Introduction A staccato beat rings out across the Australian bush. The stamps are at work, slowly pulverizing gold-bearing ore for a patient, grizzled prospector. This is the State Battery near Marvel Loch, a tiny 22.6-t/d (25-stpd) capacity gold plant operated by the Western Australia government. It is one of many such plants located in remote corners of Western Australia and the Northern Territory. They are miniature custom mills operated for the benefit of prospectors and small mine operators. These state batteries are so called because they are operated by state governments and because the principal item of machinery in the plants are stamp batteries. They are fascinating anachronisms - throwbacks to times past, a century ago, to the hard and heady existence of gold rush days. Marvel Loch plant Typical of these operations, and perhaps a trifle more sophisticated than most, is the plant near Marvel Loch, a small center for mining and farming about 400 km (250 miles) due east of Perth. Marvel Loch. The name evokes visions of a pristine lake set in a cool, green, misty glen of the Scottish highlands. Actually, it is probably a hot, dry salt pan somewhere nearby. Just where the "loch" is difficult to discern. There is no sign of it on the map.

Retreat mining is one of the most hazardous operations conducted underground. One of the keys to miner safety and an efficient recovery of the reserves is to design adequately sized production pillars to prevent pillar squeezes, excessive pillar spalling, severe floor heave, roof falls, and pillar bumps. Currently, few pillar design approaches are available which consider the abutment pressures generated by the gob. The Bureau of Mines is developing a method called Analysis of Retreat Mining Pillar Stability (ARMPS) to aid in the design of retreating sections. Back analysis of 42 case studies indicates that ARMPS can be helpful in predicting stability during retreat mining operations.

"Industrial wasteland is a typical element of the landscape of all the industrialised regions in Europe. There are many examples from Poland as well as from other European countries that post-industrial sites have been undergone natural colonisation and succession to establish in some cases ecosystems of greater biological diversity than the original ecosystems. The post-industry sites regardless of any reclamation carried out, undergo natural successional processes. The respective biological diversity (number of species, and number of plant assemblages) reflects the micro-variety of the specific habitat. This paper summarizes the results of investigations, which have been carried out since 1989 on coal mine water sedimentation pools in the Upper Silesia Industry Region. The aim of this study is to demonstrate the diversity of spontaneous plant communities recorded on post-industrial waste sites. In the course of the long time fieldwork, plant assemblages representing nine phytosociological groups have been identified."

In dealing with the mining engineering problems, the traditional approaches of laboratory experimental simulations and/or analytical solutions are not very effective. Mainly because the field problems are too complex to be solved with a few simplified assumptions. Conversely it is also true that the experimental and analytical/ numerical models currently available are far from being able to model the actual cases. Under such conditions, the most effective mean of research into mining engineering problems is to combine the mine (field) investigations with laboratory and / or analytical modelings. It is with this concept in mind this research was initiated in 1973. 'The field investigations which began in the fall of 1978 consisted of mainly visiting the mines where surface subsidence monitorings had been or were being monitored and/or surface structural changes had occurred. From such visits, subsidence data were collected. A quick analysis of those data provided preliminary understandings of the characteristics of the surface subsidence parameters in the regions (1-5). Using those date, models of various types are being developed for subsidence prediction / control. So far, a total of 44 longwall subsidence profiles in 22 longwall panels and 10 room-and-pillar profiles in 5 room and-pillar sections have been collected. This paper summarizes the combined results published previously (1-5) and present the preliminary results of the predictive models developed.

