The Falcon concentrator is capable of separating minerals in fine size classes based on their differential density. Separation of mineral particles depends upon the fluid flow characteristics and relative movement of particles in a fluid. In the present study, a fluid flow characteristic inside the Falcon concentrator was established through experimentation and modeling. The Falcon concentrator has two fluid entry points: (a) Fluid entering through gravity assisted feeding system and (b) Fluid entering through the fluidized hole on the concentrator wall. In order to identify the role of fluid entering the concentrator, a tracer was injected into the system. As per the tracer based experimentation, it was established that fluid entering through the gravity based feeding system is responsible for thin flowing film formation in the stratification zone where particles are stratified based on their relative density. The momentum balance and continuity equations were simplified for a high centrifugal force field, and the fluid velocity profile was estimated inside the thin flowing film. Estimated fluid flow profiles will help to simulate the particle trajectories inside the Falcon concentrator. The influence of rotational speed, fluid flow rate, and cone angle on the fluid velocity profile were investigated. Fluid thickness over the concentrator wall is also estimated, and it is typically of the order of ~150–200 μm.

Control of radiation hazards in mines is only one of many goals of the Bureau of Mines. Radiation research is only a small part of the Bureau's mine health and safety research program. In this paper I will describe the mission and programs of the entire Bureau of Mines, with emphasis on the mine health and safety program of which our radiation research is a part. The radiation program and its results will be described in detail by other speakers during this symposium. The Bureau of Mines was established in 1910 and is one of a number of agencies within the Department of Interior. Our mission is given by the Organic Act of the Bureau of Mines, last revised in 1913, which still accurately describes our work today. The amended Organic Act (Public Law 62-386) gives the Bureau authority "... to conduct inquiries and scientific and technologic investigations concerning mining, and the preparation, treatment, and utilization of mineral substances with a view to improving health conditions, and increasing safety, efficiency, economic development, and conserving resources through the prevention of waste in the mining, quarrying, metallurgical, and other mineral industries; to inquire into the economic conditions affecting these industries..." Since 1913 at least 52 public laws bearing on Bureau responsibilities have come into force. However, our basic role is still unchanged, i.e. improving health conditions, and increasing safety and efficiency in the mineral industries. The two principal activities of the Bureau are Minerals Information and Analysis and Minerals Research. The Minerals Information and Analysis programs provide the data base and the analytical capability to support the development of effective national mineral policies. Data on the availability, production, and utilization of minerals are collected, interpreted, and analyzed for some 100 commodities. Resources of the most important commodities are evaluated to support policymaking that influences utilization of the Nation's existing and potential mineral supplies. The President's budget for the Mineral Information and Analysis programs in fiscal year 1982 is $34 million. The largest activity of the Bureau is Minerals Research, which is divided into three major programs: Mineral Resources Technology, Minerals Environmental Technology, and Minerals Health and Safety Technology. The principal goal of the Mineral Resources Technology program is to help provide technology to maintain an adequate supply of minerals for the United States. The budget requested by the President for this program in fiscal year 1982 is $41 million. The goal of the Minerals Environmental Technology Program is to create mining and mineral processing operations that are more compatible with the environment. The budget for this program in fiscal year 1982 is $12 million. The largest program of the Bureau is Minerals Health and Safety Technology, which has the goal of providing the technology to protect the health and safety of mine workers. The budget for health and safety research for fiscal year 1982 is $55 million. Our radiation research is part of the health and safety research program. The Bureau of Mines has done research to improve health and safety conditions in mines since it was established in 1910. The research expanded greatly following the passage of the Federal Coal Mine Health and Safety Act of 1969 (Public Law 91-173) and the Federal Mine Safety and Health Amendments Act of 1977 (Public Law 95-164). These acts provided for increased health and safety regulatory activities, but they also significantly increased the funding available for mine health and safety research by the Bureau of Mines. Funding for the Bureau's health and safety research grew from $12 million in 1970 to $60 million in 1981. The funding in 1982 will be somewhat lower than that for 1981. However, the health and safety program funding is still approximately 40 percent of the total budget of the Bureau of Mines. Of the health and safety budget, 22 percent is spent on research to control health hazards in mines, including radiation hazards, which has a budget in 1982 of approximately $1.1 million. Other mine health hazards which the Bureau is doing research to control include respirable mine dusts which cause black lung and silicosis; excessive noise; toxic gases from explosives and diesel emissions; and excessive heat in deep hot mines. The other 78 percent of the budget is spent on safety research to prevent death and injury to miners from such causes as roof falls, fires, explosions, and accidents involving mining equipment. Over the past decade the majority of the Bureau's health and safety research has been done through outside contracts with private industry and universities. Our policy has been to do some research inhouse to maintain the expertise of Bureau personnel. Contractors are used to do research for which the Bureau does not have the necessary personnel available. The percentage of the program being done by contract has been gradually declining for the past few years, and in 1982 the program will be divided evenly between inhouse and contract research. The inhouse research of the Bureau is done at the 10 research centers located throughout the country. Our radiation research is done at three research centers, Denver, Spokane and Pittsburgh, and by contractors whose work is monitored by project officers at these centers. Factors such as rock cover, rock type and rock quality can exert a dominate influence on the behavior of a concrete tunnel lining. This paper will present and discuss the investigation, evaluation and use of such factors at the Rocky Mountain Pumped Storage Project in the design of the 10.67m (35 foot) diameter concrete tunnel lining. A plane strain, finite element analysis was performed on the concrete/rock system. The finite element model consisted of a concrete lining zone and three (3) rock zones; a highly destressed rock zone, a transitional rock zone and an intact rock zone. Zones were differentiated from one another by varying the modulus for each zone. Results of this study yielded a concrete lining strain from radial expansion which was used in the crack control calculations for the concrete tunnel lining. After the tunnel excavation was performed, plate jacking tests and additional seismic surveys were run on the tunnel walls. This testing served to confirm the rock modulus values used in the preliminary analysis. However, results were observed which indicated that a two zone rock model would more accurately represent in-situ rock conditions than the three-zone rock model used in the preliminary analysis. This revision to the concrete/rock model was made and a final concrete tunnel lining analysis was performed.

