One of the major criterion of any mechanised tunnelling operation is to minimize downtime of the tunnelling machine by employing the most efficient muck handling system space and economic factors permit. A tunnelling machine which remains idle during a large percentage of the available shift working time is a luxury no contractor can afford. There are several possible reasons for non-productivity of a tunnelling machine ... the inability of the muck handling system to keep pace with the tunnelling machine on a continuous basis is one major cause. In large diameter tunnels, where several trains or more than one muck hauling unit can operate simultaneously, downtime of the tunnelling machine may be kept to an acceptable level. On small to medium diameter tunnels, 8 feet to 14 feet in diameter, the muck removal support system is normally restricted in capacity, resulting in an excessive tunnelling machine downtime as the tunnel extends from the shaft. There is a need for an efficient, continuous and economical muck removal system for small to medium size tunnels being driven by a hard rock machine. This paper is intended to provide an insite into pneumatic conveying, and explain the Radmark System; its development and utilisation in the tunnelling and mining fields. The MSHA prescribed method for the determination of quartz in airborne respirable-dust samples from underground coal mines is the P-7 method, a combination of low-temperature, radio-frequency ashing (LTA) and infrared analysis (IR). There is no prescribed procedure for quartz analysis in bulk samples of coal and host rock. Dispersive infrared (IR), Fourier-transform infrared (FTIR) and X-ray diffraction (XRD) methods are most commonly used for the analysis of quartz in powders. Several aspects of the experimental procedures, such as the preparation of the analysis sample from bulk samples, ashing techniques, scanning procedures, peak measurement location, calibration techniques, sample amounts, size consist and data interpretation, affect the results from each of the methods differently. Significant differences in analytical results obtained from X-ray diffraction (XRD) and infrared spectroscopy (IR) on the same samples are reported. All studies point to the need for reliable quartz analysis methods. In a recent research program, a procedure for preparing bulk-coal and host-rock samples for quantitative quartz analysis was developed. Further, the results from X-ray diffractometry and infrared spectroscopy for quartz content on identical samples were compared. Calibrations with pure and mixed standards were used to assess the influence of particle-size distribution, matrix and calibration on the analytical results. In this paper, several issues concerning the measurement of quartz in the samples of coal, host-rock and airborne respirable dust from mines are outlined and quantified.

Zoning and environmental restrictions on land usage now make open- pit quarrying more and more difficult, especially near urban areas. One option for quarry operators is to go underground for mineral production. While underground-mining costs are higher than those for open-cut work, there are several compensating advantages. In many cases it is possible to produce the same material underground without affecting land values, and the surface is preserved for industrial, residential, or agricultural purposes. Proper planning can yield underground sites which have great potential value for industrial plants, warehouses, or other business uses. It is essential to plan underground mineral extraction using a three-dimensional modular-room architectural concept to fully exploit secondary space utilization. Prior to the start of underground mining an operator must make a careful geological engineering study to deter- mine the suitability of the deposit and must prepare a plan for safe and economical mining for the purpose of converting to secondary usage.

