The electrostatic charge on spray droplets of ionic surfactant solutions and coal particles was measured and the results were correlated with the dust collection efficiency. When various surfactant were added, the magnitude of the droplet charge increased significantly and it was observed to be a function of surfactant type and concentration. The concentration of maximum droplet charge coincided with surfactant concentration where maximum collection efficiency was observed for these surfactants. Particles of coal also carried substantial amount of charge magnitude of which seemed to be a function of coal rank. Based on the results presented in this paper, it was concluded that ionic surfactant primarily act as a strong electrostatic charge inducer for droplets. Due to interactions between these highly charged droplets and naturally charged particles, the efficiency of droplet-particle collisions play a primary role when compared to the wetting and engulfment phenomenon which could only follow a successful collision. INTRODUCTION Water spray are widely used to suppress airborne dust in mine atmospheres (Walton and Woolcock, 1960; Kobrick, 1970; Hamilton, 1974; Jayaraman et al., 1986). Several investigators have considered the use of surfactants to enhance the effectiveness of water sprays especially for difficult to wet particles such as those of coal (Glanville and Wightman, 1979). The capture of dust particles by water droplets involves droplet-particle collisions, adhesion of particles to droplets, and engulfment of particles into droplets. Surfactants affect these sub processes through their influence on droplet charge, surface tension, and wetting. The last two mechanism have been thoroughly studied in recent years (Walker et al., 1952; Cohen and Rosen, 1981; Glenville and Haley, 1982; Chander et al., 1988; 1991). However, little attention has been paid to the role of electrical charge on particles and droplets on the collision and adhesion of spray droplets and dust particles. Airborne particles of dust have long been known to carry a significant amount of electrostatic charge (Hopper and Laby, 1941; Kunkel, 1948; Kunkel, 1950; Dodd, 1952; Liu et al., 1987; Kutsuwada and Nakamura, 1989). It is reasonable to assume that presence of charge on particles will effect their agglomeration and particle-droplet interactions. Polat et al., (1991) showed that virtually all freshly generated dust particles were agglomerated in air. They suggested that electrostatic charge and humidity were important factors responsible for agglomeration. Previous theoretical studies on the interactions between charged particles and collectors by Nielsen and Hill (1976) show that, the collision efficiency is a strong function of the particle charge. In addition to charge on particles, spray droplets might also carry substantial amount of charge (Chapman, 1937;1938; Blanchard, 1958; Iribarne and Mason, 1967; Jonas and Mason, 1968; Byrne, 1977; Bailey, 1988). In theoretical studies of interactions between a spherical collector and airborne particle, it was found that the collision efficiency was significantly altered depending on whether the collector and the particles were charged. If neither the collector nor the particles carried a charge, the collision occurred by inertial and gravitational forces. The collisions took place on the front part of the collector (the front capture). If either of the collector or the particles were charged, the collision was enhanced due to the induced image forces. If both the collector and the particles were charged, the collision efficiency was significantly affected by the sign of the charge as well as its magnitude. For oppositely charged collector-particle pairs a collision could take place on the rear of the collector even if the particle flied past the collector upon approach (the rear capture) (Nielsen and Hill, 1976; Wang et al., 1986; Chang et al., 1987). On the other hand, the columbic force became negligible as the particle size increased and the inertial force became dominant. The electrostatic attraction was predominant for particles of less than about 2.5 µm in diameter. For particles larger than about 8 µm the inertia of particles was sufficient to overcome the columbic force and inertial impaction became the dominant collision mechanism (Grover and Beard, 1975; Chang, 1987). Previous studies of dust suppression using charged spray droplets generated by applying high voltage to the spray nozzle showed significant improvements in collection efficiencies (USBM open file report, 1983; McCoy et al., 1985). Flow in heaps and dumps is a two-phase flow phenomenon, though for many applications it could be simplified as unsaturated flow. Unlike saturated flow (typical of ground water flow), where permeability is independent of other hydraulic parameters, unsaturated flow permeability depends on the degree of saturation and/or on capillary pressure. Several recent field studies suggest that flows in heaps and dumps tend to concentrate in preferred pathways, bypassing much of the ore. Different preferential flow phenomena are triggered, promoted and influenced by different heap structures, by pretreatment, by the composition of the leach solution and by application rates and schedules. The structure of heaps and dumps is determined and affected by every stage of their construction -from blasting to crushing to conveying and stacking of the material. History of heap construction and operation combined with monitoring, mapping and certain field tests can reveal patterns of flow and transport in a given heap and can shed light on the physical mechanisms behind it. Such insight can provide a first cut on heap leaching enhancement by either eliminating or bypassing physical barriers to flow and leaching. Based on the understanding of the heap structure, advanced flow and transport models can be constructed and further enhance the insight. This insight is essential for understanding cause and effect and can provide a basis for decision making. Further, based on the physically-based models, an intelligent control agent, such as MRDS1, can learn and build a self-learning representation (or a model) of the complex heap leaching system, followed by dynamic optimization and planning of heap leaching and heap rinsing.