OUTLINE Beginning in 1946, a careful geological survey was made of the Tsugaru Straits. In 1964, excavation of the exploratory tunnels were started to observe the characteristics of faults and rock formation directly, and to study construction methods of excavation and sealing water inflow. In March 1971, the investigation stages were over, and in April 1971, the construction project was authorized from the government. The geological features in the straits may be divided into three broad classes. One third consists of andesite on Honshu side. The other two thirds consists of tuff. The middle of the straits consists of tuff, so-called Kuromatsunai-layers. On Hokkaido side, it consists of tuff, called as Kunnui-layers. There are nine noteworthy faults on the route. Prior to the excavation of the main tunnel, the horizontal pilot tunnels and service tunnels are made. Exploratory borings are taken to confirm the geological conditions and the presence of gushing water. Groutings for sealing water inflow are carried out when necessary. In geologically bad conditioned sections such as disintegrated or fractured zones, special methods are applied. In geologically good zones, the tunnels are bored through using the same methods as for a mountain tunnel driving. The pilot tunnel being constructed at the sea bottom is under direct control of the Japan Railway Construction Public Corporation. The service tunnel and the main tunnel are being excavated by contractors.

Progress, future challenges, and the continual search for more efficient and rapid methods of excavating underground openings and shafts were main themes at the 1983 Rapid Excavation and Tunneling Conference (RETC) held June 12-16 in Chicago, IL. The event, jointly sponsored by the Society of Mining Engineers, the American Society of Civil Engineers, the Canadian Institute of Mining and Metallurgy, and the Engineering Institute of Canada, offered a diverse program for both civil and mining engineering disciplines. Although all papers given at the three-day conference were noteworthy contributions, and each is included in the conference proceedings currently available from SME, there were a few sessions that had particular mining-related interest. Research, Acceptance Needed for Water-Jet Technology Water-jet-assisted rock excavation is seen by some as a technology moving from the prototype phase to a fully developed, accepted system within the next decade. For an industry that is traditionally fairly slow in accepting significant changes, this development appears especially noteworthy. However, speakers at the water-jet technology session generally agreed that many large US manufacturers are not viewing water-jet-assisted equipment as viable replacements for all-mechanical systems. This, they fear, may mean some US manufacturers will lose a significant share of certain equipment markets to foreign competitors who are moving aggressively ahead in this area. Despite the advantages of increased cutting rates, reduced power requirements, less dust, prolonged bit life, and reduced sparking in many cutting situations, water-jet technology applied to mining is apparently having some acceptance problems in the US. R. J. Evans, professor of industrial engineering at the University of Pittsburgh, noted that there are several perceptual barriers to water-jet coal cutting; such as uncertainties concerning the fu¬ture demand for coal and the reliability of equipment, apprehensions that jet-assisted equipment will make the mine operator dependent on specific types of hard-to-obtain equipment, and fears about accessibility of the equipment for repairs. Evans also said numerous parameters need defining before taking advantage of water-jet-assisted cutting systems in under-ground coal mining in the US. For the cutting head, information must be obtained on optimum bit geometry and spacing, and maximum and minimum torque requirements. For a complete US water-jet cutting system, Evans added, research is needed to establish optimum jet pressures, jet powers, number of jets per bit, and location of jets relative to the bit. A study on fauna distribution and abundance is being conducted in the Giona Mountain, in central Greece, area of bauxite mining. The specific aims of the study are: a) to estimate and map the distribution of mammals, and especially of the Balkan chamois, b) to estimate and map the distribution and abundance of breeding birds, c) to count the bird species using the area during spring and autumn migration and winter, d) to update the list of mammal and bird species of the mountain, with emphasis on rare and endangered ones, according to 79/409, 92/43 EU Directives and other relevant conventions, e) to compare the bauxite mining areas and species distribution and assess the possible overlap and compatibility of mining activities - species conservation, f) to assess the possible habitat loss due to planned mining activities. All estimations of mammal species distribution and abundance are being carried out by fieldwork using spotlight during the night along selected routes. Especially for chamois, line transects and vantage points with the aid of telescopes and binoculars are being used. Birds are being counted with the point count method in randomly selected plots distributed in all available habitat types and altitudes. The species distribution and mining areas will appear on thematic maps with the aid of a geographical information system (GIS). Finally, solutions for environmentally compatible mining activity in the area will be proposed.

