"With seven new applications for plans of work for exploration in the international Seabed Area approved by the Council during its twentieth session of the International Seabed Authority, 26 total approvals have been made by the Council up to date. Among them, three contracts were made with COMRA. On 8 August 2014, China Minmetals Corporation submitted another application to the Authority for approval of a plan of work for exploration for polymetallic nodules in the Area, which is also sponsored by the Government of the People’s Republic of China.China is one of the main contributors to the international seabed regime. The Presentation will describe China’s activities in the Area, such as exploration, technology development, environmental protection and policy making.JIAOLONG is a submersible with capacity of 7000 meters. JIAOLONG’s sea trials were carefully made in 4 years, from 2009 through 2012 and it successfully dove to a depth of 7062m in June 2012 at Mariana trench. A so called "Test Application Phase" started thereafter, and is planned to last for 3-4 years. Two cruises and 4 legs have already been made since then. A wide-range of findings were obtained during dives in South China Sea, and in COMRA’s Exploration Contract Areas for polymetallic nodules and cobalt-rich ferromanganese crusts. This presentation will reveal the colorful findings."

"Mine water generated from underground coal mining operations contains both dissolved and particulate solids. Dissolved solids primarily consist of sodium, calcium, magnesium, potassium, chlorides and sulfates. When discharged to a receiving stream without treatment, these constituents create a potentially toxic environment for aquatic life.A case study is presented to discuss how a centralized treatment plant treats mine water from six locations to meet discharge limitations for chlorides. Located in West Virginia, this facility consistently achieves less than the National Pollutant Discharge Elemenation System (NPDES) permit limitation of 218 mg/L chlorides in the discharge while generating almost zero liquid waste. The dissolved solids concentration in the influent ranges between 5,000 and 10,000 mg/L, with chloride concentrations of 1,000 to 2,000 mg/L and sulfate concentrations of 2,000 to 6,000 mg/L.The mine water is treated using advanced treatment technology to produce clean water for discharge or reuse. The treatment process comprises aeration, softening, filtration, reverse osmosis (RO) reject softening, evaporation, crystallization, final effluent remineralization and sludge dewatering. The solid waste generated in the treatment process is landfilled on site. The leachate is sent back to the facility’s thermal treatment process. Because no liquid waste leaves the property, this plant is termed a zero liquid waste (ZLW) facility.The advanced water treatment system was built to meet a new 218 mg/L regulatory limitation imposed by the West Virginia Department of Environmental Protection for chlorides discharged to surface waters. The system is designed to treat a maximum flow of approximately 795 m3/h (5 million gpd) of mine water. The treatment process utilizes RO membrane treatment to achieve the effluent criteria, and evaporation and crystallization technology to manage the RO concentrate from the water treatment process. As a result, the system produces clean water for discharge while generating zero liquid waste. The effluent water can be used for industrial purposes or discharged to a receiving stream. A water impact index (WIIx) study indicated that discharge of this high-quality water into the Monongahela River watershed may improve the water quality for downstream water users. The waste produced in the treatment process, including softening sludge and salt, is disposed of in an onsite landfill. Currently, the plant is treating at an average flow of 490 m3/h (3.1 million gpd) of mine water with an average influent chloride concentration of 1,530 mg/L and an average effluent chloride concentration of 11 mg/L."

