Mega projects present unique challenges with regard to estimating costs. With such projects, which may span decades, these challenges often begin as soon as a project is conceived. The importance of having a sound, resource based estimate avail-able early in the process cannot be overstated because it provides the basis for ongoing project decisions. For the final phase of providing an updated cost estimate, often while bidding by contractors is underway, the Engineer?s Estimate (EE) must incorporate present market conditions; account for possible volatile material price swings; be based on actual labor and fringe costs; rely on meaningful productivity rates; and accommodate any recent technology advances while identifying and allowing for risk factors. This paper explains the benefits associated with consultants adopting a contractor?s estimating approach when preparing the Engineer?s Estimate on mega projects like the various tunneling projects in New York City.

System simulation is an increasingly popular technique for analyzing and improving existing as well as newly designed underground mining operations. An engineering firm that specializes in simulation helped a major metals producer build a long-range planning model of an existing underground mine. Subsequently the team adapted this model to assess technology alternatives in the design of a new mine. The two models differ in the level of detail used for modeling the development process. This paper discusses the differences in approach between the models along with the experiences gained and challenges faced during the construction and use of the models.

In bygone days, the mineral engineer spent most of his/her time on the technical aspects of designing, building, and managing mineral operations. In the last few decades, mostly since the 1960s, increasing amounts of engineering man power and time are spent dealing with federal, state, and local government agencies, laws, and regulations. It is not possible to plan, design, build, or operate mines, mills, smelters, or even office buildings without detailed consideration of government regulations and permitting requirements dealing with environment, worker health and safety, etc. The four chapters of this section provide an overview of the social, legal, political, environmental, and health and safety aspects of mineral enterprise. The section sets the stage for the working engineer/geologist in industry, government, consulting, or academe and points the direction for more detailed study in each of these areas.

In 1987, the Rock Springs, WY district office of the US Bureau of Land Management (BLM) began to develop an automated system to store, maintain and manipulate more than 14,000 drill hole logs contained in the district's office files for various solid leasable minerals. The development of this system was based predominantly on a trial-and-error basis, with many procedural changes incorporated over time. The current Automated Drill Hole Database and Analysis System will continue to evolve with new software developments and increased personal expertise in this field. The mission of the BLM's Branch of Solid Minerals is mandated by a series of federal laws. The most important are The Mineral Leasing Act, the Federal Land Policy and Management Act, the Federal Coal Lease Amendments Act and the Surface Mining Control and Reclamation Act. Several regulations, promulgated from these laws, dictate that BLM must perform certain tasks and functions as part of its specific duties. The regulations that apply to the BLM Solid Minerals program are codified at 43 Code of Federal Regulations (CFR) 3400 for coal, and at 43 CFR 3500 for non-energy solid leasable minerals, such as sodium, phosphate and potash. Specific functions required of the Branch of Solid Minerals necessitates the use of geologic and drill hole data analyses. These functions can be divided into pre-lease and post-lease. Examples of pre-lease functions that normally require some level of drill hole data analyses include:

Arsenic (As) removal behavior from Changgoon mine tailings was investigated using Acidithiobacillus ferrooxidans (A. ferrooxidans) in well-controlled batch reactors by varying pulp density (0.5?4%, pH=1.8, temp=30oC), reaction initial pH (1.8?2.2, pulp density=0.5%, temp=30oC), and temperature (25?35oC, pulp density=0.5%, pH=1.8). The initial concentration of As in the mine tailings used for bioleaching tests was about 30000 ppm, and the size range of tailings used in this study was 63?74 µm. The reaction speed and initial cell concentration were fixed to 150 rpm and 107 cells/mL, respectively. To complement leaching experiments, pH, oxidation/reduction potential (ORP), and amount of ferrous/ferric ions in leachate were analyzed. Scanning electron microscopy and x-ray diffraction analyses were also conducted for the samples before and after leaching to see if any morphological and compositional changes in tailings took place during leaching process. The As leaching efficiency increased with decreasing pulp density, decreasing pH, and increasing temperature in the presence of A. ferrooxidans. Specifically, no significant change in As removal rate was observed when pulp density d 2% while the removal rate dramatically decreased at pulp density of 4%. Regarding pH effect, As removal rate was much more enhanced at lower pHs (i.e., 1.8 and 2.0) compared to pH 2.2. Increasing temperature was observed to tend to enhance As removal rate, showing about 20% enhanced leaching rate under 35oC compared to 25oC and 30oC at the elapsed time of 5 days. The results for As removal behavior at different conditions (i.e., pH, temperature, pulp density) were consistent with the change in pH, ORP, and ferric ion concentration in leachate, showing greater removal rate at the condition with lower pH, and higher ORP and ferric ion concentration in leachate. Furthermore, decreasing removal efficiency was likely in part due to the extent of the formation of by-product (i.e., jarosite) of ferric ions.