Introduction This paper attempts to describe the characteristics of the industrial minerals segment of the minerals industry that make it different from the other segments. Also described are the trends, strengths, and shortcomings in the industrial minerals segment. This may help professionals in the minerals industry determine if there is a place for them in industrial minerals. Industry Overview It is difficult to generalize when describing the industrial minerals industry. Some products, such as cement and potash, are produced exclusively by large, well capitalized and technically sophisticated companies. Others, such as sand and gravel, are generally produced by small, family-owned companies operating on a shoestring budget. Still other products, such as feldspar, are produced by both types of companies. Not only are the companies vastly different, the products and marketing of their products are also different. Industrial mineral products are sold based on their physical characteristics (abrasives), or their chemical characteristics (trona), or both (glass sand). Marketing can be direct by the producing plant, a corporate office handling products form several plants, or through distributors. The geologic, mining, and processing skills needed can be minimal or sophisticated. There can even be large differences in the technical skills needed in two plants producing the same product. One feldspar producer may only need to mine and grind his ore, while another may use a delicate flotation process. One easy generalization is that there are industrial mineral operations in all geographic locations. A second is that industrial minerals offers more opportunities to entrepreneurs than the metals field because of the variety in the sizes and types of operations. Industry Growth Industrial minerals must be considered a mature industry. Consequently, little exciting growth can be expected. Over the past 30 years, industry sales have grown at a rate of 6.2%, compared to a 6.7% growth rate of the GNP (Kliff, 1978). A 3.8% growth rate has been forecast for the remainder of this century. The fortunes of those plants producing a product for local consumption will depend on the prosperity of the local economy. The fortunes of those plants that sell into the national market will depend on their competitiveness in their industry. Major industrial mineral products are shown in Table 1. The first three commodities account for 66% of the industrial minerals market. Typically, deposits of stone, sand and gravel, and the limestone, silica, and clay needed for cement are easy to find and mine. Role of Mining Engineers and Geologists Because a sophisticated techcical knowledge of geology or mining is not required, very few geologists and mining engineers are employed in industrial minerals. Geologists working for these companies function less as geologists than managers and executives dealing with permitting and land acquisition. Likewise, mining is done mostly by open-pit methods. It is generally supervised by an individual experienced in the operation and maintenance of heavy equipment, not a mining engineer trained in rock mechanics or computer methods of mine planning. What of the geologists and mining engineers employed by the industrial minerals industry? Many gained their positions as a result of their experience dealing with the regulatory agencies that control the operations of all mines and mills. Their technical expertise in geology or mining becomes only a side benefit. INTRODUCTION Cost Management is the evaluation and control of project scope, budgets, and costs with the objective to minimize costs and maximize the benefits to be derived from the use of project resources in conformance with Criteria stipulated or approved by the Owner. In order of importance, Cost Management is one of the most prominent Project Management functions because of its impact on the financial success of the venture. Cost Control and Cost Accounting are essential parts of Cost Management. The principal objectives of Cost Control are to monitor project commitments and expenditures, and measure performance for the detection of variances from acceptable standards and from control budgets so that timely action can be initiated to minimize costs. Cost Control is evaluation of current costs and projection of future costs, rather than the reporting of actual costs. Cost Control is not Cost Accounting. The primary objectives of Cost Accounting are the determination, classification, analysis and reporting in useful detail of actual costs. Following are some considerations on Cost Management and Cost Control as practiced by Owners and Contractors of industrial projects, Mining and Metallurgical projects in particular. COST MANAGEMENT Functions Conforming with the requirements of Owner's Criteria, the principal Cost Management functions are to • evaluate estimates of project costs and establish budgets for a scope of work and schedule; conversely, evaluate the scope of work that can be executed most effectively within a budget and schedule. • promote investigations and comparative evaluations of alternate designs and plans to find the most cost effective way to execute a project and minimize its operating costs. • based on Cost Control and Cost Accounting input, evaluate and initiate appropriate actions to correct deviations from approved budgets. assess project economics, the effect of changes on project economics and, if necessary, revise Project Criteria to modify their impact on costs.