Introduction The impact of the Comprehensive Environmental Response, Compensation, and Liability Act, or Superfund, as well as the Resource Conservation and Recovery Act (RCRA) and their state counterparts underscore the intention of the nation's lawmakers to reduce the risk from hazardous substance to American society. The promises and requirements embodied in these laws, together with their prospects for liability, will continue to have a very substantial impact on decision making in the mining industry. These laws present the prospects for staggering liabilities, often of an unquantifiable nature in terms of time and amount. It is therefore necessary to keep them in clear focus. This is particularly true in light of President Reagan's signing into law the Superfund amendments on Oct. 17, 1986, and in light of the Environmental Protection Agency's (EPA) major policy pronouncement of July 3, 1986, regarding solid wastes from extraction of ores and minerals. This article examines the general trends as well as the specific provisions of these laws in an effort to assess the prospects of liability for the mining industry of releases of hazardous substances into the environment. Hazardous substances vs. hazardous wastes The distinction between the terms "hazardous substances" and "hazardous wastes" is important to appreciate for the purposes of assessing the potential for liability for a mining operation. Hazardous substance is a term that appears in and is defined in the Superfund Act. In Superfund, it is defined by reference to other substances that have been declared to be hazardous under other federal environmental statutes, such as RCRA, the Clean Air Act, and the Clean Water Act. Hazardous waste is a term that is less all-encompassing than hazardous substance, as that term is defined by RCRA. Hazardous substances do not need to be wastes to be considered hazardous for the purpose of Superfund liability. A "release" of a hazardous substance into the environment can bring about potential liability under Superfund. Many mining wastes, even though they are not considered hazardous wastes by EPA under RCRA, have been determined by that agency to be capable of bringing about liability under Superfund if they contain chemical substances, such as the heavy metals copper, lead, mercury, zinc, silver, and others. Therefore, it is not sufficient for the mining industry to be able to answer whether one has hazardous waste at a mining site. That question only goes partway in addressing the potential for liability. The next question is, do one's solid or liquid mining wastes contain hazardous substances that could bring about liability under Superfund? Superfund 1980 law: A review Some provisions of Superfund as it existed before its recent amendments must be considered. The law provides that the owners and operators of mining sites, together with those who transport hazardous substances to such sites, can be held jointly and severally liable for the cost of cleaning up the site. The concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of cleanup. Sulfide tailings from past and present mining activities are important hosts of critical elements and precious metals. This review paper presented a literature survey on the recovery practices of some critical minerals containing Te from sulfide tailings with a special focus on the physical beneficiation and hydrometallurgical separation methods. Finally, a conceptual framework and possible processing flowsheets were proposed. The findings of this review will be useful for the researchers in the field of geochemistry, mineral processing, and metallurgy to evaluate the separation processes for reprocessing of mine tailings for the recovery of critical minerals.

Appropriate software and hardware necessary to adapt a x-ray CT analyzer for determination of coal washability has recently been developed and sucessfully tested for well characterized samples under laboratory conditions. Evaluation of the CT-based analyzer under simulated on-line conditions is also presented to verify the on-line capabilities of the newly developed x-ray CT analyzer for the control of coarse coal cleaning circuits. The investigation shows that the data obtained from CT washability analyses compare favorably with experimental sink-float data. Further, image frequency was considered to evaluate the CT-Based coal washability analyzer for simulated on-line conditions. Specifically the number of observations (image spacing) needed for accurate sampling and the total time required to perform the calculations for a representative data set were determined.

Laboratory and pilot-scale test data have shown that the innovative feed presentation of the CrossFlow separator provides improved metallurgy when compared to traditional hindered-bed or teeter-bed classifiers. This design feature prevents excess water from entering the separation chamber and disrupting the overall fluidization flow rate within the teeter zone. Recent side-by-side industrial-scale evaluations have verified that this technology can improve overall efficiency, reduce the cut point of separation, and increase throughput capacity. This paper describes the important features that make this novel separator ideally suited for size classification and density concentration. Test data from heavy mineral, phosphate, and industrial mineral applications are also discussed.

The Department of Health and Human Services (HHS), National Institute for Occupational Safety and Health (NIOSH), Office of Mine Safety and Health Research (OMSHR), with the assistance of cooperating underground mining operations and state agencies, has conducted research exploring devices and technologies that could be used to assist miners navigating through smoke and dust resulting from a fire or explosion. Recent events in mines confirm that smoke and dust can enter and contaminate mine escapeways creating an atmosphere with severely reduced visibility. This reduced visibility results in substantially increased escape times, possible disorientation or confusion, and increased stress levels, and may prevent evacuation altogether. Tools or devices that assist miners in navigating through smoke-filled areas void of lifelines could make the difference in successful escape from the mine. This paper presents the results of OMSHR research to identify and evaluate tools and devices that could provide meaningful information to evacuating miners in areas with limited visibility and without the benefit of a lifeline.