The Belle Eldridge Mine is an inactive lead-zinc mine in Spruce Gulch south of Deadwood, South Dakota. Acidic mine drainage (AMD) produced at the site drains into Spruce Creek, a tributary of Whitewood Creek. The site is on U.S. Bureau of Land Management (BLM) property. Extensive fieldwork was done at the Belle Eldridge Mine through the cooperation of the BLM and the South Dakota School of Mines and Technology. The site was extensively mapped to identify physical and environmental hazards such as tailings, waste rock, collapsed buildings, adits and workings. An exhaustive search of the historical records of the Belle Eldridge Mine was conducted. Maps of the under-ground workings of the Belle Eldridge dating from the 1930’s and 1940’s were found. The maps were used to correlate currently collapsed features to old adits and tunnels. Using hand corers and a portable drill rig, waste rock, tailings and soil core samples were collected and depth to bedrock was determined and the total volume of waste and tailings pile were determined. Related work examined the hydrology of the site. The site is very complex hydrogeologically. Numerous underground and surface workings and tunnels add to the complexity. Several seeps are located at the site, one of which is producing AMD. Recharge to the site was studied, and a 100-year flood plain map was produced.

Naturally occurring asbestos in aggregate and other mineral deposits, and the release of asbestos fibers into the ambient environment, is a public health concern. Determining the presence of asbestos in an ore body also presents a considerable sampling and analytical challenge. Improper and inaccurate identification of asbestos can result in unwarranted public and worker panic leading to significant costs to mine operators both in terms of dollars and company image. Some companies have been forced out of business simply because they had the non-asbestiform, prismatic variety of one of the six asbestos minerals. In the late 70’s, asbestos was found as a contaminate in a trap rock quarry in Rockville, Maryland. This discovery led to a massive overreaction by federal, state and local governments. In 1986, the Occupational Safety and Health Administration (OSHA) promulgated a final rule that regulated the common non-asbestiform mineral habits of actinolite, tremolite, and anthophyllite as if they were asbestos. The rule was reversed after a six-year struggle. Recently, the Libby, Montana, W. R. Grace vermiculite - asbestos, as well as the California chrysotile in serpentinite, and the New Jersey Southdown quarry – asbestos events have rekindled the entire issue of naturally occurring asbestos. It is time to get this concern addressed with sound science so that real asbestos is properly identified and controlled.

1, Introduction Location Kalengwa mine is located in the North Western Province of Zambia, 402 kilometre by unpaved road to the west of Kitwe, which is roughly in the centre of the Zambian Copperbelt, well known as one of the world's centres of copper mining. Its position is illustrated on the map of Africa in Figure 1 and on the map of Zambia in Figure 2. It is a mine of Roan Consolidated Mines Limited whose other properties, Mufulira, Luanshya, Chambishi and Chibuluma Mines, are all located on the Copperbelt. It is managed by the Chibuluma Division of the company. The rate of production from Kalengwa will vary from 12 000 to 17 000 tonnes of saleable copper a year over the next six years. Kalengwa did not exist as a place until the first prospecting parties and later the mine became established and the early working population was recruited entirely from small villages in the surrounding area as much as thirty miles away. The mining area consists of fourteen mining locations amounting to 3.35 square kilometres and the land may be used for any purpose connected with mining, including housing, wood cutting and other utilities. The whole area is, except for minor undulations, a fairly flat plateau with main rivers running from north to south and flood basins known as "dambos" located in a general east west direction. Vegetation is, with the exception of the grassy dambos, temperate forest with relatively light undergrowth. Game of great variety is prolific, as is the associated tsetse fly.

In the past two years recent increases in silver prices over levels that prevailed for many years have changed supply/demand patterns. On the supply side, a silver mining boom is in progress in the United States and elsewhere. On the demand side, traditional uses of silver by individuals are dropping while industry is conserving. These changes will alter the supply/demand balance and bring about more moderate rises in silver prices, which in turn will impact the mining industry.

By its nature, seismology has been a data intensive field since the first digital computers were introduced in the 1950s. The first empirical models were developed in the same period and are still widely used today, for instance, the Gutenberg-Richter frequency-magnitude relationship (Gutenberg and Richter, 1956). Machine learning (ML) methods make it possible to redefine these empirical models using large datasets and examining considerably more parameters, where their significance to the problem being addressed is methodically and repeatably evaluated using robust statistical methods. In this paper we develop a simple logistic model for the short-term prediction of seismic events above a threshold magnitude from a mine’s event catalogue comprising more than a million events with 14 basic parameters from which a pool of over 830 derived parameters was developed, covering a series of 11 precursory time windows. The logistic model was fitted stepwise using SAS with α = 0.025 for both entry and acceptance. 25 variables from the pool met the acceptance criterion. The findings were surprising in that parameters a rock engineer or seismologist might have expected to be the most significant in the logistic model were not; instead, it was an increase in standard deviation of the immediately-prior seismic magnitudes that carried the most weight, followed by the average maximum source displacement and median apparent volume change. These findings make intuitive sense because the increasing scatter of the magnitude shows an increasing number of large events being recorded that could be indicative of instability in the system that could lead to large events. The model is rudimentary and enormous scope exists for more exploration in terms of data pre-processing, model types, and response variable definitions.