Gold Fields Mining Corporation started processing ore from it's Chimney Creek operation in northern Nevada in November, 1987. Since that time production has averaged about 200,000 ounces per year from the milling and dump leaching circuits combined. The events that led up to commissioning of the plant started in January of 1985 when the Gold Fields exploration team drilled their first hole in an area now known as Discovery Hill. The major orebody was located later in the year in what is currently the major focus of activity, the North Pit. Subsequent drilling since plant startup has found another 14 million tons of ore two miles south of the original orebody. This South Pit orebody is currently being stripped and metallurgical testing is underway. Engineering Engineering on the Chimney Creek plant started in earnest in May, 1986. Davy McKee Corporation from San Ramon, California, did both the engineering and the construction management. Before engineering began the entire senior staff of the Plant Department was hired and assigned to the project. Senior staff included the Plant Superintendent, Plant General Foreman, Maintenance General Foreman and Chief Metallurgist. Gold Fields does not employ an internal central engineering staff to design their plants. We feel that the people who design the plant should be the ones who will be required to run it once it has been commissioned. This philosophy affords a continuous accountability from start of design through commissioning and operations. All four of the senior staff spent the most critical phase of the engineering stage at Davy McKee, so the plant is truly a reflection of all four disciplines. In bringing on the Maintenance General Foreman from the start, there was a focus placed on ease of maintaining the plant. Another philosophy that was adopted from the start was that the plant be easy to work in and maintain for both operators and maintenance personnel. Numerous design criteria were given to Davy McKee to ensure this. For example, we required that every piece of equipment could be reached easily with a crane or fork lift. All conveyors were required to have walkways on both sides for ease of maintenance and a minimum of 30 inches of clearance under them for ease of cleanup. Visibility for operators was considered very important and the control rooms and general plant layout were designed with this in mind. A list of about 100 general rules were given to Davy McKee during the early layout meetings and these were held as the general design criteria throughout engineering and construction. While engineering was progressing in San Ramon, California, dump leach test work was being done at the site. Three 6 foot diameter fiberglass columns were constructed and filled to a 20 foot height with low grade ore. Leaching characteristics were determined and the dump leach design was based on information collected from these columns. Construction The major contractors on the project were The Industrial Company for the bulk of the piping and structural, EMKO on the electrical/ instrumentation and Hunewill for most of the earth work and leach pad construction. All plant operating and maintenance personnel were employed eight weeks before startup for intensive training. Instructors were Gold Fields personnel, including foremen, and Davy McKee engineers. On occasion, selected suppliers representatives were brought in to discuss major pieces of equipment. Project completion was targeted for January, 1988 at a projected cost of 78.9 million dollars. Actual startup was about 1 1/2 months ahead of schedule and slightly under budget. Full design capacity was achieved the first full month of operation. Crushing Run of mine ore is delivered to the crusher and dumped into a 90 ton hopper which is topped with a 30" X 30" opening stationary grizzly. Beneficiation tests were conducted on samples from three ore zones in the Los Monos, Navay orebody in Táchira State, Venezuela as part of an overall feasibility study. The scope of work included ore sample characterization, flowsheet development, and optimization of beneficiation variables on a bench scale followed by confirmation on a pilot plant scale. Phosphate in the ore samples occurred primarily as francolite and was associated with quartz, kaolinite, and feldspar. Liberation of the phosphate began at 589 microns (28 mesh) for the main ore zone sample and at 295 microns (48 mesh) for the lower-grade ore zone samples. Development tests on simulated mining composites demonstrated that the samples responded well to 589 micron (28 mesh) grinding, two stages of high intensity scrubbing, conditioning at high % solids with caustic and equal amounts of tall oil and fuel oil, and separate coarse and fine flotation circuits with one stage of roughing and two stages of cleaning (reflotation). Concentrates in the range of 31.5-34% P205 with recoveries from 64-70% were obtained from the mining composites. Product quality for all concentrates in the range of 31.5 % P205 was good; 1.40 CaO/P205 and 0.04-0.05 minor element ratios. Confirmation testing in a continuous pilot plant produced results similar to those achieved in the laboratory.