Residence time distributions (RTDs) were estimated by water tracing in a number of wet overflow ball mills (diameters 0.38 to 4.65 m) producing dense, coal-water slurries. In open-circuit mills of 0.38 m diameter and various length-diameter (L/D) ratios, the mean residence times of solid were also determined from measured mill holdups. Holdup increased with increased mill feed rate, but the mean residence times of coal and water were still equal to each other. The experimental residence time distributions were fitted to the Mori-Jimbo-Yamazaki semi-infinite, axial mixing model, and the dimensionless mixing coefficient was determined for each of 25 tests in single- and two-compartment mills. This coefficient was found to be independent of the feed rate but linearly proportional to the D/L ratio. The mixing coefficient was smaller for two-compartment mills than for single-compartment mills, showing that there was reduced mixing introduced by the diaphragm separating the compartments. Equations are given to scale residence time distributions for changes in mill diameter and length.

The study evaluates the hydrological behaviour of exposed and covered waste rock dumps. The objectives were to determine the major factors influencing unsaturated flow in waste rock dumps and covers, and to improve the in-situ, laboratory and numerical modeling characterization methods. Using material properties obtained from in-situ and laboratory tests, waste rock dumps of different configurations, with and without covers, were modeled. It was found that a properly designed “Store, divert and release” (SDR) cover allows most of the water to be diverted downslope and discharged outside of the waste rock dumps. The SDR cover seems to work efficiently even in extreme storm events. The numerical modeling results show that the unsaturated hydraulic properties (e.g. air entry value and water entry value) of the materials largely control the infiltration of water into waste rock dumps.

Pre-support measures for urban tunneling have seen a substantial development in the recent past. Ground improvement techniques, pipe-arch and spiling methods now allow for non-disruptive tunneling at very shallow depths under sensitive structures, rail tracks and roadways. The paper presents experience gained on national and international projects built over the past decade that represent case histories and therefore may be used as guidance for the development of similar solutions for future tunneling projects at shallow depths. Reference projects include tunnels for the Washington, DC Metro, London Underground, Dulles Inter-national Airport, Busway tunnels in Boston and the Ft. Canning Tunnel in Singapore.

The East Side Access (ESA) project is the largest underground rail infrastructure project under construction in New York City, USA. The Manhattan segment of the project is to be mined through rock and consists of 4.1 miles of Tunnel Boring Machine tunnels for track work and mined excavations to house rail switches, air plenums, and other rail facilities. This paper considers different methods for concrete lining, such as the use of fixed forms, adjustable forms, and pneumatically applied shotcrete. The advantages and disadvantages of these methods are discussed and the basis for considering one over the other are illustrated. Further discussions on design development and preparation of documents to facilitate quality and constructability in the field are presented.

I. INTRODUCTION The challenge of moving the use of nuclear energy from military to civilian use was first issued by President Dwight Eisenhower in his December 8, 1953 “Atoms for Peace” speech delivered at the United Nations. Eisenhower stated: “The United States knows that if the fearful trend of atomic military build up can be reversed, this greatest of destructive forces can be developed into a great boon, for the benefit of all mankind. * * * * The more important responsibility of this Atomic Energy Agency would be to devise methods whereby this fissionable material would be allocated to serve the peaceful pursuits of mankind. Experts would be mobilized to apply atomic energy to the needs of agriculture, medicine, and other peaceful activities. A special purpose would be to provide abundant electrical energy in the power-starved areas of the world. In the 1950’s and 1960’s, the Atomic Energy Commission promoted the use of nuclear power as the answer to our nation’s energy problems. Nuclear power would provide energy too cheap to meter. The utility industry responded and numerous plants were planned with over one hundred constructed from the 1970’s to the 1990’s. Capital costs for nuclear power plants escalated due to permitting changes and public opposition, and the Three Mile Island incident caused new nuclear plant construction to cease. Today, we once again are experiencing a nuclear renaissance. Concerns over global warming and rapid projected increases in the demand for electricity have caused many nations to begin construction of new nuclear fleets. The price of uranium to fuel these reactors, which had dropped to an historical low of $7.10 in 2001, has surged to $56.00 as of October 2006. This paper will review some of the social, environmental, and government issues that are all playing a role in the resurgence of the nuclear fuel industry.

Around the world, mining has been done for thousands of years for the benefit of humankind. The winning process in mining operations ends with the depletion of the deposit or its closure if the operation becomes economically unprofitable. After that, a period of post-mining follows which may last for a very long time and which is generally regarded as a period of hazards, risk and high cost. In the USA alone, approximately 500,000 abandoned mines do exist; worldwide, there are millions. In Germany, too, we have had to deal with abandoned mines for a considerable period of time now.