With over 260 tons of gold reserves, the Shuiyindong gold mine is one of the largest Carlin-type gold deposits in China. A particular challenge in the processing of the ore is the presence of carbonaceous compounds, which can cause substantial losses in recoveries via the preg-robbing and adsorption of gold. To investigate the structural properties of the native carbon and to compare between different characterization techniques for such compounds, pre- and post-flotation mineral samples containing 0.9–4.8% non-carbonate carbon from the Shuiyindong mine have been examined via mineralogical and thermogravimetric approaches, as well as spectroscopic techniques, including X-ray photoelectron spectroscopy (XPS), near-edge X-ray absorption fine edge structure spectroscopy (NEXAFS), solid-state 13C nuclear magnetic resonance (NMR) spectroscopy, diffuse reflectance infrared Fourier transform (DRIFT) spectroscopy, Raman spectroscopy and preg-robbing measurements. NEXAFS and DRIFT yielded the most reliable results, indicating that 60–75% of the organic carbon in all samples consist of aliphatic alkenes with substantial unsaturated content, highly similar to activated carbon, with the remainder being graphitic and humic. Speciation by XPS was sub-optimal due to spectral overlaps between graphitic and aliphatic carbon, and between carboxylic and carbonate functionalities, while NMR spectroscopy could not provide reliable speciation of the carbon groups. The preg-robbing strength was strongly correlated to the aliphatic content and structural disorder in the carbon, while no such relationship was found with the graphitic and humic content.

"Fiber reinforcement has emerged as an alternative to steel bars in precast concrete segments due to advantages such as saving cost and reducing production time while developing a more robust product with improved handling and long-term durability. ACI recently drafted a new report as the first design guideline on FRC tunnel segments to provide specific guidance for this emerging technology. ACI document offers general information on the history of FRC precast segments from tunneling projects throughout the world; a procedure for structural analysis and design based on governing load cases, and a description of the material parameters, tests and analyses required to complete the design. This paper summarizes the design considerations in this ACI guideline prepared by the authors of this paper as the main contributors. Application of this guideline to design of a tunnel with an internal diameter of 5.5 m (18 ft) results in elimination of steel bars.INTRODUCTIONPrecast concrete segments are installed to support the tunnel excavation behind the Tunnel Boring Machine (TBM) in soft ground and weak rock applications. The TBM advances by thrusting off the completed rings of precast concrete segments that provide both the initial and final ground support as part of a one-pass lining system. These segments are typically designed to resist the permanent loads from the ground and groundwater as well as the temporary loads from production, transportation and construction. Tunnel segments are generally reinforced to resist the tensile stresses at both the Serviceability (SLS) and the Ultimate Limit States (ULS). With traditional rebar, a significant amount of labor is needed to assemble the cages and place the rebar, which results in higher production costs.Fiber Reinforced Concrete (FRC) can be used to enhance the production, handling, and placement of precast concrete segments. This is because of the uniform dispersion of fibers throughout the segment to include the concrete cover, which is very advantageous for resisting the bursting and spalling stresses. These stresses develop as a result of the high loads induced on the segments during the TBM jacking process. The presence of fiber in the concrete matrix helps mitigate against unintentional impact loads during segment handling and tunnel construction operations."

A computerized "Decision Support System" was used to evaluate an "Underground Platform Approach to Oil Recovery". Over a billion calculations were required to model the mine layouts; learning curves for shaft, tunnel, and well drilling scenarios; detailed cost, schedule, and resource data; complex oil production and material balance data; varying reservoir parameters; and complex oil pricing curves. Simplified "optimum" solutions were defined in terms of muck hoisting capacity, barrels of oil per day, and present worth. Complex "optimum" solutions were defined in terms of minimal exposure scenarios during development followed by shortest time to full production.

