Following a Major underground coal mine incident there followed a review of the role of mines rescue ? the Queensland Mines Rescue Brigade. It wasn?t until 2002 that the real change started to happen. The issue of geographical distance was addressed by mines rescue sub stations being located on the mines sites with parent rescue stations in a central location. The funding was by means of a levy on the mining industry with legislative standards and performance included. The previous Rescue Brigades were not well organised (central districts) and the application of recognised quality management practices within local management was lacking. The structure was based on other nations models and miners managing miners was an issue for the organisation. The reform was some what painful and the QMRS organisation will still evolve with continuous improvement. Queensland has the National Champion mines rescue team for the eighth year. QMRS is participating at the level in the industry of influencing emergency systems and training senior mine management in ?Emergency Mine Management? coaching the industry in emergency response systems. We have come a long way. We have had some success and there is always the challenge of setting the standards, those we should aspire to and the courage to influence the industry to higher goals of a safer future.

The Tintaya mine of BHP Copper, located in Southern Peru, includes a copper oxide deposit hosted in a mineralized skarn zone. The ore contains large amounts of clays and high acid consuming species resulting in low heap leaching performance. A treatment scheme was proposed that included a wet screening separation. The coarse fraction would be treated by heap and the fines by agitation leaching. The dissolved copper would then be recovered through solvent extraction and electrowinning (SXEW). Testwork determined the optimum heap leaching conditions to treat the oxide in on/off pads of 3 meter height with an initial acid cure followed by variable acid strength during irrigation. The method resulted in a reduced acid consumption and good copper recoveries.

The "Hormite Group" was proposed for palygorskite (attapulgite) and sepiolite for their complex magnesium silicate composition and elongate crystals (Martin-Vivaldi and Robertson, 1971). These minerals occur in close association with each other and more complex structural variations may exist (Bailey, 1972). In 1862 Savchenkov used the name palygorskite to describe a mineral from the Palygorsk locality (Hay, 1975), near the Ural Mountains. Ovecharenko and Kukovsky (1984) mention that when mountain leather deposits were prospected in the Palygorsk Division mine it was assumed this unusual mineral was a variety of asbestos. Early mineralogists used the terms "mountain cork" or "mountain leather" when referring to palygorskite. Robertson (1986) mentions that it appears palygorskite was known since Theophrastus&apos; time, ca. 314 BC. J. de Lapparent used "attapulgite" for clays from Attapulgus, GA, and Mormoiron, France, because he thought them different from palygorskite, but the two types were proved to be the same (Bailey et al., 1971). The name attapulgite is still used for the Florida and Georgia deposits when the crystal length to diameter ratio does not exceed 10:1(Merkl, 1989). Georgia palygorskite clays are of much shorter length compared to classic palygorskite. In 1847 Glocker first used the name sepiolite which was called "Meerschaum" by Werner (1788) and Hauy (1801) namedit "Ecume de Mer." Brochant (1802) described low density and white magnesium silicates adding the name Talcum Plasticum and Ecume de Mer. In the Meigs-Attapulgus-Quincy district palygorskite (attapulgite) commonly occurs in two distinct forms referred to as short length palygorskite (Meigs Member) and long length palygorskite (Dogtown Member) (Merkl, 1989). Long length palygorskite crystals (> 10 pm) are rarely observed in the Meigs and Dogtown Members, but when present are in association with dolomite crystals. The short length form is usually less than 2 pm in length and has a low magnesium content whereas the long length form has a high magnesium content and a length greater than 2 pm. The distinctions in morphology are not only important because of the relationship to the origin of the deposits, but also in relation to activity in causing membranolytic activity related to data on palygorskite samples from 9 locations ranging from relatively inert to active in work reported by Nolan et al. (1989). The > 10 pm lengths amounted to only 51 of 17,401 fibers sized. The shortest lengths (< 0.5 pm) were relatively inert. This study pointed out that surface activity, morphology, and chemical differences may be distinctly different within the definition of palygorskite, or for that matter for any individual mineral so that health and other properties must be measured because the name alone does not necessarily indicate uniformity. Palygorskite (attapulgite) fuller&apos;s earth was first sold for drilling mud in 1941. The market for this use expanded slowly and has maintained a level of 7 to 10% of the total US production during the last few years. Most of the fuller&apos;s earth sold for drilling mud comes from the southern part of the Meigs-Attapulgus-Quincy district of Georgia and Florida. Palygorskite clays produced in this area are superior to most other fuller&apos;s earth for mud used in drilling salt formations, but because of high water loss, they are inferior to bentonite where the rocks drilled contain no saltwater. According to Oulton (1965), more than 90 different grades of fuller&apos;s earth are produced. Some of these grades are used for pharmaceuticals designed to absorb toxins, bacteria, and alkaloids; for treatment of dysentery; for purifying water and dry cleaning fluids, dry cleaning powders and granules; for the manufacture of NCR (no carbon required) multiple copy paper; for the manufacture of wallpaper; and as extenders or fillers for plastic, paint, and putty. Fuller&apos;s earth mined near Ellenton, FL, was used for making lightweight aggregates for the construction of concrete barges during World War I1 (Calver, 1957). Still other uses of fuller&apos;s earth and its suitability for uses in new products are outlined by Haden, Jr., and Schwint (1967), Haden, Jr., (1972), and Haas (1970). One special use of fuller&apos;s earth is as a carrier of platinum catalysts that are made in the United Kingdom from sepiolite clays mined in Spain. Other uses of sepiolite fuller&apos;s earth (Chambers, 1959) are similar to those of the palygorskite (attapulgite) type mined in the United States.