Toxic substances in On solutions can retard biological leaching of sulfide dump ores. On solutions were ana1yzed for metals, organics and chloride and showed inhibitory concentrations of aluminum, manganese and chloride. Inhibition of bacterial activity by the solid fraction of On solution with and without the organic constituents, was evaluated. Bacterial toxicity was evaluated by monitoring bacterial numbers, pH, Eh, and rates of iron oxidation. The On solution solids were toxic at 50% to 60% of their field concentration. Most of the toxicity of the On solution was due to the organic fraction. Different solvent extraction (SX) reagents show varying degrees of inhibition of T. ferrooxidans. Bacterial inhibitory effects of carriers and lixiviants used in the SX plant should be determined so that entrained SX reagents do not retard biological dump leach systems. The reagents used should be the most cost-effective and the least toxic.

In the context of this session on "Practical Placer Mining," a projection of the present into the future first assumes that there is a future for Placers. The second assumption is that there is the combination of adequate reserves and a willing, mining investment source to finance placers. This paper will point out the opportunities on both assumptions, illustrating my positive position on the future of gold placers. In order to focus this paper more effectively, I have chosen GOLD as the subject mineral. However, it is recognized that much of the technology for exploring and mining gold placers has been applied to other alluvial deposits; including platinum, diamond, tin, and various industrial minerals (which are often referred to as "placers" though this contradicts historical definitions). Over the past 10 years I have presented several papers on the general subject of placers, most of which are listed under References. These have included topics such as exploration, evaluation, small-scale gold placer mining and decision-making, mining and processing equipment designs, and dredge-mining operations. In an attempt to identify the more promising, undeveloped placer potentials in the world I have usually mentioned the USSR and China but qualified them as being either inaccessible, or, politically difficult to obtain. However, with recent developments in the USSR, the obstacles appear to be somewhat diminished.