The application of Bacterial Oxidation as a pretreatment step for the extraction of gold from the Olympias refractory pyrite concentrate is described. A wide review of Bio-oxidation is presented focusing on the current process developments and commercial applications relevant to the treatment of gold bearing sulphide ores and concentrates. Preliminary batch and semi- continuous tests on the Olympas concentrate indicated that with Bacterial Oxidation quantitative gold liberation may be achieved. fie effect of such parameters as pH, Eh, temperature, particle size, operating pulp density and retention time on the extent of sulphur oxidation and subsequent gold extraction by conventional cyanidation are also examined. Finally, a preliminary evaluation of Bacterial Oxidation as a potential process alternative for the treatment of the Olympias concentrate is presented.

Three rock fracture parameters define three points along empirical cumulative size (of rock fragments) distribution curves at Inspiration copper mine. These parameters are: rock quality designation (RQD), longest piece of intact rock and % of +1 inch. The RQD and the longest piece are actually measured on drill hole cores whereas % of +1 inch is visually estimated on the same cores. These size distribution curves are then utilized in a variety of engineering applications such as; slope instability analysis, blast design, copper recovery prediction from heap leaching, etc. The three rock fracture parameters for two dominant rock types (porphyry and schist) in the pit had to be estimated separately due to different rock fracture characteristics.' Both ordinary kriging (OK) with measured hard data only and soft kriging (SFTK) with hard and soft data were used to estimate each parameter. The cross validation of 100 measured sample values served as the-basis for evaluating the potential benefits of SFTK over OK. Use of subjective information during SFTK required obtaining (prior) probability distributions for all three rock fracture parameters. These distributions were obtained from the typical rock fracture parameters observed in drill hole cores falling inside the geologically interpreted structural domains with varying degrees. of fracture intensity and also through direct mapping along the exposed bench faces. Two different types of soft information were developed for this study; namely, Type "A" and Type "K". The former is based on sample distribution of fracture parameters whereas the latter is based on two step estimation designed to narrow the range of variation observed in data Type "A". The results of the cross validation were analyzed using a linear regression of actual values versus estimated values. The results confirm an improvement on the estimates made by SFTK with hard and. both types of soft data over those produced by OK with hard data only.