INTRODUCTION The Nuclear Energy Agency plays an active role in promoting international cooperation among its member countries in the field of nuclear energy. In addition to various other functions, it plays a major role in encouraging harmonisation of government regulatory policies and practices, promoting exchange of information, and coordination of research and development in the field of radiological health and safety associated with nuclear fuel cycle activities. The work of the Agency is carried out through a number of specialised standing committees. In particular, the Committee on Radiation Protection and Public Health (CRPPH) is responsible for the Agency's activities concerned with radiological protection and related environmental problems. Its functions include review and discussion of national radiation protection policies and practices, review of developments in radiological protection, interpretation of ICRP recommendations and the study of the means of their translation into practical applications, including the establishment of radiological protection standards. Its functions also include the preparation of technical studies and reviews on specific problems requiring attention, and coordination of further research and development at the international level. Major attention is presently being given to the NEA programme of work on problems associated with radiation protection and environmental impact of nuclear fuel cycle activities, with particular attention to the front-end (uranium mining and milling) and the back-end (waste management) of the fuel cycle. In this context, the increasing attention that has been given in several countries to the problems associated with the exposure of man to radon, thoron and their daughters, and with their dosimetry and measurement, were readily appreciated by NEA, which began an active programme of work in this field in 1976. Because of the detrimental health effects,as demonstrated by epidemiological studies,caused by prolonged exposure to excessive levels of shortlived daughters of radon, particularly in poorly ventilated underground mines, the bulk of attention and needed effort has been focussed on radon and radon daughters in uranium mining. In certain countries some concern has been expressed also about the significant levels of exposure experienced by workers in non-uranium mines,and members of the public who live in particular areas or in dwellings built with particular materials which produce higher than average levels of radon and radon daughters. However, at the time of the first NEA involvement in this field it was considered that one of the most urgent problems to be solved was that of ensuring adequate personal dosimetry for uranium miners. Consequently, the NEA was urged to organise a specialist meeting on personal dosimetry and area monitoring for radon and radon daughters to provide an international forum for exchanging information and reviewing problems in this field. The meeting was held in Elliot Lake, Canada, in October 1976. A second specialist meeting, on the same subject, was held in Paris, in November 1978, to review further developments in this area. These meetings demonstrated that the overall problem associated with exposure to radon and radon daughters had many facets, each of which in recent years has been the subject of considerable attention in many countries for different reasons. It emerged from the meetings that further work was required on a variety of issues in two main areas: 1) dosimetry 2) metrology and monitoring. Conclusions and recommendations which emerged from the two NEA specialist meetings were discussed by the CRPPH. As a consequence the Committee approved, in September 1979, a detailed programme of work in the area of dosimetry and monitoring of radon, thoron and their daughters, and approved the setting up of an international Group of Experts on Radon Dosimetry and Monitoring to undertake the work. The work has been divided into two phases - phase I, on dosimetric aspects, and phase II, on metrology and monitoring aspects. The terms of reference of the work are given in Appendix 1. A list of national representatives on the Group of Experts on Radon Dosimetry and Monitoring is given in Appendix 2; many of these persons are participating here in the Conference. The Group of Experts met for the first time in April 1980 and met again in September 1981. The work of phase I is nearing completion and a report is expected to be submitted soon to the CRPPH for its consideration. Three technical papers providing interim information on the study appear elsewhere in the proceedings of this Conference. The papers cover the three principle areas examined in the study so far: 1) dosimetric aspects 2) review of the "working level" 3) review of objectives and requirements for measurement and monitoring of radon, thoron and daughters. The authors, their affiliations, and the titles of these papers are listed in Appendix 3. A brief overview follows giving the principal results.

During the last several years considerable discussion has taken place on the long term aspects of uranium tailings management. These discussions have centered around a variety of topics which in turn lead to a variety of opinions. In order to come to grips with the various differences of opinion and points of view, the Atomic Energy Control Board has decided to prepare, as an interim measure, a list of proposed close-out criteria for uranium tailings management facilities. It is important to keep in mind that the criteria set out in this paper are proposals and are intended to initiate a continuing dialogue between the uranium mining industry and the various regulatory and government agencies. It is envisaged that this dialogue would continue for a period of from six to twelve months after which some final form of these criteria would be issued and applied to the active uranium mining facilities. In attempting to understand the reasons why the Atomic Energy Control Board has decided to propose these criteria now instead of at some future point in time, it is necessary to look at a number of existing facts. One of the most important of these is that something in excess of one hundred million tonnes of tailings currently are placed in various tailings management facilities. Furthermore, the rate at which tailings are being deposited into such management facilities is on the increase and this increase is expected to continue over the next five to ten years. The management of these tailings is currently covered under the Mine Facility Operating Licences issued by the AECB. Implied within these licences and supporting documents leading to them, are requirements for the conceptual approach to be used at abandonment. There is however, no current requirement for a detailed study on the engineering or financial aspects of such abandonment procedures. This is a gap which the Board feels must be addressed. There are, at this time, various initiatives underway both in Canada and within the international community which are attempting to address the problems and concerns of the very long term management of tailings. For example, current research in Canada which is composed of two components, one by the AECB dealing with purely regulatory aspects and a second major coordinated program under the direction of the Department of Energy, Mines and Resources and in particular by CANMET is going to deal with the technical problems. Some gold production was obtained from placer deposits in Puerto Rico during the period of Spanish colonial rule, but most of the gold was produced prior to 1536. There had been no significant hard rock mining, other than in quarries for road metal or construction purposes or for raw materials to make cement, prior to 1954 when the government of the Commonwealth of Puerto Rico recognized that changes in the mining code were necessary to stimulate exploration for metalliferous ore deposits. The Puerto Rican Legislature passed an act (No. 6), which was approved on Oct. 6, 1954, that reiterated that the title to all "commercial minerals" is vested in the Commonwealth of Puerto Rico. The act provided for the establishment of a Mining Commission, stipulated the power% with which the Mining Commission was vested, and provided that no one may dispose of "commercial minerals" in Puerto Rico without a Commonwealth grant issued on its behalf by the Mining Commission. Act No. 6 also provided for prospecting permits, mining leases, and grants. The Mining Commission, by authority granted to it by Act No. 6, adopted regulations effective Nov. 21, 1957, relating to prospecting, leasing, and producing commercial minerals in Puerto Rico. Royalty rates were also specified for various types of deposits at different annual tonnage production levels.