INTRODUCTION This presentation is concerned with the administrative and technical capability of the Atomic Energy Control Board (AECB) to assure compliance with the individual exposure limit for radon daughters (currently 4 WLM per year). It is not concerned with the epidemiological bases for setting the exposure limit. Moreover, the intent is to show how sophisticated methodologies and advanced technologies, applied to radon daughter concentration measurements in uranium mines, convey the spirit of compliance by providing better estimates than do the historical methods. These better estimates mean that more accurate and more precise estimates of each worker's exposure are determined using these more modern methods and devices. The estimates so derived should provide more convincing evidence to an individual worker that his assigned exposure is a valid indicator of his true exposure. In addition, a perspective on the exposure estimate in relation to the exposure limit is given as further evidence that an exposure limit is not the dividing line between "safe" and "unsafe" exposures. A brief description is given of the compliance aspects of the Atomic Energy Control Regulations and of the limitations of purely statistical non-compliance procedures. Most of the emphasis of the paper will be placed on the uncertainties associated with conventional radon daughter exposure determination and the means being employed (and anticipated) to reduce these uncertainties. NON-COMPLIANCE Under current Atomic Energy Control Regulations (1978), the annual individual exposure limit for radon daughters is given without reference to the possible methods of sampling and calculation of radon daughter exposure and without any reference to possible uncertainties or their magnitudes. This is common in such statutes, the details of sampling, calculation, error analysis, and so on, being left for licence conditions or provided as a specific guideline to the licensee on the matter of compliance with the Regulation. Since the exposure limit is contained in the Regulations, compliance with it is absolute, as with any other law. In Canada, a state of non-compliance with the radon daughter exposure limit exists when an exposure (attributed to an employee) is reported by the licensee to exceed the limit. No uncertainty in the measurements or in the overall determination of exposure is reported nor is any requested. Removal of the worker and the loss of his services are the immediate and direct penalty suffered by the licensee for failure to maintain the exposure at, or below, the limit. A worker may be re-instated to employment for the balance of the reporting period only if the licensee can assure the AECB that further significant exposure to the worker will not ensue. In other jurisdictions, such as the United States, non-compliance is defined on a statistical basis. For example, NIOSH, the National Institute for Occupational Safety and Health presents procedures for calculating the 95% Lower Confidence Limit (LCL) in order to "compare the results of occupational environmental sampling to an occupational health standard and make a decision with a known chance of making an incorrect decision that a state of non-compliance exists" (Leidel and Busch, 1975). (In the nomenclature of this presentation, exposure limit would be used in place of "standard", in the NIOSH sense). Furthermore, it is emphasized in the NIOSH document that such numerical comparisons "are necessary only if the sample mean is greater than the standard". The NIOSH document points out, quite correctly, that the "statistical procedures presented below will not detect and do not allow for analysis of highly inaccurate results, i.e., systematic (non-random) errors or mistakes ... If a systematic error is known to exist in an instrument or analytical procedure then correct the sample mean of the data before analyzing for non-compliance". It is certainly not the purpose of this paper to criticize the sophisticated statistical approach to non-compliance as given in the NIOSH document or in similar approaches used in other jurisdictions. Rather, the purpose is to approach, with some introspection, the question of the determination of exposure by the employer for his employee and especially the employee's understanding of, and confidence in, the accuracy of the exposure determination and its relation to the exposure limit. Mine drainage has high acidity and sometimes contains more than the allowable concentration of ionized iron. In such a case, mine drainage is neutralized with calcium carbonate and calcium hydroxide to separate precipitates, such as the iron hydroxide and gypsum generated. Currently, most of these precipitates are not utilized and are accumulated in tailing dams. As a result, the service life of the tailing dams is reduced. This becomes a matter of concern, since securing sites for such dams is difficult. A most effective means of solving this problem would be to promote utilization of these neutralized precipitates. This paper reports on the results of studies on neutralized precipitates produced at the old Matsuo Mine (Iwate Prefecture), which has the largest neutralization treatment facility in Japan. As a result of the studies, the following was proposed regarding application of neutralized precipitates. Utilization as ferrite: Mix ferrous hydroxide and ferric hydroxide in water to synthesize magnetite-like ferrite, to be used in the manufacture of magnetic markers for a mobility support system for blind pedestrians, or in producing magnetic fluids for sink-and-float separation of nonmagnetic metals and nonmetals. Utilization as hematite: Bake ferric hydroxide to produce hematite, thereby extracting metallic iron for paint pigment as well as for the manufacture of ironware by local industry. Production of aluminum sulfate: Precipitate aluminum ions from water and add sulfuric acid to produce aluminum sulfate.