A variety of processing technologies exist for recovery from both primary and secondary sources of rhenium. Currently, there are no known primary rhenium deposits, thus, the method in which primary rhenium is produced is dependent on the commodity of which it is a byproduct, e.g., copper, molybdenum, uranium, etc. In addition, focus on the recovery of rhenium from secondary sources, such as alloy scraps and catalysts, is continually growing. Various attempts have been made to build leadership and management expertise with little success. There are numerous reasons these attempts have failed. Three reasons, along with suggested solutions, will be explored: 1) lack of ownership of the development process by those affected; 2) lack of congruence of the development process used and the business strategies of the organization; and 3) a comprehensive development process. We will discuss a development model applied inside a smelter and refining complex over one year involving all levels of management. The process was credited with helping to substantially reduce cost and enable breakthroughs in production, quality and safety results.

Over the many years since the development of the steam powered shovel, various powering and control techniques have been employed for the various shovel functions. While volumes have been published on this subject, this paper will be limited to a very brief discus-sion of one of the latest of these and its application to a unique machine. The evaluation of the subject machine is far beyond the scope of this discussion, which will be limited to the techniques and equipment employed, and the considerations involved in their choice. The basic requirements for any power and associated control system for any power shovel function have remained relatively un-changed over the years. To the extent possible, such an equipment grouping must be: Easy to install during fabrication Easy to maintain and repair by available personnel Life cycle cost competitive Adequately reliable Adequately responsive And as may be expected these factors are arranged in various orders of priority by different manufacturers and users. All the various time honored approaches have to some extent fulfilled these require-ments but were discarded or fell into disuse when more effective approaches were developed. The latest in this long line of develop-ments and perhaps the most promising is that of electro-hydraulic controls and hydraulic drive.

Two 610 m (2000 ft) long tunnels were driven through water bearing silts, sands and clays beneath the Sacramento River using a 4.59 m (15.1 ft) diameter Earth Pressure Balance Tunnel Boring Machine (EPBM). Four sheet pile shored shafts were sunk with and without dewatering. The pre-cast concrete segmentally lined and grouted tunnels were driven down at 6% grades beneath the river flood protection levees, buildings, roads, a railroad and adjacent to a Freeway Viaduct. Details of the schedule, cost, shaft construction, TBM, tunnel construction, and installation methodology for the twin1.676 m (66 in) steel force main pipes and environmental constraints are provided.

Public Law (PL) 95-87 contains explicit demands for land use planning in its reclamation and designation sections. Both sections require recognition of local land use plans; however, they are not well integrated. Accommodation to these planning requirements affords an opportunity to create better links among local land use planners, the state's permitting authority and designation office, and mine designers. Mining companies should take a more positive interest in local land use plans and in resource inventories. States should consider handing down to local government the responsibility for accepting mine permit applications and designation of unsuitability petitions.

Using powerful database management software, nested-field analysis and microanalysis of narratives have been made of West Virginia accident data, resulting in a new approach for targeting and prioritizing safety interventions by county, mine size, specific mine, job title, type injury, etc. and combinations of these parameters. The analyses have been useful in focusing training and discussion sessions on specific work problems, trends, conditions, and situations for targeted groups of miners. Application of the technique will be presented in this paper, along with comparisons of various mine performance measures.

Several factors have caused less emphasis to be placed on geologic mapping in mineral exploration in the last 15 years. These include opportunities for "easy" discoveries of near surface gold and silver deposits in developed countries, and of base metal deposits as well in less developed countries, a decline of emphasis on geologic mapping in many universities, and a decline of useful mapping by government agencies in many areas. Geologic mapping is simply a way of recording geologic observations on volumes of rock larger than can be seen from one place. Since most geologic processes involve systems larger than this, mapping is also essential to understand the significance of observations made on smaller volumes of rock, such as thin sections and sample taken for chemical or isotopic analysis. To be useful, the observations recorded through geologic mapping are then interpreted to arrive at an understanding of the 3D geometry and geologic history of a volume of rock, which is used to direct mineral exploration, or any number of other purposes.
