the future. It was created by a coalition of powerful groups, who got other groups to support them by promising to deliver something they had no intention of delivering. Alaskan issues are again being used to get various groups not to oppose legislation which will severely harm them. It will help to understand the nature of this new drive if we understand the Native Claims Act and how it came into being.

With the depletion of high-grade iron ore resources, the utilization of existing low-grade iron ores, fines and tailings with effective beneficiation is inevitable to meet the iron and steel industry’s required specifications and demand. JSW Steel Limited is operating a 17-mtpa beneficiation plant at its Vijayanagar site in Bellary in Karnataka, which produces nearly 50 to 54 percent concentrate as sinter-grade fines. The sinter base mix consists of iron ore fines that are smaller than 10 mm, with 41 percent smaller than 0.150 mm; washed ore that is generally smaller than 3 mm and bigger than 0.150 mm, with 3 to 9 percent smaller than 0.150 mm; beneficiation plant concentrate, with 97 percent smaller than 0.150 mm; limestone; dolomite; coke breeze; lime; sinter return fines; direct reduced iron (DRI) fines; and micropellets produced from steel plant waste. Using more washed ore in the sinter base mix affects the sinter quality. Ball formation in the mixing and nodulizing drum is an important step in sinter making and requires sufficient quantity of smaller than 0.150 mm fines. Optimization of fines in the sinter base was carried out by replacing the smaller than 10 mm iron ore fines with washed ore. Size analysis, study of the granulation index (G index) and optimization of moisture with respect to sinter bed permeability were carried out to optimize the proportion of smaller than 0.150 mm fines in the sinter base mix as adhering material. This study explores the optimization of fines in the sinter base mix for ball formation to achieve higher sinter quality and productivity with higher sinter bed permeability.

Cobalt, nickel, and manganese can be recovered quickly, cleanly, and selectively from cobalt-rich manganese crust by leaching in dilute acid solutions in the presence of hydrogen peroxide. Common selective precipitation methods can then be used to recover these metals from the leach liquor. The leaching reaction produces only oxygen as a byproduct, and the waste residue from leaching was tested and found to be non-hazardous under existing EPA specifications. The leaching process is effective in either fresh water or seawater. This research is a part of the Bureau of Mines program to identify the mineral resources of the Exclusive Economic Zone and devise methods for recovering their valuable components.

This paper reviews major developments in continuous haulage technology for underground coal mines. Haulage systems in use and development are investigated through a comprehensive literature search and visits to mines and manufacturers. The systems include flexible conveyor train, mobile conveyor, multiple- unit continuous haulage, extensible and belt turning systems. Strengths and weaknesses of the systems are assessed in light of their operating under remote control and their application to the computer-assisted continuous mining machine being developed by the US Bureau of Mines. Through mining scenarios, candidate haulage systems are conceptualized to be consistent with the capabilities of the mining machine.

Metallurgical processing of gold ores in positive water balance environments has been facing decreasing discharge concentrations in permits and additional requirements to pass acute toxicity testing before discharges will be allowed to native fisheries. In response to the challenge to meet 0.005 mg/L free cyanide guidance for discharges to fresh water fisheries, the American Society of Testing and Materials (ASTM) International Cyanide Task Group has undertaken an interlaboratory study for the free cyanide method in the metallurgical processing cyanide detoxified reverse osmosis effluent to determine if the quantitation limit for the method could be lowered from the current 0.009 mg/L free cyanide (1) to less than the 0.005 mg/L guidance concentration. Results of the testing are presented below.

In recent years, Industry 4.0 has generated a change in the way companies in various industrial sectors design, produce and deliver products and services, and is focused on the interconnection of systems, the advanced access and management of large amounts of data in real time, and the implementation of emerging technologies such as the Internet of Things (IoT). Artificial intelligence (AI), machine learning (ML), digital twins (DT), robotics, virtual and augmented reality (VR/AR), among others [1]. DTs are accurate and dynamic virtual models that replicate physical systems, where it is possible to simulate and optimize operations before implementing real-world changes [3]. These features make it possible to reduce investment costs, minimize risks and improve strategic decision-making. These benefits are of utmost importance for tailings storage facilities (TSF), since they are facilities aimed at the safe storage of tailings and with the constant need for growth [4]. This paper evaluates the applicability of a DT in a TSF from a conceptual perspective, providing the advantages of its implementation, but also the barriers identified in the industry based on the authors’ experience.