INTRODUCTION The theory of mineral demand often is slighted in the study of mineral economics. The supply side of the mineral industries usually commands a great deal more attention and effort by mineral economists than the demand side does because the study of mineral supply includes topics such as exploration, resource availability, and exhaustion theory that are generally considered unique to the mineral industries. Mineral demand, on the other hand, is thought of as being more general in nature and therefore of less concern to mineral industries specialists since it is similar to the demand for other inputs of production. This similarity with other inputs of production, however, does not negate the importance of a thorough understanding of mineral demand. It is the interaction of supply and demand that determines market behavior and not supply alone. Mineral demand is a key component among the factors that influence mineral production; there- fore, a good understanding of mineral demand can give one better insights into the industry behavior and trends than one would otherwise have. A strong working knowledge of the demand side of the mineral industries is a powerful tool for analyzing and predicting mineral market behavior. The material presented in this chapter does not depend on any special background in economics and should be accessible to all interested readers. The chapter is organized so as to permit an orderly progression of the basic topics of the theory of mineral demand while allowing digressions on related issues of special interest. The first section of the chapter is on the determinates of mineral demand. The discussion be- gins with the introduction of consumer demand and some of the necessary terminology of economics and proceeds to the particular case of the derived demand for an input of production such as minerals and the characteristics of such demand. The second section of the chapter is on the response of mineral demand to changes in economic variables like price and aggregate income. This second section of the chapter be- gins with a general presentation of elasticity of demand and continues with the particular case of the price responsiveness of mineral demand and its nature in the short and long-runs. A brief look at the response of mineral demand to price changes for other products is also included. The chapter concludes with a discussion on the effect of aggregate income changes on mineral demand and its nature in the short and long-runs.

Increased interest in the utilization of the underground environment for water conveyance tunnels, vehicular tunnels, room and pillar type storage chambers, and military installations has focused attention on the possible effects of seismic activity on the stability of these types of structures. Earthquake experience has generally been related to the seismic stability on the surface of the earth. To establish aseismic design criteria, we attempt to predict the seismic exposure of a given site, both in terms of the spectrum of motion to which the structure must react favorably, and the recurrence rate of that motion. Experience gained from studying the effects of the Plowshare underground nuclear tests on existing tunnels and mines, coupled with the experience of the behavior of tunnels and mines in earthquake regions, provides us with an insight to predict the possible effects of earthquakes on underground openings and to establish design criteria. The type of damage ranges from minor fracturing and movements along pre-existing joints or faults through deformation of openings to collapse. The methods used to establish the seismic design criteria for an underground opening require modification of surface criteria to account for the difference in both amplitude and spectra underground. An aseismic evaluation should be performed on all important projects in areas exposed to possible earthquake motion. To perform this evaluation, information is required pertaining to the geometry and properties of structure and ground. Dynamic as well as static properties are required. A prediction of performance can be derived by exposing a model of the site, expressed in terms of its properties and geometry, to a design earthquake.

A number of on-stream coal slurry analyzers are presently being developed and commercialized for measuring ash and solids in coal process streams, particularly around flotation circuits. The eventual goal of these efforts is to develop on-line quality control systems for flotation circuits and other fine-coal cleaning operations. As part of this on-line monitoring and control effort, it is important to gain a better understanding of the response of industrial flotation circuits to changing operating conditions. This paper summarizes the results from a detailed sampling program performed at an industrial coal flotation circuit in western Pennsylvania. The testing focused on evaluating the response of the circuit to changes in reagent dosages, operating conditions and feed compositions. The testing indicated that it is desirable to maintain high collector-to-frother ratios to enhance coarse particle flotation. The recovery of fine impurity particles was also proportional to water recovery, due to hydraulic entrainment. Key words: Industrial, Coal, Flotation, Circuit, Reagent, Response.

This work focused on identifying, examining and ranking the physical and environmental hazards at inactive and abandoned mine sites in the Black Hills of South Dakota. Earlier inventory projects in the Black Hills concentrated on federal lands, while more recent efforts have examined abandoned mines on state and private lands. The more recent efforts are a result of passage of legislation by the State of South Dakota requiring a comprehensive inventory. The inventory information provides criteria for identifying those sites that require further investigation or characterization of the physical safety or environmental hazards. For most AML sites in the Black Hills, location information is all that is typically needed, because the majority of sites pose little environmental or physical hazard.