Zinc ranks third and lead fourth in world nonferrous metal conumption. In 1972 the free world consumed 3,333,000 mt of refined lead and 4,422,000 mt of refined zinc. The lead tonnage was divided into the following end uses: storage batteries (42%), lead allows (7%), pigments and chemicals (11%), cable sheathing (9%), gasoline additives (13%), pipes and sheets (8%), and miscellaneous uses (10%). The corresponding distribution of zinc uses in 1972 was galvanizing (39%), die casting (26%), brass (15%), rolled zinc (8%), oxide excluding American Process zinc made directly from concentrate (6%), and other uses (6%). The pattern of usage of lead and zinc varies considerably from country to country. During 1972 in the USA 49% of refined lead was consumed in storage batteries, 19% in gasoline additives, and only 3% in cable sheathing, whereas in the United Kingdom 28% of the lead was consumed in batteries, 14% in cable sheathing, and 14% in gasoline additives. For zinc the major US uses were die casting (41%) and galvanizing (37%), with about 3% consumed as rolled zinc; corresponding usages in the same applications in France were 12, 28 and 28% and in Australia 12, 67, and 3%, respectively. In his time on earth, man has mined about 93.3 kt (3 billion oz) of gold. About one-half of this has been produced in the past 35 years. Roughly one-third of this gold is held as reserve in Central Banks. One-third held is in personal reserves. And one-third is held as jewelry or other fabricated products. The world per capita availability of mined gold is increasing. There are many forces shaping gold's future. Gold currently has a favorable exchange ratio. This is encouraging many new gold mining developments. Production is increasing and new recovery techniques are surfacing. The use of gold in the financial markets is increasing in some unique ways. And gold is again fulfilling its role as a universal money, making its future predictable. Gold Today Man is currently mining gold at the rate of about 1.4 kt/a (44 million oz per year). This adds about 1.5% of newly mined gold to the total supply each year. This production plays a small role in the pricing mechanisms since much of the 93.3 kt (3 billion oz) mined is available to the market in some form. During 1975, the Reclasource Corporation constructed and commissioned a plant for the recovery of mill scale, coke breeze, blast furnace dust, blast furnace sludge and basic oxygen furnace dust at the site of Crucible Alloy Division, Midland, Pennsylvania. The Reclaform Process was employed as the criteria for plant design. This Process takes the solid in-plant fines as listed above, commonly found in integrated steel mills, sizes and forms them through the use of a carbonaceous binder briquetting system and cures the binder through a final heat-treating step. 15,000 tons of Reclaform briquets have been tested in the Crucible blast furnace in several campaigns structured to assess material handling properties, burden feasibility and finally culminating in an iron and carbon assessment campaign. Data are presented from the records of the blast furnace operation and conclusions are drawn that both iron and carbon utilization have been demonstrated.

The chlorination behaviors of pure iron and manganese oxides were investigated by combining a thermogravimetric analysis (TGA) technique with batch-boat roasting followed by leaching. Ferrous and manganeus oxides could be chlorinated readily, but, in the absence of a reductant, the higher oxides of both iron and manganese were difficult to chlorinate. Thermogravimetric analysis curves were drawn to illustrate the complexitites of the reactions, and the possible mechanisms were discussed. Then three manganiferous materials from the Cuyuna Range of Minnesota were treated by a process involving the selective chlorination of manganese followed by leaching. The results were interpreted in the light of the chlorination mechanisms observed on the pure iron and manganese oxides.

This paper presents the preliminary test results obtained using a 0.38-kg/s (3,000-lb/hr) beta prototype MagMill. In processing Upper Freeport coal, the beta prototype recovered 82 % of the weight of the feed and 91 % of the heat content while reducing the potential emissions of sulfur by 61%. Pyritic sulfur in the MagMill product was reduced by 78% compared with that in the feed. For all runs, the mill product particle size was controlled to between 70% and 80% -741m (200 mesh). Recoveries of mercury, arsenic and selenium ranged from 35% to 45% of the amounts found in the feed. Power draw was reduced by 26%, and mill throughput was increased by 9% compared to the pulverizer operating with no magnetic separator attached.

INTRODUCTION The high speed rail link between Madrid and Asturias, in the North of Spain, has encountered in the Cantabrian range the biggest challenge of the whole line, a very deep tunnel, 25 km long through a foreseen difficult geology. This tunnel was divided in the following four lots for construction: ¦Lot 1: Pola de Gordón- Folledo. L=10,7 km ¦Lot 2: Folledo-Viadangos. L=4,166 m ¦Lot 3: Viadangos- Los Pontones. East tube. L=10,4 km ¦Lot 4: Viadangos- Los Pontones. West tube. L=10,4 km. Dragados S.A. leading a JV was contracted to design and built the Lot 2 on the captioned Pajares High Speed Railway Tunnel. The Lot 2, comprising the middle third section of the 25 km long tunnel has an additional challenge: the construction of one access from the surface to allow it own construction. Feasibility reports and preliminary design do not foresee the use of TBM due to the risk of squeezing ground at the deepest area of the tunnel. On the other hand, conventional NATM excavation of the twin tunnels and ancillary works, including access shafts were against the expected construction schedule by the client, due to the poor ground foresee at the early stage.