Routine procedures used by many SAG and AG mill operators to improve liner life are reviewed. Guidelines are provided for estimating the time required to replace worn liners along with practical methods to reduce downtime for liner replacement. Finally, the effects of mill operating conditions on liner wear life and breakage are considered.

A Simulation/Animation Model (SAM) with several unique features has been developed for continuous mining in room-and-pillar production systems. Initial cut data are generated by the program based on a short list of general section parameters, and is graphically displayed on the screen for checking and editing. This portion of the program includes several intelligent features. For example, a different cut sequence will be generated for uni-directional section ventilation than for bi-directional flow. Once the data are accepted, the entire simulation may be viewed in animation. Effectively, much of the data are checked visually by watching the actions of the mining equipment. Following the simulation, results are summarized as bar and pie charts, as well as printed output. In addition to the extensive use of graphics, the program contains several advances in simulation techniques as well.

INTRODUCTION The past few years has seen an increased interest in the determination of statistically valid properties of a rock mass. The increased use of computer modelling for the study of rock excavation behaviour has created a need for upper and lower statistical bounds for the properties of a rock mass being modelled. Obviously, to determine the statistical properties of a large volume of rock, many samples must be tested - an expensive proposition when using conventional testing facilities and procedures. As a result of high costs per sample, sufficient tests for statistically valid results are rarely done. In an effort to reduce both sample preparation and test facility costs, an instrument called the Bemek Advanced Rock Tester (BRT) was developed in Sweden. With a total weight of approx. 35 kg, the BRT is portable and sells at a small fraction of the cost of a conventional testing machine. It is comprised of a small 65 KN loading frame with attachments for a variety of tests (see Table 1) , a hand operated hydraulic pump, an electronic balancing unit and a programmable microprocessor. The microprocessor is capable of storing data, performing arithmetic operation on, and printing signals from, a transducer and two strain gauges. A detailed description of the apparatus is given by G. Swan et al. (1). The proposed test strategy involves first a 3-point flexure test on a notched core specimen, followed by a 4-point flexure test on the separated specimen halves. Finally, point load and Brazilian tests can be carried out on the quarter parts of the original specimen. Thus specimen preparation is kept to a minimum. These and other perceived advantages have prompted the purchase of this machine and an evaluation of its suitability to provide data on mechanical properties of intact rock for numerical modelling and rock mechanics design at Noranda's underground mines. Details of its performance evaluation and experiences with the unit are discussed in the following sections. [ ] INITIAL OPERATING EXPERIENCE During the commissioning stage the BRT had, or developed, a series of problems, some of which seriously affected its operation. Below are some examples. Poor documentation was the most serious problem encountered. Confusing instructions for the 4-point bend test installation and its microprocessor programing, as well as poor and ambiguous information on the calculation of gauge factors, are some of the difficulties which had to be overcome. Meehan~cal problems occurred, including failure of the hydraulic pump, as well as electronic difficulties with the microprocessor. Other problems with the printer, requiring its replaceqent, were fortunately covered under warranty.