At the present time, whether an electric utility uses high-sulfur coal is largely determined by geographical location, clean air legislation, and the age of the power plant. Acid rain legislation may well be the new force to change the use of high-sulfur coal. A number of coal papers were presented at the SME Fall Meeting in St. Louis, MO, Sept. 1986. These papers discussed high-sulfur coal in relation to its economics, trends and prospects, value of cleaned coal, and coal-cleaning technology. The Clean Air Act of 1970 required the reduction of SO, emissions from most stationary electric-generating plant to 0.5 kg (1.2 lbs) SO2, per million Btu of heat input. It was possible for many plants to utilize lower-sulfur coal or a mixture of high-sulfur and low-sulfur coal to meet this emission requirement. This 1970 act greatly increased the use of low-sulfur western coal. The 1978 amendment to the Clean Air Act required all new plants to use Flue Gas Desulfurization (FGD) to meet a requirement of 70% reduction of potential SO2 emissions to 0.3 kg (0.6 lb) SO2 per million Btu of heat input. With the requirement to use FGD, there was little or no demand for low-sulfur western coal in new eastern power plants. If' new acid rain legislation is enacted, it likely will require sizeable reductions in SO2, emissions by existing coal users. There might then be a shift to greater use of low-sulfur coals. The low-sulfur coals could come from either western or eastern mines or from cleaned eastern coals. Economics will dictate the approach older power plants will take to meet new regulationsuse FGD or low-sulfur coal. Coal use for electric power generation has changed from 1970 to 1985. Table 1, (Land, preprint 86-333) shows the change. The table shows that in 1985, US utilities used about 255 Mt (280 million st) of high-sulfur coal. Some 45 to 54 Mt (50 to 60 million st) of high-sulfur coal is being used in plants equipped with FGD and most of this use is in eastern states. This leaves 200 to 209 Mt/a (220 to 230 million st) of high-sulfur coal being used without FGD treatment. These plants are at risk if acid rain legislation is passed. Most of these plants are in the east and are more difficult to supply with low-sulfur coal. Estimates range from $20 to $30 billion capital investment and from $5 to $9 billion dollars per year operating costs to reduce SO2, emissions from those old medium-to-high-sulfur coal-burning plants. G. W. Land, (preprint 86-333), also presents tables relating to power generating costs and coal types. The author's tables are extracted from Land's tables IV and V. Table 2 here presents costs for a new plant. This includes the impact of different heat rates, fuel costs, fuel qualities, operating and maintenance costs, labor costs, and waste disposal costs. Table 3 compares estimated costs to retrofit an older plant with a limestone scrubber versus switching the same plant to low-sulfur eastern or western coal. Costs of switching include upgrading the electrostatic precipitator and - with western coal - costs of derating. Bhagwat, (preprint 86-325), details the trends in high-sulfur coal markets from 1974 to 1984. He also gives some prospects for high-sulfur coal markets, 1984 to 1994. The prospect depends mostly on whether acid rain legislation is enacted. By 1994, if New Source Performance Standards (NSPS) continue to be applied, high-sulfur coal demand from six mid-west and eastern states is expected to increase by 27 Mt (30 million st). • L. A. The Apex Tunnel is part of the Southern Nevada Water Authority?s proposed Clark, Lincoln, and White Pine Counties Groundwater Development Project. The project is intended to develop unused Nevada groundwater for meeting the water needs of Southern Nevada and would involve over 322 km (200 mi) of water transmission facilities. The Apex Tunnel, as currently conceived by ongoing planning and environmental analyses, would extend 2804 m (9,200 ft) through a structurally complex terrain of Paleozoic carbonate rocks and younger basin fill deposits and will traverse both public and private lands. Several faults cross the tunnel study area, juxtaposing rocks of varying lithology and degree of folding, and creating intervals of differing rock conditions along the tunnel alignment. This paper discusses how the geotechnical program was developed to be flexible and allow for rapid implementation of revisions based on new knowledge that became available during program execution, resulting in more effective decision making and enhanced value from the geologic investigation during the planning phase of the project.

The U.S. coal mining industry consumes a significant amount of energy, primarily diesel fuel and electricity. The continuous global increase in energy demand, high energy prices, and environmental issues related to carbon dioxide emission represent a substantial challenge for the mining industry. This paper presents a result of research work on development of an integrated data environment system for analysis and control of energy consumption in a surface coal mine. A case study on an operating surface coal mine is carried out to demonstrate the practical application of the developed system. The research work presented here may be used by mining professionals to help provide the answers to the crucial questions of when, where, and how much energy is being used. The Rasmussen Ridge phosphate mine is owned by Agrium CPO and operated by a unit of Washington Group International. The mine, located in southeastern Idaho, received the Idaho Inter-Agency Reclamation Award from the Idaho Department of Lands. The phosphate mine, located northeast of Soda Springs, was honored for “Excellence in Ongoing Operations, Soft Rock Mines over 75Acres.” Charles Ross is Agrium CPO’s plant manager. He said, “We are honored to receive this award. This recognizes the commitment and dedication of our employees toward the protection of the environment. I am really proud of the people that work at the mine.”