Conventional methods of drillhole site selection are reviewed briefly. Two approaches using geostatistics are then discussed, both of which have been shown to yield improved results. Finally, a branch and bound algorithm is described which will select the best locations for drilling from a user specified number of possible drill sites. Two options are discussed. First, the user can specify a maximum drilling investment or a maximum number of drillholes and the program will select the locations yielding the minimum estimation variance. This amounts to getting the most for a given investment. Alternatively, a maximum tolerable estimation variance can be specified and the program will select the number and location of the drillholes to obtain the desired information at a minimum cost. Another benefit of the approach is the quantification of the tradeoffs between investment and information obtained.

This U.S. Bureau of Mines report is an analysis of underground coal mine fire incidents occurring in the United States during the 15 years from 1978 through 1992. The fire data used in this analysis were obtained from Federal Mine Safety and Health Administration (MSHA) mine fire investigation reports. Fires were analyzed by year, state, coal bed thickness, mining method, evacuation measures taken, ignition source, burning substance, location, equipment involved, detection method, time of day, number of injuries and fatalities, and method of extinguishment. In all, 164 fires are reported, or an average of 10.8fires per year. The most common ignition source was electricity, the most common burning substance was coal, the most frequent fire location was the belt entry, belt conveyors were the most common equipment involved in fires, and water was the most common extinguishing agent.

In fact, thermal exploration has received relatively little attention in modern times compared to other potential field geophysical methods. There have evolved, however, two basic approaches to thermal exploration for subsurface heat sources. These are 1) the measurement of surface temperatures by infrared, thermal imagery and 2) the measurement of geothermal gradients in exploratory drill holes.

Subsidence of the land surface in some parts of Illinois is caused by underground coal mining. The U.S. Bureau of Mines is backfilling abandoned mines at selected sites in southwestern Illinois in an attempt to support failing mine openings. The Illinois State Geological Survey assists the Bureau by developing geologic and engineering information. As part of this investigation, television probes of fifteen injection borings in Belleville augmented conventional methods of study. The television probes of uncased sections of borings revealed several phenomena. Water erosion caused shale beds to slough, which partially filled some borings. Fractures caused by subsidence were identified, and excellent views of underground mine workings provided documentation of the mining method. The condition of mine timber was evaluated. Pack walls supported some openings. Both floor heave and roof fall were observed to be causes of failure in the mines.

This paper presents a cyclic queueing model which evaluates the productivity of a shovel-truck materials haulage system. For a cyclic queueing problem with exponentially distributed service times, a cyclic queueing model provides exact solutions in a fraction of the time that simulation takes to produce an approximate solution. The model is applied to an example problem, and the results are validated with simulation. Simulation is used to show that the assumptions of exponentially distributed service times and steady-state are not serious problems. A cyclic queueing model can be used to quickly obtain an accurate assessment of the productivity of a shovel-truck system.

High intensity, autogenous grinding has been developed in the hard rock, quarry industry and is finding wide application in mineral processing. The autogenous vertical shaft impactor is described and action within the machine is illustrated. This machine is compared with the cascade mill, in the three characteristics of impact, inter-particle rubbing and nipping, of which impact is the most important. There is a seven fold increase in impact level over that of the cascade mill. The autogenous impactor has characteristics of crushing and grinding, preferential crushing, abrasion resistance and drying. These are illustrated by examples of industrial applications, where the machine is now used and range from abrasives, such as Carborundum to phosphate rock.