AVAILABLE MACHINES Machines discussed in this section include only rubber tire mounted kerf cutting machines of a self¬propelled electrically powered design. Such machines handle bars up to 4.6 m (15 ft) in length, cutting kerfs of from 115 to 191 mm (4.5 to 7.5 in.). The basic design concept of all machines currently in production is very similar. The chassis features dual driving wheels on the cutter-bar end, fixed directly to the main frame. The steering wheels on the outby end of the frame are articulated in some manner to keep all four wheels on the floor over uneven bottom. Machine power for tramming, and all other functions except powering the cutting chain, is furnished from a pump motor that drives the specific pump or pumps required by a given machine. The cutter chain is driven through a mechanical drive train from a separate electric motor having no duty other than driving the chain. The general arrangement of a cutting machine is shown in Fig. 1; two types of machines, with their specifications are shown in Figs. 2 through 5. A hydraulically powered cable normally is included to eliminate the need for manual cable handling and make this a one-man machine. A bug duster, though optional, is needed for most applications. The bug duster is an hydraulically driven scroll conveyor located directly behind the cutter chain drive sprocket. Its function is to move the cuttings away from the sprocket to prevent them from packing up in this area and consuming a lot of machine power to further pulverize them. Available machines vary from models 610 mm (24 in.) high that can cut horizontally only from 203 mm (8 in.) below ground line to 229 mm (9 in.) above, to machines 1143 mm (45 in.) high that can cut in any plane from 178 mm (7 in.) below the ground line to 3.7 m (12 ft) above it. Most currently manufactured machines fall in the 17 200 to 20 400 kg (38,000 to 45,000 lb) weight range, but can be dis¬assembled for underground installation where weight and size are a problem. Maximum teardown results in all pieces having a weight of 5400 kg (12,000 lb) or less and a size allowing passage through a 1.2 x 2.1-m (4x7-ft) opening. Further reduction in either size or weight of the parts becomes a serious problem. Machines currently being manufactured are avail¬able for use with power supplies of 250 v dc; 500 v dc; 440, 550, or 950 v ac (60 Hz). Also available are machines for use on 415, 500, and 950 v 50 Hz. De¬signs to allow operation on other voltages of either 50 or 60 Hz can be made available without any serious problems. As of September 1977, a typical medium-seam ma¬chine without the extra options needed for unusual conditions, but fully equipped to operate, was selling for about $185,000. For efficient control of particle size in a wet grinding circuit, three alternative methods for monitoring pro- duct particle size are available. These methods are based on: 1. Ultrasonic wave absorption. 2. Low-angle forward scattering of a laser beam. 3. Inferential sizing techniques. The relative advantages and disadvantages of each technique are discussed. A particle size monitor can be used on a single grinding line to control the product particle size. To minimize the number of particle size monitors at an operation consisting of many similar grinding lines, a portable multi-stream on-line analyzer can be used. The paper outlines the design and the operational characteristics of the portable multi-stream online analyzer.

A comprehensive approach to the development and organization of an expert system that is designed to assist electricians in diagnosing electrical faults m mining machinery is discussed. The system includes diagnostic, reference, and tutorial programs. The diagnostic portion of the system is based on a causal-reasoning approach which is used to establish a hierarchy of symptoms and the subsequent production rules for identifying component-level failures m the motor-control circuit of a shuttle car. With this approach, conclusions are developed directly from knowledge of the circuit and its behavior (in both working and failure modes) based on first principles, rather than the heuristics of a domain expert. The symptoms and their hierarchical structure an: formulated by creating "what-if" scenarios and performing a qualitative circuit analysis for each fault Techniques for incorporating interactive graphical displays of the circuit schematic into the diagnostic portion of the system are also presented. Supportive computer programs that provide' reference material and tutorials on the circuit are also described.