Introduction Since its creation in 1910, the Bureau of Mines has conducted a wide-ranging program of research on mining technology. Over the years, the Bureau has perhaps become best known for its accomplishments in mine health and safety technology, a field that has been the object of much public attention. Nevertheless, the Bureau's program in other areas of mining technology has always been strong and remains so today. A distinguishing feature of the current effort is its tendency to concentrate on high-risk, high-gain projects. Throughout the federal research establishment, the Administration's policy has been to phase out short-term research that could be performed by private industry, in favor of long-terms projects that industry cannot usually afford to fund. This tendency is evident in the following account of the highlights of the Bureau's current mining technology research program. Underground Mining Technology Fragmentation. Research studies on fragmentation have focused on nonexplosive concepts. If successfully developed, these concepts would lend themselves to continuous automated operation and reduce time and costs of fragmentation in underground mines. A special laboratory-scale device to investigate ripper cutting was designed and fabricated in 1982. Experiments were conducted with large drag cutters to develop an efficient cutting technique for hard rock. Tests were successfully conducted with 76- and 152-mm (3¬and 6-in.) bits in rocks up to 138-MPa (20,000-psi) compressive strength. Because of the success of these initial tests, larger-scale proof-of-concept tests are planned. To prepare for these tests, a tester capable of cutting a 1.8-m (6-ft) opening was fabricated. This device will allow ripper cutting to be carried out at full scale, and will also allow mucking and holddown requirements to be investigated. Preliminary estimates indicate that this concept has the potential to double excavation rates while reducing costs up to 30%. Mobile Hydraulic Monitor. A mobile hydraulic monitor system was designed, fabricated, and used to mine the St. Peter sandstone at an average rate of 22 t/h (25 stph) from a face in Martin-Marietta's foundry sand mine at Clayton, IA. A slurry transport system worked in tandem with jet cutting, resulting in a continuous mining and transport system. Problems with spray from the jet hitting the sandstone showed that a remote-controlled mobile monitor was needed at a station 15 m (50 ft) from the face, so the operator would have a clear view of the face and be safely out of the backwash. Crushers. Research on crushing systems to improve efficiency in underground mines is continuing. Final testing of a low-profile, portable crusher for underground applications has begun. A system for handling oversize feed to the crusher was conceived and tested. Underground crushing systems, portable enough to be kept near the face, offer considerable improvement in materials handling because main haulage by conveyor is often less costly. Hoists. Research to increase hoisting efficiency and speed and to reduce energy requirements has led to experimental ore skips. The skips feature guide rollers to improve riding characteristics, bearing improvement at critical locations, and weight savings of about 1.8 t (2 st). An experimental aluminum skip was installed last year at Kerr McGee's Church Rock mine. Performance is being monitored under production conditions. A portable service hoist for low-cost, efficient movement of men and supplies in raises between mine levels was designed, fabricated, and tested on the surface. At a mine in central PA, high horizontal stresses have caused long running roof falls resulting in hazardous conditions for the miners and the premature abandonment of panels. Because of these conditions, the mine requested assistance of the National Institute for Occupational Safety and Health (NIOSH) in utilizing the "advance and relieve" method to mitigate the affects of horizontal stress on the mine roof. "Advance and relieve" mining involves the removal of a pillar or a portion of a pillar during development, thereby creating a cave along one side of the panel. Following cave development, the horizontal stress is relieved over the workings adjacent to the cave in the active panel. The mine has used this system in three panels with a significant reduction in stress damage and no large roof falls.

Underground coal mines beneath Black Mountain in the Harlan County district of the Central Appalachian coalfields have an extensive history of bump events, which yields an elevated probability for significant injury or fatality to underground miners. According to Mark (2009), Harlan County has had the greatest concentration of deep-cover retreat mining in the United States. Combined with the extensive multiple seam mining history, room-and-pillar coal bumps have had a disproportionate impact on coal operations in this region. The Harlan seam, one of the principal, economically recoverable coalbeds exploited beneath Black Mountain, has a significant burst history that extends into modern times. A numerical investigation using the LaModel software of 17 bumps that occurred at the same mine in the Harlan seam was conducted and used to create a calibration methodology which serves as the quantitative basis for current and future numerical efforts in an adjacent mine exploiting the same reserve. In addition to this numerical study, a qualitative assessment of the geologic factors that are believed to contribute to the bump potential was completed. Combined with stability prediction using the numerical basis, these geologic factors will be used for recognition of high bump potential areas with the goal of reducing the potential for future bumps, helping to ensure the highest level of safety and productivity for underground personnel.