I propose to do three things today. First, take a broad look at the role of mining in the Latin American economy; then, review briefly the current situation in four principal metallic mineral exporting nations -- Chile, Mexico, Peru and Venezuela; and. finally, raise some, policy questions that seem to me to be important. The Role Of Latin America In World Mining First, let&apos;s consider Latin America&apos;s position in world mining markets. Latin America provides more than 5% of world output in 16 metals or ores, ranging from antimony and barite to Tungsten and Zinc. Latin America supplies a fifth or more of the world&apos;s antimony, beryl, bismuth, copper, fluorspar, silver and Tellurium.

Many of us who have interacted with senior executives from leading oil and gas companies over the last few years on the subject of HSE performance have observed a marked shift in their engagement on this aspect of their business performance. There seems to be a shared impression that HSE performance will have markedly increased impact on their businesses going forward. On the back of this very real concern, many are taking material actions to secure a step change in their safety and environmental performance: hiring respected mainstream operational personnel to lead their HSE function; investing in capacity/skills development for HSE professionals to increase their effectiveness in addressing the needs of the business; taking a hard look at the efficacy of established management and audit programs (too much paper, not enough results?); investing in information management systems so they can have access to real time reliable performance indicators; and, critically, initiatives to reduce accident statistics (especially focused on fatalities and contractors? activities) and deliver meaningful reductions in their environmental footprints. Underpinning all of these actions is a clear sense that substantial, very well-intentioned activity and investment in HSE aspects of the business has not been hitting the mark and yielding too little return in terms of performance improvement. The very serious recent events on the US Gulf Coast and at a refinery in the US Pacific Northwest have added fuel to this fire. The need for approaches which will secure a step-change in performance on the front line in the global oil and gas industry has never been greater.

Controlled release systems delivering the required concentration of an effective bactericide over an extended time period have been developed by The BFGoodrich Company&apos;s ProMac® Systems group. The ProMac system is site-specific and includes a four-step approach to controlling acid mine drainage (AMD): (1) Diagnosing the problem, (2) Prescribing the treatment, (3) Supervising the application of controlled release bactericides, and (4) Honitoring the success of applied treatment. The success of the ProMac system is evidenced by improved water quality, healthy vegetation, a reduction in levels of acidophilic thiobacillus, and a corresponding increase in population of beneficial microorganisms.

Prediction and quantification of acid mine drainage (AMD) from a given rock unit is in its infancy. Acid Base Accounting is the current procedure. II is a useful screening procedure and is designed to indicate whether a rock unit will or will not produce acid. In this sense, Acid Base Accounting is qualiwtivc. Researchers at West Virginia University arc developing a prediction method to estimate how much acid will be produced over the life of a rock unit's AMD production. TI1c AMD prediction procedure can also evaluate the required rates and effectiveness of various AMD control amendments. This presentation discusses the WVU AMD prediction procedure in the context of historical approaches and indicates the mechanics and applications of this new technology.

Foreword Sir William Halcrow and Partners are responsible for the design of the Ahmed Hamdi Tunnel as Sub-contractor to the Contractor, Osmac, a joint venture formed by the Arab Contractors, Osman Ahmed Osman and Company of Cairo, and Tarmac International of London. Throughout the paper the term "Client" refers to the Employer, the Ministry of Housing and Reconstruction, which latterly became the Ministry of Development and New Communities of the Arab Republic of Egypt. At the time of writing of this paper only a few hundred metres of the tunnel have been driven, but the design is substantially complete. Introduction The Ahmed Hamdi Tunnel, which is at present under construction, will be a two-lane tunnel crossing beneath the Suez Canal approximately 15 km north of the town of Suez at El Shallufa. It will become the first permanent connection across the Canal since 1967 and is visualised by the Egyptian Government as an early step in the development of the Sinai Desert along the eastern bank. The tunnel will carry pipelines for treated water and electric power cables to assist in this development. The tunnel, which will be 1640 m in length, is being driven through hard clay and mudstone using a tunnel shield fitted with hydraulic excavators. The primary lining is being constructed with precast, bolted reinforced concrete segments with an internal diameter of 10.4 m. The road deck structure and the walls of the air supply ducts beneath it are formed with precast, reinforced concrete units erected immediately behind the shield.