A good quality assurance program at a coal mine or power plant is accurate, timely and consistent. The quality analysis is accurate due to a complete sampling of the coal stream loaded into the unit train. The sample analysis is accurate because standardized testing procedures are applied. Once an analysis is completed, the results must be communicated to the electric utility in a timely manner. The electric utility needs the results to better manage the coal inventory at its power plants. A quality assurance program can also help a mine deliver a consistent product to a utility's power plants. The importance of accuracy, timeliness and consistency are based on major changes that are taking place in the electric utility industry.

Until recently, the generation of electricity was regulated in all states and the value of generation assets in a regulatory environment for ad valorem taxation were based largely on the book value of the plant plus the rate of return on capital allowed by the state regulatory agency. This method of appraising utility generation assets is inappropriate in a competitive environment because past capital expenditures are not relevant in a competitive environment. However, it is not clear what valuation methods are appropriate after restructuring. This paper identifies key problems and advantages of other appraisal methodologies and makes comments on various valuation and taxation methods.

Fairmount Mineral's Maiden Rock underground sand mine historically delivered air to ventilate diesel-powered equipment at its working faces through high-resistance, 381-mm- (15-in.-) diameter PVC distribution lines. In support of plans for expanded production, three new, low-resistance ventilation design alternatives were analyzed. The study determined that adequate ventilation for expanded production was possible with various commercially available, high-volume/ low-pressure fans combined with a systematic layout of control structures. The recommended redesign was implemented in 2001, resulting in a significant increase in flow volumes and a noticeable improvement in the mine environment.

In concrete lined tunnels, formwork removal timing may be controversial. Contractors seek to strip the form as soon as possible, and designers seek to keep the formwork in place as long as practical to protect the fresh concrete. Formwork removal timing is normally specified as a function to its insitu concrete strength. This approach may work for smaller diameter tunnels, but fallacy occurs when applying this approach to larger diameter tunnels, since a larger diameter would experience more displacement than a smaller diameter tunnel from its own weight. Excessive deformation may fail a tunnel to meet its roundness criterion and overstress the lining causing cracking or falling from the crown. This paper presents a contractual mechanism to mitigate this issue.

Strategic alignment throughout a mining organization is critical to effective strategic execution and good business performance. The alignment of strategic goals and objectives in the different operations and functions in a large global operation is a challenge facing executive management in light of legacy organizational structure and processes. An additional confounding factor in strategic alignment of acquisition and new project expansion is that mining projects and operations are frequently multi-cultural in terms of country origin as well as organizational culture. This brings together many cultures to accomplish the project or complete an acquisition (Financial Times, 2006). The mining industry presents numerous challenges to executives and mine management by the nature of the operation and organizational processes used in running it. For example, there seems to be an inherent conflict between the individual goals of the components that constitute a mineral processing operation (the mine, the mill, the smelter and the refinery), and lowest cost production of the final product. Managers of these component operations have specific objectives passed down from the corporate executives. Those site managers tend to be compensated based on throughput and perform to this main metric. This tendency to maximize throughput for an individual operation can contradict the general process flow of a best-fit solution to producing the final product at the lowest cost. In an effort to become more aligned, firms are increasingly using balanced scorecard derivatives at great cost and effort (whether internally or externally sourced) in an attempt to help with strategic alignment. Balanced score-cards have been effective in providing a good strategic scorecard to companies with some measure of strategic alignment. Many firms make this effort of using balanced scorecards. However, most firms are not strategically aligned or, at best, are sub-optimized, in terms of strategic alignment (Kaplan and Norton, 2006). The tendency in mining operations is to focus on operating individual components as optimally as possible and stretching existing assets to the best possible production rates. ?Making tons? is the common operational focus. Numerous factors underpin this focus and can affect the ability of the operation?s ability to align properly with the corporate strategy and strategic goals. Critical factors are legacy organizational structure, culture, processes and performance measurement systems. Changing anyone of these factors to affect better strategic alignment requires significant attention to managing change.