A laboratory study was conducted to investigate the potential for recovering anthracite from coal preparation-plant tailings. The study included washability analyses, cyclone simulations and froth flotation testing Samples were collected from either the tailings streams or the slurry ponds of five anthracite-cleaning plants. From each sample, a washability analysis was conducted on the 28x100 and 100x200-mesh fractions. Using the above data, along with published partition data, simulations were performed with various cyclone-staging arrangements for both water-only and dense-medium cyclones treating the 28x200-mesh fractions. Separate froth -flotation tests were conducted on the 28x100- and 100x200-mesh fractions from three of the plant samples. The washability, simulation and flotation results are presented as grade-yield curves.

The control of Florida phosphate flotation plants is largely based on the visual observations of experienced operators, both in recognizing good and bad froth conditions and in making judgments about the composition of feed, concentrate and tailing streams. Chemical analyses lag the process by at least two hours and, therefore, only assist in recalibrating the operators' vision when major deviations occur. An image analysis system was developed by IMC Fertilizer to improve the accuracy and precision of the composition estimation process. It still relies on the operator taking a representative sample, but provides a measurement in about 15 minutes after that sample is obtained. Background The search for a quick and inexpensive technique for estimating phosphate flotation stream composition continues. There have been attempts at using "wet chemistry," nuclearmagnetic resonance, neutron activation, X-ray diffraction and other techniques reported on in the past several years. None of these have yet found its permanent place in the flotation plants of the Florida phosphate industry. IMC attempted to use wet chemistry to provide 7.5-minute estimates of final concentrate insol and tailings BPL. This was aborted after 36 months of plant operation due to the high operating costs for chemicals and an operator. There was also no significant economic improvement in the plant's operation. Another factor was the necessity to limit these crude analyses to only a few process streams, which were insufficient to achieve improved plant operation.

A computer package has been developed which is capable of evaluating alternative production schedules (long and short range) of an open pit mine once the ultimate pit limits have been defined. The model user can choose the best alternative according to cash flow considerations and the particular mining conditions. The package involves a combination of simulation for long range production scheduling and linear programming for short range scheduling. The simulation model based on an iterative technique, maximizes the profits within each long scheduling period (eg. year or sixth month period), and at the same time defers stripping as long as possible. A minimum exposed ore quantity is kept at the beginning of each mining period. The final long range schedule satisfies a set of constraints for each period, mainly ore quality and quantity constraints for ore and waste. An interactive smoothing procedure at the end of each period results in a schedule that is feasible in terms of mining practice. Finally a cash flow analysis model carries out cash flow calculations so that the user can select the best alternative. The linear programming model, based on a certain number of shovel regions, defined interactively by the model user, calculates the optimum production schedule for each short period under consideration, so that a set of constraints is satisfied.

The Flow-Through Shares Program was set up by the Canadian Federal Government in 1978. While initial annual expenditures in flow-through shares was small, recognition of flow-through as a significant tax advantage combined with exploration successes, particularly in the gold sector, soon resulted in the majority of exploration dollars raised in Canada utilizing the flow-through share mechanism. What Are Flow-Through Shares As many exploration companies are non-taxable, they are not in a position to benefit from the tax deductions arising out of their exploration activities. Flow-through financing provides a mechanism for the exploration company to transfer these deductions to an investor. In addition to the deductions which an investor can apply against his personal income, the investor receives common shares in the exploration company (flow-through shares). To add to the attraction, the Federal government provides a 33 1/3 percent mark-up on qualifying expenses incurred by the exploration company, giving the investor a deduction of up to $1.33 for every $1.00 invested. By providing the investor with tax deductions in addition to the flow-through shares, flow through shares can often be sold at a premium to market which makes-the mechanism attractive to the exploration company as well.