Ground water inflow into a mine and the re¬sultant impact on district hydrology can be pre¬dicted on a site specific basis once the ground water flow systems at the site are sufficiently well under¬stood so that a valid conceptual model can be de¬veloped. Ground water flow systems are controlled by the hydrogeologic properties of the materials at the, site, including hydraulic continuity along flow paths, and boundary conditions. Preliminary delin¬eation of hydrostratigraphic units for conceptual models frequently can be based on surface water data; specifically, spring locations and the gain-loss reaches of streams. Quantitative predictions of mine water inflow and its impact on regional hydrology require col¬lection and analysis of numerous types of data. Hydraulic conductivity must be defined quantita¬tively both parallel and perpendicular to bedding as well as areally for each hydrostratigraphic unit. The characteristics of the Davis shale in case his¬tory number 2 illustrate this concept very well. The storage characteristics also must be determined for each hydrostratigraphic unit and the potential or hydrostatic head should be quantified vertically and areally for each unit. The potentiometric measure¬ments in the Bonneterre Formation as discussed in case history number 2 illustrate this point. The data collection and data analysis techniques constitute the weak link in the analysis of mine inflow and district impact. The technology for char¬acterizing a mine site in the field has lagged behind the technology for mathematical simulation; we at¬tribute this development to the fact that computer modeling is relatively inexpensive compared to field data collection and analysis. On-site tests provide the best means of quan¬tifying hydraulic conductivity parallel to bedding and the storage characteristics of the unit. Pump tests with multiple observation wells provide the best information from on site tests. Hydrogeologie boundaries can be located from such multiple well tests. Multiport piezometers provide a means for determining the vertical potential in a single borehole. Borehole geophysics can facilitate the def¬inition of hydrostratigraphic units. Vertical hy¬draulic conductivity is difficult but not impossible to quantify with existing field test methods; labo¬ratory tests of cores fail to give a value represent¬ative of the field situation. The storage characteristics of a confined (artesian) hydro¬stratigraphic unit can be difficult to quantify when pumping changes the confined unit to an uncon¬fined (water table) case after depressurization and dewatering. Transmissivity and storage coefficient can be approximated to some extent for given field con¬ditions by computer modeling if enough is known about hydrogeologic boundaries. Modeling can be used in a trial-and-error approach to match transmissivity and storage coefficients to existing water level data corresponding to estimated discharge rates. A solution can also be obtained using a tech¬nique referred to as the inverse method. Unfortu¬nately, such a solution is seldom unique. Fracture flow models exist but practicality usu¬ally necessitates reversion to a basic Darcy flow model. Data requirements for fracture flow models could be difficult to fulfill where fracture aperture, spacing, orientation, and length are required. Ob¬taining such data at depth prior to mining would be impossible for any mine simulation in fractured media. We are of the opinion that most fractured media simulations can be accomplished using con¬ventional Darcy flow models by viewing the field problem on a macroscopic scale. The real challenge is to delineate hydrostratigraphic units properly in the field. The question of whether a broken-up fault zone is an aquifer or a barrier boundary is seldom simple. The fractures usually can be treated as an equivalent porous medium in either case. Only a few techniques exist for predicting un¬derground mine water inflow. These techniques fre¬quently are designed to evaluate shaft or tunnel inflow under steady-state head conditions in a sin¬gle layer rather than in multiple hydrostratigraphic units. Since 1990, the entire Romanian mining industry has suffered a major restructuring, i.e. technical and economic. The large majority of the remaining active mines are these with a chance for economic comeback. This is also the case for the mines that belong to MINVEST Deva Company; most of the mines are closed, and are waiting to be reclaimed. The authors present the closing procedures of the former copper mining perimeters managed by MINVEST. It is well known that pollutants of concern for the environment must be monitored to obtain reliable information on the quality of ambient conditions and to minimize their impact on the environment. Consequently, the monitoring problems during the closing procedures will be presented.

This paper presented herein, describe the special design of an open type coal dust explosion apparatus and the laboratory works for investigating the effectiveness of the parameters on coal dust explosion and the prevention of the propagation of the coal dust explosion flame. Coal sample which were taken from the San-Ying collieries, were passed through the process of crushing ,grinding and screening to get the required particle size, ranged from 40 mesh to 200 mesh under size for testing purpose, the rock dust spreaded on the surface of coal dust and water mixed with coal dusts were employed for preventing the coal dust explosion and the propagation of the explosion flame.