Although many SAG operators may agree that on-line measurement of SAG feed-size is an attractive notion, applying this information in a control strategy that recovers the investment, engineering time, and maintenance is not necessarily straightforward. The P. T. Freeport Split-Online system was justified based on the assumption that SAG feed-size could be used in a feed-forward control strategy either at the regulatory or expert system control level. Something like “as the feed size changes adjust the throughput to avoid under or overloading the mill” was envisioned. However, following installation and calibration, Cluster Analysis showed that such an approach would not be successful. However, the sensor has been successfully integrated into Freeport’s grinding control strategy other ways. It provides an input to the Kalman filter parameter estimator used in a model-based control strategy that optimizes throughput and grind. The Split sensor also provides a characteristic feed size parameter for use in an on-line work index estimator. This paper describes the calibration and installation of the Split SAG feed-size analyzer, and reviews the evolution of its use in the Freeport C3 grinding circuit control strategy.

The D.C. Water and Sewer Authority is implementing the Anacostia River Projects component of its Long-Term CSO Control Plan, including 21 kilometers of 3.7- to 7-meter-diameter CSO near-surface diversion storage/conveyance structures and flood relief, pressurized-face, soft ground tunnels at a maximum depth of 65 meters. This paper describes a project-specific soil grouping system that is primarily based on soil characteristics for tunneling derived from tests including Atterberg limits, grain size, swelling, mineralogy, triaxial, pressure meter, and consolidation, which differentiates the project from past area tunnel projects using descriptive systems based primarily on area geology.

The trona deposits near Green River, in southwestern Wyoming are world class in size and quality. They contain more than 25 times the reserves of the next largest trona deposit at Lake Magadi in Kenya. Based on present rates of production, the Green River reserve should last for more than 500 years. Since their discovery in 1938, the Union Pacific Corp. has been instrumental in the promotion, development and production of soda ash in Wyoming. Union Pacific spent several years drilling the deposits and trying to promote them to chemical companies. In 1947, Westvaco and Union Pacific entered into what became the first trona lease agreement. Today, the Green River Basin leads the world in soda ash production, accounting for about 25% of the world's supply. Green River producers process more than 14.5 Mt/a (16 million stpy) of trona to produce more than 8 Mt/a (9 million stpy) of soda ash. The future for Green River soda ash looks good, with more of the world looking towards the cheaper and higher quality source of soda ash coming from the natural deposits. Production from the Green River deposits should continue to grow as trade barriers and tariffs begin to fall in Europe and energy and environmental costs force the synthetic producers to exit the market.

The Murray Mine was one of the first mechanized cut-and-fill underground gold operations in northern Nevada. At the end of 2002, mine production began to decline. So the mine entered a phase of remnant mining and began preparations to close down. The remaining mining took place along the ore waste boundary in previously condemned areas and in challenging ground conditions. To remain economically viable, new techniques were implemented in operations, geology, engineering and rock mechanics. These improvements pushed the edge of known and accepted mining practices and have allowed the Murray Mine to remain in operation.

The pyrometallurgical industry plays a vital role in producing metals for our modern life. With growing demand of metals and declining grade of mineable ore, innovations become critical for many mining companies. It is necessary to conduct a review of recent improvements to the pyrometallurgical industry on analytical measurement techniques, process and equipment improvements, and computer-based modeling/simulations. Many of those innovations tend to be applied to wider metals, and not be restricted by a specific metal. Therefore, we tried to cover the wide applications of many improvements to wider range of metals to reflect this trend. The challenge of a lack of robust measurement techniques under high-temperature conditions within a furnace hinders optimization of a pyrometallurgical process. Some future opportunities in the pyrometallurgical industry on analytical measurement techniques, computer modeling, and processes and equipment have also been outlined and discussed.

In China, the total reserves of vanadium, reported as V2O5, in stone coal is 118 Mt (130 million st). Recovering vanadium from such a large resource is very important to China?s vanadium industry. The technology now being used to recover vanadium from stone coal has the following two problems in the leaching process: a low recovery of vanadium and high acid consumption. To resolve these problems, a new leaching technology is proposed. The effects of factors such as H2SO4 concentration, liquid-solid ratio, temperature and time, and the types and additions of additives were studied. By adding 1.5% (by weight) CaF2 and leaching the roasted residue of stone coal with 5.4% (by weight) sulfuric acid at 90°C for 12 hours at a liquid-solid ratio of 2 mL/g, the leaching degree of vanadium reached 83.10%. This proposed leaching technology gives a feasible alternative for the processing of roasting residue of stone coal and can be applied in the comprehensive utilization of stone coal ores in China.