During the past decade, since the appearance of Popoff&apos;s (1966) review of grade tonnage calculations, it has become evident that defining a new method which could be followed step by step by a technician and which would improve reserve estimation was not a simple thing to do. Some concepts have emerged though, and most definitions of ore reserve now require a statement of reliability (USGS, 1975; and Zwarten-dyke, 1976). Exactly how the reliability should be computed is not a straightforward process. It also became apparent that not only was reliability a requirement but that additional questions such as how to predict mining re- serves from geological reserves were to be asked. In fact what became obvious is that specific models have to be designed for each type of mine and for each type of question which is asked. Most methods can be encased within a unique general geostatistical, model, but it takes considerable custom tailoring, and there are still questions that are left unanswered. In this chapter, before giving techniques, we intend to first review what should be required from a grade tonnage calculation done at the exploration stage. If the final objective is still to specify a tonnage and grade, with eventually a reliability, many qualifications have to be made before quoting, and of course, calculating these two numbers. Then the currently avail- able methods will be reviewed and future trends will be shown; finally a few case studies will be given and recommendations about the choice of a model will be made.

In many ways a government could be regarded as a macro business enterprise. Its shareholders are its peoples, the productivity of the nation depends on them, and, indeed, the profits or losses of a nation&apos;s balance sheet can be linked to the surplus or deficit in its balance of payments. International loans need to be repaid, and in most developing nations the noose is tied so tightly that one wonders if such debts will ever be repaid. In their endeavour to meet such obligations, their currencies may be devalued [sometimes in frightening proportions], in the hope of boosting the export potential. However, this is a vicious circle, since exports will not be achievable unless sufficient technical expertise and infrastructure exist to address the opportunities which may have been created through devaluation. Many of the poorer countries have exportable resources of minerals, which are supplied on the international market. This may be the good news, but, unhappily, steps were seldom taken to enhance the value of the mineral products through further beneficiation and the production of high-value sophisticated products. That is where the vicious circle comes in: inadequate infrastructure is created, competent and well-trained manpower is not generated, and the result has inevitably been that the GDP slips backwards, and the nation becomes progressively impoverished. To exacerbate the problem, it is unfortunate that the more impoverished a nation becomes, the greater is its birthrate, and hence the greater the need to create wealth at the very time that the nation is becoming poorer and poorer. Within this scenario, one may well reflect that this is exactly what nations on the African Continent are experiencing, namely exploding populations, although most of the poorest nations in the world are found on this continent. Yet they often possess a superior mineral production potential. Africa still suffers from what may be called the colonial influence, in that the developed world has regarded this continent as a source of raw materials to feed its own factories. The colonial powers gave only secondary attention to developing the nation&apos;s peoples and its infrastructure, such as railways, roads, harbours, and other services. These problems all naturally fall within the ambit of government interest, and it is therefore obvious that the state should play a dominant role in addressing them. The reasons for governmental involvement in mineral-related research and development differ considerably, depending on the state of industrial development of that country. Thus, in the highly industrialised world, government&apos;s interest will lie mostly in the fields of strategic minerals, which may not be economically exploitable. An example would be the exploitation of American low-grade chromites during the Second World War, or minerals which need to be imported from unfriendly or unreliable sources, such that disruption would not be in the national interest. Colonial powers like the United Kingdom and France established R&D facilities to assist, inter alia, in the exploitation of mineral resources in their colonies. The approach of developing countries would differ from that of the industrialised nations, in that their primary quest would be to promote, support and encourage the development of infrastructure, and the establishment of major industries in order to create and provide employment opportunities, as well as to support small operators who cannot afford to undertake their own research and development. On the debit side, it is a sad fact that, however good their intentions may be, underdeveloped countries are invariably unable to provide the requisite financial support to sustain their own research-and-development laboratories. In a high-tech world, the cost of sophisticated equipment is steep and cannot be afforded. Again, the proverbial vicious circle comes into play. The competent researchers find themselves without rewarding employment and would therefore shun such institutions. Recent trends in the developed world have been to privatise research-and-development institutions, the argument being that they should draw closer to the industry they serve, and that the provision of taxpayers&apos; money for strategic purposes is no longer as important as it may have been once. Complete state withdrawal has had its negative effect in that long-range, high-calibre research has tended to be replaced by short-term problem-solving projects. Industries engaged in the minerals business differ somewhat from major ones, like motor, computer or pharmaceutical industries, which are large enough to support their own internal research and development, and whose work is highly confidential, so that any leakage could have disastrous consequences. Furthermore, private companies are answerable to their shareholders and costly long-range, &apos;blue-sky&apos; research would be difficult to justify. Since mineral research has become of lesser importance in the sophisticated First World, this trend has persisted. On the positive side, R&D institutions which are totally financed by government, suffer because they tend to forget the reason for their existence. They have often become a form of auxiliary to an academic institution where higher degrees are collected by scientific boffins who, in their quest for academic excellence, tend to disregard the benefits that industry may ultimately gain from this research endeavour. The trend in recent years - and South Africa is no exception - has been for the state to progressively reduce its subsidy, whilst at the same time encouraging research organisations [for their ongoing survival] to interact closely with industry, and to conduct work directly for them on a contract basis. Organisations such as CSIRO in Australia, CANMET in Canada, the USBM in the United States and Mintek in South Africa all generate income from the private sector. The paper reports on both, the design and decision making for the filters in a backfill plant in Europe as well as more then 10 years of operation and maintenance experience of the vacuum disc filters installed. It begins with the first step, the filter sizing based on a sample provided by the customer, followed by the commissioning of the filter units and reports on the development of the filter performance during the following 10 years of operation. Based on the physical properties of the sample and the process targets of the client for the backfill plant, the paper shows the logic steps taken in the laboratory to ensure the target moisture, determine the required filtration area and filter size as well as the selection of the ancillary units and the formulation of the performance guarantee. The paper discusses some issues with filter operation during the commissioning phase and the actions taken. Finally, the paper concludes by highlighting the gradual change over the more than 10 years of operation and how this change affected filter performance and operating costs.