Progress in computer control of flotation circuits has developed parallel with advances in reliability of on-stream X-ray analysis (Cooper, 1976). Attainment of acceptable results with X-ray fluorescence analysis over the past ten years has led to application of computer control in more than 30 concentrators. Gains in applying flotation control also have given incentive to improving measurement and control devices for other essential functions in control systems. At the same time, advancing technology has made available computer systems having characteristics practical and economical for the physical environments of concentrators and ore processing plants. Benefits from flotation control have centered on increased efficiency in mineral separations, derived by stabilizing circuit operation subject to changing ore characteristics. The gains have been most evident in processing complex ores for multiple concentrate products. In many cases, particularly when coupled with grinding control, the economic results from on-line control have been substantial compared to investments in monitoring and control equipment.

One of the more difficult problems frequently facing geologists and mining engineers is that of estimating the ore reserves of mineral deposits. Cost conscious mining operations invariably require an accurate knowledge of tonnage and grade for both short and long term planning. A case study is presented, showing how a classical frequency distribution was fitted to a population of drillhole assays. Using these results, a grade- tonnage curve is derived using the Lasky expressions, and the results discussed. A geostatistical analysis is then presented. First, variograms are drawn, models fitted to them and analyses made of drift and anisotropy. Second, simple block kriging is carried out and the results plotted on large 1000 scale plans, suitable for overlay with routine .mine plans. Kriging results are verified using two independent techniques: random kriging on a regular grid and inverse distance weighting. Finally an attempt is made to optimize the drilling grid, and to fully tabulate the total computer running costs for the work described.

Cyanide is a conventional lixiviant for gold extraction but its' toxicity is a major concern for the environmentalist. There are many alternative non-cyanide lixiviants, such as thiourea, thiosulphate, chlorine and hypochlorite etc., which may reduce environmental sensitivity. This paper will discuss the leaching characteristics of gold in hypochlorite leaching solutions. The dissolution of gold in a hypochlorite solution not only depends on the concentration of the hypochlorite but also on other variables, such as hydrochloric acid, sodium chloride and temperature. The dissolution rate of gold in hypochlorite solution is much faster than other lixiviants. Due to the interference of impurities, gold extraction from an ore under ambient conditions requires large quantities of reagents. However, refractory gold ores may be successfully pressure oxidized in an autoclave at reasonably low reagent levels. Gold extraction to the pressure oxidation leach solution is rapid and complete in one stage, thus eliminating the need for further cyanidation.

In 1989, William A. Vogely created the Mineral Economics and Management Society (MEMS). He did this after SME disbanded the Minerals Resource Management Committee, a group dedicated to technical programming of minerals economics and management issues. A few years later, SME reinstated this committee. MEMS held its fourth annual conference "Mineral resources: Managing dilemmas and opportunities," in Boulder, CO March 9-11, 1995. Some of the MEMS programs are similar to the Minerals Resource Management Committee programs. However, MEMS conferences cover more diverse issues. These include minerals policy, environmental legislation impacts on the minerals industry and minerals economics issues. The 1995 MEMS conference included six sessions and three distinguished speaker addresses. Papers topics included US and Canadian mineral policy, financial strategies for managing mining companies, Latin American mineral investment opportunities, quantitative economic modeling and the impact of environmental interest groups on the minerals sector in the United States and Canada. One session was dedicated to students who competed for $1900 in prizes for outstanding papers.

Cutter roof failure is one of the most common ground control problems affecting the safety and economy of an underground coal mine operation. Several attempts were made in the past to understand the processes responsible for cutter development and to devise mitigating measures. Yet, many cutter failures still happen and their advance prediction remains as elusive as before. One of the reasons for the impasse in predicting cutters lies in the limitations of the current numerical modeling technologies. The development and propagation of cutters is a progressive phenomenon and continuum models can only approximate this process. Since the discontinuum modeling is severely restricted by the lack of reliable input data, alternatives must be sought to better understand cutter failures using the continuum models. This paper proposes one approach using strain-softening material model to simulate the cutter initiation and propagation process. An attempt has also been made to provide some insights into the reasons for the change in cutter location at different parts of a development layout.