The reclamation of an open dragline pit (Pond A3P-2) at the Gibbons Creek lignite mine in east-central Texas required neutralization of acid mine pit water. At the start of treatment with hydrated lime (Ca(OH)2) on March 28, 2000, the pond had partially filled with 913,000 m3 (740 acre ft) of pH 4.9 water. Another 666,600 m3 (540 acre ft) of pH 3.3 water was pumped in from an adjacent pit (PitA3P- 1). By the end of the project (July 5, 2000), a combined volume of 1,579,000m3(1,280ac-ft or 417milliongal) in PondA3P-2 had been successfully treated to pH 8.2 with 431 t (475 st) of lime. This was two to three times more neutralizer than laboratory trials and detailed chemical titration had predicted. The main reasons for the difference are thought to be the inadequate representation in a laboratory setting of some of the chemical reactions that occurred in the field, including incomplete mixing of reactants, reactions with clay minerals in the pit walls, the kinetics of biologically-mediated reactions and the kinetics of aluminum oxyhydroxide polymerization (aging).

Developing a method to accurately determine the weight and distribution of the load within a shuttle car bed eliminates the need for manual activation of the flight chain. Accordingly, this experimental study characterized the thermo-mechanical response of two unique load cells in force shunt, implemented as an engineering control to quantify load position and distribution without human intervention. The influence of environmental and installation conditions on the measurement accuracy was quantified and determined to be indirectly dependent on the characteristics of the material load cells that are mounted to.

The low-grade talc deposits in Tallapoosa County, Alabama, are associated with a mafic-ultramafic rock complex that is part of a widely distributed schist and gneiss group. These rocks form a synform structure overlying Inner Piedmont lithology. Paragenetic sequence of the Tallapoosa talc is interpreted as enstatite-anthophyllitetalc. Talc occurs as massive boulders formed by the alteration of enstatite-anthophyllite and as finely disseminated discrete particles in the enclosing saprolite matrix. Weathered rock reaches depths as great as 60 feet. The quality and quantity of the talc, however, are variable. Mineral analyses of the talc-bearing samples, by petrographic grain count, indicate a talc content of 16 to 26 percent. Most of the talc occurs as plates or scales that are moderately stained with limonite. Fibrous talc also occurs in the deposits and is often mistaken for anthophyllite asbestos which is intimately associated with the talc. The size, shape, and occurrence of the talc deposits precludes any method of min¬ing other than open-cut. A small-scale mining operation began in the district in 1969. Potential capacity of the operation is 5, 000 tons per year. Inferred reserves, based on field investigations, are placed at approximately 8 million tons. Vertical stirred mills are increasingly used for fine grinding applications in the mineral processing industry due to their high energy efficiency. Thus, modeling power draw is of great interest proven by the effort in previous work including analytical models. In this contribution the development of a DEM-CFD coupled model is presented to determine power draw under different operating conditions. These include grinding media filling level, shaft speed and fluidization as well as changes in grinding compartment configuration. An extensive test program on an especially equipped test mill is initiated to validate the model.

The conversion of maf coal to pyridine solubles and gas was investigated in a microautoclave batch reactor for two Kentucky washed coal samples (Ky. #9 and Ky. #11). Solvent hydrogen donor strength was controlled by the tetralin content of a mixed 1-methyl naphthalene-tetralin solvent. Primary liquefaction conversions greater than 90% in 10 minutes of reaction time at 427°C were achieved in liquefaction solvents with moderate hydrogen-donor strength (circa 40% tetralin). A modified irreversible first order rate expression, containing a parameter (a) to account for the intrinsic reactives of the maf coal, described the experimental kinetic data rather well. The integrated form of this rate expression is -k1e x = a (a- ß)e (eq. 1) Parameter ß in equation (I) is the pyridine solubility of the starting maf feed coal, x is the primary liquefaction fractional number of conversion, k1 is the specific reaction velocity constant and ? is reaction time. Primary liquefaction rate was found to be quite temperature sensitive and independent of coal when a liquefaction solvent containing 40% or more tetralin was employed. Primary liquefaction rate appears to depend on liquefaction solvent hydrogen donor strength for solvents containing = 40 wt.% tetralin. The intrinsic reactives in the maf feed coal or a appear to depend mainly on the inertinite group maceral content of the coal for the two coals studied in liquefaction solvents containing 3 40wt.% tetralin. In contrast, a appears to decrease in liquefaction solvents of low donor strength., i.e; solvents with less than 40wt.% tetralin.