The objective of this paper is the development of a reliable simulation model for the operation and production capacity of an aggregates quarry. Based on this model, a computer program is introduced that provides the final production outputs according to the defined material gradation and machinery characteristics. The program takes into consideration all operational parameters that may be introduced by the user through the whole machinery network. As a result, all production parameters are properly updated. The structured simulation program can help detect production inefficiencies that result from design ineffectiveness. Additionally, the program can be used for the generation of alternative scenarios for future modifications of a plant&apos;s configuration. Finally, a designer can use it as a tool for obtaining optimum solutions concerning newly designed quarries. As a case study, a quarry operating at Heraklion, Crete, was examined. The application of the program to the plant produced a complete image of the quarry&apos;s input/output characteristics, along with some suggestions for improvements on certain production processes.

With the growing dependence on coal as an energy source, finding a means to prevent or reduce the freezing of coal during winter shipment has become increasingly important. Several chemical companies focused on this problem and applied chemical technology to develop suitable solutions. As a result, a number of freeze conditioning agents have been introduced in the past few years, several of which have been highly effective in controlling frozen coal. The efficacy of these chemicals has been well established, however many users have found that only a well defined program will produce acceptable results at a reasonable cost. Positive program results yielding recognizable benefits have caused many power generating and coking plants to consider freeze conditioning agents. A freeze conditioning agent (or FCA) has been defined as a multi-component organic liquid designed to be sprayed on coal particles at bulk shipping points to assure that receiving locations will be able to unload, store and use the treated coal with minimum delay or inconvenience. The chemicals are generally applied at rates of 1 to 2 pints (0.473 to 0.946 liters) per ton and normally function by changing the crystalline structure of water left on the coal during processing. The bond strength of the ice that may subsequently form is markedly reduced. Instead of freezing into solid, unmanageable masses, the coal can be easily unloaded by rotary dumping or the opening of hopper car doors.

There is one quick way to substantially reduce the operating cost of a great many pining operations. It is to cut the demand charge on the use of electricity and gas. Demand charge is the utility company&apos;s charge for the maximum rate of energy usage which is in addition to the charge for the total amount of energy used. Energy demand is reduced by prohibiting simultaneous operation of devices, especially those that consume large amounts of energy, or by deferring the use of such equipment as air conditioners from one demand period to a subsequent period. To achieve that end, a control system can continuously measure the demand and turn off selected loads in accordance with established rules. Because of the complexity of most industrial plants, a computer is the best means of storing, measuring, calculating, and controlling the many variables associated with the many devices involved. A computer system for that use has been developed by the Westinghouse Computer and Instrumentation Division in Orlando, Florida. For most applications, this demand control system can be installed and operated by industrial plant engineering personnel with no special knowledge of computer technology. It can be used with both electrical and gas service. For clarity, let us examine electrical demand first.