Technical co-operation activities of the Department of Technical Co-operation for Development of the United Nations Secretariat have included the introduction of electronic data processing techniques in mineral sector projects for several years; computers have been provided to countries in Africa, Asia and Latin America. Advisory services are provided to interested developing countries at their request concerning applications for various uses in mineral sector activities. They include advice on appropriate hardware and software depending upon the requirements of the particular Government. The Department's activities in this area are described. The input from a Group of Experts on this subject convened by the United Nations, and their conclusions and recommendations, are also discussed.

CSIRO and its collaborators have developed a major R & D project on dewatering of coal. This involves sub-projects on (i) the fundamentals of coal-water associations; (ii) reducing the variability of product moisture levels from small coal centrifuges; (iii) process mechanisms and optimisation for fine coal dewatering; (iv) pilot scale testing, engineering development and innovation. Results from each of these sub-projects are presented, and the pilot facility incorporating a vacuum filter, belt press, membrane press, hyperbaric filters and centrifuges, is discussed. The vacuum filter and membrane press can be configured for electric-field assisted dewatering, which provides substantial enhancements in the rate and degree of dewatering for fine coal, coal tailings, and other suspensions.

This paper reviews the impact of the idler set on the performance of belt conveyors. Idler rolls as part of the load support system and their interaction with the conveyor system will be discussed. in particular, the rotating performance of the individual idler roll concentrating on the rotating resistance and life of the bearing and seal design are addressed in detail. A basis for the development of performance specifications for use in conveyor design that takes advantage of the idler manufacturers design and manufacturing expertise is discussed.

Very few facilities containing hydraulically deposited tailings have been completely reclaimed and capped at this time. Design of a closure cap for a tailings impoundment has relied heavily on consolidation theory in order to achieve a cap that maintains sur­face drainage. Obtaining data for the consolidation evaluation can be difficult and costly. The author reviews the performance of two tailings impoundment closure caps that have been suc­cessfully installed and presents the experience gained from these projects with an emphasis on the ability to optimize cap design through post-operational monitoring prior to initiating cap con­struction. Using the optimization approach, a significant earth­work quantities reduction may be realized for the ultimate cap.

A three-year project focusing on the depth profiling of respirable coal mine dust particles using scanning electron microscopy coupled with energy dispersive X-ray analysis resulted in the development of statistically classified particle-behavior models. The models depict the changing silicon fraction for particles at 5-, 7-, 9-, and 11-keV accelerating voltages, thereby giving a clear indication of the nature of various types of mineral particles. This paper focuses on the results for respirable quartz particles sampled from five underground coal mines across the US. Through statistical analysis of results the relationship between the fraction of surface available quartz in respirable dust samples and coal rank is established for three Pennsylvania coal seams.

PREFACE Debris disposal can very often be a severe problem and major restriction on tunnel boring projects, especially for small diameter tunnels and in underground mines. Hydraulic transport could provide a suitable solution. Investigations have therefore been made in connection with a full-scale project of 4.8 km length and 2,3 m diameter, to obtain the required technical and economical data for planning an optimized transport system, e.g. for a tunnel boring drivage of 6 - 7 m diameter in underground coal mines. INTRODUCTION The Radau-Tunnel, chosen for the investigations, has been designed for transferring flood peaks between the rivers Radau and Grosse Romke in the Harz-Mountain of Lower Saxony. A DEMAG TVM 20/23 H tunnel boring machine was used to drive the tunnel on a rising gradient of 0,53 %. The rock consisted of shale and hornblende (55 %), granite (15 %), diabase (15 %), chert (8 %) and gabbro (7 %). The project has been sponsored by the Federal Ministry of Research and Technology.

Various computer packages are now available for balancing data obtained from complex concentration plants. It is well established that the filtered data generated by these programs are statistically better than the raw data. However the degree of improvement as well as the accuracy of the estimated variables depend strongly on the propagation of measurement errors through the estimation algorithm. Therefore, for the subsequent use of the filtered data, their confidence intervals are as important as the data themselves. Variance of filtered variables have been derived in a very general way for any arbitrary flowsheet and when data originate from various sources such as flowrates, chemical assays, particle size distributions and pulp percentages of solids. The theoretical formulae are incorporated in the BILMAT package for mass balance calculation and illustrated on various flowsheets involving grinding, classification and flotation. The validity of the proposed method is discussed by a comparison to a Monte Carlo approach, for a simple processing circuit.