"The International Tunnelling and Underground Space Association (ITA) held its 42nd General Assembly along with the 2016 World Tunnel Congress (WTC) April 22-28 in San Francisco, CA. The event was co-organized by the Underground Construction Association of SME (UCA). This was the first time the event has been held in the United States in 20 years.As cities demonstrate strong needs in tunnels and underground spaces for public transportation, subway stations, hydroelectric infrastructures and other underground infrastructure needs, the WTC 2016 provided the 2,319 attendees from around the world a unique occasion to discover the latest state-of-the art innovations in urban planning and underground construction projects in the United States and worldwide.The Congress, held in lieu of the UCA’s North American Tunneling Conference, included an exhibit that attracted 226 exhibitors in 298 booths. The exhibit had on display the latest in technical equipment and services from some of the largest and best companies in the international tunneling industry. The exhibit hall was also the place where participants were able to interact with the authors of the 168 posters and receive answers to various topics directly concerning civil engineers: innovative procurement processes, cost and risk management, contractual methods, BIM technologies and examples of innovative underground infrastructures built worldwide. And the technical program included 353 technical presentations – 185 podium and 168 posters.What is ITA?ITA-AITES is a nonprofit, nongovernmental organization that promotes greater use of underground space as a key instrument in sustainable development. Butler Taconite, operated by the Hanna Mining Company, is an Iron ore pelletizing operation that is located on the Western end of the Mesabi Iron Range in Northeastern Minnesota. The operation mines low-grade taconite ore and through primary crushing, two stage grinding, magnetic separation, agglomerating and indurating, produces 2.6 million annual tons of high quality, 66% iron pellets. Mining and stripping is done with 13 - M100 trucks and 5 - 12 cu. yd. shovels. The operating processes in the concentrator and pellet plant are primarily con¬trolled through a centralized control room and monitored by a PDP l140 computer. During 1969 and 1970, a re-organization of the Company took place. Through this re-organization, each mine unit was analyzed and studied to determine the proper staffing of the internal departments. At this time, it was decided to continue with further detailed studies of the Maintenance Department with the intent to reduce maintenance costs. Maintenance costs at the time of the re-organization were 38.6% of the total mine operating cost. The preliminary study indicated that the Maintenance Department had a system of maintenance, as a matter of fact, it had a separate system in each sub-maintenance division and in some of the sub-divisions each foreman had a system of his own. Therefore, from the data collected, it was decided to develop one system of maintenance that could be utilized throughout the entire operation. To determine the type of system suitable to all phases of the operation, detailed time and method studies were conducted. All types of maintenance tasks performed at the operation were studied. The data collected was analyzed and the recommended improved methods were reviewed with the Maintenance Superintendent and his staff. The new improved methods that were accepted as feasible, were introduced into the system immediately.

Respect for the people is one of the main values of S&B. Such respect needs to be manifested by actions ensuring the bodily and spiritual integrity of personnel in pursuing their work. The ultimate target is to achieve zero accidents by developing the culture and infrastructure required to support it. Within this framework, the following proactive safety practices were introduced in 2004 and are implemented at S&B Greek sites: (a.) Management Safety Visits (MSVs) of shop floor operations to address safety attributes of work guidelines, (b.) Monitoring compliance with critical work guidelines, using a ?safety barometer? tool. The proactive nature of both above systems, facilitates communication with employees on safety behaviors and their adoption in our facilities at Milos and Fokis, has been successful. Above all, these practices corroborate the management?s concern for the people and its commitment to continuously improve the working environment.