Impacts of mining on surface water and groundwater occur frequently not only in active mines but in abandoned mines, then the establishment of effective legal mechanisms for the regulation and control of mine waters is a necessary step in order to avoid pollution from mine waters and in consequence to contribute for a sustainable development of the mining industry. Currently there is a lack of a specific European legislation about mine waters and this absence of legislation occurs too at national level in many European countries. This absence of an European specific regulatory framework for mine water pollution questions the effectiveness and the applicability of the current legislation and this fact has led the EC to put forward proposals legislation to adequately deal with environmental and social consequences of mining, and among those proposals is a draft for a directive on waste from the extractive industry that includes provisions for mine water pollution.

INTRODUCTION Since several years the author is engaged in research activities in the field of mining method modelling (Oberndorfer, 1993 and 1994). The initial goal was to improve and assist the selection of the most appropriate mining method. However during investigations it became obvious that the most beneficial application of computer support is the fast calculation of numerical assessment rather than the consideration of all, i.e. also qualitative, criterions necessary for final decision. Numerical results serve - together with qualitative considerations based on the experience of the mining engineer - as a basis for decision. The emphasis is on "fast" calculation, as only this property makes it possible to calculate and compare many distinct variations. As long as no procedure exists, which optimizes all involved parameters, calculating many variations is of great important, because it is the only way to increase the chance to pick a alternative "close to optimum", but also to learn about the sensitivity the result will react on changes of input parameters, which are rarely known exactly. Generally speaking many trials give a better basis for final decision. It is no secrete that the most important obstacle towards quick calculations of a series of alternatives is not the processing time of the computer, but the time required for setting the input data in way that the computer can start processing, which is usually inter- active man work on the screen. Furthermore usually several distinct programs are required to cover the whole range of involved problems, with corresponding problems in automatic data transfer. The research work's goal was to overcome these problems. The approach developed was to describe a mining method more in a theoretical way (i.e. to give the computer some degree of "consciousness" on mining methods), which then can be applied under any specific conditions. E.g. a cut-and-fill operation will be "generally" the same in narrow or thick deposit areas, but the resulting keyfigures, e.g. total tonnage, productivity, dilution and loss, or finally costs per ton, will differ significantly. The approach (MMM = mining method modelling) presented reflects a deduction from the general case to a specific one (rather than the other way round). The developed model is general enough to be applicable to any mining method, and also to any degree of precision the mining method should be described, contrary to programs designed for specific mining method layouts which can be adjusted in a more or less wide range. PROGRAM DEVELOPMENT The principle correctness and feasibility of the approach was proved by a prototype program. However this program was more on a research level and far away from application for "real world" problems. The reason for this was, that it was regarded wasted time to re-invent certain tools, e.g. geometry intersection, deposit modelling or visualization. Hence it was tried to attract several software producers to invest in finalizing the model. Unfortunately this endeavor was not successful. Despite this defeat - and after some months of resignation - a final start on the project was decided. he reason for this decision was not at last the research activity in respect of low-cost underground mining methods for bulk- material as a substitute of typical quarry operations due to environmental restriction. This research work - which is in particular important for Austrian mining activities in beautiful and touristically used landscape - requires a lot of calculations in the way described. Both are still in state of progress, but - regarding mining method modelling - preliminary results can be presented. A complete re-programming of the program was required. Most obvious are the changes of programming language and operating system environment. Instead of Pascal under DOS C++ under MS-WindowsNT is now used. Several problems could be solved by this, in particular memory management, device drivers for input/output, and user friendlyness by up-to-date windows technology. However also more basic structures were changed. The idea was to utilize as many existing commercially available programs as possible to minimize programming efforts.
